After all, we feel entitled to break the speed limit if we’re in a hurry. Or we go off road with our vehicle when and where we want in complete disregard for any travel restrictions.

We seem to be more concerned about being inconvenienced than what effect our actions have on other humans, or animals.

Jaywalker “Big Bus” heads back to the reservation

By Barbara Dills Sopris Sun Correspondent For the past five years, the Carbondale-based Jaywalker Solutions Program has been taking program clients—men in early recovery from the disease of addiction—to the Pine Ridge Indian Reservation in southwestern South Dakota to do volunteer service work. The project is a partnership with Pine Ridge-based organization Re-Member, whose name is a play on words addressing both the need to remember the history of what occurred in the past to Indian people and, in the words of Re-Member Director, Ted Skantze, “to put back together what’s broken.”

Now in its 17th year, Re-Member hosts groups of volunteers from around the country and the world at their center near the town of Pine Ridge, accommodating anywhere from 40 to 65 people at a time for a total of 1,2001,500 volunteers per year. Jaywalker’s clients have participated in projects that include repairing trailers, putting in outhouses, harvesting food in community gardens, and building bunk beds, among others. “But we don’t just bang boards,” Skantze told The Sopris Sun. Volunteers are provided with nightly opportunities to hear speakers from the reservation community and to learn about Lakota history and culture. They may attend local cultural events like pow wows. At Re-Member, volunteers work side-by-side with people from the tribal community. “We call it a lifechanging experience for everyone,” said Skantze. “We stand with people. Not in front or behind them.”

Jaywalker Solutions Program Director Dan Reed says that for clients participating in Jaywalker’s 90-day transitional living program, time spent at Pine Ridge, “has proven to be probably the most profound experience these clients have with us. If they are fortunate enough to be at Jaywalker when we do a trip to Pine Ridge, it’s something they take with them the rest of their lives.” Witnessing the poverty on the reservation, as well as experiencing being a minority oneself, can be tough for some to process, however. “Our whole purpose in taking them there is to give

them some perspective. ‘OK, you have some issues that you’re dealing with. Take a look at this. You’re not alone.

Everybody is experiencing something. And the solution to everyone’s problems is to reach out and help one another,’” said Reed. “When we get them involved like this, it’s profound. The key is really the relationships forged with people there.”

C’dale, RE-1 resurrect 2007 housing plan John Colson Sopris Sun Correspondent The Carbondale Board of Trustees and the Roaring Fork School District board agreed this week that work should continue on the eight-year-old plan to build a housing project on what is now a well-used soccer field in between the Third Street Center and the Bridges High School building (formerly Carbondale Middle School).

Exactly how that is to be accomplished, however, remains something of an open question.

The two boards met Tuesday night in Carbondale to discuss what is called the Community Partnership project, which currently calls for construction of 120 homes and multi-family units, and a three-acre community park on the site, with three internal streets linking the neighborhood to South 3rd Street and Weant Boulevard.

“I think this is a great testament to community partnerships,” said Mayor Stacey Bernot, “to have all these pieces moving forward. We’re here to see if we can ... maybe get this project to the finishing point” for retention of high quality employees by providing affordable housing to employees.

The plan has been in place since approval of the basic premise in 2007.

The agreements underlying the project were linked to a land swap between the two governmental entities, in which the town got title to the old Carbondale Elementary School (now the Third Street Center) and the district took ownership of a piece of town-owned land adjacent to the new Roaring Fork High School on Highway 133 to the south of town.

As part of the project’s outlines, the district plans to relocate the existing school-bus maintenance facility on South 3rd Street in order to use the facility site for housing.

Assistant Superintendent Shannon Pelland told the trustees that a site in the El Jebel area currently is under consideration for a new, midvalley bus barn that would take on the functions now served by the Carbondale maintenance yard.

The plan also calls for the district to provide a replacement soccer field for public use somewhere in town.

Skaters waiting for solid freeze

SATURDAY, Dec. 6: At 7:59 p.m. local cops encountered three juveniles who allegedly had jumped the fence around the municipal swimming pool. No mention in the police report as to whether the suspects were in the water or not at the time of their arrest.

Town officials are hoping that cooler nighttime temperatures this week will make it possible to start the process of filling two town-sponsored ice skating rinks with water and leaving them fallow to freeze.

Town Manager Jay Harrington, in his weekly memo to town trustees and staff, has been reporting that the rinks at Fourth and Main streets, and at the Gus Darien Riding Arena on Catherine Store Road (CR 100) east of town, are essentially ready to go but for the ice.

Weather prognosticators are calling for nighttime temperatures in the teens this week, Harrington reported, adding that “Opening day will depend on ice rink water being frozen solid.”

He did not predict when that might occur, but wrote that once the ice is ready there will be announcements on the town’s web site (www.carbondalegov.org) and Facebook page.

Another Fourth Street Plaza issue came up this week, when the special task force looking into summertime music events and festivals met with a mix of event organizers and citizens to discuss what the summer of 2015 will look like in terms of event scheduling.

Although much of the task force’s focus is on Sopris Park and the events held there, such as the annual Carbondale Mountain Fair, the Fourth Street Plaza also was brought up by residents concerned about the levels of noise generated by bands playing at different events. The Fourth Street Plaza is a half-block area that is closed to traffic for such weekly events as the Carbondale Farmers Market, as well as occasional concerts.

The task force is expected to issue recommendations concerning next summer’s events to the board of trustees, which will review those recommendations on Jan. 27, Harrington wrote in his memo.

Town staff met with representatives of the Mt. Sopris Historical Society to talk about the society’s ideas concerning future de-

velopment of the property surrounding the historic Thompson House as a town park. The property is being managed as a museum by the historical folks.

Recreation programming for the youth of Carbondale continue to attract participation, particularly the climbing programs, Harrington reported.

He noted that the Advanced Climbing program, which was full this week with eight participants, was to conclude with this week’s class, but additional lead-climbing classes will be held any time that four or more participants sign up.

In other recreation news, Harrington reported that the U.S. and Canadian Adaptive Ski Teams used the recreation center’s cardiofitness and weight rooms recently, while the teams were in the valley to attend national-level races at Aspen Highlands.

Town crews have been monitoring playgrounds for safety concerns and have replaced some parts that have worn out, as well as tackling the ongoing task of resurfacing the wooden benches and tables to get them ready for next spring.

Work on the Highway 133 project continues, and Harrington reported that the new traffic light at Snowmass Drive and Highway 133 might be operational this week. He also reported a vehicle-bicycle accident in the new highway roundabout, and wrote that he informed the Colorado Department of Transportation of the accident and urged the state to finish installing flashing pedestrian signals at the roundabout to “provide a more visible option to cross Highway 133.”

And, he wrote, he and Public Works Director Larry Ballenger are working on ordering “Welcome” signs to be erected along the highway.

Sales tax receipts for November were up 7.4 percent over the same month in 2013, Harrington wrote, adding that collections of sales taxes for all of 2014 have been up by more than 9 percent over those in 2013.

SUNDAY, Dec. 7: At 4:23 p.m. a local woman called to inform police that her bicycle had been stolen from her home on North Second Street. The report was taken and logged.

A follow up interview with police chief Gene Schilling reveals that one elementaryschool-aged child patted another child on the butt. “It was a case of inappropriate contact between two children and has been referred to Garfield County Social Services for further proceedings,” Schilling told The Sopris Sun).

e Lion roars at under River eater Final performances are this weekend

By Barbara Dills Sopris Sun Correspondent If, by chance, you’ve been thinking Thunder River Theater Company’s (TRTC’s) latest production, “The Lion in Winter,” is serious fare for the holiday season, think again. Playwright James Goldman’s script is packed with wit, intelligence, and humor, and the onstage action as directed by Michael Monroney is lively and engaging. Add the adept delivery and timing of lines — both comedic and heartbreaking — by the exceptional TRTC cast and this production becomes a not-to-be-missed activity in its final weekend. Performances continue this Thursday, Friday and Saturday at 7:30 p.m., with a Sunday matinee at 2 p.m.

Though based around historical events, this is not some dignified period piece. The play is set at Christmastime in 1183 in the palace of King Henry II of England in Chinon, in what is now France. The elder Henry, played convincingly

by TRTC founder and executive director Lon Winston, is trying to decide which of his three living sons (Richard, Geoffrey or John) to name as successor to the throne when he dies. As the play opens, he favors the youngest, John, while his estranged wife, the legendary former Queen of France, Eleanor of Aquitane, favors Richard, who is the oldest. Middle son Geoffrey is passed over completely, despite being perhaps the brightest of the bunch. Henry has released Eleanor from prison for the holidays — she’s

been confined for years for previously raising an army against him — and he’s summoned the sons to join them. The other two players are Henry’s beautiful young mistress, Alais, bequeathed by the King of France when she was just a child to marry Henry’s son Richard (yes, Henry is now bedding down with Richard’s supposed betrothed), and Alais’ half-brother, Philip, the current and young French king. Philip has been asked to join the holiday gathering because there are complicated — and potentially expensive — dowry issues to be considered as well.

to be orbiting around her. Exclaims Eleanor at a peak moment: “I could peel you like a pear and God himself would call it justice.”

(Maddelone is an Aspen native who — lucky for us and TRTC — returned recently to live here in the valley.

She and husband Mo LaMee costarred in TRTC’s inaugural production, “Oleanna,” 20 years ago.) The lovely Alais (Colorado Mountain College student Jaime Sklavos) is no pushover either, and Sklavos gives a wonderful performance in her debut performance with the company.

The sons do their part to keep things stirred up: by bickering with each other, promoting their qualifications for the throne to first Henry, then Eleanor, and generally hating on their parents.

They all have problems, of course. David Pulliam, last seen in the TRTC production “All My Sons,” makes an appropriately stoic and condescending Richard. Local actor Adam Solomon debuts as the smart and conniving Geoffrey. And John, a bumbling puppy of a figure next to his more accomplished brothers (played astutely by Aspen High School senior Emery Major in his debut TRTC per-

Adultery, lies, scheming What unfolds is a chess-game of sibling rivalry, adultery, lies, political scheming, and cleverness that will make awkward or challenging family dynamics any of us might face over the holidays seem like nothing to fret about. And it’s not just the men who engage in this high-stakes sport. Eleanor is as determined to win as Henry and equally cunning. Actor Trary Maddelone inhabits Eleanor’s character with such force, flair, and conviction that at times everyone else seems

Special talent It takes special talent to make a play about Medieval Europe relevant to a contemporary audience. Goldman not only succeeded on stage, he successfully adapted “The Lion in Winter” to film, winning the 1969 Academy Award for screenwriting for the movie version, which starred Peter O’Toole as Henry and Katharine Hepburn as his queen. The film was attacked by some critics for being anachronistic and not accurately representing the speech or habits of the times. But that approach is exactly what made it so popular.

Thunder River Theatre Company’s production takes Goldman’s adaptive approach one step further, which only adds to the fun.

As the lights go down, the audience hears, not lute music, but the raw voice of Bruce Springsteen singing “I’m in love with being a king.” Henry strides in wearing a mean pair of knee-high motorcycle boots. And the bumbling young John is dressed like a punk hipster with a Medieval flair.

Those are just a few of the surprises TRTC serves up with this engaging show. As Eleanor says at one point, “In a world where a carpenter is resurrected, anything is possible.”

Skantze traveled to Carbondale last week, and on Dec. 10, with a mere 106,000 miles on its odometer (almost brand new by reservation standards), the 15-passenger Big Bus rolled out of town, headed back to Pine Ridge, this time for good. It will be used to transport Re-Member volunteers to service projects, bring local speakers to the center, and made available for other community needs. “I guess the Big Bus just wanted to be a Rez Bus,” quipped Reed. Added Skantze, “The next time you see it, it will probably be painted up, covered by bumper stickers, and wearing a feather or two.”

Library users can look for more non-fiction books, and additions to the Spanish and audio-book collections, after the Garfield County library district received a $12,848 state grant for such purchases, according to a press release. “These funds have again come at an essential time for us,” said Garfield County Libraries Executive Director Amelia Shelley. “ … we are extremely grateful that the state legislature is making these grants possible. Recent sales tax decreases have hit our Library District hard, and this grant helps us purchase needed materials for our communities.” Last year the Garfield County library system used a state grant to purchase early literacy materials. Problems with everything from the delivery of concrete to delays in the manufacturing of the tanks for the distillery’s eco-friendly and ground-breaking WETS, or “water-energy thermal storageâ€? reclamation system, have resulted in sufďŹ cient tardiness that “we are shooting for the end of February right now.â€?

She had initially hoped for a December completion date back in June, when construction had only just begun.

The delays, she continued, were due to “typical construction stuff, nothing major,â€? such as engineering complexities with regard to the WETS system, which was designed and developed with the help of a $25,000 grant from the Community OfďŹ ce of Resource EfďŹ ciency (CORE). “We’re going to reclaim 100 percent of the processed water we use,â€? she explained. “The only water that will actually be consumed will be what goes into our product,â€? which is to be mainly vodka and whisky.

The design of the WETS system, Baker said, has been patented and already has

been shared with other “boutique distilleries,� and she plans to take it to distillery trade shows in order to show it off to even more potential users. “We’ll be saving $14,000 per year on water usage bills,� she continued enthusiastically, “ and about $13,000 in energy costs,� by using a heat-transfer system that will exploit the energy content of the reclaimed water for heating in the winter and cooling in the summer. “It is probably the greenest building in Carbondale,� Baker said proudly. “It totally belongs in Carbondale, because Carbondale is so green.�

But, she admitted, the WETS tanks are still being completed by a manufacturer in Montrose, thought she had expected delivery at least a couple of weeks ago.

Also held up are the stills and mash tuns (tanks) used in the distilling process, she said.

On the bright side, Baker said she has obtained all the necessary federal and state permits for the distillery.

The building itself is nowhere near completion, including the facilities of the “Distillery Inn,â€? which contains ďŹ ve rooms for guests to stay in (four upstairs and one downstairs), according to Baker’s partner and brother in law, Rob DiPangrazio, who also lives in Carbondale. “We don’t even have the drywall up yet (in the guest rooms),â€? DiPangrazio said on Tuesday during a phone interview with The Sopris Sun. “There’s so much mechanical and

Both Baker and DiPangrazio expressed disappointment that the business will not be open for the Christmas holiday season, and that it probably will not be operating in time for the Presidents Day weekend in early February, which was another target completion date that Baker said is not likely to be met.

But DiPangrazio noted that the main still is expected to arrive soon after Christmas, and said the town has been approached for a temporary certiďŹ cate of occupancy to at least begin the process of making vodka and other beverages before the building is entirely ďŹ nished. “We may be able to start distilling at the end of January,â€? he said hopefully.

Hoops return for 2014-15 season Sopris Sun Staff Report Roaring Fork boys and girls hit the hardwood for the 2014-15 season at their Brenda Patch tournament on Dec. 5-6. The Rams face rival Basalt at home at 5 and 6:30 p.m. respectively on Dec. 18, then take a break for a couple of weeks before charging into league action on Jan. 9.

The regular season wraps up at home on Feb. 21.

In early season play at home on Dec. 12, the boys and girls both notched wins against Vail Christian. The boys came out on top 55-42 behind sophomore Aldo Pinela’s 12 points. Raul Leyva had 11, Ben Carpenter 10, Ray Acuna 9 and Adrian Chavez 8.

Thanks in part to Lindsay Hansen’s two late buckets against Vail Christian, the girls came away with a 41-34 win for their ďŹ rst victory of the season.

Wheeler adds Lewis Black, Keller Williams to line up Sopris Sun Staff Report

Keller Williams’s solo live shows — and his ability to improvise to his determinedly quirky tunes despite the absence of an actual band — have quickly became the stuff of legend, and his audience has grown exponentially as word has spread about this exciting, unpredictable performer.

Starting with 1994’s “Freek” CD, Williams was embraced by an even wider community of music fans, particularly the jam band crowd. The Wheeler Opera House announced this week two acts have been added to the winter 2015 season lineup of events. Lewis Black will perform on Jan. 30 and Keller Williams on March 19, according to a press release. Tickets for Lewis Black are on sale today. Cars filled the Roaring Fork High School parking lot on Dec. 10, which translated into a half-full auditoria, as parents, teachers and community members turned out to hear the RE-1 school board discuss superintendent Diana Sirko’s recent request to extend her contract three years. The school board let the air of the ball at the start of the meeting, however, by announcing it will negotiate to retain Sirko for two years before handing the job to district academic officer Dr. Rob Stein. P&Z gives nod to four-plex; trustees to log in John Colson Sopris Sun Correspondent A local couple seeking to redevelop a single-story home at 191 Sopris Ave. into a four-plex of rental apartments won approval from the town’s planning and zoning commission last week, although it appears that their long haul to final approval is not yet over.

At least one critic of the proposal, adjacent neighbor Brigitte Heller, said this week that she is planning to appeal the P&Z decision to the Carbondale Board of Trustees (BOT), and that she will write a letter to the BOT about her objections and believes other neighbors opposed to the project will write, too.

“I appreciate that (developer Kim Kelley and her consultants) have worked on this project (to meet neighborhood objections), but it is still too tall and too big,” Heller told The Sopris Sun on Monday.

Heller said she believes the trustees will be “meeting some time in January to discuss it,” based on a conversation she had with Town Manager Jay Harrington.

Harrington, in a memo to the trustees sent Dec. 12, confirmed, “we anticipate this decision to be appealed to the BOT.” The neighborhood confrontation is over the replacement of a roughly 2,600-square-foot, single-story home once owned and occupied by long-time local resident Harold Leonard, which was bought in 2006 by Kelley and her company, Sopris Properties.

The proposal has been discussed at three separate meetings of the P&Z, starting in early September, and the plans have changed to meet the objections of neighbors and some suggestions from the P&Z members themselves.

Chain and architect Jess Peterson, noted after the Dec. 11 meeting that they had met once with neighbors in general, and once with several architects who live in the area, to talk about the plans and attempt to accommodate neighborhood concerns.

Peterson, recalling that the meeting with the architects was informal and sociable, termed it a “beer review,” playing off the concept of a peer review among professionals.

Among the changes made to the plans, Chain noted, was to reduce the overall size of the building from its initial 5,456 square feet (including garages).

As approved, the plan calls for a four-plex containing 5,081 square feet of habitable space, including four garages, on a lot of just over 8,200 square feet in size (an earlier story in the Sopris Sun mistakenly gave the lot size as the size of the structure), at the intersection of Sopris Avenue and Second Street.

The approved plans also included changes to the look of the building, which critics said initially looked “too commercial” to fit in with the neighborhood. And, instead of the initial proposal for setback variances along both Sopris and Second Street, the reduction in the building’s size has meant that now only one variance is needed, in the setback from the lot line along Second Street.

Keeping the building 20-feet from Second Street, as required under current codes, Peterson told the P&Z, would create a “hardship” on the neighbor to the east, 92-year-old Laura Bair, causing the removal of several trees along the boundary line that have formed a break between the two properties.

The revised plan also increased the amount of open space to be retained on the lot, according to a letter from Chain to the P&Z, and the height of the building has

been decreased from its original 31 feet to 25.5 feet high at the mid-span of the peaked roof. The code would permit a height of 35 feet.

“We made some changes that we think better fit the project into the neighborhood,” Chain told the P&Z. The neighbors, however, continued to object to the project overall.

“There have been some modest reductions made in the project,” conceded neighbor Jeff Maus. “I still don’t feel that the project meets the infill guidelines, nor does it meet the spirit of the variance guidelines.

“For whatever reason, modern construction is a lot bigger than construction in the fifties and sixties,” Maus continued. “This project is going to dwarf every other building in our neighborhood. There will be impacts.”

Heller, who also spoke at the P&Z meeting, said that if it were built as proposed, she felt the four-plex would devalue her property, which sits across the alley to the north of the project site.

Some, however, supported the project as modified, including Scott Hanley, who rents his home on Wheel Circle and said the project would provide much needed rental housing for people such as him.

The commission members themselves held a short discussion of the project, during which member Yuani Ruiz noted that town codes would have permitted Kelley to build a larger, less distinctive apartment building.

“They could have a 35-foot box sitting on that lot,” Ruiz said, “which is a significantly greater impact on this neighborhood.”

The Sopris Properties proposal was approved unanimously by the P&Z, 4-0. Commissioner Rich Comp recused himself from the discussion and the voting, after noting that he is a nearby neighbor.

Project Goals. The CDOT EEO officer has set Disadvantaged Business Goals at 3.5% for this project. There will be no on the job training goals. The CDOT Form 347, Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with the Joint Reporting Committee EEO-1 form requirements. The EEO-1 Report must still be submitted to the Joint Reporting Committee if the contractors and subcontractors meet the eligibility requirements (29CFR 1602.7); we will, however, no longer require certification.
