P&Z continues comprehensive plan public hearing to Dec. 13 By Lynn Burton Sopris Sun Staff Writer

fter more than three hours of discussion and input at their Nov. 29 meeting, the Carbondale Planning and Zoning Commission continued the public hearing on the draft comprehensive plan to Dec. 13. If the Carbondale Comprehensive Plan makes it out of P&Z on Dec. 13, it will go to the trustees on Jan. 8, according to town planner Janet Buck. The Planning and Zoning Commission can recommend approval or denial, but the trustees will make the final decision. Three members of the public addressed the P&Z on Nov. 29: Joe White from Colorado Rocky Mountain School, Bob Schultz and Brent Moss. Colorado Rocky Mountain School sits outside Carbondale’s town limits to the west but is included for possible annexation in the draft Comprehensive plan. In a letter to the town dated Nov. 28, White said the school objects to part of the campus being set aside for public recreation and conservation. The letter continues,“Tying the school’s hands, restricting its ability to respond to economic forces is not good for CRMS and thus not good for the community in which it employs 100 people and spends $6 million annually. … if CRMS property is to be a component of the comprehensives plan at all … it (should) allow for the greatest flexibility for CRMS, Carbondale and Garfield County to consider over time.” After the meeting, P&Z member Jeff Dickinson told The Sopris Sun there will be modifications regarding language pertaining to the school. Also in a letter to the P&Z dated Nov. 25, Schultz said his main concern is the comprehensive plan has a “weak foundation” upon which the town plans to erect a new land use code. Schultz goes on to explain three areas in which the plan’s foundation could be strengthened, including the downtown’s economic purpose. Moss was first to address the P&Z, asking questions and making observations. He told the P&Z he rides his bike as much as possible and suggested that the east side of Eighth Street north of the railroad tracks is “prime” for a no-parking zone. He also urged the town to build more trails and create more access to the Crystal River. “Carbondale is a river town but you’d never know it,” he said. Concluding his remarks, Moss said the comprehensive plan should include “leeway” in order to ensure “messy vitality.”
