Lake County Sheriff’s Office K9s Ryker, Danno, Dax, and Duke have received bullet and stab protective vests thanks to a charitable donation from non-profit organization Vested Interest in K9s, Inc. The vests were embroidered with the sentiment “Honoring “Blue Paws Strong””.

Vested Interest in K9s, Inc., established in 2009, is a 501(c)(3) charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. This potentially lifesaving body armor for four-legged K9 officers is U.S. made, custom fitted, and NIJ certified. Since its inception, Vested Interest in K9s, Inc. has provided over 4,538 vests to K9s in all 50 states at a value of $6.9 million, made possible by both private and corporate donations.

The program is open to U.S. dogs that are at least 20 months old and actively employed and certified with law enforcement or related agencies. K9s with expired vests are also eligible to participate. There are an estimated 30,000 law enforcement K9s throughout the United

States.

Sheriff John D. Idleburg said, “We are so thankful for this generous donation of body armor for our canines, as we need to protect our four-legged deputies just as we do our human deputies. All of our canines are equipped with armor for their protection. The armor previously worn by canines Dax and Duke was going to expire, so they, along with canines Ryker and Danno now have the most current protection. Canine Boomer’s armor is still current, but we will replace it as soon as it reaches its shelf-life.”

Vested Interest in K9s, Inc. accepts tax-deductible contributions in any amount, while a single donation of $960 will sponsor one vest. Each vest has a value of $1,744-$2,283, weighs an average of 4-5 lb., and comes with a five-year warranty.

Sheriff’s office adding two K9s to department Youth’s assistance needed to name dogs

Sheriff John D. Idleburg is pleased to announce the Lake County Sheriff’s Office will be adding two new canines to the sheriff’s canine unit.

The sheriff’s office is in the final process of selecting the newest canines, which will be male German Shepherd’s between the ages of 18 and 24 months.

Lake County Sheriff’s Canines Boomer, Dax, Duke, Danno, Ryker and their handlers have a proven track record of success for the Lake County community. They have been responsible for locating hundreds of missing people, fleeing suspects, numerous discarded firearms or other evidence, and hundreds of pounds of illegal drugs.

Sheriff John D. Idleburg is asking for Lake County’s youth to help us name our two newest canine partners. Lake County youth currently in kindergarten through senior year of high school are invited to participate.

‘The Madigan Enterprise:’ Inside the federal indictment of the state’s former speaker Madigan says government is ‘attempting to criminalize’ job recommendations

vehemently denied wrongdoing in a statement distributed by his lawyers, Sheldon Zenner and Gil Soffer of the Katten law firm.

“I was never involved in any criminal activity,” Madigan said in a statement distributed by the law firm. “The government is attempting to criminalize a routine constituent service: job recommendations. That is not illegal, and these other charges are equally unfounded.”

The statement directly contradicted claims made publicly in the indictment and

by Lausch at a news conference announcing the charges March 2.

Madigan and the enterprise are accused of receiving bribes and “unlawful personal financial advantage(s)” from parties that had business with the state and city of Chicago.

Madigan’s power to pass or kill legislation in the General Assembly, along with his control over resources through his various positions of power, were used to entice financial rewards from third parties, according to the allegations.

In that effort, the enterprise used “threats, intimidation, and extortion to solicit benefits from private parties,” and used facilities of interstate commerce to further the goals of the enterprise, another federal crime, according to the indictment.

In a 106-page, 22-count indictment, federal prosecutors painted a picture of former House Speaker Michael Madigan as the leader, along with a longtime confidante, of a sweeping criminal enterprise that influenced legislation for personal power and financial gain.

“The Madigan Enterprise,” as prosecutors called it in the document filed March 2, benefitted from Madigan’s position as a Democratic ward committeeman, speaker of the Illinois House of Representatives, chairman of the Democratic Party of Illinois and law partner at Madigan & Getzendanner.

In those capacities, Madigan, either personally or through confidante Michael McClain, is accused of guiding the enterprise’s illegal activities to punish opponents and reward loyalists, all while generating money for him and other members of the criminal enterprise, according to the indictment and comments from U.S. Attorney John Lausch Jr. of the Northern District of Illinois.

The feds accused Madigan of using intermediaries, falsifying documents, meeting in-person and using third-party phones to avoid detection by federal agents, as well as speaking in coded language to protect the conspiracy.

Madigan: ‘I adamantly But the former speaker still deny these accusations’

Madigan, 79, and McClain, 74, both face charges of racketeering, conspiracy, bribery and wire fraud. Madigan faces additional charges for attempted extortion.

While the sprawling indictment outlines wire taps and email conversations and even directly quotes the former speaker, Madigan’s lawyers said in a statement, “neither the law nor the facts support these baseless charges, and the evidence will prove it.”

“Throughout my 50 years as a public servant, I worked to address the needs of my constituents, always keeping in mind the high standards required and the trust the public placed in me,” Madigan said, according to the statement. “I adamantly deny these accusations and look back proudly on my time as an elected official, serving the people of Illinois.”

The indictment detailed several schemes attributed to the Madigan Enterprise.

The first involved Chicago-based electric company Commonwealth Edison, or ComEd. Many of those details had already been made public in a deferred prosecution agreement the company entered into in July 2020.

The indictment alleges that Madigan shepherded the passage of legislation that helped ComEd, specifically the Energy Infrastructure and Modernization Act in 2011 and the Future Energy Jobs Act in 2016. In 2018, legislation

adverse to ComEd was killed, per the indictment.

In exchange for his support of legislation favorable to ComEd, the indictment stated that Madigan placed political pals into ComEd’s intern program, even though they may not have been qualified.

He also allegedly named his choice for an appointment to ComEd’s board, received “vendor” jobs for his friends on ComEd’s payroll that required little or no work, and received contracts from ComEd for his political allies.

The indictment includes forfeiture actions against McClain and Madigan for $2.8 million for proceeds they allegedly obtained, directly or indirectly, from racketeering activity.

Alderman A A central player in another scheme is identified as Alderman A, who “cooperated in an undercover capacity” with the FBI. Alderman A has been identified as Danny Solis, who served as the city’s zoning committee chair on the timeline identified in the indictment.

According to the indictment, in 2018 Madigan solicited Solis to usher work toward his law firm in exchange for getting Solis a state board appointment at about $100,000 a year. Madigan said he would arrange for the appointment of Solis to the Illinois Commerce Commission or the Illinois Labor Re-

lations Board and tried to get a state job for Solis’ relative, according to the indictment.

Such an appointment would have to come from the state’s governor, a position that, at the time, was slated to be filled by Gov. JB Pritzker within months of the alleged misconduct.

The indictment does not allege any misconduct by Pritzker, and Solis did not receive an appointment to a state board.

Pritzker, however, did meet with federal investigators as a witness in the Madigan investigation, and he was “pleased to cooperate,” according to his office. He spoke with federal investigators in a virtual meeting for more than an hour in late February, according to Pritzker’s spokesperson Jordan Abudayyeh.

Pritzker condemns Madigan Pritzker condemned Madigan in harsh terms and answered questions on the indictment at an unrelated news conference. He said it was not immediately clear to him at the time of the questioning that an indictment would be forthcoming, and he did not suspect any misconduct from Madigan in their interactions pertaining to state government.

“Remember, I was governor. He was speaker of the House. There was a Senate president, there were leaders across the General Assem-

bly,” he said. “I needed to work with all of them and so none of the interactions that I had were anything other than about, you know, things to do with doing the right thing in government for the people.”

In another scheme detailed in the indictment, Madigan sought an introduction from Solis to a multi-unit apartment developer that was seeking a favorable zoning decision from Solis’ committee.

Madigan was allegedly seeking business for his private law firm from the developer identified only as Company C. The feds alleged that on June 23, 2017, Solis told Madigan, “I think they understand how this works, you know, the quid pro quo, the quid pro quo,” in reference to the apartment developer. Madigan allegedly responded, “OK …Very good.”

On July 18, 2017, Madigan allegedly told Solis privately not to use the term “quid pro quo.”

“You’re just recommending … because if they don’t get a good result on their real estate taxes, the whole project will be in trouble… Which is not good for your ward. So you want high quality representation,” Madigan is quoted as saying in the indictment.

In November, Secretary of State Jesse White’s Office received letters from business owners in Chinatown, opposing the transfer.

Madigan advised that the bill to transfer the land would not go forward during the veto session, but he would attempt to try to get it through the legislature in May 2019.

Madigan’s arraignment was scheduled to have taken place on Wednesday.

In observance of National Groundwater Awareness Week, the Lake County Health Department is offering a reduced well water testing fee for homeowners who use well water as their primary source of drinking water.

Between March 7 and 17, the usual $18 fee for testing for bacteria and nitrates will be reduced to $14.

The State of Illinois is partnering with MCDH and McHenry County County College from 9 a.m. to noon on Saturday, March 12, to provide free COVID-19 vaccine to the community at MCC, 8900 U.S. Highway 14 in Crystal Lake, 60012.

The Pfizer and Moderna vaccines will be available for first, second and booster doses. Everyone 12 years of age and older who has received their primary series of Pfizer are eligible to receive their booster dose to remain up to date on their vaccinations.

Anyone 5 years of age and older is eligible to receive the Pfizer vaccine for their primary dose series. Walk-in vaccinations will be accepted during the event, but you can also reserve your spot by signing up online at mchenrycountyil.gov website on the Health Department page.

Quam borrowed a camera from a friend and began posting pictures. Today, Brick of Chicago has about 5,000 Instagram followers.

Chicago was producing 800 million bricks a year by 1884 and a billion a year by 1910, Quam said, nearly all destined for the sides and backs of building because of variations.

“Chicago common brick is not considered nice brick. It is more varied in color, more pinkish with lime and pebble in it,” he said. Red clay rich in iron oxide from St. Louis or the sulfur-rich clay from Milwaukee (origin of the nickname “Cream City”) creates a uniform look favored for facades.

And now brick is back – and it’s not just about climate-related fire or tornado threats. Ironically, it’s about aesthetics.

“It’s sort of undergone a resurgence,” Quam said. “In the West Loop the hot thing right now is reclamation of these warehouse districts, as well as new construction emulating the warehouse style.”

Dylan Hebior of Antioch is one of 65 University of Nebraska-Lincoln students who have been accepted into the Jacht Agency for spring 2022. The studentrun agency is composed of students from various backgrounds and majors.

Jacht provides advertising and public relations services through the College of Journalism and Mass Communications.

The agency offers students real-world experience by giving them the opportunity to work with a variety of clients on brand strategy, public relations, multimedia design and more. Jacht has 23 clients this semester, including nonprofits and local businesses.

A student leadership team oversees the agency’s day-to-day operations.

Welbel part of awardwinning Active Minds chapter

Madelyn Welbel, from Antioch, who is studying Psychology Education at the University of Wisconsin-Whitewater, was part of the nationally award-winning Active Minds chapter that took home top honors for 2022, out of 600 chapters in the United States.

Active Minds is a student organization that empowers young adults to speak openly about mental health, to encourage people to seek help and to prevent suicide - the second leading cause of death in this population.

In recognizing the Warhawk chapter, the national organization said, “Active Minds at the University of WisconsinWhitewater has been working to deeply engrain mental health awareness, advocacy, and education into the fabric of their school community. They have successfully amplified the conversation around mental health with many programs and outreach events.”

Active Minds efforts can be seen across UWWhitewater and the city of Whitewater. The group brings the “Send Silence Packing” suicide awareness project to the north Wyman mall between the University Center and Hyland Hall every year.

In the event, backpacks with letters from survivors of suicide loss are spread through the open spaces near the gardens, and volunteers are on hand to offer information and resources.

As part of the Yellow Tulip Project, Active Minds planted 3,000 yellow tulips at Cravath Lakefront Park in downtown Whitewater and at the Campus Memory Garden, next to Young Auditorium.

Man pulled from icy water following ATV incident On March 2, 2022, at approximately 4:05 p.m., Lake County Sheriff’s Deputies were dispatched to Druce Lake in Third Lake for a report of an ATV that drove through thin ice. Initially, it was reported that two people were on the ATV at the time it went into the water.

Sheriff’s deputies arrived at the scene within two minutes of being dispatched to the call. Just as they arrived, they observed a person in the water that went underwater.

One of the sheriff’s deputies utilized a row boat from an area resident to go to the area in the water they last saw the man. Shortly after, a fire department diver arrived and the sheriff’s deputy on the row boat directed him to where he last saw the man. The diver located the man approximately six feet below the surface of the water and attached a

rope to him. Firefighters and sheriff’s deputies utilized the rope to pull the man to shore.

The man was identified as a 62-year-old man, who lives just east of the lake. The man was not breathing, so paramedics and sheriff’s deputies conducted CPR. Paramedics transported the man to Advocate Condell Medical Center in Libertyville, in very critical condition.

Preliminary investigation shows the man was operating an ATV on the lake. According to witnesses, he was the only person on the ATV and there was not a passenger. As the man approached the center of the lake, the rear of the ATV broke through the ice and then the entire ATV and the man dropped through the thin ice into the water.

Although foul play is not suspected, sheriff’s detectives were on the scene.

You could say that the Chicago area – literally – was built brick by brick.

Following the Great Chicago Fire of 1871, it became nearly impossible to build with wood. An 1874 building code change requiring fireproof construction – aided by a rail system second to none – nurtured a burgeoning brick industry.

By 1881, there were 60 brick manufacturers operating in Chicago, said Brick of Chicago founder Will Quam. The 30-year-old theater instructor, architecture photographer, writer, and researcher fell in love with Chicago’s streetscapes after moving from St. Paul, Minn.

“I noticed all of these different patterns and places of interest. It is as if the masonry made each building feel unique,” Quam said. “Bricks are so versatile. I compare it to painting. Each brick is a brushstroke in a van Gogh.

There are so many different ways bricks can be put together, in pattern, color and texture, to make many different outcomes.”

Quam kicks off the McHenry County Historical Society’s 36th annual Sampler Lecture Series with an online presentation at 7 p.m.

Man charged with 19 counts of child pornography On Tuesday, March 1, members of the Illinois Internet Crimes Against Children Task Force, including the McHenry County Sheriff’s Office, Illinois Attorney General’s Office, and US Department of Homeland Security, executed a search warrant in the 5000 block of Willow Drive in Wonder Lake for Possession of Child Pornography (referred to as Child Sexual Abuse David M. Material Peters (CSAM)).

In November 2021, an electronic service provider reported to the National Center for Missing and Exploited Children (NCMEC) Cyber Tip Line that a user had possessed multiple files containing CSAM. NCMEC reported the tip to the Illinois Attorney General’s Office Internet Crimes Against Children Task Force, which was subsequently assigned to the McHenry County Sheriff’s Office in January 2022.

A search warrant and arrest warrant were issued on Tuesday, March 1. As a result, David M. Peters, 38, of Wonder Lake was charged with nineteen counts of Possession of Child Pornography (CSAM).

Outside of the legal system, many agencies choose to refer to visual depictions, photographs, videos, live streaming, and digital media as CSAM to express that children are being abused and exploited.

Anyone having information concerning the abuse of children or CSAM is encouraged to contact law enforcement.

Head-on crash remains under investigation

On March 2, 2022, at approximately 6:20 p.m., Lake County Sheriff’s Deputies responded to Route 83 south of Winchester Road, Fremont Township, for a headon traffic crash. Sheriff’s deputies arrived and located two vehicles with heavy damage.

Preliminary investigation shows a BMW 435i, driven by a 55-year-old woman of Round Lake, was traveling southbound on Route 83, south of Winchester Road.

For an unknown reason, the driver of the BMW crossed the double yellow lines into the northbound lanes of traffic. The BWM struck a northbound Chevrolet Silverado, driven by a 58-yearold man of unincorporated Mundelein, head-on.

The drivers were the sole occupants of both vehicles.

Both were transported to Advocate Condell Medical Center in Libertyville. The driver of the BMW sustained life-threatening injuries and the driver of the Chevrolet sustained serious, but non-life-threatening injuries.

The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit.

Woman sustains injuries in shooting

Wenesday, March 3, just before 3:00 a.m., a Lakemoor Police Sergeant was exiting the Lakemoor Police Department when he heard a woman shouting for help.

The Lakemoor Sergeant ran to her aid and found she was bleeding from the head. The Lakemoor Sergeant requested an ambulance and provided the woman aid until paramedics arrived. The woman, a 28-year-old, from Sheridan, Illinois, was transported to an area hospital for treatment for non-life-threatening injuries.

Further investigation revealed the shooting occurred as the woman entered her car after leaving a residence in the 31700 block of North Jennifer Lane, Lakemoor. When she entered her car, a male appeared from the side of the residence and fired several shots at her, from a shotgun. The woman was able to drive approximately a half-mile toward the police department, where she was subsequently located by the Lakemoor Sergeant. Preliminary investigation shows the woman was likely at the address for a drug transaction.

Lakemoor Police Officers determined the person who fired the shots fled on foot westbound following the shooting. Lakemoor Police requested the assistance of the Lake County Sheriff’s Office, McHenry County Sheriff’s Office, and Fox Lake Police Department to establish a large perimeter. A Lake County Sheriff’s Canine Team responded and tracked approximately a halfmile, where the track abruptly ended, with indications the offender entered a vehicle.

This appears to be a targeted shooting and there is no known current threat to the community.

The Lake County Sheriff’s Office Criminal Investigations Division was on-scene assisting Lakemoor Police Detectives.

Woman carjacked by man; man in critical condition after crashing carjacked vehicle

On March 4, 2022, at approximately 1:00 a.m., Lake County Sheriff’s Deputies responded to Route 60 and Route 120, Volo, for what was originally reported as a street sign that had been knocked down and was in the roadway. A deputy responded and located an entire traffic light pole on the ground and found a Chrysler PT Cruiser approximately 1,000 feet off the roadway, north of the intersection. The Chrysler had major damage and was unoccupied. The deputy checked the area and found the driver, a 20-yearold man of Kenosha, Wisconsin, on the ground, unconscious.

Shortly after arriving on the scene of the crash, a 48-year-old woman of Round Lake Beach, reported she had just been carjacked in the area of Route 60 and Erhart Road in unincorporated Mundelein. Her Chrysler PT Cruiser was taken during the carjacking.

Further investigation revealed the 48-year-old woman pulled over to assist who she thought was a stranded motorist. When she pulled over, an offender forcefully

pulled her out of her vehicle and fled in her Chrysler.

The Chrysler totaled in the Volo crash was determined to be the victim’s vehicle.

Further, the unconscious ejected driver matched the description of the man who carjacked the victim.

The crash investigation revealed the driver of the stolen Chrysler was traveling northwest on Route 60 at a high rate of speed. As he approached Route 120, he failed to negotiate the curve in the roadway and lost control. The Chrysler struck the traffic standard and rolled several times, ejecting the driver.

The driver/carjacking offender was transported to Advocate Condell Medical Center in extremely critical condition.

The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit. Charges against the driver/carjacking offender are pending.

Man in custody on murder charges

On February 28 at approximately 2:59 p.m., round Lake Beach Police Department officers responded to Jesus I. the 2000 Vargas block of Apache Trail for the report of a stabbing. Upon arrival, they found one male with multiple lacerations who told the responding officers the offender was inside the residence. After providing this information, the male was transported to an area hospital with non-life threatening injuries.

Once inside the residence officers located several other people and were told the offender was in the garage.

Officers made entry to the garage and round a deceased male with multiple stab wounds.

Round Lake officers secured the scene and requested the assistance of the Lake County Major Crime Task Force.

On March 1, the male treated for non-life threatening injuries, Jesus I. Vargas, was released from Advocate Condell Medical Center.

He was interviewed by investigators and admitted to stabbing the victim multiple times after a verbal altercation. The two males were believed to be involved in a romantic relationship.

A witness at the scene said the victim was unarmed and was stabbed by Vargas multiple times. After stabbing the victim, Vargas was observed cutting himself multiple times.

The Lake County Coroner’s Officer performed an autopsy and it was confirmed that the victim, Brian Mahdee, 37, or Round Lake Beach, died from multiple sharp force injuries.

Vargas was being charged with two counts of first degree murder.

All defendants are presumed innocent unless proven guilty in a court of law.

Extensive investigation leads to driver being charged in fatal hit and run

After hundreds of investigative hours, Lake County Sheriff’s Traffic Crash Investigators came to a conclusion in the hit and run crash that occurred on October 9, 2021.

The investigation led them to Amanda Cisneros-Elacio, 20, of Prospect Heights.

The investigation indicated Cisneros-Elacio was driving the Audi when it struck and killed Wojciech Glowik.

Extensive investigation by sheriff’s crash investigators and sheriff’s detectives confirmed Cisneros-Elacio was indeed responsible for striking Glowik and fleeing from the scene.

Following the conclusion of the investigation, which consisted of dozens of interviews, subpoenaed records, records obtained via search warrant, reviewing video surveillance, and more, sheriff’s crash investigators obtained an arrest warrant for Cisneros-Elacio on February 28, 2022 for one count of failure to report an acci-

If the driver had only stopped and called for help, maybe the young man who died would have had an opportunity to survive. I hope this arrest provides the victim’s family with the first steps toward closure.”

UPDATE: Offending Vehicle Located (Issued 10/15/2021) This week, Lake County Sheriff’s Crash Investigators seized a vehicle believed to have struck and killed Wojciech Glowik. The 2014 Audi Q5 was located at a body shop in Wheeling.

Alert staff at the body shop saw social media posts and traditional media reports regarding the vehicle and where the likely damage would be. After seeing the damage on the Audi Q5, the employees believed it was likely the vehicle involved in the fatal hit-and-run crash. They then contacted the Lake County Sheriff’s Office.

Lake County Sheriff’s Crash Investigators responded to the body shop and found the damage was indeed consistent with the vehicle that fled, as pieces left at the scene matched the vehicle in the body shop.

The vehicle is now in the custody of the Lake County Sheriff’s Office, where traffic crash investigators have been processing it for evidence.

Pedestrian in Critical Condition Following Indian Creek Hit-andRun (Issued 10/9/2021) On October 9, 2021, at approximately 2:10 a.m., Lake County Sheriff’s Deputies responded to the 200 block of Route 45 in Indian Creek for a report of a person down. Sheriff’s deputies arrived and located an unconscious 22-year-old man of Glenview. Sheriff’s deputies quickly determined the man had been struck by a vehicle.

The pedestrian was transported via ambulance to Advocate Condell Medical Center in Libertyville with critical injuries.

Preliminary investigation shows the pedestrian was walking on or near the roadway. Based on evidence recovered, traffic crash investigators believe he was struck by a passing white Audi SUV, that was traveling southeast on Route 45. The driver of the Audi did not stop after striking the man and continued southeast on Route 45.
