Carbondale loves its trails

arbondale folks love their trails, and may be willing to hike taxes for them and other recreation-related facilities.

That’s one take on a just-released recreation survey the town will use in drafting a new 10-year master plan for recreation facilities and programs.

A whopping 761 surveys were completed and returned to the town, which planning ďŹ rm Design Workshop said is “more than double the amount needed to be statistically signiďŹ cant for Carbondale.â€?

Among the survey’s highlights: • 73 percent of the respondents use the paved trail system every day, followed by 29 percent for dog parks, 24 percent for playgrounds in town parks, and 22 percent for athletic ďŹ elds. • 75 percent of the respondents strongly support or somewhat support a Âź cent sales-tax hike to maintain the current level of service.

Recreation director Jeff Jackel said a joint Parks/Recreation, and Bikes/Pedestrians/Trails committee meeting will be held to discuss the survey results at town hall at 6 p.m. on Nov. 3.

The survey results will be posted on the town’s website later this week.

Affordable housing is key; let’s get going

By Amy Kimberly We live in interesting times. There seems to always be the bitter with the sweet, the white with the black.

Life in Carbondale is filled with sweetness, yet many parts of the world are in struggle and darkness. We consider ourselves a “healthy” community yet there are many who feel displaced or lost. The alignment of artists and “creative,” and government and designers, brings together a powerful force that makes life better, yet that life can be lost to high costs, no affordable living spaces and an inequality in economy. It’s the yin with the yang that requires all planning processes to look at the whole picture to be successful.

Carbondale is in the midst of this planning process and it is imperative that we look at the elephant in the room once again — affordable housing. Yes, we are a “Creative District” and yes, we can provide lots of activity and inspiration for our “creative” community, but, in the end, if we do not have available housing in general, and affordable housing in particular, we will lose our young people, our creatives and our diversity.

Zoning is one way to accomplish this.

The town of Carbondale is in the midst of a zoning rewrite and the community must get involved to ensure that 21st century vision is

applied to this rewrite.

Right now it is hard to get projects off the ground that include live/work and multi-use, yet these are the kind of projects we need to encourage in Carbondale. These are the kind of projects that will appeal to our creatives and young folks. We see many examples of alternative living spaces in “tiny” houses, shipping containers and yurts. Where do these fit in to our community? How do we make sure that all types of housing are represented so that there is a place for all of us, not just a wealthy few?

I have a great friend who is tired of moving from place to place because she cannot afford to buy a place in Carbondale with land. Oregon is looking good to her. There are many affordable options in the Northwest, yet it is a loss to this community every time someone is displaced because of affordability. I look at the property behind Bridges when I am at work. It is slated for affordable teacher housing. It is time that conversation moves forward on this project. Is there room to open it up to senior and multi-use living spaces? Can the town of Carbondale and the RE-1 School District create a vibrant, useful housing project that allows a few more people to stay here? The longer we wait on these conversations, the more folks will move to

other places, the harder it will become to retain an important balance of young and old, Latino and Anglo, rich and not so rich.

I want it all here!

I don’t want to make this town a Creative District only to find our creatives can’t live here. I don’t want to watch our seniors have no place to live. I don’t want Oregon to become the solution. It will take a village to solve this. It requires all of us getting involved in our town zoning rewrite to make sure we provide places for “alternative” living projects, intentional and affordable housing and senior housing. It requires meaningful conversation between RE-1 and the town of Carbondale to design a balanced plan for the space around the Third Street Center and begin implementation of that plan sooner, rather than later.

Code versus tradition Dear Editor: At a recent Carbondale council meeting, I, and maybe several council members, learned that when it comes to code enforcement, sometimes there seems to be a split between code versus tradition.

I brought up an issue I had with the usage of public right of way (ROW). The town has a code on this that says vehicles can’t be left more than 72 hours on public right of way.

Our neighbor had a very large RV completely on ROW for a month with a person living in it. Unfortunately when we tried to talk to her, she wasn’t receptive to find a potential solution.

When I went in front of council with the issue, police chief Schilling explained that he treats improved right-of-way in a different way than unimproved ROW. Our particular issue is in unimproved ROW. He said he doesn’t apply the 72-hour rule to the unimproved ROW. Several council members were quite surprised and seemed as confused as I am about this.

Also the chief told council that he is OK with letting RVs park on ROW for four weeks with people living inside of them, even though existing code says it isn’t. Again several coun-

cil members seemed a little shocked and most of them said this should be changed since the town now has a perfectly nice RV park.

So this is the part I called the tradition.

There is a code, but it has been interpreted by town staff and therefore it isn’t consistent and it’s confusing to residents and potential developers.

The town manager told this newspaper reporter that “there’s always a level of gray area” whenever issues of code compliance are raised in such situations. The reality is a property line is pretty much black and white and it doesn’t take a lot of work to figure out where it is.

The town is spending about $100,000 in the new town code (UDC) and comprehensive plans. What will happen with this new code? Will it also suffer the interpretation of town staff and then change in time to whatever they think it should be becoming a new tradition?

I find there is a double standard that is unfair to neighbors who play by the rules. This has nothing to do with the town being “funky.”

Does being funky mean it’s OK to break the codes? Then maybe we shouldn’t spend any more money in changing the existing ones.

Dodging those cones Dear Editor: I love Carbondale’s new sport, “Orange Cone Dodge.” Seriously, a big thank you to the planners and workers making massive improvements to Highway 133 in such a timely manner. No easy task juggling our daily traffic around huge machinery. It is starting to look really good and will be worth all the “dodging” when it is done.

PS - Simple Green works great to get those orange marks off your car bumper.

Roundabout thanks Dear Editor: Hey Carbondale, I am writing to deliver a huge shout out and thank you to all the planners, construction workers, engineers, project managers and artists working on our roads and intersections.

I think all these improvements will make our travel so much smoother. I had the privilege of being the third car on the roundabout when it opened a few Mondays ago. It was 7 a.m., I had read about it and I could tell the crew was excited. I honked my horn, rolled LETTERS page 13

Once inside the former Roaring Fork Family Physicians building, an energized Udall said the Koch brothers are trying to “buy the election” and are spending $40 million in Colorado, “ … mostly on my head.” He pointed to the 6,500 volunteers who are working to get him reelected and said voters should ignore the polls because they (pollsters) “don’t know Colorado.”

He concluded his remarks by saying his campaign needs help in the days leading up to Nov. 4 and the election will be won “one vote at a time … . Alright, let’s get ’er done.”

Town Briefs

Bike park remedial work continues Sopris Sun Staff Report Dirt Sculpt, the Pennsylvania-based contractor who built the North Face Bike Park, has begun work on a list of warranty punch-list items, and several revamped modifications, to make it better and more user friendly, according to the town manager’s weekly report. Also, Colorado Rocky Mountain School students will be working in the park for the school’s Volunteer Day on Nov. 5. In other items from the report: • The police department continues to focus on garbage violations. An officer issued two citations and then waived one when receipts were provided for the purchase of a bear proof garbage can.

• For the week of Oct. 16-23, police officers handled 287 calls for service. Cases of note included: one warrant arrest, one adult and one juvenile summoned for drug violations, one person jailed for a disturbance, one case of criminal mischief.

• On Oct. 18-19, police officers patrolled downtown looking for bicycle violations and Main Street sidewalk violations “Officers will continue to focus on this until the weather changes,” the report said.

• A Carbondale police officer was scheduled to attend a safe schools conference in Loveland the week of Oct. 27-31.

• The Planning & Zoning Commission will continue discussion of the first installment (process and procedures) of the unified development code at 7 p.m. on Oct. 30. Public comment will be accepted. The installment is posted at carbondaleudc.com.

• Leaf Days is a big success this year. “At times there will be a line of vehicles waiting to access the dumpsters. There are still a lot of leaves on the trees,” the report said.

• Staff met with SGM at the old landfill site (on Missouri Heights) to strategize remediation work on the cap. SGM will be contacting a company that specializes in landfills and brown fields assessment.

• Registration is under way for the men’s basketball league, youth basketball league and adult broomball league. The adult volleyball league has started with six teams participating.

• Planning director Janet Buck attended the Creative District meeting on Oct. 20. At the meeting, the group created task forces to work on connectivity, wayfinding, the economy, marketing and branding. The idea is that each task force will come up with a list of goals in a short time period that will then be prioritized by the stakeholders. Those goals would ultimately be folded into the Creative District Strategic Plan.

• Town staffer John Leybourne attended the Regional Travel Pattern Study workshop in Glenwood Springs.

• Staff is working with RMI to install a roller system in the bio-solids building to accommodate winter disposal of sludge.

• The ditches are all off and the golf course called, stating they no longer need water.

• The screw press system remains operational without problems.

TRIDENT arrests eight in drug roundup Sopris Sun Staff Report The Two Rivers Drug Enforcement Team (TRIDENT), in partnership with the Drug Enforcement Administration and the 9th Judicial District Attorney’s Office, are moving forward with 20 arrests following a drug and racketeering investigation, according to a press release dated Oct. 24.

As of Oct. 24, eight of the 20 people have been arrested, and seven pounds of methamphetamine, two kilograms of cocaine, $30,000 in U.S. currency, and two firearms have been seized. One vehicle has been seized thus far, with additional seizures predicted.

“This has been a six-month investigation, which utilized confidential informants, surveillance and wiretaps, and involved the importation of significant quantities of cocaine and methamphetamine from Mexico, California and Nevada into Western Colorado for distribution and consumption,” said Rifle Police Chief and TRIDENT Board Chairman John Dyer.

Dyer said that throughout the investigation there was probable cause to believe that several of the suspects would purchase or direct and arrange the purchase of large quantities of drugs to be imported into the United States through a person who operates out of Mexico. The charges include: possession of a Schedule II Controlled Substance, Possession with Intent to Distribute a Schedule II Controlled Substance, and Distribution of a Schedule II Controlled Substance.

Dyer said the investigation and details will be available as the investigation concludes.

TRIDENT is a multi-jurisdictional drug task force, funded through federal, state and local governments. Anyone with information about drug trafficking in the area is encouraged to call TRIDENT at 945-0744.

RFSD teacher recognized by state education group Sopris Sun Staff Report A state education group is recognizing Basalt High School teacher Leticia Ingram for her work with English language learners, according to a press release.

In his nomination letter, Basalt High School Principal David Schmid wrote, “Leticia is an outstanding teacher with a strong belief that all students can learn at high levels, and she has very high expectations for herself and her students.”

The recognition comes from the Colorado Teachers of English to Speakers of Other Languages. Ingram will accept the Virginia French Allen award for excellence in teaching at the organization’s annual fall convention in Denver n Nov. 14.

Ingram is an English language development teacher and coordinator of Basalt High School’s ELD program.

Ingram works to ensure that BHS’s English language learner students are all achieving success in mainstream classes.

In addition to her classroom accomplishments, Ingram created the English Language Academy for further language de-

velopment and the Cultural Literacy Class to facilitate community integration. She even organized a Thanksgiving dinner for almost 200 students and family members.

CoTESOL awards the Virginia French Allen award for excellence in teaching at its annual fall convention to honor a teacher who has excelled in classroom instruction and/or has demonstrated creativity in developing materials or a program of instruction.

CoTESOL is the Colorado affiliate of TESOL International Association, the largest worldwide organization of second/foreign language English teachers. CoTESOL was formed more than 38 years ago to encourage professional discussion; support collaboration, networking, leadership and research; provide professional development; and share information related to English language teaching. Today CoTESOL’s volunteer board of 24 individuals represents over 800 members from all areas of education including, K-12, adult education, intensive English, and higher education.

School board swears in new officers; Biggs is president Sopris Sun Staff Report The Roaring Fork School District swore in its two new board members, Karl Hanlon and Mary Elizabeth Geiger, and elected new board officers on Oct. 22 during the school board’s regularly scheduled meeting at Basalt High School.

Daniel Biggs, a three-year board member, is the new board president; Bob Johnson, a 10-year veteran of the board and a past board president, is vice president; and Matthew Hamilton, who served as board president the last three years is secretary/treasurer.

Newly appointed board members will serve for one year, then will have to run for election in November 2015. The District A position is for a two-year term and District C is for a four-year term. Hanlon lives near Carbondale and will represent District A, while Geiger is from Glenwood Springs and will serve District C. Geiger has lived in Glenwood Springs since 2001. She is an attorney specializing in real estate, land use, municipal and water law, and worked with Sherry Caloia until her election to the district attorney office in

2013, at which time Geiger began working at Garfield & Hecht, P.C. Geiger and her husband, Chris, have two children who attend Sopris Elementary School. She has served on the Glenwood Springs Planning and Zoning Commission since 2008, was a board member and president at OUR School Preschool from 2006-2014, and serves on the Ninth Judicial District Judicial Performance Commission.

Hanlon has lived in the Roaring Fork Valley since 1996. He is currently a partner at Karp Neu Hanlon Attorneys at Law in Glen-

wood Springs, where his practice focuses on water law and policy, municipal, special districts and land use matters. Prior to KNH, he was the city attorney for Glenwood Springs.

He and his wife, Sheryl, have a blended family of four children: two sons having recently graduated from Basalt High School, a daughter who is a freshman at Roaring Fork High School, and a son who is a fifth grader at Carbondale Community School.

“My inspiration for being on the board finds its roots in both the past and the future,” said Hanlon.

Fall back and watch out Daylight Saving Time ends at 2 a.m. on Nov. 2, so state officials are reminding folks to be on the lookout for migrating wildlife. “Autumn is the breeding season for elk, deer and moose, and males will pursue mates aggressively and may not be inhibited by traffic,” said a Colorado Parks and Wildlife spokesman. In addition, as they migrate from their summer to winter range, ungulates are more active but less visible during this time of year. Wildlife officials add that because bears are especially active during fall as they prepare for hibernation, collisions are common, especially at dusk and dawn. According to the Colorado Department of Transportation, Garfield County was among the eight counties that accounted for the most wildlife/vehicle collisions in 2013. As most folks now know, set your clocks back an hour before going to bed on Nov. 1, which results in the sun seemingly rising an hour earlier than in the previous six months, and setting an hour earlier.

Oh boy. Will Democratic challenger Michael Sullivan snag 80-90 percent of the vote from Carbondale in his Garfield County commissioner race against incumbent Republican Tom Jankovsky? Will Democrat Mark Udall hold on to his seat (so to speak) in his U.S. Senate race against Republican Corey Gardner?

And how about Prop 105, which would require labeling of GMO food produced in Colorado? Will it pass, or fail, in Carbondale?

Those are a few questions on some folks mind

as the Nov. 4 general election nears. If some of you old-fashioned/non-InterWeb geezers just can’t wait until Nov. 5 to learn how the elections turned out, or you crave some electionnight chatter, tune into KDNK from 7 to 9 p.m. on Nov. 4 for results and analysis, then updates and wrap ups every 15 minutes until 11 p.m.

The prize brings with it a $1,000 award. Second place (good for $500) goes to Sandy Johnson for her water-based AkuaKolor inks pieced titled “Burst 2.” Third place goes to Linda Loeschen ($250) for her oil-on-canvas painting “Catch Me if You Can.” The Artists Choice award ($100) goes to Launa Eddy for her bronze piece titled “Above All.” In related news, the Carbondale Council on Arts and Humanities is looking for volunteers to help with a wide range of gallery activities, from opening receptions to assisting with daily gallery operations. New garden sprouts If you’re wondering about the new garden on the Rio Grande Trail near Eighth Street, it was created by several authorized volunteers, including Brett Meredith of

RFTA, Paul Huttenhower of Aspen TREE and Jimmy Dula of the heritage fruit tree project. Unofficially but technically, the plot is being called the Nexus@8th Street garden. Tune in next spring for an update.

Really? During Halloween?

Colorado Parks and Wildlife reports that National Bat Week kicked off on Oct. 26 and will presumably flutter about until Nov. 1. So, be kind to your local bat cluster as they enter into hibernation, and please report dead bats at wildlife.batline@state.co.us.

They say it’s your birthday Folks celebrating their birthday this week include: Kaleigh Wisroth and Tess Freeman (Oct. 31); and Trina Ortega (Nov. 5).

Dave Clark traveled to Hawaii earlier this month and returned with the fifth place trophy in his age group (55-59) following the World Championship Ironman competition in Kailua-Kona. More than 120 men competed in his age group.

Clark’s overall time for the 2.4-mile swim, 112-mile bike race and 26.3-mile run was 10 hours, 17 minutes. Sources close to Clark said his next Ironman will be in Boulder next August, where he will defend his title after winning there last year. Courtesy photo

Local historians say that autumn is a good time to explore the many old-time cemeteries that dot the Roaring Fork Valley. The Fisher Cemetery in the Spring Valley area (shown here) dates back more than 120 years, when O.J. and Ocenta Fisher lost their only son, Billy, in 1885 and buried him on the hill.

Today, Fisher Cemetery includes more than 50 gravesites. In 1995, Crystal River Ranch owner Sue Anschutz-Rogers traded property on which the cemetery is located to the BLM in a land swap that covered more than 1,000 acres. As a condition in the swap, Rogers gave a quit claim deed for the cemetery to the Haff Family Trust, to preserve the property for future burials. The most recent burial was in 2009.

League champs tripped up

The Roaring Fork High School soccer boys won the Class 3A Western Slope League title earlier this month, but were upset in playoff action by Peak to Peak High School 4-3 in overtime on Saturday. Local soccer observers say they think the league title in soccer is Roaring Fork’s first.

The Rams played hard throughout the game, taking a 2-0 lead into the locker room at halftime but managed only one score in the second half. Meanwhile, Peak to Peak capitalized on three penalty kicks, one of which tied the game 3-3 after bouncing off a Rams player and into the net.

The Pumas winning goal also came off a penalty kick. The Rams had made it to the second round of the state playoffs with a 6-0 win over visiting Roosevelt on Friday. Roaring Fork finishes the season with a record of 14-3.

In season-ending football and volleyball action, the gridiron squad ended its season with a 58-30 loss to Moffat County on Friday. The volleyballers did not make it out of the 3A Western Slope League tournament on Saturday.

Ex-businessman sculpts new career in the arts Co-founded Red Roofs chain

By Sue Coyle Sopris Sun Correspondent Carbondale artist Mark Yale Harris is living proof that it is never too late to follow your dreams. His resume lists more than 220 solo, museum and international exhibitions featuring his sculptures. In the past 10 years, his work has also been featured in 85 publications as well as in three books. Most recently, his sculptures have been exhibited at the National Museum of Wildlife Art in Jackson Hole, Wyoming; the Red Brick Center for the Arts in Aspen; and the High Desert Museum in Bend, Oregon. Such a large body of work might suggest a lifetime of creating art, but that has not been the case for Harris. It’s true that he had a lifelong passion for art, but the road to fulfilling that passion took many turns.

Born in Buffalo, New York, Harris displayed a talent for, and interest in, artistic endeavors. As a young student, he was honored with numerous awards and scholarships and hoped to become an architect. But his family discouraged a career in the arts and steered him in a different direction. As a result, Harris earned his BSS (Bachelor of Business Studies) from Ohio State in 1961 and began life in the business world. Over the course of 30 years, he worked in the area of sustainable urban development, particularly in real estate and hotels. He co-founded the Red Roof Inns hotel chain and later the Amerisuites Hotels.

“I was creative in business,” Harris told The Sopris Sun, but his creativity was not satisfied in that world.

So, Harris sold his company in 1996 and proceeded to follow his passion. “When I made the leap, my friends asked me when I was going to get a real job,” he said.

Harris chose as his mentor an artist whose work he had long admired: Bill Prokopiof (1944-1999) and moved to Santa Fe to study with him. He was also taught by sculptor Doug Hyde. Both men were protégés of the Apache artist Allan Houser, one of the most renowned Native American painters and modernist sculptors of the 21st century. These Native American influences are evident in his sculptures, created of alabaster, marble, limestone, bronze and sometimes a combina-

About nine years ago, Harris decided to make his home in Carbondale, drawn by its small town charm and its “offbeat” personality.

He finds the town to be “nurturing and accepting” to artists of all levels.

“I give Amy Kimberly [executive director of the Carbondale Council of Arts and Humanities] credit for Carbondale being recognized as one of the most creative small towns in Colorado,” he said, referring to the fact that Carbondale was selected to be part of the Colorado Creative Industries Creative District program. Harris has also worked with fellow

sculptor James Surls and has served as chairman of the Carbondale Public Arts Commission.

Sculpture remains Harris’s passion and his full-time career. When – Mark Yale Harris he’s not traveling to attend an exhibit, he can be found in his studio near Glenwood Springs. “I really don’t want to do anything else,” he said. His next major show will be in Chicago on Nov. 6-9. SOFA — Sculptural Object and Functional Art — will be an international art exposition held at the Navy Pier.

Coming home to Carbondale aer 20 years away

By David Troxel Special to The Sopris Sun We shall not cease from exploration, and the end of all our exploring will be to arrive where we started, and know the place for the first time.

– T.S. Eliot, “Four Quartets” The first time I visited the office of The Sopris Sun at the Third Street Center last year, I noticed how much smaller it looked than I remembered. Fact is, I had never been in the Sun office, because the paper and the center hadn’t existed when I left Carbondale over 20 years earlier. My last visit to that room had been long before even then, when it was my sixth-grade classroom at Carbondale Elementary School. Time, as it seems to do so reliably, had passed.

Growing up in Carbondale in the late 1960s and ‘70s, and living here during most of the 1980s and early ‘90s, hadn’t seemed extraordinary to me because it was the only place I had ever really known.

And what small-town youth, yearning for something new and different, has not been lured away from even paradise by the promise and excitement of the “World Out There?” So I left my hometown and

headed off in that general direction.

Fast-forward a couple of decades, zipping past a few years of music and theater studies and a variety of work in those fields, and I was traveling regularly into the Roaring Fork Valley again, driving between Boulder and Cedaredge to visit family. I’d “retired” from the music business, picked up a graduate degree in conflict resolution, and was looking to build a mediation practice somewhere away from the Front Range megatropolis. What I wanted was simple: a small town with a vibrant economy, a tendency toward innovative (maybe even progressive, certainly sustainable) thinking, support for creative and artistic endeavors, diverse demographics … and, oh, yes, someplace where I could imagine living for a while, maybe even putting down roots and becoming a part of this hypothetical (and perhaps unlikely) ideal community.

Shouldn’t be hard to find, right?

And then one day I found myself walking down Main Street in Carbondale, and thinking …”hmmm”?

The rest of the story might sound like one you’ve heard before. Every time I turned onto Highway 133, I seemed to find another reason to slip into town, maybe grab a quick lunch at a familiar table, walk

around a bit to check out the unfamiliar shops and galleries, chat with some friendly locals (easy to find), even sit for a spell on a bench at Sopris Park and meditate on the mountain. Oh, yeah, the mountain — my mountain.

Was it possible that my ideal, and highly unlikely, community was right here? Carbondale? Could it be that, while I was off becoming who I was supposed to grow up to be, my ordinary little hometown had done the same?

Apparently so. Carbondale, in my absence, had become the very town that my younger self had longed to live in. Go figure.

So here I am, almost two years later, and more years than I care to admit since my Roaring Fork High School graduation, held on the football field (or multipurpose open space now, I guess) between the high school (er, Bridges High, that is) and the elementary sch…no, I mean the Third Street Center. Yep, still getting used to some changes.

Of course, much of the old Bonedale I knew is still here, as are many of the people, but I am certainly seeing both with different eyes. And what have those eyes have been seeing, now that they belong again to a certified local? For starters, all of the

qualities that I was searching for are here in abundance, so moving back was a nobrainer. I’m especially aware of the astounding diversity of people here, something that I don’t remember Carbondale being known for all that much in 1970. But here it all is in 2014, the whole wonderful, often bewildering, and sometimes messy and contentious spectrum of human being (and doing and thinking), all rubbing elbows, meeting minds, giving and taking and living together in this little mountain town.

I read a remarkable letter in The Sopris Sun a few months back. A long-time local wrote to say, “Carbondale does not belong to one type of person,” and suggested that we have the town we have today because of generations of people “making room” for each other. That sentiment rings true in my heart, because when I wanted to come home, Carbondale made room for me.

It’s nice to be home again, for the first time.

This is the first in a series of articles that David Troxel will be writing for The Sopris Sun titled “Coming Home to Carbondale,” featuring local residents and stories of how they chose to make their homes here.

RFC, ACES to advise on environmental education plan Sopris Sun Staff Report The Basalt-based Roaring Fork Conservancy, and the Aspen Center for Environmental studies, were recently picked to help advise the state on implementing its firstever Colorado Environmental Education plan, according to a press release.

The Colorado Department of National Resources, and Colorado Department of Education, chose RFC and ACES as one of several organizations to comprise the new Colorado Environmental Education Council, whose mission is to implement the new Colorado Environmental Education Plan (CEEP).

“The council is bringing together innovative, creative thought leaders from all different sectors who share a passion for advancing education and helping students learn about the environment where they live,” said Katie Navin, executive director of the Colorado Alliance for Environmental Education.

cally, retired teacher Susy Ellison serves on the statewide council. Members will serve to advance the development and enhancement of environmental education networks and partnerships across the state. The purpose and role of the council is outlined in the CEEP, with the initial task of developing regional councils that will locally implement the mission, goals and strategies of the CEEP. Local representatives on the council include Arin Trook at Aspen Center for Environmental Studies and Sarah Johnson at Roaring Fork Conservancy.

“The CEEP emphasizes a strong partnership between schools, local government agencies and nonprofits to implement the objectives of the CEEP. I look forward to working … to identify these partners and their contributions to bring the best environmental education possible to northwest region schools,” Trook said. “ … At Roaring Fork Conservancy, we believe strongly in the potential of the CEEP

to help us further our watershed education programs … by reaching out to diverse partners, schools and other environmental education providers in the community with a similar vision,” said Johnson.

The CEEP was adopted by the Colorado State Board of Education with bi-partisan support in 2012.

CEEP aims to: • Restore and increase field experiences as part of the school curriculum; • Improve statewide access to existing environmental education programs and materials; • Make connections with Colorado Academic Standards and 21st Century Skills to support classroom instruction, and; • Create opportunities for enhanced and ongoing professional contacts between environmental education providers and supporters who are working together to advance environmental literacy.

Letters continued om page 2 Vote for Sullivan Dear Editor: There is a clear choice for GarďŹ eld County commissioner this year. Michael Sullivan brings with him not only several years on the county planning commission, participation in the writing of the comprehensive plan and a solid plan for economic growth (that is compatible with Rep. Rankin’s focus on attracting tech companies to GarďŹ eld County), but he brings a different and important perspective to the commission.

District 1 (the Roaring Fork Valley) has been under served over the past four years.

During the debate in Glenwood Springs on Oct. 14, Tom Jankovsky focused entirely on western GarďŹ eld County. In fact, he referred to the Thompson Divide as “an area south of I-70 with 65 active leases,â€? never referring to that “areaâ€? as the Thompson Divide.

What does that indicate?

Tom ignored the wishes of his constituents in District 1 and supported a waste transfer station located next to homes outside of Carbondale and ignored the wishes of Four Mile Road landowners on recent road construction insisting that a 30-yearold evaluation of county road 117 was pertinent to today.

Besides not representing his home district, Tom Jankovsky has negatively inuenced changes to the land-use code. Besides relaxing all general development requirements, all local oil and gas regulations have been stripped from the code. As a former Colorado Oil and Gas Conservation commissioner, I

will tell you that the COGCC does not regulate land-use as it relates to oil and gas development. Tom Jankovsky made the argument in the recent debate that the COGCC handles all regulation as it pertains to development.

This is simply not the reality in Colorado.

The COGCC has the authority, resources and expertise to regulate the technical side of energy development and the counties have the authority, resources and expertise to regulate the land-use issues. In fact, the COGCC (pursuant to the state rules) relies on the county commissions to represent their constituents on land-use issues in active applications. Land owners in GarďŹ eld County currently have NO representation on oil and gas issues. Let’s change this.

Vote responsibly Dear Editor: I urge everybody to vote responsibly. I hope that you have had time to dig into what these politicians stand for.

I don't think any candidate is ever a 100 percent correct. I have based my voting decisions on facts. Most of those I voted for, I have done so because when I write to them on paper or their web sites, they write. I think that is a pretty fair way to judge what they do.

I stopped counting on Udall over a year ago.

That is when he stopped listening to anybody.

It’s our bridge, too Dear Editor: One important issue before mid and upvalley governments is whether to help pay for the replacement bridge on Highway 82 over the Colorado River in Glenwood Springs.

One point of view heard among some mid and upvalley residents: It’s Glenwood’s bridge, let them and CDOT pay for it.

Another point of view: The economy of this valley hinges on that bridge. Most of our revenue and virtually all of our products and many services require it. Therefore, we should pay, too. The fact that the bridge happens to be within the Glenwood Springs city limits is incidental to its importance.

Also, routing of trafďŹ c during construction — not an easy or cheap set of solutions — is critical to the upper valley. It’s in our direct interest to ensure that the interim design also expedites trafďŹ c. We should participate.

The future of this valley depends on local leaders who understand that solutions to many important issues must be based on what works for the whole valley. The fact that a given ofďŹ cial has ďŹ duciary responsibility for one chunk of the valley is primarily due to historic accident. Genuine states people know that the best solutions for their constituents also serve the rest of the valley’s residents.

down my window and cheered as I went through. I only wish I had done the ďŹ rst â&#x20AC;&#x153;carouselâ&#x20AC;? all the way around!

I know a lot of people have been frustrated by the trafďŹ c and road issues. Be patient. We are lucky to have the talent and resources to make such great improvements to the ďŹ&#x201A;ow of our town. Me? I enjoy sitting in the trafďŹ c jams, because it reminds me of how seldom I have to do it.

I think these improvements will make this town better still. The roundabout will be a nice centerpiece of town and it will help connect Main Street to the Highway 133 corridor. The beautiful crosswalks and intersections will add safety and order; the bike paths will keep us happy and healthy. I canâ&#x20AC;&#x2122;t wait till itâ&#x20AC;&#x2122;s done.

Despite the argument, I think the Surls statue will stand as a testament to the wonder and beauty of this place. I think his work is revolutionary and I commend the councilfolk who chose him. I think the sculpture will amaze us every day.

I would encourage all locals and tourists to take it more slowly through town from now on. Relax. Enjoy the ride and the sculpture, and the views as you ďŹ&#x201A;ow through town.

But stay alert and make eye contact with walkers, drivers and riders. The ride will be so smooth if no one loses their cool.

So thanks again, to whoever you are that is helping our corridors. I think Carbondale will be so much better when you are done!

Attention veterans Military veterans and the public are invited to the Carbondale Middle School’s annual Veteran’s Day Celebration at 12:40 p.m. on Nov. 11. The Mt. Sopris Rotary Club’s annual Angel Tree coat drive is now under way. The Rotary is accepting “gently used” coats of all sizes through November at Sawyer’s Closet (on Main Street), the Third Street Center, the Orchard (on Snowmass Drive) and the Carbondale Recreation Center.

Colorado Mountain College in Rifle is hosting a parent information day for residents from Aspen to Parachute from 9 a.m. to noon on Nov. 1. The event is designed to give parents information they need to support their children’s current educational needs and their future higher education

goals, according to a press release. Topics include: concurrent enrollment, Accuplacer assessment, ESL and GED programs, students with disabilities, the Dreamers/ASSET bill, community resources, financial aid, scholarships, college admissions and career pathways. Discussions will also be held on parent involvement and how to support kids

Drop in for java Extreme Sports Camp in the Third Street Center invites folks to drop in for a free cup of coffee and some snacks on Fridays. Extreme Sports Camp works with youth, teens and adults who have been diagnosed with an autism spectrum disorder.

Gaps closed to boating Rifle Gap and Harvey Gap reservoirs are closed to boating for the season as of Nov. 1.

After that date, only non-motorized handlaunched boats will be allowed on the reservoirs until they freeze.

Garfield County Board of Adjustment openings The Garfield County Board of County Commissioners (BOCC) is currently seeking volunteers to fill seats on the Board of Adjustment.

There are three seats open on the Board of Adjustment beginning January 1, 2015.

The Board of Adjustment is a citizen board appointed by the BOCC that is the decision-making body for variance requests and appeals of administrative interpretations. These positions are appointed for three-year terms.

The Board of Adjustment meets on the fourth Monday of every month at 6:30 p.m. in the Garfield County Administration Building, 108 8th Street, Glenwood Springs, CO. Gary Ray Friend passed away peacefully at his home on Oct. 22, 2014 at the age of 62. Gary was born on July 17, 1952 in Alliance, Ohio to Hugh A. Friend and Helen E. (Fitzwater) Friend. His early education was in Berry Burg, West Virginia; he attended Southern High School in Oakland, Maryland, graduating in 1970. He attended two years of college.

In 1976 Gary moved to Carbondale, Colorado to work at Mid Continent coal with his father. In Colorado he fell in love with the forests and mountains, where he loved ďŹ shing and hiking the streams and creeks. Gary loved playing for the Creatures softball team in Carbondale and enjoyed watching sports with his brother, Terry, and other family and friends.

His favorite teams were the Denver Broncos and Pittsburgh Steelers.

Gary loved music and was a talented singer with a beautiful baritone voice. He was thoughtful and intelligent, quick to laugh, had a comical wit, and was always ready with a comeback. He enjoyed debat-

ing politics, loved animals and was rarely without a four-legged friend. Gary was a talented woodworker who specialized in creating unique pieces using only recycled barn wood.

Gary met the love of his life, Sally Summers, in 1972 in Oakland, Maryland. They married in Carbondale on his 30th birthday in 1982. They remained in the valley 38 years, settling in New Castle.

Gary is survived by his wife Sally Friend; mother Helen E. (Fitzwater) Friend of Oakland, Maryland; brother Terry L. Friend (Sandi) of Houston, Texas; sisters Judy Moore (Danny) of Comox, British Columbia; nieces Lindsay Friend (Sam Delbridge), Amy (Friend) Perkins, Shannon Moore (Kevin Doherty) and Keltie (Phil) Schalm; nephews Tony Friend and Alexander Charles Summers; great-niece Aaliyah Delbridge; great-nephew Tucker Perkins; plus numerous aunts, cousins and close friends. Gary is preceded in death by his father Hugh A. Friend, his beloved grandparents, uncles, aunts, and cousins, close friends, as well as his beloved dogs Badger and Sadie.
