Volo Auto Museum readies to roar back Upcoming eBay auction to feature iconic film cars; proceeds will offset dino park, other new exhibit costs The pandemic life has not been an idle one for crews at the Volo Auto Museum.

When the doors at 27582 Volo Village Road reopen, fans of the museum will surely marvel at the many transformations. Opening day is set for May 14, rain or shine, as long as the region is in Coronavirus Response Phase 4 or better.

Among the monumental upgrades taking root here since March 2020 has been an indoor Jurassic Gardens adventure featuring several dozen lifelike — and many life-size — animatronic dinosaurs, plus a gift shop, arcade, fossil dig and “lab.”

That’s not to mention the jaw-dropping 1920s carousel and music machine hall, the re-engineered entryway or the high-tech admissions system that will both cut wait times and allow ticket holders to come and go at multiple points of entry.

Speaking of which, one new point of entry should especially appeal to lovers of modern muscle. Showroom 5’s vintage car collection is giving way to late-model Mustangs, Challengers, Vipers and ’vettes.

All in all, there will be roughly 28,000 square feet of newly constructed or complete-

ly renovated interior space to explore. It’s a multimillion-dollar investment, said museum Director Brian Grams. And that could spell a sweet opportunity for collectors of the sort of rare, film-famous cars for which the Volo Auto Museum is known.

“To pay for all of the improvements we have been making while we have been closed,” Grams said, “we are going to be parting with some film-car collector gold.”

MCHD focusing on second dose vaccine until shipments increase The McHenry County Department of Health (MCDH) will need to prioritize second dose vaccine clinics due to a reduction in vaccine shipments on account of the weather and a state directive to focus on second dose vaccinations. On February 13, the State of Illinois announced that local health departments and other vaccine providers will receive a larger share of second dose vaccine to accommodate the greater number of second doses that need to be administered.

As of February 18, 2021, MCDH had 6,446 doses of vaccine on hand. Of those doses, 4,060 are earmarked for community partners (hospitals, pharmacies, community clinics and FQHCs).

Clinics scheduled this week are projected to use 2,160 doses leaving just 226 doses on hand until more vaccine is delivered.

Last week’s shipments hadn’t been received at the time of this press release.

Severe weather across the country has hampered vaccine distribution, creating delays in expected shipments. The number of vaccines to be administered at this week’s clinics will be dependent on the number of doses received. MCDH anticipates emails to schedule next appointments will go out on short notice pending the arrival of its vaccine allotment. Those due for their second dose vaccine are encouraged to watch for links to be sent.

As a reminder, the amount of time between when a first and second dose can be administered is a minimum of 21 days for Pfizer, and 28 days for Moderna.

Appointment cancellations can be done by calling (815) 334-4500 but you will need to wait for another link to be sent to your email to reschedule. Links that are sent to register for an appointment should not be shared, and please do not double book appointments.

By doing so, you are delaying vaccination efforts in the county and are preventing someone else from receiving the vaccine. If you register using someone else’s link, you will be turned away from receiving your vaccine at an MCDH-run clinic.

The State also announced that people who are ages 16 to 64 and with high-risk medical conditions will be moved into the Phase 1b (part II), effective February 25.

Based on current vaccine allotments from the State, MCDH will continue focusing its Phase 1b vaccination efforts on 65 and older and first responders.

MCDH is administering vaccine to Phase 1a and Phase 1b priority groups and stands ready to scale up its clinic operations once the vaccine supply increases.

The space at its new permanent vaccination site in McHenry will allow the Department to expand its capacity to deliver more vaccinations to substantially in-

crease the number of people who can be vaccinated each week. Until vaccine supplies can meet the needs of those who’ve been prioritized by the Centers for Disease Control and Prevention, MCDH will continue to focus its efforts on healthcare workers, seniors and frontline essential workers.

“To be clear, we will still be providing first dose vaccinations to our 65 and older population,” said Public Health Administrator Melissa Adamson. “It’s equally important that we get folks who’ve already had their first dose the second shot they need to be fully vaccinated. With the limited supplies of vaccine we’ve received in our county, we’ve had to make very difficult decisions about how to prioritize vaccine doses. Until shipments of vaccine can accommodate our needs, we will continue to prioritize people who are most at risk for severe morbidity and mortality associated with COVID-19 infection, which is our 65 and older before moving on to other subgroups within Phase 1b group.”

Pritzker outlines $41.6 billion budget with flat spending Plan relies heavily on federal funds, corporate tax changes

Gov. JB Pritzker outlined a $41.6 billion budget proposal last week that would hold most state agencies at flat funding levels but which relies heavily on changes to the state’s corporate tax structure that lawmakers have not yet approved.

The budget proposal, which is only the governor’s request for lawmakers in the General Assembly, does not call for income tax increases.

Over the next four months, lawmakers will work on an operating budget of their own to send to the governor which may or may not address all of his requests.

It also does not rely on any federal funding increases that have not yet been passed into law, although a federal Medicaid reimbursement rate increase that is already in place does account for a $638 million reduction to the state’s expenditures.

It was Pritzker’s third budget message since taking office in 2019. And unlike others that were delivered from the House chamber in the Capitol, this year’s message was delivered remotely through a prerecorded video due to the ongoing COVID-19 pandemic.

The address was recorded at the Illinois State Fairgrounds, which now serves as a COVID-19 vaccination site.

In his speech, Pritzker had

harsh rhetoric for “far right” Republicans at all levels of government, describing them as “carnival barkers,” for lobbying against federal relief to states and for defying health guidelines. He also once again made note of the twoyear budget impasse presided over by Republican former Gov. Bruce Rauner, calling it a “self-inflicted” period of suffering which saw the state’s backlog of unpaid bills balloon to over $16 billion.

He said in the past 20 years, as pension payments have become an increasing burden on state finances, Illinois’ number of government employees has shrunk by 30 percent, the Illinois State Police force has shrunk by 40 percent, and the Illinois Environmental Protection Agency work force shrunk by 60 percent, he said.

“If there is anything the last year should have taught us, it is that we need a reliably well-funded government,” he said. “Many on the far right have made their name in politics by touting cuts to unemployment programs and health insurance coverage. They called anyone who sought unemployment benefits ‘takers.’ They demonize state employees. And they fought unrelentingly to eliminate any state or federal funds designed to make health care more accessible, equitable and fair.”

from changes allowed in the federal Coronavirus Aid Relief and Economic Security, or CARES, Act. That change would keep revenues flat from a year ago by providing that the CARES Act cuts passed last year would not automatically reduce Illinois state tax burdens for businesses.

The measure failed in the lame duck session as Republicans blasted it as a more than $500 million tax increase on businesses, but Democrats at the time said it was a way to prevent revenue loss by maintaining the status quo.

Total revenues for the year represent a 4.1 percent decrease from a year ago, due in large part to $2 billion in borrowing from the federal Municipal Liquidity Facility program, $690 million of which is due in fiscal year 2022 but will be prepaid in fiscal year 2021, according to budget officials. Another $1.2 billion in MLF borrowing from June 2020 is also due to be repaid in the current fiscal year.

K-12 education funding from the state will remain flat from a year ago, the second straight year the state would forgo that added $350 million called for in state law each year as part of an evidence-based funding formula.

The budget proposal also eliminates a 48-month deadline for repaying interfund borrowing, which alleviates $276 million of pressure in the current fiscal year by allowing the state to repay fund borrowing on an extended deadline.

Budget calls for full pension payments The budget calls for a full pension payment and increases funding for the Department of Children and Family Services by 7.9 percent. Pritzker

also asked lawmakers to pass a standalone bill increasing spending for the Illinois Department of Employment Security by $60 million in federal funds for the current fiscal year and called for an added $73 million for the current fiscal year in federal funds.

Higher education would see funding levels maintained and Monetary Award Program grants for college students would increase by $28 million, per the governor’s request.

Pritzker’s budget proposal also calls for an 8 percent reduction, or $638 million, in Medicaid expenses. That’s because the federal government has increased its share of Medicaid funding by 6.2 percentage points through the end of 2021 as part of its pandemic response plan.

Local governments also would see a cut in financial assistance they get from the state. The Local Government Distributive Fund, or LGDF, which gives local governments a share of the income tax revenue the state collects, would only be funded at 90 percent, but officials in the governor’s office said they expect that cut to be offset by gains they municipalities would realize through the closing of corporate tax loopholes.

Budget officials also claimed the budget shortfall for the current fiscal year has been addressed through the federal borrowing, $700 million in operational cuts and revenues performing better than projections. The state is now projecting a surplus of $77 million for the current fiscal year, along with the ability to prepay some of the Municipal Liquidity Facility borrowing from the previous fiscal year.

f a big smile and positive attitude were the determining factors, Emma Jacobson would be a shoe-in as Student of the Year for the Leukemia and Lymphoma Society.

Jacobson, 17, a junior at Elkhorn Area High School – and her team, the Movers and Shakers – are on a mission to raise $50,000 for the LLS. Jacobson is one of 21 students vying for this year’s Milwaukee Student of the Year title, an honor awarded to whomever raises the most money by March 11, at the end of a seven-week campaign.

She has a personal reason for getting involved.

“My freshman year, my dad was diagnosed with leukemia and lymphoma. Then last year, I was asked by Max Whiteman and Carter Kammes, who were leading a team to raise money for LLS,” Jacobson said. “I personally raised a lot of money, $8,000, so this year I was asked if I would come back as a candidate for the 2021 Students of the Year campaign.”

Jacobson asked her sisters – Madalyn Reichert, Rebecca Terpstra, Hannah Heggernes and Maren Jacobson, and close friends – Abby Cook, Kloie Potts, Kaeleigh Runnells and Paige Jacobs, along with her mom, Judy, who she refers to as the “team mom” and the team Movers and Shakers was up and running.

“All of us – my sisters, my mom and my friends – are very excited and happy to be doing this,” she said.

Nonstop fundraising “We started coming up with ideas for fundraising and have been trying to do a meeting every weekend to discuss what we’re doing,” Jacobson said.

They’re selling Kwik Trip car wash cards where buyers get five car washes for $36. The team had plans to distribute 50 coin boxes by last week at businesses throughout the area. They also did an O & H Kringle sale, which ended Wednesday but several hundred kringles were sold through that event.

This weekend, on Saturday, Feb. 27, there will be a Students Supporting LLS fundraiser at Whiskey Ranch in Delavan and the weekend of March 6 and 7, the team will be selling food from Frank’s Piggly Wiggly Brat Hut for lunch (see “Upcoming events” for details.)

“We also have a beef raffle thanks to my sister, Rebecca as her husband’s family donated half of a beef cow and someone donated $200 toward the processing fee,” Jacobson said. That raffle is $10 for a ticket or six tickets for $50. The winner will be drawn and announced at the Whiskey Ranch fundraiser on Feb. 27.

Other ways students rise funds include letter-writing, emails and personal requests, in addition to the fun events and ideas they plan for the campaign.

In Jacobson’s letter, she explains that she is part of the campaign “in honor of my father, Steve, in memory of my former Pastor Gerald Petersen, and other family and friends who have fought and continue to fight against this battle.”

Getting kids involved Chelsea Metzger, the campaign development manager for the LLS’ Milwaukee Students of the Year campaign, said candidates are nominated or apply and are often past participants on other teams. It’s viewed as a leadership development program for the kids and they don’t turn anyone away.

“We basically just make sure it’s a good fit for them and us. We want them to be successful and that means making sure they have the time and support for it,” she said.

The program is national but it didn’t come to Wisconsin until 2018.

“That first year we had eight teams and raised $156,000. Last year we had 18 teams and raised $655,000. This year we have 21 teams and hope to exceed that amount,” Metzger said.

She said the students in the running for this year’s honor deserve extra praise because they signed up while in the midst of the pandemic.

“We hold a grand finale celebration with 400 to 500 people and last year it was supposed to be on March 12, which was the day we shut down, unfortunately. But the virtual event was a success nonetheless,” she said.

This year’s finale will be from 6 to 8 p.m. on Thursday, March 11 and will be virtual as well, however, Metzger said there are advantages to the virtual aspect.

“Everyone who donates is invited to the grand finale since it’s virtual. It allows participants and teams to invite as many people as they want to participate and watch the event,” she said.

McHenry County is creating a program to disburse more than $9 million in federal aid to qualified renters unable to pay their rent or utilities because of pandemic-related financial hardship.

On February 16 the County Board voted unanimously to create the McHenry County Emergency Utility and Rental Assistance Program, which will distribute $9.12 million allocated to the county through the COVID-19 stimulus bill signed into law Dec. 27. The program aims to reduce or eliminate pandemic-related evictions, prevent homelessness, avoid damaged credit that could hurt future housing opportunities for renters, and repair landlord/ tenant relationships strained because of lack of payment.

Landlords can apply for assistance as well.

“While restrictions on our businesses and lifestyles continue to loosen, and while more and more people get vaccinated against COVID-19 with each passing day, we can’t for one moment allow ourselves to forget the economic havoc that the pandemic has wreaked on households,” County Board Chairman Michael Buehler, R-Crystal Lake, said. “People throughout the county have fallen behind on their rent or utility bills as a result, and this program offers them a direct lifeline.”

Restaurants, hotels call for reopening plan

Industry officials warn they can’t last another year without going out of business permanently

Officials from the hotel, restaurant and convention industries told a state Senate panel Feb. 19 that they need a clear plan for how they will be allowed to reopen as the COVID-19 pandemic wanes, warning that without such a plan, many will go out of business permanently.

“We need to know … a strategy, we need to know the metrics as we move forward because we cannot, we cannot lose another summer here in the state of Illinois,” Sam Toia, president and CEO of the Illinois Restaurant Association, told the state Senate’s newly formed Tourism and Hospitality Committee during its first virtual hearing.

The committee was set up this year by Senate President Don Harmon, D-Oak Park, because the state’s tourism industry has been among the hardest hit by the pandemic.

Currently, all regions of the state are under Phase 4 mitigations, which lim-

its private gatherings to no more than 50 people.

But Toia argued that many restaurants are capable of handling larger numbers of people safely, and he said there should be a more specific plan that would allow bars, restaurants and hotels to gradually move out of Phase 4 toward Phase 5, which is full reopening.

“We just want to know when we can go back to having conventions, having parties, private parties, figuring out when we can have some fans in stadiums. This is very, very unclear,” he said. “And we just want to get adjusted of what Phase 5 is going to look like. I don’t think we can wait 12 to 18 months.”

Michael Jacobson, president and CEO of the Illinois Hotel and Lodging Association, agreed, saying that without such a plan, hotels risk losing not just another season, but another year.

“What our industry needs is clarity,” he said. “Meeting planners are making their

plans right now for events booked this summer and beyond. … Because of how long these planners book in advance, we cannot take a day-by-day approach to these restrictions; otherwise, we are putting months and months of future business at risk of leaving our state. And once a meeting leaves Illinois, it becomes so much harder to convince that organizer to come back to our state.”

Jacobson said the statewide average occupancy rate for hotels in Illinois in December was only 27 percent, roughly half what it was a year earlier. That compared to a nationwide average occupancy rate of 37 percent.

During a one-week period in January, he said, the occupancy rate among Chicago hotels was down 84 percent

from a comparable week in 2019.

“It has become clear that we will be among the last industries to recover from this disaster. In fact, we don’t anticipate a recovery to pre-pandemic levels until 2024 at the earliest,” Jacobson said. “And that is assuming that the recovery accelerates here in the next couple of months.”

Toia and Jacobson both noted that other states are adopting plans that allow for a more gradual reopening of businesses with larger and larger group limits. Both also argued that workers in those industries should be prioritized for vaccinations.

According to the “Restore Illinois” reopening plan, the state can only move into Phase 5 when “testing, trac-

ing and treatment are widely available throughout the state. Either a vaccine is developed to prevent additional spread of COVID-19, a treatment option is readily available that ensures health care capacity is no longer a concern, or there are no new cases over a sustained period.”

Toia and Jacobson argued that with vaccines now in distribution and the spread of the disease greatly slowed, it’s time for the administration to start making more specific plans for how and when the state can transition to Phase 5. The state’s rolling seven-day case positivity rate on Feb. 19 was 2.7 percent, the lowest it’s been since early July.

Sen. Terri Bryant, R-Murphysboro, noted that following a Senate Health Com-

mittee meeting earlier this week, Republicans sent a letter to Illinois Department of Public Health Director Dr. Ngozi Ezike asking her to specify what constitutes “widely available” and “a sustained period.”

Committee Chairwoman Sara Feigenholtz, D-Chicago, said the committee would review that letter and any response the administration provides.

“Our goal is to meet and construct a safe plan to get tourists into hotels, restaurants and our cultural institutions,” Feigenholtz said in a statement after the meeting.

“There is a path to do this safely, and Illinois must look at the modeling and metrics of other states in order to kickstart a struggling industry.”

Membership in this club isn’t by choice

I woke up this morning to a message no one ever wants to receive.

It was from a dear friend, roommate from college and bridesmaid at my wedding.

Her husband was in a car accident yesterday and died.

I cry writing this because it is so close right now.

She wrote looking for help.

Looking for advice. Looking for something, anything to make sense out of something that makes no sense. She asked, “How did you do it?

How did you get through it?”

I didn’t have the heart to tell her that I didn’t do anything. Still haven’t gotten through it. I’m not sure anyone ever does.

I had tears – lots and lots of tears for her – but no clearcut advice. There is none.

I’m glad she sought me out. I did the same thing.

Unfortunately I have a few friends who have walked this path before me and I turned to them for help, answers, advice, an ear – whatever they could give me.

They were more than gracious; I think because they knew.

I was now a member of their club. It’s a club no one ever wants to join.

Membership is the opposite of coveted, yet some of us find ourselves here, with the

label we never, ever thought possible. Members of this elite, prestigious, inane, stupid club.

Widow. Widower.

Alone. Filled with sorrow.

Heart literally aching. Chest pounding. Not knowing what tomorrow will bring. Afraid to move forward. Terrified to look back.

But we are in this together, whether it’s been five days, five weeks or five years; we all know.

Quite honestly it’s a horrible reality that no one should ever know. There are countless other horrible realities out there. I get it.

But I’m a member of this particular special club. And it sucks.

It’s a club like the Hotel California: You can check out anytime you like, you just can’t ever leave.

Those of us in this special club can’t leave. Not ever.

But we can move forward, on a new path that we probably never considered before our membership was

thrust upon us.

It’s hard as heck, though.

It’s like a never-ending, scary ride that just keeps running around the track over and over and over even though you are screaming to get off.

I’m not sure any of us will make it. But we’ll try. I know I’m going to try. I am trying.

Although some days it doesn’t feel that way. Some days it feels as though I’m stepping backwards instead of forward.

Some days it doesn’t feel like anything at all. Some days the feelings are so intense I can hardly breathe. Some days I wake up to a memory that tightens in my chest and takes my breath away and I have to get up and just walk and breathe slow and steady. People tell you to think of happy memories, but sometimes (often times) even the happy memories feel sad and you feel your chest tightening.

Some days thoughts of my own mortality creep in and I lose my breath again. Some days I think it’s all too hard, but then I think of my kids and know I have to find a way – some way – for them and for me. Some days I wake up calm and I roll over and give thanks for comfy pillows and a warm bed.

Some days I feel a small hint of normal again.

People have lots of kind advice about getting through and over grief. About the healing process I don’t think I’ll ever be healed; there is no healing this grief. At best, I think, there is learning to live in tandem with it. Learning to laugh again, despite the loss. Learning to be OK with laughing again, despite the sadness. Learning to be OK with feeling sort of normal again without collapsing in a pool of anxiety because how can you feel normal when your world has collapsed from within? How do you orchestrate such a feat?

I’m not sure. Not sure I ever will be sure. But I am trying. I am trying to reconcile these two worlds in which I now live, and I hope and pray that the people I come across will understand and allow me the grace I am aching for.

The exact same sentiment goes out to my dear friend who is experiencing her own grief, which is even more recent than mine. This is for you, Paula. Hugs and love.

The Lake County Sheriff’s Special Investigations Group (SIG) set records in 2020, seizing nearly $3 million worth of illegal drugs and 55 illegally possessed firearms, resulting in a total of 350 felony charges.

In June of 2020, Sheriff John D. Idleburg announced that Lake County had been chosen for inclusion in the High Intensity Drug Trafficking Area (HIDTA) program, operating under the White House Office of National Drug Control Policy.

This program provides federal support to law enforcement agencies in designated counties with coordination, equipment, technology, and additional resources to combat drug production and trafficking, placing an emphasis on high-level drug trafficking organizations.

SIG, consisting of 15 local and federal agencies, was able to increase its efforts due to the additional support resulting from the HIDTA designation. Additionally, SIG offers presentations to school educators, students, community organizations, and neighborhood groups to keep the community closely informed of drug trends,
