Restaurant owner assists with fundraiser On October 28 the Antioch Chapter of PEO, Philanthropic Educational Organization, came together to raise funds to support local women that are pursuing and education in a trade.

In previous years the chapter hosted a lunch and card party to raise funds for educational supports, but due to the ongoing pandemic they were not able to hold their normal fundraiser. When the owner of The Vegas Cafe, Helen Chiappetta, heard of their plight she stepped up to help. The fundraiser turned into a soup-to-go event where approximately 50 quarts of soup were sold and picked up curbside at the restaurant located at 914 Main St., Antioch.

PEO’s mission is to celebrate the advancement of women, educate women

through scholarships, grants, awards, loans and stewardship of Cottey College, and to motivate them to achieve their highest aspirations. The PEO sisterhood is a nonprofit organization that has helped more than 113,000 women pursue educational goals by providing over $366 million in educational assistance, making a difference in their lives through six philanthropies and a foundation.

Legislators discuss statewide police reforms Lawmakers consider tying funding to compliance

In the wake of a recent police shooting that left one teenager dead and a woman injured in Waukegan, lawmakers met in a joint hearing of the Senate Criminal Law Committee and Senate Special Committee on Public Safety Oct. 27 to discuss statewide reforms for law enforcement.

Lawmakers and witnesses discussed body cameras, mandatory data collection, increased transparency around police shootings, residency requirements for officers and changes to how allegations of police misconduct are handled. Public defenders, state’s attorneys, municipal officials and law enforcement all gave testimony.

“We must address the procedures and policies that perpetuate the inequality and injustice that Black communities face,” state Rep. Justin Slaughter, D-Chicago, a guest speaker at the commit-

tee hearing, said. “Holding law enforcement officers to a higher standard and examining ways to increase transparency and accountability will undoubtedly help protect our families and pave the way for a more just future.”

Cook County Board President Toni Preckwinkle testified that change at the state level is required to enact lasting police reform, citing barriers of authority to municipal governments that have tried to implement changes regarding law enforcement.

“At the local level, police reforms have been limited at best,” Preckwinkle said. “The Chicago Police Department, for example, has either delayed implementation, or just refused implementation of the reforms.”

“We believe that the authority to mandate implementation should not be dependent on the will of the police department, but rather, certain reforms should be codified at the state with funding tied to police departments’ compliance,” she added.

Amy Campanelli, who serves as the public defender of Cook County, testified that despite body cameras already being mandated by the Chicago Police Department, her office has dealt with several recent cases where officers

“blatantly violate their body worn camera policy.”

Campanelli called for the General Assembly to pass House Bill 2111 which would make it a felony for a member of law enforcement to turn off, or fail to turn on, their body camera. Preckwinkle and the ACLU also supported the bill in written testimony.

According to Campanelli, cases that involve body camera footage move through the legal system quicker thanks to an objective third-party view being available to prosecutors, judges and defense attorneys.

“Body cameras and, more specifically, policies that require their constant use and that allow officers to be punished for violating them is the easiest and most effective way to ensure a greater sense of police accountability,” state Sen. Robert Peters, D-Chicago, said. “The era of ‘their word versus mine’ must come to an end. There must be a publicly available, unbiased record of any incidents that occur so that justice can be delivered and so that safety can be prioritized above all else.”

Illinois Association of Chiefs of Police Director Ed Wojcicki and Elgin Police Chief Ana Lalley supported the claim that body cameras help law enforcement and

the justice system solve cases swiftly and accurately.

Wojcicki testified to lawmakers that officers wearing body cameras were less likely to be the subject of misconduct claims, and departments with body camera mandates received fewer complaints compared to those without.

According to Wojcicki, as of 2019, only 75 of around 900 law enforcement agencies in Illinois use body cameras. Despite widespread support from law enforcement regarding the use of body cameras, Wojcicki said their prohibitive cost prevents more departments from implementing them.

Lalley said Elgin’s transition to body cameras in 2015 was possible due to a $500,000 federal grant the department received. According to Lalley, the city pays over $170,000 annually to store body worn camera footage.

She estimated mid-sized cities with 200 to 300 officers would have to pay close to $200,000 a year to deal with video storage.

“The cost of implementing a program can be a significant barrier for some law enforcement agencies,” she said.

The Association of Chiefs of Police submitted written testimony to the senate committees containing recommendations for making body camera

usage more widespread, as less than 10 percent of the state’s law enforcement agencies are utilizing the technology. Most were measures to reduce the costs of video storage and administrative duties.

“Eliminate most of the redaction requirements,” the Association wrote in its testimony.

“This is time consuming and expensive, and any citizen with a smartphone can video the same event and share it via social media without any redactions.”

The recommendations also called for deletion of accidental recordings, reporting standards to be relaxed, and for more monetary assistance from the state and federal government to fund body camera programs.

On accountability, multiple witnesses, including retired law enforcement officials, testified on the need for deep reforms to be made both statewide and nationally.

In written testimony submitted to lawmakers, the Law Enforcement Action Partnership, a collective of mostly retired law enforcement professionals from across the country, called for strong civilian oversight of policing and mandated changes to how departments handle misconduct.

“We cannot uphold public

safety without earning community trust. Without trust, people do not report crimes, and witnesses refuse to talk to us,” the Partnership testimony stated. “Holding ourselves to a higher standard is the best way to honor our profession.”

Dave Franco, a retired Chicago police officer and member of the Partnership, described a toxic culture in the department where politics influenced career trajectory and officers were encouraged to not report misconduct of fellow officers or intervene when excessive force was being used.

Recommendations to the General Assembly from the Partnership, the ACLU and Cook County officials all called for codified state laws that provide enhanced and expanded whistleblower protections and mandate that officers must intervene when witnessing excessive force.

Those three written testimonies also suggested independent civilian oversight of every department, permanent statewide records of disciplinary and complaint records against officers, and restrictions on the limited liability— also referred to as “qualified immunity”—given to officers in the line of duty that provides legal protection to some forms of alleged misconduct.

On Wednesday, October 28, 2020, Medline distributed the hand sanitizer at the Lake County Sheriff’s Office in Libertyville. The hand sanitizer will cover all 36 police departments and the sheriff’s office in the 51 Lake County municipalities and unincorporated areas.

The Lake County Sheriff’s Office has continued following vigorous protocols in ongoing efforts to best mitigate the risks from COVID-19 spreading among employees. Throughout the pandemic, Sheriff John Idleburg and his administrative team have been working in close collaboration with the Lake County Health Department in mitigation efforts and response.

out in the field. Our officer’s access to additional hand sanitizer is really important to keep our men and women safe, so they can serve our communities.”

Types of Testing Viral (polymerase chain reaction or PCR) testing, commonly done with a nasal swab, is used to detect a current COVID-19 infection. This is the only type of test offered at the IDPH mobile testing site and at state-run Community-Based Testing Sites.

Antigen (nucleic acid amplification test or NAAT) testing, done via nasal swab or saliva sample, is a rapid test used to identify current COVID-19 infection. Results are available in as little as 15 minutes, but antigen tests may be less sensitive than a PCR test. This means an antigen test is more likely to produce a false negative test result, especially if the person tested has no symptoms.

Antibody (serology) testing, a blood test, might tell you if you had a past infection and may not detect current COVID-19 infection, so it is NOT an appropriate test for someone who is currently in quarantine for potential COVID-19 exposure.

If you are told to quarantine for 14 days due to a potential exposure to an infected person, a negative COVID-19 test result does not shorten your quarantine period. The virus can take up to 14 days to be detectable in the body by a test, so it is important to continue the quarantine period through 14 days while monitoring for symptoms.

Lake County State’s Attorney Office awarded grant for Crisis Triage Stabilization Center The Lake County State’s Attorney’s Office has been notified by the U.S. Department of Justice that the Office of Justice Programs has approved their application for a Justice and Mental Health Collaboration Program: Support for Mental Health Centers grant in the amount of $750,000 to staff and supply a proposed 23-hour Crisis Triage Stabilization Center to assist people struggling with a mental health crisis.

The Lake County State’s Attorney’s Office worked jointly on obtaining the three-year grant with Nicasa Behavioral Health Services.

The $750,000 grant will help support the personnel and fringe costs of a project director, a project coordinator,

a clinical director, and counselor positions, along with other program costs necessary to run the program.

“Currently, so many people that struggle with substance abuse or mental health issues end up in the criminal justice system. As a society, we must do better,” said Lake County State’s Attorney Michael Nerheim.

“This center will allow us the opportunity to enhance our current efforts to divert those people away from the court system and towards the help they need. This has been a long-time goal for our county and I am excited to see it come to fruition.”

The free-standing crisis center is a massive collaboration by the Lake County State’s Attorney’s Office,

the Lake County Sheriff’s Office, the Lake County Opioid Initiative, the Lake County Health Department, Nicasa Behavioral Health Services and Lake County government. The new center is expected to open in 2021.

“The funding from this grant will allow us to address those in need with compassion and immediacy, in a non-threatening way, which has been proven to be very effective in other programs we have looked at around the U.S.,” said Bill Gentes, Executive Director of the Lake County Opioid Initiative. “We are excited to be able to get this program started here in Lake County.”

police drop-off for individuals experiencing mental illness or mental illness and co-occurring substance abuse issues. The center will provide a safe resource for people suffering from a mental health crisis rather than the alternative of transporting them to jail or to an emergency room.

“Having this crisis center here in Lake County is long overdue,” said Lake County Sheriff John Idleburg. “The Lake County Jail is not the place for someone in mental crisis, they deserve to get the supportive resources needed.

The Lake County Sheriff’s Office will continue to work with our county stakeholders to make this crisis/wellness center a reality.”

Don’t let the fear of trying something new keep you from being entertained by this fall’s College of Lake County (CLC) theatre department virtual performance of “The Twisted Tales of Poe.” Ironically debuting on Friday the 13th of November, this show is a radio-style drama featuring four of Edgar Allan Poe’s scariest stories, “The Tell-Tale Heart,” “The Cask of Amontillado,” “The Raven” and “The Black Cat.” And it is entirely free to attend.

Director and CLC theatre chair Craig Rich said the darker side of Poe is intriguing to many who enjoy suspense and like to be scared. “Using the technology at hand, our students will convey all this and more,” he said. “The story transferred exceptionally well to the new mode of delivery and has been accepted wholeheartedly by those in this production who are excited to bring Poe into your home.”

Beginning with the online auditions open to all CLC students as well as the community, Rich was dedicated to finding a way to involve all who wanted to participate. “I feel fortunate that we have been able to safely move forward with our classes and productions. It’s vital that we give our students the opportunity to keep learning.”

Students are just as excited about the opportunity to perform, such as Ara Bonsignore who said, “It’s great to be able to do theater again. Especially with such an amazing story to work with.”

Local schools are allowed to make their own decisions about whether to participate in basketball, according to the board’s statement.

In response to a question about the IHSA, Pritzker suggested that schools could face legal consequences if illness or injury results from sports play that is contrary to the state’s guidance.

“I finally will say that schools, I think as I’ve said several times, will potentially be subject to some legal liability if something happens as a result of their playing a sport that we’ve issued guidance about that is not congruous with what the school is operating under,” he said.

After the IHSA’s decision, Illinois State Board of Educa-

tion Superintendent Dr. Carmen Ayala issued a statement criticizing the IHSA for contradicting public health guidance.

She also echoed Pritzker’s concerns about exposing schools to legal liability.

“Defying the state’s public health guidance opens up schools to liability and other ramifications that may negatively impact school communities,” Ayala’s statement read.

An IHSA spokesperson declined to comment about the potential legal liability raised

by Pritzker.

In an interview with reporters, IHSA Executive Director Craig Anderson was asked about filing a lawsuit.

“You know at some point, I think over the next month or whatever time frame, we’ll figure out if this is a legal issue for us as an association or if it is for our schools—and then we’ll have to pivot, as we’ve been pivoting a number of times throughout this school year,” Anderson said.

“This is a step forward to really say that as an association we think we can do it safely, and we want it for our students.”
