What a deal: It’s “Library Card Sign-Up” month

By Emily Hisel Today’s libraries are about more than books. They are creative educational spaces for learners from birth to high school and beyond.

September is “Library Card Sign-up” month, a time when your Garfield County Libraries join with the American Library Association and public libraries nationwide to get free library cards into the hands of children, teens, and adults.

Garfield County Libraries recently streamlined the process for getting a library card, and you can get yours by visiting any of our six libraries, or by going to our website, www.gcpld.org, and clicking on “Get a Card” in the upper right corner.

A library card is the smartest card you can own. With it, you can access a wealth of materials — books, eBooks, CDs, DVDs, magazines, and more — as well as access the Internet and use a computer for free.

When it comes to achieving academic success, a library card provides students with free access to a world of both print and electronic resources. Students can use powerful databases, prepare for tests (including the SAT and ACT), attend events, or participate in clubs and other activities that add value to the educational experience.

Furthermore, librarians provide important resources to families whose children are at the earliest stages of development by teaching parents and caregivers the components of early literacy, which help children develop the basic tools for school readiness.

Libraries are also a training ground for students of all ages to expand their knowledge and explore creative pursuits. The development of maker-spaces, like the Garfield County Libraries’ MADlab, is just one way libraries are seeking to meet this demand. Maker-spaces offer opportunities ranging from low-tech, hands-on engineering events for children and teens, to the incorporation of high-tech tools like 3D printers.

During the month of September, Garfield County Libraries want to not only encourage new people to use the libraries, but also want to celebrate our current members by offering free replacement library cards all month long. So, if you’ve lost your card, or are using it so much it’s wearing out, you can get a new one at no cost.

So, get your new library card this month and enjoy all that Garfield County Libraries has to offer.

Cortez for mayor Dear Editor: My name is Ed Cortez and I am running for Carbondale mayor.

I believe this campaign is about Carbondale reaching a crossroad and deciding which direction it should take. I believe our direction should be a course that is inclusive of all our citizens’ voices regardless of economic position or political philosophy. Experienced leadership means addressing all issues current and future with professionalism, accountability and leadership.

The most frequently asked question I get is “Why do want to get back into politics?”

My response is always the same: “I am passionate about everything I support.” As mayor I would be more responsive to the concerns of all our citizens and use my experience to problem solve our issues in a timely manner, rather than simply concerning myself with the basics of running a meeting.

In the past, Carbondale’s diversity has always been its strength, However, in recent years, I have seen a shift away from inclusiveness to exclusiveness. I don’t necessarily mean ethnic diversity, but economic diversity.

This was recently highlighted with proposals for new taxes from the previous town board and present town leaders on the last ballot. I believe our workers, property owners, citizens on fixed incomes, and business owners were neglected when the town leadership even considered these million dollar taxes.

The question of taxation was answered with a resounding rejection by our citizens; however, the present leadership is not finished and will continue pressing this issue. Town governance requires that its citizens be included in all town decisions through an information process that respects all voices, a process I failed to see when these tax initiatives were put on the ballot.

My recent remarks regarding the towns

leadership’s response or lack of response to female citizens’ fear, and frustration over attacks on women walking our streets at night, spurred criticism of me by my opponent and his supporters for defending the rights of our citizens to safe streets. Experience has taught me to shed unconstructive criticism and focus on the needs of our town and public safety.

Effective leadership requires accountability and action.

I know Carbondale and will focus on: • Housing: I am a renter and face the dilemma of a limited affordable rental inventory. I have a plan to begin discussions on revamping our housing strategy.

• Economic sustainability: We must address how we are going to move forward from a financial viewpoint. The character of Carbondale requires resources.

• The plight of our middle class: We must maintain our middle and working class if we are to keep the diversity we are so proud of.

• Environmental sustainability: Research for programs that will achieve our environmental goals without burdening the taxpayers. I bring a working knowledge to this area as a former renewable energy businessman.

• Ed knows Carbondale.

These are some the major issues that must be brought to the table. Concentrating on the running of meetings is but a fraction of what it takes to be mayor of Carbondale. The mayor of Carbondale must have earned experience and must know Carbondale.

My experience and knowledge will be the key in separating me from my opponents. Six years on planning and zoning; eight years as a Carbondale trustee; six years as a member on the RFTA Board of Directors; presently serving as the president/business agent of the Amalgamated Transit Union Local 1774 has prepared me to confidently take over the reins as mayor of Carbondale. My track record and success at accomplishing complicated

goals on behalf of those I represent speaks for itself. I am a long term Carbondale resident.

Join end-of-life campaign (Editor’s note: This letter was edited for length).

Dear Editor: The Colorado Secretary of State has confirmed that the Colorado End-of-Life Options Initiative is on the November ballot. Votes will decide whether physicians will be allowed to prescribe drugs to provide terminally ill patients with “medical aid in dying (MAID)”.

This measure would allow terminally ill, mentally capable adults to access medication that would allow them to “shorten the dying process if suffering becomes unbearable,” according to the “Yes! On Colorado End-ofLife Options” campaign.

This measure takes government out of personal decisions and allows patients to make their own choices about their lives based on their health, their families’ input, and their personal religious beliefs.

“We should respect the choice for those who want to end their suffering and be with family in their final days,” said Julie Selsberg, whose father died from Lou Gehrig’s disease.

Marble bails on Wild and Scenic designation

The Town of Marble has officially gone on record as opposing Wild & Scenic designation for a 39-mile stretch of the Crystal River, by a vote of 3-1 at the Sept. 1 meeting of the town council.

Only council member Larry Good voted in favor of the designation, according to Mayor Will Handville, who did not vote once the majority tally was known — an abstention that Handville said is in accordance with the town’s regulations.

Voting to oppose the designation were council members Tim Hunter, Richard Wells and Mike Yellico.

Handville, reached by cell phone on Monday, said he had not yet informed Gunnison County officials about the vote, but he said he planned to do so on Tuesday.

Marble is located in a remote finger of Gunnison County, and most of the 39-mile stretch of the Crystal that is the subject of the designation effort is within Gunnison County.

And, the mayor said, he believes the Sept. 1 vote should mark the end of the ongoing controversy about the proposed designation.

“I don’t anticipate it coming up again,” at least not before the town council, Handville said.

Addressing the issue in general, Handville noted that the concept of Wild & Scenic designation, which is a federal process based on a 1968 Act of Congress, might seem like something that most people would favor.

“I mean, who wouldn’t support Wild & Scenic designation?” he asked rhetorically.

“It’s a beautiful name.”

But, he said, in his view and that of others on the town council, the issue gets murky and problematic when the federal role in the

“This was a major disappointment,” Jochems said on Monday. “Not a surprise, but disappointing.”

But, he said, “We’re not giving up on devising some measure to protect the river. That might not be wild and scenic designation, but something else.”

He said the opposition by a vocal group who live along the river, as well a number that may be a majority of the 130 people or so living in Marble, seemed to be presaged by the makeup of a panel of experts who were assembled by the Gunnison County Commissioners for a meeting in Redstone on Aug. 9 about the designation effort.

Representatives of the Colorado Water Conservation Board and the Colorado River District, for example, are “people just constitutionally opposed” to federal involvement in state lands and waters, Jochems said.

“These are the dam builders, the pipeline layers, the reservoir planners,” he said. “In our opinion, they exaggerated the possibility of the law (the Act to designate the Crystal) being changed (to allow intrusive federal control), the termination of private property rights,” all of which have been cited as reasons to oppose Wild and Scenic designation.

By assembling that panel of experts, Jochems said, it seemed that Gunnison County was quietly lining itself up behind the opponents of designation for the Crystal.

“I don’t think Gunnison County is going to ignore Marble” and support Wild & Scenic designation in the face of Marble’s official opposition, Jochems concluded.

He said the group of people who had supported Wild & Scenic designation of the Crystal will be meeting soon to talk about what their next steps might be.

De Beque’s story-telling came during his 95th birthday at the Ranch at Roaring Fork on Sept. 4. De Beque’s maternal grandfather (William Dinkel) owned the Dinkel Building in downtown Carbondale. In the early 1900s, Dinkel, DRC Brown (from Aspen) and another partner formed the Carbondale Power and Light company, and brought electricity to town.

Crews prep for winter with asphalt Sopris Sun Staff Report In general over the past week, the town’s streets crew has been concentrating on maintenance and repairs to asphalt pedestrian and bicycle trails, in order to get as much paving done as possible before the asphalt plants close down for the winter, according to Town Manager Jay Harrington in his weekly memo to trustees, staffers and others.

In other news from Harrington’s memo: As the town works on the question of safety on Carbondale’s nighttime streets, the Carbondale Recreation and Community Center (CRCC) has announced two no-cost, self-defense workshops in late September and late October.

The classes will be conducted by SAHN Tae Kwon Do instructors Cedar Rose Guelberth (3rd Dan) and Grand Master Richard Hodder (9th Dan). Pre-registration is required, according to Harrington, who also wrote that “these classes are provided as a community service and are free to the public.” The first class is to be on Sept. 24, from 9 a.m. to noon in the recreation center, while the second will be on Oct. 29 from 1 – 4 p.m., also at the recreation center. Online registration is available at www.carbondalerec.com, or in person at the recreation center, and Harrington advised that “there is limited space in these classes so please register early.” The classes are being offered in response to alarms raised by local women recently about sexual assault and other attacks against women along the darkened stretches of the town’s streets. Town officials have hastened to assure local residents that they are working on ways to address the underlying issues, which at least partly have to do with a lack of streetlights on certain stretches of streets, sidewalks and bike trails around Carbondale. A meeting of

the Bike, Pedestrian & Trails Commission is set for Sept. 12 to take public input and further discuss the matter. The meeting starts at 6 p.m. at Town Hall, 511 Colorado Ave., and is open to the public.

In other town news, the town’s arborist has been pruning crabapple trees in the public rights-of-way around town. In other tree-related news, Harrington wrote, “A lot of attention has been focused on the spruce tree on South 3rd Street, just south of the library. The town is planning to have the tree inspected to be sure it is not a hazard, though Harrington noted, “there is no sign of root movement under or around the tree.”

The fall 2016 brochure for programming at the recreation center and in other venues will be coming out on Sept. 15. It will be inserted into The Sopris Sun that week.

Youth-specific programming for the fall, according to Harrington’s memo, will include climbing classes, flag football, volleyball, SAHN Tae Kwon Do martial arts and basketball league play. Adult programming this fall will include a 4-on-4 volleyball league; pickle ball league play; and drop-in basketball, soccer and pickle ball, among other offerings.

Harrington reported that Colorado Rocky Mountain School, a mixed boarding and day-school facility just west of town, will be using the recreation center climbing wall for its active-sports program during the school year.

The John M. Fleet Pool is closed for the year.

Gateway RV Park use for the last week showed that out of 140 available sites, 95 were booked for an occupancy rate of 68 percent.

Cop Shop From August 25 – Sept. 1, Carbondale officers handled 324 calls for service. During that period, officers investigated the following cases of note: FRIDAY, Aug. 26: At 4:29 p.m. police were informed of the theft of an anvil at an address on Rio Grande Lane. No suspects or further details were listed on a police summary report.

FRIDAY, Aug. 26: Police were contacted by a local individual who reported having lost a bag of some sort at a store, containing an iPad Pro device and personal information. Officers responding to the report were unable to locate the bag and told the reporting party that they would follow up.

SATURDAY, Aug. 27: Police were contacted by a local woman who reported a scam or fraud involving an online dating service, through which the woman reported being “scammed” out of $40,000. Police said the matter is under investigation and would release no further information.

SUNDAY, Aug. 28: Police responded to a onevehicle accident at the roundabout at Main Street and Highway 133, in which a vehicle reportedly mowed down a traffic control device.

The vehicle then fled from the scene, and police were able to track it down in the 900 block of Euclid Avenue. The driver was ticketed for driving into the sign, and the vehicle was towed.

By John Colson Sopris Sun Staff Writer An advisory commission that deals with bicycle and pedestrian trails in Carbondale is inviting concerned citizens to show up at a meeting on Sept. 12 and let their feelings be known regarding the safety of the town's streets, sidewalks and trails, and whether lights should be added to dark parts of town.

But at least one member of the Board of Trustees stressed to The Sopris Sun this week that if additional lights are supported by the citizenry, people must understand that the town is not interested in detracting from Carbondale's highly prized night sky, nor in putting up lights that will negatively affect the town's energy efficiency goals.

“We’re very aware of the community’s values,” said Trustee Ben Bohmfalk, referring to the potentially conflicting desires of not blotting out the stars with too much light, while making the streets safer by adding lights.

What town officials hope to do, he said, is to match the need for lights with ample consideration of Carbondale's determination to not expand its carbon footprint by installing lights that waste energy, and to not shine too much light into the night sky.

The Bike, Pedestrian & Trails (BP&T) Commission has been directed, by the town's trustees, to look into concerns expressed by some in town that the streets are not safe for women to walk alone at night.

In particular, according to testimony from several women at the Aug. 23 trustees meet-

Assaults One of the assaults, according to police, was an attempted sexual assault against a 30year-old woman, who was walking along

Highway 133 near the intersection with Cowen Drive when a man came up from behind her and grabbed her.

That attack occurred late on the night of July 22, the woman told The Sopris Sun in a recent interview.

She said the attack came at close to midnight, with the result that by the time police got involved the incident was reported as having happened on July 23.

The assault on the woman caused injuries that sent her to Valley View Hospital where, she received treatment that resulted in charges of more than $7,000.

The July 22 assault happened a little more than three weeks after another assault on much younger girl on June 28 near Gianinetti Park, also in the northern section of Carbondale. The victim in the July 22 attack said she heard the girl was 13 years old.

Police Chief Gene Schilling has firmly denied that the June 28 attack was sexual in nature, and told The Sopris Sun that police do not believe the two assaults were by the same man.

Still, the women at the Aug. 23 trustees meeting indicated that the feeling among women in town is that the streets are the haunt of certain men seeking to harm women, and that the dark sections of streets and trails appear to be the favored spots for such attacks to occur.

So it was that, on Aug. 23, the trustees charged the BP&T Commission with taking an initial look at the matter and, subse-

quently, making recommendations to the trustees about what can be done to make the streets safer.

Debate Much of the debate so far has revolved around suggestions that the town needs to better illuminate the streets and trails, although no clear-cut way of doing so has emerged.

The BP&T Commission, made up of seven appointed volunteer members, has as its mission “to create a more bicycle and pedestrian friendly community.”

To do so, according to its page on the town's website (www.carbondalegov.org), the commission “makes recommendations to the Town Board of Trustees (BOT) that educate, promote and develop safe and effective programs and infrastructure to encourage bicycle and pedestrian use.”

The issue of safety is mentioned in a narrative about the commission's role on the town's website, though only in a passing reference (see above).

Trustee Bohmfalk, who is the liaison between the BP&T Commission and the town board of trustees (BOT), told The Sopris Sun on Tuesday that the commission plans “to gain public input, and for the members of the commission to make a recommendation” to the BOT about whether more street and trail lighting is being demanded by the citizenry.

AGNES IS MISSING! A reward is being offered to anyone who can locate Agnes, an escapee from the ock of sheep that will participate in the National Sheepdog Finals up at Strang Ranch beginning on Tuesday. Agnes and her buddy Baa, both known for their thirst for adventure, have taken off before.

This time however, the pair became separated and Baa, who is a lot more sheepish on his own, was found and willingly went with his captor to CARE, who reunited him with the ock. Agnes, however, is more independent and has managed to elude all humans since escaping the ock. She was last seen on Sept. 7, slinking around the Roaring Fork Valley Coop; Sun staffers believe she’s still there. Two tickets to the sheepdog ďŹ nals are being offered for her capture. If you ďŹ nd Agnes at the Coop, take her to the cashier’s desk in the front of the store and they will give you your tickets in exchange for Agnes. Dance Spectrum returns Sopris Sun Staff Report Dance Initiative’s Spectrum Dance Festival returns to Carbondale on Sept. 16-18, with performances at Carbondale Middle School and workshops at the Launchpad.

Now in the festival’s ďŹ fth year, highlights will include: • A performance by the Boulder-based Grass Roots Project, founded by nationally acclaimed hip-hop choreographer Rennie Harris (Sept. 17 at 7:30 p.m.); • “Local Color,â€? a performance of original work by local dance artists and Dance Initiative Artists In Residence Alya Howe, Meg Madorin and Laura Ann Samuelson (Sept. 16 at 7:30 p.m.).

Dance Initiative founder and Executive Director Peter Gilbert began the Spectrum Dance Festival ďŹ ve years ago as a means to both host performances by regional dance artists, and entertain, educate and develop awareness and appreciation for the diversity of the dance arts.

Workshops will include: Zimbabwean Dance with Rujeko Dumbutshena, an original ensemble member in the Broadway musical production of “FELA!,â€? Argentine Tango with former Joffrey Ballet company member Cindy Gottlob and her partner Sean Ericson; Youth Hip-Hop Proper; Contemporary Mix Up (blending contemporary dance with street dance); Nia; and Site SpeciďŹ c Dance Making.

Evolving The Spectrum Dance Festival has evolved over the years and once included a regional

BBoy/Girl Competition, called “Battle to the Drums.� Dance Initiative’s years of meeting and working with Front Range breakdance artists introduced Dance Initiative to  Lorenzo (Rennie) Harris, the founder and artistic director of the Grass Roots Project based in Boulder. Harris is best known for founding Rennie Harris Puremovement in 1992, a hiphop dance theater company dedicated to preserving and disseminating hip-hop culture.

Since then he has received several accolades, including the Herb Alpert Award in the Arts, the Governor’s Arts Award, a United States Artist Fellowship, and an honorary doctorate from Bates College. Grass Roots Project is his most recent venture and takes on social and political issues inspired by the culture and style of the West Coast, reclaiming the universality of hip-hop narratives through a community focus and a diverse ensemble of dancers. On Sept. 17, Grass Roots will perform Harris’s work “Beautiful Human Lies,� which is a suite of works inspired by the personal abuse Harris witnessed as a child. “While this work is touching, beautiful and culturally rich, it does include violent imagery and explicit language that may not be suitable for young children,� said a Spectrum Dance Festival spokeswoman.

Tickets are $15 online, $20 at the door, and youth are free when accompanied by an adult.

Lisa Singer show opens at the Art Base Annex Sopris Sun Staff Report The Art Base Annex opens Lisa Singer’s “Storm” with a reception from 5 to 7 p.m. on Sept. 9. The show includes a new series of paintings and sculptures from the Third Street Center-based artist and teacher. The show runs through Oct. 8.

“The ‘Storm’ series has been a journey unfolding since January of this year and is my way of making visual the feeling of finding serenity within the tumult of the world around us,” Singer said in a press release. “The paintings are stormy, but the intension is calm and centered, unwavering and strong.”

Singer said she has been creating art with one medium or another for all of her life. For the past seven years, she has been focused on paper and acrylic painting.

She attended the University of Colorado, and Evergreen State Collage, where she studied fine arts and psychology. Previously, she created Lisadora, an online jewelry collection, and worked with metal and stones for 20 years, winning best of show at the Boulder Creek Festival. Women’s safety a high priority for mayoral candidate (EDITOR’S NOTE: Mayoral candidate Katrina Byars was unavailable for an interview last week but the Sun connected with her this week).

By John Colson Sopris Sun Staff Writer Katrina Byars, an incumbent Carbondale trustee hoping voters will elevate her to the mayor’s job, said this week that she feels she has more experience and a greater fund of local knowledge than her opponents, at least in terms of how the town functions and its history.

She also indicated that, if elected to the mayor’s position, she will focus more than her male counterparts have on the issues surrounding the safety of Carbondale’s streets for solitary female pedestrians and bicyclists.

Byars, 36, is a native of the valley who works at the Dandelion Market on Main Street (formerly the Carbondale Community Food Co-op), is a single mother of a 16-year-old daughter, and an incumbent who has served half of her first four-year term as a trustee.

She is facing current incumbent Acting Mayor Dan Richardson, who was elected

Mayoral candidate Katrina Byars to the board last spring, and former trustee Ed Cortez, who left the board in 2010 due to term limits.

Richardson and Cortez both were profiled in The Sopris Sun’s Sept. 1 edition.

Asked why she tossed her hat into the

ring for the mayor’s job, Byars said, “Recent changes on the Board of Trustees have made it even more important that the person who’s heading the board have a strong sense of the history and the complexity of the issues that our community is facing.”

She conceded that some voters might consider her, after just two years of serving on the board, not much more qualified than Richardson for the job.

But Byars noted that she has put considerable effort into learning as much as she could about how the town government is run, about particularly difficult policy issues such as the annual budget, and the ongoing, periodically revised ordinances governing the marijuana businesses in town, among other issues.

She pointed to the recent resignation of long-time former trustee and two-term Mayor Stacey Bernot, and of Trustee A.J. Hobbs halfway through his term of office (Bernot moved out of town, and Hobbs decided to leave the area to pursue other interests), as well as the departure of former trustees John Hoffmann, Pamela Zentmyer (also due to term limits) and Allyn Harvey (who was ousted by voters last spring).

“We will have lost five seasoned board

members,” Byars said, “which I think has put the town in a vulnerable position” regarding certain critical topics, such as protection of the Thompson Divide from oil and gas drilling and preservation of the watershed that provides potable water to the town and surrounding area.

Thompson Divide Byars, in her role as a trustee, has paid particular attention to the Thompson Divide and protection of the watershed, and has read vast amounts of documentation from federal, state and county governments on those and other subjects.

She also points to her ability to work with representatives of other agencies and jurisdictions on other issues, such as “the lack of attainable (or affordable) housing in Carbondale” and exploration of ways to better serve the transportation, nutritional and other needs of the local seniorcitizen population.

“I’ve spent a couple of years looking at these issues,” she said, recalling that even now, after serving for two years, “I don’t know everything but it does take time to learn everything you need to know.”

He said there will be only two items on that night's commission agenda, the other being a discussion of crosswalk etiquette for bicyclists crossing Highway 133.

But the street and trails safety question, he said, will be the main focus of the night, as the commission members try to gauge which has greater support — more lights on the streets and trails, or adherence to what is loosely called the “dark sky initiative,” which calls for protection of the night sky from intrusive urban lighting.

It is not the aim of the commission, Bohmfalk said, to get into the specific and technical details of the lighting itself, but to preside over discussion of “the larger issues,” such as whether added lighting should illuminate not just the trail or the street, but also the surrounding terrain to prevent stalkers from hiding near the corridor.

“This is in direct response to concerns that have been raised,” he said, noting that Trustee Katrina Byars first broached the subject at a BOT meeting in early August, followed up by a discussion among concerned women and the BOT on Aug. 23.

He also said that the trustees have scheduled a work session on Sept. 20 to tackle the subject, whether or not the BPT Commission has made a recommendation by that date.

“You want to move fast,” he said of such matters, “but you also want to go at a pace where you can solicit the input from the people.”

As things are, she maintained, “It can be difficult to even bring issues forward on the agenda,” primarily because the mayor sets the agenda and establishes priorities for the board.

“I have nothing bad to say about the other candidates,” she insisted, “and I don’t want to be critical of the current leadership. Everyone is doing their best.”

Still, she said, she has been “immersed” in the process of addressing community issues, in addition to benefiting from Bernot’s tutelage.

“I’ve learned a lot about how to listen to community concerns and work with the board to build a consensus response to those concerns,” she said. “If I’m mayor, I will be able to work with the Board of Trustees to bring us forward on issues of equality, and renewable energy, and environmental protection.”

Equality Asked what she meant by “equality,” she responded by listing income gaps and the related issue of affordable housing in town, and what she sees as a deficiency in services and programs aimed at easing the lives of senior citizens here.

“To me, these are social-justice issues” that have not been addressed in updates to the town’s codes or in its budget deliberations, Byars explained.

“I know how to collaborate on solutions to these problems,” she said.

“Plus, I grew up here, and I have a deep sense of local knowledge and history.” She is the daughter of longtime valley resident Lyn Byars.

Asked if she has overcome problems in finding a place to live, which she experienced earlier in the year after having to leave her rented house when it was sold. At one point she indicated she might have to step down from trustee service and move out of town.

Expressing unhappiness at how that issue became a matter of public debate, Byars said she has a steady job and a place for her and her daughter to live,

and stated, “I’m not going anywhere.”

As for her public service, she added, “I take it very, very seriously,” an assessment that she said has been backed up by others on the board.

“I didn’t want to walk away from that (the board) unless I had to,” she noted.

“I have nothing bad to say about the other candidates, and I don’t want to be critical of the current leadership.

Safety for women One issue she is focused on, she said, is the safety of Carbondale’s streets for women walking alone at night.

“I am interested in bringing forward the issue of violence against women in our community,” she said, pointing out that she started talking about the issue in late July and wanted it placed on an agenda for formal discussion.

When it was not, she said, she concluded that “crimes against women are minimized” and that Carbondale is “in an important position to address this.”

Asked about recent announcements of self-defense classes at the Carbondale Recreation and Community Center, and about upcoming meetings of town advisory panels to discuss the issues she has raised, Byars said, “It’s a great start in taking whatever steps are possible to make our community as peaceable as possible.”

But, she said, “It is a much more complicated issue than just these two (measures),” which touches on police patrols in town, mental-health issues facing the community, and the provision of victims’ assistance resources for those who are assaulted.

Criticizing local governments and health-care institutions for eliminating a Sexual Assault Nurse Examiner (SANE) program, which is specifically dedicated to providing forensic examinations for sex-assault victims, Byars noted that “for years there hasn’t even been a SANE exam room.”

There is one now, she said, but it is in the City of Rifle, nearly 50 miles from Carbondale.

“Someone who has been brutalized and traumatized shouldn’t have to travel to Rifle to get their exam,” she declared.

Showing some frustration over the matter, she said that sex assaults against women are not something that government officials in general seem to regard with great sympathy.

“Who it affects determines whether it is a priority,” she remarked, adding that a SANE examination program “isn’t money making, it’s a community service,” obliquely suggesting that local health-care institutions have dropped the ball for that reason.
