State education group recognizes Skye Skinner Sopris Sun Staff Report

T

he Colorado League of Charter Schools has recognized Compass Executive Director Skye Skinner for its 2014 Charter School Leadership award.

The annual award, which recognizes a leader who “demonstrates signiďŹ cant inuence in developing or maintaining a charter school, improving school accountability and performance, or driving other aspects of school excellence,â€? was presented on Feb. 20 at the league’s annual conference in Denver, according to a press release. “Skye represents what leadership should be about in our children’s schools,â€? said Dr. John Maloy, superintendent of the Aspen School District. “She is extremely passionate in the work she performs and continues to put children ďŹ rst as was evident by her re-

peated effort to earn a BEST grant so that ACS (Aspen Community School) could realize its hopes and dreams for its students, staff, and school community. It was my pleasure to nominate and support her for the ‌ award.�

Most recently, Skinner secured a $4.1 million matching grant from the state of Colorado’s BEST program, and galvanized more than 650 donors to raise $4.9 million to match the BEST grant in only eight months.

The funds will be used to rebuild the Aspen Community School’s aging facilities in Woody Creek.

Skinner, who lives in Carbondale, was selected from a pool of nine nominees and received an unprecedented 12 separate nominations, in which her diverse leadership skills were alternately characterized as a charter school “champion,� “pit bull,� “optimist,� and “diplomat.�

Pending water plan will affect us all

Most states in the arid intermountain West have a “water plan.” Colorado does not.

Last year Gov. John Hickenlooper ordered the Colorado Water Conservation Board (CWCB), with the nine basin roundtables, to develop a “Colorado Water Plan” and that a draft be on his desk by the end of this year.

That’s a tall order, but it’s already been years in the making.

During the drought of 2002 the CWCB initiated the Statewide Water Supply Initiative (SWSI) to try to figure out how much water Colorado will need by the year 2030 (now 2050) and where it will come from.

Simple!

Project the state’s population growth, apply estimates based on current water use, collect data and plans from water providers, farmers and industry, and then estimate the amount of water left in our rivers; that should give you an answer. They did that, and we won’t have enough water, at least not in the way we’re used to having it.

This wasn’t rocket science, but it did take a lot of work to put it together. The result was that we would possibly need more than 1 million more acre-feet of “new” water (an acre foot is enough water to supply two families for a year, about 386,000 gallons). Existing plans could fill perhaps half of it. What’s left is a “gap” of between 300,000 and more than 600,000 acre-feet, and no one really knows where that water will come from.

In 2005 the legislature established a sys-

tem of nine Basin Roundtables, each centered in a major river basin in the state. These roundtables were charged with the tasks of determining future needs within the basin, where the water might come from, and to talk with other basins about shared supplies.

The idea was to try to negotiate reasonable, mutually beneficial agreements within and between basins like the Colorado and South Platte or Arkansas, rather than using the traditional methods of going to court and throwing lawyers at each other. Maybe, just maybe, we could work together as a state to find solutions without continuing a legacy of deepening distrust and resentment.

After eight years the Basin Roundtables and the larger Inter Basin Compact Committee (IBCC) have achieved quite a bit in determining needs and sources, but more needs to be done. Old resentments and distrusts have been greatly reduced between basins and between different user groups. Yet many old fears still simmer just below the surface. It takes a long time to heal from decades of “water wars.”

But times have changed. Values, needs, technology and climate are all different from what they were when the foundations of Colorado’s system of laws and water management were established in the late 1800’s.

While these have evolved over the years, many wonder if they can continue to adapt, or will they need significant changes to cope with 21st century problems?

Colorado’s population today is five million, mostly along the urban Front Range. By 2050 the population is expected to double. At

the same time our climate is growing warmer, creating new challenges and a potentially shrinking supply from rain and snow.

The Bureau of Reclamation’s 2012 Colorado River study paints a bleak picture and shows that we have already reached the point where demands for water are exceeding the rivers’ ability to supply it. And it’s not just Colorado that has to worry. There are 36 million people who depend on water from the mountain snowfields of Colorado and Wyoming. That population is expected to grow just as much as Colorado’s, while the snowfields are expected to keep shrinking.

This is not a pending crisis; it is already here. But the picture isn’t entirely bleak. The new Colorado Water Plan will try to create a path forward to meet the needs of 2050 and fill the “gap.” It will take some bold thinking, with a clear vision for the future. It will take respect for where we have been, yet require us to be unafraid to make needed change.

This could include not only some “sacred” institutions, but also how we live, use and respect both water and the rivers it comes from.

How we respond to this water crisis will reveal much about ourselves and the future we leave to our children.

Dear Editor: It was a fundraiser for our local paper, The Sopris Sun. I claimed I couldn’t make it: no time, no money, no desire to be punk in drublic. I haven’t felt much like being out this winter. But then I thought I’d go for a little while and contribute $10 to get in the drawing to win one of several gift certificates, redeemable at local businesses. I went in the shirt and jeans I cleaned homes in today.

The shirt ($2 at the Near New Store on $2-T day) had a bold, colorful, vaguely oriental themed pattern on the front. There were several comments made by my lady friends and I was enjoying the cheap attention. Then, in a quiet moment by the juke box (and by quiet I mean I wasn’t talking) a young man asked if I might consider trading shirts with him. He was wearing a $7 cowboy shirt from the same shop. AJ, as he introduced himself, is running for town council. He is a slender Anthony Perkins type. I sized AJ up and figured there was no way he would fit into this shirt because of his shoulders. So I said, “Sure.” AJ was a little surprised. His taste in cowboy shirts is impeccable, and we chatted a bit.

Carbondale street crew filling potholes Sopris Sun Staff Report Carbondale’s street crew has been busy filling potholes, according to town manager Jay Harrington’s Feb. 21 weekly report to employees. “We are trying to stay on them, but let public works know if a few have been overlooked.”

In other paraphrased highlights from the report: • Aspen Tree Service is still removing hanging tree limbs from right-of-way trees.

• The parks crew has chipped the large pile of Christmas trees in the parking lot across from town hall. The mulch is available to anyone that needs it.

• Public works staff has compiled a list of streets for this year’s chip and seal program. “We will be going out to bid in a couple of weeks with a bid award (in) late March or early April.”

• The town has changed the language for the landscape manager job description to add more emphasis on forestry and arboriculture instead of landscape design/maintenance. “How we maintain our landscaped areas will be evolving as we assume SH 133 landscape maintenance responsibilities. The title for the new position will be Town Arborist/Horticulturist and should be advertised in the newspapers starting this weekend.”

• A Garfield County federal mineral lease district mini-grant requesting $25,000

funding assistance for the bike park will be submitted next Friday (Feb. 28).

• There were two vehicle break-ins on Vito’s Way and one vehicle break-in on North Bridge Drive during the weekend. Only a package of cigarettes was stolen. The vehicles were unlocked.

• On Feb. 14 during the day, an unlocked vehicle was entered and a laptop was stolen.

• On Feb. 18 between 11 a.m. and 2 p.m., an unlocked residence was entered; two iPad touches (sic) and approximately $150 in change were stolen.

• Sunday morning the gazebo at Sopris Park and several signs were discovered to be covered with graffiti. Most of the graffiti has been removed by town crews.

• Officers Nino Santiago and Phil Thompson completed drug interdiction training this week.

• Sgt. Scott Wilhelm and school resource officer Michael Zimmerman completed Sig Sauer Armory training, so the town is now able to maintain some of the police department’s weapons.

• Randy Rodgers accepted a position with the police department and his first day was Feb. 20.

• Police Chief Gene Schilling attended the quarterly Garfield County Law Enforcement Chief Executive Meeting. A program was presented on current trends on

school safety programs that the instructors will be presenting to the school districts, law enforcement officers, and other emergency responding agencies. “This program can also be implemented for other places where a lot of people gather,” the report states. The Roaring Fork School District SROs will be meeting and compiling a list of priorities for school safety that Harrington will forward to the town trustees upon completion. SRO Michael Zimmerman is coordinating these meetings. Mental health issues were also discussed at the law enforcement meeting.

• The police department had 223 calls for service this week.

• Planner John Leybourne will be taking part in RFTA’s regional travel patterns study to kick off on March 4 with other Garfield County planners. RFTA has contracted with Charlier Associates to do the work.

• Town planner Janet Buck has been working with Dave Johnson from RFTA and a consultant to organize a BRT charrette, slated for March 10 from 1 to 4 p.m. at town hall. The charrette will be led by Jean Sanson of the consulting firm Steer Davies Gleave, and supported by Design Workshop and Arland Land Economics.

Clarion is aware of the workshop and will be meeting with Jean Sanson next week.

• The planning staff has been fielding numerous inquiries on parcels in the town limits.

Turning 5…

It was in the cards Five years ago, the idea of starting up a newspaper wasn’t in the cards in most towns, according to the national media back then. The Internet was taking over and print was on its way out.

Starting up a community non-profit newspaper was not even considered. There were few non-profit newspapers. But tell that to Becky Young and Trina Ortega, who not only had a vision, but with a bunch of others carried it out. So, last Thursday The Sopris Sun and the community celebrated the newspaper’s fifth birthday! The naysayers were obviously wrong; a non-profit community newspaper WAS in the cards!

Congratulations to everyone for not only trying to accomplish something that was against all odds, but for taking a chance and betting on an idea we all knew would win.

Thanks everybody! Here are some folks who helped make The Sopris Sun happen when it was first rising, and who now keep it shining.

Other action In other action, the trustees: • Voted 7-0 to direct town staff members to negotiate with the owners of Mi Casita restaurant, over allegations that the bar has been caught serving minors by the Carbondale Police Department and agents of the Colorado Department of Revenue. Law enforcement authorities have asked that the trustees, acting as the town’s liquor licensing board, hold a “show cause” hearing concerning possible penalties for violations of state liquor laws.

According to the authorities, underage customers were observed buying and consuming alcoholic beverages, and state agents in plain clothes were able to enter the establishment and buy alcohol without having their IDs checked by restaurant staff.

Rather than schedule a hearing specifically, the trustees gave the restaurant owners, Federico and Graciela Peña, until the March 18 trustees meeting to either come up with a settlement with authorities, or participate in the show cause hearing.

The authorities have proposed a 10-day suspension of the restaurant’s liquor license, with another 20-day suspension deferred for one year.

• Granted a permit for recreational marijuana cultivation at a facility operated by the Doctor’s Garden retail marijuana shop.

• Approved an intergovernmental agreement with Garfield County, accepting a county grant of $500,000 toward improvements to Highway 133 as it passes through town. This grant is in addition to an earlier grant of $500,000 from the county for the same purpose.

• Approved an extension of development deadlines for the Thompson Park housing project, to accommodate the pending sale of a portion of the project to Ross Montessori School.

Recreating among wildlife requires responsible human behavior Sopris Sun Staff Report As people continue visiting and moving to Colorado to enjoy the variety of outdoor recreation the state has to offer, the likelihood of encounters with wild animals is also increasing. In addition, because some areas of Colorado have received signiďŹ cant snowfall this season, wildlife ofďŹ cials warn that more animals will begin traveling on groomed trails, increasing the possibility of close encounters, according to a press release.

Watching wildlife in a responsible manner can lead to an exciting and memorable experience; however, approaching, harassing or feeding wild animals, or allowing your dogs to chase them, can lead to signiďŹ cant, negative consequences for you, your dog and the animals. Remember these tips that can help prevent a serious conďŹ&#x201A;ict with wildlife.

1. Watch wildlife from a distance. Most elk, deer and other wild animals will run away from people and dogs, but moose will hold their ground and cannot be â&#x20AC;&#x2DC;shooedâ&#x20AC;&#x2122; away. Because they will charge if threatened, always give moose a wide berth. In addition, big game animals are struggling to survive during wintertime. Any unnecessary activity can lead to burning crucial fat stores at a time when forage is scarce. This can lead to an increase in mortality from starvation, including the deaths of unborn calves and fawns.

Watch them from a distance with binoculars, a camera lens or a spotting scope.

Snowmobiling is a popular and fun way to enjoy the backcountry; however, in addition to a ďŹ&#x201A;urry of reports received by local wildlife ofďŹ cials, several clips posted on video sharing websites showing snowmobilers encountering moose along snow-packed trails has prompted concern and warnings from ofďŹ cials to keep away from the large animals. Over the weekend of Feb. 23, area wildlife ofďŹ cers received a report of a severely injured moose calf lying on a snowmobile trail. The calf had two broken front legs and ofďŹ cers suspect that it might have been struck by a snowmobile. Due to the extent of the injuries, the calf had to be killed by ofďŹ cers to end itâ&#x20AC;&#x2122;s suffering. In addition to the possibility of being injured

by an angry moose, anyone that chases wildlife on a snowmobile will be ďŹ ned. If you encounter a wild animal while snowmobiling, stop immediately, keep your distance and let the animals move away on their own. If itâ&#x20AC;&#x2122;s a moose you see on the trail, remember that they do not fear humans and cannot be forced to move along. Wait for it to wander off or seek an alternate route.

Dogs off-leash will typically approach the large animals, causing the threatened moose to charge and injure not only the dog, but the dogâ&#x20AC;&#x2122;s owner as well.

Because of the serious injuries and stress dogs can cause, Colorado peace ofďŹ cers are authorized to use whatever force is necessary to stop them from harassing, injuring or killing any wild animal.

Sopris Sun Staff Report What would draw a high-powered, rising star – one who has built a career on enhancing educational access for people who might not otherwise have that opportunity – to serve the small towns on Colorado’s Western Slope?

As Dr. Carrie Besnette Hauser explains, it’s because of the opportunity to help lead Colorado Mountain College toward becoming the premier and most innovative institution of its kind.

Hauser, the ninth and newest president of CMC, and the second woman in the job, will address her vision for the college and for student success as the inaugural speaker of the 2014 Roaring Fork Cultural Council speakers’ series in Carbondale on March 10. She will also share her thoughts about how access to affordable, high-quality education can transform lives and elevate communities’ economic and social vitality.

“Our new strategic plan is driving us toward becoming the most inclusive, innovative, student-centered college in the country,” Dr. Carrie Besnette Hauser Hauser said. “We believe this vision will help us to elevate the economic, social, cultural and environmental vitality of the incredible communities we serve.”

Firsthand, she has seen education transform the lives of people who had thought college was beyond their reach. Before joining CMC in December, she was a senior fellow for the Ewing Marion Kauffman Foundation and president and CEO of Kauffman Scholars. She has also served as vice president and an original senior officer of the Daniels Fund, and held governor’s appointments to the Colorado Commission on Higher Education and the Colorado Blue Ribbon Commission on Health Care Reform.

“I have been familiar with Colorado Mountain College for many years, and became even more so during my time at the Daniels Fund,” she said. “As CMC was an early recipient of Daniels Opportunity Scholarship grants, I came to know the important role the college plays in Colorado higher education. CMC offers students a choice — really THE choice — to live, work, take classes, earn degrees, receive training and contribute to the economies of our mountain communities.”

In addition to her work with private foundations that empower students to go to college, she has been vice president for advancement and external relations at Metropolitan State University of Denver and executive director of its foundation. She has also taught at UCLA, the University of Denver and in Colorado State University’s executive MBA program.

Her experience on both sides of the equation – as educator and as matchmaker for students and donors – has meant she’s long pondered the benefits of, and the challenges facing, higher education.

“The world has changed,” she continued. “What students need to know and be able to do is different in a global, knowledge-based economy, regardless of where they are from or plan to live. So, as a state and college, we must rethink how we serve and train students.”

Hauser takes her new job seriously, having already logged hundreds of hours and thousands of miles to listen to students, faculty, staff and community members throughout the college’s 12,000-square-mile service area.

“CMC has the opportunity, potential and ingredients to become the premier and most innovative institution of its kind in the country,” she said. “Because of the college’s many diverse locations, employees and students can incubate and experiment with ideas and programming on a small scale. When successful, leading practices can permeate college wide. As the college and its students are successful, communities and local economies thrive.”

School board considering major calendar changes Sopris Sun Staff Report

The Roaring Fork School District is considering some significant changes to its school calendar that would aim to increase student achievement and enhance professional development, according to a press release.

A new partnership with the community-wide Cradle to Career Initiative by the Aspen Community Foundation, and other community resources, will support the proposed changes, allowing RFSD to offer expanded learning and enrichment opportunities to K-8 students.

The biggest change will be the elimination of Late Start Mondays, replacing it with Early Release Wednesdays.

“The changes will not only increase student-learning time but it will also allow for scheduled, ongoing, continuous professional development time for teachers,” said Superintendent Diana Sirko.

“This new structure would allow additional learning opportunities for students and teachers,” Sirko continued. “Staff has told us that the allotted time on Mondays was too short to be effective. The community told us during the visioning sessions that they want to attract and retain the best teachers. This is a step toward helping us address both. We know that the proposed change from Late Start Mondays to Early Release Wednesdays will be an adjustment for students and families.”

The RE-1 school board was scheduled to discuss the calendar changes at its Feb. 26 meeting. The earliest the board would vote on the changes is March 19, according to a district spokeswoman.

Following is a summary of the proposed calendar for 2014-2015 year outlining the significant modifications as compared to previous years: • Late Start Mondays eliminated – Professional development time previously scheduled for teachers during Late Start Mondays would now take place on Wednesday afternoons.

• Early Release Wednesdays implemented – To allow for professional development time on Wednesday afternoon, stu-

dents would be released early at 1:45 p.m. for schools that release at 3:15 p.m.; and 2 p.m. for schools that release at 3:30 p.m. This time can be combined with after-school time to allow staff to participate in longer, more meaningful activities. Students would be offered a variety of enrichment activities during that time at the school.

• First day of school for high schools – High schools in RFSD would begin two days before elementary and middle schools on Monday, Aug. 25, 2014.

• First day of school for middle and elementary schools – These schools would start on Aug. 27 (no early release that day).

• First day of school for kindergarten – Kindergarten would start the same day as elementary schools on Aug. 27.

Kindergarten had started a week later than elementary schools.

• K-8 student assessments – Student assessments would take place Aug. 21 and Aug. 22, the week before school starts.

Students in kindergarten through eighth grade would need to be available for assessments during this time period. There will be no days off for elementary assessments in the spring.

• additional Fall break Day — Fall break would be two days for students, Oct. 23-24 and one day for teachers, Oct. 24. This is in addition to the early release on Oct. 22.

• Parent teacher conferences — Parent teacher conference days would be adjusted to allow for two after school and evening time slots in addition to a morning time slot for increased flexibility around parent work schedules. Students will only have one day of school release time to accommodate parent teacher conference in November and February as in previous calendars.

• Fewer four-day school weeks — Parent feedback consistently demonstrated a frustration with four-day school weeks.

What a party Dear Editor: Wow, what a party! I wish to thank everyone for attending the sweetheart dance and benefit given in my honor.

The outpouring of love and support I felt took my breath away. It was so wonderful to share a meal, conversation, photos and even shake my hips on the dance floor for a moment or two. The Missing Link band was tons of fun.

I am still shaking my head at the number of people who were there and the generous donations of food and beverages, arts and crafts, financial contributions and the energy of love and healing. The organizing committee listed all those who donated to the benefit in letters to the editor last week and the list is extensive. I greatly appreciate those individuals and business, but I’ll save print space by not repeating them again. I do wish to publically thank, Kim Velasquez, Lynn Jammaron, Mary Beth Joiner, Erin Bassett and

Stop the dithering Dear Editor: Whoa! All this dithering over extending the oil and gas leases in Thompson Divide has to stop. The leases were due to expire a year ago, but for some unfathomable reason the companies were given an extension. Now that the extension is due to expire on April 1, may they truly expire!! Please, BLM, let the leases die!

Economics matter Dear Editor: I want to thank Pitkin County, the city of Glenwood Springs and the town of Carbondale for urging BLM to reject recent attempts to extend leases within the Thompson Divide.

Our local elected ofďŹ cials get it. Unfortunately, industry doesnâ&#x20AC;&#x2122;t seem to. In a story this week, a representative of a company looking to drill in the Thompson Divide was quoted as saying, â&#x20AC;&#x153;The economics donâ&#x20AC;&#x2122;t concern us.â&#x20AC;?

Well, economics sure do concern me. And Iâ&#x20AC;&#x2122;m sure your readers agree. Thatâ&#x20AC;&#x2122;s why local opinion weighs heavily in favor of conserving the Thompson Divide and the countless livelihoods it supports. Our economy has a lot to lose from oil and gas development â&#x20AC;&#x201D; to the tune of some 300 long-term jobs and $30

million. That may not seem like much to a company from Houston, but itâ&#x20AC;&#x2122;s meaningful to the local ranchers and small business owners in our rural community.

Thanks again to our local elected ofďŹ cials in Carbondale, Glenwood Springs and Pitkin County. Iâ&#x20AC;&#x2122;m happy to see that economics concerns them.

Hiking on Thompson Divide Dear Editor: During the winter months, I spend my days hiking with my toddler on Williams Peak and exploring the vast network of trails that make up the Thompson Divide. This time I spend with my son provides an opportunity to instill in him a deep appreciation for nature and what we are leaving behind. As a mother and resident of the Four Mile area (the area most likely to be impacted negatively by drilling in the Thompson Divide), I support the efforts of a broad-based coalition of folks, from all walks of life, working together to conserve the Thompson Divide for the long term. Not only do I believe conserving the Thompson Divide is the right thing to do from a personal perspective, but because of what the land means to our economy and the countless Coloradans who rely on it for their livelihoods.

Recreation within the Thompson Divide supports 138 jobs and generates a total economic value of $12.6 million for our local communities. Local shop owners from Grand Avenue in Glenwood to Main Street in Aspen all beneďŹ t from skiers like me enjoying and recreating on this pristine landscape.

But all of that could be at risk if Houstonbased oil and gas companies get their way.

For more than 10 years, these companies have let leases they hold on the Thompson Divide lay idle. And, now, at the 11th hour, theyâ&#x20AC;&#x2122;re asking, again, for more time. Itâ&#x20AC;&#x2122;s time to let those leases expire. There are just some places that arenâ&#x20AC;&#x2122;t appropriate for development and the Thompson Divide is one of those places. Instead of giving in to the oil and gas companiesâ&#x20AC;&#x2122; request, itâ&#x20AC;&#x2122;s time for us to focus on what weâ&#x20AC;&#x2122;re leaving behind.
