Seaman Martin F. McDonough, USNA True Hero

P

earl Harbor Day was last Saturday, December 7, the 78th Anniversary of that terrible tragedy back in 1941, a tragedy that immediately led to America’s full-scale engagement in World War II. South Boston resident Martin McDonough was 27 years old at that time. He enlisted in the Unites States Navy 38 days after Pearl Harbor and was assigned to active duty in three days.

He made the ultimate military sacrifice just ten short months later – “… lost at sea and presumed dead,” It was f itting that the McDonough Hero Square was dedicated to his memory last Saturday, Pearl Harbor Day. “Hero Squares” are a reverent and historical custom in Boston, which began so that those who gave their lives in action won’t ever

be forgotten. There are more than 1,700 Hero Squares in the City of Boston. The Martin Francis McDonough Square signpost has an enameled plaque affixed to it. We will quote from it: “Martin Fra ncis McDonough, a resident of South Boston, enlisted in the United States Navy on January 14, 1942. In the Navy, he served as a Seaman Second Class on the USS Juneau (a light cruiser) in the Pacific. He fought in many successful engagements with the Juneau, up until the day of his death on November 13, 1942, when the ship was hit and sunk by an enemy torpedo. Seaman McDonough was lost at sea and presumed dead, along with 687 of his fellow crewmembers. For his incredible sacrifice in the service of his country, Martin Francis

McDonough Post. Last Saturday’s dedication of the McDonough Hero Square took place in the McDonough Post itself, at 329A West Broadway. Post Commander Susan McDonough served as the hostess for this event, greeting the overf low crowd. Mayor Marty Walsh addressed the crowd, urging them to never forget the sacrifices made during World War I, World War II, and the Korean Conf lict. He mentioned the al-Qaeda attacks on 9-11 as a unmistakable message to us all that the U.S. still has mortal enemies. He then thanked all the veterans who have served.

City Councilor Ed Flynn and Rep. David Biele also expressed their thanks, especially to the members of the McDonough Post.

The McDonough Hero Square, formally dedicated on Pearl Harbor Day, December 7. that iconic American hymn, “Amazing Grace”. Then, led by a militarily precise Honor Guard from Excel High School’s JROTC unit under Lt. Col. Hinson, the crowd proceeded outside, where the plaque mentioned above was unveiled. It was truly a moving ceremony. There had been many meaningful speeches that were

followed by the equally moving unveiling of the plaque describing the heroic death of Seaman Martin Francis McDonough. And special thanks to John Allison, City of Boston Veterans Affairs.

Julie’s Holiday Pops Concert December 18

I

t’s a week away (Wednesday, December 18, at 6 p.m.) so there’s still time. That’s the date and the hour for Julie’s Annual Fundraising Event – a gala Reception at Higginson Hall on Huntington Avenue, followed with a memorable Holiday Pops Concert conducted by Keith Lockhart in Boston Symphony Hall. It is a “must see, must listen” event for anyone and everyone who enjoys celebrating the Holiday Season. Karen Whiteknacht, Vice Chair of Julie’s Board of Directors, says, “The December event is our largest fundraiser of the year … get in the Holiday Spirit while helping Julie’s Family Learning Program – a most worthy organization. It is the Season of Giving – the need couldn’t be greater in our community …”

As you know, “Julie’s” is the shortened way by which the people of South Boston refer to Julie’s Family Learning Program, a

non-profit educational institution located in the White Building at 133 Dorchester Avenue on the corner of Gold Street. Julie’s is devoted to adult learning; it is free and provides child care when necessary. Many adults should consider looking into what Julie’s offers, because education and the ability to express oneself are important job qualifications in this 21st Century Year of 2019.

Julie’s was founded in 1974 by two educators, Sr. Jean Sullivan and Sr. Louise Kearns, both of whom are Sisters of Notre Dame de Namur (SND). Their school was named for SND Founder Julie Billiart, who fled from the French Revolution and formed the SND in 1804 in Namur, Belgium. At first, Julie’s provided adult education and support for poor, female heads-ofhousehold in the D Street Housing Project. Julie’s moved over to the Boys & Girls Club for several years, and now occupies their own quarters in the White Building.We

A Beautiful Christmas Stroll This Year

T

he 2019 South Boston Christmas Stroll was uncommonly eyecatching. The displays by the many merchants all along East and West Broadway were very well done – warm, colorful, carefully designed, and definitely fitting perfectly into the 2019 Christmas Season.

Last Thursday’s Christmas Stroll started at 4 p.m., just as the sun was setting. Daytime amounted to only nine hours of sunlight (followed by 15 of darkness). A tuneful four-part quartet of carolers – soprano, alto, tenor, baritone/bass – named the “Songful Artists” regaled passers-by next to the Christmas tree in front of the Branch Library on East Broadway.

Cocoa and sinfully sweet pastries were donated and served by volunteers.

At 5 p.m., a fire engine with its bells, sirens, and flashing lights fully on, brought Santa Claus to the Library

sidewalk. He greeted the crowds as the carols continued. Officials from the City and the Commonwealth were on hand. The Christmas tree was lit up for the Season. Santa Claus then adjourned to the Public Room in the Library, so he could take each child upon his knee and ask her or him what they hoped to get for Christmas.

South Boston’s 2019 Christmas Stroll stretched from Deirfiur HOME on East Broadway near L Street, with its truly elegant furnishings, to West

Broadway at D, where Boston Cabinets exhibited its custom designs. Some 43 of South Boston’s merchants and businesses took part. It was especially heartening to visit the small businesses in the 2019 Stroll, along with their very attractive displays. During this (very) full Christmas Season, South Boston Online doesn’t have the time or space to mention all of South Boston’s merchants and small businesses. Here are a few that we thought were especially eye-catching.

For gorgeous, sumptuous floral, sumptuous florals, including russetcolored orchids, drop in at Stapleton’s.

Then view the Christmas display of beautifully shaped miniatures at Julio Cesar Roman’s Micro Plant Studio.

Note the variety along Broadway of women’s clothes, which ranged from ballet-inspired creations at Ku De Ta to the sophistication of Luxe Leisure to the eclectic displays at Covet. As a Downtown/Beacon Hill note, Covet has recently opened a branch consignment shop on Charles Street.

Around the Corner Art Gallery (317 E Street) is – well, you guessed it – right around the corner from Neatly Nested, making the intersection of E and West Broadway a “must-visit” shopping spot. And do stop in at the many fine places to dine and drink that have opened along both East and West Broadway for a Christmas Season feast.

SBCH Center’s Dr. TJ Schuch Receives National Recognition for Contributions to Preventing HVP Cancers

D

r. Thomas Schuch has been named HPV Vaccine Is Cancer Prevention Champion Award for outstanding efforts to protect adolescents from cancers caused by HPV in Massachusetts.

South Boston Communit y Health Center is recognized for their efforts to achieve high HPV vaccination rates in their practice.

Led in partnership by the Centers for Disease Control and Prevention (CDC), Association of American Cancer Institutes and the American Cancer Society, the HPV Vaccine Is Cancer Prevention Champion Award program recognizes clinicians, clinics, practices, groups and health care systems that are going above and beyond to foster HPV vaccination in their community.

This year, the award program is honoring champions from 25 states.

For more than a decade as a pediatrician, Dr. TJ Schuch has

championed HVP immunizations as cancer prevention, treating some of Boston’s most vulnerable children and teens at the South Boston Community Health Center. As SBCHC’s informatics directors, Dr. Schuch has programmed customizations to the electronic health records (EHR) at the health center to study trends in vaccine uptake, as well as create and refine clinical decision support tools to help providers improve childhood and adolescent vaccine completion rates. Specific to improving HPV vaccination rates, Dr. Schuch built an automated advisory program embedded in the EHR that flags boys and girls at age 9, to encourage providers to initiate HPV vaccination early. This prompt gives providers greater opportunity to complete the two-dose HPV vaccine series on time.

Data from his work feeds into HPV immunization research conducted at Boston University School of Medicine. Because of

his innovative work, South Boston Community Health Center has a 70% vaccine completion rate for HPV immunization.

HPV vaccine is important because it protects against cancers caused by the human papillomavirus (HPV) infection. HPV is a very common virus; nearly 79 million people are currently infected in the Unites States.

Every year in the U.S. nearly 35,000 women and men are estimated to be diagnosed with a cancer caused by HPV infection. HPV vaccination could prevent more that 90% of these cancers - more than 32,000 cases a year - from ever developing. Both boys and girls should get two doses of the HPV vaccine series when they are 11 or 12 years old. The HPV vaccine series can be started as early as 9.

Each year, the award honors up to one champion from all 50 U.S. states, eight U.S. Territories and Freely Associated States, and the District of Columbia. Immunization programs

2019 Laboure House Tours: - Stunning Homes

his year’s Laboure Center Christmas House Tours – the 49th Annual occurrence of this event – was particularly successful. Here at South Boston Online, we felt that the decorations and design efforts that went into the 2019 Tours were especially skilled and artistic.

And you can be sure that any worthwhile work of art, particularly if it involves an entire residence, requires plenty of hard work and mental concentration to make it beautiful. Just ask any talented artist.

Each of the five homes on the 2019 edition of the House Tours had themes, all of which were novel and attention-

families, faculty and friends participated in, including the members of our South Boston Catholic Academy’s Running Club, which includes over 40 students. A Big Thank You to Mrs. Kathie Marshman for organizing this annual event along with help from her wonderful committee of dedicated parents and friends.

“Kitchen Cabinet” Gathers at Publico on Giving Tuesday.

I

t was 2019’s Giving Tuesday night – December 3, from 6 to 9 p.m. Those who declare themselves to be members of the “Kitchen Cabinet” gathered at Publico, 11 Dorchester Street here in South Boston, for a fundraiser – a fundraiser in support of The Greater Boston Food Bank’s Hunger Free Holidays campaign.

And this event was a remarkable success because of the efforts of the “Kitchen Cabinet”, The Great Boston Food Bank’s advisory group made up of young professionals in their 20s and 30s, who are passionate about their mission of ending hunger here. And they had a great time doing just that at Publico on Giving Tuesday this year.

By itself, Giving Tuesday is certainly remarkable on its own. After Black Friday became known for its excesses as much as its successes, Small Business Saturday cropped up, as did Cyber Monday (how would you like to cyber someone on the Monday after Thanksgiving?).

“Kitchen Cabinet’s” fundraising party at Publico.

It was a joyful, uplifting way to start of f the Christmas Season.

Publico is a marvelous place to gather. Its interior lounge is so f lexible that it can evoke any season of the year. And Publico generously under wrote much of the food and the auction items featured at the “Kitchen Cabinet’s” fundraising party.

When the socially conscious dedication of the “K itchen Cabinet” membership and The Greater Boston Food Bank ’s mission of a healthy and hungerfree Ea stern Ma ssachusetts are combined at Publico, it becomes a notable event indeed.

Senior Development Associate Brian Teague and Catherine Drennan, the Director of Public AffairsCommunications at The Greater Boston Food Bank, expressed their enthusiasm for the fundraising event, as did the Castle Group’s Account Coordinator, Eric Donovan.

A few words about The Greater Boston Food Bank: Its mission is simply to end hunger in the extended community of Greater Boston. Every month, about 140,000 people eat a healthy meal received from The Greater Boston Food Bank.

Senator Collins and Rep. Biele, Unanimously Voted to Enact the Student Opportunity Act

T

his legislation, providing an unprecedented $1.5 billion new investment in Massachusetts K-12 public education system, ensures public schools have the resources to provide high-quality education to students across the state, regardless of zip code or income level.

Assuming inflation, over the sevenyear implementation timeline the bill will provide an estimated $2.2 billion in support of public schools. The City of Boston and Boston Public Schools are projected to receive an additional $115 million for public education under Chapter 70 over the next several years.

“I was proud to vote for this unprecedented investment in local education,” said Sen. Collins. “The State has demonstrated its commitment to Boston Public Schools over the past decade, but this bill really ramps up the investments. In addition to the $222 million in baseline education funds, and the $202 million in unrestricted aid we allocate for City schools, it is clear that the Commonwealth is dedicated to a quality education for all students. What could possibly be more important than investing in the future of our young people?”

“We have a responsibility to invest in our youth, their education, and their future,” said Rep. Biele. “This landmark legislation will help ensure that Boston Public Schools, and public schools across the state, have the necessary resources to provide high-quality education to students regardless of income level or zip code, giving our students the tools they need to succeed and thrive in the classroom and beyond.”

The Student Opportunity Act provides significant support to school districts that serve high concentrations of low-income students and English learners. All school districts across the Commonwealth will benefit from updates to the existing funding formula, with increased state investments in vital education aid programs such as special education transportation and school construction and renovation.

The Student Opportunity Act fully implements the recommendations of the 2015 Foundation Budget Review Commission (FBRC) in order to support the “educational programs and services necessary to achieve the Commonwealth’s educational goals” as stated in the Commission’s mission. The bill provides an estimated

$1.4 billion in new Chapter 70 aid over and above inflation when fully implemented over the next seven years.

The legislation modernizes the K-12 education funding and policy by: Increasing special education enrollment and cost assumptions to more accurately reflect district enrollment.

Providing additional funding based on the share of low-income students in each school district; and returning the definition of lowincome to 185 percent of the Federal Poverty Level, as opposed to the 133 percent level used in recent years.

Increases funding for English learners.

In addition to implementing the FBRC’s recommended formula changes, the Student Opportunity Act provides an additional $100 million in state financial support in several categories to help public schools and communities deliver a high-quality education to every student. Those fiscal supports include: Increasing foundation rates for guidance and psychological services in recognition of the growing need for expanded socialemotional support and mental health services; Committing to fully funding charter school tuition reimbursement,

which provides transitional aid to help districts when students leave to attend charter schools, within a three-year timetable; Expanding the special education circuit breaker program, which reimburses districts for extraordinary special education costs, to include transportation as well as instructional cost, to be implemented over the next four years; and Raising the annual cap on Massachusetts School Building Authority spending for construction and renovation of school building projects by $200 million. In order to track and reproduce successful school and district-level programs and policies, the legislation calls on school districts to develop and make publicly available plans for closing opportunity gaps and includes language, to ensure that plans consider input from school committees and other stakeholders.

The legislation also establishes a Data Advisory Commission to help improve the use of data at the state, district, and school levels to inform strategies that strengthen teaching, learning and resource allocation.

The bill was signed into law by Governor Charlie Baker.

Councilors Flynn & Flaherty, DND Held Informational Meeting on Senior Programs

n partnership with the City of Boston Dept. of Neighborhood Development (DND) and the Boston Home Center, Boston City Councilors Ed Flynn & Michael Flaherty held an informational meeting this past Saturday, Dec. 7th at the South Boston Library on senior home repair programs offered by the city.

In the meeting, staff from DND & the Boston Home Center gave an over view of progra ms such a s Seniors Save and the Senior Home Repair, where eligible seniors c a n obta in gra nts or 0% interest loans to replace aging

heating systems, and to make emergency, moderate or minor repairs to their homes. DND representatives were able to walk residents through the application process for these programs and a nswer pertinent questions.

MA Conference for Women at BCEC to Impact Local Traffic on Dec. 12; Local Parking Limited The annual Massachusetts Conference for Women will take place at the Boston Convention & Exhibition Center (BCEC) on Thursday, December 12th. The event is expected to bring 10,000+ attendees to the South Boston Waterfront. A large majority of attendees are expected to drive to the event.

Traffic in the area is expected to be heaviest during the morning and afternoon rush hours, as a majority of the attendees will arrive between 7:00AM and 9:00AM and will depart between 4:30PM and 6:00PM. Attendees, as well as local employees working in and around the South Boston Waterfront, are urged to make alternative plans for their commute that day. Use of public transit is strongly encouraged. If you must drive, please allow additional time for your commute.

Parking in the South Lot of the BCEC is expected to fill quickly for this event. Additional parking will be offered at off-site lots in the South Boston Waterfront area. Signs will direct attendees to off-site parking.

Shuttles to the BCEC will be provided for those parking off-site. Police details will be in place to help direct traffic and pedestrians.

A production entitled “Christmas on Uranus” (Uranus is the seventh planet from the Sun, orbiting between Saturn and Neptune) is now being presented by Boston’s Ryan Landry and the Gold Dust Orphans.
