outh Boston Online frequently hears the question, “So what can we do about that?” Sometimes the meaning of the word “that” isn’t very clear, but right now, as this is being written, there are three things occurring in the second half of the Year 2020 that are critically important to each and every one of us – the 2020 Census, the COVID-19 pandemic caused

by Coronavirus, and the hotly contested election races that are underway (Primary Day is Tuesday, September 1, 7 a.m. to 8 p.m.).

Here’s another vital step you can take against COVID19: GET TESTED. Last week, we reported that over 2,500 free tests were made at the Moakley Park pop-up test site, staffed by the East Boston Neighborhood Health Center (EBNHC). Less than 1% were positive – good news for South Boston! Testing is an important free step you can take to fight the spread of COV ID-19.

Testing allows the medical authorities to find “hot spots” and overcome them; you can really help by getting yourself and your family tested.

Take Charge Look, the Year 2020 is more than half over. Mostly because of COVID-19, we have to write 2020 off – it is turning out to be a total loss. A sign at Loco on West Broadway stated, “Might just put the tree up and call it a year.” We have to do whatever we can to enter 2021 as strong as we possibly can be. To summarize, we must fill out the 2020 Census forms, take every precaution in the fight against COVID-19 (including getting tested), and vote now and in November. We need to elect the best possible candidates to lead us through this crisis.

combined with a press conference, was called by Congressman Stephen Lynch. Similar gatherings in other Congressional Districts were held all across Massachusetts. Lynch himself held another such rally/press conference at 3 p.m., near the USPS Processing Facility in Brockton.

The objections to recent changes in the U.S. Post Office seem to center on three key issues – the proposed shutdown of more than 600 automated sorting machines across the U.S., removal of a large number of mailboxes, and banning the use of overtime (including late mail truck departures) that ensure sameday delivery of all first class mail.

Louis DeJoy was recently appointed Postmaster General by President Trump, and had started cutting USPS expenses, even though the Vote-byMail efforts were in their early days – essentially still in their startup phase.

References have been made to the Postal Service being a constitutional requirement. Article I-8 of the U.S. Constitution empowers Congress to establish Post Offices, as well as Post Roads and mail routes.

This has been done in many, many ways over the last 231 years, including the use of private companies called “Despatches” for inner city mail during the 1800s and delivering out West via the Pony Express. The Pony Express lasted only a year and a half, before falling victim to the advanced technology of those days – namely, the telegraph (instead of letters) and the transcontinental railroad (for packages). These days, emails via the internet have cut USPS firstclass mail (a significant Post Office profit center) by more than onehalf. Clearly, certain reductions in the U.S. Post Office may be needed.

Questions about the upcoming

2020 elections remain, which will begin to be answered with Primary Day this Tuesday, September 1. Postmaster General DeJoy, in Monday’s Congressional hearings, promised that mail-in ballots would be handled efficiently. But stories of missing Vote-by-Mail ballots are heard everywhere, and we’ll soon see the upfront results, more than two months before the General Elections on November 3. There are approximately 150 million registered voters in the U.S. Roughly 60 million of them have requested mail-in ballots, each of which will require four postal “Transactions”: (1) mail in the ballot request, (2) get it back by mail, (3) mail the filled -out ballot back, and (4) send each ballot to be counted. That’s a very large number – 240 million postal “Transactions”.

But the USPS handles nearly 500 million items each and every day, which is twice as many as the Voteby-Mail ballot “Transactions”.

Our recommendation: Just get set to call for a large amount of Post Office overtime during both upcoming election weeks – on September 1 and during the first week of November.

Perhaps more of our local retail enterprises should consider exhibiting their offerings outside on the sidewalks of East and West Broadway, just as so many of our restaurants are doing. South Boston’s Chamber of Commerce perhaps could assist in organizing and helping to set this up. And importantly, it might decrease the risk of contagion right now.

A Backyard Transformation in Bayside

I

n this unfortunate time of contagion, a frequently heard piece of advice is that you should spend more time outdoors – much more time, during this season of warmth and (mostly) clear weather. One way to do this is to begin planting a garden, such as the one Kathy Bitetti and Amy Hayes are creating to transform Kathy’s backyard.

There’s a story here: Until now, Kathy’s back yard was covered by deep shade from two massive trees next door.

Then in mid-June, her neighbor removed those trees, leaving partial shade and some areas of summer sunshine each day. The only plants in this freshly opened backyard area were hosta, a few rogue wild strawberry seedilngs, and a sprawling stemmy rosebush, which was trying to chase enough sunshine to grow a few blooms.

So Kathy contacted her friend, A my Hayes, who is a professional consultant on renewing and enlivening open outdoor areas with appropriate plantings. Together, the two of them purchased a number of plants that would do well in the new sunny areas, the remaining partial shade, and somewhat acidic soil. They wanted plants that would f lower this year; they spent the July Fourth weekend

The garden they created is just seven weeks old, but please take a long look at the colors that have already burst forth in less than two months. Kathy’s back yard is just about 300 square feet, and Amy says her mission is, “To transform space, indoors or outdoors, using plants that tie into the owners’ favorite possessions or a collection.”

At this time, only Kathy’s morning glories have been grown from seeds, which came from a memorial to Marie Marshall, who hand-picked the seeds from her daughter’s (Deana Marshall Tarver’s) garden the autumn before she passed away.

The garden is what’s called a “pollinator garden” expressly for beneficial insects such as bees and butterf lies. Both honeybees and bumblebees were gathering there in large numbers, but not to worry. Bees, especially in late summer, concentrate

only on harvesting pollen and nectar for the cold weather to come. Herbs like basil are being grown in their own separate containers in K athy’s yard.

If you yourself have an empty outdoor area – a yard, your porch, or beside an entry way – why not spend some time outdoors transforming it with plants?

No fence is tall enough to prevent sunflowers from seeking sunshine-with-a-view.

Flynn Holds Hearings on Impact of CORI & 2020 Census

C

ity Councilor Ed Flynn held two hearings last week on matters that he filed in the City Council, including on how criminal offender record information (CORI) affects employment, housing, and other opportunities, as well as current efforts to encourage residents to participate in the 2020 Census.

Held on Thursday, August 20th, the hearing on the impact of CORI on employment and other opportunities was sponsored by Councilor Ed Flynn and Councillor Michael Flaherty, and chaired by Councilor Julia Mejia under the Committee on Small Business and Workforce Development.

Panelists include representatives from community organizations, advocates, and city officials from the Office of Workforce Development, Office of Public Safety, Office of Returning Citizens, Boston Center for Youth and Families, and others. Panelists discussed how the COVID-19 pandemic has exacerbated the employment and housing situation for people with CORIs, as well as discussed some of

the common challenges for people with CORIs who are trying to access opportunities, including the lack of awareness about their rights, education, and reluctance from employers to hire. Councilor Flynn emphasized the importance of people with records being given a fair chance in getting jobs and other opportunities, and spoke about his desire for more employers to be CORI-friendly. He is committed to continuing working on the issue with Councilor Flaherty, his colleagues, and advocates to expand access to opportunities for people with CORIs. The hearing on the 2020 Census was held on Friday, August 21st, and it was a joint hearing of two dockets regarding how to ensure a complete count of the 2020 Census. The hearing was sponsored by Councilor Ed Flynn, Councilor Michelle Wu, Councilor Kim Janey, and Councilor Ricardo Arroyo, who also chaired the hearing under the Committee on Census and Redistricting. The hearing included the Mayor’s Census Liaison, Sebastian Zapata, who gave an update on the work that he has been doing with

the Census Bureau and community organizations to encourage residents to respond to the Census, especially traditionally undercounted populations such as immigrants, non-English speakers, and students. Other panelists include representatives from the US Census Bureau, the Chinese Progressive Association, MIRA Coalition, ACLU, and other civil rights and community organizations. The current selfresponse rate is approximately 54.8%, and there will be door knocking operations for those who still have not responded. Councilor Flynn spoke about the critical role that the 2020 Census has in the allocation of federal funding for our communities, and discussed about the effective methods that the city and city officials can use to encourage participation of the Census, including bringing Census information and personnel to events to help residents fill out the Census on the spot, and stressing the confidentiality of Census information. Councilor Flynn has been working with civic organizations since last year on bringing

awareness to the Census, and plans to continue his efforts in ensuring an accurate count of the 2020 Census.

“The impact of CORIs on our residents and participation in the 2020 Census are issues of great importance to our community, as they relate to economic opportunities, racial equity, and community resources,” said Councilor Flynn. “As a former probation officer, I know the negative impact that CORI can have on a person’s ability to access opportunities, and as a City Councilor, I understand how critical it is for our communities to respond to the Census so that we can get the resources we need in education, healthcare, transportation, food access, and other crucial areas. I want to thank my co-sponsors and colleagues for their collaboration and work, these two hearings provided great insight for our continued work on these issues.”

Cumulus Clouds Come North

Y

ou’ve likely noticed that the summer clouds over South Boston have taken on some partly new forms, often described by words like “marshmallow”, “whipped cream”, and so on. To this writer, they resemble cotton batting. And they do look more solid, just like all of those fluffy-but-semi-solid substances. Well, those clouds are still good old cumulus clouds, but with some added things happening in their surroundings, such as increasing temperatures, that quicken and add to their formation.

You will have noticed that these clouds are often quite f lat on the bottom, and then become puffy and billowy as the cloud forms go upward. This type of formation action is responsible

for how eye-catching cumulus clouds are (these are the clouds we were all taught to draw in grade school art classes). The scientific terms for this phenomenon are “latent heat” that results in “positive feedback ”. All you have to know is that a cumulus cloud begins to form at a certain, exact height, and then rises even faster (billowing as it goes).

Strong sunlight and high temperatures at ground level cause warm air to rise rapidly, as the daylight hours progress. Now that the globe is warming up, we are getting summer temperatures more like those in the southern U.S. As a result, the cumulus clouds over South Bsoton form more often (and billow much more intensely). And they often lead to afternoon thunderstorms, wh ic h i s a not her stor y.

No Contest: Celts Sweep Sixers

I

t has been four days since the Boston Celtics bested the Philadelphia 76ers, four games to ZIP, in the first round of the 2020 playoffs.

But first, a couple of important points about hockey in Boston: Not only did the 100-point Bruins knock the Hurricanes out of the NHL Playoffs, 4-1, last week, they also took the first game of the second playoff round from the Tampa Bay Lightning on Sunday for five out of six wins so far. Point Two is Goalie Jaro Halak, who has earned a strong four wins as a Bruins starter with seven Goals Against, as this is being written. He is and will be tested with a couple of backto-back tilts in this series against the Lightning, but he looks good.

Back to basketball. The Sixers came into the first round of the

playoffs with a winning 43W-30L (.589) record for the abbreviated ’19’20 NBA season. The Celts were measurably better at 48W-24L (.667), but not tremendously so. However, the Sixers’ all-Star, Ben Simmons, both a defender and an offensive threat, was out with a knee injury.

The first of the four games was nearly a disaster. Jaylen Brown got painfully kneed and Gordon Hayward went out for the series (at least four weeks?) with a level three ankle sprain. However, the Celts pulled it out in the fourth quarter, with 80 of their 109 total points from Tatum (32), Brown (29), and Walker (19). The second game was a rout (128-101), with the Sixers behind all the way and barely breaking 100.

The “big three” (Tatum, Brown, Walker) got 75 points; the other Celts put in 53, which is not too shabby all ‘round. The third game was close – the Celts were down

94-92 with just two minutes to go.

Philly had shot a miserable 30% but managed to control both boards, resulting in far too many offensive second chances. But Smart stole a pass from the Sixers’ big guy, Joel Embiid, and Brown laid it in, plus getting fouled. Then, a 10-ZIP Celtic scoring spree in just over a minute put the third game away.

The fourth (and final) game was something of a foregone conclusion, because no NBA team has ever come back from a 3-ZIP playoff deficit. In this 110-106 win, the Celts’ big three scored 76; the rest of the team had 35. Center Daniel Theis defended well and was in double figures at 14; Jayson Tatum continued his board performance with 15 rebounds.

And kudos to Marcus Smart for his overall quickness, leadership, and defensive moves. Philadelphia looked dispirited and simply tired in the fourth quarter, especially

Embiid, all 280 pounds of him.

Now, the Celtics will take on the Toronto Raptors in the second round of the playoffs as you are reading this (tonight, Thursday).

The second game will be on Saturday – both times are not yet announced.

This series with the Raptors may be the most interesting one in all of the NBA playoffs. The Raptors were #2 (53W-19L, .736, during the regular season) in the NBA East ; the Celts were #3 (48W-24L, .667). And like the Celts, the Raptors wiped out the Brooklyn Nets 4-ZIP in their own playoff series, while averaging 126 points per game – 150 points in the fourth and final game.

And all the best to the Bruins.

Who knows? We may possibly have two championship-bound teams here in Boston, soon after the Patriots begin their season in September. Boston Strong!

Jean Donahue’s yard in Roslindale took first place in the Shade Garden category in Mayor’s Walsh’s 2020 Garden Contest.

Mayor Martin J. Walsh announced the winners of the 24th annual Mayor’s Garden Contest with a grand prize provided by JetBlue and prize packages donated by Mahoney’s Garden Centers. This year’s competition was held within current social distancing guidelines with the contest providing the perfect opportunity to recognize those who have taken advantage of the “safer at home” guidelines to hone their gardening skills.

The Mayor’s Garden Contest recognizes gardeners who have landscaped, planted flowers, trees, shrubs, and vegetables, and in the process, helped beautify Boston’s neighborhoods. The safety of gardeners and contest judges was the top priority of the Boston Parks and Recreation Department and gardeners were instructed to follow all current advisories from the Boston Public Health Commission and the City of Boston.

First place winners received the coveted “Golden Trowel” award from Mayor Walsh while second and third place winners were awarded certificates. Judging was held with social distancing and masks in use, as was the delivery of winner’s certificates.

First place winners were also eligible for a drawing for a JetBlue Grand Prize consisting of roundtrip flights for two to any nonstop destination from Boston. Terms, conditions, and blackout dates apply. Gardener’s gift bags were provided by Mahoney’s Garden Centers to the top three winners in each category as well as gift certificates for the 2020 Hall of Fame winners.

This year’s ceremony was held virtually on August 25 with all winners’gardens showcased. As winners of each category were announced, photos of their gardens were shown on screen. In addition, a Story Map featuring photos of the winners and their gardens is available at www.boston.gov/GardenContest.

Gardeners who have won three or more times are automatically entered into the Hall of Fame and will be recognized at the awards ceremony.

These distinguished Hall-of-Famers will be ineligible to enter as contestants but are welcome to return as judges.

The 2020 Hall of Fame Inductees are Carmen Musto and Kristen Mobilia of the Fenway, Michele Topor of the North End, and Daryl Johnson, Rick Smith, and Rick Kuethe of Dorchester.
