Burlington’s annual ChocolateFest is May 26-29

W

ith a country theme this year, Burlington’s 31st annual ChocolateFest returns to the festival fairgrounds May 26 to 29.

“This is ChocolateFest Country” will feature favorite activities from previous years and introduce a few new events sure to sweeten everyone’s mood.

Chocolate Fest began in 1985 when Bill Branen, Jack Berry, and Dave Wright of the Burlington Standard Press along with Henry Spreaha and Henk Hasert of Nestle, Mayor Marty Itzin and the Burlington Area Chamber of Commerce, brainstormed a way to draw tourists to Burlington and to celebrate Nestle’s 20th anniversary of doing business in Burlington. They capitalized upon the idea that most people love chocolate.

With Nestle’s help, they planned and marketed a Chocolate Festival and gave Burlington the nickname of “Chocolate City U.S.A.” The first actual festival was in May of 1987 and entertainment was hosted at local school auditoriums and athletic fields.

In 1992, following several years of changing locations to hold the festival, a permanent site was established. The now 4-day festival is held annually on Memorial Day weekend.

Some of the highlights this year include Bella Cain, headlining on the Main Stage

Sunday night, the annual Battle of the Bands, and activities and shows all weekend long at the Chocolate Experience Tent and the Family Land Stage.

The festival weekend is also host to the annual Veterans’ Memorial Day Parade, fireworks display, and the Jaycees arts and crafts festival.

At the Chocolate Tent

The festival brings back several of its food challenges including the High School Culinary Challenge, which features two Wisconsin high school culinary teams going head to head in a competition similar to the TV show “Chopped.” The winner of this year’s challenge will face last year’s winning team, the Westosha Central ProStart Team from Salem.

The teams will be competing for a portion of the $1,000 prize money to be used by their school’s culinary program.

Chef demonstrations are planned for the entire weekend, with area chefs preparing desserts, appetizers and entrée recipes with chocolate. Free samples to tempt the taste buds will be available at the chef demonstrations.

For guests who like to sample a variety of treats throughout the festival, there is a Chocolate Experience Taster Ticket available for $7, which can be redeemed for up to 12 chocolate samples inside the Chocolate

Experience Tent.

Foodies will also be able to enjoy other returning favorite events such as the live Chocolate Sculpting Competition, Giant Cupcake Eating Contest, Kids’ Sundae Challenge, Kids’ Cookie Decorating, Giant Chocolate Jenga, and chocolate eating contests.

As in years past, there will be complimentary, fresh (and warm) Nestle Tollhouse cookies, the Chocolate Marketplace and the ever-popular Chocolate Chunk Dig.

On the midway

One of the big draws to the festival

for kids of all ages is the carnival, which runs May 25 to 29. The Burlington Rotary Carnival features North American Midway Entertainment, which is the largest – and many consider the best – traveling outdoor amusement park in the country.

For those who can’t get enough of the rides, a Mega Pass can be purchased for the carnival’s entire run at a cost of $75.

The Mega Pass includes gate entry and parking on the grounds. The pass is available until May 24 at Richter’s Marketplace in Burlington and Twin Lakes, from 7 a.m. to 8 p.m.

Music has always been a big part of ChocolateFest and this year is no different. The Main Stage line up includes a wide variety of acts, from classic rock to county to blues.

The fun begins at 6 p.m. on Friday with the Big Al Wetzel Band followed by the Lunch Money Bullies. Saturday’s acts start at 12:30 p.m. with Squad 51, Journey tribute band Separate Ways takes the stage at 6 p.m., and Royal Bliss wraps up the entertainment at 10 p.m.

On Sunday, Eric Diamond will present a Neil Diamond tribute at 12:30 p.m. followed by blues band Reverend Raven and the Chain Smokin’ Altar Boys at 4:30 p.m. and headliner Bella Cain at 8:30 p.m.

Monday’s line-up will feature Beatles tribute band The Britins at noon and Orange Crush Band at 3:30 p.m.

Tickets are $7 in advance ($8 at the gate) for adults and $2.50 in advance ($3 at the gate) for children age 5 to 12. Children 4 and younger are admitted free of charge.

Memorial Day is “Pack the Pantry” for Love, Inc. and adults can bring five nonperishable food items (or $5 cash) to enter.

team’s fashion will be exhibited down the runway by one of the team’s own members. Only materials provided by contest organizers can be used.

The Chocolate Experience added the Kids Sundae Contest to last year’s lineup and, at 6 p.m. on Saturday, will once again host the chilly event sponsored by Adrian’s Frozen Custard.

“Kids 14 and under compete to name, design and eat their very own custard sundae,” Skrundz said.

The Choco Minute-To-Win-It contest at 2 p.m. on Sunday is also coming back.

Like the popular game show Minute-ToWin-It on NBC, contestants race the clock to complete physical challenges involving everyday items and, of course, chocolate.

And for those who just want a taste of chocolate competition that doesn’t require any skills other than the ability to eat, head on over to the tent.

“All weekend long we have chocolate eating contests with Nestle Crunch bars.

It’s a great way for kids and adults to try their hand at competitive eating. Also it a great way for friends to compete with each other,” Skrundz said.

High School Culinary Challenge For the second year in a row, the tent will host the High School Culinary Challenge where local high school ProStart culinary teams compete against each other for prizes.

Each team has 30 minutes to create their dish using the secret ingredients and times from the pantry table. They will have brought with them an already prepared dessert (which includes chocolate). The teams have a complete kitchen to work in and are encouraged to be as creative as possible.

WTMJ’s (Channel 4) Scott Steele will be the emcee for the first round of the contest at 7 p.m. Friday, where Pewaukee High School culinary students will compete against Washington Park High School culinary students.

The contest is judged by area chefs and celebrities, including Chef Michael Lavin from Gooseberries Fresh Food Market and Courtyard Catering; Chef Russel Tronsen, Lake Geneva Badger High School Principal and ProStart advisor; Bianca Andreano, board secretary of Farm Fresh Atlas of Southeast Wisconsin; and

Gateway Technical College President Beta Hortus on Friday night. Lavin and Tronsen will be joined by Scott Reed of Gorden Food Service for Sunday night’s judging.

The winning team of the final competition on Sunday night will take home a $500 prize and the runner up will take home $300. The runner up in Friday night’s competition will be awarded $200.

“Also hypnotist Chris Jones will be warming up the crowd for the High School Culinary Challenge,” Skrundz said. “He was on the television show America’s Got Talent, he hypnotized Howie Mandel. He is new to the Chocolate Experience Tent but is a crowd favorite at Chocolate Fest for many years.”

Burlington’s beginning

Before pioneers began to settle in the Burlington area, Native American tribes moved through the trails that passed through the western section of what is now Racine County. Some of those trails led to Mukwonago, which had a significant Native American settlement. There was also a small Potawatomi village somewhere in Burlington township in 1830 along with Big Foot’s village at the west end of Geneva Lake.

While there were scattered farms and settlements in the very early 1830s, it was after the Black Hawk War of 1832 when settlers began to move into the Burlington area. The war itself wasn’t the reason for the pioneer movement, but the national attention it garnered after newspapers on the east coast printed descriptions of the area and its beauty and possibilities for industry in the Rock River valley. The area was widely advertised in books and pamphlets and attracted immigrants by the droves.

With Burlington on the White and Fox rivers, it was the potential of waterpower that drew many settlers looking to run saw and grist mills.

According to the Burlington Historical Society website, the first “jack-knife” claim in the area was made around Dec. 15, 1835, when Moses Smith and William Whiting

carved their names and date on trees near the old Standard Press building on North Pine Street. They returned a couple of weeks later with Lemuel Smith and Benjamin. The men built a shanty on the east side of the Fox River in what is now Wehmhoff-Jucker Park, while they explored the area looking for waterpower sites and farming land.

In 1836 Daniel Rork made a claim to land on which much of the early settlement was built, selling the claim later to Silas Peck. During the summer of 1836 there were numerous “Yankees” who came to settle from New England, via the Great Lakes.

Up until this point, the area, while part of the United States, was considered ungoverned wildness. On April 20, 1836, the Wisconsin Territory was established by Congress. This land included the area, which formed the states of Wisconsin, Iowa, Minnesota and much of the Dakotas.

Milwaukee County included the present Racine, Kenosha, Rock, Jefferson, Waukesha, Walworth and Milwaukee counties and parts of Green, Dane, Washington, Ozaukee, Dodge and Columbia counties. Racine County, which also included Kenosha County at the time, separated from Milwaukee County on Dec. 7, 1836.

It was also a year for wild land speculation with speculators looking for cheap land to become possible village sites or divided into lots to be sold for high profit. Claim jumping

was frequent in 1836 and so were land disputes.

On June 6, 1838, a mass meeting was held in Racine to organize the Settlers Claim Society. A constitution was adopted to settle disputes and protect legitimate claims. The society also acted against claim jumpers, which sometimes led to violence.

One such incident was named the “Battle of Burlington” where about a dozen pioneers took part in the fight. No one was seriously injured, but there was shooting and an axewielding pioneer.

In 1837 Moses Smith was appointed postmaster of the settlement, then called Foxville. Mail was taken once a week from Racine to Mineral Point. Smith distributed the mail from his log cabin.

The community’s civic life began to take shape from 1837 to 1839. The first officers for the newly established Racine County were named on April 4, 1837. They included: Lemuel Smith, assessor; Benjamin Perce, school commissioner; and Silas Peck, constable.

In early 1837, Pliny Perkins and his father, Ephraim, moved to Foxville and bought the unfinished dam and “up and down” sawmill that Moses Smith and Samuel Vaughn had begun. They soon completed the dam and sawmill and also built a small, frame, gristmill, which ground the first flour shipped from Wisconsin to New York.

Also in 1837 the townsmen built a wooden bridge, the first bridge to span the Fox River, to enable grain and other products to be hauled to Southport (now Kenosha).

Rochester township was established on Jan. 2, 1838, and included all of Racine County west of Mt. Pleasant.

Burlington township, including what is now the Town of Dover and much of Brighton, separated from Rochester on March 9, 1839. The name was changed to Burlington on July 15, 1839.

The first physician to settle in the area was Dr. Edward G. Dyer, who moved into Burlington on June 20, 1839.

There were changes in the school in 1839, when Silas Peck deeded a lot bounded by Pine, Jefferson, Dodge and Madison streets to School District 1 for $20. A one-room schoolhouse was built the following year.

In 1843 Pliny Perkins built a woolen mill, which made the first roll of cloth turned out in Wisconsin and later made cloth for Civil War uniforms.

The first German inhabitants, Francis and Joseph Wackerman, arrived from New York in 1841. It was the start of a 10-year period marked by a large German immigration into the area and the state. The land, climate and products of Wisconsin were so similar to those in Germany, the new settlers found

themselves very much at home.

The German Catholic presence in the area built the first Catholic church in 1844, under the leadership of Rev. Father Kundig. This was the very beginning of what would become St. Mary’s in Burlington.

The Baptists were probably the first to organize in the area, meeting in the small brick schoolhouse, later known as Whitman School, in 1843. The Presbyterian Church also met in the schoolhouse until 1852 then built a church on Geneva Street.

In March of 1852, a small group of Baptists, Unitarians and German Methodists built the Union Free Church.

The winter of the “big snow” was 1842 to 1843. In a letter to the editor of the Standard Democrat on Nov. 5, 1908, Thomas H. Marsland wrote, “Mr. Editor: Sixty-six years ago today, it commenced to snow and it snowed some every week up to January 1, 1843. By that time there was 20 inches or more of snow on the ground.”

Marsland described a melt down in the letter during the beginning of January and then another snowfall at the end of the month, which dumped about 2 more feet of snow on the ground that didn’t melt until April.

The Aiken House was the station for the John Frinke and Company stage line that ran from Racine to Janesville, beginning in 1845. The line was taken over by Beswick and Jones after 1848.

On May 29, 1848, the Wisconsin Territory became the State of Wisconsin and Nelson Dewey was elected governor.

Many Burlington residents were connected with the “underground railroad” in the late 1840s and 1850s, in spite of the danger. The route came through Illinois (avoiding the Chicago area), Racine, Burlington, Gardner’s Prairie, Spring Prairie, Troy, Mukwonago, Pewaukee, Waukesha and Milwaukee.

The houses of Dr. Dyer, Lemuel Smith, Origen Perkins and Silas Peck are all known to have sheltered fugitive slaves.

The early 1850s were a prosperous time for the area, but from 1854 until after the Civil War, there was a depression. While a monetary panic swept the county in 1857, it was the coming of the railroad in 1855 that sent Burlington reeling. The line from Burlington to Savannah, Ill., was built in 1855; it was known as the Racine, Janesville and Mississippi Railroad Company. (It became the Western Union in 1866 and later the Chicago, Milwaukee and St. Paul Railroad).

The City of Racine was almost bankrupted building this railroad. It floated stock to more than $350,000 and saw a loss on the investment. Nearly every farmer along the line mortgaged his farm to aid the building of the railroad, causing the pain to be spread. The railroad also ended the stagecoach business west of Racine.

The depressed times continued until the early 1880s.

The 20th century

Commerce built up in the late 1800s and early 1900s with shops, stores, hotels, saloons and a variety of other businesses filling the downtown area. Large brick buildings began replacing wood structures and manufacturing picked up.

The second railroad came through when the Wisconsin Central line arrived in 1884. The two railroads helped the city grow.

In November of 1886 the settlement incorporated into a village and by 1900 it became a city. A city with all the modern convenience like running water, sewers, electricity, telephones, and piped gas for heating and cooking.

By September of 1909 the downtown area modernized and paved roads were next.

In 1920, the condensery and can plant were sold to the Nestle’s Milk Products Inc. and Burlington became the division headquarters for the company’s mid-west operations.

Burlington’s industry continued to grow through the next several decades, with many businesses and area banks making it through the Great Depression, wounded but still around.

It was about 1937 when the city began to focus on modernization efforts. It was a sign of recovery from the Great Depression when Burlington Mills Inc. announced major improvements to its Chestnut Street plant.

The city’s first air conditioning unit was installed at Arcade Rendezvous and bowling alleys in 1837 and the Plaza Theater put in the latest sound equipment.

The 1940s and World War II took many young men overseas and many local families lost loved ones. When the war ended in 1945, Burlington saw a building (and baby) boom like the rest of the country with many new homes being built and factories and retail businesses remodeled and/or expanded.

The 1950s were some of the nation’s most prosperous years and Burlington was no different.

New schools were built. Roads were paved. And television came to the city.

In May of 1955 the Standard Democrat was purchased by the Burlington Free Press and the name of the paper was changed to the Standard Press, which is printed weekly to this day.

In 1956, Mayor Ralph Larson broke the tie vote of the city council to approve an airport.

By 1960 the City of Burlington’s unofficial census was about 5,800 people with the town at about 7,700 people.

The Soo Line Railroad ended passenger service to Burlington in 1964 and Nestle Co. broke ground on a new plant after a five-year absence from operations in the city.

The Pinecrest Shopping Center was built in 1965 and opened in 1966. Foster Forbes Co. also opened its manufacturing plant in 1966.

The fire department got a new fire station on Washington Street in 1969. The firefighters had previously used the water department building on Commerce Street, which also housed the street and water department.

The 1970s were noted for extreme weather and disastrous fires. St. Mary’s was gutted by fire on July 25, 1977, and the Coach Lamp Restaurant, Natale’s Restaurant and the Colonial Club on Brown’s Lake all burned.

Then there were the floods and summer storms of 1973 and the infamous blizzard of 1978, which left 25-foot snow drifts in some places.

The 1980s marked a decided economic change for Burlington, which grew in size and stature.

A 68-acre industrial park was put in place with Wisconsin Electric Power Co. and Burlington Consumer Cooperative being the first to take residence. In 1985 the Fox River Shopping Center plans were announced that included a Pick ‘n Save and K-mart.

Burlington also celebrated its 150th birthday in 1985 with a week-long party that included a threehour parade. And in 1987 Burlington officially became Chocolate City, U.S.A. when it had its first Chocolate Festival, which is still held Memorial Day weekend under the name of ChocolateFest.

The 1990s saw the widening of the Highway 36 corridor to four lanes, which brought Walmart, Menards and Aldi to Burlington. The housing boom also brought more residents. In 2000, almost 10,000 people lived in the city, with another 6,000 or so living in the Town of Burlington. Today, there are about 25,000 people living in the area that includes the city and town of Burlington, and the towns of Rochester, Lyons and Spring Prairie.

The building of the Hampton Inn and Veterans Terrace in the downtown area are fairly recent additions, but in the last 20 years, the city has also lost its K-mart and other businesses and has a downtown in need of redevelopment.

City officials have been discussing how to revitalize the downtown area and draw new business and new people.

ChocolateFest

In 1985 Bill Branen, Jack Berry, and Dave Wright of the Burlington Standard Press along with Henry Spreaha and Henk Hasert of Nestle, Mayor Marty Itzin and the Burlington Area Chamber of Commerce, brainstormed a way to draw tourists to Burlington and to celebrate Nestle’s 20th anniversary of doing business in Burlington.

They capitalized upon the idea that most people love chocolate and with Nestle’s help, they planned and marketed a Chocolate Festival, giving Burlington the nickname of “Chocolate City U.S.A.” The first actual festival was in May of 1987 and entertainment was hosted at local school auditoriums and athletic fields. The big act that first year was the Kingston Trio.

By 1988 Hershey’s had taken the city to court over its nickname, “Chocolate City U.S.A.” which took a couple of years and much publicity, including an article in the Wall Street Journal, to resolve. After the first year, the festival date was moved to the third weekend in May. In 1992, following several years of changing locations to hold the festival, the need for a permanent site was evident. With the help of the city, an unused parcel of about 15 acres and a new purchase of about five acres were put together. Several chairmen coordinated the festival including Jack Berry, Kurt Ludwig, Kathy Zdanowski, and Bob Branen (Bill’s son) until he resigned in 1998.

With no heir apparent, the Burlington Chamber of Commerce polled local charities and service clubs to assess the effect of not having a Chocolate City Festival upon their budgets. They all were very concerned, since the Festival had become, for many of them, their major fundraiser.

After 12 years, the Burlington Chocolate Festival was facing a number of challenges including the time and effort required to produce it every year. With a family and his own business to run, Bob Branen approached the Burlington Chamber of Commerce Executive Committee in the fall of 1998 requesting their assistance with a plan to continue the festival. Upon acceptance, Bil Scherrer along with several dedicated local residents, many who previously served on the chamber board, began to flesh out a new Operations Committee.

Chocolate City Festival was renamed ChocolateFest and the new focus of the festival was to maximize its ability to help local charities and service clubs raise money while bringing a fun tourist oriented event to the city. ChocolateFest is a separate non-profit organization with its own board and it is not controlled by the city.

ChocolateFest timeline 1999 – New group takes over running ChocolateFest, adopting the title of “Operations Committee.” ChocolateFest parade is cancelled because of expenses and ability to organize it in time.

2000 – Began a “branding” program by developing a new logo and web page to go on all promotional materials. ChocolateFest parade is brought back thanks to Aurora. Beer tent added with sponsorship from C.J.W./Miller Lite.

2001 – A slightly profitable year for ChocolateFest with about $140,000 to charities and clubs. More blacktop is laid down creating better walking conditions.

2002 – Cold weather leads to a loss of more than $70,000 to festival but charities and clubs still made about $100,000.

2003 – Budget is $320,000 and projects a “reasonable” profit with $140,000 to charities and service clubs.

2004 – ChocolateFest is given the opportunity to move to Memorial Day weekend. Permanent grandstand is built in the Family Land Area.

2005 – The move to a four-day weekend proved to be successful.

ChocolateFest parade is now officially titled “Veteran’s Memorial Day Parade.”

2006 – Chocolate Experience Tent is created.

2008 – A significant upgrade in electrical infrastructure is installed on the grounds.

2010 – Established an Executive Committee.

2012 – Long-time advocate, and strong supporter, as well as member of the Operations and Executive Committee, James L Wanasek passes away. His son John Wanasek continues in his roles.

2013 – After 26 years, Nestle Foods & Confections announces that they will no longer be able to produce the creation in-house. Patrons are able to walk the entire festival grounds with an alcoholic beverage.

2014 – With temperatures in the 80s attendance was up about 25 percent.

2015 – The rainy weather put a damper on the ChocolateFest activities, but fairgoers made the best of the soggy situation.

2016 – ChocolateFest celebrates its 30th festival last year. Nestle USA celebrated 50 years in Burlington.

The future – ChocolateFest continues to make Burlington a destination point during Memorial Day weekend for people of all ages.
