That is the promise of Volo Auto Museum owners, who’ve chosen to focus on ongoing improvements rather than reopening amidst restrictions that would diminish the guest experience.

Brian Grams, director of the museum at 27582 Volo Village Road, noted that several fans have reminded him that Phase 4 of Illinois’ pandemic-prompted Restore Illinois plan allows museums to reopen.

“Some folks have let us know they are pretty unhappy that we’re not reopened,” Grams said. “It’s not because we don’t miss everyone.”

The restrictions Phase 4 entails would prohibit some of the very moments that set the Volo Auto Museum apart, such as train tours, visitors congregating around an ever-expanding array of animatronics shows, children boarding vintage kiddy rides, or kids crowding around princesses and superheroes during special events.

A Jurassic Gardens indoor dinosaur park is under construction in the old Mercantile Mall building just south of what used to be the main museum entrance.

A renovated entryway will reduce ticketing line wait times on busier days. An improved traffic flow is in place throughout the complex. Bathroom facilities have been renovated.

Monster truck rides and a train tour through an outdoor Ice Age exhibit are planned.

The museum’s century-old Herschell carousel, fully restored, will carry happy horseback riders as it twirls, its organ music pumping.

The Grams family also has added 60 acres to the property, which now extends north to the intersection of Route 12 and Fox Lake Road.

Knab garners Academic All-National Association accolades

Samantha Knab, a native of Antioch, and member of the University of Wisconsin-Whitewater bowling team, was one of 10 Warhawks to garner Academic All-National Tenpin Coaches Association accolades, the organization announced last week.

The Warhawks were also designated as an All-Scholar Team with a team grade point average of 3.498, the No. 28 GPA among all NCAA bowling teams.

All 10 players helped UW-Whitewater claim the inaugural Central Intercollegiate Bowling Conference championship and finish the season with a No. 17 among all teams in the final NTCA national poll and the No. 3 spot among Division II and III institutions.

A total of 380 student-athletes from 69 NCAA institutions were named Academic All-NTCA. To be eligible, student-athletes must have carried a 3.40 GPA on a 4.0 scale during the 201920 year. Fifty-seven teams maintained at least at 3.20 GPA to qualify for the team award.

July 16, a McHenry County Sheriff’s Deputy observed the Harvard man as he scaled the fence which encloses the radio tower. The man then proceeded to climb up the radio tower.

A Highwood man has been charged with multiple sex crimes after a search warrant at his residence revealed hundreds of images and digital videos of child pornography and video of him having sexual conduct with a dog.

The Highwood Police Department and the Cyber Crimes Division of the Lake County State’s Attorney’s Office started an investigation into Thomas Keller, 40, of the 300 block of Grove Avenue, after obtaining disturbing information as part of an ongoing child exploitation investigation. Due to this information, investigators with the Lake County State’s Attorney Office and Highwood Police obtained a search warrant for Keller’s residence, then contacted the Lake County Sheriff’s Office to assist in executing the search warrant.

The Lake County Sheriff’s Office simultaneously conducted a traffic stop on Keller at 9 a.m. Thursday morning, then assisted by making entry into Keller’s Highwood residence. During the traffic stop, officers confiscat-

ComEd’s bribery admission implicates Madigan Court document shows utility agrees to pay $200 million, admits attempts to influence House Speaker

Hours after filing a court document implicating—but not charging—Illinois’ House Speaker Michael Madigan in a years-long bribery scheme, federal officials took to the courtyard of the Dirksen Federal Building in Chicago on July 17 to deliver a message to those engaging in public corruption: “We will find you too.”

The charges in the document filed July 17 are officially against Commonwealth Edison, Illinois’ largest electric utility company, which has agreed to pay $200 million and to continue cooperating with an ongoing federal corruption probe in order to defer prosecution for a single count of bribery. Per that agreement—which is still pending approval from a judge – prosecution against the utility giant would be delayed for three years and potentially dismissed in exchange for the company’s cooperation.

The bombshell in the report, however, is that ComEd admitted to—from 2011 until 2019—seeking to “influence and reward Public Official A” for that person’s favorable action on legislation. While Public Official A is not directly named in the document, that person is later identified as “the Speaker of the Illinois House of Representatives and the longest serving member of the House of Representatives.”

The current House Speaker is Michael Madigan, a Chicago Democrat who has held that position since 1983, except for a brief stint from 1995 to 1997.

The documents did not contain his name or any charges against the person identified as “Public Official A.” At their news conference July 17, federal authorities said the FBI does not name those who are not charged.

The implications were clear, however, as federal officials said ComEd “admitted it arranged jobs, vendor subcontracts, and monetary payments associated with those jobs and subcontracts, for various associates of a high-level elected official” in order to advance

legislation that would bring the company monetary benefits that “exceeded $150 million.”

This occurred “even in instances where these political allies and workers did little to no work that they were reportedly hired to perform,” John Lausch Jr., U.S. attorney for the Northern District of Illinois, said at a Chicago news conference.

“In many ways, this agreement—including and specifically ComEd’s statement of facts—it speaks for itself,” Lausch said. “But it also speaks volumes about the nature of a very stubborn public corruption problem we have here in Illinois. The admitted facts detail a nearly decade-long corruption scheme involving top management at a large public utility, leaders in state government, consultants, and several others inside and outside of government.”

Later on July 17, a statement issued via a communications firm on behalf of Madigan said he had “accepted subpoenas” at his offices asking for documents related to job recommendations “among other things.”

“He will cooperate and respond to those requests for documents, which he believes will clearly demonstrate that he has done nothing criminal or improper,” according to the statement distributed by Maura Possley of the BoycePossley firm.

“The speaker has never helped someone find a job with the expectation that the person would not be asked to perform work by their employer, nor did he ever expect to provide anything to a prospective employer if it should choose to hire a person he recommended. He has never made a legislative decision with improper motives and has engaged in no wrongdoing here. Any claim to the contrary is unfounded,” Possley said in the emailed statement.

‘Intent to influence and reward Public Official A’ The statement was a direct rebuttal to the claims made by prosecutors, who said ComEd “corruptly gave, offered, and

agreed to give” jobs, subcontracts and monetary payments to Public Official A and Public Official A’s associates, “with intent to influence and reward Public Official A.” Lausch, however, said it was a “complex question” as to whether a public official has to benefit directly from an action for it to constitute criminal activity.

“The short answer is, sometimes a corruption charge is appropriate if it does benefit someone personally, and other times a charge is appropriate if it benefits somebody else,” he said.

The public utility company, which is subject to heavy state regulation, admitted it “understood that, as speaker of the House of Representatives, Public Official A was able to exercise control over what measures were called for a vote in the House of Representatives and had substantial influence and control over fellow lawmakers concerning legislation, including legislation that affected ComEd.” The electric utility also admitted in the court document that it appointed an individual to its board of directors and retained a particular law firm “at the request of Public Official A.” It also accepted into an internship program “a specified target number of students who primarily resided in a Chicago ward that Public Official A was associated with.”

In a statement, Christopher Crane, CEO of ComEd’s parent company, Exelon, said, “In the past, some of ComEd’s lobbying practices and interactions with public officials did not live up to” the company’s standards.

“When we learned about the inappropriate conduct, we acted swiftly to investigate.

We concluded from the investigation that a small number of senior ComEd employees and outside contractors orchestrated this misconduct, and they no longer work for the company,” he said. “Since then, we have taken robust action to aggressively identify and address de-

IDNR announces five-year waterfowl seasons plan The Illinois Department of Natural Resources (IDNR) has selected season dates and submitted waterfowl hunting zone lines for 2021-2025 to the U.S. Fish and Wildlife Service (USFWS). The 2021-2025 hunting seasons regulations were developed based on a thorough review of scientific information and input from waterfowl hunters and are intended to provide the most opportunity for hunters while protecting waterfowl resources.

“Illinois is a large and diverse state that is 400 miles long from north to south and is home to waterfowl hunters with diverse opinions who pursue many different species of waterfowl in different habitats using a variety of methods,” said Randy Smith, program manager, IDNR Wetland Wildlife.

“Federal rules on waterfowl season structures and the variable nature of waterfowl migration patterns necessitate Illinois regulations represent a compromise among hunter opinions and hunting

styles. Selected regulations may not represent exactly what individual hunters or groups of hunters prefer, but hopefully offer some opportunity for all hunters and hunting styles.”

USFWS regulations require states to establish zone lines for a five-year time period, and the USFWS establishes the frameworks within which states must select their regulations. (The Illinois 2021-2025 zone lines submitted to the USFWS can be found below).

In reviewing biological data including waterfowl abundance and hunter harvest, as well as preferences expressed in hunter surveys,

IDNR opted to make no changes to zone boundaries. More than 88 percent of hunters surveyed indicated the county they hunted most was in the correct waterfowl zone, and hunter attitudes regarding two proposed zone line changes were divided.

IDNR also did not adopt the use of a split season due to USFWS frameworks that would require Illinois to reduce the number of zones used from four to three.

Later dates to begin duck and goose hunting seasons in Illinois were adopted for 2021-2025. Hunter surveys showed that later dates were preferred in each zone.

Those preferences were balanced with biological data to avoid mismatches of season timing and peak waterfowl abundance, average freeze up dates, or conflicts with other hunting seasons such as the first firearm deer season. In general, season dates are similar to those used in previous years, but trend later, such as the opening date in 2023 in the Central Zone of Oct. 28 rather than Oct. 21.

Pritzker: If true, ‘he’s gonna have to resign’ Gov. JB Pritzker—who was also a subject of headlines regarding a public corruption investigation July 17—said at an unrelated news conference in Waukegan that if the allegations against Madigan are true, “He’s gonna have to resign.”

“The speaker has a lot that he needs to answer—to authorities, to investigators, and most importantly, to the people of Illinois,” Pritzker said. “If these allegations of wrongdoing by the speaker are true, there is no question that he will have betrayed the public trust. And he must resign.”

The Chicago Sun-Times reported July 17 that it had obtained documents that “show the U.S. attorney’s office in Chicago has asked Cook County Assessor Fritz Kaegi for all emails and any other communications dating to 2012 regarding the tax break that Kaegi’s predecessor, Joseph Berrios, gave Pritzker.”

The documents requested reportedly pertained to the $330,000 property tax break that Pritzker—before he got into elected politics—received on his Chicago mansion after he purchased a neighboring property and removed toilets to render it uninhabitable.

Pritzker’s properties were among 118 for which prosecutors sought information about property tax appeals granted during Berrios’ tenure from 2010 to 2018.

Pritzker has consistently denied wrongdoing and did so again July 17, noting neither he nor his wife had been contacted by federal authorities on the issue.

“There’s nothing new to tell you. … I learned about this from a reporter,” he said.

have been public for some time and have extensively been discussed as they were in the 2018 election, and they’ve been fully aired. And as I’ve always said, any review will show that all the rules were followed.”

Republican officials looked to tie the dueling Pritzker and Madigan headlines together.

“The announcement against ComEd and “Public Official A” and the ongoing investigation of Cook County property tax corruption are another sad commentary on the state of our state,” House Republican Leader Jim Durkin said in a videoconference. “The deep federal investigations into the highest members of the Democratic Party and their abuse of the Cook County property tax system is finally coming to light.”

He suggested the state should reexamine laws beneficial to ComEd, and said he would like to see a special session for ethics reforms, which he accused Madigan of blocking in recent weeks.

“The allegations presented today are troubling and downright depressing,” he said.

“Speaker Madigan needs to speak up on this issue. And if the allegations are true, he must resign immediately. Just as important, I hope that members of the General Assembly in the majority party, the Democrat Party, finally have the courage to stand up and demand an explanation of their leader that they have, for decades, elected to rule.”

“It’s not good,” he said. “But our federal investigations of corruption in Illinois are ongoing. We have a lot of work ahead of us, and we will get that work done.”

Federal authorities have been conducting a seemingly

wide-sweeping probe of public corruption that first breached the public’s radar in the second half of 2019.

State Sen. Tom Cullerton, a Villa Park Democrat, was indicted on embezzlement charges in August that alleged he took a salary and benefits from a labor union without doing any work. He continues to serve in the chamber and pleaded not guilty to the charges.

In September, federal agents raided the Statehouse office of then-state Sen. Martin Sandoval, D-Chicago. He resigned his Senate seat in November, and in January he pleaded guilty to a bribery and tax fraud charge pertaining to his dealings with a red light camera company and agreed to continue to work with investigators.

Luis Arroyo, also a Chicago Democrat and former state representative, was arrested in October for allegedly passing a bribe to a state senator for favorable treatment of legislation pertaining to gambling devices known as sweepstakes machines. He pleaded not guilty to the bribery charges in February, but waived a right to be indicted by a federal grand jury, “again signaling plans to eventually plead guilty in his corruption case,” according to a report in the Sun-Times.

Investigations of local Chicago officials have been ongoing as well. On July 17, Kathy Enstrom, special agent-incharge of the Chicago office of the IRS Criminal Investigation Division, said the office is committed to “investigating fraud and political corruption on all levels.”

“We shine bright lights in dark corners and exposed financial fraud and corporate misconduct wherever they exist,” she said. “Organizations involved in this type of criminal activity should take these actions as both a warning and opportunity—We will find you too. It is not too late to get on the right side of the law.”

Group pushes for graduated ‘tax day’ for constitutional amendment Union-backed ballot initiative committee organizes virtual events across state

A group pushing for approval of the graduated tax constitutional amendment on Nov. 3 used tax day to further its cause July 15—the second of a two-day push promoting an overhaul of Illinois’ current income tax system.

In Rockford, Peoria and the Metro East on July 15 and in Chicago, its suburbs and Springfield on July 16, graduated tax proponents organized by the Vote Yes for Fair Tax ballot initiative committee made their case for a change to the state’s constitutionally enshrined flat tax to one that allows the state to charge different rates on different levels of income.

The speakers in favor of the change included religious leaders, seniors, teachers, small business owners, firefighters and others. The coalition was backed by community and advocacy groups, labor organizations and faith groups.

“It’s completely unfair that educators, like myself, pay the same income tax rate as millionaires and billionaires,” Rebecca Gamboa, a teacher at Madison Elementary School in Lombard, said in a virtual news conference. “I love what I do. And I’m proud of my job, but I think it’s only fair for the wealthy to pay just a little bit more so the rest of us can get a break.”

She said the $3 billion annually expected to result from the graduated tax when it is implemented for a full year could be beneficial to schools, which are already underfunded due to ongoing state fiscal pressures.

The ballot measure will require 60 percent of those voting on the question in the November general election or a majority of those voting in the election to approve it for it to become law. If it passes, a rate structure already been approved by lawmakers would become law in January.

Per that structure, persons or couples earning less than $250,000 would see their tax rates remain the same or be lowered from the current flat tax rate of 4.95 percent for all earners. Those earning more than that would see increases depending on their level of income.

Those earning more than $1 million would see a flat tax rate of 7.99 percent on all income.

That amounts to 97 percent of taxpayers seeing rate cuts while 3 percent see higher rates, supporters argue.

Noah Millard, a DeKalb firefighter, argued that raising billions from the top 3 percent of earners is a budgetary solution that might help stave off cuts.

“When there’s an emergency in my community, I want to make sure that my brothers and sisters are on the job and ready to go,” he said, “not furloughed, not lacking tools or appropriate protective equipment or laid off due

to budget cuts.”

The news conference came one week after business-tied groups launched an anti-amendment coalition against the November ballot measure.

The groups for and against the tax are both well-funded, including Vote Yes for Fair Tax, which is tied to organized labor. Gov. JB Pritzker has donated $51.5 million of his personal fortune to another committee supporting the measure.

When the opposition group launched last week, however, it argued that the state’s fiscal pressures won’t be entirely solved by the $3 billion in estimated revenue from the graduated tax rates, so more hikes would inevitably be needed down the line. It argued that might come in the form of raised rates for the middle class, even if the currently proposed rates do not take such an action.

The new rate structure would not change the necessary vote threshold in the General Assembly to raise taxes in the future, but the opponents argue it would be politically easier for lawmakers to raise rates when they are doing it for only certain tax brackets and leaving others unchanged.

“To cover all of Springfield’s spending and debt, the tax brackets and rates will have to be changed to raise taxes on the middle class and even the working poor…,” Illinois Farm Bureau President Richard Guebert Jr. said in a news release after the launch. “So while proponents claim the progressive tax would only tax ‘the rich,’ many of whom are local leaders like family farmers who are investing in their communities and creating jobs, the truth is that this amendment will open up every Illinoisan to tax increases.”

While the corporate tax rate would go from 7 to 7.99 percent under the proposed rates, proponents say that small businesses earning less than $250,000 per year will see taxes lowered if they are pass-through entities such as S-corps or sole proprietors.

Ronit Golan, owner of Ronit’s Kitchen in Rockford, said July 15 in the virtual news conference she was a supporter of the graduated tax.

“Now, more than ever, in these uncertain times, it’s essential that we do everything we can to establish our economy and make things better for working people as well as entrepreneurs,” she said. “With just a slight increase for those making $250,000 or more a year, we can begin to address our state’s uncertainty.”

The opponents, including Republicans in the General Assembly and the Illinois Chamber of Commerce, however, argue that the flat tax does provide certainty for businesses and changes to it would have a negative impact on Illinois business owners.

Marijuana sales create $52 million in state revenue Sales reach $239 million total since legalization

Since January, Illinois residents and visitors have spent nearly $240 million on legalized recreational marijuana, producing $52 million in state revenue, according to a news release from the governor’s office.

Of that, $34.7 million came from excise taxes, while $18 million came from sales taxes.

Per the law, 8 percent of that revenue will be shared with local governments, while the Illinois Department of Revenue estimates $25.9 million from excise and sales taxes will be directed to the state’s General Revenue Fund.

Also under the law, 25 percent of revenues collected from recreational canna-

bis sales will be reinvested through the R3 program (Restore, Reinvest and Renew) in communities that have been disproportionately impacted by the justice system, and to address substance abuse and prevention and mental health concerns.

The R3 program last week announced $31.5 million in grant opportunities to organizations working in historically underserved communities across Illinois.

“Illinois has done more to put justice and equity at the forefront of this industry than any other state in the nation, and we’re ensuring that communities that have been hurt by the war on drugs have the opportunity to participate,” Gov. JB Pritzker said in a news release.

The announcement signals

progress for one of the legalization bill’s three main social equity measures. Another, which is aimed at allowing groups from areas disproportionately impacted by the war on drugs to obtain an ownership stake in the industry, has stalled amid licensing delays caused by the COVID-19 pandemic.

A lead marijuana advisor to Pritzker has said September is a goal date for when new dispensary and craft grow licenses will be released.

Another key equity measure is expungements for low-level marijuana offenses, and the governor’s office said Pritzker is working with Chicago State’s Attorney Kim Foxx, the Illinois Prisoner Review Board, and Illinois state’s attorneys to advance those goals.

Hands-on engineering summer camps expand in virtual classrooms

Coming up with creative ways to continue STEAM and STEM summer camps for middle and high school students was a challenge College of Lake County’s engineering department embraced. With the help of CLC student lab interns, the college facilitated five virtual engineering-focused summer camps. Camps range from materials experiments where you make a battery from pennies to building robots ready for competition.

Since registration opened in spring, all seats filled quickly.

Several scholarships funded by National Science Foundation and college Growth and Innovation grants were awarded to offset the cost of camp. The college even added an additional session of the Engineering Design and Prototype camp based on demand.

Parents picked up small kits of supplies safely curbside at the college and their students tune in for live Zoom instruction. The college’s lab interns help answer questions and create social interactions so it’s a fun summer camp at home.

“People are looking for things to do because there are so many opportunities that are not available,” said engineering instructor and camp conductor Jan Edwards. She welcomes the opportunity to practice more creative virtual teaching in preparation for fall classes online. “Summer camps help us better understand student experience so we can learn what to adapt without the pressure of grading.”

Seventy-eight percent of fall classes at CLC will be online. Faculty have focused on the transition to teaching hands-on lab work in a virtual environment so students can still be successful.

Select classes, such as “How to Make Almost Anything,” are blended online learning and in-person at the college’s Baxter Innovation Lab. The National Science Foundation Scholarship provides funding for students in computer science and engineering. The scholarship aims to build futures, community and opportunity for students in these fields in the form of scholarships up to $8,000 per student.

Different strokes for different folks

My husband and I agree on many things. We share a lot of the same opinions and By have been known to finish JILL each other’s sentence or PERTLER have the same thoughts at Columnist the same time.

Still, there are lots of times when we don’t see eye-to-eye, and not just because he’s 8 inches taller than me. Even after spending decades together there are things — lots of things — that we approach differently. We’ve spent so much time together during the quarantine months that these minor differences have been more noticeable – in an interesting, contemplative and sometimes humorous way.

You might think that after all these years we’d have an agreed upon method for folding laundry. No way.

He folds towels one way (the wrong way); I do them another. The same goes for socks and T-shirts. I guess we both are too stubborn to adapt to the other’s technique.

He recently had to renew his driver’s license. When the new one came in the mail, he grabbed a scissors, cut the old one up and tossed it in the trash. I’d never cut up an old license, much less toss it in the trash. I have all my old driver’s licenses in the junk drawer in the kitchen. Something about cutting them up seems, I don’t know, wrong.

We even approach our morning showers differently.

I start the water and test it and test it again (and maybe again) until it is just the right temperature. Then I get in.

My husband takes a wilder, more brazen approach. He gets in the shower before ever turning on the water so he never knows if he’s going to get blasted with cold or hot or something in between.

He is a stickler for details, unless the detail involves leftover toothpaste goo in the sink. Apparently he was born with the recessive gene for toothpaste goo; it is invisible to him. I am not goo recessive. I am completely and utterly able to not only perceive toothpaste goo but to clean it up, even if it is goo from a toothbrush other than my own.

He is a unitasker. He sets out to do one thing and he does it well. I couldn’t unitask if my life depended on it. I flit about from one thing to the other and sometimes forget what I was doing in the first place. My behavior in this regard has earned me the fitting nickname of Squirrel.

If you have a dishwasher (not your spouse, but the mechanical kind), you probably recognize the most putsy portion to unload is the silverware section. When I unload, I do the silverware first. Make hay while the sun shines. My husband leaves the silverware until the very end. Always put off until tomorrow what you could do today. Or maybe he’s hoping I’ll hop in and help with the forks.

When we first got married, I was a dog person and he was a cat person. Unlike folding laundry, we were able to find some middle ground on this one. We are now both dog and cat persons. Marriage can bring about great growth sometimes.

You don’t have to be exactly the same as someone else to love them. Thank goodness for that. My husband drinks milk; I drink water. He shuts the lights off; I forget and leave them on (Squirrel). I like lots of blankets; he kicks them off. I see hair glumps in the drain; to him they are as invisible as toothpaste goo. Still we’ve been known to finish each other’s sentences and have the same thoughts at the same time. I call it ESP; he calls it coincidence.

And so it goes.

Local governments’ hands tied in COVID-19 economic response State’s rules for federal funds are burdensome, unnecessary, they claim

By Rebecca Anzel Local government officials in Illinois have their hands “tied behind their back” when responding to COVID-19related economic struggles, three community and business advocacy groups argued July 9. “ B u r d e n s o m e , unnecessary” state rules dictating how federal CARES Act funds are allocated to local authorities likely will make fewer dollars available to officials to use as they deem appropriate, Brad Cole, executive director of the Illinois Municipal League, said at an outdoor event in Springfield.

Instead, the state will reallocate that money to other areas and “limit economic recovery in communities,” he added.

But a spokesperson for the Department of Commerce and Economic Opportunity said that assertion is “simply false” and the situation is more complex than the Municipal League, Retail Merchants Association and Manufacturers’ Association are portraying.

Congress approved just over $4.9 billion for Illinois based on its population. That

money is required to be used toward costs related to the public health emergency.

Chicago and counties with more than 500,000 residents — Cook, DuPage, Kane, Lake and Will — received direct payments totaling about $1.39 billion. The rest, around $3.5 billion, was sent to the state to allocate.

In May, when the General Assembly met in Springfield for a truncated special session, legislators approved a budget plan that specified how those funds were to be disbursed by several entities — the Departments of Commerce and Economic Development, Revenue, Human Services and Healthcare and Family Services, as well as the Emergency Management Agency. the

Their priority, lawmakers wrote, was to “assist our communities most in need,” and they specified the federal funds were to “empower historically and presently disproportionately impacted areas.”

That budget implementation bill created two programs to be overseen by DCEO. One, the Local CURE Support Program — Coronavirus Urgent Remediation Emergency —

was designed to use $250 million to reimburse local governments for COVID-19 costs since March.

The other, called the Business Interruption Grant Program, allows companies to apply for money to assist with expenses related to closures.

That initiative was allocated $316 million.

Cole said at a news event Thursday that Illinois’ rules restrict local government’s ability to financially assist businesses and stimulate local economies.

Chicago and the collar counties were permitted to use their direct funding toward priorities identified by officials there — other communities should have that authority as well, he argued.

“It’s disappointing the state wants to take away (local governments’) ability to decide how federal dollars are spent to support economic development, especially as they watch shops, restaurants and other businesses close around them at an alarming rate,” Cole said. “This decision undermines federal efforts to keep local economies afloat during the pandemic and demonstrates how out of touch state officials are with the

needs of communities across Illinois.”

A DCEO spokesperson said rules it proposed are designed to best operate the programs created by the General Assembly. Officials there are working with local governments to assist them in identifying COVID-19 costs eligible for federal reimbursement.

Any reallocation of those CARES Act funds would be made if local communities cannot determine expenses that qualify for reimbursement.

None of the money included in Illinois’ Local CURE program was intended to be given to local officials to then distribute to businesses in their district — the BIG Program was designed for that purpose.

Cole also took issue with the department’s rule moving the application deadline up 60 days. The DCEO spokesperson said officials took that step, allowed in federal guidelines, to ensure the state could distribute funds where they are most needed.
