Carters pay a visit In a much-anticipated visit, Jimmy and Rosalynn Carter gave a relaxed talk before a sold-out house of about 200 at Thunder River Theatre on Tuesday evening. Roaring Fork Cultural Council members reserved about half the tickets several months ago; the public snapped up the remaining 100 within an hour after the council announced tickets were on sale two weeks ago.

The former president and first lady appeared at the Aspen Institute earlier in the day then headed downvalley for their Carbondale talk, which was arranged and moderated by long-time friend Jim Calaway.

After Carbondale, the Carters were off to Vail.

Too early to talk fire mill levy

By Carl Smith As many of you may be aware, the Carbondale and Rural Fire Protection District is in the process of developing a master plan for the next 10 years. A significant part of the planning process has been to seek the input of the citizens of the fire district. One of the methodologies to do this has been public meetings and a survey. As Fire Board President, Gene Schilling has written articles for the local newspapers and been on the radio seeking the citizen’s help by completing the survey.

In newspapers and radio announcements, Mr. Schilling has also expressed his personal belief that the fire district needs to seek a mill levy increase (additional increase in property taxes) at the November General Election. I would like to take a few minutes and offer my thoughts on a mill levy increase this November. I would like to state there are multiple factors and in my opinion it is way too early to make a decision about a mill levy in-

crease at this time; here is why: First, the fire district is in the process of a $90,000 master plan Study. This process will not be completed until early August at best.

How can a tax increase be proposed when the citizens, the Master Plan Steering Committee and the district board have not made decisions on what directions will be taken in the next 10 years?

Second, the Fire District Board appointed a Master Plan Steering Committee to review the process and to make recommendations to the Fire District Board. The steering committee will not receive all of the draft plans by the two consultants the district hired until July 29. The review process will not be completed by the steering committee until early August at best.

Third, the 2016 property valuations determination is still in process. Individual residential property valuations increases are widely different. I have met with individuals C&RFPD page 15

Save the birds; breed non-hunting cats

By Patrick Hunter Mary Harris of the Audubon Society was recently before the Carbondale Environmental Board seeking a recommendation to create an ordinance to help reduce the killing of birds by cats. The numbers of bird deaths are staggering. Bird populations are in decline.

However, the larger issue presented by Harris is one of yet another effect of the growth of the population of humans and the resulting devastation to the “natural” world. Unfortunately, it is largely only people with a strong interest in birds that have knowledge of this problem. I put the word “natural” in quotes because even though we have but one world, most of us have little knowledge of things outside our daily lives.

Few people are aware, for example, that we are in the sixth great extinction of species.

Species of both animals and plants are dying out at a faster rate in the Anthropocene (human) era than ever before. In previous extinctions, the rate was far slower. Some scientists and observers are predicting that we Homo sapiens will be one of the species casualties.

Domestic cats may not have been companions of our hunter-gatherer ancestors. But the beginning of agriculture produced a need to control the critters that were suddenly taking advantage of crops growing in the fields and foodstuffs and seed stored in our buildings. Cats became an essential part of the human communities in the new war against birds that wanted to eat the crops and the rodents that wanted to eat the stored produce.

While house cats may have had supplemental food, many cats had to fend for themselves.

Only the best hunters would survive. My family’s all-black cat was born wild, captured and then found by us at the shelter. His hunting skills are keen. Such is natural selection.

But we have steered the evolution of all of

our domestic animals. We have pigeons that carry messages, dogs that herd sheep or point out game, horses that are ever faster or ever stronger to pull the plow, and cows that produce copious amounts of milk. There are a myriad of dog breeds in every imaginable shape, coat, size, skill set, color and disposition. Yet every dog has the wolf as an ancestor.

All of this variety happened only because human selection stepped in to take over for natural selection. The natural instincts of dogs have been varied to make pit bulls more aggressive and golden retrievers more docile. Greyhounds were bred to race, and terriers to chase small critters in small places.

Which brings us to the big “if.” If humans could be convinced that it would be in our best interest to breed cats that do not slaughter the bird population, it could be done. It would work as follows. Among any breed of cats, only the least inclined to hunt birds or small mammals, or both, would be allowed to breed. In time, most cats would lose their instinct to hunt.

The number of wild cats would decline. Under voluntary rules, pet breeders would be able to sell non-hunting cats. Under government edict, only non-hunting cats would be offered for sale.

Of course, a black market in hunting cats would develop in the same way dogs and cocks are bred to fight. Rodents would still have to be controlled. More pet snakes anyone?

So the big question about “sustainability” is whether or not we humans can not only recognize the challenges to our survival but also create the will to meet those challenges.

Moving inside for tennis Dear Editor: Generous volunteers and donors are making a spectacular impact in bringing year-round tennis to the Roaring Fork Valley. The facility in El Jebel will include after-school programs and youth tennis events, and its indoor courts will enable mid-valley high schools to form girls’ and boys’ teams.

Of course, the facility will also welcome adult play and tournaments.

The non-profit Advantage Indooor Tennis group already has raised about half the $1.1 million needed to build the facility. Crown Mountain Park District will provide operating funds, and no taxpayer money is involved or will be sought.

Valley residents are invited to a fundraiser, generously hosted by Portfolio Aspen Properties and sponsored by several local companies, to be held at the St. Regis Hotel in Aspen from 5:30 to 7:30 p.m. on June 30. City Market kicks off application process for new store

By John Colson Sopris Sun Staff Writer With repeated assurances that the action would not carry over to broader approvals or “entitlements” for this or other nearby development proposals, Carbondale’s Board of Trustees on Tuesday agreed to waive a Community Impact Assessment requirement for a planned new 58,000-square foot City Market grocery store, on land once tied to two failed, large-scale development proposals — the Village at Crystal River (VCR) and the Crystal River Market Place (CRMP).

The 7.8-acre project site, at the northwest corner of Main Street and Highway 133 on land once owned by the Colorado Rocky Mountain School, also would contain a gas station and a smaller retail building.

The grocery store is meant to replace the existing City Market store, which the owner, Kroger Corporation, called “outdated and dysfunctional” in a memo to the trustees.

Waiver of the Community Impact Assessment (CIA) was the first step in Kroger’s application process, which planner Janet Buck and other town officials said would include examination of many of the projectrelated impacts covered by the CIA. Town staff recommended approval for

the CIA waiver, which Buck reported would have included impact analysis for five main areas: the environment, traffic, municipal services, the community at large and the fiscal effect on town finances.

Target legislation Town Manager Jay Harrington told the trustees on Tuesday that the CIA process was created by “target legislation” during the controversial approval, and later rejection by voters in 2012, of the relatively massive VCR project. The VCR, if it had won voter approval, would have involved development of the entire 25-acre parcel that includes the piece being eyed by Kroger.

Harrington reported that the CIA probably will be eliminated from the town’s codes as part of an ongoing rewrite known as the Unified Development Code process.

Kroger plans to buy the project site from the current owners, Crystal River Marketplace LLC, and observers have expressed the hope that the application is a sign that Kroger has no intention of finding another building site, perhaps closer to Glenwood Springs, for its replacement-store project.

Town officials had reacted in alarm earlier this year when the Galloway planning

firm, which handles development projects for Kroger, was involved in an application to Garfield County to rezone a 43-acre parcel of land near the intersection of Highway 82 and Cattle Creek Road, from residential to commercial status.

The application, which would have permitted a grocery store in any subsequent development, was withdrawn in early May. The Carbondale relocation plan will follow the town’s traditional development review process, Buck wrote in her memo to the trustees, including subdivision and submission of a utility plan, a drainage plan, a traffic impact study and compliance with the town’s zoning laws for the commercial/retail/wholesale and planned-community-commercial zones that overlay the project site.

Missing info?

At Tuesday’s meeting, Trustee Pam Zentmyer asked Buck, “So, what kind of useful information would we be missing out on” if the waiver were approved.

Buck replied that there would not be much, although she noted, “There are intangibles in the CIA that does give the board more discretion” in negotiations with devel-

opers, such as certain design criteria that could make the project “look like a small mountain town.”

But the exemption is written into the town’s development review process for grocery stores, specifically, in large part because the fiscal impact is well known — the existing City Market is the town’s largest generator of sales tax revenues, which make up the bulk of the town’s annual income.

And, Buck stressed, Kroger still faces public hearings and other review requirements for full subdivision rights, a special use permit for the gas station, and a conditional use permit for the separate retail building.

When asked by Zentmyer why Kroger was seeking the exemption, the company’s assistant director of real estate, Joel Starbuck, replied that it was suggested by town staffers early in pre-application meetings, and conceded, “It saves us a good deal of time” in the review proceedings.

Trustee Frosty Merriott, who was an opponent of the two earlier development proposals for the larger site, remarked that he does not see much to fight about in this current application.

CCAH honoring Ro Mead with two events at the Launchpad Sopris Sun Staff Report The Carbondale Council on Arts and Humanities (CCAH) is holding a celebration and benefit for arts-leader Ro Mead on July 1-3 at the Launchpad. The Y’Art Sale and 24 Hours of Art will raise funds for Mead, who is dealing with cancer and related issues, according to a press release.

Drop off art supplies and art for sale on June 29-30. The sale will operate on July 13 from 9 a.m. to 5 p.m. in front of the Launchpad. On July 2, local artists will start painting a collective piece of art at 6 p.m. and finish on July 3 at 6 p.m. The celebration for Mead will follow. During all these events a Wishing (Ro) Well will be set up and people can throw in wishes and money.

“Every once in a while a person comes along in a community that has such impact it is hard to define,” said a CCAH spokeswoman. “Their work reaches a wide swath of diverse people. Their ideas and commitment to those ideas manifest into realities that grow and strengthen a place. Ro Mead is one of those people. Her work in Carbondale affected development, education and arts and continues today.”

Mead said her first experience of Carbondale was at Mountain Fair. The year was 1976 and Ro had moved to Redstone with her then husband, Henry. Both were ceramicists and had a booth at the fair. As Ro tells the story, “We set up our booth and I told Henry I was going to take a walk around and I would be back in about an hour. Three days later I made it back.”

Folks say Carbondale Mountain Fair can have that affect on people and it usually leads to many laughs, good friendships and a life-long commitment to the community that caused it. Mead has fulfilled that commitment to the Carbondale community through her work with youth, artists and

the Carbondale Council on Arts and Humanities, of which she was director from 2004-2010.

Mead was first known in the Roaring Fork Valley for her art. She created functional pottery and tiles for clients. Her work and techniques inspired many other artists, especially after she began teaching at Colorado Mountain College. “People really loved her as a teacher,” said former business partner and friend Candace Resnick. In the 1990’s Mead and Resnick teamed up in business opening Architectural Accents, which created tile and ceramic installations for the home. Around 2000, she changed her direction back to teaching art at Yampah High School. It was during this time that CCAH approached Ro to take the helm.

In her tenure as executive director of CCAH, Mead helped form the Carbondale Commission on Public Art, and First Fridays. She helped broker the deal with the town and the RE-1 School District, resulting in the Third Street Center. This deal also created an opportunity for CCAH to start an endowment, which continues to grow today. Always passionate about education, Mead started many of the education programs that CCAH still funds today including free after school art classes for Crystal River Elementary School and curriculumbased arts programming at Carbondale Middle School. Mead started the R2 Gallery and created the space CCAH occupied at the Third Street Center.

“Ro brought CCAH and the community together in a way no one else could’ve. She instinctively knew how to touch on the things that were important to this community and make it even better,” said current CCAH Director Amy Kimberly.

On her own, Mead also participated in the Economic Road Map project in the

early 2000’s. She also worked tirelessly on many political campaigns.

After stepping down as director, Mead continued with CCAH for one more year as education coordinator before moving on in 2011. In the last year, Mead has been diagnosed with pancreatic cancer. While she is cancer free at the moment, her pancreas is not functioning, as it should. This is the

biggest battle Ro Mead has ever fought and it is now that the community can give back.

The Y’Art Sale and 24 Hours is the brainchild of two local artists, Rochelle Norwood and Olivia Pevec, who said they believe that art is a way to bring community together.

Crystal peaks; ditches flow normally

From June 11 to June 18, Carbondale officers handled 232 calls for service. During this period, officers investigated the following cases of note:

Sopris Sun Staff Report Town Manager Jay Harrington reported in his weekly memo to the Board of Trustees and employees that “It appears that the Crystal River has peaked for the runoff (season).” He added that the “wall extension” at the town’s ditch head gate had four inches of remaining height above the water level last week, on what was deemed to be the peak day.

The first Mexican Rodeo of the summer is scheduled for the evening of Saturday, June 27, at the Gus Darien Riding Arena, Harrington wrote.

Also planned for this Saturday is the 15th Annual Mt. Sopris Music Festival at the 4th Street Plaza.

The annual Carbondale Clay Center Cajun Clay Night will be held June 27 from 4-9 p.m. Main Street will be blocked off between 2nd Street and Snowmass Drive for that event.

And the annual River Valley Ranch Open Tennis Tournament is to be held on June 26-27, involving the use of tennis courts at Triangle Park, as well as the courts at North Face Park.

The town’s utility department continues to deal with odors issuing from the Carbondale wastewater treatment plant, Harrington wrote, including a visit by “control technicians” working on modifications to the air blowers at the plant. The modifications include a timing device that brings the blowers online periodically during peak load periods, which Harrington indicated had cut down on the odor problems in the past.

After reporting that all of the town’s ditches are functioning normally, Harrington also noted that the main Carbondale ditch was due to be turned off on June 22-23, to accommodate construction activities at the Thompson Park subdivision adjacent to the juncture of Highway 133 and Weant Boulevard. As the parks crew settles into its summertime intensive work schedule, Harrington reported, crews rototilled the Sopris Park volleyball court following a complaint that the sand was too hard. The crews also have applied topsoil and grass seed to sunken graves at the Weaver (Evergreen) Cemetery, and fixed up some damaged turf at Gianinetti Park, and fixed an irrigation line at North Face Park that was damaged on June 13.

In addition, the parks staff got a little help from the Carbondale Fire Department, which watered down the River Valley Ranch/Triangle Park ball field, to loosen the soil sufficiently for town workers to “rip, drag and groom it” for summer play.

The town street crew has been busy repairing asphalt at various points around town, including the bike trail along Highway 133 near City Market, and pavement in the River Valley Ranch subdivision damaged by a water main break last winter.

Highway crews continue working on Highway 133, both the in-town stretch where crews have been doing landscaping and on the stretch between Carbondale and Redstone, where delays of up to 15-20 minutes can be expected as a contractor upgrades the road surface.

Harrington reported that the recreation programming at the Carbondale Recreation and Community Center is humming along, with a full slate of participants (18) in the Start Smart Soccer program for pre-schoolers, and 28 players in the T-ball program starting this week. Other ongoing programs include Girls Only T-ball, skateboarding lessons, youth tennis lessons, Friday Field Trips, the Trails & Tents hiking program, and the youth baseball and softball programs. FRIDAy, June 12: At 3:41 p.m. police got a call about a fight taking place at a location on Merrill Avenue. On arrival, police found no fight in progress, but four men were sitting around drinking beer. The men reported that there had been an argument between one of them and another man, who had left, but that it “had not been physical.”

Upon running the names of the four men through the police computer, officers learned that one of them was subject to a restraining order that prohibited the consumption of alcohol. The man was arrested and taken to the Garfield County Jail.

MONDAy, June 15: At 11:31 p.m. police stopped a car at the corner of Weant Boulevard and Euclid Avenue for weaving. The driver was arrested on charges of drunk driving, driving on a revoked license, and other alleged violations.

WEDNESDAy, June 17: At 7:17 p.m. a local woman reported that her ex-boyfriend threatened to burn her Jeep.

CCAH R2 Gallery slates 13 for 2016 season

The Carbondale Council on Arts and Humanities has released its 2016 lineup for its R2 Gallery, and it ranges from big group shows to small shows with big names, plus two solo shows.

CCAH’s Gallery Committee reviewed 27 proposals from emerging and established artists from the Roaring Fork Valley and beyond. “The quality reflected in the proposals this year is very exciting,” said Dave Durrance, Gallery Committee chair. “I believe that’s because of our incredible gallery space."

When CCAH moved into the Launchpad in 2014, it dedicated much of its space to two galleries and other display areas, and also transferred the R2 Gallery name to the new building. The name honors the late Ron Robertson. “We were thrilled to have so many artists respond with a variety of themes and media, but it was really tough to narrow it down,” said R2 Gallery Manager Brian Colley.

The Gallery Committee followed a list of criteria for evaluating the 2016 exhibition proposals, including: maintaining the quality of artwork, representing all segments of the local artistic community, balancing the types of exhibitions, providing opportunities for emerging and established artists, creating educational connections to the shows, and introducing new ideas and themes that haven’t been exhibited at CCAH. Teaming up in Carbondale Ask Lon Winston what impressed him most about Jimmy and Rosalynn Carter, and he’ll tell you it’s the simplicity of their message and that they are so “genuine on every level … there was no pretention.”

The former president and first lady gave a talk at Thunder River Theatre on the evening of June 23.

Winston, the Thunder River Theatre’s executive director, said he was impressed with what the Carters said but their genuineness put everyone at ease.

Winston met with the Secret Service four times in the days leading up to the event. They brought in a special trained dog for a bomb sweep, but the agents were mostly concerned with how to handle a medical emergency. As for the agents themselves, “they were kind and easy to work with” and arranged meetings around his schedule.

On a scale of 1 to 10, the whole night was a 10. “It was fabulous. The discussions went well.

Jim (Calaway) prepared his questions and they were good … they (the Carters) are a team.”

E-Board recommends expanding ban on plastic bags Town wide

By John Colson Sopris Sun Staff Writer Carbondale’s Environmental Board this week recommended that the town expand its ban on plastic shopping bags to include all businesses, instead of just City Market, the town’s largest grocery store and its biggest generator of sales tax revenues.

The E-Board, as it is known, on Monday approved a proposed ordinance to be sent on to the town’s Board of Trustees.

It was the E-Board that came up with the town’s existing bag ban, passed in 2011, which outlaws the use of plastic shopping bags by all grocery stores larger than 3,500 square feet, and requires grocery stores to charge a 20-cent fee on any paper grocery bags handed out to customers who do not have a reusable bag for their purchases.

A portion of that fee can be retained by the grocer, for use in educating consumers about the bag ban, under the original ordinance.

The proposal to expand the bag-ban came up during an April 21 work session of the board of trustees and the E-Board, where it was mentioned by Trustee A.J. Hobbs, who also sits on the E-Board.

Trustee Frosty Merriott also raised the possibility of banning plastic water bottles within town limits, but there was no supporting discussion by the two boards.

The ordinance forwarded by the E-Board to the trustees would be an amendment to the 2011 law, applying it to

“any business operating within town limits,” as part of the town’s “duty to protect the public health, safety and welfare, including the natural environment and the health of its citizens and visitors,” according to the text of the proposed ordinance passed on Monday night.

The proposal is based on the E-Board’s finding that “the use of all single-use shopping bags (plastic and paper) has several environmental impacts on a local and global scale, including greenhouse gas emissions, litter, harm to wildlife, atmospheric acidification, water consumption and solid waste generation.”

The language of the proposed ordinance also concludes that, despite efforts to the contrary, “very few disposable carryout bags are recycled” and end up in landfills or swirling around in the winds and the oceans, blocking storm drains and creating other environmental problems.

The E-Board estimates that fewer than five percent of the roughly two-billion bags used every year in Colorado are recycled.

The board also concluded that the use of disposable paper bags is only marginally better than plastic, “because the production of these types of bags contributes to natural resource depletion (in the form of trees cut down for pulp), greenhouse gas emissions and waterborne wastes.”

Plastic bags also are known to be a constituent component of large, swirling masses of ocean-born trash that are concentrated in what are known as “gyre” currents, most notably in the Pacific Ocean.

According to the Smithsonian Institute’s “Ocean Portal,”

a website dedicated to oceanic information, the North Pacific Gyre is formed by four major ocean currents converging together, and is also known at the “eastern Pacific garbage patch.”

First publicly discussed in the 1990s, the patch is estimated to contain up to eight million metric tons of plastic trash, which can drown or otherwise incapacitate fish and birds when they are entangled in the mess.

One aspect of this garbage patch, according to the Ocean Portal (or OP) information, is that, while the plastic does not biodegrade, it is slowly disintegrated by the sun’s light and heat into tiny particles that are being eaten by fish and fowl and even becoming hosts to a new kind of “microbial ecosystem” that the OP describes as having an “unknown effect” on the larger ecology.

One way to combat the growth of the patch, the OP reports hopefully, is the banning of plastic shopping bags by governments around the world.

The new ordinance, if approved by the trustees, would be effective as of Jan. 1, 2016, and would mandate that “disposable plastic bags shall not be sold or distributed, retail or wholesale, within town limits by any business.”

The ordinance leaves it to business owners whether they want to sell or give away renewable bags to customers, and establishes penalties for violation of the amended bag ban.

The ordinance calls for “large retail businesses” to continue to sell disposable paper bags to customers at a cost of 20-cents apiece, and to record the number of such bags sold and the amount of cash collected through the sales.

Carbondale police chief gives cops discretion in booze busts

By John Colson Sopris Sun Staff Writer The debate was heated at times during Tuesday night’s Board of Trustees meeting, when talk turned to enforcement of the town’s “open container” laws against drinking in public and how that affects the atmosphere at town-sponsored concerts in Sopris Park.

The issue came up in response to complaints from a Carbondale man when he got a $130 ticket for bringing wine to the park for a concert on June 14.

Carbondale Police Chief Gene Schilling told the trustees that he has given his officers permission to exercise “discretion” in such cases, but noted that the buck stops with him in this instance.

“It was my directive” that the officer followed, Schilling told the trustees, most of whom seemed sympathetic to the difficulties encountered by police enforcing the law.

Trustee Allyn Harvey, however, was testily critical of the police role in the incident.

“Going around and asking people to open their coolers is not discretion,” Harvey declared, adding that if the police see someone with booze in the park they should simply “have them put it away” and caution the citizens against further violations of the town’s laws.

“I find it offensive. I find it offensive that the trustees were blamed for it,” Harvey continued, in a reference to remarks by Schilling indicating that he was acting on the trustee’s orders.

Schilling assured the trustees that he has talked with his officers about his policies, noting, “I’ll guarantee you, searching coolers was not OK. That’s not the way we’ve done it.”

At another point in the meeting, Schilling commented, “Warnings would have been appropriate,” and described another enforcement episode when police found people drinking at Miners Park and issued warnings rather than tickets.

Trustee Pam Zentmyer, while sympathetic to the cops, said she agreed with Harvey that the police attitude should not be, “let’s go in there and be heavy-handed” at a public event.

It was generally agreed that what is needed is more detailed signs than the existing signs at the parks, which state that dogs and glass containers are not allowed, but say nothing about prohibitions against public consumption of alcohol.

Mayor Stacey Bernot recalled having seen a sign once that depicted a dog with a cigarette between its lips and a bottle of beer in its paw, overlaid with the standard red circle with a slash indicating such behavior is prohibited.

After the laughter died down, she said she was unsure where she saw it, “but it covered all the elements. And it’s not derogatory in any way. It just says, ‘don’t do this stuff in the park.’”

Trustee A.J. Hobbs agreed with the need for discretion and

better signs, but warned Schilling, “It could go very wrong, very quick, if we are too strict” in enforcing such laws.

Schilling, after assuring the trustees he would work on the issue, noted that his officers had reported that one activity he might have expected was nowhere in evidence — the smoking of pot by concert attendees. Pot use is legal for anyone over 21 in Colorado, but not in public.

“The guys told me they didn’t see one person that was smoking at the concert,” he reported happily.

Wyly features paintings by BHS’s Savy Cheatham Sopris Sun Staff Report The Wyly Art Center presents “Reinterpretations: what you think you know to be true,” featuring paintings by Basalt High School student Savy Cheatham with mentor Nancy Lovendahl.

“Reinterpretations” features acrylic, watercolor and ink portraits. The show runs through July 4. Gallery hours are Tuesday through Saturday from 10 a.m. to 4 p.m.

“Originally, I explored the reinterpretation of places, real or imaginary, and how different people perceived them differently,” Cheatham said. “Later in the year, I began to focus on drawing.”

This exhibition is offered through The Claudette Carter Art Mentors Program for young women and is directed by internationally known artists Nancy Lovendahl. Each year, Lovendahl and Ingrid Magidson work one-on-one with a Basalt High School and Roaring Fork High School junior from September through June. Students learn first-hand what it takes to become a working artist. They are introduced to the full cycle of the exhibi-

tion process starting with a show concept, building each artwork, then moving on to photographing and promoting, culminating in their one-woman exhibition in The Wyly Gallery.

Upon successful completion of the mentorship, the student helps to select the next year’s mentee. The program is for a high school junior who is considering the arts as a career path. “This mentorship is invaluable in applying for admission and scholarships to colleges,” said a Wyly spokeswoman.

Wyly Annex The Wyly Annex continues its exhibition “Portraits,” featuring Linda Girvin. Her photo-based work features large, archival pigment prints, which examine the bittersweet appeal of life’s transitions through gestures and use of color. “The scanner bed is my paper, and the birds my paint,” explained Girvin. The Wyly Annex will host a reception for Girvin from 6:30 to 8:30 p.m. on July 1, and a dinner on July 2. The show continues through July 4.

Upcoming The Wyly Annex will feature Ingrid Magidson in a show titled “Echoes Through Time.” An opening reception is slated from 5 to 7 p.m. on July 10; the show continues through Aug. 5.

The show will feature Renaissance images layered with antique objects and transparent sheets. Magidson explores the theme of time in a literal sense, embedding clock parts into the works, and sometimes hanging pendulums from the frames. She will discuss her work at the Wyly Annex at 5:30 p.m. on July 30.

The Wyly Art Center will feature Sarah Peterson in a show titled “Retrospective: Intimate Gestures.” The opening is scheduled for 5 to 7 p.m. on July 10. The show features Peterson’s watercolors. She will discuss her work at the Wyly at 5:30 p.m. on July 9. She is also the recipient of the Wyly’s Creative Force award for 2015.

These valuations are in the protest period with the three county assessors — Garfield, Gunnison and Pitkin — and the preliminary assessed valuations will not be available to the Fire District until Aug. 25. These valuations are what the fire district uses to determine the 2016 budget. This is complicated, but do all of us know we need more taxes for the fire district if we don’t know how much the fire district will be getting for 2016?

Fourth, the Roaring Fork School District is planning to ask voters in its district for approval to issue bonds and increase the mill levy to pay for those bonds. This process is still in the development state. What the mill levy increase the school district will be asking for has not been determined. I am concerned that the local governments will be asking for too much at the same time.

Fifth, there will be a question on the ballot from the state of Colorado dealing with a tax refund or permission to expend funds on specific projects and groups. At this time it appears to me a very complex ballot issue; does the fire district want to compete for the attention of the voters in November for this issue?

On my 2014 property tax statement, due in 2015, is 11 different governmental programs with taxing authority. Will all 11 of these governmental taxing agencies take full advantage of the increased property valuations or will some of them curtail their expenditures for 2015 and reduce the amount of taxes they are able to collect? Colorado Mountain College has already stated it will maintain their tuition levels for residents and to do so take full advantage of the increased property valuations. Which other governmental agencies utilize the full valuation increase, including the largest benefiter of the increased valuations, the Roaring Fork School District.

Sixth, the Fire District Board approved the staff of the fire district to compete a comprehensive wage and

benefit survey. Are the wages and benefits of the Carbondale and Rural Fire Protection District competitive with the other fire agencies in the Roaring Fork Valley, or do adjustments need to be made? If so, which personnel — all or the lower ranks? Will this survey require additional funds or reduced funds? It will not be known until the survey is completed and the Fire District Board reviews it.

Seventh, when the 2004 master plan was developed, all of the district board members and management staff have continued to serve the fire district in some fashion — as board members, staff, consultants or newly elected board members. Using my crystal ball, I forecast that all of the Fire District Board members and upper management of the fire district, will no longer be with the organization. I hate to admit it, but a majority of us are getting old and will be moving on.

The 2015 master plan must be written so that the future Fire District Board and management will need to rely on the documents and not the institutional memory of us old guys. So what is the hurry?

The Carbondale and Rural Fire Protection District is at a critical turning point for the future. The citizens, the Master Plan Steering Committee and the Fire District Board are making decisions for the next 10 years.

That year is 2026! The United States will have elected, or reelected, three presidents by the time this plan is completed. So what is the hurry, and why do we need vote on more taxes in November? If needed, the Fire District Board can offer the voters a chance to review its tax levy in May of 2016 without the competing issues that they will be facing in the November election.

General Information All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk.

More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (1-800-426-4791) or by visiting http://water.epa.gov/drink/contaminants.

Some people may be more vulnerable to contaminants in drinking water than the general population.

Immunocompromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV-AIDS or other immune system disorders, some elderly, and infants can be particularly at risk of infections. These people should seek advice about drinking water from their health care providers. For more information about contaminants and potential health effects, or to receive a copy of the U.S. Environmental Protection Agency (EPA) and the U.S. Centers for Disease Control (CDC) guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and microbiological contaminants call the EPA Safe Drinking Water Hotline at (1-800-426-4791).

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:

• Microbial contaminants: viruses and bacteria that may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.

• Inorganic contaminants: salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

• Pesticides and herbicides: may come from a variety of sources, such as agriculture, urban stormwater runoff, and residential uses.

• Radioactive contaminants: can be naturally occurring or be the result of oil and gas production and mining activities.

• Organic chemical contaminants: including synthetic and volatile organic chemicals, which are byproducts of industrial processes and petroleum production, and also may come from gas stations, urban storm water runoff, and septic systems.

In order to ensure that tap water is safe to drink, the Colorado Department of Public Health and Environment prescribes regulations limiting the amount of certain contaminants in water provided by public water systems.

The Food and Drug Administration regulations establish limits for contaminants in bottled water that must provide the same protection for public health.

Lead in Drinking Water If present, elevated levels of lead can cause serious health problems (especially for pregnant women and young children). It is possible that lead levels at your home may be higher than other homes in the community as a result of materials used in your home’s plumbing. If you are concerned about lead in your water, you may wish to have your water tested. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking.

Additional information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (1-800426-4791) or at http://www.epa.gov/safewater/lead.

In addition, the source water assessment results provide a starting point for developing a source water protection plan. The Town of Carbondale has submitted a revised SWAP to the State in 2015, it is available on line on the Town web site under the Utility Department directory.

Additional Violation Information Note: If any violation relates to failing to install adequate filtration or disinfection equipment or processes, or have had a failure of such equipment or processes then the water may be inadequately treated. Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites, which can cause symptoms such as nausea, cramps, diarrhea, and associated headaches. Explanation of the violation(s) and the steps taken to resolve them: On October 1, 2014 the recorded disinfectant residuals from our on line instrumentation dropped to below 0.2 mg/L for 21 hours at the Nettle Creek Treatment Plant site ID.#007 (from 12:30 pm . September 30, 2014 to 9:00am. October 1, 2014).

The standard is that levels may not drop below 0.2 mg/l for more than 4 hours. An automated valve on the disinfection feed system had failed to fully open, this was immediately repaired.

The problem was resolved by 9:15am October 1, 2014. This episode included a failure on the on call alarm system which failed to notify staff of the low disinfection level.

Disinfection residual testing was performed immediately at the entry point to the distribution system. Actual laboratory results of the chlorine residual level were measured to be 0.23m g/1 while the reporting instrumentation was reading 0.09mg/l. Upon repair, the disinfection residual was adjusted to standard operational levels.

Failure of the alarm system was addressed for early detection and on call personnel call out . A public notification was sent out on December 3 rd via E-Mail and posting on the web site.

On September 2, 2014 annual standardization and calibration was performed on the instrumentation by factory representatives at the Roaring Fork Treatment Plant. The output recorder signal had been changed from 0-1 to 0-100 which amplified the scaling span by l00. This in turn placed the recorded values to zero on the instrumentation used for compliance. The remedial action to this was to average the filtrate turbidity values for reporting. This did not enact a treatment technique violation or violation of drinking water quality.

Nepalese expect disaster with upcoming monsoon (Editor’s note: This is Hamilton Pevec’s latest installment from Nepal, where he is helping to organize volunteer relief missions to rural parts of the country).

By Hamilton Pevec Special to The Sopris Sun There is a feeling among all the relief workers and local people that when the monsoon hits, so will disaster. The surface has been loosened by earthquakes and prepped to wash away in the rain. “The monsoon is coming” has added a new level of urgency to our work.

At the beginning of June. Robin, Collin, Devika and myself went back to the Dalit village, Bonpale, to determine if they wanted to learn to build earth bag houses. We knew we had to pass through Palungtar, the village that previously ignored half of it inhabitants because they were from a lower caste. I felt compelled to go back and deliver the supplies requested by those excluded in an attempt to balance things out, right the social injustice.

On one hand it felt good, but on the other I couldn’t help but wonder if this will only perpetuate the caste divisions. Just talking about it, even writing about it is a way of acknowledging that the system is in effect. I believe that if you want to induce major social change, one must begin with the language.

“Choose your words carefully.”

The villagers in Palungtar were well organized. They had a list of requests and an order of priority for the anticipated shortage. My wife, Devika, did very well interpreting and being our liaison. In Palungtar she explained to Laxman, as the villagers listened: “You must give to the most needy first, make sure that the people are helped fairly.” Laxman nodded in agreement. He gave us a short tour of the houses that had been damaged or destroyed.

There was one old woman living alone in a house with the end walls ready to collapse, leaning precariously outward. This has become a familiar look because the way the mud and stone are joined at the corners, the end walls aren’t really connected to the side walls and bare little weight of the roof, so they are the first to fall. Her buffalos were still living under this leaning wall of stone and mud 18-inches thick 15-feet tall. We instructed her to move the buffalos, “but where?” she replied. The old woman was sleeping in someone else’s shelter. Now she will have her own place and hopefully protect her buffalos.

Recon in Bonpale Bonpale, our next stop, sits on the side of a paved road. The village had been skipped by the NGOs. Half a mile on either side villages had received aid. This stop was a reconnaissance mission. Is it possible to build an earth-bag house in Bonpale? Do the villagers want it? I have revisited this village a few times. Each time I return I feel more respect and admiration for these people; they are more kind, better organized and more communicative than most other places I’ve visited.

We spent about two hours doing site analysis. Robin and Collin decided that it was possible to bring in supplies. We all sat down to have a village meeting and the villagers unanimously agreed the rice fields

It took several hours to transport a load of tin and other supplies to where roads ended due to mudslides and April’s earthquakes. After driving as far as they could, volunteers and others trekked in their loads for several more hours. With monsoon upon them, most Nepalese are worried that mudslides and flooding will make life even more difficult than it is now. Photo by Hamilton Pevec took precedent over building because the fields are a year’s worth of food. All the people in the village would be preparing the rice fields; the monsoon waits for no one.

Collin, from France, was spearheading the earth-bag project and was on a tight time limit so he and Robin needed to find another candidate village. I was going to go with them, but the timing overlapped with my next mission, delivering corrugated tin to a very remote village in a district I had never been to — Dhading.

Dhading (June 7) At first they wanted tin tunnel houses, then we offered them only tin and the whole village agreed. They had already begun the wood-beam frames of their new homes and only needed tin to complete the roof. A relief worker named Micole, a 24-year-old single mother and rare Nepali punk rocker with tattoos, was my village contact. When I asked how she knows this village she explained “It’s my mother’s ancestral home.”

I was nervous about this mission because it was so far away in a slide prone area and needed a big budget. We spent over $2,500 (U.S.) on tin and transportation, enough for 32 homes. The morning of our departure our truck did not show up, amplifying my nervous condition. Three hours late, we had the truck loaded and I rode in the back as the sun slowly heated the 4,000 pounds of materials; it was my first time inside a solar oven. We also carried a load of medicines, sanitary pads and snacks.

The drive to Dhadingbesi (Dhading’s capital) took about five hours. Upon arrival we had to change trucks because the next leg of the journey was four-wheel-drive only.

Dhadingbesi was crowded and busy. The influx of refugees was evidenced in the few shelter camps that had been set up. Fancyaid SUVs stood out among the old Mahindra four-wheelers. Within a few minutes of arriving, randomly, Micole met a friend of hers who she hadn’t seen in 12 years. “My

friend was shot in the arm during the revolution” she casually informed me. “She will find us a four-by-four truck,” and she did!

Two hours later we were slowly climbing up the hill heading into the backcountry. Over looking Dhadingbesi I could see seven refugee camps. We passed a big one and our driver told us that all these people were from the village where we were heading. It felt like a confirmation that we chose the right place.

Forest-fire smoke thickened the air. I laughed at the thought of adding wild fires to earthquakes and landslides. A fine beige clay dust covered the road and most everything else around. A billowing dust cloud followed us up the mountain and filled our nostrils, as the windows on the truck did not close. In some places the dust was eight inches deep, the cloud so thick we couldn’t see three feet. The weather was good and I prayed for it to stay that way because I could not imagine passing this road if it was wet.

This was perhaps the single worst road I have been on, even by Nepali standards. We crawled in 4-low until we reached our relay point six hours later.

The villagers were waiting in the night for us in a dirty roadside village called Dharkaphedi. People spooned together sleeping on tarps in the road under the stars.

The steep valley walls left few options. Every flat spot near the buildings was taken. When I asked where I could put my tent they couldn’t tell me. When I looked around five guys came with me. It felt strange. Micole whispered to me “They are worried about you. They say this is a dangerous village that you need to stay close.” I was too tired and out of it to take them seriously.

I walked down the road and up the hill a short ways and found a suitable spot. In the night I heard falling rocks crashing, but the distant river flowing 1,500 feet below was quiet and soothing. At dawn I could see many cracks in the earth around where I slept.

The villagers began unloading the tin.

“HamilTIN!”

Micole found me.

“I was worried about you. I didn’t know where you slept. Three guys came and slept next to you to protect you.”

“Really!?” I replied, because I didn’t hear anyone come close.

“Why would they do that?”

Micole said, “They don’t trust these villagers. They were worried because you are a foreigner, you are here because of them.”

As the sun rose, the tin was distributed in 10-piece bundles, each bundle weighing about 140 pounds. They were rolled or stacked, then tied and secured in the traditional Nepali way of carrying heavy loads NEPAL page 19

“Red Herring”: Madcap romp closes 20th TRTC season

By Barbara Dills Sopris Sun Correspondent Is it a spy story? A detective “whodunit”?

Or a commentary on love? As you’ll soon discover if you go, Thunder River Theater’s (TRTC’s) final show of the 2014-2015 season, “Red Herring,” is all of that … and more. To quote the press release: “Three love stories, a murder mystery, and a nuclear espionage plot converge in this noir comedy about marriage and other explosive devices.

It’s 1952: America’s on the verge of the Hbomb, Dwight Eisenhower’s on the campaign trail, and “I Love Lucy” is on Monday nights. Meanwhile, Sen. Joe McCarthy’s daughter just got engaged to a Soviet spy, and a Boston detective has to find out who

dumped the dead guy in the harbor or else lose out on a honeymoon in Havana.”

Sound crazy? It is. Crazy fun. Like a circus with more than three rings. And plenty of clowns.

The actors—a cast that includes the ever-amazing Bob Moore and SoL Theater’s executive director, Jennifer Michaud—each (except Michaud) play multiple roles (18 total), which could be hard to keep straight if they didn’t all do it so well. The set is equally mercurial, changing often and fast, with feats of furniture moving so clever and deft, they add to the fun and furious pace of the play. Moore (the funniest corpse alive in this play, he was also Weller Martin in TRTC’s recent

Carl Schmidtlein, a principal with the Galloway planning group, replied that Kroger is “very risk averse” and would be

striving to meet or exceed the town’s requirements in this arena.

Mayor Stacey Bernot commented that she believes Kroger will be a good partner in the development process, which stands to benefit the town as well as the company, and said she feels that “this is not an overly phased project, [but is] one that we can appreciate on its merits,” compared to the earlier, failed development projects at the same site.

The play is directed by former RFHS Principal Wendy Moore. While it is her directing debut at TRTC, Moore has many other such credits, including most recently at the helm of local playwright Kristin Carlson’s heralded “Unmarried in America” at Vintage Theater in Aurora.

Hollinger to be produced by Thunder River Theater. He also wrote 2006’s “An Empty Plate in the Café du Grand Boeuf” and 2012’s “Ghost-Writer.” Hollinger is a former student and colleague of TRTC’s artistic director, Lon Winston.

“Red Herring” continues its romp June 26, 27, 28, and July 2, 3, 4. Curtain is at 7:30 p.m., except for the June 28 matinee, which starts at 2 p.m. Thunder River Theatre is located in downtown Carbondale on the red brick walkway.
