Qualified candidates sought for Lake County Regional Superintendent of Schools Lake County Board Chair Sandy Hart is seeking qualified candidates to fill the position of Lake County Regional Superintendent of Schools left vacant by the resignation of Roycealee Wood, who recently stepped down due to health reasons.

“Roycealee Wood has had an exemplary career of service to the citizens of Lake County,” Hart said. “She was first elected to office in 2002, and was in the midst of her fifth term when she became unable to continue due to complications from COVID-19.

On behalf of the entire Lake County Board, we thank her for her dedication and wish her all the best for a full recovery.”

According to Illinois law, the Lake County Board Chair shall appoint someone to fill the vacancy within 60 days with the advice and consent of the county board. The appointee would serve until the next general election, Nov. 8, 2022. The appointee must be of the same political party as Ms. Wood when she was last elected. This is determined by an individual’s declared party affiliation at the most recent primary election in which they voted. Accordingly, the chair is required to appoint a Republican to this vacancy.

Additionally, state law requires that the appointee have the following professional qualifications: • Be of good character • Have a master’s degree

• Have earned at least 20 semester hours of credit in professional education at the graduate level • Hold a valid all grade supervisory license, a valid State limited supervisory license, a valid state life supervisory license, or a valid administrative license • Have at least four years experience in teaching • Have been engaged for at least two years of the previous four years in full-time teaching or supervising in the common public schools or serving as a county superintendent of schools or regional superintendent of schools for an educational service region in the State of Illinois A qualified candidate seeking to be considered must obtain a certificate of eligibility from the State Superintendent of Education and provide it as part of the application process.

Lake County Federal Emergency Rental Assistance Program now available As of Monday, April 5, 2021, Lake County renters who face financial hardship related to COVID-19 may apply for the new Lake County Federal Emergency Rental Assistance (FERA) Program, which provides help for individuals paying rent and/or utility bills.

Lake County is working with 15 community partners to help keep families in their homes as together we work to recover from the COVID-19 pandemic. Eligible households may receive up to 12 months of past due rent and up to three months of assistance with future rent, but no more than 12 months of assistance total. Payments from the program will be made directly to landlords and/ or utility companies.

“So many of our residents have been hard-hit by the financial consequences of the

COVID-19 pandemic,” said Lake County Board Chair Sandy Hart. “Lake County is committed to doing all we can to aid in recovery. We are pleased to be administering this $20.6 million program funded by the federal government to help our residents pay their rent and utility bills and enable them to stay in their homes.”

To qualify for help, residents must: • Pay rent in Lake County • Have a COVID-related financial hardship • Be at risk of homelessness or housing instability • Meet income guidelines based on household size • Provide appropriate documentation Examples of COVID-related financial hardship include job loss or furlough, reduced hours and income in order to care for

a child, significant costs due to COVID-19 such as medical bills, and other circumstances.

Examples of what counts as being at risk of homelessness or housing instability include having a past due rent or utility bill, receiving an eviction notice, having had to move in temporarily with another household because you couldn’t afford your rent, spending a high proportion of your income on housing costs and more.

Jessi Combs Foundation scholarship enables area woman to pursue welding dreams 27-year-old Sana Anderson was always fascinated with cars. When she graduated from Barrington High School in 2011, she wasn’t sure which road she wanted to take as she turned her passion for automobiles into a career. She took a couple of classes at College of Lake County (CLC), but it took a full decade before she found what she was looking for and came back to the college.

“As I got older and began making my own decisions, I tried to grab every opportunity I could. It started with cars and then I gravitated towards diesel and motorcycles, evolving into what I work on now which is semi-trucks and trailers. I love it,” said Anderson. “We have a talented tech at the shop where I work who welded. I always shadow him when he is welding. Learning how to weld, and weld well, was something I needed to do. I love the detailoriented process.”

Anderson knew she wanted to add welding into her career as it goes hand in hand with the industry and her passions. She read everything, watched videos, shadowed other welders and practiced a lot. But she never had to financial support to pursue a formal education in the field until this scholarship became available. Someone on social media recommended the Jessi Combs Foundation scholarship.

“They thought it was the perfect fit and told me just to apply - the worst that could happen is that I’m not selected.”

As the name suggests, the Jessi Combs Foundation was started in honor of Jessi Combs who led a life devoted to metal working, off-road racing and shifting the perception of women in the trades. Through her journey, Combs started her own metal fabrication shop, developed a line of welding gear for women, raced cars at the professional level, took part in numerous TV shows and broke several speed records in vehicles. Along the way Combs looked to educate, inspire and empower women in the trades.

In fact, those are the three pillars on which the foundation bearing her name stands. To aid that mission they started

a scholarship of which Anderson became one of the inaugural recipients.

“If I didn’t receive the scholarship, there’s no way I could have this education,” said Anderson. “The foundation’s mission is parallel to what I want: to educate and empower women to choose the trades and to be a normalcy in them. Our youth need to be shown the opportunities in skilled trades as career regardless of gender.”

It’s also a mission shared by CLC welding instructor Christopher Krafft.

“Getting women into the industry is so important. Our mission is to provide a good and equitable experience for all our students. We want everyone to succeed.”

Krafft says many people take his general welding class, WLD 170, as a way to explore the trade. He has seen many students come through his welding booths, including a growing number of women. No matter the background or level of experience, he sees a common trait among his most successful students.

“One of the things I teach in my certification class is attitude takes you everywhere,” said Krafft. “If you have a poor attitude, you probably won’t be very good at what you do, and Sana has a great attitude. She is eager to learn, always asking the right questions. I think she’ll go far.”

What exactly does Anderson’s attitude consist of? She sums it up like this, “I used to think like a lot of young girls who want to get into the trades: scared of the failure. Especially as a woman, I used to worry about what others think until I gained the confidence to pursue a trade. While earning my education and working in a male dominated environment, I try not to think about anything else but how I’m in it to be the best that I can be. I want to contribute to the next generation of women choosing a skilled trade. Nothing beyond that really matters. I want to be good at it so bad and I’m ready to put the work in to earn it.”

Judge declines to dismiss lawsuit over indoor dining ban Kane County restaurant can continue its case against governor, judge finds

A Kane County restaurant’s legal challenge to Gov. JB Pritzker’s ban on indoor dining can continue, a Sangamon County judge ruled last week.

Attorneys for Pritzker tried to have the lawsuit dismissed, but Sangamon County Judge Raylene Grischow declined to do so. While Grischow decided not to dismiss the case, she did not reach a decision on the merits of their argument.

The lawsuit from FoxFire restaurant in Geneva argues that Pritzker’s executive order requiring bars and restaurants to close indoor service, which first went into effect last October, should not be allowed because it is arbitrary and unreasonable.

Pritzker’s attorneys claimed that the governor had authority to issue his October

2020 executive order under the state Emergency Management Act. The governor’s lawyers also argued that Illinois residents who seek to challenge Pritzker’s order as beyond the limits of his power can take action at the ballot box, not through the court system.

Grischow disagreed with this claim about the court’s role to intervene in cases where the constitutional limits of the governor’s authority are questioned. “[I]t is this court that must ensure the governor does not circumvent the constitutional confines of his authority,” Grischow wrote in her five-page opinion. “This court can inquire as to whether the means utilized in the execution of a power granted are forbidden by the constitution.”

Grischow wrote that her court has the responsibility to determine whether the gover-

nor’s “implementation of the business shutdowns and/or restrictions were arbitrary and unreasonable.”

Her opinion also recognized that the restaurant “bears a heavy burden to establish that (the governor’s) actions were clearly arbitrary and unreasonable.”

Pritzker said he has “confidence that we have followed the rules and followed the law,” in response to a reporter’s question about Grischow’s decision at a news conference.

“The legal challenge that you’re referring to, as you know, there have been a number of right-wing organizations that have stoked some of these lawsuits and they continue to try to poke and prod to find something, anything.

They’ve lost at every turn.

You know, this is just another one of those cases,” Pritzker said T at an event in suburban

Cook County. “Nearly every court, you know, has confirmed that and where they haven’t, they’ve been overturned.”

Kevin Nelson, one of FoxFire’s attorneys, said in an email his client is not “some ‘right wing’ organization as the governor claims but a family-owned small business, which, was almost put out of business by his unconstitutional and unprecedented actions.”

Nelson criticized Pritzker for leaving small businesses, like FoxFire, “out in the cold this winter.”

“The citizens of this state need to be made aware that their governor argues in Court that he can shut down small businesses indefinitely during an emergency,” Nelson said in the email. “Last week Pritzker’s lawyers went further and argued to Judge Grischow that there is noth-

Types of Testing Viral polymerase chain reaction (PCR) testing is a molecular test that detects the virus’s

genetic material, and is used to diagnose a current COVID-19 infection. A swab of the nasopharynx (the part of the throat behind the nose), nose, or throat is collected. This is the only type of test offered at the IDPH mobile testing site and at state-run Community-Based Testing Sites.

Antigen testing detects specific proteins from the virus, and is used to identify a current COVID-19 infection. A swab of the nasopharynx (the part of the throat behind the nose) or nose, or saliva is collected. Results are available in as little as 15 minutes, but antigen tests are more likely to miss an active COVID-19 infection compared to the PCR, especially if the person tested has no symptoms.

Antibody (serology) testing, a blood test, might tell you if you had a past infection and may not detect current COVID-19 infection, so it is NOT an appropriate test for someone who is currently in quarantine for potential COVID-19 exposure.

Grischow’s decision issued Wednesday is the latest development in the legal challenge to the governor’s executive order raised by FoxFire, which has remained open to indoor service while its lawsuit is pending.

The restaurant won an early victory in October when a Kane County judge granted the restaurant’s request for a temporary restraining order that allowed FoxFire to ignore the new indoor dining restrictions contained in the

executive order.

The 2nd District Appellate Court overruled the Kane County judge’s decision in November, rejecting FoxFire’s arguments that Pritzker is limited, under state law, to issue one 30-day disaster proclamation, and also does not have the power to order businesses closed.

Following that appellate court decision, the FoxFire case was consolidated in Sangamon County court with several other cases challenging the indoor dining ban.

Currently, FoxFire is the last of these cases opposing the indoor dining ban remaining in Sangamon County.

FoxFire’s attorneys have also filed an appeal directly with the Illinois Supreme Court, which has not yet weighed in on this case.

The next hearing in this case is scheduled for April 28.

Health Department offering reduced well water testing rates through April 23 The Lake County Health Department is offering a reduced well water testing fee for homeowners who use well water as their primary source of drinking water. Between April 12 and April 23, 2021, the normal $18.00 fee for testing for bacteria and nitrates will be reduced to $14.00.

“Approximately 90,000 Lake County residents rely on groundwater to supply their private wells,” said Mark Pfister, Executive Director of the Lake County Health Department. “We encourage private well owners to do annual water testing and well maintenance to help protect their families from waterborne illness.”

Sterile test bottles and sampling instructions are available at the Lake County Central Permit Facility (500 W. Winchester Road, Libertyville), the Health Department’s headquarters (3010 Grand Avenue, Waukegan), and 19 township or municipal offices located throughout Lake County. All collected water samples must be brought to the Lake County Central Permit Facility between 8:00 a.m. and 3:30 p.m., Monday through Thursday.

Prepare Weather.gov reports that heat, floods and tornadoes are the top three weather fatality categories since 1990.

The ready.gov website encourages families to develop and practice an emergency plan. Plans are available for all severe weather conditions that include extreme heat, floods, thunderstorms and tornadoes.

Social media sources Facebook and Twitter have become a preferred way to quickly get and share information. During severe weather, these sites can help provide real-time updates, keep people in touch with loved ones and let family and friends know you are safe.

Timely text Texting can be helpful during severe weather. If phone service is impacted because of a storm or high call volume, text messages may still go through because they require less network bandwidth than calls.

Top weather apps AccuWeather, The Weather Channel, WeatherBug, Weather Line, Weather Underground and Yahoo Weather are among the best free weather apps on the App Store and Google Play.

Severe Weather Awareness weeks remind people to stay alert

ov. Tony Evers declared April 12 to 16 Tornado and Severe Weather Awareness Week in Wisconsin, and ReadyWisconsin wants everyone to take time to talk about weather safety with their families. Illinois had their statewide tornado drill during their awareness week in early March this year.

“Tornadoes and severe thunderstorms are a frequent weather threat across the state each year, and it’s important that people know what to do when the skies darken and warnings are issued,” Dr. Darrell L. Williams, Wisconsin Emergency Management administrator, stated in a news release. “During the statewide tornado drill, we ask everyone to practice their plan by going to their emergency shelter location.”

Wisconsin averages 23 tornadoes annually.

During the 2020 season, the NWS confirmed 20 tornadoes touched down in the state last year. While spring and summer are the most active time of the year for tornadoes, they can happen in any month.

“Every year I’m apprehensive because with spring and summer come storms,” said David Maack, Racine County emergency management coordinator. “Thunderstorms pack high winds, hail, torrential downpours and lightning. You don’t need a tornado to have a lot of storm damage. You have to be on alert in case a storm develops into something greater.”

Maack said Severe Weather Awareness Week serves as a reminder to residents to have a plan in place in the event of storms and tornados.

“Every household, business, school, public building, should have a plan in place to keep everyone safe,” he said. “We also recommend people have a NOAA (National Oceanic and Atmospheric Administration) radio for their home. The wireless alert system on their phones is only for tornado and flood warnings.

The NOAA radio will only activate when needed for all weather-related risks, otherwise it sits on the counter silent.”

Maack said installing cellphone weather apps will serve as a backup.

“The adage I live by is ‘build redundancy,’” he said. “I have apps on my phone and a NOAA radio so I will receive multiple warnings just in case one of them doesn’t work or fails.”

Maack added that the more aware people are of the weather conditions, the safer they will be.

“I want people to take severe weather in

Wisconsin seriously,” he said. “Pay attention to the watches and warnings and be prepared to change your plans if necessary. I can’t stress this enough, take the watches and warnings seriously and make smart decisions.

“During a warning, it means the storm is here and take cover. With tornados we recommend people go to the lowest level possible. With a severe thunderstorm warning, I think people need to evaluate what’s going on, maybe avoid being in front of windows or possibly going to the lower level until the storm has passed. Severe thunderstorms can cause as much damage as a tornado.”

Stay safe To stay safe from severe weather, ReadyWisconsin encourages people to do the following: • Create an emergency plan and practice it.

Know where designated shelters are located at home, work, and school, and be ready to go there when a tornado warning is issued.

• Have multiple ways to receive alerts about approaching severe weather. Outdoor warning sirens, a NOAA Weather Radio, local media, and smart phone apps are all important tools.

Don’t rely on any single source for important life-saving alerts.

• If you have a mobile device, make sure it is enabled to receive wireless emergency alerts. On many devices, that option is available in the settings menu.

• Keep up to date on the daily forecast for your area. It can help ensure you are ready for potential severe weather threats.

• Create an emergency kit for your home, with supplies such as food, water, a flashlight, and First Aid kit. Find tips for building a kit at readywisconsin.wi.gov.

Wisconsin will conduct its annual statewide tornado drill April 15.

“While the statewide drills provide a coordinated time to practice what they should do during a tornado, the most important thing people can do is exercise their plan when they can safely do so,” Williams said. “Even if you have to participate in a drill earlier or later in the day, we want everyone to spend a few minutes going over what they should be doing in the event a tornado warning is issued for their area.”

One change people may have noticed this year is the drill did not include a mock tornado warning issued as a live code test of the Emergency Alert System. As a result, there were no test alerts sounded on NOAA Weather Radios.

Some communities may have tested their outdoor warning sirens during the drill times.

However, it was expected many will instead rely on their regular testing schedules to ensure those devices are working properly.

Pursuing a Ph.D. after an educational foundation at CLC College of Lake County (CLC) graduate Carris Borland was the first of her family to attend college. In fact, she was the first of her family to attend school in the U.S. Soon after she graduated high school in 2015, her mother moved her and her siblings to Lake County all the way from Belize; a small country in Central America which shares borders with Mexico and Guatemala. Like many who immigrate here, her family was in search of a better life.

“Back home we were struggling, and my mom had the opportunity to bring her kids over here,” said Borland. “She wanted to give her kids better educational opportunities to be able to have a career one day.

That was something very motivating for me.”

Borland channeled that motivation into her college studies, which she began at CLC in spring 2016.

“Coming from a thirdworld country I wanted to get used to everything,” said Borland. “Starting off at a friendly community college was a very good choice for me.”

Two years later Borland graduated with a PreMedicine A.A. and a solidified set of goals.

“I had no idea where I wanted to go when I started at CLC. My goal at that point was just to do well so I could be able to transfer later,” said Borland. “I took advantage of the guaranteed transfer between College of Lake County and Lake Forest College. I would like to become a molecular neuroscientist.”

Three years later Borland is well on her way to achieving that dream. As a senior at Lake Forest College, she has applied to enter some of the most well-reputed neuroscience Ph.D. programs across the country. As of this writing, nine have granted her interviews while, so far, four have offered her acceptance including Johns Hopkins University, University of Chicago, Northwestern University and University of Pennsylvania. Professor of Biology Dr. Shubhik DebBurman, her academic advisor and research mentor at Lake Forest College, is not surprised.

“From the very beginning Carris stood out in the classroom for her academic engagement and her critical thinking, analytical skills and research abilities,” said DebBurman. “As part of doing research in my lab she wrote a national grant and received money to support her senior thesis because the proposed ideas were deemed novel and significant. Having taught for 20 years at the college you know when you see something special. I have rarely seen this type of work ethic and resolve.”

Later this year Borland will present the findings of her senior thesis research on Parkinson’s disease mechanisms at the American Society of Biochemistry and Molecular Biology’s national meeting, and this work will part of a future peer-reviewed publication on which she will be a co-author. Its research funded by the national neuroscience honor society, Nu Rho Psi. Each of these incredible accomplishments

mark one more step towards her career goals.

“I am hoping to become a medical scientist one day where I would work alongside physicians and other scientists to try and come up with treatments and develop medicines for various diseases of the brain and spinal cord such as Parkinson’s disease,” said Borland.

While Dr. DebBurman says Borland is an extraordinarily gifted science student, he quickly adds he is not

surprised she began her college career at CLC. “Carris is in a long list of students from CLC that first do their associate degrees and then come to us. I actively look forward very much to students from CLC,” said DebBurman.

“We recruit them because we know they are going to succeed at the college, and they’re going to bring the right skills and attitudes to move on to post-graduate degrees and careers while striving for the highest. In recent years,

our CLC-LFC graduates have headed for doctoral programs in a wide array healthrelated disciplines, including neuroscience, molecular biology, pharmacy, medicine, dental medicine, and more. I hope to see this pipeline grow even more because of our new Health Professions Program that features many new Dual-Degree pathways with health professional graduate programs at Rosalind Franklin University of Medicine and Sciences.”

“As an immigrant, CLC really helped me to get used to the American way of life, the American way of education. It was a really good starting point for me, and it definitely helped me to grow as a student,” said Borland.

“When you take advantage of everything CLC has to offer you will become successful. I can say that from experience.”

The Lake County Health Department is announcing that the Lake County Fairgrounds will transition to walk-through appointments as of April 12, 2021 and will no longer provide drivethrough appointments. This change will allow for increasing available appointments, from the current 1,500 vaccinations daily to at least 2,500 vaccinations daily.

“We expect our vaccine supply to continue to increase, and we are eager to get as many residents vaccinated as quickly as possible,” said Mark Pfister, Executive Director at the Lake County Health Department. “Now that the weather is warmer, the transition to walk-through service at the Lake County Fairgrounds enables us to serve more residents each day.”

Once arriving for a vac-

cination appointment at the Lake County Fairgrounds, you should park in the main Expo Hall parking lot. You may only enter the Expo Hall at your confirmed appointment time. Inside the building, masks and social distancing are required. Disabled parking is available and wheelchairs are available for those who have mobility needs. Please let our traffic assistants know if you need a wheelchair when you arrive.

For anyone with mobility issues we encourage you to bring someone with you who can assist. You do not need to come by yourself.

The Fairgrounds site provides all three vaccines authorized in the United States— Pfizer, Moderna, and Johnson & Johnson—depending on the current supply available. The Health Department is unable

to provide choice of vaccine brand for first doses.

“The best vaccine to get is the first one available to you,” said Pfister. “All three authorized vaccines are extremely safe and effective. We are in the ‘race to vaccinate’ as cases are again climbing in the United States, and we urge every resident to do their part to protect themselves and others.”

Johnson & Johnson Vaccine Available at Waukegan Vaccination Site The Regional Vaccination Site at 102 W. Water Street, Waukegan, opened on April 1, and continues offering drivethrough and walk-through vaccinations by appointment only through AllVax. This site will predominantly offer Johnson & Johnson vaccine (if supply exists), a great op-

tion for those who want to complete their vaccination in a single appointment.

This site currently offers vaccination appointments on Tuesdays, Thursdays, and Sundays. On Mondays, Wednesdays, Fridays, and Saturdays, this location provides free COVID-19 testing from 8 a.m. to 4 p.m.

Three vehicle crash ends with fatality

On April 8, 2021, at approximately 9:35 a.m., Lake County Sheriff’s Deputies were dispatched to Route 12 and Deer Park Boulevard, Deer Park, for a traffic crash with injuries. Sheriff’s deputies arrived and located three vehicles with extensive damage.

Preliminary investigation shows a 2000 Peterbilt Truck, hauling a partial load of gravel, was traveling southbound on Route 12. The Peterbilt was driven by a 65-year-old man of Melrose Park. The Peterbilt was in the outside lane of traffic approaching Deer

Park Boulevard.

A 2002 Chevrolet Venture Minivan was traveling southbound next to the Peterbilt in the inside lane of traffic. The Chevrolet was being driven by a 36-year-old man of Harvey. For an unknown reason, the driver of the Chevrolet attempted to make a right turn onto westbound Deer Park Boulevard, from the inside lane of traffic. He made a wide right turn directly in front of the Peterbilt. This caused the Peterbilt to strike the Chevrolet as the Chevrolet turned. The Chevrolet then struck a utility pole, before

coming to a rest.

In an effort to avoid striking the Chevrolet again, the driver of the Peterbilt swerved and sideswiped a southbound 2018 Infiniti SUV, which was in the inside lane. The Infiniti was driven by a 64-year-old man of McHenry.

The driver of the Chevrolet and a front-seat passenger in the Chevrolet, a 35-yearold woman of Champaign, were transported to Advocate Good Shepherd Hospital in unincorporated Barrington, with major injuries. The 35-year-old woman succumbed to her injuries at the

hospital and was pronounced deceased. The driver remains at the hospital in critical condition.

The driver of the Peterbilt was transported to Advocate Good Shepherd Hospital with minor injuries. The driver of the Infiniti was not injured.

The Lake County Coroner’s Office responded, and an autopsy is being scheduled on the 35-year-old woman.

The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit and Lake County Coroner’s Office.

Investigation into inmate death continues On April 5, 2021, around 9:05 p.m., Andrew S. Ladd, 42, of Crystal Lake, was discovered unresponsive in his single-occupancy cell during rounds at the McHenry County Adult Correction-

al Facility. Correctional Officers and Woodstock Fire/ Rescue attempted life-saving measures on Ladd without success, and he was pronounced deceased at the scene.

Ladd had been held since February 22, 2021 in the McHenry County Adult Correctional Facility on charges of possession of child pornography and felon in possession of a firearm.

Following Sheriff’s Office protocol, the investigation has been turned over to the McHenry County Major Investigation Assistance Team and the McHenry County Coroner’s Office.

Lake County Sheriff’s arrest bulletin The Lake County Sheriff’s Dept. reported the following arrests in Lake County. Suspects are considered innocent until proven guilty in a court of law.

March 8 Alisa Cadette, 42, Ingleside, was cited for a warrant arrest: criminal trespass to property; Quintez J. Maggett, 19, Zion, was cited for a warrant arrest: possession of a stolen vehicle; Richard S. Brown, III, 41, Waukegan, was cited for a warrant arrest: criminal trespass to land; Eric M. Solano, 21, Highland Park, was cited for driving while license suspended; Errick D. Montes, 33, North Chicago, was cited for a warrant arrest: aggravated sexual assault of a child (Riverside County, CA), March 9 Dustin M.
