Area health care providers say PPE donations make a difference Masks, gloves and other personal protective equipment (PPE) donated by the College of Lake County have provided relief to workers on the front line of fighting the COVID-19 pandemic, say officials at area clinics and hospitals.

“On behalf of all our employees, patients and caregivers, I would like to thank the College of Lake County for generously donating vital PPE supplies,” said Pete Govorchin, president and CEO of Cancer Treatment Centers of America (CTCA), Chicago. “The relationship between CTCA and CLC is longstanding and a good example of how two organizations can work together to educate, train and deliver top-quality cancer care. We greatly appreciate CLC’s support during this pandemic.”

CLC alumna, BSN and nurse care manager at CTCA Chicago, Patricia Adams, said the masks and other PPE donated by CLC has helped her as well as colleagues remain protected when working with patients. “The PPE is what allows nurses and all health care professionals the ability to do our jobs, which is caring for our patients with the confidence that everyone is protected and safe,” she said.

Having earned a Certified Nurse Assisting (CNA) certificate and an associate degree in nursing from CLC, Adams said the COVID-19 pandemic has reinforced her passion for helping others through a nursing career. “Nurses are the calm in the room, even when the world around our patients may feel like it’s in chaos,” she said. “Our patients need us to be their advocates and provide an environment of healing and hope for them in their time of need.”

added that Adams CLC laid the groundwork she needed to become a nurse. “I learned valuable skills critical to caring for and assessing patients,” she recalled. “I also learned the importance of continued education. That knowledge has been useful throughout my nursing career. It gave me the confidence I needed to work in the specialized area of oncology. I learned to question anything that I didn’t understand and to research anything new before I would move forward for the safety of my patients.”

the risk to patients, including telehealth appointments,” she shared. “I implore those in need of life-saving cancer therapies not to ignore or delay their treatments.”

Besides donating PPE to CTCA Chicago, CLC gathered and donated medical supplies to Vista Medical Center East, Advocate Condell Medical Center, Northwestern Medicine Lake For-

est and Northshore Highland Park hospitals in dire need of the items. The PPE came from several departments across campus, including nursing, medical assisting, phlebotomy and dental hygiene, according to Ali O’Brien, CLC vice president for community and workforce partnerships. Other departments such as ceramics, fire science technology and auto collision repair also

donated useful materials, including thousands of gloves, hundreds of N95 masks and surgical gowns, plus thousands of surgical masks.

CLC’s longstanding relationship with CTCA Chicago includes the latter’s support for CLC scholarships in health care career programs. The scholarship was established in 2018 with a gift of $50,000, with an ad-

ditional $50,000 donated in 2019. Awards have provided $5,000 per student, per year beginning in fall 2019. Funds could be used for tuition and fees, books and course-required materials, and enrollment could be part time or full- time. Including sponsorship of CLC’s 50th Anniversary, the total support in 2019 from CTCA amounted to $100,000.

Another 81,000 Illinoisans file unemployment claims Total claims since mid-March top 800,000

Unemployment in Illinois and the U.S. continues to balloon amid the novel coronavirus pandemic.

The state reported 81,596 first-time claims in the week ending April 25, during which time more than 3.8 million claims were submitted nationally.

That means more than 800,000 Illinoisans filed for unemployment since March 21, and 681,041 drew unemployment benefits during the week ending April 25. According to the U.S. Bureau of Labor Statistics, that is about 10.7 percent of Illinois’ civilian work force.

The claims from March 1 to April 25 this year were more than 10 times those made in the same period last year, when approximately 69,000 total claims were field in Illinois.

This is the first time in five weeks that the number of initial claims in Illinois fell under 100,000. The peak was the week of April 4, when 201,041 initial claims were made.

Nationally, more than 30

million people have filed jobless claims since the beginning of the pandemic.

The seasonally adjusted unemployment rate of 12.4 percent for the week ending April 18 was an increase of 1.5 percent from the previous week, once again marking the highest figure in the history of the metric.

The more than 81,000 claims filed in Illinois last week mark a decrease of about 21,000 from the week prior. The four-week moving average for claims was 131,683, according to the Illinois Department of Employment Security.

Despite several reports of people continuing to have difficulty accessing unemployment, Gov. J.B. Pritzker said IDES has ramped up its capacity for its website and its ability to take phone calls. At his daily news briefing on COVID-19 April 30, he took questions on the ongoing issues.

“There’s no doubt the system started out unprepared for this unprecedented level of filings,” Pritzker said. “But at this point, I must say, the ability to connect online is available to everyone.”

Pritzker said some people might have difficulty getting through the system if they previously filed a fraudulent claim, there were “challenges to the veracity of certain aspects of the forms that they filed,” or they had forgotten their password. But he said it is working “reasonably well” considering the unprecedented number of claims it is receiving.

He also said there are “many more people answering phones” in response to the increase in filings, and “many of them are working overtime weekends and so on to get done what they need to.”

Of note, Illinois has not yet set up its pandemic unemployment assistance system, which would apply to groups not normally covered by unemployment insurance, such as independent contractors, the self-employed and freelancers.

These federally-paid benefits would last for up to 39 weeks, but that program is not expected to be up and running until the week of May 11. The state is contracting with the private firm Deloitte to complete the system.

Earlier last week, the Freelancers Union called on the state to expedite the process and provide lines of zero-interest credit in the meantime.

“We are facing the greatest crisis to the freelance workforce in modern history,” Rafael Espinal, the union’s president said. “I have heard from thousands of freelancers who are losing gigs due to COVID-19. They’re unsure of how they will be able to pay the bills. The governor must do everything in his power to guarantee freelancers will get the unemployment benefits that were secured for them in the CARES Act as soon as possible. The slow rollout of benefits for freelance workers further highlights the need for the government to focus on supporting its independent workforce.”

IDES processes more than 830,000 unemployment claims in last eight weeks Editor’s note: The following was provided by the Illinois Department of Employment Security.

Employment Security (IDES) today released new statewide data showing the department processed 81,596 new initial unemployment claims for the week ending April 25 and has now processed more than 830,000 initial unemployment claims from March 1 through April 25. This is 10 times the number of claims the department processed over the same period last year, when IDES processed just 69,000 initial unemployment claims.

Illinois is beginning to experience a slight decline in the number of new initial claims since its peak of more than 100,000 processed claims on March 21. Statewide unemployment claims data, which reflects activity for the week prior, will be available on the IDES website every Thursday afternoon.

To manage the unprecedented demand, IDES worked quickly to overhaul its website infrastructure, expanded web and call center capacity, and secured third party vendor partnerships to further implement and streamline new programs that enhance filing capabilities. The department is also standing up a virtual

call center, that will nearly double current call center capacity with Illinois-based call center representatives.

IDES waived the waiting week for claimants. Illinois was one of the first states to implement the Federal Pandemic Unemployment Compensation (FPUC), which provides an additional $600 each week in federally funded benefits to eligible Illinoisans, and recently implemented the Pandemic Emergency Unemployment Compensation (PEUC), which provides up to 13 weeks’ worth of federally funded benefits to individuals who have exhausted their regular state unemployment benefits.

The CARES Act also created Federal Pandemic Unemployment Assistance (FPUA), a new program for people who are not typically covered by the state’s unemployment system. The department is contracting with Deloitte to launch this system the week of May 11.

Three golf courses operated by the Lake County Forest Preserves will open gradually over the next three weeks in compliance with the state’s stay-at-home order extension.

Countryside Golf Club in Mundelein opened Friday, May 1; Brae Loch Golf Club in Grayslake will open Friday, May 8; and ThunderHawk Golf Club in Beach Park will open Friday, May 15.

The state’s modified order permits golf and some additional recreation areas to reopen with operational restrictions, and additional safety and social distancing guidelines in place.

“The Illinois Department of Commerce and Economic Opportunity has specific restrictions and guidelines for play that will be strictly followed at each of our golf

courses,” said Alex Eichman, superintendent of golf course management.

Some of the safety restrictions and guidelines for play include: • Online or telephone booking is required. No walk-in play allowed.

• Only twosomes are allowed.

• Social distancing must be maintained on tees, greens and throughout the round.

• No golf carts may be used on the course.

• Golfers must walk and carry their own clubs or use their own push cart.

• 15 minutes between tee times. Spreading out the bookings will ensure people do not congregate at tee boxes. Spacing out the tee times also limits the number of people on the golf course.

• Information will be distributed outlining the operational changes including: no congre-

gating, increased frequency of cleaning, no handshakes, and maintaining social distancing between players.

• Clubhouses and pro shops will be closed.

• Bring your own water/sports drink, towel and snack.

• Bring your own supply of balls, tees, ball markers, and any other equipment needed to play golf.

• Restrooms will be open and sanitized regularly.

• No practice ranges, chipping greens, or putting greens to limit gatherings of individuals.

• The “bottom” of the cup will be elevated.

• Flags cannot be removed from the cup.

• Sort out the sand in the bunker with a club • Golf shoes must be put on in your own vehicle.

• Bring hand sanitizer with you and use during the round

and at the end.

• No tailgating before or after play.

• Player restrictions: Any players with any symptoms of COVID-19, should not play. In addition, any players from a household with someone with symptoms of COVID-19 should not play.

• Pack it in, pack it out, and leave no trace. Take all trash with you and dispose of it at home. Maintenance will be at a minimum at this time.

Ty Kovach, Lake County Forest Preserves executive director, said it is crucial that golfers adhere to these guidelines, and continue to follow social distancing rules and other safety precautions at all times while at the courses. “If a specific course is not maintainable due to golfers not being compliant with Forest Preserve rules and the state’s restrictions, the course will be closed.”

Drive-thru food drive for Lake County food pantries May 7 After an incredibly successful drive on April 23, Lake County Government partners will be hosting a second event and accepting donations of non-perishable items on Thursday, May 7 from 11 a.m. until 1 p.m. at the Robert W. Depke Juvenile Justice Complex, 24647 N. Milwaukee Avenue, Vernon Hills.

There will be no need to exit your vehicle, simply pop open your trunk and volunteers who will be wearing masks and gloves will take the donation. At the completion of this drive, our employees will be delivering these items to more than a handful of Lake County food pantries.

Local pantries need nonperishable items such as canned soups, canned vegetables, canned fruit, peanut butter, pastas, and rice. Additionally, household cleaning products, hygiene products, and diapers are in great demand.

“During our initial food drive, were able to accept nearly six tons of food from elected officials, employees, and generous members of the public in only two hours.

Because so many individuals expressed interested in helping, and the need is still so great, we are hosting another event to benefit various Lake County food pantries. No

one should go hungry during the COVID-19 pandemic.

The 19th Judicial Circuit, Lake County Government officials, the Lake County State’s Attorney Office, the Lake County Sheriff’s Department, the Lake County Coroner’s Office, and the Lake County Circuit Clerk’s Office are asking the community to assist us again with helping our friends and neighbors in a time of need and food insecurity,” said Chief Judge Diane Winter.

Local rivers are holding steady despite recent rainfall The Lake County Stormwater Management Commission (SMC) has been closely monitoring lakes, rivers and streams throughout Lake County due to the rain the area has received the past few days. While some areas have increased water levels and nuisance flooding, major flooding significantly impacting many homes, businesses, and roadways is not anticipated at this time.

River levels have increased but are holding steady. With the rain stopping later today, rivers will have a chance to crest and won’t reach major flood stage.

• Fox River at New Munster

is currently in minor flood stage and is forecast to crest Friday or Saturday in minor flood stage.

• Fox Lake near Lake Villa is currently at 4.8 feet and is forecast to crest at about 5 feet. No significant flooding problems are anticipated.

• The Des Plaines River is in minor flood stage but is forecast to crest at moderate flood stage around Friday.

No significant flooding problems are anticipated.

• Skokie River at Lake Forest and Highland Park have crested and are beginning to drop.

• West Fork of the North Branch Chicago River has crested and is dropping.

These numbers are projections based on current weather forecasts. Lake County SMC will continue to monitor water levels and will provide information if there are any significant updates.

As we spring into May, the recent rainfall is a good reminder to protect homes from flood damage and the costly repairs that can come from those damages. Reduce the amount of water that gets close to your home by making sure your gutters are free from debris, keeping storm drains clear, and inspecting the foundation of your home and making repairs where necessary.

Pritzker announces contact tracing plan to lower new COVID-19 cases

While the daily increase of COVID-19 cases in Illinois reached a new high May 1 and hundreds of people were outside the Capitol rallying to end his stay-athome order, Gov. J.B. Pritzker was in Chicago announcing the state’s plan for contact tracing of new cases.

State officials hope that tracing will reduce cases and move Illinois closer to lifting societal restrictions like the stayat-home order.

Contact tracing is the tracing of the social movements of someone who has tested positive for COVID-19 so officials can alert people who came in contact. It lets people know before their symptoms start that they might have the virus.

“Contact tracing is one of the most critical tools that we have to reduce our spread rate, speed up our diagnoses and seek to halt outbreaks before they happen,” Pritzker said May 1.

The governor noted that contact tracing is not new. In the early days of the outbreak, when Illinois had a “manageable number of cases and contacts,” Pritzker said, contact tracing was common. Back then, state and local health officials could alert people who had personal contact with those who had tested positive and instruct them to quarantine.

“Remember, we aren’t reinventing the wheel here,” Pritzker said. “Contact tracing has been done in every pandemic and major outbreak for many years.”

Pritzker, in broad terms, laid out the scope of the state’s plan, which he said will be “a massive statewide contact tracing operation, gradually building over the coming weeks, and then scaling up an army of contact tracers by the hundreds and then by the thousands.”

The governor said he is looking at a benchmark of 30 tracers per 100,000

residents, but “that number can and will diminish if we see greater success in our public health measures, particularly our new face-covering requirement.”

Pritzker said people who test positive will be interviewed to find out who they came in contact with over the previous 14 days. Those contacts will then be contacted by tracers via an app or through email, phone call or text message.

Contacts will also remain anonymous to protect privacy.

Pritzker has said contact tracing is the second of three hurdles Illinois must clear to significantly ease social restrictions and enter a “new normal.”

The first hurdle, testing, was cleared just over a week ago when the state began to meet its goal of 10,000 tests per day. The third hurdle is treatment.

“In order to move safely back toward normalcy, Illinois, the United States and frankly the whole world must contact trace on a never-before-seen scale,” Pritzker said.

The contact tracing program will be led by Acting State Epidemiologist Dr. Wayne Duffus, who is also a trained Epidemic Intelligence Service officer with the federal Centers for Disease Control and Prevention.

The Illinois Department of Public Health reported a daily high number of new COVID-19 cases on May 1, announcing 3,137 positive tests in the past 24 hours. May 1 was the first time that new cases in the state have exceeded 3,000. The state’s total is now 56,055 cases.

Team located Griffin inside his residence, where he was taken into custody without incident. He was found to be in possession of a stolen firearm along with a 50-round drum magazine for the stolen firearm.

Griffin was transported to the Chicago Police Department regarding the new charges of possessing a stolen firearm. He is currently being held in the Cook County Jail on the new charges.

On Saturday, May 2, the Lake County Sheriff’s Office responded to two separate serious traffic crashes with critical injuries.

At approximately 6:10 p.m., Lake County Sheriff’s Deputies responded to a parking lot in the 25900 block of Riverwoods Road, Mettawa, for a motorcycle crash. Preliminary investigation shows the operator of a Honda Gold Wing Motorcycle, a 55-year-old man of Wadsworth, was traveling in the parking lot. For an unknown reason, he accelerated at a high rate of speed, causing the front wheel of the Honda to rise from the roadway. The driver lost control and crashed. He was not wearing a helmet, was critically injured, and transported to Advocate Condell Medical Center in Libertyville via ambulance.

At approximately 8:45 p.m., Lake County Sheriff’s Deputies responded to Sheridan Road and Mawman Avenue in Beach Park for a traffic crash with injuries.

Preliminary investigation shows a Chevrolet Impala, driven by a 22-year-old male of North Chicago, was traveling southbound on Sheridan Road. For an unknown reason, the driver of the

Chevrolet crossed into the northbound lanes of Sheridan Road, striking a northbound Nissan Rogue, driven by a 37-year-old man of Waukegan, head-on.

Both drivers were transported to Vista East Medical Center in Waukegan. The driver of the Chevrolet was transported to the hospital via ambulance in critical condition. The driver of the Nissan was transported with minor injuries.

Both crashes remain under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit.

Lake County Sheriff’s Department investigating pair of Saturday crashes

A second Republican state representative on April 29 filed a lawsuit against Gov. J.B. Pritzker alleging he overstepped his authority in ordering Illinoisans to stay at home to prevent the spread of the novel coronavirus.

The outcome of Machesney Park Rep. John Cabello’s case could affect all state residents, as Cabello filed the suit in Winnebago County on behalf of himself and “all citizens of the state of Illinois similarly situated.”

Illinoisans’ right to “free movement”—to leave their homes and shop at a local business, for example—were “arbitrarily stripped away from them” by Pritzker’s implementation of the stayat-home restriction, Cabello alleges.

That order, initially instituted on March 20 and extended through the end of May, “could continue into perpetuity as (Pritzker) solely determines, all without due process of law,” according to the court filing.

“No one has that authority—nobody, not the governor, not the president,” Cabello’s attorney, Thomas DeVore, said in a phone interview. “That is the stuff of kings centuries ago. It is unconstitutional.”

DeVore is also representing Rep. Darren Bailey, a Republican from Xenia, in a similar case. On April 27, a Clay County Circuit Court judge ruled in favor of Bailey and released him from the governor’s stay-at-home orders.

Cabello’s case differs from Bailey’s in that it alleges the Illinois Department of Public Health has “supreme authority” to close businesses and put residents under quarantine or isolation.

According to the statute creating the department, officials must either have an Illinoisan’s consent when doing so, or obtain a court

mate quarantine area. The three who tested positive will remain housed in 6T, along with the inmate whose test results have not returned.

The four inmates remaining in 6T are in good overall conditions and are not displaying symptoms of illness.

They will continue to be closely monitored by medical staff.

The Lake County Jail continues following aggressive

order. The burden of proof is great—among other things, the department would need to prove to a judge that the community’s health is “significantly endangered” by the person it wants to quarantine.

DeVore said the procedure outlined by that statute is “the law of the land” and what should be governing any quarantines. “... Pritzker has perverted the emergency provisions of the (Illinois Emergency Management Act) in an effort to rip the sacred responsibility of the health and lives of the people away from where the Legislature placed it, being local control of county health departments of the (Illinois Department of Public Health), and in doing so he took complete control of the free movement of every citizen within the state of Illinois,” according to the lawsuit.

“Even if well intentioned

by Pritzker, his actions as governor have left every citizen of this state completely devoid of any procedural due process rights to protect their liberty” the document continues.

In the court filing, DeVore also takes issue with the governor’s disaster proclamations including a 30-day “arbitrarily placed” time frame.

The Illinois Emergency Management Act specifies a governor has emergency authority during a disaster for 30 days, but DeVore said it does not specify that a disaster must include an end date.

He said he believes Pritzker does not have the authority to issue successive disaster proclamations, and he suggested the Legislature should use those 30 days to determine what actions it should take to protect public health.

“They’re playing games with this type of language,” DeVore said. “The governor’s people should appreciate there’s a lot of smart people in this state who can see this for what it’s worth.”

CLC spring commencement ceremony postponed until December

To help stop the spread of the COVID-19 pandemic, College of Lake County has taken student feedback into consideration and will postpone the traditional Spring Semester commencement ceremony in the Physical Education Center until December 2020.

The ceremony, originally scheduled to take place in person on Saturday, May 16 at the Grayslake Campus’ Physical Education Center, was postponed based on a survey of students, said Jennifer Maller, CLC registrar. “Of the students who have petitioned to graduate, about three times as many preferred a delayed, in-person ceremony to a ceremony conducted virtually,” she said.

CLC President Dr. Lori Suddick said, “When planning commencement or any event, the college’s top priority is the health and safety of our students, their families and all stakeholders. At the same

time, we understand our students’ desire to have a meaningful commencement ceremony, with family and loved ones present in person to show their support.

Commencement, more than anything else, recognizes the students’ hard work and the college’s commitment to student success.”

Holding the ceremony in December provides an opportunity for those graduates who have already transferred to be home and participate in ceremonies, as well as an opportunity to engage summer and fall 2020 graduates, Maller noted. “There are many details to work through with this option, and more decisions will be made in the coming weeks,” Maller said. “We at CLC want the December commencement celebration to be as amazing as our students. They have been extremely flexible and hardworking throughout the COVID-19 precautions.”
