EDITOR’S NOTE — Carbondale is in the process of updating and consolidating land-use regulations and zoning into a unified development code (UDC). This column from the Planning and Zoning Commission (P&Z) continues a series of updates that will continue throughout the 16-month process. Visit www.carbondaleudc.com to sign up for the UDC newsletter for updates and to view upcoming events.

The unified development code (UDC) process successfully kicked-off on Sept. 24-26. The Clarion Associates team (Matt Goebel, Tareq Wafaie and Chris Duerksen) conducted interviews with various stakeholders and groups involved in land-use issues in Carbondale, including: open space/parks & recreation, business owners, architects, developers, engineers, arts and town staff members, as well as the Board of Trustees and Planning and Zoning Commission. In addition, members of many commissions were represented. Feedback from the interviews was wideranging; sample issues discussed included encouraging community gardens within the code, improving user-friendliness of the code itself, and aligning zone districts with the comprehensive plan.

The team also facilitated a sustainability technical meeting to discuss how a unified development code might address the following topics: alternative energy, diverse housing stock, protection of natural areas, local food production and green commercial building.

A dozen stakeholders discussed these various topics, each bringing a wealth of knowledge to the table.

Following input from the kick-off meetings, the Clarion team will be working closely with the Planning and Zoning Commission (P&Z) and staff to draft a UDC that implements the comprehensive plan and responds to concerns frequently voiced in Carbondale.

You may be wondering how you fit into this picture. Luckily, you have a couple of options depending on your desired level of involvement. At a minimum, keep reading these monthly updates. If you missed one, you can find it on The Sopris Sun’s website or at www.carbondaleudc.com. And while you are there, you can sign up for the newsletter. If you have specific recommendations or experiences with the zoning code, feel free to fill out the zoning survey at the website above. This detailed survey asks you targeted questions about the current zoning code. Fill out just one question, or the whole survey; it is up to you.

Another way to stay involved is to attend a P&Z meeting. The next meeting is on Oct. 24 but you can also attend the meeting on Nov. 14. All meetings are at 7 p.m. at town hall. The Planning and Zoning Commission will be the working group throughout the UDC process; staff and P&Z will be working closely together throughout the process.

What’s the next step? Clarion Associates will be compiling the feedback gathered from the three-day kick off. With over 40 different people interviewed, that’s a lot of feedback. Not a job we’re envious of.

Then Clarion will create an annotated outline. This important next step will set up the organization of the UDC. There will be more details on the annotated outline in a following column, as it will not be complete for a few more months.

No on fire tax Dear Editor: Thanks to Allyn Harvey for pointing out the flaws in the Carbondale & Rural Fire Protection District’s latest tax increase request. Other local fire districts are asking for smaller tax increases which would sunset in six years, but the CRFPD wants to double the tax rate and make it permanent. That means when property values bounce back, our property taxes will skyrocket, permanently. The fire chief says that if that happens, the district could possibly grant a tax credit. But when taxes skyrocketed in 2010, with taxpayers struggling to pay their mortgages in the depths of the recession, the fire district refused to grant a temporary credit.

And did they put the extra windfall in reserve, knowing that valuations would go back down again? No; they spent it.

We’ve lived in the same house since 2004, when we paid $155 to the CRFPD. To pay for construction of new fire stations, our taxes increased to $253 in 2005 and $256 in 2006 and 2007. In 2008 and 2009, we paid $287, all reasonable rates of increase. But after 2009’s sharp rise in valuations, we paid the CRFPD $395 in 2010 and 2011. The last tax increase boosted that to $410 in 2012, and $407 in 2013.

If 4B fails, our taxes will fall back to slightly less than what we paid in 2005, when the fire district seemed to be functioning just fine.

If that is not enough to cover our fair share of the fire district’s expenses, we’d support a temporary tax increase if the district proposes one next year. But if 4B passes, once our valuation returns to what it was in 2011, we will have to pay $550. And if it comes all the way back to 2009’s value, we’ll owe $725. We Carbondalians may be a bunch of “tax and spend liberals,” but this latest tax increase request is too much, even for us.

Consider fire tax Dear Editor: I ask that the voting community take the time to consider the incredible tax increase that 4B, the

fire district tax, would levy against us in Carbondale. This is the third increase in 12 years, the second in two years, and as it acts in perpetuity, the tax will continue to grow exponentially as our property values recover.

All agencies suffered tax revenue losses during the last few years when our property valuations declined. Everyone, both in government agencies and at home, were forced to regroup and buckle down to survive. Many of us did not withstand the downturn, and those of us who have are still trying to recoup losses and rebuild our economic lives. We do not need to pad the coffers of the fire district that did not manage its funds accordingly. While I appreciate the emergency services that exist, I cannot fathom a need for such a massive (double) mil increase. In the event of a large land fire, adjoining communities, Colorado state fire agencies, BLM, and the USFS would immediately supply fire crews and needed aid. As a small community, the tax is unnecessary to keep us safe.

I live in what is considered an “average home” in Garfield County, as it meets the concept of a median value. Currently, I pay nearly $400 a year to the fire district. In comparison, I pay $1,300 a year to the school district. The school district educates well over 5,000 students, runs 12 schools, provides bus service in three communities, and pays the salaries of hundreds of employees. As property values increase, and therefore the fire district tax with it, I can easily see my fire district tax soaring to $1,000 over the next 10 years. This is an out-of-balance equation for the services offered.

Please vote no on 4B so that our taxes can be used in a more equitable manner.

Fire district tax proposal prompts citizen backlash

Town Briefs GarCo submits Red Hill grant application Sopris Sun Staff Report

Garfield County has received approval to apply for a $750,000 state GOCO grant to build an underpass at the intersection of Highway 82/133 and other improvements to County Road 107 extending to the Red Hill trailhead, according to the weekly report from Carbondale Town Manager Jay Harrington.

GOCO received 26 such applications and 12 (including Garfield County’s) were chosen to move forward. “The 12 recommended projects were the highest quality projects in terms of meeting … goals: public input and planning, ability to complete within the timeframe, and matching and leveraging potential.” The GOCO board will decide on grant funding in June.

In other news from Harrington’s weekly report: • The town has closed the Colorado Avenue parking lot to the public for the duration of the overhead utilities undergrounding project, which will continue into November. On a related note, a town crew moved the Town of Carbondale sign from the north side of Main Street to the south side; they also moved the CCAH artwork. A town staffer will coordinate with CCAH to find a new home for the piece. The three blue spruce trees at Main Street and Highway 133 were also removed to facilitate the utility undergrounding project.

• Existing light poles and fixtures at the Gus Darien riding arena were removed in preparation for the new light poles and fixtures scheduled to arrive the week of Oct. 21-25.

• Carbondale’s Gateway RV park closed for the season on Oct. 15. From May 1-Oct. 15, the overall occupancy rate was 34 percent. The two campground hosts said they plan to return in 2014.

• The sound baffles have been removed from the gazebo in Sopris Park.

• The Parks & Recreation Commission recommended the Town work with Roaring Fork Outdoor Volunteers (RFOV) to

reroute and reconstruct a 25-yard section of Crystal River trail within the Hendrick Ranch PUD Conservation Overlay District. Also, the P&RC recommend allocating $24,000 to seven community organizations to sponsor and stage special events in 2014. The town trustees will review the recommendation in November.

• Town staff members have been meeting with RFTA and other regional trail advocates to submit a CDOT Section 5304 Planning Grant application, due on Nov. 4. If funded, the grant will allow for the development of a regional bicycle and pedestrian master plan that encompasses the I-70 corridor from Parachute to Glenwood Springs, and the Highway 82 corridor from Glenwood Springs to Aspen. The plan would establish a 25-year vision, with goals, objectives and project priorities for regional trails and bike/pedestrian facilities to be contained within the 2040 Statewide Transportation Plan.

Public servant, that is. Carbondale will have an election to fill four Board of Trustees seats on April 1 and the first day to take out a nominating petition is Feb. 10, according to town clerk Cathy Derby.

The open seats are those of Frosty Merriott, Elizabeth Murphy and John Foulkrod, plus mayor Stacey Bernot. Foulkrod is term-limited and can’t run again this time.

Time is running out if you want to make a trip up and back to Independence Pass this year. CDOT says the target closure date is Nov. 7, although as usual the gate east of Aspen could be closed earlier than that for the season if snow falls warrant.

Valley Journal collection comes home 1974-2008

Changes

By Will Grandbois Sopris Sun Correspondent After years in limbo, The Valley Journal is coming home, with 33 years of bound volumes of the weekly newspaper and its predecessor, the Roaring Fork Review, available for perusal at the new Carbondale Branch Library.

The move, free of fan-fair, was made possible by the Garfield County Library system and the Glenwood Springs Post Independent. “We’re excited to have them here. It’s a valuable resource,” Carbondale Branch Library Manager Mollie Honan told The Sopris Sun. The public can browse, scan, and copy (though not check out) every edition from when ink first hit the paper on April 4, 1974, to when the Post Independent’s parent company closed its doors on the Valley Journal, Christmas 2008.

Beginnings Even for long time locals, the year-anda-half run of the Roaring Fork Review is a footnote in local history, but without it, neither the Valley Journal nor the Sopris Sun would have existed.

When the owner of the Glenwood’s Sage Reminder offered Pat Noel and Rebecca Young the chance to start a newspaper in a small Colorado town, they jumped at the chance and arrived in town the same week. The pair, recently graduated from Colorado State University where they’d worked on the school newspaper, had put out form letters to publishers across the state looking for jobs. “He called on a Friday and he wanted the first issue the next Thursday,” recalls Noel. “And it just so happened that that week they had their municipal election. We didn’t really have a place to live, and we’d never really put out a newspaper ourselves.”

Carbondale had been without a newspaper since the 1930’s, when the Carbondale Avalanche shut down. “I think the editor of the Avalanche was found mysteriously murdered on the railroad tracks,” Noel reminisced; although he allowed he might have died of natural causes or even have lived a long and happy life. “Everyone knew everyone, anyway. They didn’t need a newspaper. But by the early 70’s, things were starting to happen.”

The eight-page inaugural issue — with a thank-you ad featuring Young’s photo of a bird in tall grass that would become a hallmark later on — contained little more than coverage of the election and sizable advertisements from Circle Supers (grocery store) and Roaring Fork Bank (now Alpine Bank), and was published in the latter’s basement. The two institutions had been some of the main proponents of a local paper, and were stalwart advertisers throughout its run.

Every Wednesday, Noel would compose the week’s articles on a manual Underwood typewriter. Those hard-copy articles were then handed to a typesetter who

Photos by Will Grandbois inputted them into his machine, which printed out the final version (ready for paste up) in strips about two-inches wide. Meanwhile, in the dark room, Young waded through negatives to produce photographs, which were then converted into a halftone with a copy camera. Everything was then pasted up on grid sheets with hot wax and driven to the printer in Craig. The return trip, down a narrow highway covered in wildlife, laden with newspapers, and in all manner of weather, was long and harrowing. “It took 60-plus hours of work a week. We didn’t sleep on Wednesday night,” Young recalls.

After about a year of operation, the Review was sold to an out-of-state publisher.

The pair found it hard to work with the new owner, and left the paper with the dream of starting the “Sail Away Book Company” on Main Street. They found themselves unable to stay out of the journalistic game, however, and partnered with Gale Blinde and Cindy Shepherd to produce the Valley Journal. First printed on June 11, 1975, by the Glenwood Post and using a typesetter and copy camera from the recently defunct Aspen Today, the first issue featured Chris Chacos and his sons on the cover and ran 16 pages — twice what they’d been producing a year before.

Noel and Young entered into a brief newspaper war with their old paper. “We took all our advertisers with us, and most of the readership, so it wasn’t much of a war,” Noel noted, though Young admitted

that Roaring Fork Bank continued to advertise in both until the Review folded and the Valley Journal bought them out.

The “Colorado Kids” — Noel, Young, Shepherd and Blinde — were in journalistic bliss. “We were too young and stupid to know it shouldn’t be done and couldn’t be done,” Young observed.

They also fell in love with the town. “It was like finding Nirvana,” Young went on.

“The people were so grounded, so absolutely without pretense or bullshit. We’d sit in the living rooms of people like Eddis Fender and get to hear their story.”

The Valley Journal office in a classic wood building on Main Street was situated right on the heartbeat of the still-sleepy town, and Carbondale cowboys like Charlie Farris and Dean Smith would hang out on the pair of benches out front. “We had a goal in the back of our head that sooner or later everybody would be on the cover of the VJ,” Noel told The Sun, “And we were doin’ pretty well until there just got to be too many people.”

When Blinde and Shepherd left, JE and Peggy DeVilbiss stepped in as silent backers. Then, when Young moved away, she and the DeVilbisses sold their shares to Bil Dunaway, owner of the Aspen Times, leaving Noel as a minority owner. “He was a great publisher and a true newspaper man,” Young recalls fondly. “The Aspen Times at that point in history was really exemplary.”

Both Noel and Young had periods of burnout and moved away, but Dunaway always had a job waiting for them when they returned. Young did a stint as editor in the early 1980’s, and Noel saw it through into the 1990’s.

For years, the Valley Journal got by on the loyalty of the community and a dime or a quarter per issue. “There was a time that the floor of any car of Pat’s was awash in quarters,” friend and longtime Carbondalian Brad Hendricks interjected during Pat’s interview. But as the years went on, it became hard for a paid, independent weekly to compete with free dailies. In 1991, Dunaway sold the paper to a corporate entity, which was later bought by Swift Media Group, which also owns the Post Independent and the Aspen Times. The staff was trimmed. Noel moved to Collbran, while Young remained in the Roaring Fork Valley.

John Colson later did some time as editor, and then John Stroud took over. On Christmas Eve 2008, word came down from Swift that the next day’s color-the-cover issue would be the last. The Roaring Fork Review and Valley Journal’s bound editions went into storage. Stroud moved to the Post Independent, taking the unbound copies of the Journal’s final year with him.

For a little over a month, Carbondale was without its own newspaper, although someone produced at least one two-page periodical entitled The Valley Urinal.

In February, 2009, The Sopris Sun put out it’s first issue, with Valley Journal reporter Trina Ortega as the editor and founder Rebecca Young as a board member and layout designer for the first few issues.

Colson and Stroud continue to cover Carbondale at the Post Independent and Aspen Times. Stroud also managed to get the loose copies from 2008 bound and intends to deliver them to the library soon, completing the set. The Sopris Sun also maintains a backlog of its issues, which will be bound and made available when time and funding can be found. In the mean time, you can browse the Sun’s digital archives at soprissun.com.

Among the 17 questions: “Does the code need new or improved provisions to promote sustainability, economic development or otherwise incentivize desirable development in Carbondale?” Another question asks: “Are there (currently) code provisions that prevent desirable development from occurring in Carbondale (e.g. parking standards, site dimension requirements, building height restrictions)? Student theatre class forming Jack Green reports that he and Graham Northrup are teaching a new theatre class from 1 to 3 p.m. on Mondays at Bridges High School.
