Antioch officer recognized for heroism Officer Ray Galioto is the police department’s first recipient of the Commendation Award

At the Feb. 23 Antioch Village Board meeting, a police officer was recognized for an act of heroism. Antioch Police Officer Ray Galioto is the first recipient of the department’s Commendation Award. He was recognized for his actions during a response to a traffic accident in the village last fall.

At the meeting, Antioch Police Chief Geoffrey Guttschow described Galioto as “a reflection of the highest caliber of police officers our community is blessed with having.”

On the evening of Nov. 18, 2021, Antioch Police Officers were dispatched to a traffic crash with injuries near the intersection of Route 173 and Grimm Road.

Officer Galioto was one of the first to arrive on the scene, discovering one of the drivers involved in the accident, was pinned upside down in their vehicle. The minivan was involved in a head-on collision and had rolled over.

Without hesitation or regard for his safety, officer Galioto entered the minivan through the rear hatch, climbing over and around

blood-covered debris, broken glass and the badly deformed passenger compartment. For more than 30 minutes, officer Galioto used his own body to both support the driver and to shield her from breaking glass and the heavy equipment being used by the fire department to cut the vehicle apart.

Despite the chaos of the scene, officer Galioto remained focused on protecting and comforting the driver, who was experiencing severe pain because of her injuries. Officer Galioto never left the driver alone, remaining at her side until she was removed from the vehicle.

Guttschow says the award was created to recognize actions in circumstances where a police officer demonstrates an outstanding performance of their duties under unusual, complicated, or hazardous conditions.

“Officer Galioto’s actions that evening embody what it means to be a public servant”, said Chief Guttschow.

Galioto has been a police officer for more than 12 years, serving the Village of Antioch since 2020.

ARPA funding The House committee, and Harris at the news conference, also discussed the state’s plan for the remaining American Rescue Plan Act funding. Illinois directly received $8.1 billion from President Joe Biden’s stimulus plan, and about $3.5 billion remains, Rep. Harris said.

He added that a working group made up of both parties as well as business and labor interests is currently discussing the plan for retiring $4.5 billion in debt to the federal government that the state incurred to keep its unemployment system running at the height of the pandemic. That borrowing has accrued $36 million of interest due by Sept. 30, according to the U.S. Treasury.

Republicans at the Feb. 24 hearing suggested the governor reapportion his planned

$1.5 billion in ARPA spending for FY 22, using it to pay down trust fund debt instead of replenishing state coffers for COVID-19-related spending.

Rep. Harris said the working group is coming up with a “menu of options” for paying down the backlog which could include ARPA funds.

Generally, such a solution includes some combination of decreases to benefits, increases to employer premiums or some infusion of state, federal or private funding.

While Pritzker’s proposed FY 23 budget is largely not reliant on ARPA funds, one major proposed expenditure – $250 million for violence intervention funding – would be funded primarily by a $235 million lump sum from ARPA. Rep. Harris said the intervention funding is often “short-term,” but the state will monitor the violence prevention program’s efficacy over the next few years as ARPA funding remains available and consider future expenditures in future budget years.

The governor’s plan to pay down debt with the onetime surplus this year could free up funds in the future, he said.

“Tens and tens of millions or hundreds of millions of dollars have been going out to repay debt that could otherwise be going to fund programs like that in future years,” he said of recently enacted budgets. “So being fiscally responsible now, it’s going to pay us a lot of dividends in the coming years.”

His proposal also includes spending $300 million of the surplus to pay down pension debt, with $200 million added to the statutory payment in the upcoming budget.

But representatives of IDOR, COGFA and the Governor’s Office of Management and Budget noted the picture for the upcoming fiscal year could change quickly as tensions continue amid the Russian invasion of Ukraine, which was escalating quickly at the time of the Thursday morning hearing.

“Will Russia’s invasion of Ukraine be a black swan event that causes disruptions that ripple across revenue streams? We do not know,” IDOR director Harris said.

“But again, the trends so far are positive. And the forecasts presented today for FY 23 are positive ones.”

Republican lawmakers also inquired about inflation, and the budgeteers said projections generally anticipated “several months” of continued upward inflation before the trend reverses, and their current projections anticipate the inflation rate to be 7.9 percent.

Sustained Russian sanctions could impact anything from energy prices to the cost of wheat, so projections will be updated as needed, according to IDOR. As the projections stand now, according to House Majority Leader Greg Harris, who is a chief budgeteer in the chamber, the governor and the General Assembly will have the flexibility to pay down old debt and prepare the state for future fiscal downturns.

Negotiations on a final budget continue in the General Assembly.

Specifically, revenues for the fiscal year ending on June 30 are expected to be about $4.6 billion greater than were projected when the governor signed the budget into law last year, according to a presentation by the Commission on Government Forecasting and Accountability.

COGFA expects state coffers will have taken in $48.5 billion by the end of the fiscal year, up from a $44.4 billion projection in the budget that lawmakers approved in May. The base state revenue sources actually grew by $4.6 billion, however, because the governor’s office amended its planned use of federal funds to offset General Revenue Fund spending downward by $500 million due to the surplus.

The updated FY 22 estimates include a $1.6 billion increase in personal income tax from initial expected levels, a $1.2 billion increase in corporate income tax, and a $926 million increase in sales tax revenue.

The revenues for January alone were $1.2 billion greater than the prior year, according to COGFA.

A House revenue committee on Feb. 24 heard projections of an Illinois economy that is steadily moving back toward a level of pre-pandemic normalcy, which means revenue spikes realized due to temporary changes in consumer spending habits and federal stimulus packages are expected to subside.

Illinois Department of Revenue Director David Harris characterized the COVID-19 pandemic as a “black swan event” which sent state revenues tumbling by $400 million in 2020.

“A black swan is very rare, and rare events can happen and upset the financial apple cart,” Harris told the House Revenue and Finance Committee.

But in response to that so-called black swan event, consumers nationwide shifted to purchasing more goods than services, and the federal government provided direct financial payments to Americans and expanded unem-

ployment insurance benefits.

That sparked a near twoyear period of substantial state revenue growth, partially because Illinois taxes goods, but not most services, so the redistribution of spending correlated directly to a rise in sales tax revenue.

As well, unemployment benefits are taxable by the state, and many individuals who collected enhanced federal benefits saw greater income levels than before the pandemic.

Corporations have made out OK as well, according to Harris.

“To give you an example, in December alone, just in December, we received $961 million in corporate income tax receipts,” he said. “That’s in one month.

In a given year, a normal year would be $3.5 billion or thereabouts in corporate income tax receipts for the entire year.”

Mosaic Players seeking actors for traveling production Mosaic Players will be holding non-equity auditions for their traveling production of Anna Deveare Smith’s “Twilight: Los Angeles, 1992” on March 19th and 20th starting at 1:00 pm.

Performances will take place throughout Lake County, IL during the summer and fall of 2022.

If you are interested in being considered for the production, you are asked to sign up for an audition spot. Please arrive 15 minutes early to fill out audition paperwork and be prepared to list any date conflicts for rehearsals and performances. Bring a headshot and resume, if available. Artistic Director Rebecca Zellar is seeking to cast 2-4 Latinx, Black, Asian, and White actors, all genders, ages 13 and up. The director is looking for movement-oriented actors with the ability and empathy to play multiple characters and encourages actors to be familiar with the play and the theatre’s mission before auditioning.

College news Gissel named to James Madison University Dean’s List Antioch resident Lauren Gissel has been named to the Dean’s List at James Madison University, Harrisonburg, VA, for the fall 2021 semester.

McHenry High School AP Psychology and art instructors teamed up recently to have students create art while studying personalities in AP Psychology. Teachers hope to do this kind of collaboration more often.

Art instructor and psychology student collaborations produce colorful results McHenry High School AP Psychology students had the opportunity to channel their inner artists by creating art to represent their personality traits during a recent collaboration between psychology and art education.

And it turned into an exercise that both art and psychology instructors hope to repeat in the future.

ter sought out the help of art Instructor Michele Zimmerman to bring art into the classroom instruction about discovering personality traits. Zimmerman spent two days with the AP Psychology students, encouraging them to explore their personalities while painting. Students made some predictions then compared them to results from personality tests.

similarities and differences with each other. They’ll bring back the art education exercise when the class studies MESH, which is Motivation, Emotion, Stress, Health.

“It was really cool to have them reflect on that,” McCarrel-Burmeister said. “It was so valuable.

McCarrel-Burmeister said students don’t always have the opportunity to express

themselves creatively, so it was nice to give them that outlet. She’s hoping to continue incorporating art into her psychology classes, as well as others. That’s something Zimmerman is hoping to see as well, saying she’d be “over the moon integrating art in other disciplines, too.”

“I want to bring it back because it is a great outlet,” McCarrel-Burmeister said.

Intoxicated woman flees from traffic stop, crashes car deputy located the BMW crashed, with significant damage, at Route 173 and Gilboa Avenue, Zion. It appears PiVanessa mentel failed Pimentel to negotiate a curve in the roadway, went off the road, and struck a tree.

Sheriff’s deputies determined Pimentel was driving under the influence of alcohol and she also was driving with a revoked driver’s license. She was subsequently transported to an area hospital with significant injuries.

While License Revoked and Aggravated Speeding.

Zion Police Department responded to the scene of the crash and requested the assistance of the Lake County Major Crash Assistance Team (MCAT), due to Pimentel’s injuries.

Pimentel remains hospitalized for her injuries sustained in the crash and a court date is pending. It is likely charges will be upgraded by the Lake County State’s Attorney’s Office at a later time.

On Feb. 27, at approximately 3:05 a.m., a Lake County Sheriff’s Deputy conducted a traffic stop on a 2013 BMW 3-Series, on Route 173 near Joanna Avenue, Zion.

The sheriff’s deputy spoke to the driver, Vanessa Pimentel, 27, of the 100 block of South Butrick Street, Waukegan. While speaking to Pimentel, she put the car in drive and fled eastbound on Route 173 from the traffic stop at a high rate of speed.
