Richardson Farm second annual Tulip Festival expected to begin April 23 As of Feb. 9, 2022 Hi-Liter is the successor publication to McHenry County News

Hundreds of thousands of tulips are pushing their way skyward from the soil at Richardson Farm — and very soon, as they bloom, the public will be invited to take in the splendor.

The opening date of the second annual Richardson Farm Tulip Festival is weather and flower-height dependent. It is expected to begin Saturday, April 23, and continue through Mother’s Day weekend. Visitors should check richardsonfarm.com or Facebook before venturing out.

With hues ranging from fiery coral to snowy white, pale yellow and plum-drenched purple — some with fringed petals, others smooth, all visually striking — this year’s array is sure to bedazzle, said George

and Wendy Richardson. The couple operate the popular Richardson Farm, renowned for its corn maze, along with George’s brother, Robert, Robert’s wife, Carol, George’s son, Ryan, and Ryan’s wife, Kristen.

“We think we’ll have a half a million tulips blooming,” said George Richardson, cautioning that the true number will be Mother Nature’s call. “We planted 300,000 bulbs in the fall of 2020 and 300,000 more in November 2021. It should really be a sight to see.”

The premiere tulip festival at the farm — located at 909 English Prairie Road, Spring Grove — proved a popular draw in the spring of 2021.

About 40,000 pandemic-weary visitors arrived to take in the fresh air along with the initial 5 acres of eye-popping plants.

This year’s array, again designed by Shawn Stolworthy of MazePlay.com, features a series of gentle arches and narrow waves. Thirty varieties of tulip bulbs are planted — everything from Apeldoorn’s Elite and Border Buddies Blend to Banja Luka, Jaap Groot and Snowboard.

The tulips are planted in a northwesterly field of the 500-acre farm, adjacent to a picnic area around Richardson Lake. Five acres were planted in 2020; 5 more in the fall of 2021.

Tulip fest hours will be 11 to 6:30 p.m. Tuesdays through Sundays; closed Mondays. The 3,800-square-foot Richardson Farm gift shop — now featuring an increased variety of hand-crafted items plus homemade fudge, jams, salsas and

doughnuts as well as wine tasting — will be open until 7 p.m.

Food trucks will be onsite daily during fest hours.

With its lakeside picnic area, yard games like giant checkers and giant Jenga, and live music on weekends, the fest is family-friendly, freshair fun, Robert Richardson said. Admission is $12 Tuesday through Friday and $15 each on weekends. Those ages 3 and younger are admitted free. The fee includes one cutyour-own tulip per person.

Lawmakers wrap up session with earlymorning passage of $46.5 billion budget

Early adjournment Final budget bills are typically among the last bills lawmakers pass before adjourning a legislative session, and this year as no different. What was different was the fact that the session ended in early April rather than the end of May. The shortened schedule was largely due to this year’s election calendar being pushed back because of delays in releasing 2020 U.S. Census data, which in turn caused a delay in the decennial redistricting process.

As a result, this year’s primary elections, which normally would have been held in March, were pushed back to June 28. The shortened legislative session now gives lawmakers and other candidates for state offices more time to campaign ahead of the primaries.

And Republicans charged that the majority party’s budget conveniently scheduled much of the tax relief to expire after the election season.

“Let’s call this budget what it really is—an attempt to buy your vote,” Senate Republican Leader Dan McConchie, of Hawthorn Woods, said in a statement.

That debt repayment action directed nearly $900 million from a current-year budget surplus to paying down past-due group health insurance bills, as well as $300 million in added pension payments and $230 million to pay off the debts of the state’s College Illinois program.

The budget approved April 8 would add another $200 million to the pension fund beyond statutory requirements, bringing the total added investment this session up to $500 million.

Still, the proposal left an unaddressed $1.8 billion hole in the Unemployment Trust Fund, and lawmakers did not take major action to address it.

They did, however, push back major insurance premium hikes on employers and benefit cuts to people collecting unemployment until January to allow more time for negotiation.

Previous debt relief A surplus from the current fiscal year funded a large portion of some of the taxpayer relief measures and was also the source for an earlier debt reduction plan passed last month.

That plan included $1.4 billion to pay down state debts and allocated $2.7 billion in federal funds to partially pay down a $4.5 billion hole in the Unemployment Insurance Trust Fund.

Tax relief plan Sen. Michael Hastings, D-Frankfort, in the Senate Executive Committee hailed the tax relief package as “probably one of the largest savings to taxpayers that we’ve seen in the last decade.”

All but a handful of Republicans voted for the measure, but the GOP criticized it for consisting of mostly temporary tax relief.

The package would include $50 checks sent to Illinoisans earning less than $200,000 annually for single filers and $100 checks for those filing jointly and earning less than $400,000. Families would also receive $100 per dependent up to three.

It would also permanently expand the earned income tax credit to 20 percent of the federal credit, up from 18 percent, at a cost of roughly $100 million per year. It would extend EITC eligibility to noncitizens who have an individual tax-

The portion of the state’s income tax going to local governments would increase from 6.06 percent to 6.16 percent.

Sims said the budget also included an increase of $80 million in the Criminal Justice Information Authority, $90 million to fund three state police cadet classes to provide an additional 300 state troopers, $33 million for a law enforcement camera grant program and $10 million for a newly created law enforcement officer recruitment retention pilot program.

The budget also directed an investment of $235 million in federal American Rescue Plan Act funding to the Reimagine Public Safety Act aimed at early crime intervention.

It directs $1 billion to the state’s “rainy day” fund, which had been spent down to essentially nothing during a two-year budget impasse between Republican former Gov. Bruce Rauner and legislative Democrats. Another $929 million was dedicated to paying back interfund borrowing.

Sims brought up the impasse during floor debate to contrast the current budget from the two-year period that crippled state finances. “(The budget) is built on and based on revenues that were higher than expected in the current fiscal year which will allow us to do some very innovative and positive things for the people of the state of Illinois,” Sims said at the earlier committee hearing.

Illinois lawmakers worked until the early hours of April 9 to pass a $46.5 billion spending plan for the upcoming fiscal year, as well as a $1.8 billion package of mostly-temporary tax cuts that Democrats said are intended to soften the impact of inflation on working families.

The final proposals surfaced around 9 p.m. April 8, the same time the bills were being discussed by the Senate Executive Committee. Republicans took issue with the late filing of the more than 4,700 pages of legislation outlining spending and tax policy for the upcoming fiscal year that begins July 1.

“Everybody in this room knows it’s damn near impossible to know what’s actually happening here without a bill being filed,” Sen. Chapin Rose, R-Mahomet, said at the hearing that concluded after 10 p.m.

“How do you possibly begin to ask questions about something that doesn’t yet exist?”

Democrats didn’t directly answer, but the numbers discussed at the evening hearing and later in floor debate were generally the same ones announced by Gov. JB Pritzker and Democratic leaders in the General Assembly during an April 7 news conference.

“This budget funds education, health care, public safety, it funds our pension liabilities, and it continues investing in our priorities,” Sen. Elgie Sims, D-Chicago, said during floor debate Saturday morning.

Lengthy negotiations between the governor and the leaders occurred throughout the week. A House proposal containing a budget framework was introduced April 5 and brought to a House committee April 6. But it was not the package that passed by the time lawmakers adjourned.

After 3 a.m. April 9 in the Senate and 5:30 a.m. in the House, lawmakers approved House Bill 900 appropriating funding, House Bill 4700 as what is called the budget implementation bill, and Senate Bill 157 laying out the tax relief proposal and revenue-related measures. The spending plans passed the House. It passed both chambers without Republican support, while the tax relief proposal passed with all but a handful of lawmakers supporting it between the two chambers.

cago, also invoked the impasse during his floor speech in praising the budget. “This is a balanced budget. It’s a responsible budget. I know we’re gonna hear a lot of speeches. I know we’re gonna hear a lot of stunts,” he said. “But for the people of Illinois, Democrats are delivering, Democrats are balancing the budget. Credit rating agencies are noting it, the civic organizations are noting it.”

The stronger-than-expected revenue performance created a surplus for the current year and led to increased projections for the upcoming fiscal year that begins July 1.

That was due in part to pandemic-triggered shifts in consumer behaviors that led to more spending on taxable goods than services which are not taxed in the state, increased federal unemployment benefits which are taxed at the state level, and increased tax revenue due to higher-priced consumer goods relating to inflation.

Those and other factors led to higher performance of sales tax and both personal and corporate income tax revenues, according to a presentation last month from the Illinois Department of Revenue.

Rep. Tom Demmer, R-Dixon, who is running for treasurer, said the pandemic-related revenue windfalls have allowed Democrats to grow funding faster than year-after-year revenues.

“And when this one-time revenue dries up, the only thing you’ll know how to do is go back and raise taxes yet again,” he said.

The budget would also suspend the sales tax on back-toschool items and qualifying clothing items for a 10-day period, Aug. 5-14.

Northwestern Medicine McHenry Hospital is the most recent Northwestern Medicine hospital to offer patients the da Vinci Xi — a robotic surgical system that allows surgeons to perform complex minimally invasive surgeries with precision.

“The Xi robotic platform has been an exceptional tool for minimally invasive surgery. It overcomes the challenges of the past in terms of energy devices for dissection, visualization, set-up and operating room efficiency,” said Veronica Guerrero, MD, bariatric surgery at Northwestern Medicine McHenry Hospital. “This translates to patient care with more precision, decreased blood loss, decreased pain and an overall decrease in open surgeries which we know can lead to increase in pain, complications and recovery time.”

To use the da Vinci Xi, surgeons sit at a nearby console to view 3-D images of the surgical site. Using the controls, the surgeon can move the robotic instruments with accuracy, stability and dexterity through small surgical incisions.

Murder he wrote Court & crime news at McHenry County One vehicle fatal crash under investigation Historical Museum Vehicle vs. pedestrian

When other kids ran off to Settlers’ Day carnival, Ed Urban would steal away to the library and pour through the county’s 1885 history book.

The Marengo native has always had interest in history, especially its seedier side. “I love history. I’ve just got this curiosity about ‘What happened here?’ And I’ve always had an interest in true crime. I listen to, I don’t know how many, true crime podcasts.”

Urban will present Only Murders in McHenry (County) at 3 p.m. Monday, March 28, at the McHenry County Historical Museum, 6422 Main St. in Union.

Urban plans to touch on some of the most notorious crimes in the last century – including the county’s first murder in 1848 … not 1846,as we’ve been led to believe. Thirty years later another farm field was the scene of yet another heinous act when a killer attempted to burn his victim’s body in a haystack.

Learn about the unsolved murder of Martin Cooney in 1866, the first woman in McHenry County charged with murder, the Earl Ellsworth triple killing in Woodstock and the remarkable case of Eldredge brothers of Richmond.

Charles Eldredge died in 1931 in nearly identical fashion as his brother, Earle, 24 years earlier. But when you consider they were both working as state game wardens at the time and that they were killed with the same gun, this unsolved case takes becomes one for the record books.

Urban was in law enforcement for 33 years, first working for DeKalb County Sheriff’s office. Following stints at Northern Illinois University and Marengo, he spent the next 26 years at the Algonquin Police Department – working his way up from patrolman to detective to deputy chief. Following five years in Illinois casino enforcement, he now works as an insurance fraud investigator.

Far from being a bucolic lifestyle, early pioneers were subject to many of the same dangers society faces today.

“It’s all human nature – the same motives of jealousy and greed,” Urban said. “You look at the western development of our country when people moved out to the prairie in order to make a living. There were no outlaws out here until there was stuff to take.”

Silas will touch on history of Native Americans in northern Illinois, as well as their role today. Explore how the public learns about and views Native Americans today, as well as discuss demographic data, topical community issues and values, and engage through recommended readings and resources. Made possible by a grant from Illinois Humanities.

Easter egg hunt Saturday The Village of Johnsburg, the Community Affairs Committee and other volunteer organization are hosting and Easter egg hunt on Saturday, April 16 at 11 a.m.

On Monday April 4, at 3:49 a.m. officers with the Zion Police Department responded to a traffic crash with reported injuries in the area of 9th Street and Lorelei Drive in Zion. Upon arrival officers discovered a single vehicle crash with multiple injuries.

One of the passengers, an 18-year-old male from Zion was transported to Vista East Medical Center where he was pronounced deceased in the emergency room. The Major Crash Assistance Team (MCAT) of Lake County was notified and responded to the scene.

The Lake County Coroner’s Office was notified of the death at the hospital.

The deceased was identified as 18-year-old Jadyn Pagan of Zion. On April 4 an autopsy was completed at the Lake County Coroner’s Office.Preliminary autopsy results indicate that Mr. Pagan died from multiple blunt force injuries as a result of the crash.

The cause of the crash is unknown and remains under investigation by the Zion Police Department and the Major Crash Assistance Team (MCAT) of Lake County.

Sheriff’s Office seeing uptick in ‘romance scam’

The Lake County Sheriff’s Office warns the public of an ongoing cryptocurrency romance scam.

Sheriff’s detectives have seen an increase in romance-based scams which originate on dating applications, social media applications and other communication applications.

These scams work by the scammer befriending victims, generally on a dating application or other social media application. The scammer will then ruse and “romance” the victim into believing they are in a legitimate relationship, through regular ongoing communication with the victim.

After the victim is lured into believing they are in a relationship and they can trust the other person, the scammer then convinces the victim to purchase popular cryptocurrencies from legitimate cryptocurrency exchanges, such

as Coinbase or Binance. The victim generally does not suspect anything is wrong at this point, as they are able to see the cryptocurrency in their account.

The scammer then entices the victim to believe they can make more of a profit by trading those legitimately bought cryptocurrency to a different cryptocurrency exchange. These secondary exchanges are often fraudulent and have websites that appear to be a legitimate cryptocurrency exchange. The scammer will then tell the victim to send their cryptocurrency to this other exchange and will give them details on where to send it, which often includes a cryptocurrency “wallet.” Once the victim sends their crypto to these unknown cryptocurrency wallets, it is extremely difficult to track its whereabouts or for law-enforcement to develop a suspect.

If you are unsure of the legitimacy of a cryptocurrency exchange, you should conduct research and look for reviews. If you are unable to find any data about the exchange, it is likely fraudulent. As always, everyone should be extremely cautious

of those you meet online.

On Sunday, April 3 at approximately 10:38 p.m., the North Chicago Police and Fire Departments responded to the intersection of Route 41 and Buckley Road for a report of a vehicle vs. pedestrian crash. Upon arrival they located a male subject in the roadway with fatal injuries.

The victim was pronounced dead at the scene. Based on the severity of the incident the Major Crash Assistance Team (MCAT) of Lake County was notified and responded to the scene. The Lake County Coroner’s Office was notified and also responded to the scene.

The deceased was identified as 77-year-old Richard Bradley of Lake Forest. On April 4 an autopsy was completed at the Lake County Coroner’s Office. Preliminary autopsy results indicate that Mr. Bradley died from multiple blunt force injuries as a result of the crash.

The crash remains under investigation by the North Chicago Police Department and the Major Crash Assistance Team of Lake County.
