By Chris JohnsonREPORTER Anew fiscal year has begun for the Village of Pecatonica.As of May 1, a new spending plan went into effect, following earlier approval by the Pecatonica Village Board. In previous Fiscal Years getting the Budget done on time was threat- ened because of disagreement or late discussion. That hasn’t been the case for few years now as elected offi- cials have been getting the job done on time. Thisyearis littledifferentstartto spending money. Many projects have been delayed with labor usage being held at a functional level. The implementation of new plans for spring development was delayed after Governor JB Pritzker declared a halt to many outdoor proceedings and gatherings of larger groups of people. That filters down to the village level as road work, gutters and curb replacements stand still waiting for Public Works officials and municipal contractors. There are some noticeable de- viations on the Fiscal Year 20-21 Budget. A lot of parenthesis mark reduction in funds, due to certain restrictions placed at the State and FederalOperationslevels.will still commence, but it will be limited in comparison to many recent construction seasons PlansPecatonica. are in place to improve road conditions on primary driving areas in town, including off Main Street and along Fourth, as well as in other needy locations in the village. The Sewer Fund is expected to see nearly $1,000,000 invested in it this season. That could be tempered slightly with stay-at-home orders in place through at least the end of the month of May. One area that will continue to see an increase on the 20-21 Fiscal Year Budget involves how much money residents will pay for water service. Because the need to conduct Water Rate Study nearly five years ago, it was determined that step- ping up in rates for gallons used was order. Trustees voted in favor of the de- cision to implement a structured resi- dent payment fee structure under for- mer Village President Dan Barber’s term. Subsequent bodies of Trustees and Village President Bill Smull have maintained the original plan of struc- tured increased rates for use. The 2019 Fiscal Year actual Bud- get featured revenue for water ser- vice listed at $391,277.71. In the 2020 plan, the Budget featured a number listed at $485,908.73. Now, as the FY21 Budget goes into effect, expected revenue flow is projected to increase to $537,735.00.
