Why is RFSD considering changing course?

By Debbie Bruell As Chief Academic Officer of the Roaring Fork School District, Dr. Rob Stein has spearheaded the monumental task of bringing our communities together to create an inspiring new vision for our schools. The task that lies ahead — actually bringing that vision to fruition — is even more daunting.

Stein, who led an extraordinary transformation of Denver’s Manual High School after it was closed as a low-performing school, has the experience and expertise needed to take on that task. He is not afraid to ask tough questions and to be asked tough questions by others. His responses always cut to the chase.

He has an exceptional ability to think outside the box and find innovative solutions.

So why has the school board, with two newly appointed (not elected) board members, suddenly decided to change course and consider extending Dr. Diana Sirko’s contract after it expires this spring?

The next board meeting is less than three weeks away, including Thanksgiving break during which the school district is closed for an entire week. I urge the school board to give the public more than this short time frame to weigh in on this critical matter.

When Judy Haptonstall’s contract was terminated in 2012, the district spent $25,000 undertaking an extensive search and an in-depth community process to find a superintendent who could lead our district through the changes our schools sorely needed. After numerous interviews with community members, staff members and the board, Stein was selected as superintendent.

About one month after Stein signed on as superintendent, his wife suffered a severe brain injury in a biking accident. Stein resigned to attend to his family.

Sirko, who had retired in June 2012, came out of retirement to

take the interim position of superintendent left vacant by Stein. In December 2012, the school board offered Sirko a 2½ year contract as superintendent and Stein (whose wife had made a remarkable recovery) was offered the position of assistant superintendent and chief academic officer. The school board’s press release regarding these hirings emphasized that Stein was brought back into the leadership of the district to guarantee “the long term sustainability” of the district’s efforts.

For the past two years, every involved parent, every teacher, every principal I have communicated with has been anticipating that Stein will be hired as superintendent at the end of Sirko’s contract this spring.

No one anticipated that Sirko, who had come out of retirement when Stein left for a family emergency, would seek to continue as superintendent beyond these 2½ years.

Our district was incredibly fortunate to find someone of Sirko's stature to step in when we were suddenly left with no superintendent.

With 40 years of educational experience, including a position at the Colorado Department of Education, Sirko has had a great deal to offer our district.

Sirko has been a very positive presence in our schools — yet she has not been the driving force behind the changes that have brought optimism and inspiration back to our schools.

Thank you, Dr. Sirko, for stepping in when our district truly needed you. If the school board does vote to extend your contract, I hope you will do everything in your power to encourage Dr. Stein to remain in the district and complete the amazing work that he has just begun.

That is what our district needs now.

Water issues turn can turn to sticky business in the West

– Samuel Taylor Coleridge, “The Rime of the Ancient Mariner” Whatever you do, don’t shoot the albatross — should one appear above Carbondale. It’s hard to imagine that not being able to drink the local water would ever be a problem in Carbondale. But, stuff happens. When I was on the Carbondale Board of Trustees, some 20 years ago, the federal government put some clamps on the Carbondale water supply. There was a worry that contaminants on the ground, and in surface water, could infect the spring water and wells that made up the town water supply. We had to hurry up and get some treatment facilities in place.

Still, even though we are surrounded by water, and as I write have frozen water laying on the ground outside, who would consider scooping water out of a river or ditch and taking a long “draught”? (I had to look that up. It means a big gulp. Olde English usage).

There are some tiny bugs in our water, like giardia, that will make you very unhappy.

Who could imagine, as well, that there might be a power outage of long enough duration that the treatment of the public drinking water would be shut down, and that “bad” water would get into the storage? It happens.

You could still boil it — that is if you have a stove that would work. You could have an old style gas stove with pilot flames. Or maybe you could get a camp stove out of the garage. Or do you have a wood stove in the house? Wait, what about bottled water?

OPINION Yeah, but the stores ran out because the delivery trucks couldn’t get here. Maybe you have some iodine pills, or possibly, a backpacker’s water filter. You’re in luck!

Big meeting There was a big meeting at Colorado Mesa University in Grand Junction several days ago about the future of the water supply in Colorado. You may know that the big reservoirs to the west of us are draining out because for the last few years we have been using more water from the Colorado River than it’s giving us. In 1922 a big “compact” was drawn up by water users in the western states and Mexico. The compact is a set of rules about who gets how much. Unfortunately, the years previous to 1922 were wetter than the actual long-term average. To make it worse, the climate prediction is for even less flow in the river due to climate change.

Fighting over water is nothing new. In 1934, Arizona called out its National Guard to stop California from diverting the Colorado. They settled in court. You haven’t seen anything yet. The conference produced a lot of vocabulary such as “seeking a resilient future,” “collective decisions,” “embrace uncertainty, “learn by doing,”“harness the complexity… to implement creative solutions,” “enhance the flexibility and adaptive capacity of their systems,” and this gem: “play well with others.” All those quotes were in the Nov. 12 article by Hanna Holm of the Free Press Weekly. If those quotes were

solutions, we are in really big trouble. What I did not see in an article was: “get out and hire the best lawyers first.”

Not far off At a point in the not too distant future, the amount of the Colorado River water that the state of Colorado can withdraw (in most cases “hold back”) will be reduced, per the agreements. Many recent immigrants to our little community (including Anglos) are not aware that a significant amount of the Colorado River water is diverted to the Eastern Slope under the mountains through tunnels.

The Eastern Slope wants more. They want to keep developing and they are going to want more water, not less. They will want all of what they are getting now, and more. That “more” would have to come out of what the Western Slope is trying to hang on to. They have more votes!

Most water use in the state is agricultural, by far. Big changes are already happening.

“Buy and dry” refers to the purchase of water rights from farms that either go out of business, or start to grow crops that use little or no water. Some farmers have had their irrigation wells shut down by the state because of their impact on the underground water table.

“Water rights” refers to the practice of having the state confer on certain entities that have WATER USE page 9

Ridin’ the roundabout: Some ins and outs

By Trina Ortega Sopris Sun Contributor From the outside looking in, the new roundabout can look pretty intimidating — yes, even scary — as a cyclist.

But once you know and follow the rules of the road, navigating the roundabout is manageable.

Now that the roundabout is open and northbound Highway 133 has through paths and an appropriately sized and marked shoulder, there’s no longer a need to avoid the Highway 133/Main Street intersection or overshoot and double-back on your cycling commute to City Market. That said, I admit I was not excited about cycling into the roundabout the first time. Traffic is constantly moving, and even weeks after it opened, it seemed some drivers were still learning how to get in and out of the roundabout.

Truth is, Carbondale is still small enough that when commuting by bicycle for town errands, I am less likely to ride up and down on Highway 133 and fully use the roundabout. But I have every right to. Road cyclists on long rides prefer to pedal on the roads (it’s often safer than ducking in and out of intersections on a path), and they have every right to.

Whether you’re commuting a half-mile through town, cruising on a summer’s day, or hammering out a strong pace for a 60-mile training ride up to McClure Pass, the key is to know how to navigate the roundabout via bicycle. So here are some tips, as gleaned from the “Highway 133 Construction Updates” tab on www.carbondalegov.org and my personal cycling experience.

By the book • You are a moving vehicle in a traffic lane, so follow the rules accordingly and treat the roundabout the same way you would as if driving a car.

• Choose your lane before entering and stay in that lane.

• Yield to pedestrians in crosswalk as you enter.

• Yield to all traffic in all lanes of the roundabout.

• Do not enter beside a driver already in the roundabout.

• Again, stay in your lane. Ride in the middle of the lane.

• Do not hug the curb.

• As you approach your exit, use your hand to signal right.

• Exit from the outer lane into the right lane.

• Yield to pedestrians in the crosswalk as you exit.

• Avoid riding next to large trucks when approaching and in the roundabout; they may need extra width to make their turn radius and are allowed to straddle lanes if needed.

• Do not use the “truck apron” (that strip of concrete that looks like a senseless little sidewalk in the center of the roundabout). The apron allows for longer-wheel-based vehicles, such as trucks and buses, to negotiate the round-

Navigating the new roundabout at Highway 133 and Main Street might seem scary to some bicyclists but it need not be. Consider the following: motorists travel pretty slowly in the roundabout; you don’t have to worry about a motorist opening his door and knocking you off your bike because so far, nobody has attempted to park in the roundabout; and lastly — you have a legal right to be there. Photo by Jane Bachrach about by rolling over the small curb that separates it from the driving lane. It is NOT for pedestrians, cyclists or the average motorist.

• Use hand signals. I may be pretty old-fashioned here, as I don’t see a lot of my fellow cyclists doing this, but the more you can let drivers understand what you’re doing, the better. It also tells motorists that you take your right to be on the road seriously. New to these signals? Use your left arm straight out to denote a left turn. Bend your left arm upward at the elbow (90 degrees) for a right turn. To indicate a stop or slowing down, hold your left arm straight down. If you can’t do this while managing your bike, stick with the sidewalks.

• When my dad was teaching me how to drive, his biggest piece of advice was: Always be on the defensive. I carry this “defensive driving” philosophy into my cycling habits, too. Motorists are not always paying attention and with a change in traffic flow, such as Carbondale’s fancy new roundabout, you should never take for granted that others can see you or that they are even looking for you. (Along

those lines, it doesn’t hurt to wear bright colors and use white lights and blinky lights at dusk and night).

Wrap up In Carbondale, it’s easy to avoid fully entering the roundabout to get through our busiest intersection. It may be safer and more direct to use the crosswalks with your bike. Remember that if you ride through a crosswalk, though, pedestrians have the right-of-way, so don’t make them move over for you. Use the designated crosswalks; in the short time the roundabout has been opened, more and more Carbondale drivers are learning to stop for pedestrians. (But don’t forget to walk on the defensive, too.)

Avoiding the cone zone this year has been easy on a bicycle compared to a car, but I’m glad to see the project winding down. Whether you’ve been for or against the roundabout, it’s here. As a result, I think there’s an opportunity for all users (motorists, cyclists, walkers, skateboarders, scooterers, everyone … Kumbaya) to learn to be more conscientious when sharing the road. Be safe out there, kids.

Town Briefs Cop Shop CDOT aims for Dec. 5 ribbon cutting Fights, “shot” fired, senior paranoia Sopris Sun Staff Report Work on Highway 133 through Carbondale was expected to continue, causing some traffic snarls this week, as crews were projected to keep up the pace of work leading up to a planned Dec. 5 ribbon cutting ceremony, town manager Jay Harrington said in his weekly report on Nov. 14.

Temporary highway closures were on tap for the week, Harrington reported, as crews were set to work on striping the highway, installing signs and electrical work.

Also planned for this week was the installation of “rapid flashing beacons” on Cowen Drive and at the round-about, following completion of installation work at Hendrick Drive and the highway the week before.

In other items, Harrington reported that: • Friday, Nov. 14, was the final day of this year’s Leaf Days collection arrangement.

• LED light installation was to continue on the street trees along Main Street, and city crews had started replacing the summer banners with holiday banners and wreaths last week. In addition, city workers were scheduled to install LED holiday lighting in the spruce tree at Weant Boulevard and Main Street.

• The town’s Parks and Recreation Commission has been asked to name the new community garden behind the Third Street Center, in the middle of Bonnie Fisher Park, as “Demeter’s Garden.” According to Harrington’s report, Demeter was “the Greek god of the harvest.” The proposed name is to be posted for a 45-day public comment period prior to the town taking formal action on the proposal.

• Town staffers, led primarily by recreation director Jeff Jackel, have completed work on the town’s compliance documentation for the Federal Title VI, about compliance with civil rights regulations mainly pertaining to services and accommodations for Spanishspeaking citizens. The documents were set to be adopted at the Nov. 18 meeting of the town trustees.

• Harrington reminded the trustees and citizens that on-line registration for the town’s busy recreational programming is always available at carbondalerec.com, and noted specifically that several ongoing programs are continuing, notably “Motion Mondays” and “Wild & Wacky Wednesdays,” which take place from 10:25 to 11:45 a.m. on those days, and are geared toward kids aged 1 year to six years old and their parents.

Other programming includes “Early Release Wednesdays,” aimed at providing activities for schoolaged kids released early from the local public schools on Wednesdays, which includes activities at the climbing wall and a variety of other related programs for younger and older kids.

And, Herrington reported, this is the third week of the Dinky Dunkers program, designed for first-graders and second-graders who love basketball. on Mondays, Tuesdays, Wednesdays and Thursdays.

There also is a “Dodgeball Derivatives” class on Fridays.

Harrington reported that all these activities have been attracting significant numbers of participants.

• On a final, but important note, Harrington reported that portable toilets are being removed from town parks for the winter, with the exception of toilets at Sopris Park and the Carbondale Nature Park.

Carbondale police officers last week dealt with a “shot” fired at a local home, a case of senior paranoia and a number of fights last week.

FRIDAY Nov. 7 At 3:14 a.m. police called on a missing persons report, which turned out to be a dispute between a man and his wife, after the wife left him at a bar and went home. The inebriated man reportedly called 911 several times to report his wife missing, and ultimately was arrested on charges of harassment and obstruction of government operations.

FRIDAY Nov. 7 At 6:41 p.m. police were called to Crystal Meadows senior housing, where a resident told officers she was worried that “someone was listening to her over the cable wire” that brings cable TV into her apartment, according to Police Chief Gene Schilling. No action was taken by the officers.

SATURDAY Nov. 8 At 12:16 a.m. officers broke up a fight between two men at the RFTA bus stop at 7th and Main, ticketing one man for harassment and disorderly conduct.

SATURDAY Nov. 8 At 12:25 a.m. cops were called to a fight

between patrons in a bar. One combatant went to the hospital with head injuries, but after interviewing witnesses and watching some video from the bar’s cameras, the officers declined to press charges against anyone involved.

SATURDAY, Nov. 8 At about 4 p.m., police were called over a dispute between a motorist and a bicyclist, in which the bicyclist was upset at the motorist after the car’s horn was blown in the cyclist’s general direction. “Curse words were exchanged” between the disputants, the report stated, but after the officers talked to both parties about handling such situations “in a more civil manner,” no tickets were issued.

MONDAY, Nov. 10 At about 8 p.m. police were called to a “shots fired” report on Crystal Bridge Drive in River Valley Ranch. Turned out, someone shot a paintball at a kitchen window, scaring the occupant while she was doing the dishes, but police were unable to find the perpetrator.

The incidents here were drawn from Carbondale Police Department reports.

Infill redevelopment project on Sopris riles neighbors John Colson Sopris Sun Correspondent A proposed new four-plex at the corner of Second Street and Sopris Avenue has churned up considerable resistance among some neighbors of the project, including an accusation by one critic that the owner of the property was engaging in “class warfare” in her remarks at a recent public hearing.

The four-plex, if approved, would be built at 191 Sopris, on the site of an existing 2,600-square-foot, one-story, single family home, most recently owned and occupied by long time local resident Harold Leonard but now owned by 13-year local resident Kim Kelley and a development company, Sopris Properties LLC. The plan, according to documents on file at Town Hall and information generated at two meetings of the planning and zoning commission, is to tear down the old house and replace it with a two-story, 8,200 square-foot four-plex of rental units, which is to be 31 feet high at the peak of the roof, with parking in several ground-level garages as well as along the alleyway to the north of the site.

The owners, who are applying under the town’s latest “infill” growth regulations, are seeking a variance to the town’s required setbacks of 20-feet from the property line along public rights-of-way, to reduce the setbacks to 10 feet along Sopris and 15 feet along Second Street.

Project planner Mark Chain has explained that the smaller setbacks will allow the building to be located closer to the streets and keep it from being too close to the nearest neighbor to the east, the home of 92-year-old Laura Bair.

Although critics of the project have expressed a number of objections to the project as proposed, it is the combination of the mass and height of the building that is the main problem, according to several neighbors.

“I am opposed to the size of this, I call it a monstrosity, because it does not fit into the neighborhood,” said Brigitte Heller, who lives next door to the proposed four-plex, at 226 S. Second St. “It is all right for them to tear down the old house, but not to replace it with this, this skyscraper.”

Heller concedes that, under the city’s current codes, the building can be up to 35 feet tall at the roof ridgeline, without any review from the town.

But the setback-variance request, Heller maintains, means the project must undergo review by the P&Z and the town’s board of trustees, and she feels that the review should lead to a call for reduced height and mass in a building that she maintains would cut off her views of the sky and of Mt. Sopris if approved as proposed.

Past meetings According to minutes from a Sept. 11 P&Z meeting, and the packet notes from a second meeting, on Nov. 13, project planner Mark Chain and architect Jess Pederson told commission members that they have tried to put together a project that meets current demand for rental housing, is in keeping with the neighborhood, and does not create an unacceptable

By moving the house closer to the streets than called for in the town codes, and putting most of the parking in garages and off the alleyway, Chain told the P&Z members, “they are trying to fit in with the neighborhood and not create a suburban feel,” according to minutes from the Sept. 11 meeting.

At the Nov. 13 meeting, Chain introduced some changes to the plans, notably a breaking-up of the roof lines with gables and elimination of two garages to make the building less massive, and the addition of new architectural elements on the Second Street frontage of the building to modify what critics had called the “commercial” feel of the building.

These changes did not, however, satisfy the neighbors.

Jeff Maus, a former builder who lives catty-corner to the project site, is opposed to the plan, and feels the project’s owner, Kim Kelley, who lives in River Valley Ranch, has ignored and belittled the opposition to the project.

“It’s too big a project for the lot,” he said when contacted

by The Sopris Sun, adding the concern that the debate over the project has turned negative.

“I think we’ve all really made an effort to talk about the project on its merit, and not have it be personal,” Maus told The Sopris Sun. But at a Nov. 13 meeting of the P&Z, he and Heller both reported that a frustrated Kelley remarked that her neighbors, living in “their modest little houses,” are simply unwilling to accept change, At that point, Maus said, she was the one who made it a personal battle between herself and her intended neighbors.

“I think with that comment, it did [become personal],” Maus said. “That comment was an insult to the entire neighborhood. I just really did take that to be, like, class warfare.”

At another point in his interview with the Sun, Maus declared that, “If this is approved, we’re gonna start an arms race of house sizes here,” meaning he fears that future redevelopment proposals will involve ever-larger new structures.

“We all know that change is inevitable,” Maus continued, having earlier explained, “I think the neighborhood does embrace change,” even in cases where the neighborhood density is increased.

“I think density (as a civic tool to prevent sprawl at the edge of town) is a good thing,” Maus went on. “But this is not good planning.”

The project plans, already having weathered a P&Z public hearing that stretched over two meetings, were expected to be either approved or denied at the Nov. 13 meeting.

But the development team, after a short consultation at the end of that night’s public hearing, opted for a second continuance.

Town planner John Leybourne said that, in a conversation following the public hearing, Chain remarked that it was possible the project plan will undergo more serious changes in light of the comments made at the two public hearings.

“They may do it, or they may not,” Leybourne said. “It’s up in the air.”

Chain could not be reached for comment on Tuesday.

The matter is now scheduled for a third continuation of the public hearing, on Dec. 10 at Town Hall.

Long simmering trash talk reaching a boiling point CORE, CLEER funding discussed Nov. 25 John Colson Sopris Sun Correspondent The multifaceted questions surrounding the issue of trash pickup in Carbondale, debated for five years now, may finally be headed toward resolution following a decision Tuesday night that it is time for the town’s board of trustees to get to work on an actual ordinance on the topic rather than simply calling for more discussion.

The actual work, however, is not likely to start until December at the earliest, and perhaps not until some time after the new year begins.

The trustees, along with Jason Haber of the Community Office on Resource Efficiency (CORE) and Jason White of the town’s environmental board (known as the E-board), held a lengthy chat Tuesday about a memo from the E-board outlining that board’s recommendations about how to handle trash pickup in town.

“This doc attempts to summarize what’s really been five years of work,” Haber told the trustees.

The memo pointed out that there are

certain basically dysfunctional elements to the town’s current trash hauling arrangements, including the fact that trash trucks ply the town’s streets “every single day,” bringing noise, odors, pollution from truck exhaust and excessive wear and tear on the streets, as summarized by trustee Allyn Harvey.

“Frankly, I am sick of it. I am sick of it every morning” Harvey declared, adding that he feels the current arrangement truly “results in people having garbage out on the streets every day of the week.”

All agreed, though, that the idea of consolidating the town’s trash hauling contracts, and paring the number of haulers down from the current five to one probably is not going to happen, since the haulers themselves are solidly against the idea.

In general, there was agreement that: • The town’s current fee for a trashhauling operating permit, a flat $50, is insufficient and should be raised; • That the number of haulers operating in town either should be reduced, or the haulers should be assigned to specific “zones,” meaning each hauler would have its own zone of operations and duplication of service routes could be eliminated; • That haulers should be required to pick up recycling and compost materials separately as a regular service, to keep those two types of refuse out of the landfill; • That bear-proof trash containers

should be required for every home in town, whether the town helps with the $250 cost per container or not; • That more public education is needed to ensure residents are not confused about how to correctly handle composting to avoid smelly, messy compost piles that attract wildlife and offend neighbors.

Recommendations included in the memo called for the town to continue the practice of offering special pickup days for certain kinds of refuse, such as household hazardous material, electronic devices, Christmas trees, pumpkins and yard waste; and to consider adopting a “pay as you throw” pricing structure known as “volumetric” waste management, under which residents are charged only for what the haulers pick up.

This pricing method, according to the memo, should “create clear and significant

price signals to decrease consumption and increase waste diversion rates.”

The E-board, as part of the recommendations, offered to work with CORE and the Waste Free Roaring Fork program on such things as educational outreach to residents. The memo suggested that any cost of such educational efforts could be paid out of the town’s “paper bag fund,” which comes from the sale of paper bags at the local grocery store as part of the town’s ban on the use of plastic grocery bags.

Finally, the memo notes that the River Valley Ranch subdivision is acting on its own to arrange for a “single hauler service,” and suggested the town should watch that process for signals about how the town itself might want to proceed.

At the end of the discussion of the memo, mayor Stacey Bernot started to urge the E-board to keep working on the issue, when Haber cut in and asked for more specific “direction” from the trustees, as the E-board appears to be approaching “burnout” in terms of endless discussions on the issue and no real action.

“We don’t have time tonight,” Bernot said, pointing to the clock and mentioning the meeting’s still-unfinished agenda.

It was agreed, though, that the trustees will tackle the issue at a work session in the near future, and then provide the Eboard with a more concrete set of proposals to work on.

Gratitude for many Dear Editor: This is probably the most difficult letter I have ever written. My heart is overflowing with gratitude for the many, many people who have supported me on my recent journey. My heart is so full that I really don’t know where to start or how to adequately express what I am feeling.

I have lived in and around Carbondale since 1974 and always knew that it was a special place. Because of its specialness, I have been an active and involved member of our precious community. I can honestly say that I grew up here. But, the outpouring of love, prayer, support and genuine friendship and concern that I have recently experienced is truly astonishing.

Friends who know me well will tell you that I am really a pragmatic person. However, in this last month I know that the love and healing thoughts that were sent my way helped me heal from my recent surgery and will get me through my upcoming chemotherapy. Please, accept my very deepest thanks and even deeper love. I couldn’t have done it without each and everyone one of you. I am genuinely and profoundly grateful.

to express my appreciation for the staff and the principal who spend their valuable time and energy at our great school.

I know teachers in general do not get enough credit for the work they do, nor do our administrators. Crystal River Elementary School seems to get a bad rap, but it really is a great place for children to learn and grow.

Heather Cremeans has been dealt a tough hand to deal with. The strategies and programs that she has been pushing and implementing have increased morale and test scores for our kids.

The RAM KABAM assemblies are an excellent example of how she is working to bring our school closer together while making it fun.

Our school will not change over night, but she has brought us off priority improvement and we are seeing valuable strides in the right direction for the kids who really struggle.

Heather also has a great supportive VP in Charla Meyer. Together they represent respect, thoughtfulness, pride and dedication. I am very thankful that we have the teachers, staff and administrators, and I want them to know that I support them.

Dump standardized testing Dear Editor: Standardized testing happens for one reason only -- parents ALLOW their children to be excessively tested. If parents, students and teachers refuse to participate, schools will have to replace these expensive tests with meaningful instruction and practical, low cost, oldfashioned assessments based on essay writing, math skill sheets and oral reading fluency. The protest movement is growing and your voice needs to be heard.

There are myriad problems with the new Common Core standards across all grade levels. The new standards leapt a full grade level in

many cases. A seventh grade child now has a full year gap in her math instruction expectations. It’s impossible for any child to skip huge chunks of linear math instruction and be expected to succeed in that subject. The school districts knew about this impending train wreck, yet they did nothing to phase in these standards. At lower grade levels, some standards aren’t even developmentally appropriate.

The amount of classroom time consumed by testing and test prep is staggering. In the Roaring Fork School District our children lose 72 days just in physically taking the tests from third to 10th grade. Test prep wastes even more of their time.

Common Core is expensive, requiring technology upgrades and textbook purchases.

The tests are not actionable in a meaningful way. No one gets to see the actual graded tests, so they have no way of knowing what content areas they are deficient in.

Standardized tests cause emotional harm to children of all ages. This cannot be stressed enough. Moms have told me their kids are so stressed about these tests they can’t sleep, they throw up before the tests and they are worried that their teachers will be fired if they don’t perform well. No child should be subjected to this.

What can you do about this? It’s time for a little civil disobedience. We can stop this nonsense in our local communities and in turn, inspire other families across the nation to do the same.

E-mail your principal, the school superintendent and the school board president (dsirko@rfschools.com and dbiggs@vvh.org in RFSD). Tell them you oppose testing and you do not give permission for your child to be subjected to ANY standardized tests this school year. (There are numerous tests given throughout the year). Tell them your child will not be going to the computer lab to spend hours learning how to use the newest testing software. Tell them you want your child to have meaningful, teacher-created assessments that are integrated into regular classroom instruction. E-mail your teachers and tell them the same thing. Reassure your teachers that you will stand with them when they refuse to administer the tests (as teachers all across the U.S. are now emboldened to do). a “beneficial use” (agriculture, power plants, cities, industry) the ability to use certain amounts of water. What I just learned (I think), is that such “beneficial use” does not allow the rights holder to either “waste” water or to use more than they really need for their “use.” That means they should not divert more from the river than they need, and that they should be sure that what they divert, but do not use, gets back to the river to be used by others. The last part is called “return flow.” For example, several local

ditches tail out into the Roaring Fork River near the Highway 133 bridge.

There are going to be many changes to using water -- keeping in mind, we hope, to “play well with others.” There are plenty of examples in dry countries, and I have an idea or two. Next time.

Wyly Art Center, Wyly Annex gear up for holidays Sopris Sun Staff Report The Wyly Art Center has opened a new exhibition, The Wyly Open, featuring over 50 works from artists who reside within the 816 zip code, according to a press release.

“Two and three-dimensional work in a variety of mediums are represented, showing us once again what an amazingly talented valley we have,” said a Wyly spokeswoman.

Throughout the duration of the exhibition, the viewing public is invited to cast a single vote each for the WOW award (The Wyly Open Winner). The exhibition continues through Dec. 19. Gallery hours are Tuesdays through Saturdays from 10 a.m. to 4 p.m. Admission is free. The Wyly Art Center is located at 99 Midland Spur in downtown Basalt.

Wood stove tips from the E-board The Carbondale Environmental Board is reminding the wood stove and fireplace crowd that proper burning will not only help to dissipate the brown cloud that sometimes hangs over town in the winter, but protect everyone who has to breathe that air and maybe even save you some money. Wood burning tips include: • Burn only dry, seasoned wood. Never burn wet, green, or painted wood – or trash for that matter.

• Maintain a hot fire; don’t let it smolder.

• Have a certified professional inspect and service your wood stove or fireplace annually.

• Upgrade to an EPA approved wood stove or fireplace insert if need be.

“Remember,” said an E-board press release. “Burn wise, burn the right wood the right way, in the right wood-burning appliance.”

In other action the trustees: • Agreed to discuss making a contribution to an area veterans group toward the cost of adding names of Carbondale war veterans to a monument in Rifle. The issue was broached by John Scalzo of Rifle, a veteran and one of those responsible for getting the veterans monument erected several years ago, but bearing only the names of veterans between New Castle and Parachute. The veterans now want to add names of veterans from Glenwood Springs and Carbondale.

• Agreed to lease a parking space in the alley south of the 100 block of Main Street, to resident Patti Lecht, on an annual basis.

• Adopted an agreement with local businessman Rick Balentine, amending Balentine’s development approvals for a project known as the Lofts at Dolores Park, permitting Balentine to sell on the free market a condo unit originally meant for the town’s affordable housing inventory, as part of a plan to help him complete stalled portions of the project and subsequently contribute to the town’s stock of affordable housing units.

• Approved a transfer of water and sewer taps from the old, temporary Ross Montessori School buildings north of town hall, to a new, permanent school site that is part of the Thompson Park development off Highway 133 on the south side of town.

• Agreed to hold a discussion with CORE and CLEER, local energy efficiency advocacy organizations, about using the town’s annual revenues from federal mineral lease fee payments and severance taxes. The proceeds come mainly from oil and gas exploration in western Garfield County, and there has been discussion of dipping into those funds to pay for the town’s renewable energy programs. The topic will be added to the regular meeting agenda for Nov. 25.
