Rams Run thanks Dear Editor: Crystal River Elementary School held its fourth annual Rams Run on a sunny Friday in April. This event is a fun, healthy fund raiser benefiting our physical education, art, music, science, library and technology departments and our PTO. Students gathered pledges from family, friends and other generous community members based on the laps they ran or walked.

This year our students showed grit and determination and ran a total of 773 miles, raising over $14,500.

In the past, funds raised from this event have purchased cross country skis and skates for use by every student in PE, and on the winter weekends. Funds have also provided field trips to Hallam Lake, Aspen Mountain, Rock Bottom Ranch, the Redstone coke ovens and castle, Glenwood Caverns and many other educational attractions in our valleys.

Thanks to Stacey Dear Editor: Stacey Bernot is the epitome of public service and leadership. It is not what she did that makes her impressive, it is how she did it.

She handled herself with great integrity, honoring her word, her colleagues, staff, the public, the law and ultimately her family. She came prepared and educated to every meeting on every topic. If she didn’t know something she would put in the time to learn it. She pushed her colleagues to do a better job, too.

Most of all she did it with the ultimate goal of bettering the community and doing it through a fair and just process. What more can you ask of an elected official?

Disagreement is inevitable and not everyone will like everything she did, but it is pretty darn tough to disagree with the sacrifices she has made to help make the community better.

Talks of Wild & Scenic for the Crystal turn serious June 14 meetings slated

By John Colson Sopris Sun Staff Writer A dedicated group of local activists are hoping once and for all to achieve a goal that has eluded them and others for nearly half a century — designation of a stretch of the Crystal River as a Wild & Scenic River under the 1968 National Wild and Scenic Rivers Act passed by Congress.

If proponents Dorothea Farris, Bill Jochems and Chuck Ogilby are successful, the Crystal will become the second officially designated Wild & Scenic river in Colorado.

The only Colorado river designated Wild & Scenic at present is the Cache La Poudre, a 126-mile stretch that rises from Poudre Lake in Rocky Mountain National Park and empties into the South Platte River near Greeley.

The success of the activists’ efforts may well be determined at a series of meetings on June 14, one in Redstone and the other in Marble, involving officials from Pitkin and Gunnison counties and from the Town of Marble.

The first of these meetings, at 4 p.m., is at the Church At Redstone, and is formally intended as a joint meeting of the commissioners from the two counties.

The second, at Marble’s town hall, is scheduled as a meeting between only the Town of Marble and Gunnison County.

The basic intent of the designation effort, according to Farris and others, is to prevent the placement of dams along a 39-mile stretch of river, known as the “main stem,” from Beaver Lake in Marble (located in Gunnison County) to the headgate of the Sweet Jessup irrigation ditch (in Pitkin County, a couple of miles north of the confluence of the Crystal and Avalanche Creek).

According to Farris, some Crystal River Valley residents have been working on getting Wild & Scenic designation for the river for decades — so long that there is confusion about whether the designation already has been granted.

“Some people have come up to me and said, ‘I thought this was already done,’” Farris said in a recent interview with The Sopris Sun. “They were surprised when I told

Aside from that confusion, Farris and others worry that there also is a lack of understanding about what the designation means, and that that there will be opposition to the designation from the Town of Marble and some landowners along the Crystal River.

Opposition Some opposition already has cropped up, in fact.

For example, Farris produced a letter from Wild & Scenic detractors Larry and Jeffe Hall, who identified themselves as

“property owners in the area.” The Halls’ letter, sent to the town and obtained by Jochems, lays out a number of arguments against designation.

The Halls’ letter expresses fears of federal oversight of the land on either side of the Crystal, which some fear would prevent landowners from doing as they like with their property, among other concerns.

When asked if the designation would mean federal officials would be taking over private property rights, Farris replied, “No, they’re not. They’re not taking over the river if CRYSTAL RIVER page 12

Gateway Park, Artway Portal face funding challenges

By John Colson Sopris Sun Staff Writer Gateway, Artway, what’s in a name anyway when a town is trying to spruce up the main entry route from a major state highway?

In Carbondale’s current circumstances, the names are useful in providing an illustration that the town will be having a tough time paying any of the costs associated with either of two projects that either have been started but put on hold or still are in the formative stage.

The first is Gateway River Park, at the intersection of Highways 82 and 133 north of town, which encompasses an upper bench of land at close to the same level as Highway 82, and a lower bench on the banks of the Roaring Fork River.

The other project is known as the Artway Portal, which is part of a larger Artway project that is intended to dress up about a mile-long stretch of the Rio Grande Trail as it passes through the center of town.

“Both are wonderful projects at our gateway entrance to Carbondale,” said the town’s recreation director, Jeff Jackel, in a telephone interview on Tuesday with The Sopris Sun, stressing that the two are not seen by the town as competing against each other.

But while both projects are seen as desirable by the town, a lack of funding is likely to slow development of either one in the near future, Jackel warned.

Gateway underway In the case of Gateway River Park, the town in 2012 came up with a master plan showing how the park property, purchased for $2.5 million in 2010, is ultimately to be developed, starting with creation of an RV park on the upper bench of land that has been up and running for a couple of years.

“The RV Park and boat ramp are functioning,” wrote Carbondale Public Works Director Larry Ballenger in an e-mail to the Sopris Sun recently.

But, Ballenger continued, “the balance of the Gateway River Park plan from 2012 is on hold until there is town funding to match grants. Our current funding model for parks and rec will not support the development of the park in the short term although the plan was to be implemented over a long period of time based on available funding.”

The master plan, which was developed by town staff working with a team of citizen advisors and consultants, is available on the town’s website [www.carbondalegov.org].

It calls for a variety of additional improvements, such as expanding the size of the boat ramp to accommodate more boats than currently can be put into the river at any given time, as well as paving a parking area and building additional restroom facilities, picnic areas, possibly a concessionaire or “general store,” a “learning center” of some kind, and an “at grade connection” directly with Highway 133 [currently, vehicles must turn off Highway 82 at the old Satank Bridge turnout and drive about a half-mile to the RV park and loading ramp].

According to a document provided to The Sopris Sun, the town at one time envisioned spending as much as $3.8 million over 15 years, perhaps as far into the future as 2029.

But Jackel pointed out that revenues from the town’s dedicated half-cent sales and use tax, designated for recreational spending, significantly declined starting in 2008, coinciding with the recession.

When the town purchased the Gateway Park property, according to officials, the town had to dip into the recreationfund balance (about $1 million at the time) to the tune of approximately $500,000 to match grants from Great Out-

doors Colorado (state lottery proceeds), the state parks and wildlife department and other sources amounting to roughly $2 million, in order to make the purchase.

More recently, Jackel said, the town paid off about $130,000 in outstanding debt for a grouping of solar panels on the roof of the recreation center, further eating into the recreation fund.

According to finance director Renae Gustine, the recreation fund currently contains about $800,000; some of which is needed annually to pay off the bonds that paid for building the recreation center in the first place, which have eight years to go before they are retired.

In addition, Jackel said, the recreation sales-tax fund annually pays the $129,000 or so needed to run the town’s swimming pool, as well as in the neighborhood of $175,000 needed to subsidize part of the operating costs of the recreation center itself.

Gustine estimated that the fund may have somewhere in the neighborhood of $550,000 at the end of the year.

But Jackel said the recreation sales tax money is not sufficient for use as matching funds for the kind of big grants that have helped Carbondale in the past.

“We basically don’t have the 30 percent match” that is needed to secure the big grants, Jackel said, although there are smaller grants available, for smaller projects, that do not require local matching funds, he said.

Artway not begun As for the planned Artway improvements, the project is still in the conceptual stage, although the Roaring Fork Transportation Authority [or RFTA, which owns the Rio Grande Trail], the Town of Carbondale and the CarbonARTWAY page 12

Time to bike to work, again Sopris Sun Staff Report National Bike To Work Week is May 16-20 and National Bike to Work Day is May 20, according to Town Manager Jay Harrington’s weekly memo to the Board of Trustees and other recipients.

In conjunction with the events associated with the celebration of biking, the town will hold its second annual bike-riding competition at North Face Bike Park, called The Bonedale Bike Jam, on May 21. Things get started at 10:30 a.m., and the cost of participating is $10 per rider (parental waivers are needed for competitors under 18 years of age), and all riders must be wearing a helmet to compete.

Registration for the Bike Jam can be done online at www.carbondalerec.com, or at the park at 9:30 a.m. on Saturday. For information, call 510-1290.

The North Face Bike Park was the scene last Thursday of the ďŹ rst volunteer work day, from 4:30-6:30 p.m., and the second volunteer work day is this May 19 at the same time. All users of the park are invited to take part in preparing the park for the summer riding season, including weeding, rock picking, painting and helping to install a sand-clay mixture on the riding surface.

In other news from Harrington’s report, replacement of a main electrical line in the Rock Court/Wald Drive area “is not going wellâ€? due to the rockiness of the soils in Carbondale, which Harrington reported is interfering with Xcel Energy’s efforts to bore through the ground for new buried lines. Harrington wrote that the company may need to do some excavation work in the town’s rights-of-way to ďŹ nish the project.

Carbondale’s parks maintenance crew was kept busy over the past week on various repairs and projects, according to Harrington. Up ďŹ rst was a summary of work on the park irrigation systems, Harrington reported, including a “ground faultâ€? on the

Spruce trees have been removed from planters along Main Street, which are being prepared for a ower-planting contest, and the town’s arborist, David Coons, has been responding to citizen requests on tree-trimming in the rights-of-way and in the parks.

The town is accepting cost estimates for a planned installation of new wall tiles in the showers at Gateway RV Park & Campground, and any interested contractors are urged to get in touch with Recreation Director Jeff Jackel at 510-1214.

Registration for the town’s summertime recreation programs is proceeding apace (online registration is available at www.carbondalerec.com), and Harrington wrote that the youth summer baseball and softball programs have been closed out at 100 participants.

Lifeguard training continues, Harrington reported, in preparation for the opening of the John Fleet Municipal Pool on May 28.

Man faces prison time for alleged pot possession Claims trooper profiled him

By John Colson Sopris Sun Staff Writer A Carbondale man arrested earlier this year in Ohio on marijuana-related charges will go to trial on May 26, and could find himself in prison for the next eight years.

But the man, Kelly Harding, 48, maintains he was unaware that there was roughly 123 pounds of pot in the back of the car he was driving east on I-70 through Ohio, bound for New York State, when the car was stopped on Jan. 13 by the Ohio State Highway Patrol.

And at the most recent of three hearings on the case, Harding’s attorney maintained that the traffic stop that lead to the arrest was illegal.

Harding, who was released from jail on Feb. 10 on a bond of $50,000, told The Sopris Sun in a recent telephone interview that he was driving a friend, Craig Voight, 46, also of Carbondale, to see Voight’s mom in New York.

Voight, who was arrested with Harding, was soon released and the charges against him were dropped, apparently because federal drug authorities are investigating him on other matters, according to an article in the Madison County, Ohio newspaper, the Madison Press.

Harding declined to discuss details of his defense, citing his attorney’s advise.

But the May 7 Madison Press article contains details from a court hearing at which Harding’s attorney, court-appointed lawyer Seth Schertzinger, tried to convince a judge that Harding was “profiled” by state troopers because his car bore Colorado license plates and had a Denver Bronco’s magnetized emblem on it.

Schertzinger, who is listed as a “contracts/agreements at-

torney in Plains, Ohio” on the Internet, was appointed by Madison County Common Pleas Court Judge Eamon Costello to represent Harding.

The hearing concerned Schertzinger’s motion to suppress all evidence obtained as a result of the traffic stop.

The bust The state trooper who pulled over the 2014 silver Subaru that Harding was driving (it belongs to Harding’s mother) maintained in court that Harding was tailgating a semitrailer-truck in front of the Subaru, and had closed to within three car-lengths of the truck rather than the seven car-lengths he should have maintained based on highway speeds.

The trooper, Michael Wilson, also testified that he “noticed Harding lean forward on the steering wheel, adjust his hands to the 10 and 2 o’clock positions, and focus intently down the road, prompting him to pull Harding over,” according to the article.

Seeing a blanket covering “something across the back seat of the vehicle,” and that “Harding’s hand shook as he handed over his license,” Wilson testified, he called for a K-9 drugsniffing dog to check out the Subaru, allegedly leading to discovery of the marijuana.

Schertzinger argued that anyone pulled over by a Ohio

state trooper would be nervous, and questioned Wilson as to why he did not mention the tailgating when he talked with Harding at the scene of the traffic stop, and why the tailgating charge did not appear on the charging documents.

“The stop was purely pretextual,” Schertzinger is quoted as saying, calling Wilson’s use of tailgating an “afterthought” to provide probably cause for the stop.

Although Harding questions the integrity of the videotape from Trooper Wilson’s dash-top camera, claiming it has been altered, his attorney was not able to get the cruiser video from two other trooper vehicles called in on the arrest because, according to prosecutors, those videos have been wiped clean per state law that calls for them to be archived for 60 days before they can be reused.

The judge concluded that “it didn’t matter if troopers zeroed in on Harding’s Colorado ties” and ruled that the traffic stop was legal.

Harding is charged with possession of marijuana, a class2 felony in Ohio, and “possession of criminal tools,” another felony, according to the article. The charges carry a mandatory eight-year sentence under Ohio law.

The explanation that charges were dropped against Voight at the DEA’s request, according to the story, came from prosecuting attorney Nick Adkins.

I am so grateful to have served with Stacey and learn from her over the past two years on the Carbondale Board of Trustees. She has taught me the importance of how you do things over what you do. Sharp family matriarch arrested in Kansas

By Lynn Burton Sopris Sun Staff Writer You might remember the Sharp Family Singers from their unexpected visit to Carbondale in April 2014. Under the leadership of their mother, Odalis, the 10-member group was on its way from their hometown of Auburn, Kansas to Oregon to support rancher Cliven Bundy in his 20-year feud with the BLM over grazing rights on federal land.

Long story short: Their 1995 Dodge van broke down in Glenwood Canyon as they headed west and they eventually ended up staying at Crystal River Baptist Church and then Carbondale Community United Methodist Church, where they sang hymns for an Easter sunrise service. During their short stay in Carbondale, the Sharps also sang on KDNK and at Heritage Park Care Center. The Methodist church helped send the Sharps on their way, but at the time it wasn’t certain if they were headed on to Oregon or back to Kansas.

Flash forward to January, 2016, and Odalis was back on the road with seven of her 10 children, headed to the Malheur National Wildlife Refuge in Oregon to support armed militants in their occupation of the refuge.

During the family’s stay at the refuge, 18-year-old Victoria Sharp was riding in a vehicle with Nevada rancher LaVoy Finicum and three other militants, when Finicum ran a road block and was shot and killed by Oregon state police, according to a May 3 Associated Press article in the

Kansas City Star.

In the most recent Sharp Family Singers update, Odalis, 46, was arrested for assaulting a police officer on May 2 after Kansas authorities removed seven of her children from her home. She was booked into Shawnee County jail and later made the $3,000 bail.

According to the Associated Press, Sharp’s arrest occurred after she went to court trying to file paperwork accusing her landlord of breach of contract, who had earlier tried to evict her. Sharp told AP that when she returned home, law enforcement personnel and Kansas Department of Children and Families staffers were waiting. “They wanted me to go with them,” Sharp told the Associated Press reporter. “They wouldn’t let me go to the house. One grabbed my arm and legs and dragged me out of the car. I kicked the woman officer.”

At the time, The Shawnee County Sheriff’s Office was responding to allegations of child abuse.

“The federal government hates us right now, because my daughter is a primary witness of a murder they committed,” Sharp told the Kansas City Star. “ … they want to Sharp family out. And so they divide and conquer.”

According to testimony from a hearing on May 4, five of the Sharp children fled on April 29 as their mother climbed into the shower. The kids took guns from the house and then got a ride from a neighbor to the Shawnee County Sheriff’s Office.

Laura French loves answering students’ questions More so than “teaching”

Since announcing her retirement from Roaring Fork High School, science teacher Laura French has been receiving a barrage of questions from her students, such as: “Can you make sure the next science teacher still does that project where students build rockets?” “... and the one where you make magnetic levitation cars?” “... and the one where you create gear-robots?”

French has been perfecting these science projects over her 35 years of teaching, and evidently they’re quite a hit with students.

French decided to become a teacher when she was a student at Colorado State University. Working as a math tutor, she noticed long lines of students waiting outside her door, while the other tutors sat alone in their offices. “For some reason, people thought I was good at explaining things,” she told The Sopris Sun in an interview earlier this week.

Nevertheless, almost everyone advised her not to go into teaching. “They told me it’s re-

ally hard work and I could make a lot more money if I went into industry,” French said.

She knew, however, that while she loved working in science labs, she also “wanted to be around people.”

French graduated CSU in the spring of 1981 with a degree in chemistry, and began teaching the following fall at Parker Junior High near Denver.

Two years later she started working at Roaring Fork High School where, over the past 33 years, she has taught physics, chemistry, earth science and math. Her favorite classes to teach are chemistry — because “You get to work with kids who have never put things together and seen them fizz and foam” — and physics — because it’s about things that kids are “naturally curious” about.

French said that her overall approach to teaching science is to “inspire students to look at the world in a different way — to wonder and to ask why.”

She noted that students will often ask her about something they saw in a science fiction movie, such as “Can you really do that thing with potatoes on Mars like Matt Damon did in ‘The Martian’?” When she was pregnant,

students would constantly ask her questions about her developing fetus. “I can’t tell you how many biology lessons I taught,” she said.

“When students come up to me and ask me questions, answering those questions is far more important than anything I was going to teach that day.”

French also believes that a curriculum that is activity-based and focused on problem solving tends to get kids most excited about learning. Her assignments have included: make a boat that is powered by rubber bands and can travel the length of the 25 foot trough she keeps in her classroom; and, create a device that is powered by bricks and gravity and can move an egg 27 feet without breaking it.

After retiring at the end of this school year, French and her husband plan to move to the Front Range to be closer to family: her three daughters, her one grandchild (and another on the way), her parents and five of her six siblings. She plans to find a job — possibly something related to teaching or perhaps something totally different. As she told The Sopris Sun, “I can’t imagine being in a different high school. I can’t imagine not being a Roaring Fork Ram.”

Larry Black says final good-bye aer 32 years (Editor’s Note: Roaring Fork High School teacher Larry Black semi-retired from teaching in 2012, but is heading in to fulltime retirement at the end of this school year. Here is the Q&A part of an article The Sopris Sun printed on May 31, 2012, when he first retired).

Sopris Sun Staff Report Question: When you graduated from Roaring Fork did you see yourself coming back here?

Answer: I didn’t even think about going to college. I worked for a year for my dad, who was a builder and for the (Aspen) SkiCo. I didn’t make a whole lot but I saved most everything. At that point I thought “I think I’d like to be a teacher, and I want to be a basketball coach.”

Q: What set you on that path?

A: At that time, all the coaches were teachers. So I thought, “What in the heck could I teach?” I’m not a math teacher or an English teacher. But I thought I could be a shop teacher.

Q: Are kids more or less the same?

A: They’re a lot the same. I’ve always enjoyed the kids. Certain kids I have right now remind me of kids I had 20 years ago. They do different things. The music changes, the clothes change, the hairstyles change, their vocabulary is different. It’s usually pretty subtle. Carbondale kids are great kids. They’re good people to be around. They’re kids, but they’re also polite, mannerly, they laugh.

They do what kids are supposed to do.

Q: Any particular moments or students that stood out?

A: There’ve been some students that were incredibly successful in school and went on to successful adult lives. You just feel great knowing you were part of that. Most kids when they’re in high school don’t really have the ability yet to let you know that they appreciate what you’ve done or that you’ve made a difference. Years later, some kid will knock on your door and they’re not a kid anymore. They’re a grown man or a grown woman and they’ll say “Hey do you remember me, this is what I’m doing. I just wanted

to thank you.” I got an e-mail one day from a kid that said, “I just want you to know I have three daughters, and I built my first daughter a cradle. And I learned how to do that in your class. I love doing that now, it’s my hobby. I live to be out in my shop. All three of my girls have slept in that cradle.”

There’s nothing better than that.

I had this one kid, he was so smart. He became some sort of engineer. I couldn’t even spell it, probably. His daily schedule was like, chemistry, calculus, physics ... and shop. He’d say, “That stuff’s all OK, but if I didn’t get to come in here every day, I’d go crazy. I just need to make something, not think, just DO something.”

Q: What do you think you’ll miss about being here?

A: I’ll miss being the shop teacher, ’cause that’s what I am. That’s what I’ve been for 30 years. That’s my claim to fame. I’ll miss the people that I work with. There’s a lot of folks working here. I’ll miss ‘em all. I’ll miss our custodial staff, I’ll miss our cooks They’re great people.

Carbondale fire district revenues on the upswing Training budget back to historic level

By John Colson Sopris Sun Staff Writer The Carbondale & Rural Fire Protection District, after winning voter approval for a temporary tax hike in 2015, appears to be in pretty good financial shape this year with the budget nearing $3 million for the first time in years, the district’s board of directors was told at a recent board meeting.

But, cautioned Fire Chief Ron Leach, the tax hike is set to expire after next year, and the board needs to determine how it wants to proceed if it wants to avoid a repeat of the district’s recent financial malaise.

The board met on May 11, and the agenda included a presentation by Leach on the district’s budgetary progress for this year and its projected budget for 2017.

According to documents included in the meeting packet, the district this year expects to bring in more than $2.6 million in property and other taxes, plus nearly $300,000 from fees and other sources, for a total of more than $2.9 million in revenues for 2016.

For 2017, according to the documents, the district hopes to bring in more than $3.1 million in revenues.

That compares to a budget of less than $2 million per year over the previous couple of

years, during which the district was spending out of its cash reserves in order to maintain fire and ambulance services at historic levels.

The district’s revenues dropped by roughly 40 percent per year due to the 2008 recession and a resulting crash in property values. Property taxes are the district’s main source of income.

The district’s voters rejected one tax hike request, in 2013, for reasons having to do with the open-ended nature of the tax hike [no “sunset clause” was included] and the fact that it essentially would have doubled the district’s property-tax rate.

But two years later, in November of last year, the voters agreed to a temporary, two-year tax increase that was both less ambitious and in keeping with the electorate’s interest in only approving tax hikes of a predetermined duration.

The district also undertook a year-long master planning process, as promised to the taxpayers after the failure of the 2013 taxhike request, the results of which are being studied and implemented, where possible, by district officials throughout this year.

In his presentation, Leach noted that the district’s cash reserves are expected to continue holding at approximately $1 million. That is well below the $2.88 million in reserves that had built up in the years prior to the recession, but at a level that Leach reported may be sufficient for the district’s needs.

“We don’t like to go below a million dollars in the bank,” Leach stated. “That’s our

policy.” He explained that the district does not have a separate reserves fund, but typically plans it’s spending to keep at least that much in the bank for emergency needs.

He noted that local planning consultant Mark Chain, a former board member and one of the consulting experts in the recent master-planning process, at one time advised that the district might want to raise its standing cash reserves to $2 million, but added that such decisions are up to the board.

“It’s something to keep your eyes on,” Leach said of the district’s bank account. “If we drop below a million, you guys should perk up … that should be a huge red flag” indicating that the district might be in fiscal trouble.

Reviewing the 2016 general-fund budget [which covers the district’s day-to-day operations], Leach told the board that the district expects to spend about $2.16 million on wages and other personnel costs this year, plus approximately $700,000 in additional spending on administration, equipment, training and other expenses, for a total of about $2.85 million.

The district would finish the year with roughly $1.1 million in the general-fund reserve, and nearly $600,000 in a dedicated capital-projects reserve, according to the budget documents.

For 2017, the proposed budget at this point calls for general-fund revenues of $3.1 million, and overall general-fund expenses of slightly more than $3 million, approximately

$2.3 million of which would be for wages and other personnel costs.

Leach noted particularly that the district’s training budget has been increased from a little over $12,000 in 2015 to a nearly $72,000 for this year and a proposed amount of about $73,000 in 2017.

“We cut this drastically in 2014 because of the budget crisis,” Leach said, adding “that’s not wise.”

The training budget needs to be kept up because “this is a dangerous business” and training can save the lives of not only the taxpayers who use the fire and ambulance services, but the district’s personnel, too.

During the budget discussion, Leach noted that the board should prepare itself to start thinking about asking the voters to extend the tax hike approved last year, in order to keep district revenues at their current levels.

“By this time next year, we’ll be talking about that,” he told the board, explaining that allowing the temporary tax hike to simply expire would mean a loss of approximately $500,000 in annual revenues.

The Carbondale fire district covers about 320 square miles, from Spring Valley in the north to Marble in the south. The district’s personnel includes five elected board members, 18 paid staff and about 65 volunteers.

The district board of directors meets on the second Wednesday of each month, at 5:30 p.m. in the district headquarters, 301 Meadowood Drive.

House fire on wheels heading to Carbondale May 26-28

By John Colson Sopris Sun Staff Writer Carbondale’s firefighters will undergo a new training program this month, using what is known as the “Mobile Live-Fire Training Unit,” a large trailer that can simulate a blazing inferno in a house or other structure that lets trainees run through their paces and learn to work together.

The Carbondale & Rural Fire Protection District (CRFPD) training officer, Frank Nadell, explained that the mobile unit is owned by the Colorado Division of Fire Prevention & Control, created four years ago by the state legislature to take over responsibility for wildfires and other fire-related issues.

The mobile unit, though, was only purchased by the division recently, Nadell said, and Carbondale is one of the first of Colorado’s 400 or so fire departments to use it in training exercises.

The training exercises are scheduled to take place at the grounds of the CRFPD, 301 Meadowood Dr., on May 26-28.

The training is similar, Nadell said, to sessions conducted in permanent “burn buildings” erected in Rifle and near Gypsum, which are made available for use by fire departments in surrounding communities.

But this is different, in that the training facility is hauled by truck to those districts that do not have a burn-facility of their own.

The trailer, specially built for fire-fighting training purposes, contains several “burn rooms” lined with heat-resistant tiles to protect the overall structure from the fires, which burn gas and can reach temperatures in the hundreds of degrees.

If the fire gets too hot, he said, different measures can be taken to reduce the heat.

“It’s very safe,” Nadell said.

Nadell said the training exercises typically involve 15 firefighters — three in the burn room itself, using hoses to douse the flames, with others acting as support personnel on the outside, filling such roles as operating the pump, maintaining the water supply for the hoses, and acting as an “incident commander” directing the operation.

In addition, Nadell said, there are safety observers to watch over the exercise, and a ventilation group controlling the heat and smoke by knowing when to break open windows or doors, which typically gives a boost

of oxygen to any fire.

“Having this mobile building allows us to have people work in these different roles, and to trade off,” Nadell said, giving firefighters experience in different aspects of the overall operation.

“It’s all these different groups,” he said, performing a variety of tasks.

“Here in a rural area, every firefighter is trained in a (variety of) different role(s)” so that each firefighter can take up another role if needed.

In big-city departments, Nadell added, firefighters often are paid specialists in these roles.

Nadell explained that modern fire fighting often entails going into buildings that are

filled with modern furniture and other articles made of highly flammable plastics, pressed particle-board and other substances that catch fire and are consumed much more quickly than more traditional articles of furniture made of natural wood and metal.

The modern furnishings, Nadell said, give off smoke that is “loaded with hydrocarbons; very, very toxic.”

Showing an Internet video from Underwriters Laboratories [now known simply as UL], a national safety and testing firm, depicting two “rooms” — one termed “legacy” containing older furniture and appliances, the other labeled “modern.”

Fires were simultaneously lit in each room in a controlled experiment, and within a couple of minutes the flames in the “modern” room were already tall and threatening, while the “legacy” room remained relatively unscathed.

Within three and a half minutes, the modern room exploded in flames and showed temperatures above 700 degrees Fahrenheit.

“This is not survivable,” Nadell said, meaning residents must be gotten out quickly and firefighters must be fully suited-up with protective clothing and very careful upon entering the fire zone.

Legacy rooms, he said, will not reach the same dangerous stage for up to half an hour.

“This is our world,” Nadell continued. “It’s a much more dangerous environment, and getting water on the fire quickly is much more important” than it might have been 20 years ago.

One outcome of these changing circumstances is that it is critical that every firefighter be trained in various roles, “so they all work together in a safe manner,” Nadell said.

The designation, she explained, would involve what is known as “the bed and bank” of the river, and is mainly meant to prevent the construction of dams.

Farris and her team point to the fact that, staring in the 1950s, a state water conservation district won approval to build two dams, one just below Redstone and the other just below the old townsite of Placita, which would have resulted in reservoirs roughly the size of the existing Ruedi Reservoir on the Fryingpan River above Basalt.

Efforts to build those dams ran into resistance among the local population, and were abandoned a few years ago.

Dam fears But activists still fear that dams might be proposed in the future, possibly to feed diversion tunnels to slake the thirst of growing cities on the Front Range of the Colorado Rockies, as is already is happening through 26 tunnels that take water from rivers on the Western Slope.

At the same time, states to the west of Colorado depend on water from the Colorado River, which means the river’s resources are being tapped from both the east and the west, with the likelihood that future water-resource engineers will be calling for more dams and reservoirs on Western

Slope rivers.

Proponents of designation pointed to the construction of the Ruedi Reservoir dam on the Fryingpan River, and the Glen Canyon Dam on the Colorado River that created Lake Powell, as examples of earlier dam-building efforts that have flooded large amounts of terrain, including towns, where there was no local effort in opposition.

“So, this campaign to Save The Crystal seeks limited application of (the Wild & Scenic Rivers Act) to the Crystal.

The only feature of the Wild and Scenic Rivers Act sought for the Crystal is the prohibition of dams on the main stem of the upper 39 miles,” states an introductory memorandum that will be presented at the meetings in June.

Speaking with a reporter, Farris emphasized, “We want to protect the integrity of the river [and] the rights of agricultural users below the Sweet Jessup diversion,” noting that much of the opposition to the designation has sprouted out of what she termed unrealistic fears that local control of the river would be relinquished and private landowners would lose the ability to use their lands as they wish.

The Sopris Sun’s efforts to contact Marble Mayor Will Handville, to gauge the town’s thinking about the designation effort, were not successful.

dale Council on Arts and Humanities [CCAH], as part of its Creative District planning for the town, all are eager to see it get started.

Because it is so early in the planning process for the Artway, Jackel confirmed, there are no cost estimates for planned improvements, which range from a special archway where the trail meets Highway 133, to a “linear park” stretching from the archway to a Latino folk-art garden where the trail crosses 8th Street, and other beautification efforts.

Jackel acknowledged that the town is likely to be in line for some costs connected to the Artway, although RFTA and CCAH are jointly in charge of the planning and execution of the project.

Jackel said the town is looking forward to a boost in sales tax revenue once a planned new City Market store is opened on a site along Highway 133.

“I think you’ll see the town being able to go for larger GOCO grants” once those additional revenues start flowing,

Documents show that the half-cent recreation sales and use tax and other sources pulled as much as $715,000 into the town’s coffers in 2008, just before the recession took hold, though that had dropped to $535,000 in 2009.

Last year the sales and use tax, combined with recreation center entrance fees and other sources of income, brought the annual take up to more than $922,000, according to a document provided by Jackel.

At the same time, however, the town paid out more than that amount in costs of various kinds, resulting in more than $67,000 in red ink for the recreation department, according to the financial document.

The upshot of all this, Jackel said, is that the town has a choice — either dip into its general fund reserves to come up with matching funds for big grants to pay for the projects, or wait to see if the ongoing increase in sales tax revenues will be quickened by the opening of a new, more modern and larger City Market grocery store.

Obituary Landis (Lanny) Kroh 1935-2016 Landis (Lanny) Kroh succumbed to a long and brave battle against stage 4 lung cancer on May 7, 2016. He was born in Bradford, Pennsylvania on June 9, 1935. He lived in Bradford until he was 18, when he attended Lehigh University in Bethlehem, Pennsylvania, where he majored in engineering. Before his senior year he was drafted into the Army for two years. He returned to Lehigh for his last year and graduated in 1961, then worked for 36 years for
