Coloradans show commitment following mine spill

By Scott Tipton It has been a year since three million gallons of contaminated water were released into Cement Creek and the Animas River after the U.S. Environmental Protection Agency (EPA) breached the Gold King Mine. I shared Coloradans’ concerns about the EPA’s lack of urgency immediately following the spill and confusion over why the agency was performing the remediation without adequate engineering expertise on site when the accident occurred.

In the days following the spill, Colorado U.S. Senators Michael Bennet and Cory Gardner, and I, pressed the EPA to quickly undertake the emergency response, water quality testing, and clean-up that was necessary to keep families in the surrounding communities safe from the contaminated water and sediment. We also urged the agency to take full responsibility for the accident and appropriately compensate the affected communities.

A year after the spill, I am still alarmed by the lack of accountability we have seen from the EPA. I recognize that the agency has made some progress, but we will continue to hold them to their word that they will take full responsibility for the spill, which includes ensuring clean drinking water and reimbursements for all affected communities.

Following the blowout, the EPA allocated a mere $2 million in grant funding for fiscal year 2016 to support the water quality monitoring efforts of the states of Colorado, New Mexico, Utah, the Southern Ute Indian Tribe, Navajo Nation, and the Ute Mountain Ute Tribe. During a March 2016 hearing, I had the opportunity to work with a colleague on the House Energy and Commerce Committee to ask EPA Administrator Gina McCarthy

how much money the agency would dedicate to various activities related to the Gold King mine blowout for fiscal year 2017.

Administrator McCarthy said that the agency will consider the results of state and tribal water monitoring, along with its own monitoring efforts over the past year, to determine if supplemental funding for water quality monitoring is appropriate in fiscal year 2017.

Additionally, I asked Administrator McCarthy how much of the EPA’s budget would be dedicated to maintaining the emergency water treatment plant that was installed at Gladstone following the blowout. The agency said that the system has an annual operating cost of $1 million and will remain in place as the EPA’s work at the spill site resumes over the summer.

Prior to receiving the EPA’s response to this question, I worked to add language to the fiscal year 2017 Interior and Environment funding bill that directs the EPA to continue to operate the water treatment plant at Gladstone until there is a long-term water treatment and cleanup plan in place.

The Gold King mine and others in the surrounding area now fall within the proposed Superfund site designation named the Bonita Peak Mining District. The towns of Silverton and Durango, San Juan and La Plata Counties, and the State of Colorado have formally requested the EPA proceed with the proposed addition of the mining district to the National Priorities List, which includes hazardous waste sites in the U.S. that are eligible for long-term remedial cleanup.

I understand the state and local desire for federal assistance with cleanup of the spill site, but I have also urged the EPA to TIPTON page 23

MSHS hopes to soon re-open ompson House Last open two years ago

By John Colson Sopris Sun Staff Writer Carbondale’s “pioneer home museum” has been closed more than it has been open since it was deeded over to the town last year, but those in charge of the facility hope that is about to change.

Officials with the Mt. Sopris Historical Society had hoped to open the Historic Thompson House, a city-owned museum and surrounding grounds that dates back to the 1880s, earlier this summer, said the society’s executive director Beth White.

But a number of delays got in the way, said White and the president of the society’s board of directors, Lew Ron Thompson (a member of the family that owned and lived in the house for more than a century), meaning the historic facility is likely to remain closed to the general public until sometime in the fall.

The Thompson House was first opened to the public in 2012, and was listed in 2013 on the National Register of Historic Places, according to information on the website, www.mountsoprishistoricalsociety.org.

“We are in the process of getting it open,” said White this week, explaining that the old house is mostly cleaned up and is nearly “ready to go” now that water service has fi-

nally been extended to the facility.

But rather than try to offer public tours on Saturdays, as was the case the last time the Thompson House was open to the public, she and the society’s board hope to open the facility up to special events by nonprofits and other area organizations, perhaps as early as this month.

“It is probably going to be the most effective (method for re-opening the old house) in terms of introducing the facility to the community,” White said of the special-event route, because word will spread through town, peaking the interest of the general public.

“We want them to know that it’s here, and available for them to use,” she said of both the organizations and the general public.

The last time the Thompson House was open to the public, for the Saturday tours, was two years ago, she said, and the public has grown unfamiliar with what the facility has to offer.

She acknowledged that, last fall, she had hoped to open the Thompson House this past spring.

But that plan was scotched by delays related to negotiations between developer Frieda Wallison, who is in charge of building the adjacent Thompson Park housing project, and the town, over Wallison’s comple-

Crew “brush hogs” Nature Park Sopris Sun Staff Report Town crews for the streets and parks departments were kept pretty busy all last week with preparations for the 45th annual Carbondale Mountain Fair, according to a July 29 memo issued from the office of Town Manager Jay Harrington.

According to the memo, streets crews were cleaning up streets and rights-of-way all over town; hauled material scraped up from the 4th Street and Utilities Department “laydown” yards, either to White Hill or to the South Canyon Landfill; trimming tree limbs from around trafficcontrol signs; painting curbs in cautionary colors at the direction of the police department; and repairing an asphalt driveway at the Utilities Department that was broken up by installation of a water line to a new employee housing unit recently placed there.

The mowing crew, in addition to its normal seasonal work, used a “brush hog” to widen paths at the town’s Nature Park, and cut down weeds at the archery range at one corner of the park.

In preparation for Mountain Fair, the parks crew weeded and mulched the bulb-out beds along Main Street and in the flowerbeds at Sopris Park. They also weeded and cleaned debris from tree-wells around the downtown area, watered, weeded and “dead-headed” planters around the downtown, removed dead and declining trees from the Gateway RV Park, and picked up broken tree limbs around town.

Local police are continuing to investigate a July 23 attempted sexual assault on the bike path near the intersection of Highway 133 and Village Road in the north part of town.

Police have asked for the public’s assistance in apprehending the suspect, who was described as a Hispanic male, about five-feet, five-inches tall.

The victim, an adult local woman who was able to get away after being touched “inappropriately” by her assailant (as reported by police) and then physically beaten up, was taken to Valley View Hospital with moderate injuries.

Last Friday morning (July 22), a “little girl” (no age given) was hit by a vehicle near the corner of 7th and Main streets, and taken to Valley View Hospital with “serious foot/ankle injuries,” according to the memo. The driver was arrested for driving under a revoked license and for two warrants issued for his arrest. The collision was not “intersection related” and remains under investigation, the memo states.

Following an oral-board interview, the town has made a second conditional offer to fill an opening at the police department, according to the memo. If background checks present no difficulties, one of the applicants might be on the job as early as this week, the memo predicted.

Town planners have been working on a developmentimprovements agreement concerning the proposed Cooper Place Rentals development, and the True Nature Kiva proposal, according to the memo. The agreements are to be considered by the Board of Trustees at its Aug. 9 meeting.

In addition, the planning department has been working on a subdivision/major site plan review application for the Thompson Park subdivision, and for the Stein property at Highway 133 between Colorado Avenue and Main Street.

The Stein application is scheduled for an Aug. 18 hearing before the planning and zoning commission.

One of the three wells in the Roaring Fork River well field was replaced last week, and all three of the wells in the field are now operating. The memo stated that the Roaring Fork water treatment plan peaked at .38 million gallons per day last week, and that the Nettle Creek plant is producing one million gallons per day.

FRIDAY, July 22: At 7:46 p.m. police got a call about juveniles drinking in Sopris Park. After investigating, they arrested three minors (one juvenile and two 20-year-olds) for illegal possession of alcoholic drinks. According to a report, methamphetamine and drug paraphernalia also were found and seized after a search of the alleged offenders, but no charges were filed in connection with the seizure.

SATURDAY, July 23: At 10:59 a.m. police took a report from a local man that his pickup truck had been “keyed” some time the night before, at an address in the 1100 block of Highway 133.

SUNDAY, July 24: At 10:58 p.m. an officer took a report at an address on Garfield Avenue about a young man offering alcohol to a 10-year-old boy, and “making crude comments” about a 10-year-old girl. Neither child was identified, and no arrests were reported.

MONDAY, July 25: At 3:15 a.m. police responded to a call about loud music coming from a vehicle. After investigating, police arrested the driver on suspicion of driving while drunk.

TUESDAY, July 26: At 7:25 a.m. police were called to a store about a juvenile caught shoplifting. The juvenile was summoned into municipal court over the incident.

WEDNESDAY, July 27: At 11:14 a.m. police were called to a store about a man soliciting signatures who had refused to leave the store when asked to do so by employees.

The man was ticketed on a trespassing charge and released.

WEDNESDAY, July 27: At 11:10 p.m. police were dispatched to a fight in progress at a bar. Police were able to follow the two men who allegedly were involved in the fight to a store on Highway 133, where they were arrested and taken to the Garfield County Jail.

This just in As of Aug. 10, it’s no longer illegal to stick a rain barrel next to your house, barn or other structure to catch rain water. In other words, it’s legal to own, and to use as intended, a rain barrel. According to published reports, it took the state legislature a while to finally come to grips with the fact that using runoff rain water really doesn’t have much of an impact on anyone else’s water rights. Don’t get the wrong idea, however, and put numerous rain barrels around your house. According a press release, each household can only have up to two rain barrels with a total storage capacity of 110 gallons. It’s presumed home owners and renters will use the rain water for gardens, outdoor plants or small lawns.

Colorado State University is diving head first into this new era of legalized rain barrels and is offering tips on proper installation and maintenance of the big buckets. And believe it or not, even though private rain barrels were once banned in Colorado, as of Aug. 10 you won’t even need a permit to put one out.

Chip’s in as an indy Carbondale attorney Chip McCrory announced that his petition to run as an Independent in November’s race for district attorney in the Ninth Judicial District has been approved by the Colorado Secretary of State. McCrory was previously chief deputy district attorney, then assistant district attorney for 12 years. The Ninth Judicial District consists of Garfield, Pitkin, and Rio Blanco counties. He has been in private practice for the last 19 years.

P&R considering oer for upgrades to Nuche Park

By John Colson Sopris Sun Staff Writer Carbondale’s citizen managers of the town parks and recreation facilities will meet next week to consider a proposal by a local ranching family to make some improvements to Nuche Park, a rustic expanse of pasture and grassland tucked between the Crystal River and Highway 133 at the south end of town.

The topic is scheduled to come up at the Aug. 10 meeting of the Carbondale Parks & Recreation Commission, which will take place at 7 p.m. at the Sopris Park Picnic Shelter, rather than in the conďŹ nes of a meeting room at Town Hall, according to Recreation Director Jeff Jackel. “It’s really exciting,â€? Jackel said of the offer by the unnamed local ranching family, whom he declined to identify until after the commission meets and discusses the matter.

He wrote in a memo to the parks and recreation commission that the town was approached about the improvements by local real estate agent Sherry Rubin, who is working with the family in question.

Jackel explained that the family offered to pay for the construction of an undetermined number of parking spaces along with the placement of a picnic shelter and possibly some informational signs outlining Carbondale’s historic ranching culture.

This would be the ďŹ rst effort to add signiďŹ cant improvements to the park, which has been owned by the town since about 1990, when it was dedicated as public open space as

part of the approvals for the River Valley Ranch subdivision.

At that time, it was called Bull Pasture Park, so-named after animals once owned by members of the Turnbull family that would graze on the parcel.

But in 2014, the name was changed after a group of local citizens gathered signatures on a petition asking for a new appellation for the park in honor of the Ute Native American tribes who lived in the Roaring Fork River region before white settlers started taking over.

A news story at the time of the name change quoted the petition as saying, in part, “We are proud of our ranch heritage but would like to take our history back another 9,000 years by acknowledging the indigenous people who came before. The park would be [formally named] Nuche-Mu-Gu-AvatumAda’he, Ute for ‘the people’s place of the heart,’ a name given to the valley by the Ute elders Roland McCook and Clifford Duncan.

We would call the park ‘Nuche Park,’ pronounced ‘noosh.’�

McCook, the great-great-grandson of famed Ute Chief Ouray, noted at the time that the name, Nuche, is “our name for ourselves� and means “people of substance, with all the feelings the Creator endowed upon us.�

He said the name Utes is simply a label applied by whites.

At the time of the name change, according to the news story in the Glenwood Springs Post Independent, “petitioners hope to provide a nicer path to the river, plant a

The article noted that, in the winter months when the park is closed, bald eagles have been known to nest in the cottonwood trees along the banks of the Crystal River adjacent to Nuche Park.

Jackel, who said he was not sure whether the ranching family would be present for the parks and recreation commission meeting, indicated pleasure at the idea of dressing up the park.

“This will really make for a nice gateway entrance (to Carbondale) as you come from the south,� he remarked, assuming that the commission would go along with the proposal.

In other planned discussions at the meeting, the parks and recreation commissioners will be examining ideas for replacing playground equipment at Sopris Park in the middle of town; going over a draft budget proposal for the parks department for 2017; and considering a plan to increase the public lighting in the vicinity of Gianinetti-Sewell Park along Village Road in the northern section of town.

TD news is good, but maybe not final word Courts might play a role

By John Colson Sopris Sun Staff Writer Regional public lands conservationists cheered last week when the BLM announced, as its “preferred alternative” under a recently completed Environmental Impact Statement (EIS), that it plans to cancel 25 controversial gas-drilling leases in the remote region known as the Thompson Divide area near Carbondale.

While the news generally was acknowledged as good by those who want to keep drilling rigs out of the relatively untrammeled Thompson Divide area, that outcome is by no means assured by the BLM's announcement, according to experts on the situation.

“There's some confusion about just exactly what the announcement was,” said Sloan Shoemaker, executive director of the Wilderness Workshop, which has worked for years to prevent drilling in the Thompson Divide.

He said he has been congratulated by many people for having won protection of the area from drilling rigs, but he said that is not, strictly speaking, true. At least, not yet.

The actual, final Record Of Decision is not due out until later this year, according to David Boyd, public information specialist with the BLM's office in Garfield County.

Boyd, when asked about the chances of a change in direction between now that that final decision, told The Sopris Sun in an email, “The full range of alternatives is on the table until we sign a final decision (ROD),” meaning that while the BLM has identified lease cancelation as its “preferred alternative,” there are other alternatives that could possibly become fall-back measures.

Eight years The BLM’s announcement is the latest chapter in a con-

troversy that dates back more than eight years, when a coalition of environmentalists, ranchers, recreationalists, hunters and others began working to prevent drilling in the region surrounding the tributaries of Thompson Creek to the southwest of Carbondale.

The TDC began agitating to prevent oil and gas drilling in lands that until about 2008 were not broadly known as a single, cohesive part of the backcountry.

At one point, Wilderness Workshop and others sued the BLM over what the plaintiffs felt were illegally issued leases due to an inadequate level of environmental review in 1993, which was seen as being in violation of the National Environmental Policy Act. A judge ordered the BLM to take another look at 65 leases, issued between 1995 and 2012 under that 1993 review, including 25 in the area now known as Thompson Divide.

It is these 25 leases that the BLM is moving to cancel, under the preferred alternative of the just completed EIS. The preferred alternative is one of five alternative solutions, ranging from a “no action” alternative that would leave the current lease arrangements in place and intact (alternative one) to the outright cancelation of all 65 leases (alternative five).

The preferred-alternative decision, if finalized, would mean a certain amount of added restrictions and protections for some of the remaining leases in the list of 65 that presently are not producing any oil or gas, but would leave open to development a number of the remaining leases found in areas west of Thompson Divide that currently are the sites of producing wells.

If the 25 leases are canceled, Boyd confirmed, the federal government would reimburse the lease holders approximately $1.3 million, the amount the companies have shelled out for the leases. That would be just over half of the $2.5 million that the TDC at one point offered to pay the com-

panies to abandon the leases.

Wilderness Workshop, in the meantime, has been pushing the BLM to offer greater protection to 27 leases that are outside the Thompson Divide but within the ecosystem that includes the Grand Mesa and Battlement Mesa regions toward Grand Junction, and that provide critical habitat for a variety of key Colorado species of wildlife.

“That's what we think the agency should do,” said attorney Peter Hart, who works with the Wilderness Workshop, explaining that the U.S. Forest Service recently issued a management plan that offered more protection to the area of the 27 leases than the BLM's decision. Because of a quirk in federal law, the BLM manages oil and gas resources under the surface of those lands, even though the USFS is in charge of surface management there.

Among the uncertainties surrounding the BLM's EIS are the possible reactions from the industry, notably the drilling companies SG Interests of Texas and Ursa Resources of Colorado.

Boyd said that, if the cancelations move forward, the industry has no legal recourse because federal law clearly gives the agency the authority to cancel leases that it has deemed improperly issued.

But, Boyd said, the industry can file an appeal of the decision, either to the U.S. Department of the Interior's appeal agency, called the Interior Board of Land Appeals, or in the federal courts.

SG Interests, in fact, has indicated to reporters covering the EIS that it is looking into a court appeal.

Such appeals can take years, Hart said, pointing to the 16year fight over drilling on the Roan Plateau to the northwest of Rifle.

While he doubted that either an IBLA appeal or a court challenge to the decision would take that long, Hart remarked, “I guess I wouldn't rule anything out.”

Sewell Mesa fire forces evacuations up the Crystal

By John Colson Sopris Sun Staff Writer Fire fighters from the Carbondale & Rural Fire Protection District, with help from more than a dozen other nearby agencies, last week moved quickly to put out a fire in the Sewell Mesa area, adjacent to Highway 133 and the KOA Crystal River Campground about five miles south of Carbondale.

The battle with the flames took about one day, starting on Friday afternoon and lasting until late Saturday, and prompted the evacuation of about 40 people, including campers from the KOA campground and residents of the Red Dog Road subdivision, according to Deputy Chief Rob Goodwin of the Carbondale fire district.

According to a statement issued by the Carbondale district late Saturday, as of about 11:30 a.m. on Saturday, all evacuation orders had been lifted and Highway 133, which had been closed periodically throughout the fire fighting effort, was reopened.

No injuries were reported among fire fighters or the public, and no structures were damaged, although a house located at the western edge of the mesa was threatened.

“The fire fighters saved that house,” Goodwin reported, adding that the owner was home and apparently had been trying to douse the flames when the fire crews showed up.

“He was very grateful,” Goodwin said, explaining that the flames got to within about a hundred feet of the structure before

being contained.

Officials believe that the fire was started when an unknown amount of debris apparently was blown into contact with some power lines that traverse the mesa, causing the power lines and a nearby transformer to “arc” and set the debris aflame.

That debris, it is believed, then fell to the ground, igniting the dry scrub and sagebrush on top of the mesa.

Moving into the pinion-juniper forest that covers the hillside, the fire spread rapidly across an area that looms over Highway 133 and the campground.

It was on that hillside that much of the fire-fighting activity took place late Friday and Saturday.

Goodwin told The Sopris Sun that as of about 3:30 p.m. on Friday, shortly after the fire was reported by a camper at the KOA, fire fighters were on the scene and scrambling to put out hot spots at the southern reaches of the area scorched by the flames to avoid it spreading to the Red Dog Road subdivision.

“It was moving very rapidly,” he said of the flames, sparking concerns about the safety of what he said were about 40-50 homes along Red Dog Road.

“K-Max” was pulling water from Lewis Lake, on property owned by Leslie Wexner, at a rate of about 1,500 gallons per trip, over the course of an hour and a half on Friday, Goodwin said.

All during this time, Goodwin reported, fire engines were patrolling the campground and the Seven Oaks subdivision, located across the Crystal River from the campground. He heaped praise on the fire fighting crews, exclaiming, “They really worked well together to stop this from becoming a major fire.”

In addition, Goodwin cautioned, “We're at critical fire danger right now,” as high temperatures and gusty winds continue to drive moisture out of the vegetation and turn it into highly flammable fuel ready to respond to any spark.

He urged people to refrain from starting any fires at all, or setting off fireworks of any type in the vicinity of brushy areas or woods.

Assisting agencies at the Sewell Mesa fire included the Pitkin County Incident Management Team, Pitkin County Sheriff’s Department, Glenwood Springs Fire Department, Basalt & Rural Fire Protection District, Snowmass Wildcat Fire District, Upper Colorado River Interagency Fire, US Forest Service, Colorado Department of Fire Prevention and Control, Juniper Valley Fire Crew, White River Fire Module and Colorado Department of Transportation, Helena Fire Crew, Aspen Fire Department and Garfield County Sheriff’s Department.

Fire restrictions in effect for BLM lands

Sopris Sun Staff Report Stage 1 fire restrictions are in effect for BLM-administered lands in Garfield County as of July 29, according to a press release.

Fire managers base decisions about fire restrictions on specific moisture measurements in vegetation and other risk factors.

“While we have received some moisture in this area over the past few weeks, we are drier than normal and fire danger has reached high levels at elevations below about 8,000 feet,” said Karl Mendonca, Field Manager for the BLM Colorado River Valley Field Office.

The Bureau of Land Management will be enforcing temporary restrictions as follows: • Campfires are only allowed within designated fire grates in developed campgrounds (i.e. a metal, in-ground containment structure; fire pans and rock campfire rings are not acceptable).

• No fires of any type, including charcoal, outside of developed areas.

• No smoking except within an enclosed vehicle or building, a developed recreation site or in a barren area free of vegetation.

• No use of explosive materials.

• No welding or operation of an acetylene or other similar torch with open flame except from an area that has been cleared of vegetation.

• No operation of any internal combustion engine without a spark-arresting device, properly installed and in working order.

Fireworks are always prohibited on BLM, National Forest and National Park Service lands.

The BLM Grand Junction Field Office and Mesa County have been in fire restrictions since July 22.

Based on local conditions, the White River National Forest is not initiating fire restrictions at this time, nor is BLM for lands in Eagle and Pitkin counties. Fire officials caution that there is still a fire danger in these areas, and remind people to be careful with fire.

Restrictions on these BLM lands will be in place until further notice. Violation of federal fire restrictions is punishable by a fine of not more than $100,000 or imprisonment for not more than 12 months or both. Those found responsible for starting wildfires will also face restitution costs of suppressing the fire.

The grant money is to be used for a variety of restoration projects, including repairs to a set of “Osgood windows” on the front porch that came from the Cleveholm Manor outside the village of Redstone (now known as the Redstone Castle) early in the 20th century.

White said Hattie Thompson, whose father-in-law built the historic Thompson house for her and her husband in the late 1800s, bought the windows from the third wife and widow of coal and iron baron John C. Osgood, whose Colorado Fuel and Iron company built Redstone and the nearby coal mines in Coal Basin, as well as the manor house.

– Lew Ron Thompson Hattie Thompson, White explained, was a friend of the Osgoods and, after John C. Osgood died, bought the windows from his widow and had them installed at the Thompson House.

Lew Ron Thompson told The Sopris Sun there are other projects, such as shoring up a foundation wall at one end of the house and finishing a concrete pond on the western side of the house, that also are awaiting funds from the state before they can be completed.

But, he said, there are no serious structural problems outstanding at the house.

He, too, said the society is aiming at opening the house to the public — both for special events by organizations and to the public — as soon as possible in the hope that it will become a popular historic attraction that will bring heritage tourists to Carbondale.

“As more people become aware that the house is open and functioning,” he said, “we hopefully will have more people come (for tours), perhaps on a daily basis.”

Both White and Thompson indicated there is to be a grand opening event in midSeptember.

“It’s a great asset for the town,” Thompson remarked, “unique in the scheme of historic homes in the nation, one of the top five, probably.”

Society officials have proudly pointed out that, unlike most historic homes, the furnishings, clothing, kitchenware and other goods in the house are actually items that were used by those who lived there.

As the society wrestles with the delays and finances involved in running a historic facility, Thompson noted that once it is open there must be a public discussion about how it should be operated and maintained.

“The community owns it,” he declared. “It’s a community discussion now.”

The jackpot and second prize are both guaranteed for a minimum of 20 years, but will continue to be paid out for the duration of each winner’s lifetime. To play, consumers select five numbers from 1 to 48, and one Lucky Ball number from 1 to 18. A ticket matching all six numbers drawn wins the top prize. Drawings are held Mondays and Thursdays at approximately 8:30 p.m.

Library board names finalists The Garfield County Libraries Board of Trustees has narrowed its search for a new director to three candidates: • Amy Hanaway comes from St. Louis, Missouri. She received her Master of Library Science (MLS) from the University of Maryland, and is currently enrolled in Certified Public Library Administrator program.

• Esther Day is from Waco, Texas. She has over 19 years of experience in libraries, and has been a library director in Kentucky and Tennessee, as well as Texas.

• Dustin Fife currently works for Utah Valley University. He was named a Library Journal Mover and Shaker in 2016, and is a past president of the Utah Library Association.

All three candidates were scheduled to tour the libraries on Aug. 3, according to a press release, and have interviews with the Library District Board of Trustees that evening.

On Aug. 4, the candidates will begin the day with additional meetings with staff members. They will then participate in a meet-and-greet from 5 to 6 p.m. at the New Castle Branch Library. All members of the public are encouraged to attend and get to know the candidates. Following the meet

and greet, the Board of Trustees will conduct a secondary interview with the candidates. This interview session is also open to the public.

The Garfield County Library District began searching for an executive director last fall after long-time director Amelia Shelley stepped down to pursue an opportunity close to family in Vancouver, Washington.

The search began with a focus on candidates from neighboring states. In May, two candidates were brought in for in-person interviews. After considerable deliberation, the Library Board of Trustees did not offer the position to either candidate.

The search then continued on a nationwide scale. Interim executive director Sandi Kister and board member Marilee Rippy traveled to Orlando, Florida in June to recruit during the American Library Association’s annual conference. Their efforts generated significant interest in the position, resulting in applications from librarians across the country. Seven of the candidates were interviewed via Skype by the library’s search committee, which was made up of members of the staff, Board of Trustees and public. The committee then decided to bring in three candidates for in-person interviews.

“This is an exceptional library district with a highly productive, creative and successful staff, magnificent facilities and a supportive community,” said Kister. “We want to ensure that we provide an executive director who will capitalize on these advantages and

lead us toward an even better future. We look forward to finding the right candidate for our district during this process.”

Clay Center, C’dale Arts host National XI show “e Intimacy of Scale�

Sopris Sun Staff Report Carbondale Arts, in partnership with The Carbondale Clay Center, opens “Carbondale Clay National XI: The Intimacy of Scale� at the Launchpad and the Clay Center Gallery from 6 to 8 p.m. on Aug. 5 This annual exhibition is a juried show featuring work by ceramic artists from across the country and is open to all types of ceramics and ceramic materials such as utilitarian pots, sculptural ceramics, and large and small installations where clay is the primary medium, according to a press release.

Clay can be a challenging artistic medium due to its many opposing characteristics: clay is strong, yet fragile, soft and hard, forgiving and relentless. As a result of these constraints, as well as process problems such as studio space access, human strength and kiln size, much of the ceramics the public sees falls into a middle scale size range.

Scale plays a huge role in how people relate to artwork, and “The Intimacy of Scale� features ceramic art taking on the less-traditional approach of working on either a more intimate or more monumental scale.

This exhibition features two simultaneous shows. In one show, the work is either eight cubic inches or smaller, or 24 cubic inches or larger. Both the small and large pieces will be showcased at each exhibit to encourage viewers to consider how scale affects their response to a piece of art.

This year’s juror is Chris Gustin, who received his BFA in ceramics from the Kansas City Art Institute in 1975 and his MFA at the New York State College of Ceramics at Alfred University in 1977. He taught at Parson’s School of Design in New York and in the Program in Artisanry at Boston University, later co-founding the Watershed Center for the Ceramic Arts in 1986. Gustin now devotes his energies to his

In “The Looking Glass: Artist Proofs,” photographer Lynn Goldsmith turns the lens on herself and assumes an array of elaborate guises, highlighting the psychological relationship between what we see and imagine.

At The Art Base’s Charles J. Wyly Gallery, Andrew Roberts-Gray’s show is titled “Crazy Mix and the Love Child.” He creates a colorful and intriguing pieces using a crazy mix of materials, such as cardboard, steel, a mirror and plastic line.

The Art Base takes a bit of a breather before launching its next show on Aug. 12.

The Art Base will feature local photographer Jeremy Swanson in a show titled “Mountain Portraits.”

At the Art Base Annex, Teresa Booth Brown show a mix of small diptychs and a wall of framed collage.

In other Art Base news: • Drop-in Crafternoons with Dana Higbie take places from 10 a.m. to 2 p.m. on Sundays. Each week features a different “art-full” project all ages (kids under 4 must bring a parent).

By Lynn Burton Sopris Sun Staff Writer The Colorado Mountain College Board of Trustees has seven at large seats that are elected by all the voters in the six counties comprising the CMC District, according to the college’s website. Board responsibilities include employing and evaluating the president, approving the college budget, establishing college goals and monitoring the progress of the institution. The Board usually meets every other month at locations around the district. The College also serves three additional counties as assigned by the state; they are Chaffee, Grand and Jackson.

Charles Cunniffe District 1, Pitkin County Colorado Mountain College’s trustee from District 1, Charles Cunniffe AIA, is the principal of Charles Cunniffe Architects, and has worked as an architect in Aspen since 1979. He has been on the college’s board of trustees since 2013.

He also serves on the Aspen Rotary-Rotary International World Service Committee, AIA Colorado West Board of Directors (president-elect), Jazz Aspen Snowmass (Governance Chair) and River Bridge Regional Center boards. He was one of the founders of the renowned nonprofit Jazz Aspen Snowmass, and a founding board member of River Bridge.

He holds bachelor’s degrees in architecture, fine arts and sculpture from the Rhode Island School of Design, followed by studies at Harvard Graduate School of Design, MIT and Brown University.

He has been an active college supporter for many years, including as a member of the CMC Foundation Board.

Patricia Theobald District 4, Summit County Patty Theobald was elected to the CMC Board of Trustees in 2015. She is also an elected trustee of the Upper Blue Sanitation District, on the statewide board of directors of Catholic Health Initiatives Colorado Foundation, vice chair of the board of directors of the St. Anthony Summit Medical Center Health Foundation and board president of the Saddle Rock Society foundation.

Previously, among her many community leadership roles she was chairman of the CMC Foundation Board, a committee member of Dancing with the Mountain Stars, on the board of trustees of The Summit Foundation, on the board of directors of the Women’s Foundation of Colorado and member of the parent association at schools in Denver and Breckenridge.

Since 1999 Theobald has been the finance officer for Theobald Family LLP. Previously, she was the director of the U.S. office of

District 6, Lake County Pat Chlouber received a Bachelor of Science from Oklahoma Baptist University and a Master of Arts from the University of Colorado. She taught reading at the elementary level and served nine years on the Lake County School Board. In 1996 Chlouber was elected from the 3rd Congressional District as a member of the Colorado State Board of Education and served five years.

From 2001 to 2009 she worked for the U.S. Department of Education as the secretary’s regional representative, appointed by the George W. Bush administration, working with six states including North Dakota, South Dakota, Wyoming, Utah, Montana and Colorado.

Chlouber serves on the Colorado Charter School Institute Board of Directors, to which she was appointed by Colorado Gov. Hickenlooper. She was elected in 2011 and 2015 as a trustee for the Colorado Mountain College repre-

District 3, West Garfield County Mary Ellen Denomy, a Colorado Mountain College trustee since November 2009, is a self-employed consultant, with certifications as a certified public accountant, accredited petroleum accountant, certified fraud deterrent analyst and master analyst in financial forensics.

She graduated with distinction from Detroit’s Wayne State University with a Bachelor of Science degree in accounting, and has an MBA from Denver’s Aspen University. She has taught oil and gas accounting nationally for more than a decade, as well as auditing for county, state and tribal governments. She has also been an expert witness in numerous court cases.

Denomy has served the National Association of Royalty Owners as president of its Rocky Mountain Chapter and past chair of its National Advisory Council. She was also the first woman to receive the Colorado CPA Society’s “CPA Who Makes a Difference” award in 2002.

In addition, she plays numerous musical instruments, including violin, bass, banjo, guitar, sax and keyboards. She is the musical director of the Glenwood Hot Strings Band and occasionally performs with Symphony in the Valley in Glenwood Springs.

Ken Brenner District 5, Routt County Ken Brenner, who is from a third-generation ranch family in Routt County, has been a CMC trustee since 2011. After studying at Colorado State University, he returned to Steamboat Springs to coach Alpine ski racing and attend Colorado Mountain College, where he completed the health and fitness technology program. He then earned a bachelor’s degree in sports medicine from Regis University.

CMC trustees om page 21 trail, Brenner shifted his energy to community recreation and conservation issues. His first foray into politics was via a grant that funded a five-mile trail from Steamboat Springs into the National Forest to provide safe public access to public lands.

Starting in 1998, Brenner served eight years on the Steamboat Springs City Council and was council president from 2005 to 2007. He also served on the Routt County Planning Commission for almost two years and represented Steamboat Springs on the Colorado Municipal League, Colorado Association of Ski Towns, Associated Governments of Northwest Colorado and Yampa River Legacy Project.

Brenner works as a strength and conditioning coach and operates Performance Sports Medicine, and is president of the Friends of the Yampa, board member of the Upper Yampa Water Conservancy District and the Yampa River Legacy Project Board.

Brenner was elected to the CMC Board of Trustees in 2011 and 2015, and serves as the board treasurer.

Kathy goudy District 2, East Garfield County Kathy Goudy, attorney at law, was elected to the Colorado Mountain College Board of Trustees in 2011 and 2015, representing eastern Garfield County.

Goudy graduated from the University of Nebraska College of Law with her J.D. in 1982. A practicing attorney for more than 28 years, she has argued before the state and federal appellate courts, including the United States Supreme Court in 1987. She is currently an active trial attorney specializing in criminal defense and constitutional interpretation in the Colorado courts.

She was an adjunct professor at the Drake University Law School Legal Clinic (Des Moines, Iowa) and the

executive director of Roaring Fork Legal Services in Aspen, as well as a practicing attorney in Lincoln, Neb.; Des Moines, Iowa; and Carbondale, Colo. She has taken numerous noncredit and lifelong learning courses at CMC and is the proud mom of two sons, one of whom is a CMC graduate. In her free time, you will likely find her on the ski slopes of Aspen or Snowmass or enjoying her grandchildren, friends and the beauty of the mountains.

glenn Davis District 7, Eagle County Trustee Eagle County trustee and CMC Board President Glenn Davis joined the Colorado Mountain College Board of Trustees in November 2009. Previously, the longtime Colorado resident, banker and community volunteer served on the CMC Foundation Board for five years. During his time serving the foundation, the foundation piloted the HERO Scholarship at the Edwards campus.

His first exposure to the mission of the college came with his work helping to select recipients of the Alpine Bank Latino/Hispanic Scholarship.

Davis, who earned a bachelor’s degree in history from Lake Forest College in Chicago, has worked at Alpine Bank since 1988. For 14 years he served as regional president for the Eagle and Routt county areas; he is currently chief retail officer, overseeing all retail functions of 37 locations of Alpine Bank. He enjoys skiing with his family, including his wife, Rebecca, and their two sons.

He also devotes time as a board member for the Ski and Snowboard Club Vail, the Vail Mountain School and the Vail Valley Partnership. In the warmer months, the New Hampshire native likes to bike and play golf.

The EPA must continue to collaborate with local, tribal, and state officials and work to protect the local economy, maximizing local employment opportunities where possible and providing adequate funding from its nearly $8 billion annual budget to ensure that the cleanup is not delayed.

What we have learned from the Gold King mine accident is that it is clear that we need a better approach when it comes to cleaning up contamination in old abandoned mine sites in Colorado and the West. This is an issue I have been focused on for years in Congress, as I have continuously worked toward passing Good Samaritan legislation. The idea at the heart of the Good Samaritan legislation is to remove existing hurdles that discourage Good Samaritan groups that have the technical expertise to conduct successful remediation — including environmental

and conservation groups, and mining companies — from cleaning up abandoned mines and providing our communities and environment with a valuable service.

Past versions of Good Samaritan legislation have stalled in Congress for various reasons, but I am confident in the progress that Senators Bennet and Gardner and I have made towards finalizing legislation that has a good chance of passing into law. I have always contended that in order for Good Samaritan legislation to be effective, it must include strong permitting requirements to ensure that would-be Good Samaritans have the expertise and financial ability needed to responsibly take on these complex cleanup projects. But I also firmly believe that Good Samaritan groups must be protected from civilian-led civil lawsuits. Should a Good Samaritan group violate the conditions of its permit, it should be held accountable by the permitting authority.
