Faith Lutheran School participates in The Penny’s Purpose blanket drive

From November 5 through December 4, Faith Lutheran School in Antioch collected and made blankets in support of The Penny’s Purpose Second Annual Blanket Drive.

The 103 blankets collected were new or gently-used, homemade or made by the students in the classrooms.

Faith church members also contributed to this worthy cause by bringing blankets to the office. Grandparents who lived several states away even sent blankets through the mail.

Through The Penny’s Purpose Blanket Drive these blankets will go to organizations in the local community including PADS of Lake

County (community based organization that provides support, resources, and shelter to those experiencing a housing crisis), Cory’s Project (supporting children in the HOT unit at Children’s Hospital), Midwest Veteran’s Closet, Archwood Senior Living, Reach Rescue and Filla a Heart 4 Kids. The project helped reinforce both the importance and the joy of giving to those in need in the community.

The Richmond Police Department has received numerous reports of Illinois Department of Employment Security Fraud.

The FBI has received thousands of complaints from people in Illinois who have fallen victim to an unemployment debit card fraud scheme.

Scammers are using people’s names and personal information to apply for unemployment benefits through the Illinois Department of Employment Security. Once those benefits are approved, the fraud victim receives a debit card in the mail. (Scammers) then go back into the system and they request that the money instead be transferred into an account they have set up.

The app’s timely release will mean the availability of alerts, news, and resources of importance to the Lake County community in the palm of one’s hand.

Users of the app who live in a village where the sheriff’s office provides contractual policing (Volo, Long Grove, Deer Park, Beach Park, North Barrington, and Lake Barrington) will have the ability to opt-in for alerts in their specific community. Additionally, all Lake County residents will have the ability to opt-in to countywide alerts and news from the Lake County Sheriff’s Office.

While 911 should always be the primary method of reporting an emergency situation, the ‘Submit a Tip’ feature enables members of the community to submit a crime tip directly to the sheriff’s office. The tip can be sent anonymously or with contact information, along with photos.

To make it easier for the community to obtain documents, app users will have the ability to easily file a Freedom of Information Act (FOIA) request directly via the app.

Under ‘Jail Information,’ users can utilizes the ‘Inmate Search’ function. There is additional information on the Lake County Jail, visitation, how to put funds in an inmate’s account, bonding information and more.

Search for sexual offenders (provided by Offender Watch) on an easy to access map or by list.

Other important features include obtaining accident/ police reports, careers, and press releases. Read and share social media posts from the Lake County Sheriff’s Office via Facebook & Twitter news links.

said no regions will be removed from stricter mitigations at this time, and it is unclear when the rollback of mitigations may begin.

“Since the surge hit us, it’s been important for us to get the right trajectory of cases, and hospitalizations and ICU use, and to make sure that we get to the right level. Remember, there are still many hospitals around the state, that have limited ability to take in new ICU patients, or even new hospitalizations. And so, we’re trying very hard to bring it down all across the state before we start to relieve the regions from Tier 3 to Tier 2.”

IDPH Director Dr. Ngozi Ezike was asked about whether the anticipated increase in COVID-19 cases and hospitalizations that was expected after the Thanksgiving holiday, due to greater numbers of people traveling and gathering, has been avoided since that spike has not yet occurred.

“I am really happy to say that we did not see the significant surge that we were very much concerned about in relation to all the reports that we saw of the large amount of travel here in the state of Illinois,” Ezike said. “I think all the mitigations that we had in place in advance of Thanksgiving have been helpful.

So, no we did not see a surge following Thanksgiving. I’m waiting for this final week’s tally, which is anticipated to come Dec. 21, but so far that is a good thing that we can report.”

However, Tier 2 mitigations still prohibit indoor dining at restaurants or bars.

“First of all, we’re very glad that things are moving in the right direction. We’re also concerned the numbers have not come down as precipitously as we would have liked to have seen by now.

And so that’s of great concern to us. We’re still seeing 7,000, 8,000, 9,000 cases every day, and we still have a positivity rate that’s far from the (World Health Organization) recommended 5 percent,” Pritzker said in response to a question about the regions that met criteria to return to Tier 2.

Gov. JB Pritzker announced Dec. 18 that more than 17,000 doses of the first coronavirus vaccine have been administered to Illinois frontline health care workers outside of Chicago, up from 3,500 doses on Dec. 17.

Pritzker said Illinois hospitals could begin to receive shipments of a second COVID-19 vaccine, developed by the drug company Moderna, as early as this week. That announcement comes one day after the U.S. Food and Drug Administration’s advisory committee recommended the use of the Moderna vaccine in people ages 18 and older.

The FDA granted Emergency Use Authorization for the Moderna vaccine on Dec. 18.

The first vaccine, developed

by Pfizer and BioNTech, received such authorization from the FDA the week before.

The Moderna vaccine was shown to be 94.1 percent effective after two doses four week apart, compared to the Pfizer BioNTech vaccine that was found 95 percent effective after two doses three weeks apart.

“This is yet another very exciting development, and it reinforces and it brightens the light at the end of the tunnel for all of us who have been fighting through COVID-19,” Pritzker said.

News about the vaccines comes as the state’s coronavirus death toll surpassed 15,000 since March, rising to

15,015 among 886,805 cases and more than 12 million test results reported since the beginning of the pandemic.

On Dec. 18, the Illinois Department of Public Health reported 7,377 new confirmed and probable cases of COVID-19 in Illinois, including 181 additional deaths.

Statewide, the rolling seven-day average case positivity rate was 8 percent, which decreased four-tenths of a percentage point from the day prior. This is the fifth straight day that the rolling seven-day average case positivity rate has decreased, and it’s the lowest rate recorded since Nov. 1.

At the end of the day Dec. 17, there were 4,690 people hospitalized with COVID-19 in Illinois, a decrease of 114 from the day prior. Approximately 25 percent of hospital beds remained open statewide.

There were 1,023 intensive care beds in use by COVID-19 patients as of Thursday night, Dec. 17, a decrease of 40 from the day prior. That left 20 percent of ICU beds open statewide.

COVID-19 patients occupied 589 ventilators, an increase of 14 from the day prior, leaving 72 percent of ventilators available statewide.

Oakwood Knolls unites for residents Property owners group seeks to improve lake quality, neighborhood relations

sure all Oakwood Knolls residents have access to the lake for fishing, swimming, kayaking, and boating. However, over the years, the lake has suffered from a lack of care.

Storm water run-off and runoff from farmlands around the area are increasing levels of sediment and pollution in the lake.

OKPOA aims to improve conditions in the lake for long-term environmental sustainability and enjoyment by all residents.

The group is doing this through the development and implementation of a Lake Management Plan that includes annual weed control and reducing farm field drain-

age into the lake. The group invites others join in the effort to help restore, preserve and protect this lake.

Playground effort The OKPOA board, along with the community, have been busy raising funds for new playground equipment for their subdivision park.

While doing so, Oakwood Knolls has experienced a new energy among the community as neighbors have been brought together with a common goal. Familiar and new faces have all been seen at the raffles, food trucks, and other small events. As they continue to raise funds this winter, they are busy finalizing plans to start construction first thing in the spring.

Inspired by the overwhelming support this year, the OKPOA organized a winter event to help bring some light to this holiday season.

Oakwood Knolls residents and the surrounding community were invited to take a tour of Oakwood Knolls and their holiday decorations.

The event brought a fun evening of activities for families to enjoy including a House Decorating Contest, a Kids Holiday Hunt and a Handmade Winter Items sales to raise funds for the playground.

The residents of Oakwood Knolls didn’t disappoint with more than 200 houses decorated for the season. Unfortunately, due to COVID, organizers determined that it was necessary to scale back on some of the planned events

Secret Santa arrives OKPOA has held many events, including a Secret Santa program. Over the years, the program lost some steam, but with the ongoing commitment of the board and the support of the community,

the group managed to rejuvenate it. Last year the program was were able to touch more than 20 families with Christmas joy.

Under this year’s unpredictable times, the entire community has pulled together to show just how important it is to give during this time of year. This year with the help of the residents throughout Antioch as well as officials

from the village, the group collected more than 100 gifts that Santa will be sharing with 31 homes and more than 60 children.

The OKPOA is looking to expand in the summer on their fishing and lake access and park area. This proposed plan looks to acquire the neglected right

Future plans “I’m looking forward to all of the exciting and new events that are planned for our Oakwood Knolls community in 2021. Throughout the year, all residents are invited to join in the association’s community clean up days, where the residents come together to take care of and beautify the shared subdivision properties.

The Oakwood Knolls Blessing Box which is a selfserve, drive up food pantry, started as an idea by a member, Barb Hain, and blossomed into reality with a coordinated effort between Hain and a local Eagle Scout looking for a community project to build. Neighbors helped to fill the Blessing Box, and people in need are welcome to take what they can use.

After the first successful year of the Blessing Box, and with the arrival of the pandemic, Hain and the OKPOA look towards helping out even more.

A community food drive was held the beginning of

November, which will stock the Blessing Box over the winter months. Donations were also able to supply six families with turkey dinners for Thanksgiving and there is

a plan to provide ham dinners for Christmas.

By acquiring the right of way the association will be able to maintain, manage and preserve this area for all residents with amenities such as new fishing piers, boat docks, kayak storage, wave runner docking stations, as well as designated parking, and a blessing box for shared water equipment. The association is also looking at means of compromise to meet the concerns of the area homeowners, which includes ways to preserve and protect their views and property values.

Men arrested for possession of stolen motor vehicle Kevin J Loomis, 38, of Woodstock and Gustavo A. Munoz, 44, of McHenry, were arrested on December 11, 2020 and charged with possession of a stolen motor vehicle, from a burglary which occurred in Wonder Lake.

On November 27, 2020 the McHenry County Sheriff’s Office took a burglary report for a stolen motorcycle and dirt bike from the 7700 block of Catalpa Ln., Kevin Loomis Wonder Lake.

On December, 11, 2020 Detectives learned that one of the motorcycles from the burglary on November 27 was being sold from a residence in the 4300 block of Parkway Ave., McHenry. Detectives acting in an undercover capacity were able to positively identify the motorcycle as one of the items stolen in the burglary. Loomis, Munoz and a Gustavo Munoz female were taken into custody where the stolen property was located without incident.

All subjects were transported to the McHenry County Adult Correctional Facility. Munoz and the female at the residence both had outstanding McHenry County warrants on unrelated charges.

Kevin J. Loomis was charged with possession of a stole motor vehicle Brandy (class 2). Gustavo A. Munoz, was McMillan charged with possession of a stolen motor vehicle (class 2), warrant: possession of firearm ammunition by a felon (class 3), 2 counts of possession of a controlled substance (class 4), and possession of drug paraphernalia (class A). Brandy McMillan was charged with a warrant arrest: possession of a controlled substance x2 (class 4), possession of firearm ammunition without a FOID (class A), and possession of drug paraphernalia (class A).

Pritzker orders more than $700 million in spending cuts Plan includes possible furloughs, prison closures

Gov. JB Pritzker has announced more than $700 million in spending cuts, calling it a “first step” in closing a $3.9 billion revenue shortfall in the current fiscal year’s budget.

As part of those cuts, Pritzker said his office is negotiating with employee labor unions to identify $75 million in personnel cost reductions, which could include furloughs, and that he is establishing a work group to identify possible closures of Department of Corrections facilities due to lower inmate populations.

“These cuts reflect the first phase of our path forward, doing what is within my powers, unilaterally and without the legislature,” Pritzker said during a news conference in Chicago.

“This is going to be tough. And as my ongoing conversations with General Assembly leaders would indicate, there is a great deal of work the legislature must do when it convenes next month.”

The plan includes hiring freezes at several state agencies as well as reductions or freezes in several grant programs at the Department of Commerce and Economic Opportunity, the Department of Agriculture and the Department of Natural Resources. It also includes a freeze on school maintenance capital grants, which are funded from casino gaming reve-

nues.

It also calls for delaying a scheduled rate increase for home health aids who provide in-home and community-based services to the elderly through the state’s Community Care Program.

In addition to the spending cuts announced, Pritzker earlier announced a plan to borrow $2 billion through the Federal Reserve’s Municipal Liquidity Facility, a program launched earlier this year to help state and local governments close budget gaps that have resulted from the COVID-19 pandemic.

But that still leaves more than $1 billion in savings that will have to be identified, unless Congress authorizes a relief package that includes aid to state and local governments, something that Republican leaders in Congress strongly oppose.

Pritzker said about $2 billion of this year’s shortfall is due to the COVID-19 pandemic, which has drastically cut into state revenues. The rest, he said, is part of an ongoing “structural” deficit in the state budget, one that he had hoped to fill with passage of his proposed graduated income tax amendment, and he lashed out at Republicans in Illinois who worked to defeat that proposal on the Nov. 3 ballot.

“It’s been two years since Republicans announced their wholesale opposition to the

‘Fair Tax,’ and it’s been 40 days since the election, and they have yet to produce any viable answer for balancing the budget,” Pritzker said. “They worked and spent endlessly to defeat the best option Democrats put on the table. And after all their bluster, it turns out that Republicans have no plan at all, to put the state on a firm fiscal foundation.”

But GOP leaders in the General Assembly responded quickly, arguing that the budget shortfall is the result of Democrats being unwilling to cut spending earlier.

“The governor can blame others all he wants for the state’s financial mess, but the fact of the matter is this is a bed of his own making,” Senate Minority Leader-elect Dan McConchie, of Hawthorn Woods, said in a statement. “Voters fundamentally rejected his graduated tax proposal because of their lack of trust in state government, which stems from years of Springfield increasing taxes and ignoring the reforms that Republicans have put on the table time and time again.”

House Minority Leader Jim Durkin, of Western Springs, said the deficit was built in to the budget that the Democratic-controlled General Assembly passed in May, which was predicated on passage of the tax amendment and the state receiving about $5 billion in federal aid that so far has not

materialized.

“Governor Pritzker, (Senate) President (Don) Harmon and (House Speaker) Mike Madigan were repeatedly warned about the dire shortfalls in the fantasy budget that relied upon the passage of the graduated tax and a ‘fingers crossed’ hope for a federal bailout,” Durkin said in a statement. “Instead of living within our means, they attempted to trick voters into raising taxes, and were sorely rejected by Democrat, Republican and Independent voters across the state.”

The state’s largest public employee labor union pushed back on the cuts. Roberta Lynch, executive director of AFSCME Council 31, issued a statement saying the union “is firmly opposed to any demands that unfairly target state employees.”

“Undoubtedly our state faces a severe fiscal crisis and action is urgently needed.

However, it is grossly unjust to suggest that frontline state employees who have already sacrificed so much in our current public health crisis should bear an outsized share of the burden of fixing the state’s fiscal crisis as well,” she said in the statement. “Moreover, it is counterproductive in the extreme to target these employees at a time when the need for state services and the demands on state government are greater than ever.”

On December 14, 2020, the sheriff’s office received information that four inmates in housing pod 5-North tested positive. These inmates had been housed at the jail for several weeks. Upon learning of the positive tests, extended proactive mitigation proto-

cols were ordered by Sheriff Idleburg which included the quarantine of pod 5-North.

This mitigation includes no internal or external movements of inmates assigned to pod 5-North. Only specific jail employees are allowed to enter pod 5-North all of which are wearing medical-grade PPE. All of the inmates in this pod were provided COVID-19 tests. Today, additional results were received showing 35 of the 53 inmates housed in pod 5-North were COVID-19 positive.

All of the inmates in pod 5-North, as well as all of the other inmate pods, have increased contact with the jail’s medical provider and are receiving exceptional care. To date, over 1,800 COVID-19 tests have been administered to jail inmates and jail employees.

A number of protocols have been in effect since February to reduce the likelihood of COVID-19 entering the jail, as well as enhanced mitigation procedures should inmates feel ill.

DUI driver crashes into squad while deputy on scene of a separate DUI arrest On December 20, 2020, at approximately 2:00 a.m. a Lake County Sheriff’s Deputy had their squad car parked on Sheridan Road, facing southbound, just south of Yorkhouse Road, Beach Park. The sheriff’s deputy was parked waiting for a tow truck to tow a Honda, since the driver was arrested for DUI. There was a passenger in the Honda, who was seated in the back of the parked squad car, as the sheriff’s deputy was going to provide the passenger with a ride after the Honda was towed from the scene. The sheriff’s deputy noticed a Dodge Durango traveling southbound on Sheridan Road toward him at a high rate of speed. The Dodge was traveling in the outside lane, the same lane the squad was parked.

The sheriff’s deputy stepped partially onto the roadway and flashed a flashlight toward the Dodge, as an added attempt the driver’s attention, as the squad’s emergency lights hadn’t. The Dodge continued southbound toward the squad.

The sheriff’s deputy immediately summoned an ambulance to check the passenger who was in the back of the squad and Solomon. Both the passenger and Solomon were uninjured. It was determined Solomon was driving under the influence of alcohol and with a revoked driver’s license.

Solomon was arrested and transported to the Lake County Jail. After reviewing the facts of the incident, the Lake County State’s Attorney’s Office approved the following charges: Aggravated DUI (Class 4 Felony), Aggravated Driving While License Revoked (Class 4 Felony), DUI – Alcohol, Scott’s Law Violation, and other traffic violations.

Solomon had an initial court hearing where a Lake County Judge set her bail at $100,000. She was next due in court on December 22, 2020.

All defendants are presumed innocent unless proven guilty in a court of law.
