Maple syrup programs offered

by Lake County Forest Preserves For more than 40 years, educators and volunteers at the Lake County Forest Preserves led wildly popular Maple Syrup Hikes through Ryerson Conservation Area in Riverwoods. Each March, families, school groups and scout troops learn about the process of converting sap from the preserve’s towering sugar maple trees into sweet syrup.

“Educators are prepping a full slate of programs taking place in March,” said Director of Education Nan Buckardt.

“We are looking forward to offering both in-person and virtual programs this spring.”

In-person, public Maple Syrup Hikes are offered Saturdays and Sundays, March 5–20, at Ryerson Conservation Area in Riverwoods. Led

by Lake County Forest Preserves educators, the onehour hikes run every half-hour from noon to 2 pm and are open to all ages. “This year all public program hikes will be held entirely outdoors,” Buckardt said.

The temperature dictates what visitors will see along the trails, said Environmental Educator Jen Berlinghof.

“The timing for tapping maple trees comes down to temperature–above freezing during the day but still below freezing at night–plus precipitation and the hours of sunlight in a day,” she said. Changing temperature is what causes the sap to surge upward from the roots toward the branches,

where it helps the leaves grow and the buds bloom. Then in the summer, the leaves will produce more sap, which will settle back down in the roots come winter, Berlinghof said.

“Visitors are able to witness the wonder of turning sap from sugar maple trees into sweet maple syrup. All registered participants can have a taste,” Berlinghof said.

Ryerson Conservation Area has many maple trees

and good soil. Syrup production only happens in late winter and early spring.

Tickets for Maple Syrup Hikes are required. Hikes fill up quickly, so register early. Cost is $6 per person.

Drunk school bus driver causes crash, charged with felony DUI

Throughout March, teachers and scout leaders are encouraged to reserve in-person field trips. “We are enthusiastic that we are again able to offer the outdoor educational experience,” Berlinghof said.

The experience includes learning where we use the maple syruping process to meet science learning standards, Berlinghof said.

On Feb. 17, at approximately 4:20 p.m., Lake County Sheriff’s Deputies were dispatched to Cuba Road and Ela Road in Deer Park for a traffic crash involving a school bus. The school bus was transporting students home from Barrington School District 220’s Prairie Middle School.

Sheriff’s deputies arrived and verified none of the students onboard the bus were James Dolan injured, nor was the driver of the other vehicle.

Sheriff’s deputies determined the school bus driver, James Dolan, 61, of the 4000 block of Victoria Drive, Hoffman Estates, was traveling northbound on Ela Road and made a left turn onto westbound Cuba Road. Dolan failed to yield to oncoming traffic and made the turn in front of a southbound 2015 Chevrolet Traverse, driven by a 58-year-old man of Carpentersville. The driver of the Traverse was unable to stop on the snow-covered road and struck the school bus.

Sheriff’s deputies at the scene detected signs that Dolan was impaired by alcohol. Further investigation revealed Dolan was indeed driving under the influence of alcohol, and had more than twice the legal limit of alcohol in his system. Dolan requested to go to the hospital due to a medical issue and was subsequently transported to an area hospital via ambulance. He was admitted to the hospital.

On Feb. 18, sheriff’s deputies obtained an arrest warrant for Dolan for aggravated driving under the influence of alcohol (Class 4 felony). A Lake County judge set the bond on the warrant at $100,000.00.

Dolan was discharged from the hospital on February 20, 2022, and was taken into custody. He was transported to the Lake County Jail pending an initial court hearing on Feb. 22.

Barrington School District 220 has been cooperative with the sheriff’s office throughout this investigation.

Sheriff John D. Idleburg said, “It is absolutely shameful that a professional school bus driver would put all of those children in his care at significant risk by driving drunk.

We are grateful none of the students, and nobody else was injured, as the driver’s horrifically poor judgement could have resulted in a tragic outcome.”

Mask policies elsewhere The appellate court’s decision comes the Pritzker administration is preparing to roll back the statewide indoor mask mandate on Feb. 28.

Pritzker announced that plan on Feb. 9 but said he intended to keep the mandate in place for schools.

Meanwhile, the issue of mask mandates has become more contentious in the General Assembly where, on Thursday, House Democrats voted to remove nine Republican lawmakers from the chamber for refusing to abide by the House’s own masking rule.

State Sen. Donald DeWitte, R-St. Charles, a member of JCAR, issued a statement saying there should be more legislative involvement in crafting pandemic mitigation policies.

“This appellate court decision is a clear indication that Gov. Pritzker’s unilateral decision-making relative to COVID-19 must end,” he said. “We are well beyond the point when the Governor should respect the authority and processes of the two other coequal branches of government. Rather than oneman-rule, the three branches should be working together to create clarity, not chaos.”

Impact on other districts It was unclear Feb. 18 exactly what, if any, state-issued mitigation mandates remain in place for schools in Illinois.

The 4th District court’s opinion indicated that the Sangamon County restraining order also applied to the governor’s executive orders. But both Pritzker and Raoul have said they believe the executive orders remain in place.

“While the Appellate Court’s ruling does not affect the enforceability of the governor’s executive orders, the decision does fundamentally misapply important principles of Illinois law related to the issuance of temporary restraining orders, such as the order issued by the trial court,” Raoul said in his statement Feb. 18.

Meanwhile, the court’s opinion also said individual districts that are not parties in the underlying lawsuit still have authority to adopt their own mitigation policies, independent of the governor’s executive orders or state agency emergency rules.

“We note the language of the TRO in no way restrains school districts from acting independently from the executive orders or the IDPH in creating provisions addressing COVID-19,” the court said. “Thus, it does not appear the school districts are temporarily restrained from acting by the court’s TRO.” Many of those districts, however, have negotiated the details of their mitigation plans with local teachers unions, and the Illinois Federation of Teachers said Feb. 18 that they should continue abiding by those agreements.

“We continue to insist

that school districts statewide abide by existing collective bargaining agreements that are in place to promote health and safety in schools and to follow our laws around safe schools and workplaces,” IFT president Dan Montgomery said in a statement. “As cases continue to decline, discussions about removing these mitigations must be based on good public health decisions. Medical science tells us that vaccinations, masking, and proper ventilation have been the best ways to maintain health in schools.”

Timeline of cases On Feb. 4, Sangamon County Circuit Judge Raylene Grischow issued a temporary restraining order blocking the enforcement of mask and vaccine mandates and the exclusion from school of people deemed close contacts with COVID-19 patients without giving those students and employees due process.

That order applied to the roughly 170 school districts who were named in the consolidated lawsuits. There are 852 public school districts in Illinois, plus numerous private school systems covered by the rules.

The cases were filed in various counties in September after the Illinois Department of Public Health issued emergency rules mandating that masks

be worn in school settings, that unvaccinated school staff would have to submit to regular testing, and that students and staff deemed to be “close contacts” with people infected by COVID-19 be excluded from school buildings and events for a period of time.

Those emergency rules were issued in response to a series of Pritzker’s executive orders.

However, while the administration was appealing that decision to the 4th District, the emergency rules that IDPH had issued in September expired, and on Feb. 14, the legislative Joint Committee on Administrative Rules voted not to extend them, citing concerns about the restraining order and the pending appeal.

“We’re currently in a situation where the TRO says this rule is not enforceable,” Rep. Michael Halpin, D-Rock Island, a JCAR member, said in voting for the motion to suspend the rule. “It’s possible, if not probable, that this might change on appeal, but as we now sit here, for that reason, I’ll vote yes.”

The 4th District panel, however, cited the JCAR action as its reason for not ruling in the appeal, saying the underlying rules covered by the restraining order were no longer in place.

“Because the emergency rules voided by the TRO are no longer in effect, a controversy regarding the application of those rules no longer exists. Thus, the matter is moot,” the court wrote.

The opinion was written by Justice John W. Turner. Justice Thomas M. Harris concurred in the opinion while Justice Lisa Holder White concurred in part, but said the issues concerning Pritzker’s executive orders were not moot and the court should have ruled on them.

Gov. JB Pritzker’s administration said Feb. 18 it will ask the Illinois Supreme Court for an “expedited review” of an appellate court’s decision not to rule on a lower court order that invalidated COVID-19 mitigation measures for roughly 170 school districts that were parties in a set of consolidated lawsuits.

Late at night on Feb. 17, the 4th District Court of Appeals said it would not review the temporary restraining order issued Feb. 4 by a Sangamon County judge, calling the issue “moot” because the emergency rules issued earlier by the Illinois Department of Public Health have expired and a legislative panel in charge of reviewing such rules had declined to extend them.

But the court also said individual school districts remain free to adopt their own mitigation policies, independent of

any executive orders or state emergency rules.

“The administration is working with the attorney general to request an expedited review of this decision from the Supreme Court,” Pritzker’s press secretary Jordan Abudayyeh said in a statement Feb. 18. “In the meantime, the governor urges everyone to continue following the doctors’ advice to wear masks so students can remain safely learning in classrooms, and is encouraged that the court made it clear that school districts can continue to keep their own mitigations in place.”

Attorney General Kwame Raoul also issued a statement saying he too was disappointed by the decision.

“The appellate court’s failure to address the important legal issues in question has added to the confusion resulting from the circuit court’s decision prioritizing a relatively small group of plaintiffs who

LCHD requests community participation in health survey The 2022 Community Health Survey is anonymous and can be completed online

On Wednesday, Feb. 16, the Lake County Health Department launched a survey to update its Lake County Community Health Assessment (CHA). Every five years, a new CHA is completed to better understand the health needs of the community and how they can be addressed through the Lake

County Community Health Improvement Plan (CHIP).

The Health Department is asking residents throughout Lake County to participate in the 2022 Community Health Survey to gather data for the CHA and CHIP. Residents can take the survey and learn more about the process at lakecountyil.gov/yourvoice.

“We know that every Lake County resident faces unique health challenges,” said Mark Pfister, Executive Director of the Lake County Health Department. “We are asking all residents 18 and older to take the Community Health Survey to help us guide our Community Health Improvement Plan

and to improve health outcomes for all.”

The survey is completely anonymous and can be completed in about 10 minutes.

Questions will range from topics like demographics and housing to green spaces and transportation availability.

“We use the data from the Community Health Survey

to examine the health status of communities throughout Lake County,” said Megan Franck, Population Health Analytics Manager at the Lake County Health Department. “The data indicates where additional resources might be needed and helps inform our plans for the future.”

The 2022-2027 CHA will be completed later this year and made available as a new, interactive website. Learn more about the CHA and CHIP by reading the previous 2016-2021 Community Health Assessment on the Lake County Health Department website at lakecountyil. gov.

Six years of court proceedings lead to guilty plea

Melodie Gliniewicz pleaded guilty Friday morning to the felony charge of deceptive practices in a Lake County courtroom. The guilty plea ends six years of court proceedings and renders next week’s trial unnecessary.

Prosecutors stated in court today that while the parties had agreed on the felony charge that Ms. Gliniewicz would plead guilty to, the sentence would need to be determined by the court. Judge James Booras accepted the structure of the plea and set the sentencing date for April 12.

Lake County State’s Attorney Eric Rinehart stated, “We are very pleased that Ms. Gliniewicz is taking legal responsibility for her actions. She deceived the Fox Lake Police Explorer Club and misused their funds. Our lawyers did an excellent job of reaching this negotiation as it foregoes the need for a trial and starts to end a long chapter in this story. The public will be able to learn more about her and her husband’s actions through a public sentencing hearing, at which each side can argue for the appropriate sentence. Her guilt is established, which is the goal of the trial.”

Prosecutors also indicated in court that the deceptive practices count allows the judge to give Gliniewicz a sentence of conditional discharge, probation, or prison. Booras stated that the prosecution would be allowed to offer aggravating evidence while the defense presents mitigating evi-

dence.

Officials further stated that the original indictments carried concurrent sentences, meaning any probation or prison time would have been served concurrently had she been found guilty of more than one count. Finally, prosecutors stated that they had consulted extensively with the Sheriff’s Department and attorneys for the Village of Fox Lake.

Rinehart added, “Throughout Lake County, the public trusts hundreds of individuals to manage millions of dollars in charitable funds. Those who violate this trust by deceiving donors and then using the money for their own purposes are committing felonies and will be prosecuted.”

Lindenhurst homicide investigation continues

On February 15, 2022, at approximately 4:00 p.m., Lindenhurst Police Officers were assisting Algonquin Police Officers with a missing person investigation, which resulted in the missing person being found deceased in a residence on Beck Road, Lindenhurst.

Algonquin Police were investigating a missing 25-year-old woman, who had not been seen since Sunday, February 13, leaving her Algonquin residence on Yosemite Parkway. The woman was last known to be going to her 25-year-old boyfriend’s residence on Beck Road, Linden-

On February 14, the woman’s family became aware that the woman’s boyfriend was involved in a head-on fatal crash, near Rockton, in Winnebago County. The boyfriend and other passenger in the crash were killed, but the woman was not in her boyfriend’s vehicle.

The woman’s family reported her missing to the Algonquin Police Department.

The woman’s vehicle was found in the driveway of her boyfriend’s and Algonquin Police Officers obtained a search warrant to search the residence. At approximately 4:00 p.m. Tuesday, Feb. 15, Algonquin Police Officers and Lindenhurst Police Officers entered the residence and found the woman deceased. The woman appears to have sustained significant blunt force trauma.

Due to the nature of the incident, the Lindenhurst Police Department requested the assistance of the Lake County Major Crime Task Force. The Lake County Coroner’s Office also responded to the scene.

Lindenhurst Detectives, Algonquin Detectives, and Major Crime Task Force Investigators continue to actively investigate the incident.

This appears to be an isolated incident and there is no threat to the community.

The McHenry County Narcotics Task Force responded to the scene and initiated a narcotics investigation. As a result of the narcotics investigation, the McHenry County Narcotics Task Force seized approximately 66.5 pounds of cannabis products, 112 grams of psilocybin mushrooms, 50.7 grams of cocaine, two (2) AR-15 style rifles, and a 9mm pistol. As a result of the contraband located and seized, Liam P. Keegan and Jade D. McGuire were arrested and transported to the McHenry County Jail.

Subsequent to the initial investigation, Michael Strauss and Austin T. Hird were identified as being involved in the narcotics activity that occurred at 4006 Oak Ave, Apt 3E, McHenry, Illinois. On February 14, 2022, arrest warrants were issued for Strauss and Hird for narcotics related crimes.

Shortly before 2 p.m. on Tuesday, Feb. 15, a body was recovered from the Des Plaines River near Libertyville. The deceased has been positively identified as Thomas “Tommy” Howe of Antioch.

On Friday, Feb. 11, an alert kayaker on the Des Plaines River saw a jacket along the shoreline that matched the description of the jacket Howe was last seen wearing. The kayaker then called police.

From the tip, search teams consisting of multiple area police K9 units and fire department dive teams conducted initial searches of the river on Friday evening and Saturday. Due to unfavorable river conditions, the divers were not able to resume their work until Tuesday afternoon, when the body was discovered.

On Wednesday, Feb. 16, an autopsy was completed by the Lake County Coroner’s Office. Preliminary findings indicate that Howe had signs consistent with drowning.

Further testing will take place in the coming weeks.

The Lake county Sheriff’s Office and Lake County Coroner’s Office will continue to conduct the investigation surrounding Howe’s death.

McHenry man third charged in Twin Lakes homicide

The Twin Lakes, WI, Police Department announced a McHenry man has been arrested and charged with the murder of a Kenneth Thoma.

Joshua C. Grimaldi, 18, of McHenry, Illinois, is now the third person implicated in the homicide. He was arrested by village police on Feb. 8.

Kenosha County prosecutors charged Grimaldi on Feb. 10 with one count of first-degree intentional homicide and one count of hiding corpse, both with party to a crime modifiers, according to online court records.

Online court records show Grimaldi made his initial appearance on Feb. 10 before Kenosha County Court Commissioner Loren Keating and received a $1 million cash bond.

According to the Twin Lakes Police Department, officers arrested Grimaldi after conducting a wide-ranging investigation into the Oct. 14 murder of Thoma.

“In the days since the murder occurred, investigators conducted a comprehensive investigation that included numerous interviews, reviewing hundreds of hours of digital evidence, and serving several search warrants,” police said in a news release. “Investigators used all available resources and partnered with other law enforcement agencies to

apprehend the suspects in this case.”

Joey L. Miracle, 18, Twin Lakes and Thomas R. Wilton, 20, Trevor, C. face the same Joshua Grimaldi charges as Grimaldi.

Miracle and Wilton each appeared preliminary hearings on Jan. 26, where Keating found probable cause a felony was committed, and bound both of them over for trial.

The two suspects, according to online court records, both pleaded not guilty to the crimes.

Grimaldi, formerly of Twin Lakes, allegedly acted as a “lookout” while Miracle shot Thoma behind the Tan Oaks apartment complex along Wilmot Avenue.

Initially missing A family member, according to a criminal complaint, reported Thoma, 60, missing on Oct. 19.

Less than a month later a man working on dirt bike jumps in a wooded area found Thoma buried beneath plywood in a shallow grave behind apartment complex where Thoma lived, the complaint states.

Authorities identified Thoma through dental records.

Since then, according to the complaint, Twin Lakes police learned Thoma did not incur any data usage of his cellular phone.

Investigators discovered a text message sent to Thoma at 10:45 p.m. on Oct. 14 remained opened.

The Twin Lakes police specifically asked Miracle if Thoma had sexually assaulted someone.

“Defendant Miracle said he didn’t know and would have to look on CCAP to find the truth,” the complaint states.

The next day, on Dec. 15, Miracle allegedly did not deny killing Thoma and told police he was tired and wished to go home.

Authorities, however, arrested Miracle.

Meanwhile, as for Grimaldi, police learned the man lived at Tan Oak apartments at the time of Thoma’s homicide.

Grimaldi, according to the complaint, said he did not personally know Thoma and only saw him in passing while he lived in Twin Lakes.

The Twin Lakes Police Department investigated Miracle’s allegations against Thoma and did not find any record of him committing any sexual assaults.

Weeks later, the mother received a call from her daughter, who said, “Mom, Joey murdered someone and they found the body.”

In an interview on Dec. 14, according to the complaint, Miracle told a Twin Lakes police official he was with Thoma on Oct. 14.

Miracle said the victim was leaving with another man, who later reported him missing, and that Thoma told Miracle that he was leaving and would return in about an hour.

The complaint alleges Miracle came back to Thoma’s apartment, where Thoma offered him a Monster energy drink and “crack,” which Miracle told police “was not his thing.”

states the man began digging in a deep hole and removed about three wheelbarrows full of dirt when he found a piece of plywood buried in the location.

The man then moved the plywood, taking out two more two wheelbarrows full of dirt, and reportedly struck what he initially believed was a rock.

The man, however, soon discovered it wasn’t a rock he struck.

As he dug out more, according to the criminal complaint, he found grey hair, eyes, a nose and ears peaking through the soil and quickly covered it back up because he “was scared.”

He immediately reported the discovery to the Twin Lakes Police Department.

Authorities removed the body from the wooded area and preliminary findings from an autopsy conducted by the Milwaukee County Medical Examiner’s Office revealed Thoma had been shot in the back of the head, according to the complaint.

Out-of-state tip On Dec. 12, according to the complaint, the Twin Lakes Police Department received a phone call from counterparts in Wellington, Ohio, stating Miracle’s stepfather told them Miracle killed Thoma in Twin Lakes.

The complaint alleges Miracle’s stepfather overheard a conversation between Miracle’s mother and her daughter noting Miracle “did something bad with his gun and that he had to get rid of it.” He learned Miracle sold the gun to his half-brother. “(The stepfather) said that they went on to say that they tried to bury his body, but they could only bury it so far – Miracle couldn’t bury it all the way and that’s how the body got found,” the complaint states.

The Twin Lakes Police Department, meanwhile, confirmed Miracle had stayed at Tan Oak apartments in October and November when the crime occurred.

Four days later, on Dec. 16, Twin Lakes authorities interviewed Miracle’s half-brother, who told them he was in a car with Wilton.

Wilton, according to the half-brother, told him Miracle allegedly shot and killed Thoma.
