Enhanced election audit verifies integrity of June 28 primary

A new measure to reinforce voter confidence in election results – a hand count of a random race in the June 28 primary – further confirmed that the results are accurate and trustworthy.

The hand recount, conducted July 7, matched the results of the optical tabulator used to tally the votes. County Clerk and Recorder Joe Tirio said the added step, which he believes is a first among county clerk’s offices in Illinois, should quell any concerns people may have about the accuracy of the equipment used to count ballots.

“Regardless of why you vote or who you vote for, you want to know that your vote is counted accurately”, Tirio said. “This exercise would create one of two outcomes.

Either the hand count would match the machine count or

it wouldn’t. If it didn’t, this would give us cause to look into it deeper. In the end, the hand and machine counts matched exactly.”

County clerk’s offices are required by law after each election to check their work by re-tabulating votes; the Illinois State Board of Elections randomly selects races equal to at least 5 percent of the ballots cast, which are then re-run through the optical tabulators used to count them on election day. But rather than just re-seal the ballots and send them to storage, a random race was selected for a hand recount.

Tirio, joined by McHenry County Republican Party representative Bruce Johnson and Democratic Party of McHenry County representative Ruth Scifo, randomly selected a tabulator and ran-

domly selected a race that was counted by that tabulator for a hand recount.

The trio, joined by office staff member Lynzi Nevitt, spent more than two hours counting ballots. After counting more than 700 ballots, the outcomes of the hand count and the tabulator count were identical.

Staff expected nothing different, Tirio said, and added that the hand recount affirms the integrity and trustworthiness of the process.

Pritzker pushes for assault weapons ban, federal action Bill pending in General Assembly would prohibit further sales

In the wake of a July 4 mass shooting in Highland Park that left seven people dead and dozens more injured, Gov. JB Pritzker is calling for a ban at both the state and national levels on military-style assault rifles and high-capacity magazines.

The governor made those calls on national cable television and at the White House in recent days.

“While I support an assault weapon and high-capacity magazine ban at the state level, we urgently need federal regulation on the weapons of war and high-capacity magazines that are used only for mass murder,” Pritzker said in a statement. “Illinois is not an island, and even with some of the strictest gun laws in the nation, our state is only as safe as the state with the weakest laws—many of which border Illinois.”

The weapon used in the Highland Park shooting has been identified as a Smith and

Wesson M&P 15, a semi-automatic rifle that holds 30-round magazines of 5.56mm ammunition. The alleged shooter, Robert Crimo III, reportedly used three such magazines during his attack on a Fourth of July parade, firing off more than 80 shots in a matter of just a few minutes.

Although the letters “M&P” stand for “Military & Police,” it and others like it have been widely available to civilians at sporting goods stores throughout the country.

The weapon used in Highland Park is also similar to guns used in other recent mass shootings, including the May 24 shooting at an elementary school in Uvalde, Texas, that left 19 children and two teachers dead, and the May 14 shooting at a Buffalo, New York, grocery store that killed 10 people.

All those weapons are modeled after the Colt AR-15, a semi-automatic version of a rifle originally designed for the military.

On July 11, Pritzker and

Highland Park Mayor Nancy Rotering were at the White House for an event with President Joe Biden marking the recent signing of the Safer Communities Act, the first significant federal law addressing gun violence in nearly 30 years.

“We had a number of conversations immediately after the attack in Highland Park and I’ve been impressed with the way they’ve handled things. It’s been extraordinary,” Biden said. “And as the three of us have discussed, we have more to do.”

Later in the day, Pritzker appeared on CNN’s “State of the Union,” and he repeated his call for additional measures to control gun violence.

“I think that there are probably three things that need to be looked at here: One is changing some of the verbiage in the law on red flags so that something could have been filed that would have prevented the FOID card from being issued. That’s one,” he said. “Two is that we need to

ban assault weapons, not just in the state of Illinois, but nationally. And then third, high-capacity magazines.”

A bill pending in the General Assembly would make it a felony to buy or sell assault-style rifles and high-capacity magazines. House Bill 5522, by Rep. Maura Hirschauer, D-Batavia, would also require existing owners of such weapons to register them with the Illinois State Police, and it would prohibit those owners from selling them in-state to anyone but a federally licensed firearms dealer.

Hirschauer, a first-term lawmaker and organizer of a local chapter of Moms Demand Action for Gun Sense in America, introduced the bill in January, but it was never considered in a substantive committee. Since the July 4 mass shooting in Highland Park, however, 50 more lawmakers, all Democrats, have signed on as cosponsors.

“I think that my colleagues have been moved by the trag-

edy in Highland Park, but also moved by the gun violence that affects the entire state, and constituents all over Illinois have been reaching out to their state representatives and state senators, telling them how important this bill is,” Hirschauer said during a phone interview.

Gun rights advocates, on the other hand, argue that eliminating one type of gun from society will not address the underlying causes of gun violence.

“We certainly understand the emotional response of anti-gun politicians in light of the evil and violence the world witnessed in Highland Park … just like the equivalent of 47 Highland Park shootings that have taken place in the city of Chicago year to date,” Richard Pearson, director of the Illinois State Rifle Association, said in an email. “Evil and violence do not lie in an inanimate object but in the hearts of people. At some point politicians must tackle the “Why” of violence instead

of the easy way out by trying to ban inanimate objects.”

Lawmakers had planned to convene a special session this summer, primarily to respond to the U.S. Supreme Court’s decision striking down a constitutional right to abortion. Before the Highland Park shooting, however, those plans were put on hold and no special session has yet been scheduled.

Republican gubernatorial candidate Darren Bailey also called for a special session last week to repeal a criminal justice reform bill passed in January 2021 and convene a mental health task force consisting of “doctors, first responders, patients, home caregivers, parents, teachers, and churches.”

The Pritzker campaign, in turn, blasted Bailey for voting against gun safety bills and state budgets that increased mental health funding.

The next scheduled meeting of the General Assembly is Nov. 15 when the regular fall veto session convenes.

A 2019 law known as the Reproductive Health Act declares access to abortion services a “fundamental right” under Illinois law. And last year, lawmakers repealed what was known as the Parental Notice of Abortion Act, requiring parents of minors seeking abortions to be notified before the procedure could be performed.

Because of that, many Wisconsin residents seeking abortions went to out-of-state providers, including those in Illinois. But Kristen Schultz, chief strategy and operations officer at the Illinois affiliate, said that since Roe v. Wade was overturned on June 24, there has been a 10-fold increase in the number of Wis-

According to the Guttmacher Institute, an organization that supports abortion rights, even after the original Roe v. Wade decision, Wisconsin imposed a number of restrictions on the procedure.

Those included a 24-hour waiting period and state-directed counseling that included information designed to discourage a patient from having an abortion, a prohibition against the use of telemedicine to administer abortion medications; and a requirement for parental consent to perform an abortion on a minor, among others.

Wade, which legalized abortion nationwide. Once the court rendered that decision, a Wisconsin law dating back to 1849 that criminalizes abortion automatically went back into effect.

“We opened the Waukegan Health Center in 2020

in anticipation of this moment,” Jennifer Welch, president and CEO of Planned Parenthood of Illinois, said during a virtual news conference. “We expected that Wisconsin would cease access to abortion care as soon as Roe fell, so we were prepared to give Wisconsin patients the care they needed.”

Under the arrangement, patients can still go to one of four clinics in Wisconsin to receive care before and after the procedure. But several Wisconsin clinicians, nurses and other staff travel to the Waukegan clinic to expand capacity at that health center and other clinics in Illinois through telehealth.

Environmental Defenders of McHenry County select 2022 scholarship winners The Environmental Defenders of McHenry County announced the recipients of their 2022 Environmental Scholarships: Emma Kropke, Jon Cian Gross, Kristina Robinson and Joseph Hissem.

Emma is a graduate of Crystal Lake Central High School and plans to attend the University of Miami where she will major in marine biology and ecology with a minor in environmental sciences. While at the University of Miami, Emma hopes to track shark migration patterns and research how climate change has altered sharks’ behavior.

Jon graduated from Woodstock High School and will attend Notre Dame, where

he will major in neuroscience with a minor in sustainability or ecology. He wants to explore the connections between medicine and the environment, and also plans to take advantage of Notre Dame’s GreeND club opportunities by becoming a sustainability commissioner for his hall.

Kristina graduated from Woodstock High School and will major in geography and environmental resources at Southern Illinois University- Carbondale. She was a 2021 CLIP intern with The Land Conservancy of McHenry County, and after college wants to work as a park ranger in a national park, a restoration ecologist or a Geographic

Information Science (GIS) specialist for a conservation organization.

Joseph is a graduate of McHenry High School and will defer his scholarship to 2023, as he has joined the National Guard.

He will attend the University of Illinois Urbana-Champaign where he will major in natural resources and environmental sciences with a minor in GIS. Joseph aspires to work for the EPA or the National Park System.

Pritzker announces new IDPH pick, further scales back COVID-19 orders

Illinois will soon have a new Department of Public Health director and its first electric vehicles coordinator after Gov. JB Pritzker announced those appointments in recent days.

Dr. Sameer Vohra, a Springfield pediatrician, will still need approval from the state Senate to become the permanent replacement for former Director Dr. Ngozi Ezike, who retired as the state’s health director to lead Sinai Health System, a non-

profit safety net hospital.

Until then he will serve in an “acting” capacity.

Vohra said in a news release he was humbled by the announcement.

“Gov. Pritzker, along with the dedicated staff of IDPH, have served our state admirably during the COVID-19 pandemic,” he said. “I am honored to lead this agency into the future, continuing to keep us safe from emerging illnesses, supporting our public health workers, and promoting wellness in every community across Illinois.”

Vohra’s job, which will officially begin Aug. 1, comes with a salary of $185,673.

At that time, he will replace Amaal Tokars, an Ezike deputy who has been filling the post since the former director’s departure. She’ll remain an assistant director.

Vohra completed a residency in pediatrics and a Master of Arts in public policy at the University of Chicago, and has a juris doctorate from SIU School of Law, where he graduated first in his class. He completed his undergraduate studies at Northwestern University.

“Dr. Vohra is accomplished in every sense of the word,” Pritzker said in a statement announcing the appoint-

ment.

“His experience and education transcend sectors and fields, bringing a well-rounded perspective to this agency. As a leader in state and national health policy, I have absolute confidence in Dr. Vohra’s ability to continue shaping a stronger IDPH for the 21st century.”

COVID-19 executive orders scaled back Pritzker’s announcement of a new IDPH director came as he continued to scale back the scope of his executive orders related to a COVID-19 disaster declaration that has been ongoing in 30-day periods since March 2020.

His latest executive order, issued July 12, decreased the level of testing required for unvaccinated health care workers.

Unvaccinated workers at skilled nursing facilities, homes for the developmentally disabled and other longterm care facilities will be required to test weekly only when COVID-19 transmission levels are at a moderate level, and twice weekly at substantial or high levels as classified by the U.S. Centers for Disease Control and Prevention.

Testing is not required where transmission levels are low, according to the governor’s order.

For hospitals and other

facilities, weekly testing is required where transmission levels are high, while no testing is required in areas of lower transmission.

As of July 14, the COVID-19 transmission level, a metric based on new cases per 100,000 individuals over the previous seven days, was high in all of the state’s 102 counties, according to the CDC. The level was only considered “low” in 1.4 percent of the entire U.S. The latest executive order does not reissue vaccine mandates for emergency services personnel or higher education employees or students.

Mandates will remain in place at K-12 schools and day cares.

Pritzker’s latest disaster declaration runs through July 24, and he noted in a June 30 interview with Capitol News Illinois he plans to continue to issue the orders while ramping down their scope.

“We have significantly reduced the number of things that fall under our executive orders with regard to COVID,” he said. “In fact, if you look back every month, a little bit less, a little bit less, we’re ramping down things.

Man kicks in door, batters woman in home invasion On July 15, at approximately 10:45 p.m., Lake County Sheriff’s Deputies responded to a residence Nicholas J. in the 36600 Coles block of North Mary Drive, Unincorporated Lake Villa, for a report of a home invasion. The 911 caller said her former acquaintance, Nicholas J. Coles, 33, of the 0-100 block of Lippincott Rd, Fox Lake, kicked her front door open and battered her and another person in the home. Coles fled from the scene in a vehicle after the victim called 911.

Sheriff’s deputies arrived and spoke the victim, a 35-year-old woman, who resides at the Mary Drive residence.

She sustained several broken teeth and bruises in the attack.

Preliminary investigation shows Coles kicked the door open and attacked the woman.

He punched her several times.

An adult male, a 43-year-old man of Unincorporated Lake Villa, who was in the home was able to push Coles off of the victim, but Coles also struck and bit the man before fleeing.

Lake County Sheriff’s Telecommunicators issued a regional broadcast to law-enforcement with Coles’ information and information about his vehicle. Several hours later, an alert sheriff’s deputy on patrol located Coles’ vehicle in Unincorporated Spring Grove. Coles was located inside a residence in the 28200 block of West Stewart Avenue, Unincorporated Spring Grove. He was also found to be in possession of methamphetamine.

Coles was arrested and subsequently charged with home invasion, unlawful possession of methamphetamine, domestic battery, and battery.

Following an initial court hearing, Coles was ordered to be held on $200,000 bond. He is next due in court on August 3, at 1:30 p.m.

South Eastwood Drive, Woodstock, convenience store; a fourth subject remained in the driver’s seat of their getaway vehicle. The three subjects displayed firearms (unknown if real or fake) and demanded cash from the sole clerk in the store. They exited with cash and store products. They then fled northbound in the vehicle they arrived in.

The search for the vehicle within Woodstock led to negative results. Neighboring agencies were also provided a description of the vehicle; however, it was not located the night of the incident.

On July 12, the vehicle was located crashed in West Allis, WI. Three subjects were arrested by West Allis as a result of the crash. The fourth subject in the car was able to elude law enforcement.

Woodstock Detectives were later able to process the car for evidence and recovered proceeds from the Armed Robbery in Woodstock.

The subjects arrested were all juvenile males. They were eventually released to their parents by West Allis officers.

The West Allis Police Department was not aware of the armed robbery that was being investigated in Woodstock at the time of their release.

This remains an active and open investigation. Approval for charges against the suspects will be sought from the McHenry County State’s Attorney’s Office at the conclusion of WPD’s investigation.

Man arraigned for killing his three children

On Thursday, July 14, a Round Lake man entered a not guilty plea to the triple homicide of his three children, ages 2, 3, and 5.

Jason Karels, 35, was indicted by a grand jury last Wednesday, July 6, on nine counts of first-degree murder. Chief of the Felony Division of the Lake County State’s Attorney’s Office, Jeff Facklam, charged Kerals with three different counts of first-degree murder for each of the children that he killed.

Kerals was arrested on Juveniles arrested for June 13, near Joliet, following armed robbery a 17-minute pursuit by Illinois On July 10 at 1:30 a.m., State Troopers. The chase led three armed, masked subjects to Karel’s vehicle crashing entered the Circle K, 155 near interstate 80 and Water

Street in Joliet. While being removed from the car, Karels made statements to police officers regarding his role in the death of his three children.

Karels is being held at the Lake C o u n t y Jail without the possibility of cash bond.

In a past s t a t e m e n t , Jason Karels State’s Attorney Eric Rinehart said, “This is a devastating case for our community, and we are resolved to achieve justice for these three innocent children.” Rinehart added after today’s arraignment, “In addition to filing these charges and placing significant resources into preparing for trial, we have also had extensive meetings with the family to let them know our office supports them and will be with them throughout the process.”

Round Lake Police Officers responded to a 911 call at 200 East Camden Ln in Round Lake Beach, on June 13, after the mother of the victims discovered their deceased bodies. When police arrived, they found three children dead inside the home.

The Lake County Coroner’s Office later determined the cause of death to be drowning. Officers on scene found a note from Karels that said, “If I can’t have them, neither can you.”

Kerals is set to appear back in court on October 7, 2022, for a case management conference.

condition after single vehicle crash

A 61-year-old Johnsburg man is in critical condition following a single-vehicle crash that occurred in unincorporated Crystal Lake on Monday, July 18 at 12:05 a.m.

The McHenry County Sheriff’s Office, Cary Police Department, Crystal Lake Police Department, Cary Fire Department and Crystal Lake Fire Department responded to a crash involving a single 2017 Capacity Semi-Tractor on East Crystal Lake Avenue west of Gieseke Drive.

Preliminary investigation indicates that the 2017 Capacity Tractor, driven by a 61-year-old Johnsburg man, was traveling westbound on East Crystal Lake Avenue west of Gieseke Drive. For unknown reasons the Capacity Tractor left the roadway before crashing into a tree on the south side of East Crystal Lake Avenue.

The driver and sole occupant was transported to Advocate Condell Medical Center with life-threatening injuries.

It is unknown at this time if a seat-belt was used and alcohol and/or drugs are believed to be a factor in the crash.

The investigation is ongoing by the McHenry County Sheriff’s Office Major Traffic Crash Investigation Unit.

Kamen sentenced to 65 years for killing wife

On Thursday, July 14, a Deerfield man was sentenced to 65 years in prison for fatally stabbing his wife.

first-degree murder with the sentencing enhancement that the offense was committed in a “brutal and heinous manner.”

Today, prosecutors and defense attorneys presented an agreed order to Lake County Circuit Court Judge Daniel Shanes that Kamen be sentenced to 65 years in prison to be served at 100% of that sentence.

In accepting the agreement, Judge Shanes told Kamen that he found this sentence to be appropriate in light of the cold-blooded nature of the crime.

“In days like this, in court, there are no winners. Everyone loses. Your children, by your hand, lost their mother, and you lost,” Judge Shanes said.

In September 2018, Kamen admitted to police that he held his wife hostage for several hours in their home and stabbed her.

“The sentence in this case accounts for the heinous nature of the crime. The communi-

ty remained safe from Mr. Kamen while he remained in custody for nearly four years, and we know the family has some relief Gary Kamen that this part of their journey is finally over,” said State’s Attorney Eric Rinehart. “We will continue to support them in any way that we can,” he added.

Kamen has been held in the Lake County Jail since he was arrested in 2018. He will be transferred to the Illinois Department of Corrections to serve his sentence.

Originally, Kamen’s bond was set at $10 million. But after Assistant State’s Attorneys Lauren Kalcheim Rothenberg and Scott Hoffert argued he was a threat to the family, the court ordered that Kamen be held without being afforded the opportunity to use cash or property for bond.
