Antioch joins in on National Wildlife Federation’s Mayors’ Monarch Pledge The Village of Antioch has signed the National Wildlife Federation’s Mayors’ Monarch Pledge, committing to take actions to help save the declining monarch butterfly and other pollinators. The Village of Antioch is now part of an expanding North American network of cities working to create habitat in public parks, public landscaping, vacant lots, roadsides, medians, green roofs, backyard gardens and open spaces throughout the entire community.

“Cities, towns and counties play a pivotal role in advancing monarch butterfly conservation in urban and suburban areas,” said Patrick Fitzgerald, senior director of community wildlife at the National Wildlife Federation. “By working together, we can ensure that every American child has a chance to experience majestic monarchs in their communities.”

“This project was initially brought to us by Joanne Dugenske and Joyce Kufalk from the Antioch Garden Club, looking for community involvement to help support the monarch,” said Mayor Lawrence M. Hanson. “With National Wildlife Week just around the corner in early April, I thought of no greater time to issue the proclamation calling public attention to the decline of the butterfly and pledging the Village of Antioch’s support for the iconic species.”

In addition to issuing the proclamation, the Public Works Department also worked with the Antioch Garden club to have milkweed planted in Pedersen Park.

Found across the United States, monarch butterflies numbered around 1 billion in 1996. Today, their numbers have declined significantly as a result of numerous threats, particularly the loss of habitat due to cropland conversion, urban development, and agricultural practices. Degradation of wintering habitat in Mexico and California has also had a negative impact on the species.

Through the National Wildlife Federation’s Mayors’ Monarch Pledge, cities and municipalities commit each year to create habitat and educate residents on how to make a difference at home or in their community. Mayors who take the pledge commit to at least three of 30 action items to help save the monarch butterfly. These actions include creating a monarch-friendly garden at city hall, converting abandoned lots to monarch habitat, changing mowing schedules to allow milkweed to grow unimpeded, and 27 other possible actions.

Through the National Wildlife Federation’s Community Wildlife Programs, cities, counties and towns across the United States are helping local wildlife by restoring and reconnecting habitat in urban and suburban areas while reconnecting people with nature.

All outside Chicago will be vaccine eligible April 12; reopening changes announced ‘Bridge’ phase raising capacity limits will take effect when 70% of seniors vaccinated

All Illinoisans 16 years of age and older outside of Chicago will be eligible for COVID-19 vaccinations beginning April 12, and the state has announced a “metric-based” phase-in to greater reopening.

The so-called “bridge phase” to reopening can begin when 70 percent of seniors 65 years of age and older have received at least their first dose of the vaccine, according to the governor. As of March 18, that number stood at 58 percent.

It is also dependent on at least 20 percent of intensive care beds being available. Other metrics, such as COVID-like illness hospital admissions, mortality rate and case positivity rate over a 28-day monitoring period, must “hold steady.”

Gov. JB Pritzker said all regions of the state will move to the bridge phase and beyond as one, rather than individually.

“Unfortunately, COVID-19 has not gone

away,” Pritzker said at a news conference in Chicago, noting the virus is still killing Illinoisans daily and safety precautions such as masking and social distancing are still necessary.

“And I’m more optimistic today than I have been at any time over the last year, and more importantly the doctors and scientists are too,” he added. “It’s time to begin to cautiously move toward normalcy.”

The state also updated current Phase 4 mitigations so that anyone with proof of full vaccination or a negative COVID-19 test 1-3 days prior to an event or outing do not count against capacity limits.

The bridge phase will include higher capacity limits at places like museums, zoos and spectator events and increased business operations, according to the governor’s office.

The largest increase is to social events, which can allow 250 people indoors and 500 outdoors. Previously those were capped at 50 people.

Recreation activities are allowed with groups up to 100 or 50 percent of capacity indoors, while outdoor recreation is limited to groups of 100, with multiple groups allowed at the same site.

Ticketed recreation events are allowed to hold 60 percent of the facility’s capacity.

In the bridge phase, restaurants and bars can increase capacity from 25 percent to 30 percent, and outdoor capacity is allowed up to 50 percent for standing areas. In seating areas, parties of up to 10 are allowed to sit six feet apart.

For businesses, offices, retail stores and fitness centers, capacity will increase from 50 percent to 60 percent. Amusement parks and museums can increase from 25 percent to 60 percent.

Theaters and zoos can have up to 60 percent capacity as well.

But the state can revert back to an earlier phase if it “experiences an increasing trend” in COVID-19 transmission rates and hospital-

izations over a 10-day period.

If the numbers hold steady for 28 days in the bridge phase, the state must reach a 50 percent vaccination rate for residents age 16 and over in order to enter Phase 5. Currently, about 28 percent of that population is vaccinated.

The announcement came March 18 as the state’s rolling seven-day average case positivity rate hit 2.4 percent, or three-tenths of a percentage point above the alltime low. As of March 17, there were 1,120 individuals in Illinois hospitalized with COVID-19, including 252 in the ICU and 100 on ventilators. All of those numbers were close to pandemic lows.

“Combining these decreasing trends and cases and hospitalizations and deaths, with increasing vaccinations,” Illinois Department of Public Health Director Dr. Ngozi Ezike said at the news conference. “That is clearly a recipe for ending this pandemic. We can-

Lake County District 19 Board Member Craig Taylor retires Qualified candidates sought for replacement Lake County Board Member Craig Taylor announced his retirement from the County Board on Tuesday, March 9, after 12 years of service. Member Taylor was recognized by his fellow board members at the March 9 County Board meeting for his outstanding leadership and contributions to the county, and especially for his thoughtful leadership as Chair of the Stormwater Management Commission (SMC) during a time that Lake County has been experiencing increased rainfall and flooding.

“County Board Member Craig Taylor exemplifies the best qualities of an elected official, and we in Lake County have been fortunate to have him represent us,” said Mike Warner, who recently retired as SMC Executive Director.

“Craig always gave wise, measured and sound advice regarding agency mission objectives on both short- and longterm goals. Under his Chairmanship of the Commission and through record flooding and record setting rainfall, the SMC continued to make positive impacts for the residents of the County.”

In addition to chairing the SMC, Taylor most recently served as Vice-Chair of the Ethics & Oversight Committee and as a member of the Financial & Administrative committee. He is a long-time resident of Lake Zurich, where he and his wife Pam raised three children.

Lake County Board Chair Sandy Hart is seeking qualified candidates to fill the District 19 county board seat. The deadline to apply is 5 p.m. on Friday, March 26, 2021.

According to Illinois law, the Lake County Board Chair shall appoint someone to fill the vacancy within 60 days with the advice and consent of the county board. The appointee would serve until the next general election, Nov. 8, 2022.

State law requires that Hart must appoint an individual who is: • At least 18 years old and a “legal voter” with a valid voter registration in Lake County. No individual may serve if their right to vote has been permanently revoked or temporarily revoked during the appointed term of office; and • A current resident of District

19, which includes Lake Zurich, Barrington, Deer Park, Kildeer, and portions of Long Grove; and • Of the same political party as the seat’s predecessor, when he was elected. This is determined by an individual’s declared party affiliation at a primary election. Accordingly, the chair is required to appoint a Republican to this vacancy.

At its March 9 meeting, the County Board approved the creation of an Ad Hoc Chair’s Advisory Committee to assist in the selection process and seek confirmation of appointees to the committee.

Education staff and childcare workers vaccinated through Health Department and Schools Partnership The Lake County Health Department is celebrating its partnership with 45 Lake County public school districts to vaccinate over 12,500 private and public education staff and childcare workers in just two months.

In early February, Adlai E. Stevenson High School and Round Lake High School opened vaccination sites for public and private Pre-K through 12th grade staff, which later opened to group childcare workers. Over 17,000 COVID-19 vaccine doses have been administered at the school vaccination sites so far.

After Friday, April 2, 2021, the two schools will temporarily pause vaccination efforts.

However, they may reopen once vaccines are approved for school-age children, which may occur as early as the summer or fall of this year.

“Vaccinating Lake County’s public and private school education staff and childcare workers has been a priority of our department because of the exposure risks in these settings and the heavy burdens that working families have had to carry throughout this pandemic,” said Mark Pfister, Executive Director at the Lake County Health Department. “We are extremely grateful to the leadership of Adlai E. Stevenson High School and Round Lake High School for their continued partnership, stepping up to the plate to help us vaccinate thousands of Pre-K through 12th grade staff and childcare workers in Lake County.”

By the final date of operations on April 2, it is expected that 25,000 doses will have been administered between the two schools. Both schools have generously offered the

equipment from their vaccination sites to be used at other Lake County vaccination sites during the pause.

“We are grateful to have had the opportunity to make Round Lake High School available for school districts and other areas of the county to receive their vaccine; playing a small part in the monumental process of getting through this pandemic,” said Donn Mendoza, Ed.D., Superintendent of Schools for District 116. “This takes us another step closer to making in-person learning available to children across the county.”

Pre-K through 12th grade school teachers, staff, and group childcare workers (in facilities with DCFS license or DCFS license-exempt documentation*) who live or work in Lake County and have not yet been vaccinated should sign up on the AllVax system, https://AllVax.lakecohealth. org, following these instructions: • Select the ‘Frontline essential worker’ category • Select the appropriate Essential Worker Industry – either ‘Lake County pre-K through 12th grade’ or ‘Child Group Day Care’.

• After registration, you will be notified by email how to schedule an appointment at the school vaccination sites, with appointments available through April 2, 2021.

• *You must provide proof of eligibility at the vaccination site. For more details on eligibility and documentation needed, please visit lakecountyil. gov/vaccine.

• Second dose appointments for educators will be offered at the Lake County Fairgrounds starting April 3, 2021.

Additional Information As of March 17, 2021, over 212,687 doses of the COVID-19 vaccine have been administered to Lake County residents. At least 76,323 Lake County residents, or 10.89% of the county’s population, are fully vaccinated. Over 91,218 doses have been administered among residents ages 65 and older and over 60% of Lake County seniors have received at least one dose. Lake County is averaging 5,264 doses administered daily on a 7-day rolling average.

Lake County and partners continue to vaccinate those eligible in Phase 1b, including seniors age 65 and older and frontline essential workers, as well as remaining residents eligible in Phase 1a such as healthcare workers and residents of long-term care facilities and other congregate settings. Pharmacies and other providers which receive their vaccine supply from the state or federal government are also vaccinating people eligible in Phase 1b plus, which includes

those age 16-64 with high risk medical conditions and those with disabilities.

While vaccine supply continues to be limited across the United States and the world, the Lake County Health Department encourages residents to explore their options for COVID-19 vaccination and take the first available appointment when eligible. There are four ways to access the vaccine: • Registering in AllVax by visiting https://AllVax.lakecohealth.org or calling (847) 377-8130. Those who register will be notified when an appointment is available at a Lake County Health Department vaccination site. The McHenry County Department of Health announced last week that the Illinois National Guard will be supporting vaccination efforts in McHenry County by the end of March.

Two teams, a mobile team and a fixed team, will help the McHenry County Department of Health (MCDH) expand its capacity over the next 6 to 8

weeks, allowing the health department to accelerate its vaccination plans to reach more residents and those who work in McHenry County.

Using its data, MCDH will deploy the mobile team to reach vulnerable, underserved, and at-risk populations and businesses. This targeted approach will help get vaccine to

hard-to-reach residents at greater risk of poor health outcomes associated with COVID-19 infections; and reduce the risk of COVID-19 outbreaks in businesses. The fixed team will support vaccinations at the MCDH-run clinic at 1900 N. Richmond Road in McHenry.

More than half of Lake County seniors have received at least one dose of vaccination The Lake County Health Department is pleased to share that 51.16% of Lake County seniors age 65 and older have received at least one dose of the COVID-19 vaccine. According to data provided by the Illinois Department of Public Health, more than 175,000 doses have been administered to Lake County residents, and over 8% of the total population are fully vaccinated.

“Through our mass vaccination efforts and partnerships with local hospitals, healthcare providers, private businesses, schools, and municipalities, we’re gaining momentum in our fight against COVID-19,” said Lake County Health Department Executive Director Mark Pfister. “This week alone, our Health Department has invited over 12,000 seniors age 65 and older to schedule their appointments at the Lake County Fairgrounds through the AllVax system.”

This week, the Health Department opened appointments to all remaining registrants eligible in Phase 1A, a group that includes healthcare personnel and long-term care facility residents. Thousands more vaccine appointments are now available each week to Phase 1B registrants, which includes seniors age 65 and older and frontline essential workers.

“As more doses of vaccine become available to us, our coalition of partners stands ready to make vaccines available to all of our residents, with the capacity already in place to vaccinate tens of thousands each week,” said Pfister. “We continue to encourage residents to explore their vaccination options and take the first available appointment, because our ultimate goal is to vaccinate as many people as possible, as quickly as possible.”

Update: Wisconsin man arrested in fatal Antioch traffic crash A thorough investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit showed Joshua A. Bailey, 24, of the 19600 block of 82nd Street, Bristol, WI, was driving the Dodge Caliber involved in this crash. As he was driving northbound, William Stephens, then 39, of Antioch, was driving northbound in the Ford Taurus.

Bailey passed Stephens and several other vehicles at a high rate of speed as they traveled northbound on Route 45, in a no passing zone. When Stephens reached a legal passing zone, he began to pass Bailey, but Bailey swerved toward Stephens to prevent him from passing. This caused Stephens to drive onto the gravel shoulder and lose control. During the control loss, Stephens struck the Dodge. Stephens’ vehicle then rolled and he was ejected from the Ford.

Following the investigation, sheriff’s crash investigators met with the Lake County State’s Attorney’s Office to review the facts and circumstances of the incident.

The state’s attorney’s office approved the following charges for Bailey due to his role in the fatal crash: Reckless Homicide (Class 3 Felony), Aggravated Reckless Driving (Class 4 Felony), and Aggravated Street Racing (Class 4 Felony).

On March 18, 2021, sheriff’s crash investigators presented the facts to a Lake County Judge who authorized and signed the warrant, setting the bond at $350,000.00.

Bailey was arrested on March 19, 2021, as he was leaving his residence by members of the Kenosha County Sheriff’s Office. Bailey currently remains held in the Kenosha County Jail pending extradition hearings.

Sheriff John D. Idleburg said, “A life was senselessly lost due to what appears to be ego mixed with road rage. The circumstances of this case serve as a stark reminder to not let anger get in the way of safe driving. We hope this first step in the justice process helps to bring additional

closure to the Stephens family.”

All defendants are presumed innocent unless proven guilty in a court of law.

Fatal Unincorporated Antioch Traffic Crash (issued 10/18/2020) On October 17, 2020, at approximately 4:05 p.m., Lake County Sheriff’s Deputies were dispatched to Route 45 north of Route 173, Unincorporated Antioch, for a traffic crash with injuries.

Sheriff’s Deputies arrived and located two vehicles with major damage.

Based on evidence at the scene and witness statements, the preliminary investigation shows a Dodge Caliber and a Ford Taurus were traveling northbound on Route 45, north of Route 173. The driver of the Ford, a 39-year-old man of Antioch, attempted to pass the Dodge, as they both traveled northbound. The driver of the Dodge, a 23-year-old male of Bristol, Wisconsin, swerved toward the Ford, causing the Ford to maneuver toward the shoulder of the southbound lanes. The driver of the Ford then lost control, and while correcting, struck the Dodge. This caused the Ford to roll and the driver to be ejected.

The driver of the Ford was transported to Advocate Condell Medical Center in Libertyville with critical injuries. He later succumbed to his injuries and was pronounced deceased. A 36-year-old female passenger and a 6-year-old female passenger in the Ford were transported to Advocate Condell Medical Center with non-life-threatening injuries.

The driver of the Dodge was transported to St. Catherine’s Hospital in Kenosha, Wisconsin, with non-lifethreating injuries.

The Lake County Coroner’s Office responded and an autopsy on the driver of the Ford is pending.

The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit.

Man pleads not guilty to murder of ex-wife A Waukegan man pleaded not guilty to first-degree murder charges in the stabbing death of his ex-wife last month.

During the arraignment hearing, held virtually in Lake County Circuit Court, an attempt by Jose Alvarado’s defense to have his $2 million bail lowered was denied by Circuit Judge James Booras.

Assistant State’s Attorney Donald Tyer had objected to the request.

Judge Booras set a case management hearing for Alvarado on April 14. A trial date has not yet been scheduled.

On February 14, at approximately 6:45 a.m., Waukegan Police received a 911 call in which Police said Alavardo, 32, told dispatchers that his ex-wife was unresponsive inside a vehicle.

Officers from the Waukegan Police Department’s Patrol Division were dispatched to the 500 block of Lakehurst Road, where they located an unresponsive woman inside a parked white sedan.

The Waukegan Fire Department then arrived on scene and declared the woman deceased. The Waukegan Police Department Major Crime Scene Unit responded with detectives to investigate.

Waukegan police classified the victim’s death as a domestic violence-related incident.

Alvarado appeared in bond court on February 17, and was charged with first-degree murder in the case. He remains in custody of the Lake County Jail.

Man charged with Fatal single car crash fifteen counts of child under investigation On March 15, 2021 at apporn possession proximately 4:46 a.m., Lake Donald J. Schroeder, 32, of Cary, was arrested and charged with fifteen counts of possession of child pornography.

On the morning of March 18, 2021, the McHenry County Sheriff’s Office and the U.S. Marshals Great Lakes Donald Regional Fu- Schroeder gitive Task Force executed an arrest warrant at a house in the 2400 block of Oakdale Terrace, in unincorporated Cary.

This investigation began in February of 2020 by the US Department of Homeland Security Investigations (HSI).

Schroeder was subsequently identified as a suspect who resided in the McHenry County Sheriff’s Office jurisdiction.

Through the course of the investigation, evidence was collected from a search warrant, and probable cause was established to charge Schroeder with fifteen counts of possession of child pornography.

The charges against this individual are merely allegations against him. All defendants are presumed innocent until proven guilty in a court of law.

This investigation remains ongoing. Anyone with information is encouraged to contact the McHenry County

Zurich Police and Fire Departments responded to Main Street and Lions Drive, Lake Zurich, for a traffic crash with injuries. Officers arrived to find a single vehicle had left the roadway and crashed into two electrical boxes and a brick wall.

On March 15 at 5:45 a.m., the Lake County Coroner’s Office was notified and responded to the crash site for a death investigation.

The driver, 39 year-old Tyler Wills of Lake Zurich, was pronounced deceased at the scene. An autopsy was performed on March 16 and the preliminary results indicate that Wills died as a result of blunt force trauma as a result of the crash.

The investigation into his death is ongoing by the Lake County Coroner’s Office and the crash remains under investigation by the Lake Zurich Police Department and the Lake County Major Crash Assistance Team (MCAT).

Registered sexual predator thought he was sending nude photos to a child

Lake County Sheriff’s Detectives believe the sexual predator sent nude photos of himself and received nude photos from children as young as nine years of age, from throughout the region and country.

On March 15, 2021, members of the Lake County Sheriff’s Office and Lake County State’s Attorney’s Office concluded an investigation which resulted in the arrest of a registered child sexual predator.

Steven S. Tipman, 31, of the 39400 block of North Oak Avenue, Antioch Township, is required to register his social media accounts with the Lake County Sheriff’s Office, per his sexual predator reporting requirements.

Earlier this month, Lake County Sheriff’s Detectives received information Tipman was communicating with who he believed were children from New York and Virginia. Undercover detectives, posing as 12-year-old girls, from the New York State Police and Virginia State Police communicated with Tipman.

Tipman sent nude photos of himself to investigators he thought were the 12-year-old girls.

Lake County Sheriff’s detectives obtained a search warrant for Tipman’s home based on the fact he failed to register his social media accounts and was sending nude photos to who he believed to be children. During the execution of the search warrant, Lake County Sheriff’s Detectives were assisted by Lake County State’s Attorney’s Office Investigators and Electronic Detection Canine Browser. Browser specializes in sniffing out computer electronics. Numerous computers

and other electronics were seized during the search warrant and are being analyzed.

After reviewing the facts and the circumstances of the case, the Lake County State’s Attorney’s Office approved the following charges for Tipman: Violation of Sexual Offender Act - Failure to Register a Website/Social Media Account (Class 3 Felony), Grooming (Class 4 Felony), Unlawful Contact with a Child by a Child Sexual Offender (Class 4 Felony).

Based on information and evidence gathered during the search warrant, detectives believe Tipman has communicated with dozens of children and exchanged nude photos with them. Tipman primarily used the applications ‘Snapchat,’ ‘Meet24,’ and ‘OkCupid’ to meet and begin conversations with the children.

doing online. “Throughout this pandemic, children have been utilizing technology more than ever before. While there are great benefits to technology, it is important to remember child predators often lurk in the shadows of the internet. Remember to check the content inside of applications used by your children and I recommend that electronics should always be charged overnight somewhere other than your child’s bedroom,” said Sheriff Idleburg.

We are committed to working with law enforcement to protect children and to ensure the community’s safety,” Rinehart said. “To those who would use computers and the internet to prey on children, we will find you, and bring you to justice.”

The 17 year-old female driver was air lifted to Advocate Condell Medical Center in Libertyville by LifeNet where she is listed in stable condition. The 49 year old male driver was treated on scene and released.

The investigation into the crash is being handled by the McHenry County Sheriff’s Office Major Crash Investigation Unit. Alcohol is not believed to be a contributing factor in the crash. Citations are pending further investigation.
