United Methodist Church of Antioch has a new Pastor appointment

It is with both sadness and excitement that the congregation of the Methodist church in Antioch, Illinois begins a new chapter in the storied history of their landmark church.

The church was founded in 1879. The Service of Dedication in the new and present location, at 848 Main St., was Nov. 24, 1901. Visible from the entire length of Main Street, it is one of Antioch’s most recognizable sites.

Reverend Dr. Charlette (Char) Hoffmann and husband Glenn came to Antioch in 2017 and she began serving as Pastor on July 1. She has served on and chaired many committees on a conference level of the Methodist Church. It has been a blessing to have her and Glenn in Antioch these past 3 years.

Glenn has recently retired and Pastor Char, or PC as she is affectionately called, has decided to do likewise. Char Hoffmann is an intelligent, devoted servant of Christ and an inspirational preacher. There is a long list of people enriched because of her presence in their lives.

Char has been very active in the Antioch community and area churches. The Tri-Parish Clergy Group is the clergy leaders of Saint Ignatius Episcopal, Saint Stephen Lutheran, and the

United Methodist. Pastor Char has been instrumental in their many joint ecumenical events.

On the afternoon of Sunday June 28, a farewell parking lot “drive through” was held to honor Pastor Char. A well planned and executed parade of cars drove past the couple to express their thanks and well-wishes.

The appointment of Reverend Katie Voigt began on July 1. Pastor Katie received her degree from Garrett-Evangelical Seminary in 2003. She has served in churches in the Rockford and DeKalb districts since that time. Katie Voigt is also active in the Northern Illinois Conference of the Methodist Church. She has also been chaplain to the Erie Police Department.

Pastor Katie grew up in Portage, Wisconsin where she still has family. She is a graduate of Ripon College in Ripon, Wisconsin. As a Packer fan coming to a border town, she will be well received by the many Packer fans (and Bears fans also!) in the Antioch area and the Methodist church. The Church is looking forward to their growth together.

Mendoza: New fiscal year will be even more challenging than height of budget impasse State borrowed heavily to get through year that ended June 30 lion. But Mendoza said that figure doesn’t tell the whole story because in order to keep the state running, it borrowed roughly $2.7 billion.

That included $1.2 billion from the Federal Reserve, just part of the $5 billion in Fed borrowing that state lawmakers authorized during their special session in May. It also included another $1.5 billion in interfund borrowing and borrowing from idle funds in the state treasurer’s office.

“So that did help me to pay down some really important bills that needed to be paid of that bill backlog, but it’s important to remember that, okay, the bill backlog says it’s $5.4 billion, but in actuality, we’re still on the hook for paying back that $2.7 billion, so we’re really looking at, you know, 5.4 plus 2.7,” or $8.1 billion, she said.

Among the high-priority bills the state paid, she said, were invoices from Medicaid providers, including hospitals, which were already reeling from revenue losses that resulted when they were forced to call off nonemergency surgeries and procedures in order to free up resources for COVID-19 patients.

“Mitch McConnell must forget that it’s states like Illinois and Connecticut and California and New York that bail out his state of Kentucky every single year,” Mendoza said. “He’s used to living off of the state of Illinois and the state of California and the state of New York and the state of Connecticut and every other donor state, which by the way, most of which happened to be blue states.”

Mendoza said that when it comes to paying bills on a month-to-month basis, her office will prioritize making scheduled debt payments, paying out retirement benefits and making payments to public schools. Beyond that, she said, everything else in state government will be at risk without federal aid.

“We are far from done with this pandemic, so if anybody believes that we’re even remotely out of the woods yet, they’re imagining things,” she said. “We really have yet to see what the month to month reduction in revenues is going to be. We can try to predict them, but this is uncharted territory.”

They were driving a blue pickup truck and a white truck with the “Flex Seal” in the back. Neither trucks had any identifiable markings on them.

Mendoza called the idea that Illinois and other states were asking for bailouts “laughable,” while noting that Illinois receives less in federal benefits from Washington than it pays into it.

The McHenry County Sheriff’s Office warns residents to be cautious and be diligent when contracting for home improvements. During warmer months, groups of con-artists often referred to as traveling criminals, make their way to McHenry County.

These groups target senior citizens, but will approach other homeowners, to offer services that end up being subpar and require the homeowner to spend hundreds, and sometimes thousands of dollars to repair.

One example of a local scam reported to the Sheriff’s Office: A homeowner in unincorporated Cary received a knock on the door and the “sales man” offered her a new “Flex Seal” coating for her driveway. He offered her a “bargain deal”, but did not quote a specific price. Upon completion of the job the man demanded $6,000. The elderly homeowner initially

The Illinois Department of Natural Resources (IDNR) today announced it has elected to cancel all waterfowl blind drawings for 2020 due to the ongoing COVID-19 pandemic. Existing blind holders will be allowed to maintain their blinds through the 20202021 waterfowl season; drawings canceled in 2020, as well as those drawings scheduled for 2021, will resume in 2021.

“Waterfowl blind drawings are a treasured and time-honored tradition here in Illinois, with waterfowl hunters looking forward to these in-person events annually,” said Colleen Callahan, director, IDNR. “Understanding that, and coupled with the duty we have to safeguard the health and safety of our sportsmen and women, as well as our staff, we know cancelling this year’s events is the right decision.”

Pursuant to the IDNR’s administrative rules as authorized under the Illinois Wildlife Code, hunters must be physically present to claim their blind if their name is drawn. The drawings, typically held in June and July, frequently draw attendance in the hundreds or thousands which has the potential to violate social distancing and crowd size requirements.

“I had the opportunity to attend waterfowl blind drawings last year and enjoyed it immensely; they certainly are a part of the fabric of waterfowl hunting here in Illinois,” Callahan said. “We’re looking forward to holding them again next year.”

The $1.2 billion in federal borrowing came through a program called the Municipal Liquidity Facility, which the Federal Reserve Board authorized in March to help states and large municipalities deal with the dramatic falloff in revenue they were seeing.

Illinois is paying 3.8 percent interest on the loan, which is due to be paid back by June 30, 2021.

However, the plan for paying back that money, and any more the state may need to borrow this fiscal year, hinges on the idea that Congress will pass another economic relief package that will include significant relief for states—something it has not done yet and is still the subject of partisan wrangling on Capitol Hill.

Mendoza said there is no way for Illinois to make it through this new fiscal year without making draconian budget cuts if Congress doesn’t come through with that aid.

“Because Illinois is not the only one who’s looking at this type of financial disaster situation, but every single state in the country is going to require federal government sending financial aid,” Mendoza said.

The state of Illinois, like most states, began a new fiscal year on July 1 and the person in charge of managing the state’s bank accounts said she fears it could be one of the most difficult years in modern memory.

“This is going to be, I think, by far perhaps the most challenging year that I’ve had to manage as comptroller,” state Comptroller Susana Mendoza said in an interview July 1. “And that’s saying something because, you know, I had to navigate the state through what was, when I took office, the worst fiscal crisis that our state had ever experienced, that two-year budget impasse.”

The difference between then and now, she said, was that during the budget impasse, the state still had revenues flowing in, just no legal authority to spend it. But in the face of the COVID-19 pandemic, and the near shutdown of the state’s economy that it forced, Illinois now isn’t seeing anything close to the revenues it will need to fund the new budget.

“You can pass whatever budget you want,” she said.

“If the revenues don’t come in the way you’d like them to, then there’s not enough money to go around for all of the priorities that are represented by that budget. So, at the end of the day, we’ll have to see month-to-month what our revenues look like. It’s so completely up in the air.”

The financial impact of the pandemic started to appear in state revenues in April and May. Before then, Mendoza noted, Illinois was in relatively good shape with a nominally balanced budget in place and revenues coming in greater than expected. The state was even making progress on paying down its backlog of past-due bills.

But that all changed in April after Gov. JB Pritzker extended the tax filing deadline to July 15, which took a big bite out of revenues the state normally would have seen that month. Meanwhile, the state’s unemployment rate shot up to an unprecedented 17.2 percent in April as employers throughout Illinois were forced to shut down or scale back operations due to the novel coronavirus.

$75K grant helps CLC healthcare students Thanks to a recurring $75,000 grant from the Healthcare Foundation of Northern Lake County (HFNLC), more College of Lake County (CLC) students can complete their healthcare degree for free. Scholarships Promot-

ing Lake County Affordable and Sustainable Healthcare (SPLASH) funds the journey of 24 students in the Biological and Health Sciences Division, making it possible for scholarship recipients to work less and study more while in school.

“Unlike many other scholarships, in this program helps pay living expenses and makes a huge difference in the lives of these students,” said associate dean Jeet Saini.

“The scholarship came as an amazing aid and allowed me to complete my final semester in nursing school stress-free,” said student Jessica Diaz. “Having a home to maintain with bills to pay,

the grant gave me extra time to focus on my studies rather than working.”

This is the fifth time HFNLC funded the SPLASH program at CLC in the last seven years. Because all the work to manage the program is done on a volunteer basis, there is zero administration cost. 100 percent of the funds are given to students from underrepresented backgrounds who have a strong academic record

and a demonstrated financial need. The online application will open in early September for a limited time.

“Because of the generosity of the SPLASH Scholarship, I️ was able to reduce my hours at work and focus on my studies,” said Heather Evans, a student from Round Lake studying medical imaging at CLC. Evans plans to transfer to a university to pursue her bachelor’s degree in imaging

technology.

“Words could not describe how grateful I was to receive this scholarship when I was struggling to pay for school without any aid,” said Lauren Olsen, a student in Lake Villa studying to become a pediatric dental hygienist. “A great deal of stress has been lifted off my shoulders thanks to the SPLASH scholarship. I am able to focus more on school and less about my finances.”

Community briefs Village of Fox Lake cancels annual cardboard boat race

As part of the Phase 4 guidelines within the Governor’s Restore Illinois Plan, Governor Pritzker has strongly advised event organizers to cancel events with over 50 people.

Due to these restrictions the Village of Fox Lake has

made the decision to cancel the Cardboard Boat Race.

The event was scheduled to be on Sunday, August 16 at the Lakefront Park building.

This popular event has historically brought in over 200 spectators and participants each year.

At this time there is no plan to reschedule the event due to the continued uncertainty. Please contact

Man dies after being rescued from Petite Lake On July 3, 2020, at approximately 5:45 p.m., the Lake County Sheriff’s Marine Unit along with Sheriff’s Patrol Deputies were dispatched to the 38800 block of North Cedar Crest Drive, unincorporated Lake Villa, for a report of an unconscious subject.

Further information obtained by 911 telecommunicators indicated a 49-year-old man, of Round Lake Beach, went under water while swimming at an area known as the ‘Sandbar’ in Petite Lake.

Sheriff’s Marine Unit Deputies arrived at the scene first

and found the man’s friends performing CPR on the man.

The Marine Unit deployed an Automated External Defibrillator (AED) and attempted to shock the man’s heart back to rhythm. They assisted with rendering aid until paramedics arrived.

Preliminary investigation shows the man had been at the Sandbar for approximately two hours. All of a sudden, his friends could not locate the man and they began searching in the area where he was last seen. They found him under the water near their boat, un-

conscious. They immediately removed the man from the water, administered CPR, and boated him to the shore.

Paramedics transported to Advocate Condell Medical Center in Libertyville where he was subsequently pronounced deceased. Sheriff’s deputies found no immediate signs of trauma or foul-play.

The Lake County Coroner’s Office responded to the hospital and are in the process of scheduling an autopsy.

The incident remains under investigation by the Sheriff’s Office and Coroner’s Office.

A 39-year-old Poplar Grove man is in critical condition after a single motorcycle crash that occurred in unincorporated Harvard late Thursday, July 2.

The McHenry County Sheriff’s Office and Harvard Fire Department responded to the scene of a one-vehicle motorcycle crash at 10:07 p.m. near the intersection of Lawrence Road and Perkins Road in un-

incorporated Chemung Township.

Preliminary investigation indicated that a 2006 Harley-Davidson Motorcycle FLHXI was traveling southbound on Lawrence Road approaching Perkins Road when for unknown reasons it traveled off the roadway into the ditch.

The driver, and sole occupant on the motorcycle, was

flown by REACT helicopter to Javon Bea Hospital in Rockford with life-threatening injuries.

The driver was not wearing a helmet at the time of the accident, and alcohol is believed to be a factor in the crash. The investigation is ongoing by the McHenry County Sheriff’s Office Major Crash Investigation Unit.

The Lake County Sheriff’s Dept. reported the following arrests in Lake County. Suspects are considered innocent until proven guilty in a court of law.

Lake County Wetland and Preservation Plan public comment period open The Stormwater Management Commission (SMC) opened a 60-day public comment period to collect comments on the draft Wetland Restoration and Preservation Plan for Lake County. This comment period has been extended due to the response to the COVID-19 pandemic.

SMC will accept comments through August 21, 2020.

Lake County has adopted a “no net loss” wetland policy and established an objective of a “net gain” in wetland function. The goal of the Wetland Restoration and Preservation Plan is to provide a wide audience of end-users with the decision-making support to help prioritize wetland restoration and preservation efforts in a non-regulatory context. The plan does not create new regulations or additional wetland protections.

Plan development included field data collection and extensive analysis of historical and current geographic data. The draft plan

estimates the functional significance of existing wetlands and water bodies in Lake County and identifies approximately 15,000 acres of potentially restorablewetlands (i.e., locations where wetland restoration would likely be successful based on environmental conditions). Drafts of the technical summary report and online Decision Support Tool are posted on the website at lakecountyil.gove/2531/ Wetland-Restoration-Preservation-Plan.

SMC will host a webbased virtual public informational meeting on the Wetland Restoration and Preservation Plan on July 22 at 1:30 pm. Individuals can register for the meeting or provide comments by emailing Mike Prusila at mprusila@lakecountyil.gov. Comments will be accepted until August 21, 2020.
