According to Johnny Nieslanik, their 2015 calving season is almost finished.

As of March 31, he said that they have 183 calves with 15 moms still due.

Town losing City Market?

Dear Editor: Back in 2008, when the community was debating the Village at Crystal River (VCR), many opponents of the development thought we could do better; we should reject this deal and the developer would come back with something better. That is exactly what has happened only not in Carbondale. We may be on the verge of losing our grocery store and we have asked for it, not directly, but indirectly by way of rejection.

Kroger has indicated it wants a new grocery store in the mid Roaring Folk Valley, preferably with a fuel station where their cus-

tomers can use their fuel points. The town’s planning staff recently met with Galloway Planning Architecture and Engineering, a Denver based planning and architecture company that claims Kroger and Home Depot as clients to discuss a project at the southern end of the Marketplace property, but Galloway never followed-up and the prospect for a new grocery store seems to have left town.

Kroger seems to have concluded that, given the political climate, their optimal store will never be allowed in Carbondale.

Add that to the bag ban, the Green Commercial Building Code that will add 15 to 30 percent to the cost of a new building, and

the prospect of endless public hearings, the next best alternative is to find a piece of land where that store could be built.

On March 13 the Garfield County Planning Department received an application requesting 43.25 acres of land at Cattle Creek be rezoned from Residential Suburban to Commercial General. The consultant who prepared the application is Galloway. The speculation is that Kroger wants to put their dream City Market on this site. If this speculation is true and the rezoning is approved, we can kiss a grocery store in Carbondale goodbye for a long time.

County rezoning application has trustees worried Carbondale officials expressed anxiety on Tuesday over plans concerning the proposed River Edge development project, halfway between Carbondale and Glenwood Springs, where developers want to rezone part of the project site from residential to commercial in apparent hope of creating a commercial and retail hub at that location.

At Tuesday's meeting of the board of trustees, it was clear that Carbondale’s elected leaders and others are worried that a planning firm that works with the City Market grocery store chain, which is owned by Kroger, is involved in the rezoning effort and may be paving the way for a new grocery store at River Edge, much larger and more modern than stores in Carbondale and Glenwood Springs.

The letter, she told the trustees, was to state with “very strong, direct language” that Garfield County would be guilty of “poor planning” if it approved a rezoning concept that could cause problems for both Carbondale and Glenwood Springs by worsening an economic phenomenon that is known as leakage of sales tax revenues from one community to another.

But the trustees, wary of causing friction with the Garfield Board of County Commissioners, decided that Buck should write a single letter detailing the town’s position, rather than separate letters from the P&Z and the board of trustees.

“I would not accuse Garfield County of poor planning,” stated Trustee Allyn Harvey.

“I just wouldn’t do it.”

Instead, he and other trustees reasoned, the letter from the town should focus on a belief that approval of the rezoning would represent a negation of the county’s own land-use planning, including provisions in the county’s Comprehensive Land Use Plan. To approve the rezoning, Harvey said of the letter’s message, would be “out of order with

what you (the county commissioners) have envisioned for this area.”

History The rezoning proposal for the River Edge parcel is seen as part of a broader effort to get something moving on a project that has been on the books for more than a decade and a half but has never gotten off the ground.

The property in question has been the subject of four different development plans since the late 1990s, including two versions of Sanders Ranch, one of which called for a large commercial component; Bair Chase, which had an 18-hole golf course; and, most recently, Cattle Creek Crossing, a primarily residential project.

The successive failures of the development plans have left the property with a dilapidated, scraped-over appearance where once there was a thriving ranching operation.

The project is now called River Edge, for which a preliminary plat and planned unit development (PUD) plan were approved by Garfield County in 2011. At that time the primary developer, Carbondale Investments REZONING page 8

Obituary “An Abundant Life” In Loving Memory, Ruth (Ditty) Brown Perry died peacefully at her home on Tuesday, March 24, 2015.

She was born on Nov. 28, 1918 in Denver, Colorado to David Robinson Crocker Brown and Ruth McNutt Brown. Ruth spent her childhood summers in Aspen, at the family home above Hallam Lake and her winters in Denver. Growing up, Ruth was an avid horsewoman, often riding horseback with her family to Snowmass Lake, over Taylor Pass, and numerous other trips in the mountains.

Known affectionately as “Ditty” to her friends, she treasured the Quiet Years in Aspen. Ruth loved to ski and often hiked up Aspen Mountain for a run. She enjoyed hiking with family, friends and her dogs. She married her lifelong childhood friend Robert M. Perry (Bob) on May 17, 1940. They moved to Carbondale in 1941 and started the Mt. Sopris Hereford Ranch where they raised cattle, horses and their seven children. Bob and Ruth were married for 66 amazing years. They ranched for over 65 years and were an integral part of the Carbondale community.

Throughout her life, Ruth welcomed everyone into her home, with a cheery smile, welcoming spirit and food for any number of last minute visitors. Ruth’s enthusiasm for life was contagious and filled everyone around her with joy. Ruth instilled in her children and grandchildren a love for the outdoors, and the knowledge of how to live life abundantly. For Ruth, the abundant life was one filled with love for God, country and family.

She is survived by her six children: Robert (Robin) M. Perry III (Cindy Perry), Roz Turnbull (Tom Turnbull), Ted Richardson (son in law), Nancy P. Shaffer (Dr. William Shaffer), William K. Perry (Judy Fox-Perry), Marj Perry (Bill Fales), Charlotte Perry White (Dr. Andrews A. White); 26 grandchildren and 46 great-grandchildren, all of whom she kept up with and loved dearly. She was predeceased by her husband Bob, daughter Ruth Richardson, and her brothers Gordon, Fletcher and DRC Brown.

In lieu of flowers, memorials in Ruth’s name can be given to: The Church at Redstone (213 Redstone Blvd., Redstone, CO 81623); N.W. Youth For Christ (1614 Grand Ave. Glenwood Springs, CO 81601); and The Carbondale Historical Society Thompson House (499 Weant Blvd.

Saturday’s mystery smoke As an otherwise beautiful, blue-sky spring day continued into the late afternoon last Saturday, March 28, the Roaring Fork Valley continued to haze up with gray smoke. In the summertime when the valley gets smoky and mountain side ridgelines become defined, folks figure it’s probably from a wildfire blowing in from elsewhere in Colorado or just about anywhere in the west. With snow still melting in the high country, however, a wildfire seemed an unlikely culprit for last weekend’s smoke. So, where’d it come from? Well, it just so happens federal fire officials from the Upper Colorado River Interagency Fire Management Unit are planning several springtime prescribed burns in Mesa, Garfield and Eagle counties, according to a press release.

“Prescribed burns reduce fuel loads that have accumulated in areas vulnerable to wildfire,” the press release said. “Fire is a natural process; reintroduction of fire to the ecosystems is beneficial to these areas and the wildlife that live there.” Burn sites include areas around Palisade, Fruita, Molina, Gypsum and El Jebel. Although burns are scheduled well in advance, federal officials can call them off on short notice. “We will only ignite these prescribed fires if conditions are ideal for a safe, effective burn, as well as for good smoke dispersal away from area communities,” said Lathan Johnson, fuels specialist with the Upper Colorado River Fire Unit.

Trustees kick plan back to recreation commission

By John Colson Sopris Sun Correspondent For the second time, the Carbondale Board of Trustees on Tuesday declined to approve the draft Parks, Recreation and Trails Master Plan and sent the plan back to the Parks & Recreation Commission for further consideration.

The plan was initially submitted to the trustees for their March 10 meeting, but was put on hold over concerns that the plan failed to adequately address such issues as accessibility to public parks as required by the Americans with Disabilities Act (aka ADA); a concern that insufficient attention had been paid to riparian habitats; and a feeling among some trustees that the town needed more “passive” park facilities and less intensive recreational development of some parks.

Some of the same concerns surfaced this week, despite assurances by Recreation Director Jeff Jackel that the parks and recreation commission on March 11 had incorporated changes in the plan as the trustees had directed.

But new ones also came to light, such as concerns expressed by Trustee Pam Zentmyer and Mayor Stacey Bernot about a proposed “wading play area” along the stretch of the Crystal River as it passes through townowned property.

Worried that the wading area could be a dangerous “attractive nuisance,” Bernot sug-

gested the plan identify it as a “shallow area” or a “sitting area” along the riverbank, where users could sit and watch the river go by or wade into the shallows without any encouragement from signs.

Some trustees reiterated their discomfort with plans for the so-called “Island Park,” a small, town-owned island in the middle of the Roaring Fork River east of the Highway 133 bridge where the plan had contemplated camping and other river-oriented activities.

Amplifying earlier concerns, Zentmyer and Trustee Katrina Byars suggested they would prefer to see no recreational development or use of the island, rather than be responsible for development that might harm the island's wildlife and untrammeled openspace attributes.

The trustees directed Jackel to eliminate language in the draft plan that called for development on the island, as well as scaling back development plans for another new public parcel known as Nuche Park, along the Crystal River.

The mayor noted that she hoped “to keep it (Nuche Park) in a preserved status” and leave it to future trustees to determine the level of development appropriate both for Nuche and the island park.

The trustees concluded that the plan still needs work, and directed Jackel to take it back to the commission for another look.

LLC, proposed to use 160 acres of the larger 281-acre site for a mix of 366 single- and multi-family residential units.

But the documents now being reviewed by Carbondale, as a “referral” from the county planning department, involve a separate, 43.25-acre section of the larger site, where property owner Garfield County Commercial Investments LLC, a subsidiary of Carbondale Investments, apparently wants to build a general retail center of unknown size and density, purportedly to serve the needs of the new community.

According to diagrams provided to the town by Garfield County, the parcel is on the west side of the highway and sandwiched between Highway 82 and the Rio Grande Trail, between the two intersections at Cattle Creek Road (County Road 113) and Spring Valley Road (CR 114).

“Thanks, Jeff, we’ll get there,” Bernot said to Jackel as he gathered up his papers to leave the meeting chamber.

“I mean, this is great work, there are great things in this plan,” she continued, praising the parks and recreation commission for its hard work and, overall, for “the flexibility of this plan” to be revised as the community's conditions and needs change over the years.

In other action, the trustees: • Approved a request from Phat Thai restaurant on Main Street to start curbside

memo to the trustees, noted that in 2011, the Carbondale P&Z expressed reservations about the need for the entire project over concerns it would create a brand new community in between the existing towns. In this week’s memo to the Carbondale Board of Trustees she stated that “this concern is now exacerbated” by the plans to include a retail center that could include light retail, manufacturing, equipment storage and other commercial businesses which could “go beyond serving the existing and potential residential units” being created by the project.

All of this, Buck noted, could result in a development that “could compete with existing municipalities” for retail customers and sales tax revenues.

Buck also maintained that the River Edge rezoning request “does not appear to be in compliance with the Garfield County Comprehensive Plan,” because it does not meet the

county’s own criteria for creating an “unincorporated community and rural employment center.”

Both Buck and Harrington pointed out that the referral documents contain no information about the size of the retail center envisioned by the developers, or about what anchor tenants may be waiting in the wings to occupy stores there.

“I can’t say it’s City Market, I can’t say it’s not,” Harrington told the trustees. “I can’t say it’s Wal-Mart, I can’t say its not.”

But if a big-box retail store does open there, Harrington continued, its sales tax rate could be roughly half the sales taxes imposed on retail sales in Carbondale, with savings that could entice shoppers to make the drive and save some money.

Mayor Stacey Bernot, agreeing that Carbondale needs to make its feelings known, also agreed that the communication should not be couched in “inflammatory language.”

“I am concerned with the tenor of what

Trustee Pam Zentmyer suggested the letter should point out that “there is not a lack of service, or an increase in population” that would merit the creation of a large commercial development at River Edge, and that the possibility exists that the development might get started but then fail, leaving an unsightly, half-built project that would be “even worse than what we already have there.”

At the end of the discussion, Harrington urged the trustees to contact him and Buck with ideas for inclusion in the letter, which must be delivered soon to the county in order to have any effect on the county’s review of the application.

Buck explained that the proposal must undergo review by the county's planning staff, the county's planning and zoning commission, and finally the county commissioners before a decision will be made on whether to approve or deny the application.

Heritage fruit tree project gets $10,000 boost

By John Colson Sopris Sun Correspondent The effort to identify and care for heritage fruit trees in the Roaring Fork Valley recently got a major boost, in the form of a $10,000 grant from the Kay Brunnier Tree Fund, which will be used to survey fruit trees in the Carbondale and Missouri Heights area this summer and start a program aimed at caring for and harvesting the fruits from those trees into the future.

Brunnier, who lives in Carbondale, provided the funding through the Carbondale Tree Board as part of a matching-grant program designed to encourage the planting of trees in general around town and around the valley.

As for the fruit of all this effort, so to speak, it at least partly will go toward feeding the needy in the valley through the LIFT-UP program, which has arranged to route the fruits into the organization’s food bank.

The project of identifying and caring for heritage fruit trees in this region, which has been around for more than 10 years, represents the combined efforts of a variety of private and public groups, including the Central Rocky Mountain Permaculture Institute (CRMPI), Ecosystem Design, LiveWell Colorado, Colorado Soil Systems and the Heritage Fruit Guild.

The latter two partner organizations are the work of Jimmy Dula, who in 2009 was an intern at CRMPI and who, since 2012, has been working with CRMPI founder Jerome Osentowski and his architect partner, Michael

Thompson, in keeping the Heritage Fruit Tree Project (HFTP) active and current.

“It’s not my brainchild,” said Dula, referring to the HFTP, the credit for which goes to Osentowski and Thompson.

But, he said, “We’re moving it along a bit,” giving additional credit to Lisa DiNardo, former horticulturist for the town of Basalt, now working for the town of New Castle and helping Dula with the HFTP project on weekends.

He also cited the Carbondale Tree Board (made up of volunteers JoAnne Teeple, Kim Bock, Dan Bullock, Connor Coleman and Shaun Rourke, along with Trustee Katrina Byars, liaison from the town board). Carbondale’s urban forester, David Coon, works with the tree board in helping to keep the HFTP going.

Thompson, whose main role with CRMPI these days is designing and building greenhouses for customers around the U.S., in turn credited Dula’s “youthful energy” as the motivating force behind the HFTP today.

Among other projects, Dula will be in charge of a fruit-tree-pruning-and-care workshop this Saturday, April 4, from 9 a.m. to 1 p.m. at the Sustainable Settings alternative agriculture center south of Carbondale on Highway 133.

Admission to the workshop costs $25, and besides instruction on pruning and other matters by Dula, it will be facilitated by Vince Urbina, community forester with the Colorado State Forest Service, who is a friend of DiNardo’s.

Photo by Lynn Burton “We’re accomplishing a lot of things,” Dula remarked in a telephone interview on Tuesday, meaning the identification of heritage fruit trees, the pruning and caring for the trees to ensure their survival and growth, and the use of the fruit that comes from those trees.

He predicted that the summertime survey will result in the identification of dozens of such trees in and around Carbondale, and many more trees in the broader region.

“I’m thinking we’ll probably get up to 300-500,” he said, in the area that includes Carbondale, Satank and Missouri Heights.

Ultimately, the HTFP team expects to begin a planting program under which area residents can identify a fruit tree they’d like to have in their yard, and a crew from the HTFP will bring it to them and get it planted.

I’d be lying if I told you I don’t miss being that little girl wrapped around Abuelo’s arms not caring about the world around me.

I’d be lying if I told you I wouldn’t do anything to go back and get one more afternoon with him.

I’d be lying if I told you… I don’t miss the people that once left me.

The one person that taught me how to be a warrior was, Tio Alonso.

I’d be lying if I told you I don’t miss them both.

I’d be lying if I told you that I don’t look at my past and wonder how the story would have ended if those people were still by my side.

I’d be lying if I told you Cancer doesn’t affect anyone.

But… the truth is life is just a small present god gives us to enjoy for a limited time.

The truth is Cancer is painful for those going through it and those around.

The truth is death isn’t as bad as it seems.

I’d be lying if I told you I don’t look up at the sky at night and think “Oh, look that’s Grandpa or Tio Alonso!”

I’d be lying if I told you… my eyes don’t fill up with tears when I think of those amazing people the god I believe in, took away too early.

I’d be lying if I told you I don’t look at pictures and think I have the best angels up there taking care of me.

But… the truth is I do look up at the sky and think those things.

The truth is I have the most beautiful angels with god and that I truly do cry when I think “What if..they were still by my side?”

how Grandpa and I used to walk to the park every other day.

My mom in the porch waving goodbye and Abuelo and I walking out on the distance.

The sun smiling bright down on us.

Him pushing on my swing and our laughs bonding together in unison.

As well, as going into his room every Sunday morning and sitting on his lap.

Cancer took him away from me, but what he left me was to keep smiling through hard times.

I remember sitting outside on hot humid summer afternoons with the crickets screaming to each other and listening to mom and Tio talk about old stories and him always saying, “ Mija, I remember when.”

I remember his beautiful smile with that little window in the middle that I never quite understood why it was there, until one day mom told me it was the years eating him away.

It’s better to think of the people we love being in a wonderful place somewhere in the night sky than looking at those people being incarcerated in those white rooms, filled with machines measuring simple things that keep us living on a daily basis, such as the amount of air or blood.

The truth is I’d rather look up at the stars and think that those beautiful angels are simply taking care of me.

Expeditionary Learning authority speaks at CRMS Staff Report “I travel with a heavy suitcase,” writes author Ron Berger in an article on the Edutopia website. “I have been obsessed with collecting student work of remarkable quality and value. I bring this work with me whenever I visit schools or present at conferences ... because otherwise no one would believe me when I describe it.”

Berger emphasizes that the exceptionally high quality student work he collects does not come from “gifted and talented” classrooms or selective private schools. “It’s the work of regular students in typical schools around the country,” Berger writes. “The difference is that these students’ teachers have helped them develop the skills and mindsets necessary to produce work of exceptional quality, and have

built classroom and school cultures in which exceptional work is the norm.” As he shows this work to educators around the country, the fact that most of it comes from urban schools in low-income neighborhoods, Berger states, “leaves most audiences astonished.”

Berger was a public school teacher and master carpenter in rural Massachusetts for more than 25 years. He now works as chief academic officer for Expeditionary Learning, a non-profit school improvement network.

Berger’s work centers on inspiring students through project-based learning, original scientific and historical research, service learning, and the infusion of arts.

Berger also works with the national character education movement to embed character values into the core of academic work. As he

It’s funny how a place in our memory can connect us long after we’ve moved on. I can deďŹ nitely relate to the symbol of a family tree with strong roots and many branches,  (many, many branches!)
