tate Senator Nick Collins brought the Senate to order this week, gaveling in and presiding over a session that included the passage of major statewide policy legislation, including a civics education bill, a supplemental spending plan with an emphasis on public health and the substance abuse epidemic, a municipal naloxone bulk purchasing program, collective bargaining agreements for UMass Boston and the Suffolk County Sherriff’s Office, and $70 million in relief for struggling hospitals and community health centers through the Health Safety Net Trust Fund.

In 2017, opioid-related overdose deaths fell by 8%, partially accredited to the widespread use of Naloxone, commonly known as “narcan,” which blocks the effects of opioids and reverses an opioid overdose. The program will not only increase access to narcan, but will also provide technical a ssista nce to pa r ticipating groups to ensure meaningful t ra in ing a nd reg ist rat ion.

“We know Narcan saves lives so it is critical to put the resources in places where they can be most effective,” said State Senator Nick Collins (D-Boston). “As substance abuse continues to rip through our communities, I am proud that the Legislature is continuing our commitment to f ighting this epidemic.”

Southie Longshoreman Brings Honor to all Americans

By Ray Flynn, Former Mayor of Boston and Former U. S. Ambassador to the Vatican Waiting for the dedication ceremony of the Bill “Skippy” Miller Park on Boston Waterfront on Monday to begin, several retired Longshoremen, Tom Glynn, Miller family members, MassPort, union leaders, Congressman Lynch, Councillor Flynn, area residents and I were talking about naturally the Red Sox winning the World Series yesterday. What an honor! Boston has always had some of the most loyal fans in the country, so in my opinion, no City deserves a championship more than Boston fans do. The Red Sox and the Boston Braves didn’t win any championships in those days, but everybody had a good story to tell. Even though my brother Steve and I were young boys at the time, our Dad who was a Longshoreman, took us to one of the Red Sox World Series games against the St. Louis Cardinals in 1946. Many years later while waiting for Pope John Paul II in the welcoming line at Lambert Airport in St. Louis and standing next to the legendary Stan Musial, The Pope after greeting me, looked at Musial and said to Cardinal Secretary of State Angelo Sodano next to him and said, “Now, here is a real Cardinal.” We all laughed,

but I later asked Stan Musial how the Pope knew that he played for the Cardinals. “I have no idea Musial,”said.

Anytime the Red Sox we’re playing, you could hear the game on radio on the ships, coffee shops and bars. You could hear all the dockworkers cheer when Ted Williams hit one out of the park.

I am happy that Mass Port named the park in memory of “Skippy” Miller who passed away last year. Skippy was a Korean War Vet, devout Catholic, dedicated family man and a hard worker. I’ve been going to a lot of services lately for Korean War Veterans, Sr. Park League Hall of Famer Jimmy Collyer from The All Dorchester Sports League being just one of them. After his wake, and having coffee and scones at Greenhills Bakery in Lower Mills, everyone agreed seeing that Jimmy did so much for the young people of Dorchester over the years, they were certain that Mayor Walsh, Councillor Baker, Rep. Cullinane, Senator Collins and community leaders would honor the memory of Jimmy Collyer.

It’s sad to go to so many wakes and funerals lately of truly so many kind and dedicated Americans, but it’s also a good reminder of the unsung heroes who helped make our country and communities great.

Please accept this as a letter of support for the Arts and Industry concept proposed by Hilco-Redgate the developers of the former Edison power plant located at 776 Summer Street, in South Boston.

I am writing this letter of support as president of the South Boston Arts Association, with the approval of our Board of Directors and the general membership … as well as myself ... individually.

My name is Dan McCole, an active professional artist, and I live at 516 East Second Street, just three (3) blocks from the former Edison site. I was born and spent the first 28 years of my life at 853 - 854 East Broadway, (between N’ and ‘O’ streets) just 3 and a half blocks from the site. I am very familiar with the property.

As an active artist and a community minded activist ...for the past eight years I have served as the head of a sub group seeking to create an Arts and Cultural center for our community for the benefit of the residents and the arts in general.

When Hilco-Redgate reached out through a well-advertised program of public meetings, asking the residents of South Boston for their ideas concerning the development, I joined with many members of our arts group, attending all eight public meetings in 2917 and subsequent meetings by the BPDA in 2018 and offered our proposals for an arts based cultural center to be included in their plans.

During the planning sessions, the developers proposed their ideas, listened and answered questions. It was apparent that the developers wanted a sense of what South Boston residents would prefer, and what the community in general wanted the developers to do to ensure and enhance the life style and safety of the South Boston community.

South Boston has changed dramatically during the past ten years.

Many long-time residents find themselves with more traffic, less parking and a loss of the Southie community life style and independency. A new and younger generation has moved in and as much as they are welcomed ... they will, hopefully, be more involved in our community life. A Cultural Center will be in the best interests of South Boston as it will create a venue that would bring the new and the long-time residents together for betterment of the community.

Hilco-Redgate has heard our proposals and have agreed to the creation of Arts and Industry concept in their development plans and are seriously considering a South Boston Community Arts Center.

This is an excerpt from the latest Hilco-Redgate promotional flyer.

“We would like to have an indoor and outdoor programming on the ground floor across the site in a way that creates an ‘Arts and Industry’ district that is inviting to artists, artisans and makers of all kinds. We are working with some local South Boston arts, cultural and history groups to better understand what indifference spaces and places best work at the site.”

I believe, along with the SBAA Board and membership, that a Cultural Center would be in that best interests of the community, creating a reading, painting walking and meeting venue for all long-time and newer residents in very positive ways.

How We Are Addressing Climate Change in Boston

By Mayor Martin J. Walsh This year is shaping up to be one of the strongest years in Boston’s history. We’ve continued to add 20,000 new jobs each year, and we’ve brought unemployment down below 4 percent. And perhaps most importantly, we’ve made a plan to ensure that the benefits of Boston’s booming economy are enjoyed by everyone who calls this city home.

We’re making record investments in affordable housing, sidewalks and bike lanes, community policing, libraries, and schools. Through our BuildBPS plan, we are making bold investments in our educational infrastructure, so that every school has the resources to provide a comprehensive, 21st century education for Boston’s young people.

I am proud of the progress that Boston has made this year in so many areas, but there is one area of concern which impacts our future more than any other: climate change.

It’s an urgent priority, and one which Boston must take aggressive steps to address if we hope to continue down this path towards a more prosperous, equitable, and resilient society.

The science is clear: climate change has given us hotter and more volatile weather; it has amplified the frequency and impact of severe storms; and it has increased the rate of sea level rise. Just look at what other cities have faced. In 2012, Hurricane Sandy inflicted $70 billion worth of damage and caused the deaths of 71 people. It brought Lower Manhattan’s financial sector to a standstill. Last year, Hurricane Harvey caused $125 billion of damage and 68 deaths in Houston and Southeast Texas. Hurricane Maria devastated Puerto Rico and caused over

3,000 people to lose their lives. These disasters, which uprooted so many lives, stand as dire warnings of what could follow a failure to act. But I have faith that with a plan, and the partnership of our Boston community, it is a challenge we are capable of overcoming.

That’s what we’ve set in motion with our “Resilient Boston Harbor” vision. It’s a roadmap for how we’ll protect the City’s residents, homes, jobs, and infrastructure against the impacts of rising sea level and climate change. It lays out strategies along Boston’s 47-mile shoreline that will increase access and open space along the waterfront while better protecting the city during a major flooding event.

Resilient Boston Harbor builds on Imagine Boston 2030 and uses the City’s Climate Ready Boston 2070 flood maps and coastal resilience neighborhood studies to focus on Boston’s most vulnerable flood pathways. The strategies laid out in the plan include elevated landscapes, enhanced waterfront parks, flood resilient buildings, and revitalized and increased connections and access to the waterfront. The strategies will require collaboration and funding between federal, state, private, philanthropic and nonprofit partners.

We must anticipate consequences generations down the road, and work proactively to counteract them.

With the help of experts and our communities, we have tailored plans specific to the unique condition in each of Boston’s neighborhoods, and at each point along our city’s coastline.

The solution comes not in the form of flood walls and barricades, but a system of beaches, parks, trails, and open spaces. The system will bring 67 new acres of open space to our city, and adapt 122 acres of idle space along Boston Harbor, connecting the existing Emerald Necklace with a revitalized waterfront, and bringing our city closer together. By prioritizing green space over concrete barriers, we are ensuring that our investment in a more resilient city doubles as an investment in public health, access to green space, and the ecological preservation of our city and Boston Harbor. By investing proactively, we will preserve and strengthen

the character of our coastline, something that has contributed so much to our success as a city.

The impact of these improvements will touch every part of our city, through the creation of new green spaces, and the resilient renovation of existing ones. Moving forward, the City of Boston will dedicate 10 percent of all new capital spending to resilience projects. We will harness the power of public-private coalitions, philanthropy, and partnerships with neighboring communities, because meeting such ambitious goals requires us all to contribute.

Our city can’t counter the impact of climate change on our own, and this plan represents the first steps towards addressing a problem that will not disappear anytime soon.

But the Boston we know is built

on a legacy of bold leadership. The Boston we know is built on promises of a better future. Getting there has not always been easy, and it won’t be easy now. But our city sparked the uprising which became the American Revolution. We built the first public schools in this nation. Our hospitals revolutionized health care. We filled the Back Bay. We built the Emerald Necklace. We cleaned up our harbor.

History shows that when Boston speaks up and steps up, the nation listens. When we harness the power of our communities to come together for a greater cause, the nation follows.

ave Falvey dropped in at South Boston Online last Monday morning for a chat. Dave is the Commander of South Boston’s Allied War Veterans Council (the AWVC), which is the organization responsible for the St. Patrick’s/Evacuation Day Parade every year. Specifically, he wanted to discuss the AWVC’s plans for Veterans Day weekend, as well as

briefing us on the 2019 Parade.

The upcoming Veterans Day weekend will be quite busy, especially on Saturday, November 10. The DAV 5K race takes place that morning on Castle Island, running from the Fort, along the Causeway, to the Sugar Bowl/Head Island/Fish Hawk, and back. Proceeds go to benefit Disabled American Veterans (DAV). You can log onto and register for this race at DAV5K.org. That afternoon, Mary Ryan and Kevin Conroy are planning a World War I Memorial Hour at Excel High at 2 p.m. – more details to follow on that commemoration.

Saturday evening, November 10, the AWVC is planning their Second Annual Veterans Day Social at The Sixth Gear (corner of L and Fourth Streets) from 6 till 9 p.m. This is a free and informal event, open to everyone.

It will be a celebration of Boston’s veterans and all those who support them. Since this weekend will be the 100th Anniversary of the World

While Dave was here, he also mentioned the 2019 Parade. The AWVC plans to bring back the “Mayor of Southie” contest as a Parade fundraiser. A Parade Grand Marshal is actively being sought.

The entire weekend of November 10, 11, and 12 (Saturday through Monday) will be devoted to remembrances of the first Armistice Day a century ago, as well as the heroism of our veterans over the last 100 years. So, please make it a point to attend the events planned here in South Boston on Saturday, November 10, in the morning, the afternoon, and that evening at The

Miller Park Dedicated

he park in the southeasterly angle formed by the crossing of the Summer Street Bridge over South Boston’s Reserved Channel has been completed. It is an oasis in the middle of South Boston’s hustling, bustling Waterfront; it nestles between the Conley Terminal, the Black Falcon Terminal, and the Flynn Marine. Last Monday

afternoon, it was formally named the William Miller Memorial Park, dedicated to the memory of William J. “Hank” “Skippy” Miller III. The sun and fluffy cumulus clouds over the William Miller Memorial Park alternated with some intermittent showers. The dedication was crowded; the tent was standing room only, in large part because Miller had a large family and many, many loyal friends. He had been a U.S. Marine, a long-time longshoreman, and a devoted family man and resident of South Boston.

MassPort’s Chief Executive Thomas Glynn opened and emceed the occasion. He spoke of Miller’s capacity as a leader and called him “a good guy”. Congressman Lynch described Miller’s dedication to labor and its issues, and then read a Congressional citation he had obtained after reading

Moms’ Club Teal Pumpkin Project Celebration

n Saturday, October 20th, MOMS Club of South Boston members and families gathered together for a Teal Pumpkin Project themed Halloween Party at the South Boston Neighborhood House. The Teal Pumpkin Project is a nationwide movement that encourages offering non-food treats in addition to traditional candy/ food items to trick-or-treaters at Halloween. It is a way for children with food allergies, diabetes, celiac disease, among other medical conditions and limited diets, to enjoy a safer and happier holiday.

watch the erosion of substantive and respectful civil discourse, it is important to underscore that civics education in this state will prepare future generations to be knowledgeable about government and engaged in the process.”

The Senate adjourned in memory of the victims of the shooting at the Tree of Life Synagogue in Pittsburgh, and those of the recent shootings in Kentucky. In one instance, victims were gunned down in their place of worship because of their religion, and in another the victims were targeted based on their skin color. Both were fueled by a hateful bigotry which the Massachusetts State Senate unequivocally condemns and actively works against, and the chamber chose to honor their memory with a somber moment of silent ref lection.

Two Halloween Celebrations Last Sunday (after the Saturday northeaster’s rains) saw two Halloween extravaganzas take place – the 36th Annual “Children’s Magical Halloween Castle” in Fort Independence and the Southie Spooktacular. The Castle Island Association’s very well deorated Fort was thronged with costumed visitors of all ages. The costume parade at the Spooktacular, courtesy of Hub Church, Fairway Mortgage, and Coldwell Bank, stepped off at 4 p.m.

Three Young Ladies Support Dana Farber

by Rick Winterson Last Friday, three South Boston women visited the Yawkey Center for Cancer Care, an integral part of the Dana Farber Cancer Institute. These three ladies from South Boston met with Dana Farber’s Hannah Rosenberg and Allison Karzenski from the Development Office of Annual Giving, in order to present a check for funds they had raised here in South Boston, selling hand-crafted rings, chokers, and bracelets they had made by themselves.

These South Boston women are actually young girls, whose names are Natalie LaTerza, Callie Barrett, and Sophie Angotto. They are third graders at the Oliver Hazard Perry K-8 School. They came up with their idea of doing this fundraising project while they were second graders, so this has occupied their spare time for more than a year. They chose Dana Farber to receive the money they had raised, after deciding that cancer research and care was certainly a worthy cause.

The girls’ mothers, Kim LaTerza, Ryan Barrett, and Katelyn Angotto, brought them to the Yawkey Center for Cancer Care (450 Brookline Avenue) at 11 a.m. last Friday morning, October 26. They had obtained a giant, queensized check for the amount the girls had raised - $1,345.05. This was formally presented at that time to the two representatives from the Dana Farber Development Office for Annual Giving.

The exact location of this presentation was quite fitting. It took place in front of a wall in the strikingly designed lobby of Dana Farber’s Yawkey Center – a wall which lists past donors to this vital Boston health facility.

The young ladies received beautiful Certificates of Appreciation from the Dana Farber Development Office.

It was a memorable ceremony that concluded with a tour of the hospital.

met with the three service-minded young ladies, who were being treated to lunch at the Paramount here in South Boston. Natalie and Callie each had cheeseburgers; Sophie chose scrambled eggs and bacon. All three girls are sharp young ladies, who are already thinking about their futures. Natalie plans on Marine Biology and reading is her favorite subject. Callie wants to be a singer; she likes history and computer engineering.

Sophie is aiming for a career as an actress;

she’s into computer engineering, too.

And you know what? The three of them plan to continue raising money with their craftwork. It’s possible they’ll make a donation to Colin’s Joy Fund, a cause in memory of Colin McGrath that is being overseen by the Boston Foundation. Natalie, Callie, and Sophie are really beautiful young people. All three of them wanted to thank their parents for helping them with their fundraising.

Save the Harbor/Save the Bay President to Retire at Year’s End

Patty Foley Longtime Save the Harbor/ Save the Bay President and Chief Executive Officer, Patty Foley, announced today that she will be stepping down from her role at the end of 2018. Foley has led the organization since 2000.

Save the Harbor/Save the Bay is best known for its stewardship of Boston Harbor, leading the successful transformation from a national disgrace to a source of recreational and economic opportunity and civic pride for all Bostonians and the region’s residents, with the cleanest urban beaches in the nation.

During her tenure a s President, Patty Foley has taken the organization to a new level of success and effectiveness.

Over the past 18 years, Foley has increased membership from 500 to more than 5,000, grown the organization’s budget from $150,000 to over $1 million per year a nd dra matica lly expanded Save the Harbor’s free youth environmental education programs that have connected nearly 250,000 underser ved youth and teens to Boston Harbor since their inception in 2002.

Her unique leadership skills and political instincts have ensured that we protect and preserve one of our most valuable urban natural resources and put them to work as assets for the region’s residents and communities,“ said Joseph Newman, Director of G o v e r n m e nt Affairs

The Greatest Party on Earth

by Rick Winterson This October, South Boston’s Artists for Humanity (on the northeast corner of A and Second Streets) has had two reasons to celebrate: For 25 years, Artists for Humanity has been an institution that has shown thousands of Boston’s young people how to become creative artists. And recently (Wednesday, October 3), the ribbon was cut on a major addition to its EpiCenter Building (see South Boston Online; October 11, page four). This addition more than doubles the EpiCenter’s working space, and allows as many as 500 budding artists/craftspeople to be introduced to the arts each and every year.

So, Artists for Humanity threw a party on Saturday/Sunday, October 13-14, called “The Greatest Party on Earth”. And it really was “the Greatest”.

Non-stop dancing was to the music of the Booty Vortex Band (disco and funk by Mark Coronado) on a brilliantly lit and decorated party floor.

Elegant eats were prepared and served by the likes of Master Chefs Lydia Shire, Daniel Bruce, and Jasper White.

Entertainment included expert break dancers; hand-held, stilt-mounted light splashes; and an acrobat performing on a cubic trapeze. Midnight and a good part of Sunday morning came and went at Artists for Humanity’s “The Greatest Party on Earth”.

Boston youth are encouraged to submit ideas to improve their neighborhoods

Tinlin is Honored

Mayor Martin J. Walsh is encouraging youth to submit ideas for “Youth Lead the Change,” the first participatory budgeting process in North America by and for young people. Boston youth ages 12-22 have the opportunity to submit capital project ideas for spending $1 million of the City of Boston’s capital budget by Friday, November 30, 2018.

“By involving young people in the budget process, we are empowering our future leaders and supporting what really matters to them,” said Mayor Walsh. “Their hard work and innovative ideas allow us to complete unique, community-enhancing projects across the City.”

Over the past five years, the City has allocated $6 million in capital funds and thousands of young people have nominated projects for funding.

Past ideas selected for funding have included expanding Wicked Free WiFi, installing water bottle refilling stations at parks, installing fans in schools, placing solar panels on City-owned property, creating a media center for youth in City Hall, placing newer trash cans and recycling bins in select neighborhoods, adding new security cameras in Dorchester’s Dr. Loesch Family Park, and many more.

“Youth Lead the Change is an incredibly powerful program that provides youth the opportunity to amplify their voice and create tangible and meaningful change in the community,” said Chief of Health and Human Services Marty Martinez. “Through this effort, youth have a seat at the decision-making table by allocating significant monies to promote and advance the well being of youth throughout the city.”

“Thanks to the vision of Mayor Walsh, I have the opportunity to help empower young people across Boston to become civically engaged and to play a part in influencing the future of their city,” said Daniel Byran, age 17, Youth Director for Youth Lead the Change. “YLC serves as the first opportunity for young people to participate in civic life. Where else do teenagers have the opportunity to spend a million dollars of their city’s budget? Nowhere.”

South Boston native Tim Tinlin is honored by the Boston Celtics during a game against the Detroit Pistons as a Hero Among Us for his incredible efforts to promote brain aneurism awareness. The Heroes Among Us program recognizes outstanding individuals who have made exceptional and lasting contributions to their communities.

Youth Lead the Change is managed by Department of Youth Engagement & Employment, formerly a Division of Boston Centers for Youth & Family (BCYF), and the Mayor’s Youth Council oversees the process in partnership with youth organizations across Boston.

The Mayor’s Youth Council is a group of 85 high school-aged youth committed to improving their communities and empowering other young people in Boston.

Young Bostonians ages 12-22 can submit their ideas at Boston.gov/ youth-lead-change by Friday, November 30, 2018.

NOTICE Construction to begin outside South Boston Municipal Courthouse The Massachusetts Trial Court has announced that exterior masonry work at the South Boston Municipal Courthouse at 535 East Broadway is scheduled to begin sometime after November 5, and will require temporary closure of the pedestrian pathway from the rear east side of the building to East Broadway. The work is expected to be completed by the end of December, weather permitting.

Construction work hours are scheduled 4:00 p.m. to 11:00 p.m., Monday through Friday with possible nondisruptive work during regular hours and the possibility for some Saturday work. The courthouse will be open for business as usual.

Signs will be posted at the front and back of the courthouse to alert pedestrians. The work will also prohibit neighborhood parking at all times in the building’s rear driveway to allow contractor access and vehicle parking, with this restriction remaining in place until spring, as required for snow removal.

The Trial Court’s Facilities Management & Capital Planning Department has contracted with MJS Construction Inc., on this project. The work involves removing existing and installing new temporary staging, as required to extract deteriorating debris netting and all loose and delaminated cast stone and concrete materials, repoint open brick masonry joints, make as-needed stair repairs, and install new debris netting.
