As we strive to become “The Best Little City in Arizona,” our focus remains on enhancing infrastructure and embracing new opportunities. These Projects, approved during our tenure, reflect our commitment to providing improved services for residents and local businesses. Collaboration with City Administration and Department Directors remains pivotal as we work towards sustained growth and opportunity for Somerton. This report captures the ongoing efforts of Mayor and Council to enhance the quality of life in our community. The main role of administration in a municipality is to efficiently manage and implement policies, services, and resources to meet the needs of the community. The following divisions comprises Administration: • Clerks Office • Information Technology • Human Resources Administration plays a role in translating the decisions of Mayor and Council into tangible actions that contribute to the overall well-being and development of the local community. Additionally, Administration coordinates essential services, oversees infrastructure projects, adheres to legal regulations, engages with the public, and ensures effective financial management.

HUMAN RESOURCES DIVISION


The primary function of Human Resources (HR) is to manage and optimize the organization’s workforce by overseeing recruitment, employee relations, training and development, compensation, compliance, and fostering a positive workplace culture.

In its role as an information hub, the Human Resource Department caters to both employees and management, ensuring a comprehensive understanding of policies and procedures. Moreover, it diligently oversees compliance with state and federal employment laws, manages employee benefits and compensation, fosters positive employee relations, and handles worker’s compensation matters.

COMMUNITY DEVELOPMENT DEPARTMENT

The Community Development Department is dedicated to community-centered strategies aimed at fostering resilient neighborhoods and establishing a robust foundation for quality development. This department encompasses three essential divisions: • Planning and Zoning • Building Safety • Code Enforcement Community Development plays a crucial role in the community’s improvement. The department focuses on strategic initiatives and collaborative efforts to contribute actively to future development. Their work aims to cultivate a vibrant and sustainable environment, leading to tangible benefits for residents. Improved infrastructure, increased housing opportunities, and an overall enhancement of community prosperity are direct outcomes of the department’s endeavors. SOMERTON HIGH SCHOOL 2023 saw the long-anticipated completion of Somerton High School, the largest building ever constructed in the history of Somerton. The 15-year effort to bring a high school to the students of Somerton culminated in July of 2023 with the issuance of the final certificate of occupancy. GO TOROS!

CODE ENFORCEMENT DISVISION The Code Enforcement Division of the Community Development Department marked its first full year of operation with over 171 Official Cases Processed and 97 Cases Closed, our code enforcement officer opened a new case on average every 2.13 Days and closed a case every 3.76 days.

COMMERCIAL DEVELOPMENTS Community Development proudly acted as the steward of growth in the City of Somerton this year; 2023 saw the department oversee the initial pre-development and early construction stages of numerous large-scale commercial developments including but not limited to Circle K, Fourth Avenue Gym, Sunset Health Clinic, Regional Center for Border Health Expansion, and the Perricone Commercial Shopping Center. Exciting things are in store for 2024!

ECONOMIC DEVELOPMENT DEPARTMENT


The City of Somerton’s Economic Development Department plays a pivotal role in nurturing community growth expansion through business affairs. This department consists of 2 divisions:

• Public Information Officer • Graphic Design In its administration of business affairs, the department does outreach to attract major establishments and serves as a dedicated liaison for businesses. Its responsibilities include exploring grants, connecting businesses with community organizations, developing campaigns to encourage shopping local and cultivating a diverse business landscape. This results in a stronger local economy and an improved quality of life for residents.

PARKVIEW COMMERCE CENTER The Parkview Commerce Center represents an exciting opportunity for developers and investors. This commercial complex is strategically positioned by the city to drive growth on the west side of Somerton. Located at 1290 W. Main St., the Parkview Commercial Center encompasses nearly 20 acres, within the 55-acre parcel acquired by the city in 2017, specifically to attract developers to this promising region.

PARKVIEW The development plan has divided the site into eight lots, with a prime 4.5-acre parcel (Parcel #1) reserved for a 24,000-square-foot, one-story medical clinic, slated for construction by Sunset Health, aimed at serving the local community. Notably, 4th Ave Gym has secured and merged parcels #6 and #7. Furthermore, Parcel #2 is earmarked for a strip mall, which will house established businesses.

SISTER CITIES - ROSARIO TESOPACO, SONORA MX Mayor Gerardo “Jerry” Anaya participated in the extensive Sister City Agreements signing between Arizona and Sonora, emphasizing collaboration for economic development. This historic event signifies not just neighbors but partners, friends, and family, reinforcing the Binational ties of foreign affairs and economic growth. The City of Somerton is excited to collaborate with Rosario Tesopaco, Sonora MX and Presidente Municipal Gerardo Mendívil Valenzuela and team.

FINANCE DEPARTMENT


The Finance Department for the City of Somerton ensures financial stability by overseeing the city’s yearly fiscal budget. The Finance Department oversees three divisions:

• Accounts Payable • Accounts Receivable • Utility Payments The primary functions of the department are accounting and reporting, such as, accounts receivable, accounts payable, payroll, cash receipts, cash management and investments. One of its underlining responsibilities is guiding the development of the city’s annual budget and continues to monitor it throughout the fiscal year. Additionally, the department coordinates the annual municipal audit, reinforcing its commitment to financial accountability and transparency.

FIRE DEPARTMENT


Javier Hernandez Fire Chief

Through a unique partnership, the Somerton Cocopah Fire Department extends essential emergency services to two communities: City of Somerton and Cocopah Nation. Operating as a dedicated emergency service provider, the department responds comprehensively, addressing various situations such as but not limited to: • Fires • Medical incidents • Hazardous materials incidents • Fire prevention education • Inspections for fire prevention • Arson investigations • Special duty responses By undertaking these responsibilities, the department ensures the safety and welfare of the citizens it serves. With a commitment to professional service and a broad spectrum of emergency responses, the Somerton Cocopah Fire Department plays a crucial role in safeguarding the community and promoting public safety. The Cocopah Indian Tribe donated a new 2023 fire engine to support the Somerton Fire Department.

Zero to Hero firefighter program with the Regional Fire Academy. This allowed SCFD to add 3 additional firefighters to serve the community. These three paramedic students graduated from AWC with tuition paid by the Regional Center for Border Health. This will allow 3 more paramedics to serve the community.

GRANT AWARD Tohono O’odham Nation grant was awarded purchased new hoses and fire equipment for new fire engine.

MUNICIPAL COURT


Yolanda Torok-Valenzuela Municipal Court Judge

The Somerton Municipal Court plays a crucial role in community justice. The court facilitates the equitable and timely resolution of legal matters. Emphasizing legal accountability and efficient dispute resolution, the court actively contributes to fostering a safer environment within the City of Somerton. Residents experience the advantages of a transparent and easily accessible judicial process, which, in turn, supports the creation of a secure and orderly community.

OUTREACH AND AGENCY COLLABORATION Our Court team has prioritized opening its doors to local schools and agencies to educate our community about the Court’s role in our city. This summer, we collaborated with Campesinos Sin Fronteras in their Middle School children’s summer program. The Court helped organize a Mock Trial in which students played various roles in the courtroom. With the assistance of the City Prosecutor, our Court provided an overview of the Criminal Justice System to the students, helping them understand how a criminal case is processed during a Jury Trial. Thirty students participated in this program.


COURT SECURITY A PRIORITY The Somerton Municipal Court believes that Court security should be a priority for their facility. Several improvements in this area have been in the works. The Court installed an entrance metal detector, keypad and swipe card locks throughout the court building. Also added security cameras, and a TV screen to view court proceedings and the area outside the courthouse. It is important for us to provide not only the employees but also our community with a secure environment when accessing the courthouse.

COURT SERVICES The rise in the issuance of Protective Orders within the Somerton Municiple Court can be attributed to the fact that it has been the sole operational court in South County for the past six months. As a result, our Court has recognized the importance of educating our community on the procedures for filing and processing Protective Orders.

PARKS AND RECREATION DEPARTMENT

The Parks and Recreation Department’s mission is to enrich the lives of the residents of Somerton by providing safe, welcoming parks, and recreation facilities. There are four vital divisions under Parks and Recreation: • Parks • Recreation • Special Events • Senior Center • Municipal Pool The department stands as a central hub for community enrichment. Through the upkeep of well-maintained parks, a variety of recreational programs, and 12 yearly engaging community and special events, residents experience direct benefits in terms of enhanced physical and social well-being. By providing accessible spaces and diverse activities, Parks and Recreation brings people together for leisure and enjoyment.

AZ PARKS AND TRAILS GRANT AWARD The City of Somerton received a grant from AZ PARKS AND TRAILS in the amount of $314,544 for the construction of two soccer fields and a restroom at Perricone Park.

NEW CHRISTMAS TREE Parks department purchased a 20 foot Christmas tree to be displayed at Centennial Park during the holiday season.

CULTURAL CENTER IMPROVEMENT Parks Department teamed up with AEA Federal Credit Union to make improvements to the Cultural Center by painting the interior walls. City of Somerton Annual Report 2023 | 30


POLICE DEPARTMENT


Araceli Juarez Chief of Police

The role of the City of Somerton’s Police Department is to ensure public safety and order by enforcing laws, preventing and investigating crimes, and maintaining a visible and responsive presence to protect and serve the community. The department hosts the following divisions: • Patrol • Animal Control • Crime Investigation • Records Division Guided by devoted officers, the police department plays a important role in ensuring community safety. Through proactive crime prevention, rapid emergency response, and active community engagement, residents experience a secure living environment. The department’s dedication to public service cultivates trust and cooperation, safeguarding the community’s welfare.

We are currently staffed with 19 sworn officers, 9 Dispatchers, 4 Professional Staff and 2 Animal Control Officers.

1.25 MILLION GALLON WATER STORAGE TANK GROUNDBREAKING

MAIN STREET & PARKVIEW AVE TRAFFIC SIGNAL

ONGOING CONSTRUCTION

The project included the following work within the limits of the City of Somerton, Arizona. The work consists of, but is not limited to, installation of the Steel tank, installation of concrete base, installation of tank cathodic protection, interior coating, and exterior painting, and tie-ins/modifications/connections to existing piping and existing tank features. The tank is an above-ground (on grade) 1,250,000-gallon water storage tank and its nominal dimensions are 32 feet in height and 74 feet in diameter. This project will add additional storage of water for the residents and future growth of the City of Somerton.

The project included the following work within the City of Somerton, Arizona, which consists of installation of roadway right turn lane, curb and gutter construction, installation of Traffic Signals, placement of roadway signs and pavement markings. This also includes storm water collection catch basin, piping and related facilities, storm water pollution prevention plan (SWPPP) and erosion control by the Contractor, and miscellaneous construction.


WATERLINE REPLACEMENT & STREET IMPROVEMENTS The project included the following work between Union Avenue and Federal Avenue on Sunflower Street, approximately 11,146 Square Yards (SY) of pavement removal and replacement, installation of 2,172 lineal feet of 6-inch PVC waterline, fire hydrants, water services, gate valves, tie-ins to existing watermains, and replacement of 8 existing sanitary sewer manholes. Project also includes removal and replacement of miscellaneous curb, sidewalk, sidewalk ramps, cross gutters, survey monuments, and other work incidental to the City of Somerton, Somerton Heights Waterline Replacement and Street Improvements (Community Development Block Grant (CDBG) Contract # 120-22).

STREET IMPROVEMENTS The project included the following work within the City of Somerton, Arizona, which consists of the construction of the extension of Parkview Avenue from the north end to the southern boundary of the Somerton High School development. The termination at the northern end. The work will include roadway construction, stormwater line installation, lighting installation, pavement marking/signing design and Storm Water Pollution Prevention Plan (SWPPP).
