South Station Air Rights Project Set to Begin

H

ines is a firm with a global presence.

Among their areas of interest are acquisitions, conceptual construction, and asset/property/ facility management. In addition, Hines is also a developer responsible for major, large scope, multipurpose projects, which includes the South Station Air Rights Project.

Last Tuesday, January 22, Hines (in partnership with the Boston Planning and Redevelopment Agency – the BPDA – and the Massachusetts Bay Transportation Authority – the MBTA) presented a pre-construction Open House on this Project. The Open House was held in the BSA (Boston Society of Architects) space at 290 Congress Street, a block from South Station.

other documents, after many years (decades?) of planning, conceptual designs, and public/private studies.

Hines is now about to begin actual construction. A groundbreaking date has not been set at this time, but will be within a month or so.

As for some of the numbers, South Boston Online spoke with Kate Norton, Principal at Norton Communication Strategies, who handled the arrangements for the Open House. She told us that the Project is in three phases.

Initially, costs for all three phases are approximated to be in the $800-$900 million range. Kate also pointed out that the figure includes nearly $150 million for major transportation improvements that Hines will construct, but that will remain public property – an integral part of the new South Station Transportation Center.

Calling All Mentors: Help Make a Difference in the Lives of Boston’s Children

E

arlier this month, a fifth grader from Dorchester named Fatoumata visited my office. She told me about her favorite types of ice cream, her favorite subjects in school, and her plans to go to college, become a human rights lawyer, and eventually run for U.S. Senate. She’s got big goals for her future, and I have every confidence that she will achieve her dreams.

Fatoumata also told me about her support system. Her family loves her, she’s got great teachers at the Dever Elementary School, and she also has a mentor named Claire, a Boston College student who meets with Fatoumata every week.

Mentorship can be an incredible resource for kids like Fatoumata. She told me, “The best thing about being a mentee is that I can open up to Claire... and she’ll listen. She helps me with my homework and we do lots of fun things together.”

Fatoumata and Claire are one of about 2,500 mentor-mentee pairs that meet regularly through an initiative that is very near to my heart: the Mayor’s Mentoring Movement. In 2014, my office partnered with Mass Mentors, a nationally-recognized youth empowerment non-profit based here in Boston. We wanted to work together to increase the number of adult mentors and role models in the lives of Boston’s youth. We set an ambitious goal of recruiting 1,000 new mentors and pairing them with young Bostonians

to form enriching and empowering relationships. Since then, the program has grown steadily. Now, we’re launching a new push to recruit more mentors, with a special emphasis on increasing the number of City of Boston employees who take part in the program.

Mentors provide social and emotional support that can help kids during crucial developmental years.

They help young people explore their interests and follow their academic and professional dreams. They can expose them to great opportunities like potential jobs and internships, and help them prepare for interviews and build important professional skills.

This kind of support can have significant impacts on a young person’s life. Recent studies show that children who have a mentor are less likely to skip school, drink alcohol, or do illegal drugs.

They are more likely to participate in sports and extracurricular activities, and they tend to be more engaged in school, and more likely to go to college.

Mentoring is also an incredibly enriching experience for the mentor.

You learn what young people are dealing with and thinking about today. You reflect on your own journey and the advice you got, or wished you got. You get more connected to the community.

To me, growing the number of mentors in our City is one of the most important investments we can make in our future. It has benefits for the entire community. It can be as important as our work to make housing more affordable for working families; to build a stronger, more equitable public transit system; and to make our schools the best they’ve ever been. Mentorship is a big priority for me, and I’m encouraging more people to get involved. Right now, we’re calling on adults in Boston to consider becoming a mentor as a part of the Mayor’s Mentoring Movement.

Mentoring can take many forms.

We partner with 20 organizations to create a network of mentorship across all of Boston’s neighborhoods.

Mentors offer support according to their mentees’ interests and needs.

Mentors do community-based activities with their mentees, provide

academic tutoring and career readiness advice, and accompany their mentees to local cultural and educational destinations like museums and plays.

The Mayor’s Mentoring Movement is helping us grow a culture of youth empowerment in Boston.

When I asked Fatoumata if she wanted to become a mentor someday, she said “Most definitely. I want to help young children, and I want them to feel like they belong. There are some people that don’t have the opportunity of having someone to talk to, or having someone to play around with. So I definitely think I’ll become a mentor.”

And according to her, the Project will be entirely financed privately.

The South Station tower will be 51 stories (677 feet) tall. A striking, many-arched new concourse will ease exposures to Boston’s (occasionally) unfriendly weather.

More important, this concourse will provide a fitting and memorable entryway that will properly greet visitors to the City of Boston. The entire Project will be completed

over the next 54 months in mid2024. And yes, the existing classic façade that faces out on Dewey Square, at Summer Street and Atlantic Avenue, will be preserved.

The BPDA (which was called “the BRA” back then) designated Hines as Co-Developer in 1998. The “Air Rights Closing” took place just recently, in the 4th quarter of 2019 – 11 years later. Hines has a long track record of successfully completing similar complex projects. Grand Central Station’s upgrade is one of their prior projects, as are similar efforts in Toronto, San Francisco, and several other locations in New York City. Their record overseas, after more than 50 years of landmark developments, is equally impressive.

In addition to the obvious, upfront benefits of modernizing South Station rail service and increasing the MBTA’s income, the South Station bus terminal will be expanded by half (50%) and the connections to the Red Line subway stop will renewed. Equally obviously, there will be some inconveniences to rail commuters caused by various stages of construction over the next few years.

Where We Live No one has to be told about the advantages of living in South Boston.

Simply stated, it seems that everyone we ask would like to live here. But it’s worth taking another look at our overall surroundings – the City of Boston and the Commonwealth of Massachusetts.

Here at South Boston Online, we regularly receive surveys about our quality of life. We recently reported that a survey from WalletHub named Boston as one of the “most caring” cities in America – Boston was in the top 10% of 100 cities surveyed. That makes sense to us – just in South Boston alone, the number of non-profit agencies and charitable endeavors is sky high.

Less than two months ago, we received a study with a subject line that read “New Study: Boston, MA Ranked No. 15 Happiest City”. Boston was ranked just behind Hartford, CT (#14), and just ahead of nearby Worcester (#16).

One of the more intriguing recent studies, also from WalletHub, dealt with the entire Commonwealth of Massachusetts. In this study, Massachusetts was ranked #1 as “2020’s Most Educated State in America”.

But that isn’t the whole story. In the four categories that dealt with college education, Massachusetts was ranked #1 or #2. We already know that we are blessed with excellent universities. But in the high school diploma category, Massachusetts dropped to #21. In the

racial gap school ranking, we were only #26. Clearly, despite our State’s overall #1 rank, we still have (much) work to do, especially at the high school level.

A few years ago, the Commonwealth of Massachusetts was #1 in the number of deaths from opioid overdoses. South Boston Online mentions this grim statistic only to show that remedial actions are possible.

Last month, Congressman Lynch released his letter supporting the suit against opioid manufacturers that will hold them liable for civil damages in these deaths – 24 cities and towns in Massachusetts are taking part in this suit. Opioid manufacturers, beware!

This week is National School Choice Week. On Monday morning, the 27th, a student rally at the State House showcased the varied educational options available here. Performances by talented students were featured. With enough School Choices, a student can “Vote with his or her feet” by choosing to attend a better school. There are solutions to problems of educational shortcomings.

As a final editorial comment, please remember that we are entering a historic decade in America, from 2020 to 2030. While studies, surveys, and rankings can be useful, they rarely tell the whole story. So, keep yourself aware of the “real story” behind these studies, and take action when needed

EVACUATION DAY ESSAY AND POSTER CONTESTS South Boston Citizens’ Association President Tom McGrath announced today that because of the tremendous success of the past several years’ contest, the Association, along with Mass Bay Credit Union and Comcast will once again sponsor the 2020 Annual Essay and Poster Contests.

After last year’s outstanding effort put forth by past President Bernie O’Donnell and his committee, they have once again expressed an interest of taking on the challenge of chairing The Essay and Poster Contests.

“Bernie always taught me that these contests are a great way to educate and strengthen the interest of the children of the community, I was more than pleased when Bernie offered to once again, head up this event for the children of South Boston. “This year we will open up the High School competition to all students residing in Suffolk County or attends a school in Suffolk County”, remarked McGrath.

Bernie further expressed “One of the missions of the SBCA is to reach out to the young children of this historically rich community, joining the SBCA in promoting, organizing, and judging the Evacuation Day Poster and Essay Competitions is a most fitting way to improve on that mission.”

Subject matter has been specifically chosen

Poster Competition The poster competition is open to all students in grades 3,4, and 5 who are either South Boston student residents or Any student that attends a school in South Boston. This year’s theme is Historic South Boston.

For Example: Castle Island, Dorchester Heights, L street Bath-house ( Curley Rec. Center),Farragut Statue, The St. Patrick’s/ Evacuation Day Parade, St.Augustine’s chapel etc. Posters should be original compositions, In any Medium at least 8 1/2 “x11”, but preferably larger. Prizes are as follows: first prize $ 100, second prize $75, And Third Prize is $25.

Essay competition The Topics for Students grade 6 through 8.

The Topic is Col. Henry Knox and his contribution to Dorchester Heights and Our Country. Essays should be at least 500 words, prizes are as follows: first prize $100, second prize $75, third prize $25.

The Topic for Students in grades 9 -12 High school essay competition is open to all students residing in Suffolk County or attends a High School in Suffolk County.

Who was General John Thomas and what his connection to Evacuation Day? Essays should be at least 1000 words. Prizes are as follows: first prize $150, second is $100, third is $50.

Boys & Girls Club at Broadway

ast Thursday evening, supporters of South Boston’s Edgerley Family Boys & Girls Club gathered for a fundraising event at The Broadway (726 East Broadway, near L).

The Boys & Girls Club here still occupies their landmark location on Sixth Street, and the Club enrolls enthusiastic young members from all over Boston. The Broadway has hosted this event for a few years by now, and is a very attractive venue for such “times”. It has an area to the rear that conveniently holds a large gathering without diminishing its prompt service in any way. The Broadway’s attractive décor is what we’ll call “American

rustic eclectic”; it has a large “South Boston” mural on its rear wall.

We have pictured one of the evening’s high points. Standing at the center of a group of the Club’s Board of Directors are The Broadway’s Manager, Peyton Schiff (l.) and Harry Duvall (r.), the Executive Director of South Boston’s Edgerley Family Boys & Girls Club. Peyton is presenting a very generous donation of $7,156 from The Broadway to Harry for the Club. These funds were raised as part of The Broadway’s Drink of the Month activity, which also features autographed locks. Curious? Just ask about these locks the next time you’re in The Broadway.

Senator Collins Votes to Advance Bus Improvement Legislation All MBTA Buses to be ZeroEmissions by 2040

L

ast week, the Senate Committee on Ways and Means advanced a series of bills aimed at addressing climate change and reducing emissions. Included in the package was S.2476, An Act to Accelerate the Transition of Cars, Trucks, and Buses to Carbon-Free Power.

This legislation directs the MBTA to limit purchases and leases of buses in its fleet to zeroemissions vehicles by 2030. That means more effective vehicles that do not contribute to environmental pollution in our communities, and ultimately improves our air quality, asthma rates, and quality of life. The bill calls for a fully

emissions-free bus fleet by 2040.

“Reducing emissions and improving air quality in our communities is a top priority,” said Senator Nick Collins, who voted for the measure. “Children, seniors, and persons with asthma and other respiratory conditions are impacted every days by growing vehicle emissions in the city, and this legislation is a big step forward to reducing that, and protecting our environment.”

The legislation also requires all state vehicles to be zero-emissions starting in 2024, and studies the feasibility of require public municipal vehicles to do the same.

The full Senate plans to take up this bill, and several other climate bills as part of a Next-Generation Climate debate on Thursday, January 30.

Clerk of the Supreme Judiciary Court, Maura S. Doyle Clerk of t he Supreme Judiciary Court, Maura S. Doyle will serve as General Chairman of this year’s activities, which will begin with the Jimmy Flaherty Kick-Off Breakfast on Saturday February, 29 th , 10:00 a.m., at the Seapoint Restaurant, where the presentation of the Henry Knox Unsung Hero awards will be presented. The Breakfast will be followed by a host of community events which include The Senior Salute, 11 a.m. 1:00 p.m. (Sponsored by Mayor Walsh and the SBCA) on March 7th at St. Peter’s Lower Church Hall. (Note New Location).

The 140 th Annual Evacuation Day Banquet will be held at the South Boston Convention Center, on Friday, March 13 th .

Please note with the St.Patrick’s/ Evacuation Day Parade being held on Sunday, March 15th, the Memorial Mass will be at (9:00 a.m.) followed by the Historical Exercises at The Dorchester Heights Monument on Tuesday, March 17th. On October 7, 1996, the Justices of the Supreme Judicial Court announced their unanimous decision to appoint Maura S. Doyle as Clerk of

the Supreme Judicial Court for the County of Suffolk. On October 21, 1996, Mrs. Doyle was sworn in and became the first woman to hold this position since its inception in 1693, and on November 3, 1998, she became the first woman elected to Suffolk county-wide office.

As Clerk, Mrs. Doyle is responsible for the management of the court’s single justice caseload, which is comprised of petitions seeking relief of lower court rulings under the SJC’s superintendency power and various rules of court; bail reviews; appeals from State registration boards and agencies; and all matters concerning the admission of attorneys to the Massachusetts Bar, as well as, attorney discipline.

In addition to managing the Court’s single justice caseload, Mrs. Doyle has been credited w it h instituting nu merous ma na gement init iat ive s to improve the operation of the Clerk ’s of f ic e, i ncre a si ng the public’s access to court re c ord s a nd moder n i z i n g t he stora ge a nd retrie va l of Count y Court records.

Mrs. Doyle received a Bachelor of Science degree in Criminal Justice, cum laude, from Northeastern University in 1977 and a Juris Doctor from Suffolk University School of Law in 1981. She has been a member of the bar since 1981. Before joining the SJC’s Clerk’s office in 1992 as an Assistant Clerk, she was a civil litigator in the state and federal courts for 11 years and served as an adjunct professor at Suffolk University Law school.

Mrs. Doyle is a guest lecturer at bar association meetings across the state, MCLE and CPCS training sessions and law school forums. She is currently a member of the SJC’s Standing

Advisory Committee on Civil and Appellate Rules, the SJC’s Information Technology Steering Committee for the Appellate Courts, and the SJC’s Standing A d v i s or y C om m it t e e on Professionalism. She is currently a member of the Board of Directors and Vice President of The Catholic Lawyers Guild of the Archdiocese of Boston, a member of the National Conference of Appellate Court Clerks, and a member of the Board of Harbor Health Services, Inc. In 1998, she was inducted into t he Y WC A’s Boston Academy of Women Achievers for her demonstrated leadership and accomplishment in her work and community. In May of 1999, Mrs. Doyle was named as the recipient of The McDermott Award for her outstanding alumni contribution by Suf folk Un i v e r s i t y L aw School ’s Student Ba r Association. On June 2, 2000, she was presented with the 2000 Alumni Achievement Award at Pope John X XIII High School’s Commencement ceremony. This award is presented annually at the graduation ceremony to an individual who demonstrates outstanding achievement in a professional, religious or civic field of endeavor. On May 18, 2011, the Massachusetts Bar Association bestowed its Public Service Award upon Mrs. Doyle for furthering the public’s understa nding a nd respect for the law and for showing extraordinary leadership and dedication to improving the administration of justice in the Commonwealth. In 2013, Pope John X XIII High School awarded her with its Pinnacle Award, an award which salutes ex t raord ina r y leaders who are pioneers, champions and visionaries that have made a difference by turning challenges

into possibilities and imagination into accomplish ment s a nd by protecting the hopes and ambitions of tomorrow’s leaders.

In 2015, Mrs. Doyle was awarded the Middlesex Count y Bar Association President’s Award, and in 2017, was awarded the Bishop Chevrus Medal from the A rchdiocese of Boston.

They have three grown children. “ T he e xec ut ive boa rd and I look forward to working with Maura, to ensure once again the success of this unique communit y celebration, the commemoration of the British evacuation of Boston in 1776,” said McGrath. “Everyone is aware of her commitment and genuine devotion to South Boston Community. She has been an active participant in the South Boston Citizens A ssociation from the early days of Past Presidents Tommy Butler and Bernie O’Donnell. She has been assisting the Executive Board with all the behind the scene work that helps put on these events for the past 25 years. Her dedication to the South Boston Citizens’ Association and the neighborhood of South Boston are greatly appreciated. We are honored to list her as a member, and even prouder to name her this year’s General Chairwoman.

ast Saturday, January 25, South Boston’s Compass on the Bay held an especially enjoyable (and meaningful) ceremonial event.

Compass on the Bay, at 1380 Columbia Road, describes itself as a “Unique Memory Support Assisted Living Community” in South Boston. It hadn’t occurred to us here at South Boston Online, but it’s obvious that many of Compass on the Bay’s clientele would of course be veterans - and veterans occupy a special place in the South Boston community.

In recognition of this, Compass on the Bay held a morning get-together at 10 a.m. last Saturday, which they called a Veteran Wall Ceremony.

Six of them, led by Post Commander Tom McCarthy, showed up, as did Rep. David Biele and an envoy from Councilor Frank Baker’s office. All of them spoke of how honored they were to be there.

At the end of the festivities, everyone went back to view the Compass on the Bay Veteran Wall, which had pictures of the nine veterans who had stayed there with them, along with brief biographies of each one. And afterwards, Compass on the Bay served an elegant breakfast as well.

The entertainment deserves a word. Arranged by Program Director Shari Sweeney, it

featured a singing and piano playing duo named “Ben and Brad” – Benjamin Sears, a high baritone, and Bradford Conner, the pianist. These two performed music and songs from World War I and onward, starting with “Over There” (George M. Cohan) and “Oh, How I Hate to Get up in The Morning …”.

They proceeded to a post-World War I song entitled “How Ya

Gonna Keep ‘Em Down on the Farm?” Their enthusiastic style combined ragtime, vaudeville, and good old rent music. Many sang along with them (including this writer). “Ben and Brad” concluded with a stirringly upbeat rendition of Ir ving Berlin’s “God Bless America”; everyone joined in. Tim Rogers, Boys & Girls Club Hall of Famer

Tim Rogers, 30+ year Club member, staffer, leader, Board Director, and Club parent, is now elected into the Boston Boys & Girls Club Hall of Fame.

ast year, Timothy J. Rogers was inducted into the Boys & Girls Club of Boston Hall of Fame, 2019. This is recognition that Tim certainly has earned.

Tim’s a Southie boy, born and brought up here, who joined South Boston’s Boys & Girls Club at F and Sixth 34 years ago in 1986. Since that time, he has been an active participant in the Club at a half-dozen levels – member, staff, coach, alumnus, Board member, and parent. Tim is a charter member of South Boston’s Boys & Girls Club Alumni Council and one of the Council’s founders. He still serves on the Council today. He has also served on the Club’s Advisory Board for seven years, rising to the Board’s Vice Chair in 2015 and serving as its Chair since 2016. Recently, Tim joined the Boys & Girls Clubs of Boston Board of Trustees. We know this is obvious, but it is definitely worth mentioning: All of Tim’s activities listed above were (and still are) entirely voluntary.

As mentioned, Tim grew up in South Boston. He attended Catholic Memorial in West Roxbury, graduating in 1998. In 2002, he received his Liberal Arts degree in Communications from Stonehill College, and then began a career in medical information technology. Twelve years ago in 2007, Tim joined South Shore Health in Weymouth. He has held multiple roles there; he’s currently the Manager of IT Support Services at South Shore Health.

Tim is now a Dorchester resident.

He and Kacie, his wife of 13 years, live

in the Neponset/St. Brendan Parish neighborhood, with their two sons, Owen (15) and Colin (11). Needless to say, both Owen and Colin are Boys & Girls Club members. Kacie holds a supervisory position at the Boston Transportation Department.

The Hall of Fame at the Boys & Girls Club of Boston commemorates those individuals who uphold the Club’s tradition of positive impact and influence in the community. Inductees contribute to their professions, become role models in their communities, and continue to be involved with their Clubs.

Tim qualifies in all three categories. As an alumnus of the Edgerley Family South Boston Boys & Girls Club, he has demonstrated years of dedication and commitment. He has been an advocate and fundraiser, spending countless hours on Club matters.

In Tim’s own words, humbly stated, he says, “All this was easy for me. I am just giving back to the Club what it gave me – great experiences and friendships for the rest of my life. The Club made sure I stayed on the right track, especially in the mid-1990s. The Club offers many opportunities to members of all ages, races, and backgrounds.”

At the end of our interview, Tim emphatically stated, “Second only to my Mom, Roberta, the Boys & Girls Club has had the most influence on my life.”

In closing, we’ll mention that Tim is also a Coach and Board member for Dorchester Youth Hockey. He was a youth hockey player himself, and we believe this further demonstrates Tim’s desire to “give back” through volunteer community work.

BCYF Tynan Community Center

On Tuesday, January 21st at 4:30pm, the Jags played the Browns in the BCYF Tynan flag football Super Bowl. It was a hard fought battle between both teams but two big interceptions by the Jags made the difference. The Jags would win the game 75-68 to beat the Browns. Both teams came out scoring very quickly as the game was back and forth for most of the first half. Near the end of the half, Aidan Kineavy came up with a pick six to add to the Jags lead and go into the half up 33-22. The Browns would come out firing as they received the ball at half and scored right away. Liam Colton and Ryan Alexander would lead their team and make sure the

game stayed tight. In the end though, another interception by Aidan Kineavy and Derek Austin playing great defense and scoring four touchdowns would be too much for the Browns. For the Jags, Jack O,Connell, Liam Long, James Madden, Rocco Blasi, and Nolan Brock Toland all had a touchdown. Aidan Kineavy also had two touchdowns as well. For the Browns, Viggo Pinto had one touchdown. Ryan Alexander, Pat Cherry, and Jackson Ballard had two touchdowns, and Liam Colton had three. We hope everyone had a great year and hope to see everyone next year.

Teen Room:

Our Boston Latin and Boston Latin Academy girls came by after school to get some homework help and prepare for their midterms. They are really digging the teen room as their afterschool hangout spot. After homework, we watched some YouTube episodes of carpool karaoke. The teen boys came up all week to battle one another in NHL and Madden on the PlayStation.

We enjoyed a nice pizza lunch on Tuesday and had another night of PlayStation and games on Friday night.

Rep. Biele Votes to Expand School Breakfast and Nutrition Recently, Representative David Biele joined his colleagues in the House of Representatives in unanimously passing legislation to ensure Massachusetts’ students have access to breakfast after the beginning of the instructional day, while supporting the health and education of the Commonwealth’s most vulnerable students.

The legislation, entitled An Act Regarding Breakfast After the Bell, requires public schools where 60 percent or more of the students are eligible for free or reducedprice lunch to offer its students breakfast options after classes begin. The legislation will increase access to healthy breakfast for 150,000 low-income students in the Commonwealth and provides schools the flexibility to use the model that best suits its students, such as: breakfast in the classroom, grab and go breakfast, or second chance breakfast in the cafeteria.

“The evidence shows that students perform better at school when they’ve eaten a nutritious breakfast, unfortunately one in eight students in Massachusetts struggle with food insecurity and start the day hungry,” said Rep. Biele. “This legislation will ensure that every

student has access to breakfast so that they are well-fed and ready to learn, leading to better outcomes in the classroom with increased attentiveness and participation, and better overall health in our students.”

This legislation builds on the House’s ongoing efforts to prioritize programs that support the health, wellbeing and academic success of the Commonwealth’s most vulnerable children. Providing breakfast to students has been shown to improve concentration, increase school attendance and decrease tardiness and visits to the school nurse. It also serves to destigmatize traditional school breakfast programming by supporting an all-inclusive schoolwide option.

The bill also directs DESE to issue guidance or regulations in order to implement programming, allowing for consultation with nonprofit organizations with experience regarding the opportunity gap, hunger and food security issues, and best practices for improving student access to school breakfast.

Similar legislation recently passed the Massachusetts Senate and next steps will involve reconciling differences in the two pieces of legislation.
