Flynns To Be Celebrated at Paraclete Reception

et us give you the details first. The Paraclete Center, widely known for its educational mission in South Boston, will hold its Annual 2019 Reception on Thursday evening, February 28, at Boston College High School from 6 until 8 p.m. (free parking available). This is an event not to miss, because the high point of an already enjoyable evening will be the celebration of the Flynns – Ambassador and Mrs. Flynn and their family. And “celebration” is certainly the right word.

You see, the Flynns have always been devoted – truly devoted – to South Boston and

its interests. And yet, they are well known for their efforts and successes in other places. Ray Flynn served the City, State, and Federal Governments as Mayor of Boston, State Representative, and Ambassador to the Vatican.

How many public servants do you know who have occupied key positions in all three levels of American government? Ray comes by his title of “The Honorable …” quite honestly (or should we say quite honorably?).

And yet, there’s not a person who knows him and Cathy that is not aware of their devotion to their family – especially all their grandchildren – as well as their devotion to the South Boston community and to the people who live here all around them. It can be simply but emphatically stated that Ray and Cathy have never forgotten

Marijuana Is Not Medication

I

n researching these pieces on cannabis, I have come to see my own folly in calling it marijuana, a term fraught with a history of racism and scare tactics. I will do my best to use the term cannabis from here on out.

A few years ago, The National Academy of Medicine (nam.edu) convened of panel of 16 leading medical experts to review the scientific literature on cannabis.

The report they prepared came out in 2017 and contained no startling observations. The usual response to such factoids such as smoking pot is widely supposed to diminish nausea associated with chemotherapy was “there are no

good quality randomized trials…”

The report responded to other suggested reasons that cannabis should be used as a medication i nc luded suc h c om ment s a s “ insuf f icient evidence”, “probably not” and “maybe”.

The typical layman’s view though is that cannabis is largely benign.

After perusing the 400 plus pages of the NAM I come away realizing that we really don’t know very much.

Medical marijuana is an oxymoron and rolls easily off the tongue! To be a medication cannabis it would need to be vetted by the FDA: that is study and define it risks/benefits, dosage and proper timing for the drug.

One would need to study and define the pharmodymanics (what the drugs do to the body) and the pharmokinetics (how the body absorbs, metabolizes and excretes the drug). It needs to be subject to the same standards that apply to other medications. Yes, I know that there are many physicians who view cannabis as safer than opioids, and yes many of those physicians were the ones who brought you the current opioid

crisis. We will discuss cannabis for pain in another column.

I am not opposed to the compassionate use of cannabis for end stage cancer pain and nausea, for spasticity associated with MS, spinal cord injuries, epilepsy, A lzheimer’s, A LS, glaucoma and HIV/AIDS wasting (although we do have an FDA approved medication called Marinol/dronabinol, a synthetic THC for HIV wasting, as an appetite stimulant and for chemo associated nausea /vomiting ).

Cannabis is legal in Massachusetts and I suggest that sufferers go that route rather than the sham of a medical marijuana clinic. Medical marijuana clinics allow one to buy larger quantities, higher doses (2.5 ounces at each visit which is the equivalent of 183 joints) and they are tax free. To access medical marijuana in Massachusetts one needs to see a doctor (Canna Care and Greenway are two enterprises) only once and pay out of pocket (cash or credit card), usually $200.00 for a medical marijuana card and one need not to return to said doctor for a full year in order to re-up their medical marijuana card. Does this make sense? When one sees a doctor for a prescription for an

opioid one needs to complete the treatment and return to provider for a review. Have we considered that physicians prescribing it may become liable in medical malpractice actions as well other negligence actions for harms done to their patients and others should the “patient” be found not to have any true “medical” condition?

Mixed messages abound and this is to be expected given the complexities: difficulty studying the plant, inability to know the permutations/combinations of THC/cannabinoid breakdown and how they affect the physical a nd ps ychologic a l hu ma n processes. The arguments are emotiona lly and politica lly charged and as with many things in the U.S polarizing. When it comes to health though we need be diligent and not blinded by ideology and lazy thinking. There is potential here; the medical benefits may be great as are the potential health risks. We need more information, not quick fixes.

The Paraclete Center itself is located at 207 E Street in what was once a convent, and has now been converted to classrooms and activity spaces. It serves 65 students throughout the year.

The Paraclete Reception will give you a chance to get to know the Paraclete Center’s staff: four teachers, Administrator Allison Matadore, and Executive Director Eileen MacNeil. What they do is largely encompassed by the

word “STEAM”, an acronym that stands for “Science, Technology, Engineering, Art, Mathematics”.

That word STEAM quickly describes the Paraclete’s21st Century curriculum. As another example of the Paraclete’s approach to their students, Paraclete provides them with a homecooked dinner twice each school week, with plenty of “leavin’s” to take back home afterward.

A nd what about the celebration itself ?

We have mentioned some high points already, but there will also be several notable guests at the February 28 Reception. Councilor Flynn To Call For Hearing on After Hours Construction & Development Issues Cites Quality of Life Concerns Throughout District Boston City Councilor Ed Flynn announced that he will call for a hearing next week regarding the issue of after hours and weekend construction.

Flynn relayed concerns brought to his office from residents throughout District 2 related to construction work being done outside permitted hours - early in the morning, late in the evening, or on the weekend or holidays without permits.

Moreover, community leaders called attention to permits granted for after hours and weekend work in the South End, while others pointed to issues of public safety, rodent control, and adhering to approved plans.

“Whether I am in the South End, South Boston, Chinatown, Beacon Hill, Back Bay, the Bay Village, or Downtown - residents frequentl y express concerns regarding the issues associated with construction work being done outside of permitted hours, or being done illegally without a permit at all on weekends and holidays,” said Flynn. “I will be calling for a hearing next week as I believe a discussion is warranted when it comes to the process and enforcement, accountability and penalties, and any gaps that exist to help us improve the quality of life for the people of Boston. In addition, we need to ensure developers are making sites secure and safe for our communities in all phases, performing suitable rodent control, and adhering to approved plans.”

Parade Chief Marshal John Beatty – A Perfect Fit

C

redit the South Boston Allied War Veterans Council (the AWVC) with making an excellent choice.

They have selected South Boston’s John Beatty to be the Chief Marshal of the 2019 St. Patrick’s/Evacuation Day Parade. In this function, John will assume a leadership position in the Parade itself on Sunday afternoon, March 17, as well as hosting the Parade Chief Marshal’s Banquet on the evening of March 2, and performing numerous other functions during our “Parade Season” this year.

And to use a phrase, John is a “dyed-in-wool” South Bostonian. He was “born down on I Street; raised up on Fourth Street”, to use another paraphrase. His mother, Carol, still lives here also – in Castle Cove. She’s the lady who brings her own (white) horseradish to the Chief Marshal’s Banquet each year. John was schooled

After graduating, he considered enlisting in the Marines, but instead was awarded an appointment to West Point, which he accepted. And John is a local family man, too. He’s married to Maureen Hart. They have three sons – John Jr., Matthew, and Andrew.

Now, as you know, the annual Parade is dedicated to veterans, which

matches John’s own career perfectly.

After completing his four years at West Point, he became an artillery officer assigned to units such as the First Infantry Division in Germany and the Tenth Mountain Division at Fort Drum in Watertown, N.Y. He was assigned two tours of duty in Iraq (‘05-‘06 and ‘07-‘08). He was a career Army artillery officer, retiring as a Lieutenant Colonel after serving on active duty for 23 years.

Even today, as a civilian, John still continues his professional involvement in military affairs. He is the Executive Director of the Commonwealth’s Military Asset and Security Strategy Task Force (MASS-TF). Led by Governor Baker and members of our congressional delegation, the Task Force is dedicated to creating jobs, and spurring economic development in and around the State’s six (6) military installations.

The six in-state installations are Westover Air Reserve Base, Barnes Air National Guard

Base, Fort Devens, Hanscom Air Force Base, Natick Soldier Systems Center, and Joint Base Cape Cod. You probably once knew Joint Base Cape Cod as Otis Air Force Base.

The F-15 fighters that were at Otis are now located at Barnes Air Base, and the air strip on what was Otis is now used by the U.S. Coast Guard for air search-and-rescue duty. The military is very important to the Commonwealth’s economy. Our six bases provide over 57,000 jobs account for over $13B in economic activity. We are also a national leader in much of the technology our military will need in the future, including AI, robotics and materials.

More than once during this interview, John expressed strong feelings about becoming the 2019 Parade Chief Marshal. Early on, he said, “I was surprised and humbled at first, but also highly honored.”

When asked for his comments as the interview ended, he closed by stating, “I am very proud of South Boston’s Irish and military heritage.

That same spirit of service and sacrifice that those men displayed leading up to the occupation of Dorchester Heights has been passed down to generation after generation.

Boston City Councilors File For a Hearing to Halt Edison Plant Redevelopment Boston City Councilor At-Large Michael F. Flaherty and Boston City Councilor of District 2 Ed Flynn (South Boston, South End, Chinatown) have filed a hearing order to discuss the halting of the Article 80 process as it applies to 776 Summer Street (historically known as the Edison Power Plant).

The hearing order comes in response to a multitude of concerns raised by the South Boston community, commercial and maritime industry representatives, the International Longshoremen’s Union, the Boston Carmen’s Union Local 589, and the entire South Boston elected delegation.

Many of the concerns aired at public meetings and in comments submitted in response to HRP 776 Summer Street LLC’s Draft Environmental Impact Report (DEIR) shared common themes – focusing on the proposed development impacts on the surrounding transportation networks, environment, the density of the proposed residential uses and their proximity to Massport’s Conley Container Terminal and Black Falcon passenger terminal.

“The community’s anxiety and concern surrounding the proposed 1,344 residential units, especially in light of Massport’s existing residential deed restriction is a clear indicator that we need to discuss the Article 80 process as it relates to this project,” stated Councilor Flaherty. “Further, community members have already spent an extensive amount of time attending meetings and yet have not been given the opportunity to review the alternative site plans for the site. Two years of meetings for a proposed project that may not even move forward warrants a discussion with city and state planners.”

“There are many significant quality of life concerns caused by the proposal in front of us. South Boston community members - who have clearly voiced their concerns with the Article 80 process - have called upon us, their elected officials, to look at the range of matters that will be impacted should this project move forward as is,” stated Councilor Flynn.

The hearing order - which was filed in the Council Session on Wednesday, January 30, 2019 - was signed on to by Councilor Lydia Edwards, Councilor Annissa Essaibi-George, Councilor Althea Garrison, Councilor Kim Janey, Councilor Tim McCarthy, and Councilor Michelle Wu. The matter has been assigned to the Committee on Planning, Development & Transportation for a hearing. Congressman Stephen F. Lynch, State Senator Nick Collins, and State Representative David Biele are also working with city and state officials to ensure there is full transparency throughout this process for South Boston residents and taxpayers alike.

Defending the Taxpayer and the Public, Not Nimbyism

he Globe’s recent editorial – “Housing hypocrisy is alive and well in South Boston” – reveals a lack of familiarity regarding The Edison Power Pla nt a nd its relation to Conley Terminal, operated by Massport. It also demonstrates a lack of understanding about the history of development in Boston over the last 20 years.

Located next to the former Edison Power Plant, Conley Terminal’s importance to the economics of the state and the region cannot be overstated.

Roughly 1.9 million tons of cargo and product pass through Conley with an economic impact of approximately $4.6 billion. On a local level, over 1,600 businesses rely on operations at Conley, contributing to over 7,000 jobs.

A ga inst that backdrop, Massport negotiated a deed restriction in 2014 with Exelon Corp., the plant’s previous owner, prohibiting residential housing on the Edison site, knowing that residential users

of this land would disrupt the area and its maritime logistics.

Simultaneously, the underlying zoning at the Edison site requires marine industrial and commercial uses in order to protect and supp or t p or t op er at ion s.

Disregarding these safeguards would be a disservice to t he C om monwe a lt h a nd the region; it would endanger over $850 million in public investments in port infrastructure in and around Conley Terminal, challenging the site’s long-term productivity.

Our bill seek s to put Ma ssport’s deed restriction on the same level as other public land interests across the Commonwealth. Public land interests routinely require public bidding, input on valuation or authorization by the Legislature.

Lifting this deed restriction without any competition or public input would be unprecedented, and our legislation calls for transparency and accountability.

A d d i t i o n a l l y, the proposal exacerbates existing

transportation issues. It bears special note that this site is more than a half an hour walk from the closest rail system.

Given its location at the start of bus transit for the entire community, the current proposal would add thousands of riders to an already overburdened bus system. To that end, MassDOT and MBTA officials have been critical of the proposal due to its impact on public transit.

Community members, who have attended dozens of meetings over the last two years to review this proposal, have submitted over 1,000 signatures in opposition for the aforementioned reasons and more. Their concerns are magnif ied by the knowledge that taxpayer funds would be jeopardized for what would amount to a special deal for a singular private interest’s benef it while proposing the bare minimum in terms of af fordable housing and no a f ford able c om mercia l or retail space. In short, the proposa l wou ld contribute

l it t le tow a rd s a c h ie v i n g diversity on the Waterfront.

Fina lly, a ny suggestion of NIMBYism falls f lat based on the fact that South Boston has seen more A rticle 80 projects permitted than any other part of Boston since 1996, creating ma ny new housing and affordable housing opportunities in the community and across Boston. Recycling old themes and demeaning lingo, absent these facts, causes the editorial to miss the mark by a long shot. The public good, transparency and accountability – the purpose of our bill – shou ld a lways come f irst.

Sixth Lombardi Trophy Returns

here isn’t much more to be said. The Patriots won Super Bowl LIII (#53), leaving only a faint desire among local fans to start using arabic instead of roman numerals, and an enormous yen to celebrate.

South Boston Online can only offer a few comments.

During almost all of the Atlanta game, two of the NFL’s smashmouth offenses were essentially neutralized. But we are so attuned to football offenses, that we lost track for a while about how well both defenses were performing.

Some of us said it was “dull”, or “poorly played”. After all, the high (and only) Patriots scorers were kicker Stephen Gostkowski (7 points, along with a missed field goal) and Sony Michel (a TD run for 6) – really, a weird game In addition, the game was won on coaching. Obviously, McVay did not know what to do

Hightower and the D-Line gave him little opportunity to react

quickly enough. And the third quarter pass defended by Jason McCourty, which required him to race across from the sideline, exactly timed to prevent Cooks’ completion, was heroic. Most of all, Stephon Gilmore was really “the defender of the day”. He had a crucial interception, three successful pass defenses, and tackle after tackle all by himself. It’s no wonder the Rams had eight

punts, but only three points.

And in the background all along was owner Bob Kraft, builder of teams, a stadium, and a historic football franchise. The three B’s – Brady, Belichick, and Boston Bob Kraft – are a mighty trio, indeed.

We suggest you look at the photos South Boston Online took of the Parade, rather than reading words. There were perhaps two million people there. It seemed that all of young Boston took the day off and went to the Parade, along with countless visitors from outside. And other than a couple of tree climbers, it was orderly.

We ran into some Boston Police Department rank we know, and they expressed their satisfaction at the (huge) crowd’s behavior.

Let’s pull for another Super Bowl win in 2020, so we can definitively erase the karma of the Steelers’ six wins – four of them all the way back in the 1970s. It’s time for a totally 21st Century dynasty around here.

here’s no question that we live in an age that is significantly based upon technical discoveries and know-how. All you have to do is pick up and log onto your cell phone to be convinced of this. The impact of technology was also very evident at the recent Science Fair, which was held at Excel High School last Friday morning, February 1. The 55 young scientists who researched and then exhibited their findings in some thirty individual exhibits were most impressive. And what was even more impressive, each of them had found interesting and original scientific truths to display.

We don’t have the room to describe every exhibit, but here are a few examples: one of the exhibits entitled “Fruit Battery” had plugged in a cell phone to lemons, and the device actually operated off of the current that occurs within lemons. The exhibitors tried to use an orange as well, but its current was weaker – that strong, sour taste in a lemon is actually electricity. In another exhibit, the young scientists showed that pitch black activated carbon can whiten surfaces by removing stains. They

Think about it: they showed that activated carbon could perhaps whiten your teeth, even though it is black (don’t try this yourself – let professional scientists prove it first). Another exhibit showed that hand-made lye soap based upon vegetable oil is better for your skin than some of the expensive brands.

All three of the basic sciences – biology, chemistry, and physics – were represented among the 30 exhibits, along with five environmental projects and three devoted to biochemistry. One of these biochemistry exhibits (“Drunken Liver”) demonstrated the toxic effect of alcohol on liver tissue – good science has a lot of

lessons to teach all of us. You may not be familiar with the term “scientific method”. Simply stated, “scientific method” is a uniform way to examine events, so that the reasons for them can be found. This

involves working with things like “hypothesis”, “experimentation”, “ r e p r o d u c i b i l i t y ”, and “verification”. And despite the long words, “scientific method” really works, just as it did for the young scientists and the discoveries they madeat the 2019 Excel Science Fair.

Credit is due to the dozen or so volunteers, who served as the judges of the 30 exhibits. Excel High School’s Learning Coordinator Tracey Kimsey explained the process for judging the exhibits, after Excel’s Headmaster Renee McCall greeted everyone. From this point, several of the exhibits that did well in the judging will go to the citywide Science Fair to be held later in the school year.

Shannon Grant to Medicine Wheel

M

edicine W heel Productions (a South Boston nonprofit agency at 110 K Street) has often been written up by South Boston Online. Medicine Wheel’s roster of (free) community art events, its landscaping creation of “No Man’s Land” in back of Excel High on the Heights, and its efforts in the cause of recovery through the arts are a few examples. Now, to begin 2019, there’s more good news we can report about Medicine Wheel’s accomplishments: It has just become the recipient of a much-sought-after Shannon Grant, which comes from a State program formally entitled the “Senator Charles E. Shannon Community Safety Initiative”.

The central aim of the Shannon Initiative is to assure the continued safety and well-being of those who live in the City of Boston. An important focus of Shannon Grants concerns youth employment.

In a recent interview with Michael Dowling, A r tistic Director of Medicine Wheel Productions (abbreviated MWP), and Susan K rause, M W P’s Director of Development, they

discussed plans for the most effective use of the Shannon Grant within MWP‘s structure.

Currently, some of M W P’s programs are already aimed at citywide youth-at-risk, who can benefit from being given an objective in their young lives, as well as an opportunity to become qualified for fulltime employment. More simply stated, Medicine Wheel ‘s young members prepare themselves for real jobs that pay well. With the Shannon Grant, M W P plans to combine its youth programs for maximum outreach and the most efficient use of all its funds. Among MWP’s existing progra ms a re the Daniel Morrison Fellowships, S.P.U.N. (Silent People Until Now), and the unique “Hand in Hand” joint program with the Boston Police Department.

We said “Hand in Hand” is unique. It is based upon a highly visual, creative experience that establishes a bond between individual police officers and young members of Medicine Wheel. “Hand in Hand” involves creating molded, intertwined hands of both a police officer and a young person. This activity is not only very unusual, it also creates a bond that measurably reduces the toxic inf luence of youth gangs in Boston.

The Shannon Grant makes it possible for MWP to consider extending “Hand in Hand” to every Boston Police Officer and to perhaps as many as 2,000 of Boston’s young people. (NOTE: MWP has already brought “Hand in Hand” from South Boston across the Harbor to East Boston.)

As MWP Artistic Director Michael Dowling pouts it, “MW P’s programs move our members on, from ‘diversity’, t hroug h ‘ inclu siveness’, to ‘equity’”. Well spoken, Michael!

SBCA Highlights from our Catholic Schools Week

uring the week of January 28 to February 1, 2019 all of us at South Boston Catholic Academy Celebrated Catholic Schools week along with the other catholic schools in the Archdiocese. Our Winter Catholic Schools Week theme was “Reading for the Long Run” and included several literacy themed activities. We had a Scholastic Book Fair that ran all week.

Monday (Literacy Kick Off!) - Students in grades K2-6 watched a kick off presentation for our “Marathon Reading Challenge” and the upcoming Family Literacy Night directly after morning prayer.

Classrooms will all read our guest speaker Dave McGillvray’s book “Dream Big” in their classrooms.

Tuesday (Book Buddies & Best Buddies) - Students Dressed

in Patriotic Gear (Red, White and Blue) to celebrate the upcoming Super Bowl on Sunday and brought a $1 Donation for Best Buddies.

Students also participate in Buddy Reading across all grade levels Wednesday – (Open House) - We had an Open House for prospective families from 9AM1PM. Our students in the 3rd Grade took part in the Catholic TV Mass.

Father Robert Casey, our Pastor was the celebrant at this Mass.

Thursday (Teacher and Student Celebration/Tag Day) - Teacher Breakfast at 9AM. Thank you to all our wonderful parents, room representatives and our Student Council Officers for organizing the delicious and very appreciated Teachers Breakfast.

We had a Free Tag Day for all Teachers and Students, too.

Friday – (Mass & Spelling Bee) - Mass at St. Brigid Church at 9AM (in honor of the Feast of St. Brigid of Kildare of Ireland) in which the 6th Graders did a great job as Greeters, Readers and Bring up the gifts to the altar, our Children’s Choir did a wonderful job singing and Monsignor Liam Bergin was the celebrant. Grades 3 to 6 participated in our Annual Spelling Bee at 1:30PM in the school gym.

We concluded Catholic Schools Week with a bang! Open House was a huge success. We want to thank everyone for their gift of time and great food. Having the staff together being celebrated is always a gift. Our academic focus is based on the Common Core Standards and Catholic Schools National Standards. We plan our lessons and activities around the habits of

mind. The fundamentals of student achievement begin with the Habits of Mind, In Learning and Leading with Habits of Mind, we focus on Habits of Mind that teachers and parents can teach, cultivate, observe, and assess. The intent is to help students get into the habit of behaving intelligently. A Habit of Mind is a pattern of intellectual behaviors that leads to productive actions.

Love Your Block Mini-Grants Now Available Mayor Martin J. Walsh today announced applications are now open for the 2019 Love Your Block mini-grants. Applicants interested in transforming physical landscapes with social programs can apply here or email loveyourblock@boston.gov by Friday, March 1, 2019.

“The Love Your Block program is a fantastic way for residents and organizations to get involved in their community and continue to show why the neighborhoods of Boston are such special places to work and live,” said Mayor Walsh. “I encourage all interested residents to apply for these grants.”

Last year, 60 applications were received and five were chosen to receive funding. Projects included revitalizing community gardens and beautifying vacant plots of land. Neighborhood mini-grant winners are awarded up to $3,000 to either implement or revitalize a public space used to address a larger issue identified by the community. Past examples of projects include community gardens, art installations, and placemaking.

“Boston’s Love Your Block grant helped the Mattapan Branch of Boston Public Library generate excitement surrounding healthy eating and gardening,” said Celia Contelmo, teen librarian at the Mattapan Branch of the Boston Public Library.

“Because of LYB’s funding, library patrons of all ages were able to participate in growing fruits and vegetables in their own neighborhood.”

The Love Your Block mini-grant award selection committee includes representatives from the Love Your Block team, the Mayor’s Office of Neighborhood Services, Public Works Department, Parks and Recreation Department, Boston Transportation Department, City Hall To Go Program, Department of Neighborhood Development, and the Mayor’s Office of Arts and Culture.
