Carbondale Creative District rolls forward with biker cowgirl

By Olivia Pevec I am writing in regards to the emerging Carbondale Creative District and it’s bicycle mounted cowgirl guide image.

Some of you reading this are deeply involved in developing the Creative District. Others of you have some vague notion of it, maybe some of you have never heard the phrase. My understanding of the Creative District is that it’s an effort to develop creativity as an industrial resource. To that idea I will give my head, heart, and both hands.

The truth is that the Carbondale Creative District will be what we make it.

I was honored when I was asked if an image I had developed for my own amusement could be put forward for consideration as a “way-finding” guide and potential logo for the district. She came seemingly unchallenged to the point of public comment and was mostly positively received there. The main criticism to come up regarding the image was “how does she represent ‘creativity’”? It is to that I would like to speak.

Creativity is most easily seen in the arts, but creativity can be brought to any scenario and turn any problem into art. When I drew the cowgirl riding a bicycle I was thinking not only of how bikes have been my imaginary horses all my life, but also that this might be a viable option for working cattle.

Have I tried it?

No, but I did see bike-mounted cowboys in Nicaragua some-

time after I created the image.

While I don’t know a single cowboy or girl who would give up their horse in favor of a bike, should it become necessary, I think it would be possible. Bikes are certainly cheaper and they don’t slip on pavement. What solutions might we find for our affordable housing shortage, our land use concerns, our icy roads if we look outside the established norm and mine creativity for answers?

The Carbondale Creative District will endeavor to bring additional support and attention to the artists of our community, and also to attract new creative businesses to town. What fires your creativity? What ideas do you have to make us stronger, more vital, more accessible? Do you believe, like me, that creativity could be as valuable, as plentiful, as consumable and exportable as gas, timber or coal? Certainly it is more renewable as it grows exponentially where it is cultivated. Creativity is a significant force behind what made Carbondale what it is today. The folks who contributed to seeing this town through the collapse of it’s coal industry had to be creative to thrive here. Now that it is a booming, bustling, good-times town with a full economic spectrum, creativity continues to be an essential part our survival.

Getting priorities straight Dear Editor: There is something so unbelievably wrong with this picture! At what point do we respect our elders! At what point do we preserve and protect the integrity of our towns!

Carbondale is being subjected to the onset of change, which we all know is inevitable. But in this case, it is happening with a lack of wisdom. We saw it all happen in Aspen, where I grew up. People from other places with money came in and thought they knew what Aspen needed.

They built monstrous houses, condos too big for the properties they sat on, and Aspen lost it’s integrity.

Planning and zoning changed. A town that once didn’t allow chain stores and prided itself on the uniqueness of quaint boutiques, a way of living and working for a ski pass, and an earthiness unprecedented to anything else found in the country, was lost, a beauty that exuded from all the characters that made it what it was.

sculptor Bill Jamison, Paul Soldner (potter), Robin Mol (painter), Gaard Moses (graphic designer), Norm Clasen (photographer) — only a few names but the list is so unbelievably lengthy.

Yes, with the change, many people who were the foundation, left. And with them leaving, so did something so incredible with Aspen. It happened so fast, and those of us who had grown up, and been a part of Aspen in it’s glory were stunned.

What we were subjected to were outrageous rents that now only chain stores can afford. Many people left, that had been the heart and soul and moved downvalley or elsewhere.

So now we have things changing in Carbondale. Is this really what we want?

If we don’t start speaking up, we will look around and the beautiful attributes that brought us here will be gone!

Yes, I am talking about the now approved building of a four-plex, that is far to large for the property it sits on! This is how it starts. People come in with money, who think they know what a town needs.

They haven’t had the mileage of being, just

BEING here! They think we are lacking.

The reason most of us are here is because it is quaint. Yes, in old town Carbondale.

We have houses like my mom’s that was built in 1883, beautifully renovated. We have history, something that many parts of America lack. We like our quaint homes, and even alleys that have character.

It starts with a four-plex. The planning and zoning departments become more lenient. The domino effect starts, rents go up, unique shops, artists, musicians, restaurant owners, people of character leave and we are left with chain stores and a town looking like most of America.

Isn’t Carbondale special enough to say ENOUGH! At what point do we have a voice and preserve the beauty that we have, and take care of the people that make this valley so AMAZING?!

Please let the Carbondale Board of Trustees hear your voice and let’s keep the integrity of Carbondale!

Libraries look to Boulder for first-ever gun policy John Colson Sopris Sun Correspondent The idea of carrying guns into a public library may not be at the top of local readers’ list of things to do, but the possibilities underlying that idea will be on the agenda of the Garfield County Library board when it meets on Feb. 5 in Carbondale, according to the library district’s director, Amelia Shelley.

According to Library Board of Directors at-large member Bill Lamont of Carbondale, the issue was discussed at a board meeting last week, and Shelley was directed to write up a proposed policy statement much like the one adopted by the Boulder Public Library Commission in 2012.

Prior to that adoption, the Boulder library prohibited the possession of guns in the library facilities except for library security officers and police.

The library board in Boulder, according to an account in the Boulder Daily Camera newspaper, adopted a new policy that simply states, “No person may bring or possess a weapon, except as expressly permitted by state law.”

State law, Shelley told The Sopris Sun, does allow holders of concealed-carry permits to possess guns in many public places, including libraries.

According to the Garfield County Sheriff’s Office, 2,619 concealed-carry permits have been issued in Garfield County since carrying concealed weapons became legal in Colorado in 2003. Of that number, 1,507 are active, 267 have expired and 792 are open for renewal, the sheriff’s office reported this week.

The Boulder library policy, according to the Daily Camera, was effected partly in recognition of a Colorado Supreme Court decision, also in 2012. The court ruled that the University of Colorado in Boulder could not prohibit concealedcarry permit holders from carrying guns on campus.

The issue arose again last year when the Rocky Mountain Gun Owners organization threatened to sue the Clearview Library District in the city of Windsor, Colorado, over that district’s policy of barring guns in the library district’s facilities except when worn by law enforcement officials.

The matter came up, according to published accounts, when an armed library patron, carrying what was supposed to be a concealed pistol, was spotted by another patron, who complained.

The gun-toting patron had a concealed-carry permit, but when asked to leave by the librarian, she did so.

The gun-rights group soon intervened, informing the librarian that state law allows people to carry concealed weapons in libraries, and demanding the policy be changed or the group would sue the district.

Photo by Lynn Burton “Criminal safe zones are target-rich zones, leaving our children and loved ones vulnerable to those with malicious intent,” said RMGO Executive Director Dudley Brown. “A library should be a place where all freedom is recognized and supported, not just a place for freedom of speech.”

The Clearview Library District complied, sparking a round of debate on various web sites, including guns.com, which quoted RMGO’s social media page as declaring, “We encourage our members and supporters to continue to lawfully carry their firearms at libraries in the state, disregarding any unlawful policy prohibiting the right to carry concealed. We firmly believe library patrons, exercising their inalienable right to protect themselves, are not disruptive to the library environment.”

The debate has affected library districts around Colorado, including Garfield County.

“It’s pretty much that we don’t want to be challenged,” Lamont explained, adding that the new Garfield County library policy, being written by Shelley, will be much like the Boulder law, which allows concealed weapons in libraries but

not openly carried guns.

“I think, in many ways, it’s ridiculous,” Lamont continued. “I understand people’s viewpoints, but I also understand we’re not talking militia,” referring to the Second Amendment of the U.S. Constitution, which states, “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”

The rights ensured through the Second Amendment recently have been interpreted to include the right to carry guns for self-defense purposes in general, according to the website of the Legal Information Institute of the Cornell University Law School.

Shelley, confirming that she is working on the wording of a new policy, noted, “It’s part of the culture of the West” but added, “We just don’t think it’s a big issue for us.”

Having guns in libraries, she clarified, is “not the climate we want to have for our patrons, [but] we want to be in compliance with state law,” explaining that the policy she is working on would allow patrons to bring in either concealed weapons or openly-carried weapons.

CRES principal resigns; EL decision put on hold Sopris Sun Staff Report Heather Cremeans, principal of Crystal River Elementary School, announced her decision to resign at the end of the current school year. In a letter to sent to community members last Friday, Superintendent Diana Sirko and Chief Academic Officer Rob Stein stated, “We are thankful for Heather’s hard work and dedication to our students during her two years as principal and we wish her all the best in her transition to new opportunities. As Heather has expressed her intentions to finish the year strong, we still have plenty of time to plan for celebrations and goodbyes.”

Cremeans began her tenure as principal of CRES in the fall of 2013. In an e-mail, she told The Sopris Sun “I am excited about the RFSD Strategic plan and look forward to CRES bringing it to fruition. I appreciate the staff and parents who have supported my efforts to make CRES the best it can be.”

The letter from Sirko and Stein also provides a summary of the work being undertaken this year at CRES. As they explain, “teams of teachers and community members have worked on plans to clarify the school’s vision and mission, improve systems of instruction and support for students, and increase faculty leadership, collaboration and morale.” This work will continue, the letter states, “although in times of leadership transition it is often necessary to slow down.”

This fall CRES also entered into an exploration process with Expeditionary Learning (EL), a national network of schools, along with the district’s Glenwood Springs Elementary School. Crystal River Elementary School staff planned to make a decision later this month as to whether they want to join in a formal partnership with EL. According to the

letter from Sirko and Stein, “Feedback from EL staff is that the there are many indications that Crystal River can be an excellent partner with EL, but at this time the staff is not ready to make a full commitment. EL has given us a recommendation that we support the staff in addressing some immediate challenges it is facing, including increasing staff collaboration and understanding of the EL design.”

The letter goes on to explain, “There is still time this year to decide on a formal partnership with EL, but there is also the possibility of studying and adopting some EL core practices without formally becoming an EL school, and the possibility for the staff to determine that EL is not the right match for the school’s current needs.”

The district will be hiring an outside consultant to facilitate conversations among CRES staff as they move forward. A group of CRES staff members is meeting with a consultant this week to determine whether they want to recommend this person to work with the entire staff. As Stein told The Sun, staff members will be integrally involved in determining the specific goals and the process for working with the consultant.

Youth hockey numbers are taking off Sopris Sun Staff Report Ice skating was a top order of business in a weekly memo from Town Manager Jay Harrington to the board of trustees and town employees, distributed on Jan. 9.

Harrington highlighted several recreational programs on tap at the town recreation center, next to town hall, including youth climbing classes and a new series of youth hockey lessons. He reported that the interest in the hockey lessons yielded a “record participation” of 25 kids in the 6-9 year old classes and 11 kids at the 1014 year old level. The lessons are conducted at the Gus Darien rink, about a mile east of town along Catherine Store Road (County Road 100).

Harrington also reported that pick-up hockey games, for players of any age, are scheduled at the Darien Rink on Sundays, Tuesdays and Thursdays from 7:30 to 9 p.m. each night.

Skate rental rates ($3 per day or $10 for three days), and conditions of the ice at the town’s two rinks (including the Family Ice Rink at Fourth and Main in the center of town) can be found at the Carbondale Recreation Department Facebook page, or at the recreation department website (www.carbondalerec.com).

Harrington also noted that, due to the ongoing warm temperatures, town crews have adjusted their ice maintenance time frame and are not prepping the ice in the evenings, but rather in the early mornings, which “seems to be helping to maintain good ice conditions.”

Also underway is the town’s Adult Broomball League, Harrington wrote. Results of the matches can be found at www.quickscores.com/carbondalerec.

The rink at Fourth and Main, Harrington noted, is being used by physical education classes at Crystal River Elementary School, as the rink is “the perfect size for the younger kids,” according to the memo.

In addition, Carbondale Community School is renting the Darien rink on Friday afternoons (Jan. 23 and 30 from 1-2:30 p.m.), and Harrington wrote that the Darien rink is rented for private parties on Jan. 16 from 3:30-5:30 p.m. and from 6-8 p.m.

“We remind people that we can only clear one street at a time when scraping ice and packed snow.”

Regarding the clearing of the streets of ice and snow, Harrington reported receiving “some complaints from the community” about the town’s performance, and added, “we remind people that we can only clear one street at a time when scraping ice and packed snow.” He reported that town crews also have been working on ice buildup on the pedestrian trails about town.

Starting on Jan. 14, Police Chief Gene Schilling and Lt. Chris Wurtsmith were scheduled to attend a three-day training session on “Marijuana Impact on Public Health and Safety in Colorado,” Harrington wrote. The session is being given by the Colorado Association of Chiefs of Police.

Regarding Carbondale’s efforts to reduce energy consumption at its wastewater treatment plan, Harrington wrote in his memo that for December (12-12-2014 to 1-8-2015), Carbondale’s electricity usage at the plan was 57,272 kilowatt hours (KWH), compared to plant consumption rates of 86,622 KWH for Glenwood Springs, 89,481 KWH for New Castle and 53,555 KWH at Silt for the same period. Harrington reported that Carbondale has “the oldest facility of the group.”

SaTURDay, Jan. 3: At the highly significant hour of 4:20 a.m. police ticketed two local young men (aged 18 years, both) with being minors in possession of an alcoholic beverage, at a location on Vito’s Way. SUNDay, Jan. 4: at 2:05 a.m. officers responded to a fight on Highway 133 and arrested a man for disorderly conduct. He was summoned into court and released.

MONDay, Jan. 5: at 5:04 p.m. police ticketed a juvenile (age not given) for shoplifting at a store.

WEDNESDay, Jan. 7: at 3:50 p.m. police stopped a vehicle at Sopris Avenue and Highway 133 and, after investigating, arrested the driver for weaving on the roadway, driving while under the influence of alcohol or drugs, and failure to provide proof of insurance. The man was taken to the Garfield County Jail.

WEDNESDay, Jan. 7: at 7:35 p.m. police took a report of a suspicious incident near the Carbondale Branch Library at Third Street and Sopris Avenue, but after investigating determined the incident was not so suspicious after all.

Town nails CDOT for removing school zone signs Issue not settled

By John Colson Sopris Sun Correspondent Carbondale officials, angered and dismayed over potential hazards to school kids walking across Highway 133, on Tuesday convinced the Colorado Department of Transportation (CDOT) to reinstall “school zones” signs and flashing beacons near the intersections of Highway 133 and two major cross streets near schools, at least for now.

But the state agency will take another look at the issue come spring, and may take them down again unless it feels the signs and beacons are warranted by potential for accidents involving children crossing the highway, said Town Manager Jay Harrington.

The signs and flashing lights cautioned motorists to slow down from 40 miles per hour, the speed limit just north of the zone, to 25 MPH along the stretch of highway from just south of Hendrick Drive to the intersection at Snowmass Drive, an area close to several schools and regularly crossed by numerous school-aged children.

The issue arose last week, when the signs and flashers suddenly disappeared, after having been up for only a matter of weeks, when CDOT officials concluded that the new traffic signal at Snowmass Drive and Highway 133 would slow traffic sufficiently to ensure safety for pedestrians, according to Harrington.

The disappearance of the signs prompted Mayor Stacey Bernot to fire off an e-mail to CDOT's regional transportation director,

Town and CDOT officials met on Tuesday morning to discuss the situation after the state agency removed new signs and blinking lights at two school crossings on Highway 133.

Photo by John Colson David Eller, accusing the agency of “either a lack of understanding of the importance” of such signs on a busy highway, or “an utter disregard for the safety of my community's future — our children. Either way I find this recent development unacceptable.”

Later in the message, Bernot declared, “A 40 MPH area with distracted drivers through a heavily used and school dense stretch of highway is a recipe for disaster.”

The removal of the signs also led to a quickly-arranged meeting on Tuesday morning between CDOT representatives, Har-

rington, town police officers and town Public Works Director Larry Ballenger.

That meeting was held at 7:45 a.m. as area school children could be seen crossing the highway on their way to the two nearby public schools — Carbondale Middle School and Crystal River Elementary School, both of which are located along Snowmass Drive.

Harrington also sent an e-mail, to CDOT Traffic Operations Engineer Richard Sarchet, outlining the ways in which Harrington felt the two zones meet the agency's requirements for using such signs to control speed:

• The zone between Hendrick and Snowmass drives serves four existing schools and one existing preschool, and ultimately will serve another school soon to be built, Ross Montessori Charter School.

• A parallel bicycle and pedestrian trail is, in some spots, within three or four feet of the highway lanes, most of it lacking curb and gutter separation, across which speeding cars could easily slip and swerve.

• The Carbondale Police Department wants the zones re-established, feeling that a 40 miles-per-hour speed through this stretch of the highway is unsafe given the numbers of children who use the crosswalks and trail.

• The town was not consulted, nor did it consent to removal of the signs and discontinuation of the lower-speed zones.

In an e-mail sent to Bernot, Harrington and CDOT officials following the roadside meeting and another gathering at Town Hall, Zane Znamenacek, CDOT's Region 3 Traffic Program Manager, apologized for his agency's failure to consult with the town prior to removing the signs and beacons, and promised to restore the signs and the reduced-speed zones by Thursday, and pledged his agency to consider “moving beyond the current school zones to enhance school children safety even further.”

Looking toward the future, Znamenacek indicated that CDOT and the school district will work together on a “school zone study” to determine what, if any, other action is warranted for those stretches of Highway 133.

“All recommendations and results will be discussed with school and town authorities,” he promised.

Booze and pot attract Carbondale trustees’ attention

By John Colson Sopris Sun Correspondent Booze and pot, and potential problems posed by retail outlets for both, prolonged the agenda of the Carbondale Board of Trustees until nearly 11 p.m. on Tuesday night.

The meeting had been scheduled to adjourn at 9:10 p.m., but an early discussion of a controversial liquor-license renewal for the Mi Casita restaurant took far longer than outlined in the meeting agenda.

And a later debate about the concentration of marijuana businesses in one corner of town added to the effect of pushing back other agenda items and further prolonging the meeting.

In the end, the trustees granted the Mi Casita liquor license as desired by its owner, rather than extending a set of “stipulations” about the bar’s management that the owner objected to.

In addition, the trustees granted a new recreational pot license for the Sweet Leaf business, which is opening a store on Village Road, despite objections from neighboring businesses that feel they are being forced to accept an unhealthy concentration of pot-related businesses in that part of town.

The trustees also decided to look at an emergency ordinance requiring that there be a 400-foot minimum distance between retail pots shops in the future, as a way of relieving pressure on the Village Road complex of professional and retail businesses from which the

objections arose.

The Mi Casita debate opened with a statement by owner Graciela Peña, who told the trustees, “These stipulations, we shouldn’t have them for our restaurant.” The stipulations are a list of requirements imposed by the town after the establishment nearly lost its liquor license a year and a half ago for serving booze to a 16-year-old girl at an event, and Carbondale Police Chief Gene Schilling had suggested the stipulations be continued with the license renewal for the coming year.

Graciela Peña, as well as her husband, Kiko, the former owner of the business, strenuously objected to the stipulations, saying they had complied with all the requirements, fines and other corrective actions of the state and local governments concerning their business operations.

“We paid our dues,” said Kiko, “why are we being punished another year?”

Trustee John Hoffmann agreed with Kiko’s assessment, saying, “I think it’s a justice issue” and moved to grant the license renewal without any stipulations attached.

After considerable debate, the trustees agreed to scratch all the stipulations but one — all patrons in the establishment after 10 p.m. must be at least 18 years old, a requirement that Kiko agreed to in order to resume having late-night parties for his patrons, a practice that was suspended when state liquor authorities cited him for serving minors in 2013.

Schilling also went along with the elimination of most of the stipulations.

Another restaurant/bar, Gandhi’s in the Sopris Shopping Center, also got into trouble last year over its practice of holding afterhours parties for patrons, some of whom were under 18, and that sometimes spilled into the parking lot outside and degenerated into fights and other disturbances.

“We’re still having some issues there,” reported Schilling, referring to a fight that took place in the Gandhi parking lot just last month.

The trustees postponed voting on the renewal to permit the staff to make some changes to the stipulations, and to gather more information about the current status of complaints from neighbors and others.

Sweet Leaf The retail pot shop, Sweet Leaf, was the subject of objections by two other tenants in the building where the pot business is to be located.

Norma Barr, who owns several retail spaces in the complex, complained that there are several pot-related businesses in the complex, which also is home to professional services such as counselors to children and drug addicts. Having the pot outlets in the complex is not appropriate, she said.

And Diana Quinn, owner of a business in the complex, said she had spoken to several other tenants who were “very concerned

about another retail marijuana place. We smell like a skunk factory there.”

But town attorney Mark Hamilton told the trustees that the neighbors’ complaints were not sufficient grounds for denying the Sweet Leaf application.

After the license had been granted, Trustee Allyn Harvey moved to impose a moratorium on recreational pot shop applications until the town government could examine the issues raised by the neighbors.

When other trustees objected to that move, Harvey agreed to amend his proposal to an emergency ordinance that extends a 400-foot minimum separation requirement between recreational pot shops, a limitation that currently is true only along Main Street in the commercial core.

Pot related businesses already in existence are not subject to the separation requirement.

In other action, the trustees: • Approved a special event liquor license for a Feb. 28 fund-raising event at The Orchard church facility on Snowmass Drive in Carbondale.

• Delayed purchase and installation of a new audio-visual setup for broadcasting trustee meetings, while town staff goes back through the process of finding the best equipment possible at the price level the town can afford.

• Renewed the retail marijuana business license of the Doctor’s Garden shop on Main Street.

Eighth graders win The Carbondale All Stars eighth grade boys basketball team went 2-0 in last weekend’s round robin tournament while the seventh graders dropped two. The eighth graders were led by Joe Salinas and Aidan Sloan with 11 and 10 points respectively in their 39-30 win over Montrose. Mikel Mayo contributed six assists and five steals.

The boys later erupted for a season high 56 points, holding New Castle to 36. Salinas led the way with 18 points and 12 rebounds. Other team members are Will Rose, Liam Laird, Oscar Miranda, Jorge Sandoval, Dawson Kuhl, Ronald Clemente, AJ Adams and Lars Skoric. Their next action is Jan. 18 in Grand Junction.

New recreation/trails master plan shaping up

Meeting slated for Jan. 20

By John Colson Sopris Sun Correspondent A proposed 10-year master plan for Carbondale recreation and trails programs was scheduled to get its first public hearing Wednesday night (too late for The Sopris Sun’s deadline for this edition), and will be the subject of a joint meeting of the town’s board of trustees and two citizen advisory boards on Jan. 20.

The 61-page draft Parks, Trails and Recreation Master Plan Update is a rewrite of the town’s 2004 plan on the same subject, and is meant to guide the town’s efforts to satisfy citizen demand for recreation amenities over the next decade.

This will be done, the plan projects, in the midst of a continuing slide in town revenues dedicated to recreation, trails and parks.

Among the concepts laid out in the draft plan is the possibility that citizens may be faced soon with a proposal to raise sales taxes to come up with the needed revenues to complete programs and policies first identified in the 2004 plan, as well as additional wish-list items contained in the proposed 2015 plan.

The Jan. 14 meeting was of the Carbondale Parks and Recreation Commission, which has been studying the draft plan since mid-December, 2014, on the heels of work by volunteers and the town’s consultant, Design Workshop, starting last August.

The Jan. 20 meeting, a work session at

which no formal decisions can be made, is set for the trustees as well as the parks and recreation commission and the town’s Bike, Pedestrian and Trails Commission, after which further meetings are projected to culminate in passage of the new plan in March.

Town Recreation Director Jeff Jackel stressed this week that the proposed plan is still in draft form, and that changes already are being made as it is analyzed by town staff and by the volunteer boards charged with making recommendations concerning the plan to the board of trustees.

Present state of recreation A “vision summary” statement in the draft plan notes, “Carbondale is known widely for its premier outdoor environment and mountain[s] defined by its strong bicycle culture, access to mountain recreation opportunities, healthy lifestyles, ranching heritage, diversity and its celebration of arts, culture and community events.”

In general, the draft plan maintains, Carbondale is in good shape in terms of the number, quality and condition of most of its recreational amenities, which serve a population of some 6,400 residents within Carbondale, as well as up to perhaps 17,000 who live in the 81623 ZIP code area, according to U.S. Census data from 2010.

But, the document continues, “this plan acknowledges that additional funding is

needed to complete many of the improvements identified in past planning documents such as the Nature Park Master Plan, the Gateway River Park Master Plan, and new concepts described in this document.”

Currently, the town boasts a total of 25 parks, a growing network of bicycle and pedestrian trails and new recreational facilities that include a $3.2 million Recreation and Community Center, opened in 2008, and a variety of improvements to the North Face Park at the south end of town, such as the newly completed North Face Bike Park, among many other amenities.

Among the list of parks are two that are termed “gateway parks” at the north and south end of town — the seven-acre Gateway River Park adjacent to the Highway 133 bridge over the Roaring Fork River, and the newly renamed Nuche Park at the town’s southern border along Highway 133.

The draft plan sets out a goal of improving and maintaining the existing network of parks and trails, as well as making improvements to the aging municipal swimming pool at Main and 7th streets. The conceptualized pool improvements, according to the draft plan, currently are “well outside of the town’s financial reach,” as are new trail construction and the purchase of new park lands.

The financing At present, the town dedicated funding source for recreation is a half-cent Retail Sales and Uses Tax (50 cents in tax revenues out of

every $100 spent in shops, restaurants and other businesses), or RSUT. The RSUT generated nearly $950,000 for recreation spending in 2014, more than three-quarters of which went to support the Recreation and Community Center in the form of salaries, money for programs and payment of $2.2 million in bonds issued to build the center.

Spending on recreation has depleted the town’s cash reserves set aside for recreation purposes, the plan notes.

“At the current use rate, it is expected that parks and recreation savings will be depleted by 2020, and remaining funds will be insufficient in funding existing facilities and programs,” the draft plan states; adding that the depletion could mean the town will fail to pay off the debt service on the recreation center by 2024, as anticipated.

Although one section of the plan is to contain recommendations from the volunteer boards to the trustees, those recommendations were not included in the public version of the draft plan.

Instead, according to Jackel, the recommendations are being examined and revised by staff and by the volunteer commissions, and a final draft may not be available prior to the Jan. 20 meeting of the trustees and the volunteer commissions.

Ice skating 101

Crystal River Elementary School physical education teacher Marty Madsen loaded his bus with students more than 30 times then drove them to the downtown ice rink for hour-long skating lessons between Jan. 6-12. Madsen reports that many parents volunteered their time to help tie skates and put helmets on kids so they could quickly get on the ice. “We have tremendous parents that go above and beyond for the kids at CRES,” he said. Most of the students had never skated before the lessons. “We had some very nervous kids, but they conquered their slight fear and we had nothing but smiles and laughing … once they were on the ice.”

The Roaring Fork School District Board of Education will review drafts of Dr. Diana Sirko’s contract and Dr. Rob Stein’s contract at its Jan. 28 meeting, scheduled from 5:30 to 8:30 pm at Basalt High School, according to a press release. “The board is taking a thoughtful approach to the contract negotiation process,” said Board President Daniel Biggs. “We do not want to repeat the ambiguities of the past. We thought we would be ready for the next meeting on Jan. 14 but we all agreed we need to take our time.” The board will be reviewing drafts of two contracts: Superintendent Sirko’s contract renewal request for two years, and Stein’s five-year contract, with two years in his current role as the assistant superintendent and three as superintendent.

Eighth-grade students from Carbondale Middle School put physics to the test on Jan. 8 with the annual cardboard bobsled race at The Meadows near Sunlight Mountain Resort. Student teams took two days to build their bobsleds then spent race day assessing Newton’s laws, the forces acting on the bobsled, and how to calculate speed and acceleration. No word from the students on whether Sir Isaac Newton had as much fun with his experiments as they did with theirs, but one would have to think he’d approve.

Roots Rx carves a trail to perfect location

Basalt’s first recreational marijuana shop, Roots Rx, has been providing cannabis to locals and tourists for less than two months but has already carved a trail to its rather obscure location. Like its neighboring towns in opposite directions that restrict retail marijuana outlets from locating within a certain number of feet from schools, Basalt’s zoning allows Roots Rx within a half-mile of the closest school.

In this writer’s opinion, the choice of location is an interesting one considering Basalt’s penchant for driving consumers toward its “historic” downtown corridor and the mountain marijuana industry’s magnetic appeal to visiting tourists.

Throw in the recent statistic of $60 million in tax and licensing revenues accrued by the state in just 10 months and you begin to wonder if a dispensary in one of Basalt’s downtown vacant storefronts might be just what the cannabis doctor ordered.

Roots Rx is owned by local businessmen Pete Tramm of Basalt, and Robert Holmes of Aspen. Though it’s the first retail marijuana store in Basalt, Pete and Robert

own another shop in Eagle-Vail. Their approach to interior marketing is not the tiedyed Marley-esque feel of a ‘70’s head shop. The store promotes a comfortable, unrushed, experience featuring upscale appointments and well thought out displays.

Product is supplied by Front Range grow operations, two from Denver and The Farm in Boulder. Their own grow operation is being established in Missouri Heights and will feed both their locations once they are up and running. In the meantime, there are plenty of purchasing options: dry herb, oils, wax, edibles and all the appropriate paraphernalia to round out your recreational experience.

By Denise Barkhurst The inundation of insane politics, of war images and ridiculous speeches and the complete lack of logic that saturates opinions in the 24/7 news cycle, has me avoiding the news channels like the plague.

Sometimes, I think the droning of commentary is the plague. And then two military-trained gunmen in black garb wield assault weapons at journalists. They annihilate cartoonists and editors in an execution-style raid in Paris, France. The droning is suddenly blocked by the concept that freedom of speech is a worldwide target. It’s the bull’s eye for every extremist; it’s their ultimate threat and, consequently, the ideal most in peril.

We can say that those threatened by free speech are uneducated, or from Third World countries, or have let their religion override their humanity (there’s an oxymoron). We can even say that killing in the name of God, no matter whose God it is, exhibits the greatest insanity. The fact that this has occurred throughout history is no form of acceptance; it is, in fact, a form of stunted human growth. We can create a computer nearly as thin as cardboard but can’t grasp the idea of agreeing to disagree in a peaceful manner.

Think this isn’t going to affect us here, in the land of the free and home of the brave?

Think again.

Extremists don’t have to wear black masks or speak a foreign language. They simply need a gun and a sense of moral right that may conflict with common sense yet still give them an identity. Or worse, they only need a platform (and a microphone to go with it) that attracts an unwarranted respect as they shut down voices not in sync with their own. It’s all about the idea of false righteousness, not the idea of live and let live. To make it worse, they think if they say it louder and louder, it somehow becomes the truth.

The political right sees “Sesame Street” as a social threat; the laugh-ability of this is outweighed only by the danger of those who believe it and subsequently keep working to de-fund it.

Think “burning books” is outdated? Not too long ago, the Pitkin County Library had a display of books currently banned in schools somewhere in the U.S. These included “The Grapes of Wrath,” “Catcher in the Rye” and “Harry Potter.” Free speech and absence of censorship, especially in journalistic terms, is teetering in the balance.

A lawyer friend told me he looks at violations of free speech as this: Was anyone defamed? Was there potential for libel? Was there a possible hate crime? Was any law broken? This is the purest, pared-down form

of a right we take for granted, but which is the core strength of any governmental system. We think of our newspapers and radio stations and TV channels as matter-of-fact venues for opinion and “news.” Of course, weeding through these to find factual, unbiased truth is a constant and tiring challenge, favored only by those who can stomach ideas that contradict their own and who are willing to acknowledge logic, scientific proof and advanced cultural norms.

Which leads me to journalists and satirical cartoonists. Yes, they can support a stance that makes your stomach churn with disgust, or draw a political cartoon that borders on the obscene. They can insult what you believe in. But do they have the right to do that? And why should they? Because without that basic, core value of having a voice, of challenging that with which you disagree, especially in an art form, we become nothing more than the droning voices across the airwaves. We become robots in step to a non-thinking society without the critical analysis so needed for humanity to advance.

I had to search for quite some time to find the images from Charlie Hebdo that incited the finely-tuned, terrorist slaughter. No one, not CNN or MSNBC or BBC, was willing to show them on the air. I had to sign a YouTube document to say I was old enough to see the images of a naked cartoon Mohammed prone in prayer. (Honestly, I really didn’t understand the cartoon’s message). I suppose

fear got the best of all of them. Would they be the next ones to be slaughtered or bombed or targeted? Is our level of fear how we determine our level of free speech?

Maybe we need to be using Hollywood’s vision of America as our world’s political addendum: “America isn’t easy. America is advanced citizenship. You’ve gotta want it bad, ‘cause it’s gonna put up a fight. It’s gonna say, ‘You want free speech? Let’s see you acknowledge a man whose words make your blood boil, who’s standing center stage and advocating at the top of his lungs that which you would spend a lifetime opposing at the top of yours. You want to claim this land as the land of the free? Then the symbol of your country cannot just be a flag. The symbol also has to be one of its citizens exercising his right to burn that flag in protest. Now show me that, defend that, celebrate that in your classrooms.’”

the RSUT by a quarter-cent, to 75 cents per $100 spent in local shops, or even a half-cent increase, to $1 per $100 in spending, as the plan says was done in Crested Butte and Basalt to meet similar funding challenges in those towns.

In a survey conducted last year, according to the plan document, 37 percent of respondents were OK with the idea of “aggressively seeking additional funding sources� to meet the town’s needs. A total of 75 percent of respondents offered varying levels of support for the idea of a tax increase, according to the draft plan.

Another aspect of the draft recreation plan calls for support of an ongoing effort to have Carbondale designated by the state of Colorado as a Creative District, an effort that currently is being spearheaded by the Carbondale Council on Arts and Humanities (CCAH), though there have been indications that another group may ultimately take over the organizational role.

Linking the recreation planning with the Creative District effort is advisable, the draft plan states, because “arts and cultural services are fundamental to the civic purposes of Carbondale and to the community’s identity. In recognition of this, the recreation master plan is intended to support the Creative District plan.�

In general, the draft document continues, “Recommendations that are directly relevant to the Parks and Recreation Plan Update include the goal of promoting Carbondale as an arts, festival, performance and recreation destination; implementing targeted multi-modal improvements; and protecting riparian corridors while promoting public recreation.�
