f you’re currently on Medicare this applies to you if you have a Medicare drug plan or if you are enrolled in a Medicare Advantage plan (HMO or PPO). This does NOT apply to your Medicare Supplement plans; such as Plan F, G, N etc.

The Annual Notice of Change is a document you receive showing if your Medicare plan made changes for the upcoming year.

Some changes that you would see on your ANOC are increases or decreases in your monthly premium, changes to your co-pays, deductibles and the plan’s drug formulary.

An ANOC will list 2 columns, one is what your benefit is for the current year, the other column will show what it will change to in the new year.

The biggest offender of changes prompting people to look elsewhere is the “Stand Alone Medicare RX plans” that people that use Medicare as their primary insurance coupled with a Medicare supplement plan have. These plans seem to always be giving an increase to their deductible, premium and co-pay amounts.

y the time my friend’s grandmother passed away at 92, she had fallen six times. Two of those falls resulted in broken bones - once, her hip. Horrifying, to find oneself in that position. She was in a home for five out of the six falls, and still, it took some time to respond, get her stabilized, diagnosed, and fully recovered. Falls, my friend and her family quickly learned, are the leading cause of injury related deaths in Americans aged 65 and older. The Hidden Risks and Costs of Selling a Home in Uncertain Times As the residential real estate industry is forced to re-think how it operates during the global pandemic, many homeowners are wondering how to “safely” approach the home selling process in this uncertain time.

S

enior Home Purchase Program (SHPP) offers a unique service which addresses the hidden risks and costs which homeowners now face with the traditional home selling process.

“Selling a home, even in “normal times” can be overwhelming, especially for seniors who have been in their homes for years and feel emotional about moving; and now there is the added concern of health risks during the sales process,” says Rob Perkins, SHPP co-founder.

It is safe to say that I know nothing about pipes. I know a little about drywall, and some about framing; my husband has his general contractor’s license so I’ve picked up a few nuggets of knowledge over the years - albeit in conversation, not in practice.

PREPARING FOR TAKEOFF Colonel Gregory G. Raths Reports for Congressional Duty

McDonnell’s “masterpiece fighting jet,” the F-4 Phantom, rolled off the production line in December 1960, as a fleet defender built to intercept nuclear foes. Delivered to Miramar Naval Air Station, the jet was eventually bound for nearly four decades of service in the U.S. military.

or a rookie pilot, the F-4 could be a little hard to handle, its two-seater capacity requiring a little more of a team effort than fighter pilots were used to; and a nose that rose notoriously slowly off the deck of an aircraft carrier. For those of us who know nothing about planes, let alone what Mach 1 or 2 mean, a slow-going-nose doesn’t sound like much. But for Colonel Gregory G. Raths, USMC (RET) it was as much of a trial as any: with a bit of speed, that slow nose could over rotate to a stall. A rather rude initiation to the Marine Corps, if you ask me.

Luckily, meeting Col. Raths is nothing like stalling out over the deck of a 45,000 ton aircraft carrier, even though his sights are currently set on becoming a U.S. Congressman this year perhaps a task equal to lifting off the deck in a multi-million dollar war machine.

budgets. My first assignment was in Orange County, CA - at El Toro Marine Corps Air Station.”

and three sisters he grew up with in Phoenix, Arizona. The fifth of eight children, Col. Raths had an early view into the life of a serviceman. His father served in the Army Air Corps from 1941-1945, as a bomber pilot during WWII, and flew combat in the European theatre in the A-20, a night fighter and adaptable light bomber mostly used by the Allied forces in World War II. His mother stayed home full time with the family, keeping the household running.

Closed now, El Toro was long part of the vision of a developing community - a vision that Col. Raths would like to see brought back to American towns. Dwight Whiting, Boston-born founder of the town of El Toro, helped establish the first church, negotiated the arrival of the Santa Fe railroad through the valley, and saw the future of the community in its gentleman farmers: working hard and living off the wealth and proceeds of their walnut and apricot groves. Replaced now by shopping malls and a new town moniker, the vision Whiting and Col. Raths share for the country is fading, and Col. Raths believes it is time for a change.

“The American people have had enough,” he says. “We have been deceived, betrayed by our elected officials.

“As a kid, I mowed lawns, delivered handbills, went door to door selling anything from light bulbs to Christmas lights,” he says. Each step around the neighborhood was a step towards a life of service: to his community first as an Eagle Scout, class president, and multi-sport athlete, and eventually to his country - joining the Marine Corps Officer Candidate Program in 1972 after his freshman year at Arizona State University (ASU).

Enduring summer training at Quantico during the summers of 1973 and 1974, Col. Raths also received his Bachelor’s Degree in Business in 1975. By the time he graduated flight school in Pensacola, FL, “Vietnam was over, and the military began drawing down its forces, and reducing its

same politicians who got us into this mess to get us out.

There is only one special interest group I am interested in serving: the people of the 45th Congressional District.”

Col. Raths brings a unique experience and perspective to negotiating Washington’s political scene. Previously having served as Chief of Staff of the White House Military Office taught Raths much about how career politicians function, and he’d like to be a force that changes those functions.

We need new leaders with honesty and integrity” - two traits Col. Raths learned en force through his tours aboard the USS Midway, and later as squadron commander off the carrier USS Abraham Lincoln. “Washington D.C. has proven its ineptitude, and we must not allow this dreadful sequence to continue.”

His new assignment is a personal one: One he believes must be based on solutions, not politics as usual. Courage, rather than the opinion of a special interest group, or the hope of reelection.

Col. Raths has no aspirations to become a career politician - he’s already completed a 30 year military career and spent the past fifteen years in the private sector as a commercial airline pilot, president of an automobile parts distribution firm, and is currently an author and publisher. He is the current Mayor of Mission Viejo and volunteers within his community as a member of the Elks Lodge, president of the Mission Viejo Rotary Club, American Legion, VFW, St. Kilian Knights of Columbus and Vice-Chairman of the OC Board of Supervisors Veterans Advisory Council.

He is running for office because he simply believes that “a drastically new course for this nation must be drafted” and is committed to leading that charge on behalf of his friends, neighbors and fellow citizens in California’s 45th Congressional District.

At Mach speeds, most modern aircraft must compromise in order to maintain handling ability. Supersonic speeds create shock waves, and the stronger the shock wave is, the greater the pressure difference, which causes a sonic boom. While those outside the cockpit are witness to the boom, those inside the aircraft cannot hear it. America is at the edge of Mach speed right now, cruising into the path of governmental dependence and the “damaging impact of complacency and apathy.” Col. Raths would like to take back the controls.

Overseeing military support from the White House is no small task, especially after serving in the military at such a volatile and unpopular time, and Raths is all too familiar with the stresses and victories surrounding military legislation coming from Congress. He would like to make it clear that his next battle is back in Washington, fighting for the people of the 45th Congressional District where he’d like to “fix the mess that has been created by politicians invested in maintaining their power, rather than doing what they know is right based on the principles that made this nation great to begin with.”

For our future and that of our children and grandchildren: the time to survey the scene has passed. Start those engines, ladies and gentlemen.

A SENIOR FOR SENIORS When asked what types of current policy he sees as going in the wrong direction that he would correct if elected to office, Col. Raths points to the “fiscal mismanagement of programs such as Medicare and Social Security.”

“Why are members of Congress receiving pay raises and huge benefits when Social Security recipients are only receiving a 1.6 percent cost-of-living adjustment in 2020?” he asks. “Medicare co-payments, prescriptions and hospital bills are skyrocketing. I will focus on our seniors and see that they are taken care of.

How Can I Tell If I Have Skin Cancer?

There are three main types of skin cancer: basal cell carcinoma, squamous cell carcinoma, and melanoma. Because each has many different appearances, it is important to know the early warning signs.

ook especially for change of any kind. Do not ignore a suspicious spot simply because it does not hurt. Skin cancers may be painless, but dangerous all the same. If you notice one or more of the warning signs, see a board-certified dermatologist right away, preferably one who specializes in diseases of the skin.

WHAT PATIENTS NEED TO KNOW 1. Everyone needs to perform a self-skin exam once a month.

ACTINIC KERATOSIS

An actinic keratosis (AK) is a crusty, scaly growth caused by damage from exposure to ultraviolet (UV) radiation. An AK is considered a precancer because if left alone, it could develop into a skin cancer. AKs are the product of a lifetime accumulation of UV damage and typically appear on areas most commonly exposed sun, such as the backs of the hands, forearms, face, neck, and scalp.

BASAL CELL CARCINOMA

Basal cell carcinoma (BCC) is the most frequently occurring form of all cancers, with more than 4 million cases of diagnosed in the U.S. each year. BCCs may look like open sores, red patches, pink growths, shiny bumps, or scars. Any skin lesion that doesn’t heal, or bleeds with even gentle trauma, such as drying with a towel, is concerning for a BCC.

2. Melanoma can appear anywhere on the skin, including the palms/soles, under your nails, and places...for most, have never seen the light of day (genitalia). For this reason, it is important to look everywhere. Lock the bathroom door, get out a hand mirror, and check, it could save your life.

3. What to look for: ABCDEs, and an ugly duckling A - Asymmetry: If I draw a line down the middle, do the sides match?

B - Border: Is there a nice crisp border, or does the mole melt into the surrounding skin?

C - Color: Moles should be one color, one shade of brown. Is there a variety of shades or additional colors, such as black, red, white, or blue?

D - Diameter: Any mole larger than 6mm, ie the head of a pencil eraser, has a higher risk of becoming melanoma.

SQUAMOUS CELL CARCINOMA

Squamous cell carcinoma (SCC) is an uncontrolled growth of abnormal cells arising in the epidermis, the skin’s outermost layer. SCCs often look like scaly red patches, crusty bumps, warts, or elevated growths with a central depression. SCCs may appear suddenly and some forms are tender to touch. They can become disfiguring and sometimes deadly if allowed to grow. More than 1 million cases of SCC are diagnosed each year in the U.S., which translates to about 115 cases diagnosed every hour.

Incidence has increased by 200 percent in the past three decades in the U.S., and more than 15,000 Americans die each year from this type of skin cancer.

MELANOMA

Melanoma is a very dangerous form of skin cancer. Melanoma is caused mainly by intense, occasional UV exposure (frequently leading to sunburn), especially in those who are genetically predisposed to the disease. An estimated 178,560 cases of melanoma are diagnosed in the U.S. each year and is fatal for an estimated 9,320 of these patients. Fortunately, if melanoma is recognized and treated early, it is almost always curable.

E - Evolution: Has it changed?

F - The Ugly Duckling Sign: Most people have a “signature mole,” their own personal mole appearance and architecture. Is there a mole that seems different from all the others?

4. Everyone needs a full body skin exam by a board-certified dermatologist once a year, more frequently if you have a family history of skin cancer, a personal history of skin cancer, or live in an area with substantial sunshine.

In the Medicare insurance world we refer to it as an “ANOC” (we love using acronyms unfortunately we’re the only ones that know what they mean).

I

f you’re currently on Medicare this applies to you if you have a Medicare drug plan or if you are enrolled in a Medicare Advantage plan (HMO or PPO). This does NOT apply to your Medicare Supplement plans; such as Plan F, G, N etcetera.

The Annual Notice of Change is a document you receive in the mail (or online if you signed up for that) that explains the changes that your Medicare plan may have made for the upcoming year. Some changes that you would see on your ANOC are increases or decreases in your monthly premium, changes to your co-pays, deductibles, the annual out of pocket maximum and the plan’s drug formulary. (the prescription drugs that the plan gives you access to at a set copay or co-insurance amount) You will receive your Annual Notice of Change every year at the end of September. It’s not a fancy envelope with bright red letters reading, “Open Me, I’m Important to Read” rather it’s generally printed on an inexpensive paper resembling a newspaper, and it usually reads and looks 46 September 2020

like a pamphlet. All plans have some type of change for the upcoming year. An ANOC will list 2 columns, one is what your benefit is for the current year, the other column will show what it will change to in the new year.

Sometimes the change is good; a lower premium, deductible, co-pay or maximum out of pocket known as a MOOP (see, there’s another acronym for you!)

What you want to make sure of is that you are aware and informed when it’s not good news; a higher deductible, higher co-pays or premium or MOOP. At that point, you can decide if it’s going to affect you enough to want to look at making a change to your plan.

In the Medicare Advantage plan world, the HMO plans seem to have positive changes for the most part,

but the few PPO’s out there in Orange County not so much.

The biggest offender of changes prompting people to look elsewhere is the “Stand Alone Medicare RX plans” that people that use Medicare as their primary insurance coupled with a Medicare supplement plan have. These plans seem to always be giving an increase to their deductible, premium and co-pay amounts. Unfortunately knowing how to go about finding the right Medicare drug plan on their own isn’t something most Medicare beneficiaries know how to do.

eachers, administrators, and staff members of Capistrano Unified School District have been working hard to prepare the district for the 2020-21 school year – a school year unlike any other in history.

With state and county guidance continuing to evolve, the district developed flexible plans that can adjust as the pandemic situation changes, allowing families to choose the plan that works best for them. In addition, the district has shifted to a new K-12 digital learning platform.

CUSD hosted 30-minute webinars in August for families to learn the basics of the new Canvas distance-learning platform. Canvas, a pre-K to grade 12 learning management system, will replace the School Loop system.

“Although this school year opened very differently than what we are all used to, we are committed to supporting families and students as we navigate this adventure together,” said Superintendent Kirsten Vital. “We welcomed back over 47,000 young people for the new school year.”

The district has already distributed more than 7,000 Chromebooks to families – with 35,000 more expected in October – to ensure every student 48 September 2020

Normally, switching to a new district-wide technology platform would take a few years. Instead, the district has made the change in a matter of weeks. Parents, teachers, and students will work within Canvas to click into their courses, communicate, view grades, and much more.

Canvas is expected to make communication between parents and teachers easier. That was one of the pinch points that parents identified in a district-wide survey this summer after the spring’s quick dash into distance

“We asked our superstar teachers to give up their summer,” said Stephanie Avera, Capistrano Unified Director of Educational Technology. “They worked tirelessly to not only learn a new management system in hours – which sometimes takes days, weeks to learn – and then create content for every day of the week for the first trimester.”

“All these things we have in front of us come from that passion we have for kids,” Hornig said. “We aren’t perfect, but we have some amazing people that worked tireless hours all summer and continue to, to ensure we do the best we can for our community.”

As children crave contact with their friends, virtual book clubs provide an excellent platform to engage in book discussions, offer plenty of opportunities to express creativity, promote reading for pleasure, and allow time for some much needed social interaction!

Starting a virtual book club can be done with just a few easy steps. All you need is a small group of children (perhaps start with your child’s closest friends), an online conferencing platform (such as Zoom), and access to the same book for all involved (check out books online at your local library, or Amazon, for example) thus giving children the chance to discover what types of books interest them most. When children discover a genre that excites them, they are more inclined to spend time in those literary worlds as they uncover new adventures through reading.

Starting your own virtual book club can be done in just a few easy steps.

Choose a book! Choose a book that is age appropriate and fun, and that your club members agree upon. Many books are available on50 September 2020

line via eLibraries, or check your local library and explore its collection.

Invite friends to join the reading adventure! The ages of the children should be within a couple of years, and around a similar reading level.

Schedule club meetings! Once you have your group identified and a book selected, come up with a time to meet online in Zoom or Google. Plan to meet once a week for approximately four to six weeks (or longer depending on the number of chapters in the book).

Read. Discuss. Repeat each week!

At the end of the story, choose another book and keep your book club going!

A successful virtual book club has active members. Here are a few ways to keep your club members actively engaged and reading during the month.

The “I Survived” series covers a wide range of topics and time periods like Hurricane Katrina, the bombing of Pearl Harbor, the San Francisco earthquake, 9/11, and the Battle of Gettysburg. Even reluctant readers will like the suspenseful action that provides edge-of-your-seat moments.

Because of Winn-Dixie by Kate DiCamillo Because of Winn-Dixie is a Newbery Honor book about the summer Opal goes into the Winn-Dixie supermarket, and comes out with a rescue dog. Every character is memorable with a story to tell, and somehow all these stories meld together into a satisfying ending with an uplifting message. This book deals with such important themes: grief, hope, acceptance, loss, and friendship. There are lessons about how one should try not to judge by appearances, the power of love, and friendship.

GRADES 3-5 Harry Potter and the Sorcerer’s Stone by JK Rowling The Harry Potter books are perhaps some of the most re-read books in

history. Readers often find new insight into the story each time it is read. Discussions could include themes such as social justice, loyalty, courage, family or friendship. The book club could end with a synchronized virtual viewing of the movie.

Wonder by R.J. Palacio Wonder is written in various viewpoints to allow the reader to know what each character is thinking. It is a story about August Pullman who was born with a facial difference that, up until the start of the book, has prevented him from going to a mainstream school. Wonder has a way of touching each reading differently.

The phrase “watch list” doesn’t necessarily conjure visions of an idyllic vacation destination. Instead, it brings to mind images of a black and white FBI most wanted poster, plastered on community message boards and local law enforcement Twitter feeds. There is a raging debate about reopening schools in the fall, whether masks and social distancing will be enough to protect the kiddos walking out of their private quarantines and into a shared space with 30 other children.

We’re headed for a fall full of masks and hand sanitizer, instead of pumpkin patches and spiced lattes in our carpool cupholders.

on. I know, because I’m feeling it personally. As happy as our home is, it’s always nice to have a change of scenery, perhaps even more so today than ever. A familiar refrain of family and friends these last few months is to keep in perspective the silver lining in this unprecedent-

ed time of staying close to home.

However redundant it might sound, having more time as a family means we can spend more time as a family. And San Diego’s perfect climate, inviting beaches, abundant outdoor activities, and unbelievable accommodations make for an easily acces-

sible, atmospheric time away - even if only for a few days.

When researching options, we were hoping it wasn’t too tall an order to arrange an accommodation that was on the water, amenity-rich with family-friendly recreational opportunities (boat, jet ski or kayak rental - and a preferable heated - swimming pool were on our wish list). Hitting the mark on all counts, the Catamaran Resort Hotel and Spa stood out as

our family’s first choice for a proverbial “end of summer/ease into fall” family-friendly staycation.

CULINARY DELIGHTS The resort’s signature restaurant, Oceana Coastal Kitchen features chef-driven, California cuisine and a modern, ocean-inspired design and ambiance defined by sweeping panoramic waterfront views (its adjacent Moray’s lounge is characterized by flickering flames from tiki torches and lava rock fire pits). Ranging from casual and family-friendly to upscale, the space includes several distinct ocean-inspired dining areas (the quartz-topped cold bar is embedded with mother of pearl and sea glass; the focal point of the main dining room is an impressive 800-gallon aquarium. Our family is represented on all culinary fronts. I am a seafood aficionado.

My husband, Tim, is a meat-and-potatoes man. Our 12-year-old daughter has a pretty adventurous palate, but her 13-year-old brother always opts for traditional kid-friendly fare.

There was something for everyone on Oceana Coastal Kitchen’s menu - abundant seafood selections, beef and chicken entrees and a variety of delicious flatbreads, including a sweet fennel sausage and classic pepperoni.

OUTDOOR ENDEAVORS We spent the entire day outdoors starting with a spin around the bay aboard a 19’ Rinker rented through Action Sport Rentals (www.actionsportrentals.com), San Diego’s premier land and water sports rental company with multiple locations, including at the pier at the Catamaran Resort Hotel & Spa. The powerboat we chose is a fast, fun craft that’s also a super comfortable ride for up to seven passengers - while boaters stay within the bay, our experience alternated between a leisurely cruise in the channels an an exhilarating ride at speeds topping 40 mph.

Sunbathing and paddleboarding, relaxing by the pool, or simply cruising down the boardwalk definitely make my top-ten-distractions-from-homeschooling list. We can all agree that times are challenging, and certainly, they may not
