underground fashion rises to the top The Carbondale Council on Arts and Humanities went Underground this year and created a fashion production that was unique, edgy, intense at times and, once again professional and entertaining.

In addition to the clothing and models, the stars of the show were the makeup and hairstyles. From mohawks to a potpourri of freaky “doo’s,” to face and body makeup that was creative, bizarre, elegant and dramatic, models were transformed into otherworld characters that moved, danced, crept and glided across the runway with purpose and charisma.

Created by Laura Stover, the projection mapping that was used as a backdrop added a whole other dimension to the production that drew standing ovations on Friday and Saturday nights.

CCAH outdoes itself Dear Editor: Once again the team at CCAH has outdone themselves. Green is the New Black was not just a success because it sold out both nights, it was a success because it paid homage to the creativity that is cached and released in the fine people of this valley. What the CCAH put on was not just a visual spectacular, it was a gift to this community. Although people are paying to go, ultimately what they walked away with is a priceless and invaluable ex-

perience that likely pushes them to be more creative, more thoughtful about the world they live in and more emboldened in their own skin.

The show was beyond incredible. It truly provided an emotional and visceral journey from the cave to the streets following the theme of “Underground.” The choreography, the dancers, the diversity of the models and the incredible talent exhibited in the diverse clothing is inspiring beyond belief. It was a true extravaganza, a feast, an empathetic odyssey and most importantly a sacred tribute to the talent and passion of CCAH and folks within this valley.

Thank you CCAH for working so hard to put on this event that helps define who we are and incites us to look at ourselves and our potential as a limitless pool of power.

Why land conservation matters Dear Editor: Pitkin County and Eagle County have been partnering in Open Space land acquisitions throughout the Upper Roaring Fork Valley. Saving our local ranch and wild lands is one of the most important things that we, as a society, can do at this time.

My family farm in Pennsylvania is being swallowed up by the advancing city with expanding populations, traffic, crime, pollution and the constant forward beat of progress. I grew up on this 1,400-acre

working farm in the Lehigh Valley in eastern Pennsylvania. Willow Brook Farms was famous for black Angus beef (breeding stock) and world champion quarter horses. We raised corn, potatoes, soybeans and hay in crop rotation. We also raised turkeys and pheasants for sale.

In 1997 the Allentown Bethlehem Easton (ABE) Airport took the back part of Willow Brook Farms by inverse condemnation, and offered my family a small amount for the land. We went to court with the airport for fair market value of our land. After 15 years, the Supreme Court of Pennsylvania awarded in our favor, but we no longer had our land, and the legal system was the true winner of settlement. Ironically, the airport sold our land to the Rockefeller Group who will put the largest Fed Ex Hub on the northeastern coast. Willow Brook Road, which was a two-lane dirt track when I was a little girl, will be a four-lane highway.

In order to keep our farm, we now generate income with an 18-hole golf course, horse boarding operation, hay growing operation, and a wedding and special event center on the remaining 325-acre farm. When I return to Willow Brook Farms I still see the incredible beauty of its historic stone buildings, large open pasture lands, and grand old hardwood trees that my grandfather, my father and I planted when I was a girl. Willow Brook Farms is an island surrounded by city.

Trustees send parks plan back for tweaking

Crystal River restoration gains town’s attention Led by AVLT plan

By John Colson Sopris Sun Correspondent Public and private entities are working on a plan to restore and revitalize a stretch of the Crystal River that is publicly owned but passes through the River Valley Ranch (RVR) subdivision at the southwestern edge of Carbondale.

The project is a partnership among the town of Carbondale, the managers of RVR and the Aspen Valley Land Trust (AVLT), a non-profit organization based in Carbondale, and is called the Crystal River Restoration and Enhancement Project.

According to a “conceptual design” of the project on the AVLT website (www.avlt.org), the objectives of the project are to improve aquatic habitat along the 1.4-mile (7,500 feet); provide “a diversity of fishing opportunities and access;” introduce “oxbows” in the river’s course that will enhance fishing and other recreational opportunities; reconnect a series of “historical small, off-channel streams and oxbow lakes” to the river itself; stabilize the stream bed and banks; and improve the access for all users, including the handicapped, in compliance with the federal Americans with Disabilities Act, among other goals.

In a memo to the Carbondale Board of Trustees from the AVLT (see the packet of information for the Feb. 24, 2015 meeting, available on the town’s website, www.carbondalegov.org), the Crystal River has been characterized as one of the 10 “most endangered rivers” in the country, according to the non-profit river advocacy group, American Rivers.

In reports issued in 2012 and 2014 by American Rivers, the Crystal River moved up from being named the eighth most endangered river (2012) to being part of the second most endangered river basin in the U.S. (the Upper Colorado River, in 2014), according to the AVLT memo.

“These designations are a result of water diversions, threats of storage projects, and the loss and degradation of aquatic and riparian habitat,” the memo stated.

To rectify the Crystal River’s degraded status, last year the AVLT hired Dr. Davis Rosgen and his company, Wildland Hydrology, to come up with the draft conceptual river restoration plan that won the preliminary support of the Carbondale trustees on Feb. 24.

Cost Overall, according to the memo, the estimated cost of a detailed design plan, obtaining the needed permits for working in the river, and doing the work itself, is projected

to be between $2.6 and $2.9 million, depending on variables ranging from the cost of renting equipment to the cost of obtaining fill material.

The AVLT, according to the memo, has expected to donate $20,000 in staff time, as well as $10,000 in grant money from the Aspen Skiing Company’s Environment Foundation, to the early design work of the plan.

In addition, the memo anticipated application for a Great Outdoors Colorado (GOCO) grant, in the amount of $75,000, to be put toward the cost of coming up with a final, detailed design plan from Wildland Hydrology. The GOCO grant would involve $25,000 in matching funds, “which AVLT is currently pursuing.”

Town Manager Jay Harrington, who has worked with Rosgen and Wildland Hydrology on municipal projects in other communities, expressed confidence in the firm and its work, and said, “We’re excited to do some restoration work on the Crystal.”

But, he continued, the town does not have the financial resources to pay for “a project of this magnitude,” and predicted funding will depend on grants from outside sources.

According to the conceptual plan on the AVLT website, the work on the river would involve “channel reshaping, river structures, bridge protection or enhancement … small bridges for trail crossings and park improvements” at the six pocket parks the town owns along the 1.4-mile stretch.

Reshaping the Crystal As part of the reshaping of the river, the plan projects that the river would be narrowed from 150 feet at one point where it crosses the property of Tom Bailey, down to 95 feet, removing river bottom material from the center of the river and using fill material to “replace the eroded banks” to improve in-stream fish habitat.

While noting that many kinds of restorative work are needed, the conceptual plan from Wildland Hydrology notes that “the Crystal River is relatively stable through the Town of Carbondale,” and that it has not meandered much over an 18-year period starting in 1993, before there was much development on either side of the river channel.

As a wide, shallow stream, the river has been subject to some stream bank erosion, the plan states, but adds that “the overall river trend is toward recovery” from the different kinds of degradation is has experienced in the past.

Harrington noted that it is unlikely any actual work in the river will begin this year, but predicted that it could happen in 2016, depending on the availability of funding.

The Carbondale Board of Trustees was expected to give its stamp of approval for a new, 10-year Parks, Recreation and Trails Master Plan last week, but instead decided to send the plan back to staff and the Parks & Recreation Commission for a bit of last-minute tweaking.

For one thing, according to Recreation Director Jeff Jackel, the trustees wanted a better understanding about how the plan might make available a 12-acre, townowned River Island in the middle of the Roaring Fork River, east of the Highway 133 bridge over the Roaring Fork, which has essentially been unused for years other than as a stopover point for occasional boaters.

The draft Master Plan calls on the town to look for ways to use the island “as a rafting campsite and/or dayuse rental space if financial benefit can be found and ecological integrity can be maintained.”

The plan also suggests that the town link up with the Roaring Fork Conservancy, a Basalt-based non-profit that keeps its eye on river health in the Roaring Fork River drainage, “and other river ecology experts to determine if environmental quality can be achieved while allowing access.”

But the trustees seemed unsure if the plan contains sufficient guarantees that the environmental integrity of the island will not be compromised, Jackel recalled.

The trustees concerns, Jackel said, included direction that he “look at the environmental impacts to the island” that might occur if it was more actively used.

He said it appears as though a study should be done, by a paid consultant, to determine exactly what those impacts would be and how they could be handled.

But, he added, “It’s not a high priority” for the town right now, particularly since the island has been all but vacant and unused for the past several years.

Besides the issues related to the island, Town Manager Jay Harrington said the trustees were concerned about whether issues about river ecosystems elsewhere through town had gotten enough attention in the master plan, and asked that those aspects of the plan be examined and modified.

ADA concerns In addition, the trustees wanted more clarity on how the town will deal with the requirements of the Americans with Disabilities Act, which mandates that public facilities be equipped in order to allow easy access to all, including the handicapped.

“They wanted to make some very minor changes,” Jackel said of the ADA compliance issues, including refinements concerning how the plan would meet what are known as “Universal Design” standards for ADA accessibility.

The “Universal Design” standards, according to online information sources, originated at the Center for Universal Design at North Carolina State University, and are based around a set of principles aimed at providing access for all.

According to the Wikipedia online encyclopedia, the term, “universal design,” was coined by an architect and industrial designer named Ronald Mace, a polio victim who “devoted his life” to designing buildings and public spaces with accessibility in mind, and who specifically worked to highlight the issue of accessibility for the handicapped as well as non-handicapped, according to the New York Times. Mace worked as senior research associate, professor and director of the Center for Universal Design. He died in 1998.

Jackel said on Monday that he already had made some changes to the plan, in response to the trustees’ suggestions, and that the Parks & Recreation Commission signed off on the changes at its meeting on March 11.

He said the plan is expected to be in front of the trustees again for adoption either at the March 31 meeting or the meeting on April 14.

Bike polo players looking for turf Sopris Sun Staff Report Recreation-related issues dominated the March 13 weekly memo from Town Manager Jay Harrington, issued to the Board of Trustees, town employees and others.

The Parks and Recreation Commission, at its March 11 meeting, indicated support for the efforts of the Carbondale Bicycle Polo Club to find a field on which to play their games.

The bike polo group had been using the Bonnie Fischer Park area (formerly the playground for the Carbondale Elementary School) but the group was displaced by construction of the Community Oven and placement of a new community garden in that location.

The staff of the recreation department, according to the weekly memo, suggested the group make reservations for park use through the recreation department, for use of one or another of the local athletic fields on Thursday evenings and Sunday afternoons.

Additionally, the Parks and Recreation Commission expressed support for the idea of creating a “Birding Trail” along the Crystal River Nature Trail as it passes through the River Valley Ranch subdivision. The idea comes from the Roaring Fork Chapter of the Audubon Society, and the commission expressed support for the bird-watching

area to start at the South Bridge and extend northward. According to Harrington, town staff will be meeting with officials at RVR this week to discuss the idea.

The Parks and Recreation Commission also talked over what Harrington described as “a list of ‘action items’ to be accomplished in 2015” as reflected in the Parks, Recreation and Trails Master Plan, currently under consideration for adoption by the town Board of Trustees.

Town staff currently is working on a submission to the Garfield County Live Well Board, seeking financial assistance for construction of an “outdoor classroom shelter” at the Community Garden/Bread Oven in Bonnie Fischer Park, at the south end of the Third Street Center.

Town staff also have put portable toilets in town parks, which will stay in place until the park bathrooms are opened for the summer in late April.

In addition, soccer goals are to be erected in the parks this week, for the start of the town’s summertime youth soccer programs.

Registration is under way for the town’s summer youth baseball and softball programs, which are meant for participants between the ages of 7 and 15 years. Registration deadline is April 17, and the cost is $80 per participant (which includes a uniform). According to Harrington’s memo,

the programs typically fill up quickly, and parents are encouraged to sign up early by calling 510-1290.

For other recreation information, Harrington reported that the town’s recreation brochure is now in production and is scheduled for public dissemination during the second week of April.

The town has secured a U.S. Forest Service 10-year special permit. This will allow the continuation of the town’s “Trails & Tents Program,” which provides four hiking trips for local youths every summer, as well as the “Over The Hill” hiking program, which entails three senior-citizen hiking trips and one overnight backpacking trip each summer.

In a non-recreation item, Harrington reported that town planner John Leybourne will be helping out with an information session, entitled “Managing Marijuana,” at the upcoming 2015 meeting of the Colorado Chapter of the American Planning Association conference, to be held in September. The session will cover the issues inherent in regulation of medical and recreational marijuana businesses at the state, county and local level, as well as enforcement issue and economic impacts. Other attending from this area will include two members of the Garfield County staff and one staffer from Adams County.

Cop Shop From March 5-12, Carbondale officers dealt with 262 calls for service, according to a summary of police activity issued by the town on March 13. The following reports represent a portion of that activity, as selected by police staff members.

FRIDAY, March 6: At 4:23 p.m. officers took a report of harassment between unidentified individuals at Roaring Fork High School. No further details were included in a report from police to The Sopris Sun. Well, that’s sort of how the St. Patrick’s Day parade played out on Tuesday at about 4 p.m. This guy (in hat) and his pom-pom waving female partner in a red Jeep were all that kept the town’s string of at least 30 straight St. Patrick’s Day parades in tact. A few minutes later, when everyone figured out the parade was over, Gary Pax grabbed Edward Prunckun (his 94-year-old dad) in his wheelchair and invited spectators to join in an impromptu parade. They first headed east from the vicinity of Bonfire, gained steam and paraders as they neared the Pour House, pulled a U-turn as traffic allowed, then jigged their way back west and concluded the spectacle at Fourth Street. Dawn Barton Welles of Carbondale was recently awarded the title of Global Worldloppet Master Skier by the international Worldloppet Ski Federation. This title is awarded to Nordic skiers who complete 16 ski marathon races around the world. Welles is the ďŹ rst U.S. woman to achieve the ranking. She competed in cross-county ski marathons in Australia, Canada, Japan, Russia, the U.S. and Europe. The Town of Carbondale is soliciting bids for the Barber Drive Reconstruction Project. The project consists of complete removal of asphalt roadway, partial removal of concrete curb and gutter, adjustment of manholes and valve boxes and pouring new concrete curb and gutter and paving new asphalt pavement on Barber Drive. Arrest warrant remains sealed in murder case

By John Colson Sopris Sun Correspondent The suspect in the Feb. 16 murder, Arturo Navarrete-Portillo, is trying to keep quiet and prevent prosecutors, or anyone else, from gaining access to a variety of documents and types of information related to the slashing death of his wife, Maria Carminda Portillo-Amaya, 30.

Navarrete-Portillo, 46, was formally arrested on March 4, after spending more than two weeks in a hospital in Grand Junction, recovering from injuries he sustained in a traffic accident on the morning his wife died in an apartment on the west side of Carbondale.

The warrant for his arrest, and a supporting affidavit that contains the reasons police believe he is the murderer, remain sealed on orders from Ninth Judicial District Judge James Boyd, although the judge has indicated the documents may be unsealed and released for public inspection at the end of March.

According to court documents, Navarrete-Portillo either is or recently has been a resident of Basalt, although police reported at the time of the murder that he and his late wife were living in an apartment on Cooper Place, which is where her body was found by police in the afternoon of Feb. 16.

Others also were living in the apart-

ment, although police have not indicated the other residents are implicated in the killing or considered suspects in any other way.

Navarrete-Portillo is being held without the possibility of bonding out at the Garfield County Jail, and has appeared in court at least twice in the past two weeks, reportedly in a wheelchair. He is being represented by the state’s public defender’s office.

While the arrest warrant and affidavit remain sealed, the rest of the file on the case against Navarrete-Portillo is open to public inspection.

Flurry of motions A flurry of motions were filed on March 15, by public defender Sara Steele and by the District Attorney’s office, including a defense motion aimed at limiting pre-trial publicity on the case by asking Judge Boyd to gag the attorneys involved in the case and prevent them from discussing it with the media or the public.

In addition, Steele and her office have filed motions hoping to “preserve and produce any and all items of evidence” obtained during the investigation and arrest, including notes police officers took at the time. The defense motion, which had not been signed by the judge as of Monday,

noted that “it is the practice of law enforcement to destroy their notes” and asked the judge to specifically prohibit such actions by officers involved in the case.

The defense also hopes to prohibit prosecutors from obtaining jail records related to visitation logs that may have involved the defendant, as well as any medical reports, psychiatric reports, hair samples and “buccal swabs” typically taken from the inside of a defendant’s mouth.

The DA’s office, also on March 15, objected to a defense motion that would lead to production of correspondence between law enforcement officers and the DA, and to the motion prohibiting the taking of hair and buccal swabs.

But as of March 13, no motions had been filed on a central issue — whether or not the warrant and affidavit should be unsealed.

At a hearing on March 10, a deputy district attorney asked the judge to unseal the documents, but Steele told the judge her office objected to that move and probably would file a formal motion to that effect.

DA Sherry Caloia told the Sopris Sun on March 5, in an e-mail exchange about the case, that she had no objection to the documents being made public.

“It is sealed, but not by my doing,” Caloia wrote. “I did want it to be unsealed

but the court on its own said he was keeping it sealed.”

March 23 deadline The judge gave Steele until March 23 to file a formal objection to unsealing the documents, and indicated that if no motion is filed the documents might be made public on March 31, which is the date the judge set for a hearing on all motions.

The affidavit, in addition to providing details about how police went about their initial investigation of the killing, may contain information about how the victim died, what kind of weapon was used, whether others might have known of the crime and how much they may have known.

Police only heard about the crime on the afternoon of Feb. 16, although the victim is believed to have died early in the morning.

According to police, Navarrete-Portillo was on a medical flight to Grand Junction for treatment of two broken legs and other injuries from the accident, which happened shortly after 7 a.m., when he informed the flight crew that he had killed his wife earlier that day.

Carbondale Police Chief Gene Schilling told The Sopris Sun that his department did not learn of that alleged statement until early afternoon, and did not begin a search at the apartment until about 2 p.m.

Celebrity chefs step up for River Bridge fund-raiser Sopris Sun Staff Report The Roaring Fork Valley’s local celebrity chef, Susie Jimenez, is again hosting Imagine 3 to benefit River Bridge Regional Center.

Fans of the Food Network will recognize Jimenez as the runner-up from season seven of “Next Food Network Star.”

Imagine 3 will take place at the Orchard from 6 to 10 p.m. on April 4, according to a press release. Event-goers will be treated to wine and beer, live music by the Starletts, dancing, silent auction, as well as a culinary experience hosted by Susie’s Spice It Up and The Pullman, Town., Phat Thai, Allegria and Tempranillo.

The plan for Imagine 3 was hatched over coffee between neighbors — Susie Jimenez and River Bridge Executive Director Blythe Chapman. The friendship between Jimenez and Chapman grew, and Jimenez was inspired to learn more about local needs, and to truly make a difference in the lives of local children.

“I feel so fortunate for the opportunities I’ve had in my life and to live in such a wonderful community. I’m thrilled that I can make a difference in fighting child abuse and supporting victims,” said Jimenez.

Jimenez’s relationship to food began while picking fruit with her parents, who came to California from Mexico. In 2011, she was one of two final contestants in the Food Network show “Next Food Network Star.” Jimenez has also hosted a Spanish-language cooking show on the station Utilísima and runs catering company Spice It Up. Chapman said she hopes that in addition to raising much needed funds for child abuse treatment and prevention, Imagine 3 will

raise community awareness. She explained, “Child abuse is an unfortunate reality in our valley, and we know it’s a difficult thing for people to acknowledge or talk about. But the good news is that River Bridge is here to help children and families, from the very beginning stages of disclosure, through treatment and into recovery.”

River Bridge Regional Center is a child advocacy center based in Glenwood Springs, serving the communities of Eagle, Garfield, Pitkin and Rio Blanco counties. Basalt Middle School named as one to watch Sopris Sun Staff Report Basalt Middle School was recently chosen as a Colorado Trailblazer School to Watch for the second consecutive time, according to a press release.

Recognized for creating an extraordinary learning environment, Basalt Middle School is once again part of an elite national network of high-performing middle schools. Only 16 out of 505 middle schools in Colorado have received this designation, while nationwide approximately 350 out of more than 13,000 middle schools in 19 participating states — or about two percent — have been honored.

“Our staff and students work incredibly hard to build a strong learning culture at Basalt Middle School,” said Principal Jeremy Voss. “This designation is a wonderful recognition of those efforts. I’m very proud of our community.”

WRFN schedules prescribed burn The Aspen-Sopris Ranger District of the White River National Forest planned to conduct a prescribed burn in the Avalanche Creek area approximately 10 miles south of Carbondale the week of March 16-20, according to a press release. This project has been an ongoing partnership project with shared funding from the White River National Forest, Colorado Division of Parks and Wildlife and Pitkin County Open Space and Trails. Numerous mechanical treatments have occurred throughout the project area boundary over the past four years to help improve critical bighorn sheep habitat. Other objectives include improving big game winter range and reducing hazardous fuels. This

Friday the 13th was a lucky day for Crystal River Elementary School second graders. The Aspen Center for Environmental Studies led them on a snowshoe expedition on Aspen Mountain as part of its winter field science program. Besides having a bit of fun, students learned about animals and how they adapt in the winter, plus snow and skiing safety and basic snow science. For many students, it was their first trip on the Silver Queen gondola, and their first views of their home watershed from 11,000 feet. Officials said they expect the fire pattern will leave a patchwork of burned and unburned vegetation, providing wildlife with better areas to feed among unburned vegetation that provides cover. This burn will also decrease the fuel load that has accumulated over the past few years and help reduce the risk of a much larger, unwanted wildfire by targeting oak brush and mountain shrubs. According to Aspen-Sopris District Ranger Karen Schroyer, “Fire has historically played an important

role in supporting a healthy ecosystem in the Crystal River Valley. We hope to get an acceptable window of weather where we can burn safely and effectively. If we don’t get the right weather, we won’t burn.” Smoke from burning may be visible from various locations along the Highway 133 corridor. Most of the smoke will dissipate during the day though some nighttime smoke may remain in valley bottoms and drainages as temperatures drop.

This carry over smoke is expected to be of short-term occurrence.
