Summer concert series set As of Feb. 9, 2022 Hi-Liter is the successor publication to McHenry County News

Jason Karels, 35, was arrested on June 13 near Joliet, following a 17-minute pursuit by Illinois State Troopers. The chase led to Karel’s vehicle crashing near interstate 80 and Jason Karels Water Street in Joliet. While being removed from the car, Karels made statements to police officers regarding his role in the triple homicide.

Karels was transported to a nearby hospital under police custody and then again, to a second hospital. His condition was stable by Tuesday afternoon and remained in police custody after being released from hospital.

Karels appeared before Judge Theodore Potkonjak June 15 and is being held on a $10 million bond. At the hearing, Jeff Facklam, Chief of the Felony Division of the Lake County State’s Attorney’s Office indicated that the office will be seeking to hold Karels without the possibility of cash bond under a special statute. That motion will be heard on June 21, and a preliminary hearing is set for July 13.

“This is a devastating case for our community, and we are resolved to achieve justice for these three innocent children. First, we need to ensure that the defendant is not released pending trial considering the nature of the case and his flight. We have filed a motion asking he be held without bond. Second, we need to give any and every resource available to the family.

Finally, within the office, we will devote everything necessary to make sure this brutal crime is punished, and that this defendant never ever harms anyone again,” said State’s Attorney Eric Rinehart.

Round Lake Police Officers responded to a 911 call at 200 East Camden Ln in Round Lake Beach, on Monday afternoon, after the mother of the victims discovered their deceased bodies. When police arrived, they found three children dead inside the home. The Lake County Coroner’s Office later determined the

Lake County residents reflect on impact of 2002 historic Supreme Court ruling While Jehovah’s Witnesses have chosen to temporarily suspend their door-to-door ministry due to the pandemic, their activity was almost permanently banned by one U.S. village in the late 1990s — that is until the United States Supreme Court stepped in with a historic 8-1 decision on June 17, 2002, declaring the local ordinance unconstitutional.

As the 20th anniversary of that precedent-setting decision arrived, some Lake County residents wonder what their lives would be like if one of their neighbors had

not knocked on their door and shared a life-changing message with them. Constitutional scholars marvel at the outsized impact the decision has had on the protection of free speech for all, agreeing with Justice Antonin Scalia’s opinion in the case, “The freespeech claim exempts everybody, thanks to Jehovah’s Witnesses.”

“I honestly don’t know where my life would be,” said Leydi Antunez of Lake County, who fondly remembers that knock on the door during a critical moment in her life.

She remembers praying for

answers from God, “When I was praying in tears — at that moment, I heard the knock on the door. “Now I’m living the best life ever,” she said.

The village of Stratton became a center of controversy in 1998 after the mayor personally confronted four Jehovah’s Witnesses as they were driving out of the village after visiting a resident. Subsequently, the village enacted the ordinance “Regulating Uninvited Peddling and Solicitation Upon Private Property,” which required anyone wishing to engage in door-to-door activity to obtain a permit from the mayor or face imprisonment.

Jehovah’s Witnesses viewed this ordinance as an infringement of freedom of speech, free exercise of religion and freedom of press. Therefore, they brought a lawsuit in federal court after the village refused to modify their enforcement of this ordinance.

“Our motive for initiating the case was clear: We wanted to remove any obstacle that would prevent us from carrying out our scriptural obligation to preach the good news of the Kingdom,” said Robert Hendriks, U.S. spokesman for Jehovah’s Witnesses. “Making it a criminal offense to talk with a neighbor without seeking government approval is offensive to many people,

MCSO kicks off countywide Police Social Work Program The McHenry County Sheriff’s Office, with the collaboration of 17 other law enforcement agencies, officially kicked off the countywide Police Social Work Program on Tuesday, June 7, at an event at The Community Foundation for McHenry County.

In attendance were stakeholders, participating agencies, and families of the social workers. Speakers included Sheriff Bill Prim, Chairman Michael Buehler, Mental Health Board President Connee Meschini, McHenry County Administrator Peter Austin, McHenry County Coordinator Chalen Daigle, and Police Social Work Program Director Sgt. Aimee Knop.

With four police social workers and a clinical supervisor now on board, the PSWs are currently undergoing training to begin assisting po-

lice departments with mental health crises and connecting residents to resources.

Each Police Social Worker will be assigned a grouping of participating police departments, allowing them to learn the nuances of each department and build relationships within the agencies. From there, the PSWs will work to garner resources for citizens in need and help alleviate the toll of mental health-related calls for service.

Director Sgt. Aimee Knop noted that “In a short time during training the Police Social Workers have already helped make an impact,” and continued to list several recent examples of PSWs helping individuals and families in need of mental health resources.

Chairmen Buehler said, “The Police Social Work Program shows how McHenry

County is getting things right.

Not only does it support our local law enforcement, but it does so in a shared, collaborative and fiscally responsible way. I am proud to see this program get off the ground, and I can’t wait to see the difference it will make in our community.”

Crystal Lake Police Chief Black also said, “We are looking forward to the opportunity to provide our residents with the additional resources that the Police Social Work Program can provide.”

Gov. JB Pritzker signed two bills into law June 16 aimed at protecting the victims of sexual assault.

One of those new laws allows victims to press charges, even if they were voluntarily intoxicated at the time of the attack. Another expands where survivors can access treatment and for how long, as well as requiring Federally Qualified Health Centers to provide medical forensic services by trained professionals.

“We cannot have a justice system that re-traumatizes the people who need to utilize it,” Pritzker said at a bill signing ceremony in Chicago. “Yet that’s been the reality for far too long.”

House Bill 5441 closes what many people called a “loophole” in existing law that prevented victims from filing charges if they were intoxicated at the time of the attack but the intoxicating substance was not administered by the accused individual.

It inserts new language into the law that says a person is unable to knowingly give consent when intoxicated if they are “unconscious of the nature of the act, and this condition was known or reasonably should have been known by the accused,” even if the accused individual did not administer the substance.

That language was inspired by a young woman, Kaylyn Anh, who spoke at the bill signing about how she was raped by someone she knew in July 2021 after she had voluntarily become intoxicated at a friend’s house.

Three months after the attack, she said, she reported it to police but was told that they would not investigate the incident because, under Illinois law, it did not qualify as rape.

“He told me there was absolutely no way the prosecutor would ever pick up my case,” she said. “When I asked him if there were any other legal options to pursue, he said, ‘The only thing you can do now is just try to not let it happen again and move

on.’ This is my defiant refusal to do so.”

Senate Bill 3023 amends the Sexual Assault Survivors Emergency Treatment Act, which governs the health care that hospitals are required to provide to victims of sexual assault. It doubles the amount of time a victim can access care under the act to 180 days and guarantees that victims seeking treatment will have access to a trained medical forensic examiner as well as other medical staff trained to care for victims of sexual assault.

It also authorizes the Department of Public Health to designate up to six Federally Qualified Health Centers, located in geographically diverse areas of the state, to develop sexual assault treatment plans and to offer on-site services during their regular operating hours. It also requires them to employ a sexual assault nurse examiner coordinator.

“Survivors of sexual assault need the system to work a lot better for them to seek and receive health care services as they process the trauma they’ve been through,” state Sen. Mike Simmons, D-Chicago, one of the cosponsors of the bill, said in a statement.

Court & crime news

Man charged after burglarizing occupied home

On June 16, at approximately 12:10 a.m., Lake County Sheriff’s Deputies were dispatched to a residence in the 25800 block of West Marquette Drive, Ingleside, for a burglary in progress. While responding, sheriff’s deputies were informed the victim homeowner of the Marquette Drive home was holding the burglar at gunpoint.

Sheriff’s deputies arrived and found James J. Rizzo, 34, of the 100 block of Windward

Road, Lakemoor, being detained by the victim. Sheriff’s deputies arrested Rizzo.

Further investigation revealed Rizzo burglarized the victim’s car, as it was parked in the driveway. Rizzo utilized the car’s garage door opener to open the garage and enter the home. The victim, who was sleeping, awoke and found Rizzo inside the master bedroom. The victim held Rizzo at gunpoint until sheriff’s deputies arrived.

The McHenry County Sheriff’s Office, Marengo Police Department, Marengo Fire Department and Huntley Fire Department responded to a two vehicle crash involving a red 2018 Chevrolet Silverado and a grey 2014 Ford Woman dies as a F-150 on West Coral Road at result of two vehicle Maple Street at 2:55 p.m.

McHenry County Sheriff’s Office, Johnsburg Police Department, and McHenry Township Fire Protection District responded to the 800 block of Finch Trail, in unincorporated McHenry, for a minibike crash.

Preliminary investigation indicated that a 2021 Coleman minibike, ridden by a 16-year-old juvenile male, was riding on the street at that location. For unknown reasons the juvenile lost control of the minibike and fell onto the road striking his head. The juvenile wasn’t wearing a helmet and was airlifted to Advocate Condell Medical Center in Libertyville for non-life-threatening injuries.

The juvenile was issued a citation for operating a non-highway vehicle on the Juvenile cited roadway. The investigation is following minibike ongoing by McHenry County Sheriff’s Office Major Crash crash On June 11, at 9:46 p.m., Investigation Unit.

The driver of the Chevy Silverado, was transported to Northwestern Hospital in Huntley with non-life-threatening injuries. The driver of the Ford F-150 suffered non-life-threatening injuries and was transported to Northwestern Hospital in Huntley.

The passenger of the Ford F-150 was transported to Javon Bae Mercy Hospital in Rockford with life threatening injuries where she later died.

The intersection of West Coral Road and Maple Street was closed for approximately four hours.

The investigation is ongoing by the McHenry County Sheriff’s Office Major Traffic Crash Investigation Unit and the Winnebago County Coroner’s Office.
