Proposed carbon tax a bad idea for Carbondale

By Carl Ted Stude I am writing these comments in response to lobbying by two overlapping non-profit environmental organizations attempting to persuade the Board of Trustees of Carbondale to adopt a “carbon tax.” The organizations are CORE (the Community Office for Resource Efficiency) headquartered in Aspen, and CLEER (Clean Energy Economy for the Region) headquartered in Carbondale. Both have special access to the town trustees through membership on the town’s environmental board. It would be nice if the everyday economic interests of Carbondale’s citizens received equal representation.

I have been an advocate of a substantial tax on oil ever since 1973, when the Arab embargo on oil exports caused shortages in the U.S. That would not have been so disruptive to the economy and threatening to national security if the U.S. were serious about conservation. The basic principle of such a tax on energy is to mobilize market forces to: encourage the optimal blend of energy production and conservation measures, while also funding key government programs while enabling other taxes to be reduced or eliminated.

As a retired professional environmental engineer, I believe the preponderance of scientific evidence that emissions of carbon dioxide are contributing to global warming that will have long-term consequences that are more catastrophic than, say, a reduced ski season at Aspen. For that reason, I consider it to be prudent public policy to substantially tax all fossil fuels, based on their carbon emissions. More specifically, I would phasein a tax at the national level on carbon emissions, while phasing out subsidies and mandates for politically-favored “alternative” energy sources such as ethanol, wind turbines and cultured algae. Solar power in

particular is now competitive in selected applications without subsidies. I would include these changes in a comprehensive tax-reform package that would reduce the corporate profits tax (which would particularly appeal to conservatives), increase the Earned Income Tax Credit, and reduce various other taxes on lower income people (which would particularly appeal to moderates and liberals).

OPINION

Ridiculous Having said that, I think that the idea of municipalities adopting their own “carbon tax” is ridiculous — especially when they are as small as Carbondale and already apply sales taxes to natural gas, electrical energy and motor fuels.

A carbon tax at the local level would involve substantial administrative effort (read “economic waste”) in calculating and assessing the tax. That would be particularly true of electrical energy, which is produced by a variety of fuels and “alternative” methods, and distributed on massive interstate grids that make it virtually impossible to identify the sources of the energy delivered to any particular consumer. A carbon tax at the national level would be applied to the fossil fuels burned in power plants, and the cost of that would simply be incorporated in the cost of the energy delivered to the grid by those plants.

The administration of a local carbon tax would be further complicated if an effort were made to offset the relatively greater financial burden that it would place on lower income people. At the national level, this could be addressed by targeted tax reforms as I suggested above, and by helping to fund progressive programs such as subsidies for Social Security and mandatory medical insurance. However, I can’t imagine a fair and efficient means of addressing it locally.

Furthermore, a local carbon tax would place certain local businesses at a substantial competitive disadvantage relative to those in communities not having such taxes. In Carbondale, a carbon tax would particularly harm businesses that sell motor fuels (which already have higher costs than downvalley). I suspect that it would also harm restaurants and producers of alcoholic beverages that rely on natural gas for the energy needed to heat their buildings in winter and produce their meals and beverages. I can imagine some of these businesses relocating to places like Rifle or to unincorporated parts of Garfield County, which I doubt would adopt a tax on carbon.

With a population of about 6,400 people, Carbondale’s population is two one-thousandths of a percent of the U.S. population. As such, whatever it does about resource conservation will have negligible impact at the national or global level.

Despite this, there is a belief promoted by professional environmental advocates such as CORE and CLEER that Carbondale should set a utopian example of energy conservation and economic self-sufficiency for others to follow. My observation in travelling throughout Colorado and the rest of the country is that the small percentage of people who know about Carbondale recognize it as a highly atypical community, catering to outdoor recreation interests. If it is going to have a meaningful impact on the national and global environment, it will have to adopt policies that make more economic and environmental sense from both a local and national perspective.

More than 800 coats were collected during the month of November from 14 locations throughout the Roaring Fork Valley.

These coats were distributed to those in need at the Third Street Center in Carbondale on Dec. 5-6. It would not have been possible to help keep over 800 members of our community warm this winter without the tremendous community support that we received.

e year in review: What a town for a newspaper Sopris Sun Staff Report Sopris Sun reporters sometimes point out that Carbondale is a great town for a newspaper, because each week there is always something interesting, fun or important to write about and to photograph. For example, in just the first half of 2016 alone: • Sopris Sun readers got first-hand news about a massive April 25 earthquake and subsequent rebuilding projects in Nepal, when former local resident Hamilton Pevec began sending in dispatches and photos from that country, where he had been living with his Nepali wife, Devika, and working on a filmmaking project when the disaster occurred.

• A $10,000 grant from the Kay Brunnier Tree Fund helped several organizations survey “heritage” fruit trees, some of which were planted more than 100 years ago. The overall goal for the heritage fruit tree project is to care for the trees and to harvest the fruit for local food pantries such as LIFT-UP. • The new Marble Distilling Company at the east end of Main Street not only distills its own vodka for on-site and retail consumption, it incorporates local Colorado Yule marble as functional and design elements in its bar.

It also rents rooms to overnight guests upstairs – each with an eye-popping view of Mt. Sopris.

• Local and out-of-state activists opposed to energy companies’ so called “smart meters,” which measure electrical use in homes and businesses, lobbied the town’s Environmental Board to look into the issue. The activists told the E-Board that the growing amount of atmospheric electromagnetic radiation (EM) is linked to the disappearance of honeybees, the disorientation of migratory birds, and potentially poses a health hazard to humans.

In the first half of 2015, Sopris Sun reporters also had to write about events they do not relish writing about: • Carbondale experienced its first homicide since 2003.

• Police officers had to put down a diseased mountain lion that was unable to get up or to walk, along the Crystal River in River Valley Ranch.

The Sopris Sun reported one on-going issue that has been popping up from time to time since before this non-profit newspaper was founded in 2009: whether the Garfield County commissioners should vacate the former County Road 109 through the middle of the Colorado Rocky Mountain School cam-

pus on the west side of town.

Those are just a few stories The Sopris Sun wrote in 2015. This week’s Sun touches on many stories from January to June of this year.

JANUARY Smack in the Roaring Fork Valley As the year 2015 opened, Carbondale readers learned that heroin, once considered a fairly rare drug in the Roaring Fork Valley, had been making a comeback. A sign of this phenomenon, said Carbondale Deputy Fire Chief Rob Goodwin, was the uptick in the number of ambulance calls during which EMTs administered a drug specifically known as an antidote to heroin overdose, known as Naloxone or, as a brand name, Narcan.

Officials noted that exact statistics were hard to come by, mostly because a heroin overdose looks a lot like an overdose from opioid-derived prescription medications, such as codeine, morphine and oxycodone.

But Narcam works for all of the above, and was being administered more and more by paramedics working on emergency medical calls to the Carbondale & Rural Fire Protection District.

The resurgence of heroin, according to state reports, was largely due to a tightening of restrictions on opioid-based prescription medications in response to a growing national health crisis, as well as the fact that heroin was reported to be cheaper and easier to obtain than the prescription meds.

A TD perspective Carbondale Trustee A.J. Hobbs caught a ride on an Eco-Flight plane to view the Thompson Divide region from a bird’s eye perspective, and came back with a report that urged local residents to understand that while oil and gas drilling in the Thompson Divide is something to be opposed, the people who actually do the drilling and production work are not the enemy. Hobbs, in an opinion piece published in The Sopris Sun, pointed out that the industry produces a product — natural gas — that is used by the entire nation, including locals. And, he continued, the quickest and most effective way to minimize the need for more drilling rigs, wells and pipelines is to reduce demand by changing lifestyles and using more renewable energy. He also advocated for donations to such organizations as the Thompson Divide Coalition and Wilderness Workshop.

Holiday LED lights “going dark” Sopris Sun Staff Report The electric LED lights on trees along Main Street have been going dark due to breakers being thrown for some reason, said Town Manager Jay Harrington in his weekly report to trustees, staffers and the public. “We will have our electrician look into the situation.”

In other news from Harrington’s report, the downtown ice rink, corner of 4th and Main, is expected to open on Dec. 21 and stay open, weather permitting, and will be open from noon to 9 p.m. on a daily basis as long as winter lasts. Stick sports, such as hockey or broomball, are not permitted on this rink. Hockey and broomball games are held, however, at the Gus Darien Riding Arena ice rink along Catherine Store Road (County Road 100) east of town, which also is expected to open this week. Ice skates are available for rent at the Carbondale Recreation and Community Center, next door to Town Hall on Colorado Avenue, at a rental rate of $3 per day or $10 for three days, and are available for use at either of the town’s two ice rinks.

Carbondale’s street crew once again was focused primarily on snow and ice removal from town streets. In addition to working on the snow and ice, Harrington reported, the crew performed maintenance on some street signs and removed bicycle racks from Main Street.

Harrington noted that following the most recent dump of snow, private property maintenance companies have been pulling snow from private property and depositing it on public streets, which is illegal. Harrington said the town needs to “better educate the maintenance companies about our town policies on snow removal.”

The parks crew, too, was busy removing snow and ice from sidewalks and trails last week, as well as performing their routine tasks of maintaining trash receptacles and dog-waste stations, Harrington reported, adding that the parks supervisor, Russell Sissom, com-

pleted an inventory of the town’s parks last week.

Also, Harrington wrote, additional tree fencing has been placed around trees throughout town, to prevent hungry deer from feeding on the town’s ornamental plantings.

The wood framing has been finished, and the staining completed, at the new shelter over the Community Bread Oven in Bonnie Fischer Park, behind the Third Street Center, Harrington wrote.

Installation of a metal roof and extension of the bread oven’s chimney is expected to be finished before the year is out.

The town’s winter recreation programming brochure is out (see the insert in this edition of the Sopris Sun) and is available online at www.carbondalerec.com, as is online registration for the programs outlined in the brochure. The brochure covers programs offered from January through May of 2016.

Registration currently is open for the town’s Learn to Play Hockey program for kids aged 6-9 years old from 4-5:30 p.m., and for those aged 10-14 years old from 5:30-6:30 p.m., on Tuesdays and Thursdays in January. The registration deadline is Dec. 29.

The town also is offering an adult hockey instructional program in January, on Friday nights from 5:30-6:30 p.m. Deadline to register for that program is Jan. 3.

A new session of climbing classes is set to begin in January at the Carbondale Recreation and Community Center. The classes will include Spider Monkeys (4-6 year olds), beginning youth (7-14 years) and the climbing club, which Harrington called “the culminating class of the preceding class progression.”

Lead clinics for climbers will be offered as warranted by demand, Harrington continued, and a clinic will be scheduled “as soon as we get four people interested.” Signup is at the front desk of the Rec Center.

Registration also is open for the men’s basketball league, the adult broomball league, and a wintertime adult volleyball league.

Cop Shop From Dec. 10-17, Carbondale police officers handled 184 calls for service. During that period, officers investigated the following cases of note, according to a summary report sent to the Sopris Sun by the police department on Dec. 21: SUNDAY, Dec. 13: At 9:37 p.m. police stopped a vehicle driving on Highway 133 for not having its headlights on, and subsequently arrested the driver on a charge of drunk driving, in addition to failing to turn on his headlights.

MONDAY, Dec. 14: At 3:41 p.m. police took a report of a non-injury accident at the intersection of Village Road and Highway 133.

WEDNESDAY, Dec. 16: At 5:19 p.m. police were told by a local man that his nephew had made some threatening remarks to the man making the report, and to the nephew's mother.

Police reported contacting the nephew and informing him of the seriousness of such threats. No other action was taken.

Garfield County has a new county manager. He’s Kevin Batchelder, who the county commissioners appointed to the post on Dec. 21. Batchelder served as deputy county manager since April 2014, and has been acting county manager since July 1. Batchelder said, “My emphasis moving forward will be to provide excellent customer service and continual improvement in the provision of public services. We have a lot on our plate, and with the support of our elected officials, our management team and dedicated staff, we are poised to accomplish all of the county’s goals on behalf of Garfield County communities. I look forward to working with the Board of County Commissioners to advance its priorities in services, and in making Garfield County a better place to live, work and visit.” Batchelder has worked in public administration for 26 years, including 18 years as the chief administrative officer for municipalities, both metropolitan and rural.

In interviews with The Sopris Sun leading up to a Jan. 28 public meeting, however, fire board members declined to reveal how much the four firms bidding for the contract were estimating their work would cost. Officials said the district had an obligation to protect “proprietary information” contained in the proposals, including the bottom-line estimated costs of the project. The district had budgeted up to $90,000 for the master planning process.

Let’s grow hemp here Local advocates for creating a hemp industry in Colorado were actively pursuing their goal, including the announcement of a yearlong schedule of activities for local supporters throughout 2015, and of their plans to support a bill introduced in the U.S. Senate on Jan. 8 that would legalize the cultivation of hemp for farmers across the country. The Colorado Hemp Education Association, based in the Roaring Fork Valley, in its January newsletter urged members and supporters to contact the Colorado Department of Agriculture (CDA) to prevent the state’s Industrial Hemp Advisory Committee from raising licensing fees for research and development plots.

Fire district planning continues Officials with the Carbondale & Rural Fire Protection District delayed a decision on hiring a consultant to draw up the district’s 2015 Master Plan, after a meeting in which four interested companies discussed their proposals for meeting the district’s planning needs.

Fire district splits master plan The elected leaders of the Carbondale & Rural Fire Protection District, at a meeting on Feb. 5, unanimously voted to split a contract for a new district master plan between two companies — Mark Chain Consulting of Carbondale and Almont Associates of Port Orange, Fla. After making adjustments to the bids submitted by the two companies, the fire board agreed to pay a combined total of $86,985 for the project — about $53,000 to Mark Chain Consulting, and about $33,900 to Almont, according to a statement issued by the fire district.

Some guns OK in libraries The Garfield County Library District board voted to approve a new policy permitting patrons with concealed-carry permits to pack their pistols while browsing the local stacks, as part of a statewide move by libraries to make their policies comport with Colorado’s concealed-carry laws passed in 2003. “The only institutions that are truly weapons-free are schools, under Colorado law,” said library district director Amelia Shelley.

Meth lab in Bonedale Police busted a suspected methamphetamine lab at a home in the 400 block of Garfield Avenue in Carbondale, although the man suspected of running the lab was not immediately arrested and ended up being the subject of a police warrant for his arrest and a manhunt that went on for more than a week. Regarding the alleged meth lab, Carbondale Police Chief Gene Schilling said it was a small operation, adding, “It seemed to me, I would use the word ‘personal use’ for himself and his (the suspect’s) friends.”

Murder in Carbondale The Carbondale Police Department reported on Feb. 16 that they found a dead woman in an apartment building on Cooper Place, and that a man involved in a car wreck on Highway 133 told police he had killed his wife in that apartment building that morning. An autopsy confirmed that the woman died of multiple wounds from a sharp object, and that the case formally is considered a homicide. The suspect and victim reportedly lived with at least two other families or individuals in the apartment near Garfield Avenue and Highway 133.

Suspect, victim named Law enforcement authorities on Feb. 24 issued an arrest warrant on first-degree-murder charges for Arturo NavarretePortillo, 46, of Carbondale, for the alleged killing of his wife, Maria Carminda Portillo-Amaya, 30, at the couple’s home in Carbondale on Feb. 16. Navarrete-Portillo remained hospitalized in Grand Junction for treatment of what were called “non-life-threatening” injuries sustained when he crashed his Toyota 4-Runner into the back of an empty livestock truck, on Highway 133 south of town, at about 7 a.m. on the morning his wife was either stabbed or slashed to death with a bladed weapon of some kind. The Colorado Bureau of Investigation (CBI) had by this time assumed control of the investigation and of all public statements regarding the case.

MARCH Cocina del Valle moves A dozen Hispanic families, most of them from Carbondale, banded together to form Cocina del Valle, or Kitchen of the Valley, which cooked up a storm of mostly Mexican dishes and catered to a growing clientele of organizations and individuals.

Cocina del Valle, which was started with the help of the Manaus Fund's Valley Settlement Project in the Third Street Center [TSC] in Carbondale, was hoping for a kitchen space located in the TSC as well. But after months of trying and failing to reach an agreement for a kitchen facility in the TSC, Cocina del Valle was set to move into a space on Two Rivers Road in Basalt.

Crystal River restoration proposed Public and private entities were working on a plan to restore and revitalize a 1.4 mile stretch of the Crystal River that is publicly owned but passes through the River Valley Ranch.

The project is a partnership among the town of Carbondale, the managers of RVR and the Aspen Valley Land Trust and is called the Crystal River Restoration and Enhancement Project.

An AVLT memo to the town estimated the restoration work would cost up to $2.9 million, most of which is expected to come from grants and other non-governmental sources.

Art Base opens shows at Wyly Gallery and Annex

Sopris Sun Staff Report The Art Base (formerly the Wyly Art Center) opens a show at its renamed Charles J. Wyly Gallery on Jan. 8.

Works by Jill Sabella will feature three mediums: paintings, monotypes and “blankets” (watercolor washes). The oil paintings highlight Old Snowmass in a palette limited to ochre, sienna and Payne’s Gray, while the small monotypes are in black printer’s ink. The “blankets” feature watercolor washes in a range of hues.

“The blanket series came about quite unexpectedly,” Sabella said. “I began doing watercolor washes with large hake brushes, layer upon layer, like blankets laid on a bed.

Working with different color combinations, I was captivated by the colors that emerged from the overlays, and by the beauty of the deposits of the inks and watercolors at the edges of the blankets, like a frayed, old, worn edge coming unraveled. When I have showed them to others, I was struck by

how one responds to color, and how deep a resonance color has in each of us.”

Sabella enjoyed success as a writer and photographer in Seattle. In 2000, she moved to Old Snowmass to pursue her lifelong dream of being a painter, as well as finding expression in the mediums of clay, charcoal, watercolor and printmaking. Her work is included in several corporate collections in the Northwest.

Her opening reception is slated for 5 to 7 p.m. on Jan. 8. The show continues through Feb. 6. The Art Base is located in downtown Basalt at 99 Midland Spur.

Wyly Gallery hours are Tuesday through Saturday, 10 a.m. to 4 p.m.

temporary graphics. Over the past 40 years, O’Brien has worked with some of the best known names in the art world, including: Roy Lichtenstein, Claes Oldenburg, Robert Rauschenberg, Larry Rivers, Ed Ruscha, Andy Warhol, Lamar Briggs, Arakawa and others.

“Collaborations” will feature selections from O’Brien’s print portfolio that involve the technical demands of etching, lithography, silkscreens, woodcuts, monotypes, handmade paper, construction and fabrications. Many of the works shown were printed in the Roaring Fork Valley.

“I consider myself a collaborator, an art facilitator, who creates art in a print shop,” Obrien said. “I lend my expertise to the artists’ vision. Printmaking requires a lot of focus and dedication. I’m just good at what I do.”

The opening reception for “Collaborations” will take place Jan. 8 from 5 to 7 p.m.

The show continues through Feb. 6.

New principal at CRES Following a nationwide search, the Roaring Fork School District announced the hiring of Matthew Koenigsknecht as the new principal for the Crystal River Elementary School.

The district also announced that it hired Peter Mueller, a former teacher at Colorado Rocky Mountain School, as principal at Basalt High School.

JUNE Cops warn about car break-ins As the summer opened, Carbondale police took the unusual step of warning local residents about the possibility that their cars, trucks and even their homes may be burglarized as part of what police feared could be a semi-organized effort by criminals.

Police Chief Gene Schilling asked The Sopris Sun to include in its weekly â&#x20AC;&#x153;Cop Shopâ&#x20AC;? report a cautionary note based on reports of break-ins in previous weeks. Schilling urged citizens who spot suspicious activity to call police at 963-2662, or contact the dispatcher by calling 911.

At the May 26 meeting, Trustee Allyn Harvey objected to the expected duration of the meeting, which was scheduled to last until 9:30 p.m. despite a stated goal for meetings to start

The two sides of the debate over the fate of CR106 as it runs through the campus of the Colorado Rocky Mountain School held their first meeting on June 1, after being directed to do so by the Garfield County Commissioners as a way of coming up with a workable solution to the troubles over the roadway. School officials, who have twice tried to close the road to the public but have been rebuffed by the county, had made modifications at the northern and southern entrances to the campus that neighbors complained amounted to a defacto road closure to the public.

Bees and smart meters The local fight over so called “smart meters” took an unusual turn, when Carbondale's Environmental Board got a look at the question of whether the growing amount of atmospheric electromagnetic radiation [EM] is linked to the disappearance of honey bees and the disorientation of migratory birds as well as potentially posing a health hazard to humans. Jody Powell and Cedar Rose, along with visiting activist Gary Duncan from Pagosa Springs, maintained that the links are real and told the E-Board the connections should be viewed as warnings signs of electromagnetic pollution that is threatening wildlife as well as human health. But members of the E-Board were not quite so sure, and asked Powell and Rose to work with the board's subcommittee on Energy & Transportation to come up with a recommendation that the E-Board can consider. Holy Cross Energy and Xcel, both have rejected arguments that the new meters pose health hazards to humans or animals.
