Editorial: Questions linger about the proposed Grand Prix

T

he proposed Grand Prix of Boston, which has a course of a over two-and-a-half miles around the South Boston Waterfront, has many questions remaining. These must be answered soon.

While we are entirely open to major spectator events coming to Boston and South Boston, South Boston Online has a negative opinion about IndyCar races and their presence at Grand Prix of Boston, which is actually located entirely within the confines of the South Boston Waterfront – and within those confines over the next five years.

This opinion is simply stated: We don’t think Grand Prix racing fits us – either our city or our neighborhood.

And that’s not because we are against major events. The city of Boston is the finish line of the most famous marathon in the world, which draws nearly 20,000 participants. South Boston hosts the entire Evacuation Day/St. Patrick’s Day Parade, which in good weather draws almost a million spectators.

The round-the-world Volvo Ocean Race made its only North American stop on Fan Pier in 2009. Four years later, our waterfront hosted the Red Bull Cliff Divers – off the roof of the Institute of Contemporary Art. To say nothing about visits by the Tall Ships, 30 years of First Night, over a century of Polar Plunges, and Boston’s position as one of the world’s leading centers of sport. Can you believe that some critics call us “conservative,” “old-fashioned,” and “stuck in our ways?” Go figure.

Prix construction and tear-down will take a month – mid-August to mid-September. Our waterfront is already congested every single workday.

What benefits will Boston and South Boston receive from Grand Prix? Be specific. What concrete, economic benefits have other cities like us gotten from Grand Prix events in the past?

Even if a case can be made that Grand Prix spectators could bring new tourism money into Boston, where would we put them? Labor

The major reason for our unfavorable opinion about Grand Prix racing is because of all the remaining questions. It’s not due to “loss exposure,” which Grand Prix Boston has agreed to indemnify. And Grand Prix racing is certainly a spectacular event that many would enjoy.

But what about its effect on our last weekend of summer? Grand

Day is college move-in weekend around here, many parents come here to check things out, and our baseball, football and cultural seasons go into high gear come Labor Day (we hope).

Baltimore, at 625,000 people (about the size of Boston), canceled its five-year Grand Prix contract after its third year in 2013.

Why? What happened? Details,

please.

Why is a five-year agreement needed? How about a one-time “test run” over the 2016 Labor Day weekend?

A group of condo residents on D Street first spoke up against the Grand Prix. Later, they agreed to accept the races, but the terms of this agreement were kept secret.

Why? Is the CIA involved?

In South Boston Online’s opinion, Grand Prix planning, licensing and permitting have fallen behind. The plans for the racetrack and roadway modifications won’t be finalized, submitted and approved at least until March.

There are then only five months to go, and this is Boston, race fans. Can such a short time frame be made to work? And work safely?

Even if all of the above questions can be answered in a satisfactory way, what good will the Grand Prix be, specifically for those of us who reside in South Boston itself? South Boston Online believes there are better, more important ways to use our time and energies over the next five Labor Day weekends.

Cardiac arrest caused Flynn’s motor vehicle accident Former mayor had defibrillator implanted to resolve irregular heart rhythms

Former Boston Mayor Raymond Flynn had a defibrillator implanted after he experienced an “aborted sudden cardiac arrest” last week, which caused a motor vehicle accident on Thursday, Feb. 11.

Flynn’s doctors at Massachusetts General Hospital believe “he developed an irregular heart rhythm that led to a drop in blood pressure and loss of consciousness,” according to a statement from Frank Doyle, spokesman for the Flynn family.

Early Thursday afternoon, an accident was reported on Flint Place in South Boston, the small, dead end street where Flynn lives. A one-car accident was reported at 12:46 p.m.

Thursday, according to Boston Police Lt. Michael McCarthy.

Boston Police Captain John Greland posted photos online Thursday of a motor vehicle accident “near Marine Road,” the road off of which Flint Place is located. The images shared by Greland show a large hole in a brick foundation of a building and a vehicle with a broken windshield and covered in debris, which appears to be from the same building.

“After working out at the Boston Athletic Club for a couple of hours this morning, I drove home and while parking my car on my street, I got weak and completely passed out.

Minutes later I woke up, but my car unfortunately had crashed into another house on my street,” Flynn wrote in a statement. “Thank God nobody got hurt.”

Flynn was taken to MGH by ambulance following this accident, according to Doyle.

“The team at the Massachusetts General Hospital Heart Center performed a number of cardiac tests to ascertain the cause of the blackout.

Late (Friday) afternoon, Mayor Flynn underwent an implantation of a defibrillator, a device designed to recognize potential problems and protect Mayor Flynn from future irregular heart rhythms,” Doyle wrote in the statement.

“The Mayor is home now resting and recuperating,” Doyle wrote in an email Monday evening. Flynn was seen walking on East Broadway in South Boston on Tuesday morning.

“The Mayor is a vigorous 76 yearold gentleman, who walked 5 miles the day before this occurred and was at the gym not long before his accident.

Out of abundance of caution, we recommended placement of a defibrillator to protect the Mayor from risk for future arrhythmia,” said Dr. James Januzzi, Flynn’s cardiologist, according to Doyle’s statement.

Boston Redevelopment Authority considers rezoning South Boston The Boston Redevelopment Authority is marshaling its resources for a new, fresh and careful look at zoning rules, as they apply to South Boston. Rezoning is obviously a critical project affecting our community’s future. Plan to attend the BRA’s first overall rezoning meeting on Monday evening, Feb. 29, at the Tynan School from 6 to 7:30 p.m.

Mark McGonagle is employed by the Boston Redevelopment Authority as its Community Affairs Liaison for zoning. Because of that responsibility, along with his South Boston roots, Mark has been asked by the BRA to spearhead a rezoning project that will include over half of South Boston.

This project will include most of what we’ll call “the South Boston residential areas.” These areas extend along and to each side of Broadway and Dorchester Street (see map).

Please note that certain areas in South Boston are not included in the rezoning project. The Waterfront developments are not in this study. Fort Point developed its own so-called 100 Acre Master Plan some years ago. The area along and on each side of Dorchester Avenue (between Andrew Square and Broadway) is already being studied – the BRA’s “Plan Dot Ave” project has been ongoing for the last eight months.

The proposed rezoning project was presented to South Boston’s seven civic groups last year. It’s now time to involve the general

public, so a meeting on Monday evening, Feb. 29, has been scheduled. You are invited and encouraged to attend. Take an active part by all means – it’s your future.

Why is rezoning necessary, even to the point of being urgently needed? Well, no one has to be told that Boston is experiencing rapid growth. The Boston 2030 plan - our city’s 400th anniversary – estimates that the city’s population will grow from 630,000 to 750,000. A good chunk of that will take place in South Boston.

Our community has only 5 percent of the city of Boston’s population and just 10 percent of its area, but we “own” as much as 60 percent of newly issued building permits. At the risk of being too simplistic, we can only grow in two directions – upward and sideways. That requires patient, careful rezoning.

However we end up growing, it’s clearly important that we grow in a well-planned way. This first rezoning meeting will deal with “dimensional” zoning – height, width, depth, setbacks, etc. It will also be an informational meeting, followed by a Q&A session. For example, do you know what the zoning abbreviation “FAR” stands for? South Boston Online admits that we don’t fully understand FAR, either.

But McGonagle stated that rigid enforcement of existing setback and FAR zoning might mean a property owner could build nothing larger than an elevator shaft on his property.

Mark was only half joking.

And then there’s the need for what can be called “usage” zoning

– residential, retail, commercial, open green space, parking, and so on. In addition, proper rezoning is required in order to fulfill the plans we make. Master plans are excellent methods to start building a great city, but please remember, only formal zoning or rezoning gives those plans “the force of law.” The Boston Redevelopment

Authority, the City Council, and the Mayor are working together, so that rezoning can be an integral part of the “Plan Dot Ave” project mentioned above. The BRA will take the same cooperative approach in developing rezoning all over South Boston’s residential areas.

Love was in the air at the recent book sale

No, it wasn’t quite Valentine’s Day yet. Even so, the Feb. 13 Branch Library Book Sale was a love fest. The book sale, sponsored and run by the Friends of the South Boston Branch Library, raised funds for various Branch Library activities, such as kids’ programs and refreshments (unbudgeted) at various Branch Library events. And, yes, it was filled with love.

Intrepid members of the Friends actually sold books outside in the rapidly plunging temperatures (“Greater love hath no man…”), and students from Excel High School sold water bottles to finance their next good-works trip to Malawi. Not only does the book sale get fine reading and listening into the hands of the South Boston public, it’s a legitimate form of recycling. The volunteer book sale staff serves without any cost to the long-suffering taxpayers of South Boston. Overall, it was grand, grand book sale to end all book sales.

Of course, there wasn’t the romantic love celebrated on last Sunday, Feb. 14. But the book sale’s love for everyone’s fellow human beings (I.e., agape) was evident, despite the cold weather. -Rick Winterson

He was the youngest of six brothers (yes, it was three to a bed). They lost their mother, Catherine, when he was only three years old. His father, Paul, was a Local 25 truck driver and forklift operator for the Herald American newspaper, who devoted his own life to raising and providing for his six boys.

“We stuck together – morning and night, there was always food on the table,” he said. Evans calls his father “a good dad,” who took “great pride in his sons.” Three of them, Paul (USMC), John (Army), and Jim (Army), served in Vietnam. But tragedies and victories were yet to come. Young Bill Evans lost his brother Joe to a fatal hit-and-run accident. Then his father Paul died when young Bill was 14. He was raised by his older brothers, with much help from his neighbors and extended family.

Since being appointed police commissioner in 2014, Evans has imbued the Boston Police Department with the concept of “buying into the community,” partly because of his own youthful experiences in a strong, caring neighborhood.

Heaven Parish. He spent a year in Hawaii at Chaminade College, returning to Boston to attend Suffolk University and earn his degree in Government.

He became a Boston Police Department (BPD) Cadet in 1980. Over the next 36 years to the present, he steadily worked his way up through the ranks – patrolman, sergeant, lieutenant, captain and superintendent.

He served as a captain in the South End, Roxbury and Allston/ Brighton. His assignments as a superintendent included security for President Obama’s visit and overseeing the “Occupy Boston” movement, responsible for its orderly conduct and wind-up. On April 15, 2013, Evans actually had completed the Boston Marathon, when he was called out of a hot tub to the tragic bombing. He then organized the police efforts, up through that final night in

Watertown when the younger Tsarnaev brother was captured alive.

Later in 2013, Mayor Menino appointed Evans interim police commissioner; he was permanently appointed by Mayor Marty Walsh early in 2014. Since then, he has imbued the BPD with the concept of “buying into the community,” partly because of his own youthful experiences in a strong, caring neighborhood.

He also credits Mayor Walsh with good, citywide leadership.

Crime is down; homicides are at a 16-year low. In Evan’s opinion, “Drugs and mental health issues are the chief causes of crime in Boston. The police must now focus on community, keeping people out of the enforcement

system whenever possible.”

Bill Evans is not just the commissioner and a fine athlete (49 marathons around the world, with a best time of 2:51); he’s also a family man. He, his wife Terry, and their three youngadult children - Carolyn, John, and William – reside in their East Broadway home. He gets together regularly with his four brothers.

And Evans is a great fan of Paraclete, where all three of his kids went when they were in middle school. Both his son John and his wife Terry have taught there.

So Commissioner Evans hopes to you’ll attend his “time” on Feb. 24 in support of one of South Boston’s key organizations. The Mayor and many other guests will be on hand as well. We’ll be paying tribute to one of South Boston’s homegrown “good, hardworking guys.”

Free Learn to Skate starts Sunday South Boston Youth Hockey is announcing free learn to skate for boys and girls, age 9 and under starting this Sunday, Feb. 21 at 4 p.m. at the Murphy Rink. This was all made possible by the BRA grant. Helmets with cage are required.

Please arrive early to allow time to register. Registration is also available at the Murphy Rink Skate Shop, Wednesday through Friday from 10 a.m. to 3 p.m. There will be four sessions: Feb. 21 and 28 and March 6 and 13.

Building community through art

Medicine Wheel Productions celebrates 25 years throughout 2016

B

ack in 1991, the basic aim/ goal/mission/philosophy/ whatever of Medicine Wheel Productions occurred to Michael Dowling, Medicine Wheel’s founder, artistic director, and artist in his own right. Stated simply, Michael realized the connection between the community and its art. Medicine Wheel’s basic idea is stated in the clause, “Building Community Through Art.” Well, 2016 equals 1991 plus 25 years. Medicine Wheel Production is celebrating its silver anniversary this year. Big plans and great celebrations will make this a memorable anniversary year. There are a number of events planned, but three stand out in particular. The first is a Medicine Wheel fundraiser called “Turning the Wheel” on Thursday, June 16, as spring comes to an end. Then, late in August, the “I Have a Dream” observance takes place. On Dec. 1, Medicine Wheel Productions will hold its annual World AIDS Day Remembrance. (Look here for the announcements about these three, as well as the many other Medicine Wheel activities during 2016.) Mark McGonagle, chair of the Medicine Wheel board,

Four hundred years ago, Christopher Wren, the famous British architect, was sarcastically asked, “But where are the monuments built in your honor?” He replied, “If you would see my monuments, just look around you.” Wren was of course referring to the magnificent buildings in London

They show current Medicine Wheel events, backed up with years of work by Michael and the folks at Medicine Wheel Productions. Drop in at the Medicine Wheel studio at 110 K St., sometime. Recently, they held a “Hand in Hand” event, where Boston police officers bond with young Medicine Wheel members by casting their hands together in plaster. Look for those hands, an example of “building

community through art.”

Visit the current exhibition at Medicine Wheel’s Spoke Gallery, entitled “On the Line” by Curator Kathy Bitetti. It brings Dorchester artists to Spoke Gallery, one of the busiest small galleries in South Boston’s burgeoning fine arts scene, another example of “building community through art.”

Put on your boots and warm coat. Then take a walk up to No Man’s Land behind South Boston’s Excel High School on the east end of Thomas Park, where a gate through to the Dorchester Heights Monument has just been cut. Twenty years ago, Michael and a group of young users began creating a park from the overgrown crescent of ground called “No Man’s Land,” to commemorate the rash of teen suicides in the mid90s. It’s now a beautiful small park, where the engraved brick road goes ever on – especially when the leaves come out in spring, and is another way the organization is “building community through art.”

On Saturday, Feb. 13 at the Walsh Center gym, the two Gate of Heaven CYO intermediate basketball teams battled each other, and when the final buzzer sounded, it was Coach Bryan Van Dorpe’s boys who went home on top, 52-49.

It was the Gatey blue shirts versus the Gatey white shirts for Southie bragging rights. It was a close contest for the first 10 minutes of play and with 10:27 remaining in the first half, Gatey white led by five. But then the Gatey blue team went on an 11-1 run to take a 21-17 lead at the half.

In the opening minutes of the second half, Gatey white scored on their first two possessions to tie it up, 21-21. Gatey white continued to maintain the momentum, firing on all cylinders, and with 8:59 left, they led, 45-36. Gatey blue wasn’t about to close down shop and went on a 10-0

run to take the lead, 47-45. Then, with 2:34 left on the game clock, it was tied, 47-47, but Gatey white eked out the victory by outscoring Gatey white, 5-2, in the final minute.

For Gatey white, Ben O’Brien was in the zone as he netted 20 points, including four three pointers. Sean Collins scored 14 points while Patrick Lynch had 10 points. For Gatey blue, Phil Hayes was a monster on the boards and scored 18 points, while Sean Schallmo finished with 14 points.

“It was an intense game,” said Gate of Heaven Athletic Director Kevin Lally. “Both teams have some talented players and they know how each other play since they’re always shooting hoops in the gym when they’re not playing actual games.

They don’t like to lose but aren’t sore losers, (they) have pride…and play hard every time they step onto the court.”

Police seize illegal drugs in South Boston Boston police on Monday made several arrests and seized “significant amounts of various illegal drugs including heroin and crack cocaine,” according to a statement from the Boston Police Department.

The Neighborhood Drug Control Unit in District C-6 (South Boston), executed search warrants Monday, which led to the arrests of Tahkeese Brown, 44, of Boston, Khalea Morrison, 24, of Boston, and Latoya Bradley, 31, of Boston.

Brown was charged with the traffficking of a Class A drug. According to the BPD statement, the search warrant executed at 433 Old Colony Avenue led to the recovery of 600 bags of heroin (Class A drug) and over $1,000

in cash.

Morrison was charged with possession with intent to distribute Class B drugs (Cocaine) and the unlawful possession of ammunition. According to the BPD statement, the search warrant executed at 419 Old Colony Avenue led to the confiscation of 14 plastic bags of crack cocaine (Class B drug), seven plastic bags of marijuana (Class D drug) and over 300 rounds of ammunition.

Bradley was charged with possession with intent to distribute Class A (Heroin) and Class B drugs (Cocaine).

According to the BPD statement, a search warrant executed at 21 O’Callaghan Way led to the confiscation of 25 plastic bags of crack cocaine and 17 bags of heroin.

Breakfast will recognize Henry Knox Award recipients South Boston Citizens’ Association President Tom McGrath is pleased to announce that on Saturday, Feb. 27, at the Kickoff Breakfast at the Seapoint Restaurant at 10 a.m., the Henry Knox Award Presentation will take place. The event chairman will be South Boston’s own City Councilor Billy Linehan, who has led the fight to preserve the historical importance of Evacuation Day. “As president of the Association, it is an honor for me to appoint Billy to kick-off the festivities. Bill’s commitment and involvement with the SBCA has been a tremendous asset to me and the Executive Board,” McGrath said.

The awards are presented to everyday citizens involved in the community who seek no recognition, who are considered “Unsung Heroes.”

This year’s honorees are John Hogan, Ken Ryan, Jr., and Kevin Kelly.

The first recipient is John Hogan, who was born and raised in the D Street Housing projects in South Boston. John is the general manager of American Sweeps. John has been chosen as one of this year’s recipients because of his behind the scenes support of so many causes in

South Boston. To name a few, John has been the main supporter of the Citizens’ Associations Annual Special Shamrock fundraiser, which benefits the South Boston Special Kids.

John has also been a supporter of the BHA’s D Street Annual community day providing food and gifts for the children of the community. John was raised by his mother Betty, and has a son, John, and a daughter, Brianna.

Next up, Kenny Ryan, Jr., is a lifelong resident of South Boston and the oldest son of Kenny and Mary Ryan of East Seventh Street. A product of St. Brigid’s School and Boston College High School (’05), Ken earned his B.A. in communications from Boston College in 2009, where he served as a team manager for Coach Jerry York’s men’s ice hockey team.

After graduating from BC, Kenny returned to South Boston, where he followed in his father’s footsteps and became actively involved in local politics and community issues. He serves on the Board of Directors for the Harry McDonough Sailing Center, a self-sustaining, educational program dedicated to providing inner-city youth with a fun, safe, and accessible environment, while promoting positive life skills and values through sailing. He also serves on the Board of Directors for the Foundation for Boston Centers for Youth and Families (BCYF), a citywide organization that seeks to enhance the quality of

life for Boston residents by partnering with community-based organizations to offer a wide range of comprehensive programs and activities.

Most recently, Ken was accepted into the Greater Boston Chamber of Commerce’s Boston’s Future Leaders Program for mid-level executives who demonstrate strong organizational and civic leadership potential. He was also selected to serve on Mayor Walsh’s 2015 ONEin3 Council, which engages Boston’s young adults through opportunities to participate in city government and civic affairs, facilitates communication between young adults and the city’s leadership, and connects young adults to city resources, neighborhood networks, and to one another.

Ken currently works in the Government & Community Affairs office at Boston University, where he serves as the Director of City Relations.

As always, the SBCA likes to recognize a business that has been more than generous to the community. Northern Contracting Corp. has been in business for over 20 years and is a union shop that specializes in municipal projects in Boston and the surrounding areas. Kevin Kelly is the General Manager and another recipient of the Henry Knox “Unsung Hero” award.

-Boston Animal Shelter: Made improvements to the animal park.

-South Boston Collaborative: Renovated old library and converted it to usable office space for the South Boston Collaborative.

-McDonough Sailing Program -Saint Joseph’s Church: Renovations & cleanup for Father Joe White.

-Gavin Foundation -St. Mary’s Home for Women & Children: Renovation to add a new children’s classroom & several other projects -South Boston Citizens’ Association Special Shamrock Fundraiser: “It is an honor to recognize these individuals who dedicate their time and energy to the South Boston Community. I hope the community will join me and others on Saturday, Feb. 27, to honor these individuals,” McGrath said.

Team Southie fundraiser is a success

On Sunday, Feb. 14, Team Southie held its Dog Bowl at the South Boston Bowlarama on East Broadway to raise money for their “Pawsitively Southie” dog leash initiative. And they were happy with the turnout.

“Team Southie, a group of BCYF teens and advisors from the Tynan, Condon, and Curley Centers,” said Barbara Kelly, “would like to thank the local business for their generosity,

South Boston Online, Robert Pacitti, the entire community… for supporting the youth venture entrepreneurship and South Boston Bowlarama.

“The Dog Bowl was a great success,” she added. “Please watch for the teens who will be selling the “Pawsitively Southie” dog leashes along Broadway and during the Saint Patrick’s Day parade. If you want to order a leash, please stop by or call one of the community centers. We appreciate your support.”

South Boston Catholic Academy holds invention convention South Boston Catholic Academy’s fifth-graders students held their Annual Invention Convention to showcase student inventions created from simple machines: a lever, a wedge, a screw, a pulley, an inclined plane or a wheel and axel. Students spent several weeks brainstorming, designing, discussing, and then finally, displayed their invention for all to see. Southie All Stars take the court at the Walsh Center gym

On Sunday, Feb. 14 at the Walsh Center gym, the Gate of Heaven CYO midget all-star game was played to the applause of proud parents and happy coaches.

The 2016 Gate of Heaven CYO midget league all-star rosters for the Blue Bombers and White Warriors were Henry Gailunas, Terry Markos, Mario Blasi, Chase Bell, Steven Flynn, Dylan Picard, Nolan Baszkiewicz, Alex Polena, Ryan

McDonald, Greg Matthews, Chris Hosea, Finbar Kyne and Jerry O’Neil.

It seemed like yesterday that the 2015-2016 Gate of Heaven CYO midget league began, but here we are in February and another season has come to a conclusion.

“The Gatey CYO midget all-star game was a great way to end the season for these youngsters,” said Commissioner Sean Monahan.

coach their teams to victory with help from Danny Potember and Bobby Delaney. Half way through the second half, it looked like the Warriors had a comfortable six point lead, but things quickly changed with the Bombers scoring 10 straight points to win by four.

The final score really didn’t matter because it was fun game and we celebrated with pizza and soda afterwards.

“The skills the players showcased in the game were a result of their

hard work and the dedication of the coaches,” Monahan further stated.

“I can’t thank the coaches enough for all the time they put in to teach these kids sportsmanship, as well as the fundamentals of basketball.

So I’d like to thank Scott Bell, Ed and Ray Flynn, Paul Hogan, Sean Monahan, Greg Lally, James and Sean Schallmo, Bobby McGarrell and Wynn Matthews, for their time and effort this season. It was a fruitful year with a bunch of great kids and tremendous coaches.”
