Teachers, students enjoy a parade

At Grass Lake School in Antioch there is a true feeling of community among the families and it sure showed during their May 7 parade of teachers.

In an effort to reach out to the 173 students, pre-K through 8th grade, Dr. Newby, Superintendent and Mrs. Plath, Principal of Grass Lake School organized a car parade of the teachers where students and families could come out and show their support. Families were notified on the weekly Parent Forums via video conference, on the school website and through a text blast.

The Lake County Sheriff and the local fire department were invited participate in the hour long parade route that was put together by Dr. Newby. Approximately 30 teachers and staff started at Grass Lake School in their decorated vehicles and then followed the published route.

Teachers drove by the students’ homes to wave and give encouragement while the students came out to do the same for the teachers. It surely was a bright spot in everyone’s day to be able to support teachers and students amid this difficult time.

Lake County Forest Preserves cancels additional programing, events due to COVID-19 In response to ongoing COVID-19 concerns, members of the Lake County Forest Preserves Operations Committee approved a recommendation to cancel or modify all special events, concerts, and in-person education programs and camps scheduled for this summer and fall. A few other programs are canceled through the end of the year. Some activities at Independence Grove are canceled for the summer season.

Staff made recommendations Monday to the committee regarding additional closures, cancellations or modifications of facilities, events and programs. Chief Operations Officer Mike Tully, the staff liaison for the committee, explained that factors driving these decisions prioritize health and safety while also following the Center for Disease Control and Prevention guidelines. “These recommendations have been made in an attempt to reduce

introduction of the virus and to slow the spread of infection,” Tully said. “The safety and well-being of our visitors, volunteers, staff, and the entire Lake County community are always our first priority.”

“While the state’s revised stay-at-home order has forced the cancellation of all in-person education programs through May, our educators have been developing virtual nature and history programs and summer camps, and creating new digital resources, for at-home learning,” said Director of Education Nan Buckardt.

“Program series feature virtual wildflower walks, scavenger hunts, citizen science opportunities, and viewing items from the Dunn Museum’s collections and archives,” she said.

programs that have been canceled or altered: Education Programs and Events • In-person summer camps running June 15–August 14 are canceled and many will be replaced with virtual camps to offer a balanced learning experience for children ages 6–14. Fees and schedules will be modified and auxiliary activities will provide at-home learning along with an outdoor adventure component. Virtual registration will be available soon at LCFPD.org/camps.

• Science Explorers in Nature will be offered virtually. A remote version of the program using traditional e-learning techniques will be offered to students from disadvantaged communities.

• Conservation Explorers is canceled. The program has a two-night stay in Indiana, which is in question because the venues students visit are currently closed.

Some individuals from the above listed groups are self-quarantining and are seeking testing based on their exposure and the guidance received by the Health Department.

In addition to contact tracing and notification, all spaces that the judge occupied received a deep clean. The 19th Judicial Circuit continues to follow all CDC, Illinois Department of Public Health, and Lake County Health Department guidelines. The Court also continues to enforce mask wearing and social distancing when in the building. Additionally, remote hearing options continue to be available to allow cases to proceed and to minimize the number of people in the courthouse.

Illinoisans can text “TALK” to 55-2020 (or “HABLAR” for Spanish) for the Call4Calm service, or text their questions about services provided by IDHS in communities across the state.

The text line is free of charge and designed to support residents who have questions about services or who are experiencing stress.

On May 5, 2020, Chief Judge Diane E. Winter received confirmation from a member of the judiciary that he had tested positive for novel coronavirus COVID-19. The judge was on the bench in T-110 Bond Court the week of April 27 and last served in the courtroom on May 1. While the 19th Judicial Circuit Court has been operating under emergency operations only during this crisis, daily Bond Court is an essential proceeding necessary to address those arrested and charged the preceding day.

In the afternoon of May 1, the judge began feeling ill and sought testing over the weekend. After the positive test result was brought to the attention of the Court, everyone in that courtroom was notified and contact tracing begun by the Lake County Health Department.

resumes and child care and schools can reopen under guidance from IDPH. But face coverings and social distancing will remain the norm during that phase.

The earliest that could happen for any region would be May 29, Pritzker said.

To be cleared for that phase, regions also must demonstrate that testing is available for anyone, regardless of symptoms or risk factors, and that contact-tracing can be completed within 24 hours on at least 90 percent of patients who test positive.

The final phase, “Illinois Restored,” will occur only when a vaccine or highly effective treatment is widely available, or there are no new cases reported over a sustained period. Only at that point will a region’s economy fully reopen, including public festivals and large gatherings, businesses and schools, although safety precautions will continue.

“It brings me no joy to say this, but based on what the experts tell us and everything we know about this virus and how easily it spreads in a crowd, large conventions, festivals and other major events will be on hold until we reach Phase 5,” Pritzker said.

Illinoisans are directed to wear face coverings when outside the home, and limited outdoor activities like golf, boating and fishing are allowed while observing social distancing guidelines.

Once a region’s infection rates and hospitalization usage begin to stabilize or decline, it can enter the third phase, “Recovery,” in which face coverings and social distancing will still be the norm. But manufacturing, offices, retail, barbershops and salons may reopen to the public, provided they comply with capacity limits and other safety precautions mandated by IDPH. People will also be allowed to gather in public in groups of 10 or fewer.

Once a region reaches the point when 20 percent or fewer of people tested are positive for the disease and the hospitalization rate remains stable or declines over a period of 28 days, it can enter the fourth phase, “Revitalization,” in which public gatherings of up to 50 people are allowed, bars and restaurants reopen, travel

Gov. J.B. Pritzker unveiled a plan May 5 for the gradual reopening of the state’s economy on a region-by-region basis, but he suggested it could take several months or even a year before the state fully reopens.

“Until we have a vaccine or an effective treatment or enough widespread immunity that new cases fail to materialize, the option of returning to normalcy doesn’t exist,” Pritzker said during his daily briefing in Chicago. “That means we have to learn how to live with COVID-19 until it can be vanquished.”

The Illinois Department of Public Health reported 2,122 new cases of COVID-19 and 176 additional virus-related deaths over the previous 24 hours. That represented a sharp increase in daily deaths compared to My 4 when only 46 deaths were announced. There were 13,139 tests results reported during that span.

The disease is now been reported in 97 of the state’s

102 counties.

Pritzker outlined the “Restore Illinois” plan that divides the state into four regions and lays out the criteria for each one to move through five stages of reopening.

The four regions are drawn around the Illinois Department of Public Health’s emergency medical service regions. They include a northeast region, primarily Chicago and its surrounding suburbs; a north-central region; a central region; and a southern region.

The first phase, known as the “Rapid Spread”, is what all of Illinois was in from mid-March through the end of April. During that phase, a strict stay-at-home order and social distancing guidelines are put in place and only essential businesses remain open.

Beginning May 1, all of Illinois moved into the second phase, “Flattening,” in which the rate of infection among those tested and the number of patients admitted to hospital and ICU beds increases at a slower rate.

Sheriff’s Office investigating golf cart crash with injuries On May 9, at approximately 7:20 p.m., Lake County Sheriff’s Deputies were dispatched to the 24000 block of West Beach Grove Road, unincorporated Antioch, for a motor vehicle crash with injuries. Sheriff’s deputies arrived and found a golf cart crashed and one person seriously injured.

Preliminary investigation shows a golf cart, driven by a 37-year-old man of Antioch, was traveling westbound on Beach Grove Road. For an unknown reason the golf cart left the roadway on the south side of the road and struck an embankment. This caused a 48-year-old female passenger to be ejected. She sustained significant injuries.

The passenger was transported to Advocate Condell Medical Center via ambulance with serious injuries.

The driver was uninjured.

The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit.

EPA Begins Review of H.O.D. Landfill Superfund Site Antioch, Illinois

The U.S. Environmental Protection Agency is conducting a five-year review of the H.O.D. Landfill Superfund site, 55 McMillan Road, Antioch. The Superfund law requires regular checkups of sites that have been cleaned up – with waste managed on-site – to make sure that the cleanup continues to protect people and the environment.

U.S. EPA’s cleanup of vinyl chloride-contaminated groundwater consisted of landfill cap improvements, enhanced gas and leachate collection systems, leachate treatment, and groundwater monitored natural attenuation. U.S. EPA is working with Waste Management Inc. of Illinois, Illinois EPA, and the village of Antioch to complete deed restrictions and environmental covenants to ensure effective implementation of the institutional controls.

The McHenry County Sheriff’s Office announced the arrest of Edgar Cardoso, 22, and Zachary M. Nunes, 20, after an altercation which resulted in a stabbing Thursday, May 7 in the 7500 block of Redwood Street, unincorporated Crystal Lake.

At about 8:00 a.m. police were notified of an altercation. Deputies responded and learned that two offenders set up a drug transaction.

During this transaction, an altercation occurred where the victim was stabbed with an edge weapon to the hand.
