uring this public health emergency, many of us are feeling stressed and anxious. Days are uncertain and our routines have shifted. Many people are working remotely, or have lost their jobs. Students are learning online. Many of our favorite events have been canceled. For some time now, I have urged you to follow many precautions like staying home, covering your face when outside, and not visiting friends and family. But, one thing has not changed and should not change: if you are experiencing an emergency, please call 9-1-1 for help. Boston EMS and our emergency rooms are ready to help you.

In anticipation of Boston’s surge in COVID-19 cases, we

have been doing our part to not overwhelm our emergency departments. We are asking individuals to call their primary care provider or 3-1-1 if you are experiencing COV ID-19 symptoms or have any healthrelated questions. You can also visit buoyhealth.com/mass for an online screening of COVID-19 symptoms. But, life-threatening emergencies like dif f icu lt y breathing or pain or pressure in the chest should be addressed immediately by calling 9-1-1.

Boston EMS will provide you the necessary pre-hospital care and transport you to the nearest emergency department if needed. Hospitals have seen dramatic decreases in health emergencies, like heart attacks, strokes and appendicitis. Even though coronavirus is a new Continued on Page 3

Birthday Motorcade Marks Ottavio Cerullo’s 99th

Ottavio “Ott” Cerullo, 99 years of age, viewed a motorcade assembled to mark his birthday properly. You may ask – also quite properly – “What about Social Distancing?” Well, the South Boston friends of Ott fully recognized the need for Social Distancing. They assembled in the unused parking lot by the Boston Teachers Union, proceeded along Day Boulevard, made a U-turn onto Columbia Road, and then drove by Compass on the Bay where Ott now lives. All participants in the motorcade stayed in their cars as they drove by, honking and cheering Ott.

Update On COVID-19 Testing At Marian Manor

F

rom the onset of the COVID-19 pandemic, Marian Manor in South Boston has taken numerous steps to support good hygiene, strong infection control and social distancing, all while providing the highly compassionate, high quality care for which it has long been recognized. Today Marian Manor shared updated data about COVID-19 testing at is South Boston skilled nursing facility.

Consistent wit h initia l Department of Public Health r e c om me nd a t ion s , Marian Manor originally tested only s y mptomat ic re sident s for COVID-19. As of this past weekend, we were able to test nearly all our residents, with the support of DPH and the MA National Guard. To date, we have a total of 103 COVID-19 positive residents a significant portion of the COV ID-19 positive residents remain asymptomatic.

We are saddened to report that 10 residents who tested COV ID-positive have passed away. We have expressed our sympathy to their families and we share in their grief.

We recognize this is a time of great uncertainty and are priorit i zing com mu nic at ing ind iv idua l ly w it h re sident fa milies about their loved ones; we have contacted the health proxies of all COVID19 positive residents by phone.

In addition, we are connecting residents via phone or video call.

Because this is highly infectious disease that strikes older individuals and those with complex health issues most seriously, we continue to take many steps to support st ron g i n fe c t ion c ont rol.

This includes: Infection control: expanding access to Personal Protective Equipment across all staff, identifying strategies for maximizing use of PPE,

increasing cleanings and other s a n it i z i n g / hy g i e n e e f f or t s Physical distancing: closing the facility to outside visitors, ending group activities, taking steps to limit direct interactions bet ween staff and residents Screening: Screening a ll sta f f for illness prior to starting the shift; all ill employees are required to take sick leave and remain home until they meet the designated criteria to return to work.

Te st ing : Immed iately testing a ny resident wit h symptoms; testing all residents once DPH expanded access Subsequent to the f irst re sident s te st ing posit ive, Ma ria n Ma nor de signated one nursing unit to co-locate COV ID-19 positive residents and began to assign dedicated groups of staff to manage their care.

We are continuing this strateg y and expanding the approach when appropriate.

As the media has reported extensively, this pandemic has created a worldwide shortage of PPE. We are taking a number

of steps to both assure that we have the necessary PPE and conser ve supplies.

Marian Manor continues to work with Mayor Walsh and Congressman Lynch, as well as Senator Nick Collins, Rep. David Biele and Councilors Flynn and Flaherty in helping us to identify and purchase PPE from a variety of sources. The clinical staff at the Carmelite System also identified a nd c ont ac te d a dd it ion a l vendors selling PPE, supporting Marian Manor in additional purchases of equipment. We are grateful for their assistance, as well as the many donations of PPE and other equipment from many individuals and organizations in our community.

The outstanding staff at Marian Manor is critical to our capacity to provide continued quality care to our community, support COV ID-19 positive residents in their recover y effort and maintain resident connections with their loved ones. During this period, every member of our staff – from clinicians and support staff to housekeeping, dietary and administration, has done truly

outstanding work to respond to a situation that is unprecedented.

Their hard work, compassion and commitment are second to none.

Birthday Motorcade Marks Ottavio Cerullo’s 99th

A City of Boston citation is read to Ottavio at “Social Distance”.

It was a memorable event last Sunday morning. Ottavio “Ott” Cerullo, 99 years of age, viewed a motorcade assembled to mark his birthday properly. You may ask – also quite properly – “What about Social Distancing?”

Well, the South Boston friends of Ott fully recognized the need for Social Distancing.

They assembled in the unused parking lot by the Boston Teachers Union, proceeded along Day Boulevard, made a U-turn onto Columbia

Road, and then drove by Compass on the Bay where Ott now lives.

All participants in the motorcade stayed in their cars as they drove by, honking and cheering Ott. All of the Compass staff were arrayed at safe distances from Ott and his sister Yolanda, and of course they all wore masks.

Ott and his sister Yolanda, who carried a sign saying, “He’s My Brother. Isn’t He Old?”, stood at the top of the Compass porch stairs, waving to everyone. Guests on foot, including members of the media, also wore masks and kept six feet between themselves and everyone else. It was a truly festive occasion, despite effective Social Distancing, reminiscent of the impromptu motorcade that marked St. Patrick’s Day in South Boston on Sunday, March 15.

Ottavio Cerullo is not only a lifelong resident of South Boston, he is also a bona fide hero. Ott served in the U.S. Army during

Ottavio, his sister Yolanda, and the Compass staff.

World War II, and saw significant combat action. We will only mention that he was twice wounded in action and thus received two Purple Hearts – the medal first instituted by General George Washington himself in 1782.

And Ott is a bona fide member of what Tom Brokaw called “The Greatest Generation”, in Brokaw’s book of the same name. The Greatest Generation, after enduring the privation of the Great Depression 90 years ago in the 1930s, then fought during the 1940s in the all-out global conflict we call World War II. After returning to their everyday lives as civilians, The Greatest Generation proceeded to build a nation of historic strength and good will – a guardian of, and an example to, the entire rest of the world.

Sadly and inevitably, all the members of The Greatest Generation will soon be gone,

So it was entirely fitting that Ott was awarded a citation and a formal salute from the Mayor’s office of the City of Boston, read aloud and closed with a salute of complete respect to Ottavio Cerullo, one of South Boston’s heroes.

Up and Over: Quarantine Fatigue Be Gone This is going to be a tough week, buckle up, put your big boy and girl pants on for the love of God, remember that we will get through this. The forecast alone gives pause, and for those running and walking warriors, now is not the time to give up. For the rest of you; the air has never smelled sweeter, the view through a smogless sky is mindboggling.

Some of us are just now hearing of and persona lly knowing people closer in our own orbit who have been diagnosed with Covid 19, and also passed away. Ther are no words to toggle us to another place. Sometimes we just need to feel the emptiness, senselessness, and loss. I am sorry for all of us as we each walk our solitary path. Now more than ever reaching out with a telephone call, a hot meal or diaper run may make you and the person at the receiving end recognize

that we are all in this together.

For those of you managing a family of 4 or more imagine being a solo in a 500 sq foot on the 15th floor. If you are working from home and tearing your hair out, remind yourself of those who are not working. Unemployment might look good today, not so much in 6 months and permanently unemployed. There will always be those that have it better than you and those who have it much worse. The secret for this week and beyond is in how we look at it. You can change the way you think. It takes time and it takes practice. Like getting 6-pack abs or sculpted biceps, they don’t just happen. It takes time and practice to reach your goal like getting through our collective quarantine fatigue.

The news is a big downer snd confusion reigns as you listen to the various reporters, pundits and

experts. We were not prepared as a country for this pandemic.

The public health infrastructure has been neglected for years. We all have our own reasons and explanations as to the mess that we are in and yet should we come together rather than point fingers and emphasize our partisanship.

We can make the world a better place and we need to make it a better place for our children.

There are many instances of efforts, both big and small taking place. Here is where we need to focus and not on those who chose negativity. Wash your hands, social distance and for goodness sake wear a mask when you are inside a store, on the bus or in a group of people who are closer together and speaking to each other. Cut the young people a break. I can’t imagine not being able to “go out and play”. Not having a yard and having the parks

closed is unimaginable. I hope that soon our children will be able to run, wrestle and pump those legs on a swing set. I hope that the NFL soon says that we have had enough. So we will wear masks of our favorite team while cheering wildly in a roomier seat. I have seen mock-ups of the new f light seating plans and I am psyched.

This is your life and you can choose to live it any way you want. Pain is inevitable suffering is optional. There have been and there always will be bumps in the road. And yet we are a resilient bunch.

Earth Day #50 - Do Your Part

he worldwide observance of Earth Day began in the spring of 1970.

Wednesday of last week, April 22, 2020, was the 50th Earth Day. No one has to be told that we need to do something about our environment and the large number of issues and problems it seems to be having. Climate changes (some of them ominously severe), ocean flooding here in South Boston at times over

the last few years, and the increasingly severe crowding in our American cities are obvious environmental problems.

Congestion, overcrowding, and longer commutes are certainly among the problems in and around the rapidly expanding City of Boston, including in our own neighborhood of South Boston.

Now, some of those who write for newspapers are trying to connect Coronavirus/COVID-19 to some of the issues that came up during Earth Day. One of these is the sharp decrease (!) in air pollution over our City that resulted from the major shutdowns caused

by COVID-19. That has certainly happened, but trying to say that teaches us a lesson about the environment is simply misguided. That only reflects how serious COVID-19 has become.

Earth Day was founded five decades ago in 1970 and it involved demonstrations and performances by many entertainers in some of the largest cities in America. This didn’t result in immediate actions concerning the environment, but many laws were passed in the 70s, including the

Clean Air Act, the Water Quality Act, and the Endangered Species Act. In addition, the Environmental Protection Agency (the EPA) was first established in 1970. But very gradually, over 50 years, worldwide awareness about the need for preserving Planet Earth has increased. Nowadays, Earth Day is observed in many ways by more than a billion people around the world.

Earth Day is especially noted for two things – first, its emphasis on sources of clean energy, and second, nonpolluting waste disposal (or recovery/ reuse, whenever possible). And these two efforts are making progress. We’ll quote Denis Hayes, who was appointed by then Sen. Gaylord Nelson (D-Wis.) 50 years ago as the original organizer of Earth Day. He said this month in AARP Bulletin’s April issue, “We’re on the way to a sustainable, resilient planet”, but he also went on to point out that we have a long way to go regarding solarpowered buildings and electric-powered transport vehicles. National Geographic magazine, which features back-to-back photo essays named (optimistically) “How We Saved the World”, and (pessimistically) “How We Lost the Planet”.

We’ve received a number of comments recently about how clean the air around here has become in just a few weeks. Many of these comments came on or just after Earth Day #50 last Wednesday, the 22nd. And while the temporarily cleaner air is due to much less traffic, we must also keep treating COVID-19 and our environmental issues as two separate problems.

COVID-19 will require time, many new treatments, and much technical research to solve. But you can begin to improve the environment right here in South Boston. Start with your trash, by double-checking what is really recyclable. Were you aware that styrofoam cups, thin plastic wraps, and ceramics like flower pots are NOT recyclable? Get yourself a free booklet from the City of Boston entitled “Boston Trash and Recycling Guide” and follow its instructions. Get a wheeled recycling bin by calling 3-1-1 or 617-635-4500.

Are you parents? If you are, teach your children about the (urgent) need to reduce their impacts on their environment.

Simply ask them to turn off lights, appliances, and electronic devices; to minimize heating and air conditioning.

You will then be taking your first environmental steps, soon after the 2020 Earth Day right here in South Boston. Following that, encourage your nearby neighbors (from at least six feet away, of course) to do the same for recycling at their own residences. We have two entirely different problems here – a serious disease and an environment that needs help. Let’s work on the both of these at the same time but separately, for our children’s sakes.

Sidewalk Art on a Southie Sidewalk

ites have a symbolic meaning, flying steadily as they do on a breeze at the end of a string. And certainly, stars and hearts are symbols everywhere

there’s a gathering of members of the human race. A kite, star and heart now grace the sidewalks of South Boston – best seen as you walk by them. And as if that weren’t enough, the pastels used covered the entire spectrum of the rainbow – red, orange, yellow, green,

Free Coffee for Heroes It’s perhaps a small honor, but it’s worth noting. To show gratitude for what they do, free coffee is being offered to our heroes – military personnel, first responders, and now to healthcare workers.

Healthcare workers, as well as many first responders, are now in danger from exposure to highly contagious Coronavirus and the resulting COVID-19 disease. Yet they willingly perform their duties to us, saving many lives while exposing themselves to severe risks.

Rep. Lynch Introduces Bill To Enhance Transparency Of Supplies In Strategic National Stockpile

U.S. Representative Stephen F. Lynch introduced H.R. 6607, the Strategic National Stockpile (S NS) E n h a nc ement a nd Transparency Act, in response to the failures of the SNS to provide personal protection equipment, ventilators and other vita l equipment during the current COV ID-19 pandemic. H.R. 6607 will require the Secretary of Health and Human Services and the National Biodefense Science Board to establish the National Emergency Biodefense Network (“the Network”) that will use private blockchain technolog y to monitor the availability of supplies in the SNS

and in each state, ensuring both have adequate inventories. H.R. 6607 will also provide funding to create state repositories and to establish state-based blockchain nodes for tracking purposes.

“Throughout the COVID19 crisis we have watched health care providers and centers pushed to their breaking points as they risk their lives to provide vital care to their communities,” said Rep. Lynch. “Many of these providers have been forced to work without suff icient e qu ipme nt a nd suppl ie s.

Unfor t unately, when states have sought help from the SNS, their requests have gone unanswered. We depend on the SNS to supplement state reserves of biodefense supplies and equipment and H.R. 6607 will ensure the readiness of the SNS to respond to future crises. By adopting a private blockchain system we can verify the status of our biodefense capacity in real-time which will allow us to be better prepared.”

A Cairn to Our Southwest

The word “cairn” (pronounced cay-ern) is derived from the Scottish version of the Gaelic language. Both in that Gaelic and in English, cairn simply means “a pile of rocks”. But there is a special depth to this meaning, because cairns were frequently used to mark a grave, a boundary, or a place where something notable happened. Cairns almost always had a specific purpose and meaning.

The cairn pictured is located along the Harborwalk, near Mother’s Rest, where South Boston’s Carson Beach turns into Dorchester Shores. It’s a balancing act made up of four stones that have been rounded and smoothed by the pounding of wind and waves on sandy beaches. But what does the cairn mark or signify?
