Area kid completes mowing challenge to serve others

In Genoa City, Wis., 77-year-old Rosette Anania felt that love when neighbors Austin Popenhagen, 19 and Ryder Derickson, 8, approached her offering to mow her one-acre lawn free of charge throughout last summer.

Ryder explained that he was taking on the 50 Yard Challenge and Austin was showing him the ropes.

The pair teamed up for their neighbors as part of the non-profit, Alabama-based organization Raising Men Lawn Care Service which encourages local youth to serve the elderly, disabled, veterans and single parents who might not have the physical ability or financial resources to maintain their properties.

that causes pain in the joints of her fingers and toes. That, combined with high blood pressure and “other ailments” makes lawn care a wearing feat, she explained.

Receiving the service was humbling and heartwarming, she said.

“When I first moved here two

years ago, (Ryder and Austin) were very neighborly and helpful …

When you get to be my age, many are not only physically challenged, but also financially so I am so appreciative to get the help,” she said, adding, “They did a wonderful job and I commend their parents for their upbringing.”

Those who compete RMLCS’s 50 Yard Challenge get a personal visit from the organization’s founder, Rodney Smith Jr., who rewards them with a mower, blower and weed whacker.

Smith, whose organization has grown to include nearly 1,000 participants, made his way to Wisconsin June 13 to commend Ryder and also reward Austin with a new mower – an unexpected and very welcome surprise, according to the Badger High School grad.

Smith started RMLCS in 2015 after he saw an elderly man struggling with his mower and felt compelled to help.

Lake County will close the 508-space public and employee parking garage located at 18 N. County Street for four months beginning Monday, July 13.

During the closure, the parking garage will undergo scheduled repairs. The work will consist of repairing exposed steel and structural cracks, replacing failing drains and storm water plumbing lines, installing two additional electric vehicle charging stations, and resurfacing the lower level.

Pritzker said local and county health departments will play a major role in deciding a path forward when such a positive test occurs.

Pritzker first ordered all public and private schools, including colleges and universities, to close for in-person instruction on March 13 and on June 4, schools were allowed to offer limited in-person instruction and summer school programs as part of Phase 3 of the reopening plan.

Ezike said the reopening being allowed this fall is the result of significant declines in new cases, deaths and hospitalizations since the peak of the pandemic in Illinois.

Those declines, she said, are the result of the vast majority of Illinoisans following basic safety guidelines that include frequent hand-washing, wearing face coverings when in public and practicing social distancing.

The fact that the state reports about 20,000 to 30,000 test results daily helps as well, she said. Nearly 1.4 million tests were completed in Illinois since the pandemic began.

In advance of schools reopening, Ezike strongly encouraged parents and

Illinois released new guidelines for schools, colleges and universities to return to in-person learning in the fall, but leaders warned those plans could change if health metrics related to the COVID-19 pandemic stop improving.

“This fall will not be business as usual, and we will update our guidance as needed,” State Superintendent of Education Carmen Ayala said during a news conference in Chicago. “In response to challenging and changing public health conditions, schools and districts must be prepared to return to remote learning if the virus surges again.”

Students and teachers will be required to wear face coverings if they are medically able, gatherings in one place will be limited to no more than 50 people and schools must adhere to stricter cleaning and disinfecting guidelines as well as conduct regular symptom checks.

Gov. JB Pritzker said at the news conference every district must develop its own plan based on those guidelines. Ayala added districts and individual schools will soon send additional information to parents and students.

Pritzker said the Illinois Emergency Management Agency will provide public K-12 districts in Illinois with 2.5 million cloth face masks, allowing schools to provide one to all students and staff.

Universities and community colleges will have similar guidelines for a fall reopening, including social distancing and physical spacing requirements, hand sanitizing stations, face covering requirements and symptom monitoring. Schools are also developing policies around traffic flow, cleaning of public spaces and staggered schedules for the use of laboratories, auditoriums and other group facilities, according to guidelines.

At this time, the governor’s office said, colleges expect dormitories, cafeterias, libraries, bookstores and other amenities to be available to students provided they meet approved guidelines.

If someone in a school tests positive, those who were in close contact with them— that is, within six feet for 15 to 30 minutes without a face covering, according to Dr. Ngozi Ezike, director of the Illinois Department of Public Health— would be expected to quarantine for 14 days.

Lake County Forest Preserves announces COVID-19 updates

Now that the state is moving into Phase 4 of the Restore Illinois plan on Friday, June 26, the Lake County Forest Preserves is providing updated information on amenities and facilities that are currently open or closed due to ongoing COVID-19 concerns.

“We want to keep preserve users informed of the changes we’re making to various aspects of our operations as we all transition to the next phase of the state’s reopening plan together,” President of the Lake County Forest Preserves Angelo Kyle said.

“We also want to stress the importance of visitors continuing to adhere to trail courtesy rules and being vigilant in fol-

lowing public safety and health guidelines while using the preserves in order to help protect themselves and others from the spread of COVID-19,” Executive Director Ty Kovach said.

“We are thankful to preserve users for following safety and social distancing rules during this historic time and for helping to keep the preserves clean as staffing levels are lower than usual. Because of the public’s diligence in following the guidelines and caring for the land, we have been able to keep most of the preserves open since the beginning of the stayat-home order,” Kovach said.

• Boat launches are open at Van Patten Woods in Wadsworth, Grant Woods in Ingleside, and Hastings Lake in Lake Villa.

• Greenbelt Cultural Center in North Chicago is booking events for 2021.

What’s closed or canceled: • Most public buildings, visitor centers, playgrounds and drinking fountains are closed.

In-person programs, summer camps and special events are canceled.

• The Bess Bower Dunn Museum in Libertyville is closed. A future reopening date is undetermined.

• Youth group camping areas are closed.

• Picnic shelter rentals and open area reservations are canceled.

• Banquet and facility rentals at Independence Grove in Libertyville, Greenbelt Cultural Center, and ThunderHawk Golf Club in Beach Park are canceled for 2020.

• Special use permits for third-party events held within the preserves are canceled.

• Golf outings are canceled for the season.

• All summer concerts at Independence Grove and Greenbelt Cultural Center are canceled.

• The beach and marina at Independence Grove are closed for the 2020 season.

• Restoration workdays and other volunteer activities and projects are canceled at this time.

“Forest preserves and trails have been beneficial to so many people during these difficult times. The preserves offer 206 miles of trails to support physical health, and beautiful views and vast open spaces to restore mental health and well-being. People are rediscovering the value of being outside in nature and are utilizing the preserves and trails more than ever before,” said Kyle.

Since mid-March, records have been set for forest preserve usage. “Overall visitation in May was 18% greater than the busiest summer weekend in any of the previous four years,” said John Nelson, director of operations and infrastructure. “Daily average visitation in April was 60% greater than the busiest summer weekend in any of the previous four years,” he said.

Though preserve and trail use has increased during the pandemic, revenues have decreased due to the many can-

cellations and closures. “Losses are coming from a variety of areas,” Kovach said. Concerts, beach, marina, facility rentals and other activities at Independence Grove have been canceled. All in-person programs, summer camps and special events have been canceled. There are fewer permit sales for special use areas.

And, the Dunn Museum remains closed, he said. “We are also losing revenue from catering, concessions and equipment rentals at Independence Grove, and from the cancelation of banquets, meetings and outings at the Greenbelt Cultural Center and a few of our golf courses,” he said. “At this point in time, we are estimating a total loss of about $1 million as a result of the pandemic,” Kovach said.

Richardson Farm is partnering with the Richmond-Spring Grove Area Rotary Club this year to provide an impressive fireworks show on July 4.

Normally the fireworks are held in downtown Spring Grove, but COVID-19 forced a cancellation of that this year.

Richardson Farm families have the necessary space and capabilities to provide a spectacular show for thousands of people

with appropriate social distancing.

The parking lots will open at 6:00 p.m. with access at 909 English Prairie Rd. There is an entry fee of $20 per car which is payable only in cash.

There is no parking on any streets or in subdivisions, on grounds parking only.

Phase 4 social distancing will be in place so you can stay in your car, or set up

chairs in front of your car.

Cars will be parked facing the fireworks show with at least 6’ between and 20’ in front of cars.

There will be food trucks with items available for purchase that can be taken back to your car. Golf cars will drive through the lots selling beer, kettle corn and fresh donuts.

Attendees are welcome to bring coolers with drinks and

food, but no grills are allowed.

Donations towards the fireworks are being accepted and any donors contributing $100 or more will have their names displayed on the Richardson Farm and Rotary websites. More than 15,000 lawns later and kids continuing to join in his cause from every state, Smith’s mission for giving back “is steadily growing,” he said.

“It’s also a great way to give back to your community and a great way for families to bond and you have fun doing it. When you’re done (with the challenge) you receive a new mower so you can continue doing it as a service or start up your own little business,” Smith added.

Austin agreed. His motivation behind the challenge is the personal enrichment of doing for others.

“It’s a great thing to be able to have the opportunity to go around and help someone who needs help and not expecting anything in return. It’s really a feeling that you don’t get anywhere else - to see a

smile on their face when you’ve completed it and to know you’re making a difference,” he said.

Like Ryder, Austin began mowing lawns at a young age – something he credits for instilling good work ethic and a positive attitude early on, and another perk to taking on the challenge. “(Mowing) was really the starting point of where I am today, doing everything to my fullest ability and knowing that what I am doing is going to make a difference,” Austin said.

Ever since (Ryder) was 4 we could tell he was following in this same path. He was always outside mowing the lawn.

We figured he would be a perfect candidate for the challenge.”

When Austin invited the youngster to take part last summer, Ryder said he was “excited” to participate and to work alongside his “tall and really nice” neighbor.

With Austin’s guidance, Ryder said his mowing skills have “100 percent improved” through the

course of the challenge.

“He taught me how to make really straight lines back and forth and how to get that really nice look with a push mower. I learned how to go around trees and my mowing skills are now really good,” Ryder said.

While technique was emphasized, Austin said safety was the No. 1 priority followed by good communication.

“Before getting started, we would say ‘hi.’ He was a little shy so I would have to

prod him along to tell them what we were doing,” he said. “In general, everyone was really happy and accepting with what we did and really happy for Ryder.”

Austin said Ryder’s commitment was – Austin Popenhagen, impressive.

Genoa City “It made me proud that even on some of the 100-degree days we had last summer and really big lawns, Ryder never gave up. He would be up in the morning ready to go, so you know he was taking it very seriously and that to me was the most amazing part of being alongside him as he completed the challenge.”

The heat never seemed to phase the youngster, he just said “it was really fun and it’s rewarding to help people. I love mowing.”

Ryder’s mom, Tracy, said she couldn’t be prouder of her son and Austin.

“We met Austin when he was Ryder’s age and it really has come full circle. Ryder has a special gift to help others and he has a special place in his heart for other people and it continues to grow.

“He goes out there and he mows and he does it with a happy heart,” she added.

As state enters Phase 4, Pritzker ‘not afraid’ to move backwards if COVID-19 cases surge Face coverings, social distancing, hand washing still the best protections against virus’ spread

Gov. JB Pritzker announced a new tool to track county-by-county progress in the fight against the novel coronavirus, but as the state readied last week to enter the next phase of reopening, he also warned that he would not hesitate to move certain regions backward if progress subsides.

Over a recent seven-day period, the positivity rate ranged from 2.4 to 2.9, and over the seven days prior to that period, it ranged from 1.8 to 3.1, meaning the June 25 rate was within the range of average of the past two weeks.

“Obviously, every day I watch the numbers and I think, you know, are we going in the right direction?

And I’m rooting for it to go the right direction and we’re making policies that we hope will move it in the right direction,” Pritzker said when asked about the bump in new cases at a news conference June 25. “We’re watching. I would wait to make a judgment about whether there’s some direction here that it’s going, but right now I would call it stable.”

Pritzker said the stability has helped move the state toward Phase 4 of reopening, now under way, but Illinoisans will need to continue to

wash their hands, remain six feet apart from others in public and wear face coverings if they want to keep the numbers low.

In Phase 4, restaurants can open for indoor dining with restrictions, movie theaters can reopen and gatherings of up to 50 are allowed. The state also announced that casinos and video gaming will reopen on Wednesday, July 1, as well.

If COVID-19 numbers do increase, a reversion to previous phases is possible, however.

“I’m not afraid to protect the people of Illinois by moving a region back to an earlier phase if we see a surge,” he said. “Ours will not be one of the states that takes no action in response to a return to the peak.”

Hospitalization metrics remained on a downtrend in Illinois as well, in contrast, Pritzker said, to states like Texas.

As of 11:59 p.m. June 24, there were 1,626 total hospital beds in use by COVID-19 patients, 399 of which were intensive care unit beds. Both were slightly up from the day before, but represented the second-lowest numbers since the state began reporting the metrics daily on April 12.

There were 216 ventilators in use, the lowest amount in the same span.

Three women arrested for battery

The McHenry County Sheriff’s Office arrested Ashli Stout, 32, Alexis Miller, 22, and a 17 year old juvenile for Battery, Mob Action, and Disorderly Conduct after a disturbance that occurred in unincorporated McHenry early Thursday morning.

At approximately 12:10 a.m., on June 25, deputies responded to the 1100 block of South Crystal Lake Road in McHenry for a disturbance.

Deputies arrived on scene and discovered three victims with various non-life threatening injuries. The suspects had already left the scene.

The investigation revealed that the suspects drove to the residence and a physical confrontation occurred.

When police were called the suspects fled the scene. They

were located and stopped by deputies a short time later and subsequently arrested. All three of the victims were Alexis Miller checked by EMS on scene, with one victim being transported to Northwestern Hospital in McHenry.

“And our goal is that with that caution, you will think twice about your own personal habits and activities,” Ezike said. “Maybe you’ll think about reconsidering going out in that large group gathering.

Maybe you’ll reconsider going to an indoor dining experience. Maybe you’ll consider appreciating a religious gathering online, as opposed to in person. These county level

risk indicators do not necessarily mean that a county moves back. What it means is that if the numbers don’t improve, we could be headed in the wrong direction.”

Pritzker said wearing face coverings is a key protection from the virus and from moving backward economically.

“The virus hasn’t gone away. And when people aren’t wearing face coverings and gathering in large groups and not practicing physical distancing, they’re getting sick, and some are dying,” he said.

“And I mean people of all ages—senior citizens, those who are in their 40s and 50s and 60s with pre-existing conditions, and yes, even young and perfectly healthy people have lost their lives to this terrible new disease that we still know so little about.”

Pritzker also announced the state launched 12 mobile community testing teams that will move throughout the state to “mitigate and suppress emerging outbreaks, including places like meatpacking plants, nursing homes, or other traceable gatherings.”

The state has also increased its number of contact tracers by 20 percent since June 1 and has more than 550 active, the governor said. Another 250 tracers will join them “in the coming weeks,” he added.

LCFP announces that the Route 45 trail connection is complete

The Lake County Forest Preserves announced the opening of a new community trail connection resulting from a successful partnership with the Village of Gurnee to provide safe and direct access to neighboring forest preserves and trails. This 0.4-mile crushed gravel trail links the Village’s existing bike path and several large residential areas to Rollins Savanna Forest Preserve and to the Millennium Trail and Greenway.

The new trail link extends the existing trail system in the northeast part of Rollins Savanna to Route 45 and Dada Drive. “In addition to trail construction, the project also involved modifying the traffic signal at that intersection, and installing ADA compliant concrete ramps and pedestrian crosswalk pavement markings,” said Randy Seebach, director of planning and land preservation at the Lake County Forest Preserves. “Improvements at this intersection provide a safe crossing at Route 45 for trail users,” Seebach said.

“We are happy the trail is complete. It’s an important connection because it joins the Village of Gurnee’s bike path within the ComEd right-of-way and provides more than 2,800 households—or roughly 8,500 residents—with direct access to nearby forest preserves and trail systems so people can extend their recreation experience,” said Angelo Kyle, president of the Lake County Forest Preserves. “We have worked with the Village of Gurnee for several years on this trail connection and it is great to see it come together,” Kyle said. Existing asphalt roads, parking areas and a vehicular entrance along Route 45, remaining from the previous landowner, were removed as part of the project.

The Village of Gurnee completed its trail connection east of Route 45 along Knowles Road last spring. Visitors can access this new trail by parking at one of two parking areas at Rollins Savanna or through the Village’s bike path located east of Route 45, Seebach said. Copenhaver Construction Inc., of Gilberts, IL, was awarded the $393,791 project.

The new trail extension also links to the Millennium Trail and Greenway, a planned 41-mile regional trail corridor connecting central, western and northern portions of Lake County to the Des Plaines River Trail. Today, 31 miles of the Millennium Trail are open. Providing public access and trail connections, as well as forming partnerships to create large adjoining open spaces, are part of the Lake County Forest Preserves 100-Year Vision and Strategic Plan.

Leave fireworks displays to the licensed and trained vendors The Illinois Department of Natural Resources (IDNR) is reminding organizations and individuals sponsoring fireworks displays in Illinois to be sure their fireworks vendors have the required state licenses and certificates issued by the IDNR and the Office of the State Fire Marshal (OSFM) prior to their planned fireworks shows.

The Illinois Explosives Act requires that anyone who purchases, possesses, uses, transfers, stores or disposes of explosives, including display fireworks, must have an explosives license and explosives storage certificate issued by the IDNR. Licensing and storage requirements administered by the IDNR do not apply to Consumer Fireworks (classified as 1.4 explosives). Approved Consumer Fireworks are regulated by the OSFM and are permitted only in villages, counties and municipalities that have passed ordinances allowing such displays. Consumer fireworks may be purchased and displayed only by adults who have obtained permits from their local jurisdiction. Handheld fireworks, including fire crackers, roman candles, and bottle rockets are not approved for sale or use in Illinois.

The Illinois Explosives Act is administered by the IDNR Office of Mines and Minerals Explosives and Aggregate Division. The division is staffed by trained and experienced blasting specialists located throughout Illinois. In addition to requiring comprehensive licensing, training and examination for individuals, the law requires that unattended display fireworks and explosives must be stored in an explosives magazine, storage facility or container that is inspected and

certified by IDNR. IDNR currently has 2,502 individuals licensed for the use of explosives in Illinois, of which approximately 880 are specifically for the use of display fireworks. There are 746 certified explosives storage magazines in Illinois, which contain nearly 42 million pounds of explosives. Of those storage magazines, 104 are certified specifically for the storage of display fireworks.

Anyone possessing, using, transferring or purchasing display fireworks without a valid IDNR individual explosives license or storage certificate is violating Illinois law and could incur penalties. A violation of the Illinois Explosives Act can be a Class 3 felony, with a maximum penalty of five years in prison and a $10,000 fine. In addition, the IDNR can assess administrative fines for violations involving display fireworks and other explosives.

Emergency responders are reminded to contact IDNR and the OSFM immediately with reports of personal injury or property damage resulting from the use of explosives, including display fireworks.
