Dog parks to open in phases

Stolen vehicle crashes into home

On June 4, at approximately 2:50 a.m., Lake County Sheriff’s Deputies responded to a report of a vehicle versus residence traffic crash in the 37600 block of North Sheridan Road, Beach Park. Sheriff’s Deputies arrived and found both a vehicle and a home with major damage.

Preliminary investigation shows a 2008 Chevrolet Impala was occupied by three males, an 18-year-old of Zion, a 16-year old of Zion, and a 14-year-old of Beach Park. The vehicle was traveling southbound on Sheridan Road, when for an unknown reason, the driver lost control and

struck the front of a home.

Nobody inside the home was injured.

One of the three occupants was able to escape from the vehicle, while two others remained trapped and required extrication by the fire department. The three occupants of the vehicle were transported to Vista East Medical Center in Waukegan with non-life-threatening injuries.

Kenosha Police Department responded to the scene to process the vehicle for evidence. The crash remains under investigation and criminal charges are pending at this time.

Turner named to President’s List

Madelyn Turner, of Antioch, has been named to Freed-Hardeman’s President’s List for the Spring 2020 semester.

Turner, who is majoring in Art Studio Art, is among

more than 700 students to receive recognition during a challenging spring semester that required students to finish their coursework online due to the COVID-19 pandemic.

Full-time students who achieve a 3.40 grade point average are named to the

Dean’s List. To be on the President’s List, a student must be full-time and have a 4.0 grade point average.

Freed-Hardeman University congratulates its students on a successful spring semester and looks forward to welcoming them back to campus this fall.

On Monday, June 1, the Operations Committee approved the gradual reopening of five dog exercise areas operated by the Lake County Forest Preserves starting this week with restrictions in place to comply with COVID-19 concerns.

“Now that we have entered Phase 3 of the Restore Illinois plan, off-leash dog exercise areas are able to reopen as long as operational restrictions and additional safety and social distancing guidelines are in place,” said Chief Operations Officer Mike Tully.

Lakewood Dog Park in Wauconda and Waukegan Savanna Dog Park in Waukegan opened Monday, June 8.

If all went smoothly, Duck Farm Dog Park in Lake Villa and Prairie Wolf Dog Park in Lake Forest will open Wednesday, June 10 and Independence Grove Dog Park in Libertyville will open Friday, June 12. Check LCFPD.org/dogs to confirm opening dates and details.

“Once reopened, modified use practices will be in place for the health and safety of Forest Preserve staff, dog owners and their pets,” Tully said. “Access will be limited to annual permit holders only. To help prevent overcrowding, daily permits will not be sold at this time. Additional signage will remind permit holders to do their part and abide by safety rules and protocols to help prevent the spread of COVID-19.”

Ranger Police will monitor activity to ensure safety rules, social distancing and other public health guidelines are being followed,

Tully said. The parking lots will also be monitored and if they become overcrowded, the entry gate may be closed until the number of visitors becomes manageable.

For a “touchless” and socially distant visit, permit holders will be asked to follow these guidelines.

• Gates will be utilized for one-way traffic only. Enter through the gate labeled “entry”, and exit through the gate labeled “exit”.

• Bring extra pet waste bags with you. They will not be stocked in the dispensers.

• Don’t touch entry gates and other surfaces with bare hands. Use a clean pet waste bag to cover your hand as you manage the gate latch.

Gloves or a clean towel may also be options.

• Bring hand sanitizer or disinfectant wipes with you.

• All visitors must have a face mask with them at all times.

• Face masks must be worn in situations in which social distancing cannot be maintained. This is most likely to occur in the parking lot and when dog owners have to disengage their dog from another dog in close proximity to another dog owner.

• Do not gather or linger near entrance gates, shelters or any other areas.

• Practice social distancing between you and other dog owners, staying at least 6 feet away from the next person.

• Warn other users of your presence and allow proper distance when you pass.

• Display permit prominently on your dashboard or windshield so Forest Preserve staff can see it.

• Do not bring in food or

treats.

• Water and restroom facilities are not available.

• Stay home if you or your animal is sick or have been near someone who’s sick.

• Cover coughs/sneezes.

As with a visit to any public area with your pet, there are risks associated with offleash dog areas, including exposure to ticks or other common dog illnesses spread by virus or bacteria, Tully said.

“Use of the dog exercise areas is at your own risk. If you have concerns about the safety of your pet, please check with your veterinarian prior to your next visit,” he said.

The Centers for Disease Control and Prevention also has specific COVID-19 guidance and recommendations for those who have pets.

“We understand that the off-leash dog areas provide a needed break during these difficult times. Minimizing contact at frequent touch points and not congregating will help us keep these areas open,” said Executive Director Ty Kovach.

“If Forest Preserve and CDC guidelines are not followed, we will be forced to close the dog parks,” he said.

Kovach also reminds visitors at this time, it is more important than ever to take additional precautions to protect against vehicle break-ins.

There has been an increase in these crimes of opportunity in forest preserve parking lots. “Ranger Police are strongly urging preserve visitors to lock car doors, close windows, and keep personal property out of plain view, take it with you, or leave it at home,” Kovach said.

Pritzker: ‘Structural change’ will come from peaceful protests

Governor calls looting, burning of small businesses ‘heartbreaking’

The “structural change” demanded by protestors around Illinois will come from nonviolent demonstrations coupled with policy reforms, Gov. JB Pritzker said June 2.

Speaking at a blended-income housing development in Chicago called KLEO Art Residences, the governor said “community activism and peaceful organizing and faith” are the keys to “real” transformations demanded after George Floyd, an unarmed black man, died May 25 in Minneapolis after being pinned to the ground for nearly nine minutes with a white police officer’s knee on his neck.

“I do not pretend to know the pain that’s experienced by black America, the pain of knowing that what happened to George Floyd could happen to you or to your child,” Pritzker said. “But I do know that at this moment, so many people are overwhelmed here in the state of Illinois with rage and with passion and with sorrow.”

The governor’s recommendations for necessary changes include law enforcement reforms with “genuine investigations, transparency and accountability;” ensuring the “justice” in criminal justice “means something;” and making “sustained eco-

nomic investment” in all black and brown Illinois communities.

He denounced the violence, looting and crime occurring in cities and towns across the state, calling attacks on small businesses already experiencing economic hardships from months of closure due to the novel coronavirus “heartbreaking.”

“I mean, just at the moment where they’re reopening—many of them spent money to get ready to reopen—now their windows are broken, their inventories are gone and in some cases, small businesses may not come back,” Pritzker said. “... We needed to rebuild before this took place. Now, we have to make double the effort.”

More than $50 million in aid funding exists for local organizations and small businesses through the Chicago and Illinois COVID Relief Funds, the governor estimated. He is also courting private donations.

And the General Assembly approved on May 23 additional financial assistance for small businesses—“hundreds of millions of dollars,” Pritzker said—in the state budget. It is awaiting the governor’s signature.

“We have lost revenues in our state, and we need to rebuild those coffers in order for us to deliver the services

on the ground that people need and the support small businesses need,” he said.

The inclusion of dollars to assist entrepreneurs, and to restore jobs their businesses represent, is indicative of the state’s values, Pritzker said.

“The last five days have at least demonstrated to everyone who wasn’t paying attention already that we have systemic racism that also has to be addressed in the state budget,” he said. “... This last budget does express (Illinois’) values, but over the last five days, I think it’s been brought to the fore that our communities, our black and brown communities that have been neglected, are the ones that we need to focus on.”

The governor did not directly answer a reporter’s question about whether he would call a special legislative session to address requested reforms in the wake of Floyd’s death.

Throughout the COVID-19 pandemic, Pritzker said, he was “reluctant” to do so due to the risk many lawmakers would not show up if they did not agree there was a need for such a gathering. It is “encouraging,” he added, that the Legislature proved it could conduct its business in a safe way.

“I will say this, that what’s very important to me is we establish an agenda, an

agenda that’s led in part by the very peaceful protestors that are out on the streets, that were there protesting last night, the night before and the night before—the folks who were there with legitimate grievances,” the governor said.

He is “in favor” of statewide changes addressing residents’ concerns as well as those that can be implemented in Chicago and other municipalities.

Pritzker also addressed his activation of an additional 250 National Guardsmen to supplement law enforcement departments in select cities, including Chicago, Aurora and Naperville.

“Look, we reacted to the request by the Chicago Police Department as well as some other places around the state to provide backup, to provide support,” he said. “... I realize there have been challenges over the last number of nights. I think there’s been some learning that’s taken place.”

Illinoisans should remember, the governor added, that National Guardsmen are “a highly trained force” that is “trained to go to war” and receive much the same education soldiers do.

“I reject the notion that the National Guard are not well trained. They’re simply not trained as front-line police officers,” he said.

Winter re-elected to second term The Circuit Judges of the Nineteenth Judicial Circuit have unanimously voted Judge Diane E. Winter to a second term as Chief Judge. She will begin her second term on January 5, 2021 and that will terminate on January 2, 2022.

“The first six months of my term have been very busy, as we have faced many challenges during these unprecedented times. We have adapted and continue to overcome the obstacles that the COVID-19 pandemic presented, including going completely virtual. I am proud of my fellow Judges, our staff at the 19th Judicial Circuit, and our justice partners for ensuring that cases continue to be heard, matters are decided, and justice is served. I am humbled and honored to have the support and confidence of my colleagues as they re-elect me to a second term as Chief Judge.” said Chief Judge Winter.

The Honorable Judge Diane E. Winter received her Bachelor of Arts degree from DePaul University and earned her Juris Doctor degree from Northern Illinois University School of Law. She was admitted to the Illinois Bar in 1981.

She was appointed Associate Judge in July 2000, and as a Circuit Judge for the Nineteenth Judicial Circuit effective December 1, 2008 as a result of the retirement of Judge Jane D. Waller. In February of 2010, she was nominated in the primary and elected in the November of 2010 general election to maintain her Circuit Judge position.

Judge Winter has served as the presiding judge of the Misdemeanor and Traffic Division, the presiding judge of Criminal Misdemeanor and Traffic Division along with the Probate and Alternative Dispute Resolution Division, and the presiding judge of the Family Division. Judge Winter served as Deputy Chief from January of 2018 through December 2019 and began her first term as Chief Judge on January 2, 2020.

New jobless claims slow in last week of May State revenues fall 23 percent during the month

While new unemployment claims remained historically high in the final week of May, the surge of new claims since the start of the COVID-19 pandemic appears to be starting to slow as a number of businesses begin to reopen after two months of forced closure.

The U.S. Department of Labor reported that 46,522 workers in Illinois filed firsttime claims during the week that ended Saturday, May 30.

While that number would be considered shockingly high in normal times, it was actually 20 percent lower than the week before when 58,263 new claims were filed.

The number of workers receiving continuing unemployment benefits was also down about 5.5 percent from the previous week, to 720,580.

From March 1 through May 30, the Illinois Department of Employment security has processed more than 1.36 million unemployment claims, nearly 11.5 times the number of claims processed over the same period last year.

The agency also processed 98,757 applications for Pandemic Unemployment Assistance, or PUA, a federally-funded program for workers who lost their jobs for specific COVID-19-related reasons and do not qualify for regu-

lar unemployment. IDES also processed 42,119 applications for Pandemic Emergency Unemployment Compensation, or PEUC, another federally funded program that extends benefits to people who have already exhausted their regular state unemployment benefits.

Gov. JB Pritzker ordered the closure of many nonessential businesses on March 20. In the days before that, he also ordered all K-12 schools to close and restricted restaurants to delivery, drive-thru or curbside pick-up service.

Those restrictions remained in place until Friday, May 29, when Illinois entered Phase 3 of Pritzker’s reopening plan. Since then, retail stores, barber shops and hair salons have been allowed to open, with capacity limits, while bars and restaurants have been allowed to open for outdoor dining.

While the stay-at-home order was in place, however, the state of Illinois suffered a historic drop in revenue, according to the Commission on Government Forecasting and Accountability, or CoGFA. The biggest hit came in the form of retail sales taxes, which were down $182 million, or 23.1 percent.

CoGFA’s latest monthly report also detailed the extent of the economic slowdown.

Maps, driving was down more than 60 percent in the state of Illinois and the city of Chicago during the third week of March compared to mid-January. It remained down about 40-50 percent in April for both Illinois and the nation.

Those numbers steadily improved throughout May and are now back to about the same levels as before the pandemic, CoGFA said.

Also, restaurant reservations on the website OpenTable.com were down 100 percent in Illinois during April and May. And even in states that reopened sooner than Illinois, reservations were still down 60-70 percent.

CoGFA additionally cited data showing a large drop in hotel occupancy as well as new housing starts.

“Both the U.S. and the State of Illinois have a difficult path to walk as concerns between public health and economic health must be weighed,” the report stated.

“The key to rebounding from this economic slow-down is to provide an environment where both customers and employees feel safe, while ‘reopening’ fast enough so that those employees who have been furloughed have a job to come back to. The longer it takes to ramp up economic activity, the more likely businesses will close down for good.”

Summer schools can open with safety guidelines in place and state-run COVID-19 testing sites are now open to everyone.

The state made the latest two announcements as it encouraged anyone who has recently attended a mass protest to get tested for novel coronavirus disease.

“As we move forward, COVID-19 testing must be widely available and this is a step in that direction,” Illinois Emergency Management Agency Director Alicia Tate-Nadeau said in a news release. “The state-operated community-based testing sites currently have the capacity to test more than 6,000 people per day, and now there will be no restrictions to who can be tested for this potentially deadly virus.”

Testing will be crucial as the state moves toward full reopening, the agency said in a news release.

Part of that reopening

will include summer school for Pre-K to 12th grade students at public and non-public schools. The governor authorized reopening, which went into effect June 4, in an executive order, his 38th since the start of the pandemic.

The Lake County State’s Attorney’s Office joined with Lake County Government, the Lake County Sheriff’s Office, the Lake County Circuit Clerk’s Office, the Lake County Coroner’s Office and the 19th Judicial Circuit to host two large food drives to assist people struggling during COVID-19. The first food drive took place at the Lake County Government Center in Waukegan, while the second took place at the Depke Juvenile Justice Center in Vernon Hills.

Collectively, the two food drives raised over 12,000 pounds of food for area food pantries.

“As people gather in large crowds with varying degrees of social distancing, there is cause for concern about COVID-19 spread and outbreaks, especially if masks were not worn universally,” IDPH Director Dr. Ngozi Ezike said in a news release. “I urge anyone who recently attended a rally, protest, or other mass gathering to get tested for COVID-19 so we can identify any cases early. We recommend testing 5-7 days after participating in large group rallies, or immediately if symptoms develop. If there are known cases, we can make sure those people are quarantined and not exposing other individuals.”
