The Roaring Fork Conservancy reports that water temperatures in the Roaring Fork River and other rivers have dropped of late, which is good news for anglers and fish. Rivers had warmed so much due to the drought and low snow pack, the RFC initiated its volunteer-based Hot Spots for Trout program, which monitors river temperatures. The state standard for the Roaring Fork is 68 degrees. When temperatures average more than 72, Colorado Parks & Wildlife is authorized to close sections of the river to fishing. A simple truth about water

By Ken Neubecker Looking around Carbondale it’s hard to believe we are in a persistent and serious drought. The ditches in town are running full and Mountain Fair had its usual share of afternoon rain.

And then there are the lawns. The extremely well-manicured landscaping of River Valley Ranch is lush and squishy underfoot from the constant watering. Last week my dog Gus and I walked through a steady rain with sprinklers. Sprinklers running everywhere as the rain came pouring down! The hundreds of lawn mushrooms, a sure sign of too much water, were ecstatic.

The snows of April did bring us up closer to “normal,” but that all disappeared soon enough. The large snowfield in the saddle of Mt. Sopris was gone by the end of July, and that’s not “normal.”

Rivers on the West Slope have been running with half their normal flows most of the summer. The recent rains helped, but the annual monsoons have been sporadic and less intense than a year ago. The Crystal River is back to half the normal flow, below the minimum flows again and dropping fast. The lower Roaring Fork is in the same shape, and would be worse without recent releases from Ruedi Reservoir. I expect the Crystal to go dry from diversions again later this summer.

Yet we still insist on soggy fungus-filled lawns and landscaping. We have spent decades trying to turn Colorado into Ohio and the other well watered states we (or our ancestors) originally came from. It only works when we subsidize the landscape with millions of gallons of water.

But try as we might we will never turn the West into a verdant image of the East.

The simple truth is that we’re running out of water. Water for rivers, cities and farms will continue to diminish with climate change. At the same time Colorado’s population is expected to double by 2050.

The governor has called for a State Water Plan by 2015. Both the Colorado

Water Conservation Board and the Basin Roundtables have been working on this for many years. The automatic response, especially from the Front Range, is to build new supply and diversions from the over-tapped Colorado River.

To be fair, conservation, efficiency and re-use are part of the mix too, but only so far. Fifty-percent or more of domestic water use in the urban Front Rage goes to outdoor landscaping. We can’t expect people to see their well-watered Colorado “lifestyle” suffer when we can still drain our rivers and farms to extinction.

The Roaring Fork River supplies much of the water for the cities of Pueblo,Aurora and Colorado Springs, as well as the farms of the lower Arkansas valley. That part of the state has suffered the worst from a long, sustained drought. It’s not just severe or extreme, it’s an exceptional drought.

Both Colorado Springs and Pueblo are cities running out of water (247wallst.com).

Colorado Springs, the largest Arkansas basin city, has water restrictions in place, allowing lawn watering only two days a week. Pueblo, harder hit by drought than any other city in Colorado, has no outdoor watering restrictions at all. Pueblo Reservoir is only 38 percent full, and without a significantly snowy winter will remain low.

The fantasy of Ohio as part of the Colorado “lifestyle” persists even in an exceptional drought. It’s an easy illusion to maintain, so long as you don’t think too deeply about farms and rivers.

We need to change how we use water, and also how we think about water.

Building more diversions will do little if we continue to treat water as a cheap and endless commodity.

Hopefully the State Water Plan will be more than just another shelved report from an obscure state agency. And hopefully it will have some wording where the idea of “sustainability” will be treated as more than just a tired buzz word used to make water projects sound “green.”

Reconsidering “e Limits to Growth”

By Patrick Hunter How do you get people to do something about a problem? Civilization is headed for a crash in the next few decades and it looks like global warming, overpopulation and exhaustion of resources are going to do us in.

You might say“not our problem.”Only the low-lying, tropical developing nations will be inundated. Or, those are just some environmental nut-cases talking, like Al Gore. But then again, why are the U.S. Department of Defense and major insurance companies so concerned?

In scientific terms, we are going to overshoot the carrying capacity of the planet.

The question becomes whether we actually collapse as a species or find a new equilibrium below our current level.

There are people who have studied these outcomes for decades. In 1972 a group called the Club of Rome put together a book called “The Limits to Growth.” It sold 12 million copies and has been translated into 35 languages. The Club of Rome is part of an environmental movement called “Degrowth” that traces its roots back to people like Gandhi, David Thoreau and Leo Tolstoy.

Boycott the buycott Dear Editor: I am so sorry to see some businesses willing to even go to the extent of boycotting those people who think that out of work Americans are more important than Illegals.

Well you go right ahead and when all is said and done, you are the losers. How was it a few years back that the Latinos stood on the street corner in Glenwood Springs and proclaimed that Aspen Mountain should be hiring them when Americans were out of work? Didn’t happen.

Now that we are still in a recession and we have not climbed out of it as yet, those that have been hunting for work for several years, those that have lost their homes because of no work, you think that you will be supported by these people ahead of Illegals when we have another recession?

No you won’t be. Those of us that have been here for years will not continue to support you. I will shop elsewhere, where my business is appreciated. There are still stores in Glenwood and Basalt. Pretty sad when you won’t support the people that have supported you for over 50 years.

What about independents?

Dear Editor: President Obama’s recently appointed Commission on Election Administration has begun holding public hearings around the country. This 10-member body is tasked with presenting recommendations to the president about how to “improve all citizens’ voting experience.”

Independent/unaffiliated voters have a lot to say on this topic. We are deeply concerned about the current state of America’s political process and agree that the election process deserves serious attention. However, many of us would like to expand the Commission’s apparent focus upon reducing long lines on Election Day, believing such a narrow focus falls short of the reforms necessary to improve our voting experience.

There are specific defects that affect independent/unaffiliated voters that the Commission has not yet decided to address.

With 40 percent of Americans now identifying as independent, we believe that addressing the concerns of independents should be a Commission priority. Accordingly, we intend to make sure that the commission is aware of the barriers that prevent independents from fully participating in the election process.

The schools: Understanding standards and testing Re-1 asking for community input

By Debbie Bruell Sopris Sun Correspondent A new “Education Declaration” swept across the Internet this summer, criticizing the past three decades of our nation’s approach to public education. This declaration is part of a growing movement of discontent with our nation’s focus on highstakes standardized testing.

At the same time, the Roaring Fork School District is giving the community the opportunity to contribute to a new vision for Re-1 schools. Beginning in August, Re-1 will be organizing community-wide conversations to get input from teachers, parents, students and community members about what we want our children to gain from our schools.

The Sopris Sun will be running a series of articles focusing on two of the issues at the center of national and local discussions about education reform: academic standards and testing/assessments. While standards and testing dominate national education policy, to what extent must they define the shape of our local schools?

Academic standards In essence, academic standards are simply the agreed-upon knowledge and skills you want students to gain at different levels of schooling. The basic purpose of creating academic standards is to provide students and teachers with clear learning goals.

According to Re-1 Director of Curriculum and Instruction Rick Holt, “standardsbased education” is just a complicated term for a simple, but essential part of good instructional practice: clearly identifying a goal of what you want kids to learn, identifying a plan for how you’re going to assess whether each student is actually learning those things, and monitoring each student’s progress toward that learning goal.

The concept of academic standards becomes more complicated and political, however, when you get down to specifics: • What will those academic standards be?

• How many standards should there be?

For example, should fourth grade math have six broad standards for the year or 100 detailed standards?

• Who gets to decide what the standards are? Similarly, how standardized must standards be? Can a local community define the specific standards they want the kids in their community to achieve? Or must there be state-wide standards delivered top-down from the government?

Before moving to Re-1, Holt worked in a district in Alaska where the local community was actively involved in creating the standards for their own community’s schools. According to “Delivery on the Promise” — a book written about the dramatic improvements made in this very low income, low-performing district — involving community members in creating their own learning goals for their children was critical to this district’s success.

In contrast, the nation’s education policy is focused around the creation of state-

mandated standards. Many point to “Our Nation at Risk” — a report commissioned by the Reagan administration in 1983 — as the trigger for the nation’s focus on topdown standards. This report made alarming claims about the failure of the nation’s

Diana Sirko Re-1 Superintendent schools, citing declining SAT scores from 1963 to 1980 as proof of the schools’ failure. The dire conclusions of this report led to widespread agreement that, as a nation, we must establish some shared goals for the skills and knowledge that students should gain before they leave high school.

Subsequent studies, however, have refuted the claims of “Our Nation at Risk.” A 1990 government-commissioned report studied SAT scores during those same years broken down by sub-groups, such as ethnicities and socio-economic level. They found that scores in each sub-group actually rose during those years. The reason the overall scores decreased is that more students from the lower-scoring sub-groups

were taking the test. The lower overall scores were actually an indication that a broader range of students was taking the SAT in the hopes of going to college.

Nevertheless, the idea that the nation’s schools were failing was widely accepted and the importance of establishing standards for all students was firmly entrenched.

Superintendent Diana Sirko believes that the establishment of state-mandated standards has had a positive impact on schools. Sirko has worked in education for over 38 years in a variety of districts and a variety of positions: as a teacher, principal and superintendent as well as deputy commissioner of education for the Colorado Department of Education. Having worked in education both before and after the establishment of state standards, Sirko told The Sopris Sun she is a strong supporter of state standards.

Before standards, Sirko said, a child’s education was more “hit or miss” depending on a child’s teacher and school. A new, inexperienced teacher in a district that provides little support for new teachers may not have a good understanding of kids’ needs. According to Sirko, standards have provided teachers with guidance so that all teachers have a solid understanding of what students should be learning at each grade level.

Assessments and testing Like academic standards, the basic idea of using assessments is straightforward.

Sopris Sun Staff Report Ace Hardware of Carbondale celebrates its 15th anniversary on Aug. 10, but its roots date to 1971 in Aspen. That’s when Vance Grenko and his family bought the hardware side of United Lumber, which opened in Aspen in 1931, according to a press release.

After serving as managing partner for 10 years, Grenko’s eldest daughter, Vicki, bought Alpine Hardware in Aspen from her parents in 1995 and later renamed it Alpine Ace Hardware. In 1998,Vicki and her son Vance opened Ace Hardware of Carbondale and later Ace Hardware of Clifton near Grand Junction to create the three-store “Alpine Ace” family.

In 2002,Vicki brought in her new husband, Chris Peterson, as a business partner. She also brought in as a partner her general manager Tony Wells, who had helped her father and then her grow the business over the last 20 years. Steve Hardin is another long-time employee and has been with Ace Hardware of Carbondale since it opened 15 years ago.

Altogether, Vicki has lived in Carbondale for 34 years and Chris for 13. Both are members of the Mt. Sopris Rotary Club, with Vicki serving as Past President and Chris as President Elect. Vicki was also president of the Carbondale Chamber of Commerce Board of Directors for three years, co-chair for the Carbondale Economic Roadmap Committee for two years, and was a charter board member of the River Bridge Regional Center and the Roaring Fork Business Center.

Handmakery Ami Maes recently opened HANDMAKERY: A Children’s Art Studio, according to a press release.

“We will inspire kids’ creativity by exposing them to a fun mix of age appropriate projects with varying art mediums, styles, ideas and techniques,” Maes said. “Through hands-on exploration, children will learn the basic elements of art such as shape, line, color, texture, form, space and value, as well as pattern and rhythm. They also learn about famous artists and artistic movements throughout history.”

A recent workshop focused on designing a two-dimensional tree house then creating it at the three-dimensional level.

HANDMAKERY operates out of a bright, open, spacious studio in Carbondale where kids can“get creative without worrying about making a mess,” Maes said. Classes are offered for pre-schoolers through young adults.

Maes, a fifth generation Carbondale native, holds a BA in arts education (K-12) and has taught visual arts in the Roaring Fork School District since 1999. She has taught art classes at Anderson Ranch Art Center, the Aspen Art Museum, ACES, Wyly Community Art Center and Carbondale Clay Center. As a youngster growing up in Carbondale, she also won the Valley Journal’s Christmastime “Color the Cover” contest seven years in a row.

MONDAY July 22 At 11:34 p.m. several parties contacted officers and said someone had been shooting paintballs at the Moonlight Cruisers.

TUESDAY July 23 At 6:12 p.m. officers took a report of a suspicious male trying to give small children a ride home. A similar report was made at 8:23 a.m. on July 22.A witness identified the vehicle as a silver Honda Pilot.

TUESDAY July 23At 2:33 a.m. an officer observed several people in a downtown bar after hours. He spoke with the bartender, who asserted that the non-employees were not customers and were helping him clean. The officer,who had watched for some time without seeing any evidence of cleaning, noted that the bartender was slurring his words and asked him how intoxicated he was. He responded by repeating the question, then said he'd had two drinks after the bar closed. All parties were asked to leave the bar and were told that the owner would be notified.

Proof of Heaven: An Evening with Dr. Eben Alexander

Monks from Gaden Shartse Monastery of Tibet visit C’dale Sopris Sun Staff Report Monks from the 600-year-old Gaden Shartse Monastery of Tibet visit Carbondale for presentations on Aug. 12-14. They are being hosted by Davi Nikent and Green Weaver. Their schedule is as follows: • Aug. 12 at 7:30 p.m. – The monks present “Tara Empowerment” at True Nature Healing Arts on Third Street.

“During empowerment, each participant’s body, speech and mind are purified of negatives and blessed individually,” said a Davi Nikent spokeswoman. The suggested donation is $20.

• Aug. 13 at 7 p.m. – The presentation is titled “Sights and Sounds of Monastic Life” at the Third Street Center. The evening includes sacred music, chanting, slide show and question and answer session. The suggested donation is $15-$20.

• Aug. 14 at 7 p.m. – The monks present “Vajravidaran Healing Ritual” at the Third Street Center Vajravidaran is a Buddha associated with purification and health, according to a press release. The ritual provides an opportunity to improve one’s health by purifying negative karma.

History Gaden monastery is one of the three most renowned monasteries of Tibet, according to the monastery website. It was built on a mountain, a calm, peaceful and a highly suitable place for spiritual development located at approximately 25 miles east of the city of Lhasa, the capital of Tibet.

There are two colleges in Gaden monastery: the Shartse and Jangtse.

Gaden was known to have a population of more than 3,300 monks during the early years of 1900. Later, in the 1950's, the monastery population of the monastery grew to 5,000. Gaden quickly became well-known for its moral disci-

pline and academic and spiritual values.

Monks poured in from every part of Tibet, Mongolia, China, Japan and Northern India. Though they came from all ages, the youngest monks started at age seven. Regardless of special focus on specific studies, all monks engaged in rigorous study programs of the monastery for many years. In addition to philosophical study, there were trainings in different vocations: religious music, arts, sculpture, administrative work and more.

In 1950's, the People's Liberation Army of China invaded and occupied Tibet. In 1959 His Holiness the 14th Dalai Lama was forced to escape to India for safety of himself and Tibetan people. India offered Tibetans a safe place to live and keep their culture and religion intact.

More than 100,000 Tibetans followed His Holiness the Dalai Lama into exile and are now living in India, Nepal and Bhutan.

In 1970, Gaden Shartse was formed by 85 refugee monks near the remote village of Mundgod, in the state of Karnataka, South India.

The first members of Gaden Shartse settled in the refugee camps of Mundgod, a night's drive from the city of Bangalore.

Initially tents were provided through donations and the monks put together a bamboo thatch structure to serve as common hall. There, they prayed, studied, debated, ate and slept. Many monks died of sickness and exhaustion. With trial and error, they learned to adjust to the new environment and were able to make modest living by cultivating the land provided to them.

Over the time of four decades, the population of Shartse increased to more than 1,200 monks, including resident scholars, writers, administrators and students from different parts of the world: Tibet, India, Bhutan, Nepal, Taiwan, Europe and U.S.A.

It’s the time of year when someone you know returns from the high country reporting that aspen leaves are “already starting to turnâ€? on ďŹ ll-in-the-blank pass. Here’s another clue that fall isn’t that far away: two-a-days for high school teams.

The Roaring Fork High School girl’s volleyball team and the footballers hit their respective courts and turf starting on Aug. 12. An item of note on the volleyball front: new head coach Jennifer Dority is looking for an adult to work with the C-Team. If the horseies have been keeping you and your dog out of Carbondale Nature Park (aka the Delaney dog park), here’s some good news. A tall guy in his 70s wearing khaki pants, and a young woman in her 20s wearing red gym shorts, both reported the same thing last week: it looks like the hard-biting horseies that can be a bit of a nuisance for dogs and two-leggeds have apparently moved on or died. Start thinking pecha kucha The Wilderness Workshop describes a pecha kucha as “like karaoke with photos.� This month’s pecha kucha at the Third Street Center focuses on Thompson Divide. Historic ompson House makes national register Sopris Sun Staff Report The historic Thompson House, Carbondale’s pioneer-home museum, is now officially on the National Register of Historic Places. The announcement was made by Beth White, executive director of the Mt. Sopris Historical Society, on Monday.

According to its website, The National Register of Historic Places is “the official list of the Nation's historic places worthy of preservation.”

Authorized by the National Historic Preservation Act of 1966, the National Park Service's National Register of Historic Places is part of a national program to coordinate and support public and private efforts to identify, evaluate, and protect America’s historic and archeological resources.

Landmarks considered for National Register designation go through a long application process that considers the historical importance of the property, its condition and the manner in which it represents a particular architectural style or historical era. In the case of the Thompson House, the application was a collaborative process among the Mt. Sopris Historical Society, the town of Carbondale, and the state of Colorado. Darrell Munsell and Suzannah Reid prepared and submitted the nomination with the approval of

Thompson House owner Frieda Wallison and the support of the Lew Ron Thompson Family.

The Colorado Office of Archaeology and Historic Preservation stated in its report that the Thompson House was an “outstanding candidate” for national nomination.

The Thompson House, now a museum operated by the Mt Sopris Historical Society and located at the north end of the River Valley Ranch subdivision, contains household goods and furnishings original to the home, which was built in the 1880s for newlyweds Oscar and Hattie Thompson.

Members of the Thompson family owned the home until just recently and gifted the entire contents, including photographs and documents, to the Mt Sopris Historical Society in 2009.

“Inclusion on the National Register promises to draw visitors from all over to the Thompson House Museum,” said White.“Cultural heritage tourists generally stay one day longer in an area than other tourists, and patronize local businesses including restaurants, shops and hotels.”

The Thompson House is open to the public for guided tours from 2-5 p.m. in the summer and early fall.Admission is $10.

The Thompson House was built in 1885 and today serves as a museum for the Mt. Sopris Historical Society. The Thompson family donated the house’s contents, some of which date to the 1880s, to the Mt. Sopris Historical Society in 2009. The society gives tours of the house on Saturdays in the summer and into the fall. Photo by Lynn Burton

Murder suspect remains in jail Sopris Sun Staff Report Murder suspect Fredy Argueta Cabrera, 39, of El Jebel, remains in Garfield County jail, as does his alleged accomplice, Josue Israel Joya, 20, of Basalt, according to the Garfield County Sheriff’s Department.

Bond has not been set for Cabrera; Joya’s bond was set at $250,000.

Cabrera, owner of El Horizonte restaurants in Carbondale and Glenwood Springs, is accused in the fatal shooting of Douglas Menjivar, 21, and wounding Cabrera’s stepdaughter, 18-year-old Leydy Trejo, at an apartment complex in south Glenwood Springs at about 11 p.m. on July 31.

Joya is accused of driving Cabrera to the complex then fleeing the scene alone after hearing shots. Cabrera turned himself in to the Mesa County Sheriff’s Department in Grand Junction the next day and was then handed over to the Garfield County Sheriff’s Department. Joya was arrested in Basalt on Aug. 4.

Originally from El Salvador, Cabrera brought Menjivar, also from El Salvador, to Carbondale more than a year ago.

Workers at El Horizonte have said Cabrera disapproved of a romantic relationship between Menjivar and Trejo, a Basalt High School student.

Cabrera faces first-degree murder charges and possibly the death penalty. For his alleged role, Joya faces up to 48 years in prison and a fine of up to $1 million.

Environmentalists win a big one Sopris Sun Staff Report The Bureau of Land Management (BLM) and four conservation groups announced this week that BLM will reexamine the air pollution potential of 34 oil and gas projects involving more than 1,300 wells proposed on Colorado’s Western Slope.

The agency will also — for the first time — establish and maintain a publicly-accessible Internet tracking system for federal drilling permits in its Colorado River Valley Field Office, according to a joint press release from Earthjustice and the Carbondale-based Wilderness Workshop.

“We’re pleased that BLM is reconsidering these projects and finally addressing the smog and toxic air pollution they cause,” said Earthjustice attorney Michael Freeman. “This settlement will allow the agency and the public to better protect the health of Coloradans, and to preserve the remarkable scenic vistas in our state.”

Four conservation groups represented

by Earthjustice — Wilderness Workshop, the Natural Resources Defense Council, the Wilderness Society and the Sierra Club — filed a federal lawsuit in 2011 over air quality and other drilling-related concerns.

The case, Wilderness Workshop v.

Crockett, challenged BLM’s practice of approving oil and gas projects in the agency’s Colorado River Valley Field Office without first analyzing the air pollution they would cause.

The four groups claim that oil and gas development has become “a major contributor to air pollution in the intermountain west.”

Parts of Colorado now violate federal ozone standards, largely because of drilling. Oil and gas development also has contributed to the degradation of visibility in parts of Western Colorado, the four groups said.

In the settlement, BLM agrees to conduct analysis as required under the National Environmental Policy Act (NEPA) of the air pollution generated by the 34 projects. By taking another look at the drilling, completion and operation of those projects, the agency will allow decision makers and the public to understand the impacts the over 1,300 wells could

have on air quality, public health, and visibility. Until BLM completes that analysis, no new drilling permits implementing these projects will be approved.

“BLM can’t effectively protect air quality unless it knows how much pollution it is approving,” said Peter Hart, staff attorney at Wilderness Workshop. “But the Colorado River Valley Field Office approved more than 1,000 wells without any air quality analysis at all. This settlement halts that practice.”

The settlement further requires BLM to establish a well permit tracking system on its web site for the Colorado River Valley Field Office. Previously, the Field Office had approved numerous permits without keeping track of the NEPA analyses on which they relied. Under the settlement, BLM will establish a tracking system that discloses the total number of approved drilling permits in the field office and the NEPA document covering each permit.

In addition, the agency has agreed to post pending applications for permits to drill on its Field Office web site for public review.

“These steps will open up BLM’s permit approval process to the public,” said Wilderness Workshop spokesman Will Roush. “Interested citizens can more easily get the information they need to have a say in that process.”

Over several years, BLM relied on a 2006 environmental impact statement for the Roan Plateau to grant approval for dozens of drilling projects in Garfield County. The NEPA document did not address the impacts of the projects being approved. As a result, BLM never considered the air pollution that could be caused by the more than 1,300 wells in those projects.

“This settlement is a solid first step towards holding the natural gas and oil industry responsible for the air pollution it causes while drilling and fracking,” said Deb Nardone, director of Sierra Club’s Beyond Natural Gas Campaign. “Taking a hard look at the air pollution that results from drilling will further demonstrate why the federal government should be focusing on clean energy rather than climate disruptive fossil fuels.”

District eyes solar arrays for Carbondale schools

By Sue Gray Sopris Sun Correspondent Roaring Fork High School and Carbondale Middle School are taking the first steps in a process that Roaring Fork School District staffers hope will lead to a solar array at each school in the near future.

In late July, RFSD personnel met with representatives from solar energy contractor Sunsense Solar and the non-profit CLEER (Clean Energy Economy for the Region) to determine the feasibility of the project. The addition of solar arrays to both campuses

wouldn’t require any capital investment by the RFSD because they plan to take advantage of renewable energy rebates from Xcel Energy and utilize the Solar Power Purchase Agreement (SPPA) program.

The SPPA program is a financial arrangement in which investors purchase and maintain a photovoltaic system that is located on a host customer’s property (in this case RFHS and CMS).The host customer then purchases the electricity from the solar services provider for a predetermined period, generating income for the provider and allowing them to

take advantage of tax credits. The benefit to the host customer is lower energy costs.

Based on current rates, the cost savings over 20 years to CMS would be $188,567 and $241,719 for RFHS. As part of the process of obtaining solar energy systems for the two campuses, the buildings are undergoing an energy audit to determine how to reduce the amount of energy they currently use.

“I think as a school we should be modeling this type of activity for our community,” said Adams,“and it will serve as a model for

other schools and communities as well.”

The RFSD solar array proposal comes on the heels of a decision by the Carbondale Board of Trustees to utilize the SPPA program to install photovoltaic systems at the Delaney Nature Park, the Third Street Center roof and the public works building behind Grand Junction Pipe on Highway 133.

The three solar arrays will work in conjunction to help the town of Carbondale meet its goal of getting 30 percent of its municipal energy needs from renewable sources by the year 2015.

• Who decides what are important things to be assessed, and how those things will be assessed? Can a student’s learning be assessed by a teacher who has a one-on-one conversation with that student, or is a teacher required to give a standardized test?

• Are assessment results used to help inform and improve instruction or to punish teachers or schools who get poor results on assessments?

• How much time are teachers required to spend giving tests and recording the results as opposed to teaching?

• How much public funding should be spent on testing?

The way academic standards and standardized tests have been incorporated into recent education policy has been widely and sharply criticized. No Child Left Behind

(NCLB), signed into law by President George W. Bush in 2002, required each state to create a set of standards to be used by the entire state and focused all reform efforts on one narrow aspect of assessment: standardized test scores. NCLB required schools to test every child every year from third through eighth grade. In a nutshell, the NCLB strategy for improving U.S. schools is to use standardized tests as the primary measure of a school’s success, then hold each school accountable for success by rewarding or punishing schools based on their test results.

School Assessments continued om page 3 of a concept and the child’s ability to use and apply a concept, and then for the teacher to use this information to adapt the teaching to fit that child’s needs. As we hear in education circles, assessments should “inform instruction.” Rather than simply asking teachers to teach, teachers are now asked to assess their students to see if the teaching is actually resulting in student learning, and then adapt instruction to more effectively meet each child’s individual needs.

Assessments can help teachers identify which students are ready to move on to learn something new, where understanding is breaking down for some students, and what type of instruction is most effective for different students.

Sirko explained that there are many dif-

ferent forms that assessment can take — from a teacher writing up a descriptive evaluation of a student’s performance to a teacher asking all the students in a class to give a“thumbs up or thumbs down” to indicate if they’re understanding a new concept.

Stein emphasizes the importance of“datadriven instruction” — collecting information on students’ learning experiences and systematically using that information to improve the learning process. Data, for Stein, can include assessments to evaluate students’ understanding as well as surveys that ask students whether they find their classes interesting and engaging.

However, like academic standards, the issue of assessment gets complicated as it’s incorporated into public policy:

The Korologos Gallery in downtown Basalt focuses on the countryside â&#x20AC;&#x201C; local and beyond â&#x20AC;&#x201C; with â&#x20AC;&#x153;Celebrating the Landscapeâ&#x20AC;? featuring Dan Young, Terry Gardner, Joel Ostlind, Elizabeth Sandia, Gregory Stocks, Marie Figge Wise and Simon Winegar. Terry Gardner: Born and raised in Missouri, he has participated in many national shows and has received numerous awards including; the Littler Jewel Award for Plein Aire Work in Tucson, Best of Show at the Wrightstone Fine Arts Center, and the Editors Choice Award from Southwest Art magazine. Gregory Stocks: Some of his earliest memories are of copying drawings of cars and motorcycles by his older brother. Today, he lays down bold, ďŹ&#x201A;at-edge brush strokes using rich earth tones. His work has been shown and collected in galleries throughout the West and Southwest.

Established 16 years ago, the Ann Korologos Gallery is known as one of the premier galleries for Contemporary Western Art in Colorado, according to its website.

Internationally collected masters Dan Namingha, Tomas Lasansky and Lloyd Schermer are shown alongside regional favorites such as Andy Taylor, Gregory Stocks and Elizabeth Sandia.

Randersâ&#x20AC;&#x2122; point: Democratic societies will not take the necessary actions. Essentially, we are too focused on the short term. Corporations are controlled by a ďŹ nancial system that demands rising quarterly reports.

Politicians are controlled by the next elections. They must raise campaign funds from special interests and they must garner enough votes to remain in ofďŹ ce.

To accomplish meaningful change, there will be short-term pain for longterm gain. Adding taxes to fossil fuels will curtail their use and provide the money to create alternatives, but it means paying more for gasoline and natural gas in the short run, but voters wonâ&#x20AC;&#x2122;t accept higher prices.

Estimates by people like Lester Brown from the Worldwatch Institute and Plan B put the annual

worldwide cost to create a sustainable economy at about $200 billion.

For perspective, the United Statesâ&#x20AC;&#x2122; annual military budget is about $700 billion. Surely, that amount of money could be put together.

If there is one thing I could say about the time span of my lifetime: itâ&#x20AC;&#x2122;s been all about â&#x20AC;&#x153;us.â&#x20AC;? This coincides with the rise of commercial advertising, so you could say weâ&#x20AC;&#x2122;ve been under the inďŹ&#x201A;uence.

Those may have been the golden years. Many measures of the quality of life are now in decline. This is the ďŹ rst generation that does not expect our children to have a better life than we did. I suggest we take some of the ideas from Degrowth and change our path from quantity to quality.

But start now.
