Residents and Colorado Parks and Wildlife officials say the deer numbers at River Valley Ranch seem to be about the same as previous years. Crystal Bridge Drive on the west side of RVR usually see the most deer action. Earlier in the year, some of the deer were staying higher on the slopes and in the draws west of RVR, where it was easier for them to move around to get to food sources. Support climate initiative tax Dear Editor: Spring has sprung and lov …

Wait that was February that just passed, not April. I remember when winter used to be winter. We still had Colorado sun but not three-plus weeks of snow melting, 50-degree sunshine in the middle of it. Last winter it was “Juneuary” with a sweltering stint of spring/summer like conditions, only being saved by winter’s lasts breaths in May, flushing our valley with rain the way the human body counteracts a fever with sweat.

I remember when summer was still summer, but that bank account of water frozen in the form of snow thoroughly covered Mount Sopris through the dog days of August. Now we are lucky to see a few slivers of this precious resource remain crystalized at the summit of our valley’s centerpiece come Labor Day. It is clear the climate is changing and humans have an impact.

Thankfully, nature is resilient and people are resourceful. There are many things you can do as an individual to ensure that future generations have the pleasure to enjoy winter’s wonders and summer splendors. One of the most important things you can do as a registered voter in Carbondale is to vote yes for Ballot Issue 2A. By voting yes for 2A you are supporting a minimal tax to be placed on electricity and gas bills, killing not two, but three birds with one stone. The money generated from this

tax will be used to support energy efficiency upgrades for income-qualified homes, increase the town of Carbondale’s renewable energy sources, and incentivize conservation to lower one’s energy and electricity usage.

For most homes this tax will only result in a $5-$15 per month increase on bills. So skip one latte each month and use that money to enhance our community’s health and viability by voting yes on 2A. Your grandchildren say thank you, for doing all you can to keep winter, winter!

No on 2A Dear Editor: Let’s assume that most Carbondale residents favor a healthy planet with lower greenhouse gas emissions and a reduction in global warming.

But taxing Carbondale residents almost $100 more each year is not the answer. The tax money the Carbondale Board of Trustees proposes to raise would first go to hiring a new employee or consultant who presumably would spend their time making recommendations about where to spend whatever funds are left over after their compensation.

How these individuals and the trustees could spend residents’ money to increase en-

ergy efficiency of local homes and businesses by 20 percent, generate 35 percent of Carbondale’s electricity from renewable sources, and reduce use of petroleum products by 25 percent is a mystery. They have no detailed plans to reach such lofty goals, yet they want a lot more taxpayers’ money to play with.

Fellow residents and taxpayers, don’t be bullied into feeling that opposing this proposed tax means you don’t value our environment. This is just another example of a government body seeking to take more of your money and create yet another program that takes more control of your life.

And remember, this isn’t a one-time deal.

Government tax-funded programs rarely fade away, but linger and typically grow (and require yet more taxes to support their expansion). We all want Carbondale, America and the earth to thrive. But this proposed costly mandate isn’t the solution. Say yes to holding on to your hard-earned wages, and no to higher taxes and bigger government.

Mayor logs trips to D.C. on ompson Divide issues TDC picks up the tabs John Colson Sopris Sun Staff Writer Carbondale’s Mayor Stacey Bernot has, for the past couple of years, taken a little time at some meetings of the Board of Trustees to inform the others on the board that she had recently been in Washington, D.C. No, it wasn’t a move to make the trustees jealous of vacation time spent in the nation’s capitol.

Instead, the reports were meant to let the trustees, any reporters on hand at the meeting and the viewing public (the meetings are televised) that she had once again gone east to lobby against controversial plans to drill for natural gas in the Thompson Divide area.

Bernot told The Sopris Sun that she has gone to Washington “I don’t know, at least five times over the last twoand-a-half years,” on airline flights paid for by the Thompson Divide Coalition (TDC), which also has paid for her accommodations on those trips unless she was able to arrange to stay with some of her husbands relatives in nearby Olney, Md., a town of some 38,000 people about 20 miles north of the capitol.

The TDC, along with Carbondale, other local governments and numerous nonprofits concerned about land preservation, has been battling for several years to prevent oil and gas drilling in the Thompson Divide, roughly 220,000 acres of relatively untrammeled land between Sunlight Mountain Resort and McClure Pass to the southwest of Carbondale.

Bird dung prompts town hall action

From Feb. 26 to March 3, Carbondale officers handled 207 calls for service. During that period, officers investigated the following cases of note:

FRIDAY, Feb. 26: At 3:45 p.m. police were called to an accident at the City Market parking lot, where an unattended vehicle was struck by a truck. The truck driver has been contacted, according to a police report, which did not say if a ticket was issued or is imminent. Police also handled one other case of a vehicle hitting another, unattended vehicle, on the same day, on Colorado Avenue, at 5:02 p.m.

There was no mention of Alfred Hitchcock’s classic film, “The Birds” in Town Manager Jay Harrington’s weekly memo this week, when he noted that the public works department has installed “bird deterrents on the Town Hall entrance hoping to keep birds from roosting above.”

There also was no mention of what particular types of birds are committing the undisclosed offenses that prompted the installation, although pigeons have become regular denizens of the towns in the Roaring Fork Valley in recent decades.

In the memo, which was sent to town trustees and employees among other recipients, Harrington reported that a new concrete basketball court has been poured and “saw cut” at Miner’s Park, but additional work is needed before for it is ready for play.

As the piles of snow melt away in the unseasonably warm March weather, Harrington continued, the town’s street sweeper is making headway in cleaning up the streets of various neighborhoods around town. And the parks crew helped take up the liners of the dismantled ice rinks in town and at the Darien Roping Arena, and has been picking up “clumps of sod that were removed with this winter’s snow plowing on sidewalks and trails.”

In addition, public works crews have scheduled spring treemaintenance work and tree removal projects with contractors, including meetings with private property owners about tree removals on adjacent public property, Harrington wrote.

A $5,000 LiveWell Garfield County mini-grant has been awarded to the town (which will contribute $7,000 of town money) to help pay for a paved bicycle/pedestrian connection of the existing Crystal Valley Bike Trail to the Demeter Community Garden and community bread oven shelter adjacent to

the Third Street Center (TSC).

The trail link, Harrington reported, will provide access to the TSC and to the 3rd Street bike route leading to the Carbondale Branch Library and the historic downtown area. It is to be an 8foot paved trail, about 515 feet in length, and is part of the town’s previous master-planning efforts. Construction is to begin in the summer.

The town’s street and utility workers, Harrington wrote, have installed sanitary sewer and electrical conduit at the historic Thompson House Museum (owned by the town but managed by the Mt. Sopris Historical Society). The installation of potable water lines was scheduled for early this week, Harrington reported.

At a meeting last week of the Parks & Recreation Commission, the commission agreed to work toward a solution to conflicts between local players of tennis and pickleball, involving the striping of a tennis court at the River Valley Ranch subdivision. The idea, according to Harrington, is to stripe the courts so that they can be used for both sports.

The Parks & Recreation Commission also heard from, and offered suggestions to a Colorado Mountain College permaculture class, about planning for a proposed heritage garden and orchard at the Thompson Park housing project (adjacent to the Thompson House Museum). The plan is to go before the commission on April 6 and the Board of Trustees on April 27, according to Harrington.

The town’s recreation department is modifying its weekly drop-in pickleball games this month. The games will now be on Tuesdays and Thursdays from 1:30-3:30 p.m. Any member of the public who pays a daily drop-in fee, or who has an active recreation center membership, can show up and play.

SATURDAY, Feb. 27: At 1:24 a.m. police stopped a vehicle for allegedly traveling on the wrong side of the road. An investigation led to the arrest of the driver, a 41-year-old woman, on suspicion of driving under the influence of alcohol. Police also dealt with three other cases of alleged drunk driving, over the course of the week.

SUNDAY, Feb. 28: At 7:25 a.m. police ticketed and released a homeless man for trespassing at an address on Main Street.

TUESDAY, March 1: At 5:01 p.m. police were called to an address on Barber Drive about a complaint concerning a car blocking a driveway. The owner of the car moved her vehicle, then “became upset and asked for a citation,” which she received for parking within five feet of a driveway. The reporting party later called police after allegedly seeing the woman place the ticket on the reporting party’s car. The woman was then issued a warning for trespassing and harassment.

e “sassy” and surreal painting of Philip Hone Williams First solo exhibition opens March 11

By Nicolette Toussaint Sopris Sun Correspondent “My rock paintings are essentially surrealism because all of the rocks have things embedded in them, things that have to do with the meaning of words,” says Philip Hone Williams. “My interest in the rocks has to do with them being basically organic — organic in the sense that the material is not made by man.” But Hone Williams’ rocks contain quite a few items that were made by man, along with some subtle commentary on the relationship between man and the natural world.

As he puts it, “The rocks that are featured in many of my paintings are rocks I found along the beaches in Mexico. I like to deal with serious subjects, but in a humorous way, and with a strong element of surrealism.” Hone Williams’ oil painting “Volcanic Rock No. 8” is embedded with CFL bulbs. Some of his other rocks contain pool balls, gears, razor blades and animal horns.

Many of the rock paintings, along with paintings from his SASS collection — the acronym stands for “seriously audacious situational surrealism” — will be part of an exhibition of Hone Williams’ recent works, which opens at the Art Base in Basalt (formerly the Wyly Art Center) on March 11.

Hone Williams’ work has been exhibited at the Red Brick Center for the Arts in Aspen; the HUD Gallery in Ventura, California; and at the Launchpad, Bonfire Coffee and in the Third Street Center here in Carbondale.

Hone Williams occupies a studio space in the Third Street Center and paints most of his canvases from there.

Located just down the hall from The Sopris Sun’s office, his studio is a space that was rented by another organization and fire-bombed nearly a year ago. Today, that space is cleaned up and filled with computer equipment, brushes, paintings and drawing tools. Of the black paper that covers the windows, Hone Williams explains, “I’m a studio painter and that means that I need to control the light by using artificial daylight-balanced light.”

Hone Williams uses a computer and an electronic pad to prepare the plans for his paintings. He also uses electronic tools when he’s sketching, as he does when he facilitates the “non-taught” life drawing sessions that take place every Monday evening at Third Street Center.

Given his professional background, it’s no surprise that Hone Williams is adept with tech tools. After graduating from the Pennsylvania Academy of Fine Arts, he did portraiture for several years, then became a freelance location sound engineer for the film industry. One of his favorite memories is “walking through a peanut field recording as Jimmy Carter was talking.” He even recalls buying a drink from Amy Carter’s childhood lemonade stand — before the Secret Service had to shut it down.

In 2006, he “finally retired totally and started oil painting again.”

Hone Williams’ show in Basalt, entitled “Recent Works,” is his first solo exhibition. He’s hoping that this and other local shows will lead to additional exhibitions in urban centers like Los Angeles. He comments, “Going from being an illustrator to the fine-art field is a jump because there’s really no connection between those two worlds, so I’m still a babe in the woods when it comes to fine-art painting.”

Hone Williams had become attracted to the Roaring Fork Valley while camping here during summer vacations.

He returned each summer, telling himself that one day, he was going to move to Colorado. He laughs and says, “That took 50 years!”

He moved to Carbondale in 2006 and says he likes it because “the people here are all interested in doing some-

“I generally I try and put some sort of strange meaning in my art,” he says. “It’s not just straight decorative art.”

Gesturing to a work-in-progress, he says, “This painting … this is kind of decorative, but there is something interesting behind it. I just haven’t quite figured out how to talk about it.” The 44.5-inch-by-22-inch oil painting, called “The Lion Rock in a Tree” shows a gray rock caught in an abstracted orange tree surrounded by patterns that may (or may not) represent layers of earth. It’s up to the viewer to decide.

Since the disclosure by the BLM last month that the current thinking is to completely cancel 25 leases issued erroneously in 2003, as well as to limit development potential for about 13 other leases, Kessler said, the TDC has been able to scale back its work.

“That was huge,” he said of the BLM’s announcement in early February. “It’s the biggest return on the community’s investment yet,” referring to the work by nonprofits, the Town of Carbondale, Pitkin County and other organizations, and volunteers helping out with the effort.

The one-day event will include an Expo with 20 suppliers and installers showcasing their energy efficiency and renewable energy products and services. Energy utilities will update contractors on their incentive programs for 2016.

News & Community Briefs City Market receives initial OK Carbondale’s elected leaders on Wednesday, March 2 (after the Sun had gone to press) gave initial approval to a subdivision request by the City Market/King Soopers/ Kroger grocery store chain, which plans to build a new store in town to replace the existing one at the Crystal Village Plaza on Highway 133.

The new store will be better laid out and more modern than the old store, and about 15,000 square feet larger than the old store, coming in at slightly more than 59,000 square feet in the new building compared to about 44,000 square feet in the old one, according to a presentation by the Kroger’s planning consultants.

At the special board of trustees (BOT) meeting on March 2, the board adopted the development plan as proposed by a vote of 6-1, with Trustee A.J. Hobbs voting against the proposal.

Hobbs stated that he was not “comfortable” with the development plan. He specifically cited the company’s decision to go with off-site solar power purchases rather than mounting solar panels on the roof of the new store or in the parking lot area, and he (as well as Trustee John Hoffmann) felt there was a need to further explore that issue.

Hobbs also said he was not supportive of plans to include a drive-through pharmacy window in the store, which he felt conflicted with the town’s anti-idling ordinance, and with the plans to include a Starbucks coffee shop in the complex.

Hobbs and others noted that the Starbucks might pull customers away from the existing coffee shops in town, all of which are locally owned and operated.

Mayor Stacey Bernot, on the other hand, said she had spoken to unnamed coffee shop owners in town and that “they are all about competition” and are not worried about Starbucks hurting their business.

Another concern was raised by an Aspen resident, Mike Haysfield, who said he runs the Valero gas station at the south end of Carbondale and was worried that his and other existing gas stations in town will find it hard to compete with the low prices that typically are charged at City Market pumps.

But his argument was not taken up by the trustees, although Bernot remarked, “I’m personally excited about the fuel station, for competition purposes alone.”

The formal approval for the new store and accompanying retail spaces and gas station is expected to come at a BOT meeting on March 16.

BOT meeting notes The Carbondale Board of Trustees will hold a special meeting on Wednesday, March 16 (meaning it is a meeting at which formal decisions and votes may be taken) to discuss a variety of topics including: • A discussion with the town’s volunteer Environmental Board about its accomplishments in 2015 and its plans for 2016; • A discussion about possible changes to the town’s affordable-housing guidelines; • A request for funds from the Carbondale Chamber of Commerce in support of this summer’s Ride The Rockies bicycle tour, which is scheduled to kick off in Carbondale before heading to other locales in Colorado; • Final approval of a subdivision plan for the Carbondale Marketplace, site of a proposed new City Market grocery store and other commercial outlets.

The meeting is scheduled to start at 6 p.m. at Town Hall, 511 Colorado Ave. The next regular meeting of the board of trustees is scheduled for April 13.

What doesn’t the town have? A capital improvements fund Mill levy would create one

By John Colson Sopris Sun Staff Writer Carbondale voters will be asked on Election Day, April 5, to approve a new property tax to pay for capital improvements around town.

The proposed tax would assess an additional three mills to all real property within the town limits, which would amount to roughly $119 per year on a house valued at $500,000 by the GarďŹ eld County assessor.

For commercial properties, the tax hike would amount to about $870 per year on a business valued at $1 million, according to calculations by town ofďŹ cials.

According to town ofďŹ cials, the new tax would generate perhaps $425,000 a year or so, which could be used to leverage grants and other sources of income to multiply the ability of the tax to pay for costly improvements.

The tax is needed, town ofďŹ cials have decided, in order to create a pool of money for capital improvements, which in the past have been paid for largely by using a combination of money from the town’s general fund and payments from the Federal Mineral Lease Fund (FMLD) maintained by GarďŹ eld County, with some other resources.

Free money The FMLD is used as a disbursing platform for money that the county receives from energy companies doing business within the county’s borders, and has at times amounted to grants of hundreds of thousands of dollars for Carbondale projects.

But the FMLD money is expected to diminish in the coming years, as the energy industry continues to be hard-hit by low prices for oil and natural gas and a glut of petroleum products on the international market and companies doing business

The trustees concluded last year that the town’s traditional funding sources, mostly sales tax revenues, were not sufďŹ cient to pay for improvements to streets, sidewalks, bike trails, property acquisition, parking and facility construction, which typically fall under the general description of capital improvements.

Energy conservation programs moving head for 2016 (Editor’s note: This is the first in a two-part series on current energy conservation programs, and programs that could be funded if voters approve Ballot Question 2A. Next week’s installment will include comments from Erica Sparhawk, CLEER’s director of programs and services).

By Lynn Burton Sopris Sun Staff Writer Regardless of whether or not Carbondale voters approve the Climate Action Excise Tax in the upcoming elections, the town will fund $125,000 in energy conservation programs and related projects in 2016, after the town trustees accepted a Scope of Work for energy and environmental services and projects from CLEER and CORE on March 2.

The money is coming from Federal Mineral Lease and Service Taxes ($100,000) and through the town’s membership in CORE ($25,000), according to the Scope of Work (Attachment G in the Board of Trustees March 2 meeting packet, available at carbondalegov.org).

At the same time, if voters approve the Climate Action Excise Tax – which would add about $90 per year on the average residence’s combined gas and electric bills, and about $250 for the average business – the possibilities and options increase. According to the Draft Program Summary for the Climate Action Fund, presented by Clean Energy 2020 at the trustees Jan. 13 meeting, programs could be expanded or created to: • Increase funding to dramatically increase the number of income-qualified households who would take part in CLEER/CORE programs; • Spur neighborhood-wide improvements, competitions and collaborations; • Create bulk purchase opportunities to provide rooftop solar systems for 200 homes over a five year period; And more.

program, CLEER/CORE will: update content on the chamber of commerce website to communicate Carbondale’s sustainability; promote businesses who have completed projects (newspaper stories, ads, social media, website (sic); communicate programs and rebates for businesses to encourage more businesses to pursue projects.

7. Policy and planning. “Over the last two years, the (Clean Energy 2020) Technical and Financial Advisory Committee, along with staff and community members, have completed extensive analysis of progress to date and remaining work to reach the town’s adopted (energy conservation) targets,” the document says. The process resulted in a list of recommended actions and analysis … (which) need to be incorporated into a cohesive final document, combined with updates on other items contained in the 2006 Energy and Climate Protection Plan, shared with the public to allow for review, and then submitted to the Environmental Board and Trustees for review and adoption.”

Cost: $5,000.

8. Other programs for 2016 include: CORE water conservation outreach ($9,375); waste treatment ($3,000); waste reduction through CORE ($4,250); supporting the Environmental Board through CORE ($3,375).

The Scope of Work for 2016 includes: 1. Working toward “net-zero town facilities” ($8,000). Working with the subcontractor Lotus Sustainability, this program will provide technical services to review proposals from the Clean Energy Collective (CEC) to offset town facilities’ electrical use through off-site solar arrays. “This effort contributes to the Town’s goal of generating 35 percent of Carbondale’s electricity by renewable energy by 2020,” the Scope of Work says.

“Management time will be billed to Garfield Clean Energy Renewables.”

2. Changing out town-owned streetlights ($18,000). Town staffer Larry Ballenger will manage the project. Technical support will be provided by Garfield Clean Energy (a collaboration of local governments) and the U.S. Department of Energy. The funding will go directly to the cost of installing LED fixtures in the streetlights.

3. Income-Qualified Program ($46,000). The goal is to perform energy assessments and provide free energy efficiency upgrades for 40-50 income-qualified households.

4. Free assements for new home buyers ($6,000).

5. Giveaways and discounts ($8,400). The program includes giving two LED light bulbs to 200 households. “This will broaden services to more participants, providing families with a sample of LED technology, as well as education about purchasing LEDs for their whole house,” the document says. The program also includes a $50 rebate for 100 households who purchase smart thermostats. “Smart thermostats can save households up to 30 percent on their heating bills … (but) they currently cost between $150 and $250.” The rebates will come from CORE and Black Hills Energy (formerly SourceGas). Between the two organizations, “half of the cost of the thermostat could be recovered.”

6. Highlighting Carbondale businesses ($9,000). “ … rather than financial incentives for businesses, we’d like to highlight businesses that have completed upgrades as a means to incentivize others to follow suit. This project will also increase Carbondale’s visibility as a green business community and recognize businesses and entities that have made energy efficiency and renewable energy improvements to their businesses.” For this

The projects are categorized under “safety,”“maintenance” and “expansion” labels, which cover a range of activities.

Under the “safety” list, for example, are: • a transportation study to examine what it would take to develop a town-wide, mass transportation plan; • and a study of the intersection of Dolores Way and Highway 133 to see what improvements could or should be made, for a total cost of $25,000 for both studies.

Other “safety” items include rebuilding the 3rd Street corridor adjacent to the new Carbondale Branch Library and the Third Street Center in response to added vehicular and pedestrian traffic; construction of a sidewalk along 8th Street between the Rio Grande Trail and Cowen Drive, and along 4th Street alongside Town Hall; and rebuilding Colorado Avenue from 4th Street to 3rd Street and around the corner up to Main Street.

The combined estimated costs of those “safety”project comes to more than $1.7 million.

Under the “maintenance” category are eight different projects, including reconstruction or improvements to such streets as Village Road, Meadowood Drive and Crystal Bridge Drive in River Valley Ranch; maintenance of the town’s trails and concrete panels on Main Street; drainage improvements and maintenance of Highway 133 (no estimated cost was provided for this item) and numerous paved streets around town.

The total estimated cost of the maintenance items comes to $1.37 million.

Development driven The four projects listed under “expansion” are all designated as “development driven,” including new sidewalk surfaces along Hendrick Drive as it extends into the proposed City Market shopping center (assuming it is approved) at a cost of $100,000; extension of 2nd Street across the Rio Grand Trail to provide access to developable properties north of the trail (estimated cost, $292,000); and extension of Industry Way to connect Highway 133 to North 8th Street (estimated cost, $1.5 million).

The overall estimated cost of all this work is $7.4 million, according to town documents, although there are many unknowns built into the estimates. Some costs simply could not be estimated for lack of information, and some are dependent on cost-sharing agreements with private developers.

The property tax question proposed on this year’s ballot is written to set the tax to expire on Dec. 1, 2026, after a decade of collection.

The town already has a couple of different property taxes in place, including a 1.5-mill levy to pay off earlier street improvements and costs of creating parking for local residents and businesses, as well as a separate mill levy (2.094 mills) that provides revenues for the town’s general fund.

There is also a 1.5 mill levy for streetscaping, according to town staff. It was originally enacted in 2000 and was reauthorized in 2010. It has a 10-year sunset clause and is due to expire in 2020. The general fund levy has no sunset provision, meaning it will continue indefinitely.

Carbondale trustee candidates make their pitches Sopris Sun Staff Report Last week, The Sopris Sun profiled three Carbondale Board of Trustees candidates: Doc Philip, Dan Richardson and Marty D. Silverstein. We wrap it up with week with Ben Bohmfalk, Michael Durant, Allyn Harvey, Wayne Horak and Patricia Warman.

Voters will be filling three seats. The ballots will be mailed out on March 14 and must be returned by 7 p.m. on Election Day, April 5.

Ben Bohmfalk Ben Bohmfalk, 39, is a former teacher in the Roaring Fork School District and is now the district-wide technology instructor for faculty members. He first moved to Carbondale in 2002, moved to his wife’s home-country Australia, and returned two years ago.

When asked why he’s running, Bohmfalk said there is always a need for reasonable decision makers to “step up.” He’s especially connected to the kids and teachers in Carbondale schools. When he served on the P&Z, he made land-use decisions with a “reasonable, balanced voice.”

Bohmfalk said the town should be involved with creating affordable housing “ … but we’re limited in funding … there’s no source and I don’t see that changing any time soon.” At the same time, he referred to a “zero cost option” and tied it in with development under the new unified development code. When he was on P&Z, the commission considered residential developments that could help on the affordable housing end, but they would be “picked apart. … The new UDC is a huge step in the right direction.” The town needs to be “more proactive” on the affordable housing front and search for options, and not just in the realm of deed-restricted housing. He said the town has several advisory commissions and committees, and maybe it’s time to create one to look at affordable housing. The town could also look at allowing smaller housing units through its zoning.

He said if someone wants to know his definition of smart growth, “just Google it. There’s quite a bit of information out there. There are some widely accepted definitions.” Explaining the concept of smart growth, he told The Sopris Sun “It’s primarily mixed use development” on a human scale with a pedestrian orientation.

Residential units and commercial buildings are not far apart and there is an increase in density. “It (smart growth) fosters pedestrian (uses), bikes and public transportation. … I’m a proponent of smartgrowth principles.”

As for the two tax-related ballot questions Bohmfalk said he supports them both, then added he likes the TABOR amendment. “All tax questions go to the people (for a vote) … the trustees can’t raise taxes.” On the energy tax, Bohmfalk said the town is generally opposed to natural gas drilling on the Thompson Divide and saying “no” to fossil fuels. “We need to do something to wean ourselves … (the tax) is a step in the right direction.”

Michael Durant Michael Durant, 58, is an independent real estate appraiser who moved to Car-

bondale 10 years ago. He is married and has a dog.

When asked why he’s running, Durant told The Sopris Sun that he wants to be the voice of reasonableness and balance. He said the town trustees have gone in the direction of “the heavy hand of government.”

He cited the town’s fairly new green building code for commercial buildings. “The code does a lot of good but it adds costs to building … It costs 10-30 percent more to build in Carbondale than in Glenwood …

The trustees never had a discussion on whether it was worth it.” He mentioned the “bag ban” at City Market, the recent cat ordinance and green building code, and that the trustees say that Carbondale is playing a leadership role. “But if nobody is following .. the trustees are making Carbondale more expensive but they say they want to make it more affordable. “It (some regulations) is at odds with the town’s other goals.

When asked about affordable housing, Durant said the town has a role in affordable housing but nobody is advocating a tax hike to pay for it. There’s a need for lower-end housing so the town should mitigate some of the construction costs. He’d also like to see more multi-family housing, like the four-plex under construction at Second Street and Sopris Avenue. “There are building sites zoned multi-family that could be developed more intensely.”

When asked about his definition for “smart growth,” Durant said it’s a planning model that includes mixed uses with mass transit elements. He said smart growth can address a lot of challenges, but “ … Carbondale is a little late out of the gate” and the term is a buzz word that means “the town will get involved.”

Durant said he opposes both of the taxrelated ballot questions: the Climate Action Excise Tax and a property tax mill levy hike for capital improvements. “It (the excise tax) is highly regressive,” he said. He called it a “pizza tax” because if you own a pizza place you’ll be “slammed” by the higher utility bills the question calls for. On the mill levy and the increased taxes it will generate, “ … let’s see where that (the new City Market) goes.”

Allyn Harvey Allyn Harvey, 51, was first elected to the Carbondale Board of Trustees in 2012. He grew up in Aspen and moved to Carbondale in 2001, when he found a “great little” place next to one of the town’s irrigation ditches in Crystal Village. “I call it (the ditch) the little Roaring Crystal.” He owns Allyn Harvey Communications, a mediaconsulting firm, and also does political consulting. His dog’s name is Ruthie, a corgi/Australian shepherd mix.

Harvey said he can help the trustees interact with the community on big issues, such as housing, implementing the UDC and the budget. He supports the town being involved with helping to create more affordable housing, both deed restricted and free market. “We should make it a priority and give it the resources and attention it needs,” he said. One option might be in allowing “tiny houses” that are smaller than the town’s current

minimum size. “(It would take) zoning similar to trailer park zoning … on smaller lots. He pointed out that even in small residential developments, 20 percent must be given over to affordable housing. “Is that working correctly? We’re at the beginning of a conversation that gives the (issue) it deserves.”

On the smart growth front, Harvey said his definition is the development fits into the community in scale and type. “Smart growth is compact; Carbondale is compact, with all kinds of neighborhoods.” He pointed to the new four-plex at the corner of Sopris Avenue and Second Street and said he’s OK with it. “The developer was responsive (to the community).”

Harvey said he’s voted for the tax-related ballot issues, and as a trustee voted to put them to the people. About the energy tax, he said “It’s an opportunity for the community to take action in reducing climate change. You have to start somewhere.” The tax will not only address climate change, but it will fund programs to reduce participant’s energy bills. “It’s good for them, bottom line, and for the environment.”

With the mill levy question, Harvey said the town has a capital improvements line item in its annual budgets, but that money is just transferred from the general fund.

“We’ve undertaken projects by tapping our reserve fund.” He likes that both taxes with “sunset”: the energy tax in six years and the mill levy in 10 years.

Wayne Horak Wayne Horak, 39, has lived in Carbondale for 10 years. He does “multiple things.” He’s a carpenter and remodel contractor, and also takes care of an elderly couple on an “on need” basis. He decided to get into politics after seeing the trustees give the former Gordon Cooper Library to a billionaire for a $1 year, so it could be used for an art gallery. (Editor’s note: This deal fell through and the library is now home to the Launchpad and Dance Initiative). “It (the original library deal) really set me off … if change needs to be made, I need to step in and do it.”

Horak said he doesn’t think the town should be involved with creating affordable housing. “The private sector can do it if it is allowed to. For example, he said that any residential development with more than five units must dedicate one to affordable housing. That means, if a developer wants to build eight, one-bedroom apartments, of that total, 20 percent must be affordable housing. So, to get around the affordable housing requirement, the developer would build four, two bedroom apartments. Expanding a bit, Horak said that 100-120 years ago, some resident’s built “miners shacks” that were small and simple, and are still standing today. “You can’t do that now current codes. … I’m not opposed to putting a trailer on property, if you own the property.” There are other problems with the town’s building code.

Addressing the Sun’s question about smart growth, Horak said he favors “organic growth.” Explaining, he pointed to Carbondale’s downtown. “You could build

what you wanted, where you wanted.”

This led to a business district downtown, and residential areas beyond that. “If you build organically, you’ll have affordable housing … fancy housing and business being where they want to be, rather than being told where they have to be.”

Horak said both proposed taxes would increase the cost of living in Carbondale.

Rather than spending money solar panels and furnaces, which wear out after 20 years, Horak would rather invest in things like the town’s irrigation ditch system, which will last 100 years.

Patricia Warman Patricia Warman, 67, is a “semi-retired” educator, married, and has lived in Carbondale since 1984, according to a response to written questions e-mailed to her while she is on vacation.

She wrote that she has volunteered in the local schools, been president of the Gordon Cooper Library board and worked on the Garfield County Literacy Program, and that she “created a program to encourage environmental awareness in our youth.”

Among her reasons for running, she wrote, is a feeling that she “might give a greater voice to the seniors in Carbondale … as well as all citizens.”

Replying to a question about the town’s work on affordable housing, Warman wrote that the town should continue “investigating affordable housing options … just as we have for many years now.”

She cited a previous affordable housing project, at River Valley Ranch and a project built by the Catholic Archdiocese, in which the town worked with the developers “to reduce fees for water and sewer costs” as an enticement.

“Lack of affordable housing is a real issue and especially problematic for people on a fixed income,” she continued, specifically noting that there is a four-year waiting list for seniors hoping to move into the Crystal Meadows complex on Hendrick Drive in seeming contradiction to the fact that seniors “have given so much to this community” and now “are being squeezed out of town because of high housing costs.”

Asked about her understanding of the concept of “smart growth,” Warman wrote that it “means residential as well as business development in an environmentally sensitive manner. We need smart business development to sustain our tax base” and fund the provision of basic municipal services.

Warman reported having “mixed feelings on both the climate action tax and the mill levy increase,” acknowledging the need for funds to pay for needed programs and infrastructure.

But, she added, “I know that our personal property taxes went up almost 90 percent with the increased valuation (of real estate countywide) and the school bond and fire tax issue” on last November’s ballot.

“We may need to explore other ways of income generation, ie: grants, assessments, higher development fees, etc.,” instead of tax increases, she mused.

Growing children’s love of reading starts at home

By Debbie Bruell Sopris Sun Correspondent Ten-year-olds in the United States read, on average, less than four minutes per day outside the school day, according to Gary Johnston, 20-year veteran teacher and national speaker on children’s reading. Johnston addressed a crowd of about 60 parents at Crystal River Elementary School last month.

Those same kids who read less than four minutes a day at home, Johnston continued, are averaging over four hours per day watching TV and playing video/computer games.

Some politicians want to blame the low reading levels of so many children today on teachers, arguing that holding them accountable and tying individual teacher salaries to their students’ test scores is the answer. These politicians, Johnston said, “don’t know what they are talking about.”

In his view, the key to getting kids to be better readers lies at home. To illustrate his point, Johnston taped a 20foot-long strip of red paper to the wall to represent the length of a ten-year-old’s life. Overlapping a small portion of the red paper, he taped 16 inches of green paper, representing the amount of time a ten-year-old has spent in school.

Johnston used this graphic representation of the small proportion of a child’s life that he spends in school to illustrate his point that while children spend enough time in school to learn how to read, there is not enough time in the school day for children to become good readers. The way kids become good readers, according to Johnston, is by reading a lot.

“The best predictor we have for how well a child reads,” Johnston said, “ is the average number of minutes a child reads each day. ... Kids who read more, read better.”

How can parents make sure that their children are doing plenty of reading outside of school? Johnston argued that making kids read against their will does not work. In fact, telling kids to “go sit in the ‘do not disturb chair’ and read for 20 minutes” can be counterproductive; children grow to see reading as a chore.

Instead, Johnston said, parents’ role is to help their children learn to love reading. If children truly love reading, then they’ll read a lot — without any nagging from parents.

Kids learn to love to read when parents spend time enjoying books together with their children. It doesn’t matter what they read, who reads, what language the books are in, or whether you’re listening to a book on tape, Johnston told the parents.

Most parents do read to their child before their child enters kindergarten, Johnston said, and most young children love the idea of learning how to read themselves. If you ask children entering kindergarten what’s the one thing they’d most like to learn at school, according to Johnston, 90 percent will say they want to learn to read. As he explained, “Reading has meant snuggling up with mom or dad and they love it.”

However, most parents stop reading to their kids once their kids learn how to read on their own. By third grade, two-thirds of kids see reading as little more than “home-

very careful about how they communicate with parents about reading: rather than asking parents to ensure that their kids log a specific number of minutes reading each day, teachers should be encouraging parents to make reading a fun family activity that they engage in with their children.

When asked whether there are other things schools can do that would either enhance or detract from children’s love of learning, Friday told The Sun that every CRES teacher sees it as his or her responsibility both to teach the process of reading and help kids learn to love reading. In keeping with this philosophy, every classroom at CRES has a read-aloud time every day in which students gather to enjoy a book together. In kindergarten this happens multiple times each day. Friday said teachers also bring in outside storytellers and they surround the kids with books of all different topics to choose from.

Friday explained that reading at CRES is taught by breaking the process into individualized, “bite-sized” goals that each kid can reach, celebrate and then be ready to move on to another goal. For example, a kindergartner’s goal might be to learn the names of the letters; a fourth-grader’s goal might be to learn to read aloud with more expression.

When asked about the pressure on teachers to get all students scoring “proficient” on state mandated reading tests, Friday said she thinks her school does a good job of sheltering the students from that kind of pressure, and making reading an enjoyable activity for students at all ability levels. Friday pointed to the example of her own son who is in fourth grade at CRES. Despite the fact that he is a struggling reader, Friday said, he still says that reading and gym are his favorite subjects.

Home-based strategies Johnston then presented some simple home-based strategies parents can use to help their children rediscover the joy of reading together. These include: • removing TVs from children’s bedrooms; • giving children carefully designed choices (e.g., “You can turn the light off now and go to bed, or we can go downstairs, make some popcorn and do some reading together.”); • and stopping reading time at cliff hangers so the child can’t wait to get back to the book.

Parent Mandy Brennan, whose three sons have attended CRES, told The Sopris Sun that Johnston’s message was “kind of a no-brainer,” but a critical reminder for parents.

As she summarized it: “Slow down, turn off the electronics, get a book and read with your kids.”

CRES Johnston gave a separate presentation to CRES teachers. According to Jami Friday, the CRES instructional/literacy coach for teachers, Johnston urged teachers to be

By describing the magical, yet brief, time Johnston spent reading with his grandfather, Johnston intimated that reading is about a lot more than just excelling at an academic skill.

This more subtle message about the power of reading and storytelling was the aspect of Johnston’s presentation that resonated most strongly with CRES parent and Carbondale Middle School special education aide Ricardo Zavala. After hearing Johnston’s talk, Zavala was inspired to begin sharing stories from his life with his children— stories he had never told them before. Zavala told The Sopris Sun that the very night of the presentation, he went home and began talking with his seven-year-old daughter about his life back in Mexico, about how they had “una abundancia de escasez” (a lot of nothing) and how they “filled that nothing with love.”

Zavala said he doesn’t remember ever sitting down with his father to read books or hear stories from his father’s life, and he wants to have a different kind of relationship with his children–spending time sharing his own stories with them and exploring new stories together, in both English and Spanish.

CRES dads, grandfathers and male relatives step up for Watch D.O.G.S. Sopris Sun Staff Report Crystal River Elementary School dads and male relatives of students showed up in record numbers for pizza, and to sign up for the Watch D.O.G.S. program on Jan. 21.

The program aims to bring more adult male role models into schools, according to school officials. The launch event was designed to get Dads of Great Students (D.O.G.S) into the school building and to

enjoy White House Pizza. In addition, Dads signed up for the program and the Carbondale Police Department took fingerprints, which are required for all volunteers in Roaring Fork School District schools.
