MAYOR AND COUNCIL MESSAGE 2017 was a great year for the City of Somerton. A year that welcomed new businesses and residents and out of town visitors who attended the City’s many special events. The City of Somerton’s annual report of accomplishments for the 2017 calendar year outlines the activities that are moving the City forward to become “THE BEST LITTLE CITY IN ARIZONA.” Some of the highlights that the city has accomplished in 2017 are new commercial businesses such as Ace Hardware - This building was remodeled from a grocery store to a hardware store and has hired 10 employees; the Regional Center for Border Health has two brand-new buildings that include a Clinic, the College for Health Careers and the Main Street Café (La Cocina); Also, our new City Hall building - this building has been completed and in operation as of June 2017. The new City Hall is a two-story building which holds City Administration, Human Resources, Finance, Community Development, Public Works and Parks and Recreation Departments. All council and other boards meetings are now held in this building designed with a modern architecture theme.

There were numerous Public Works projects accomplished this year such as County 15th Street Pathway Retention Basin, Garvin Street Sidewalk Extension/Somerton Canal Connection, Congress and Gardenia Street Reconstruction Project, just to name a few. Then there are the numerous recreational improvement projects such as the Splash Pad Shades and the new Ramada at the Joe Muñoz Park, and the new exercise equipment at Perricone Park. Approved or under construction City projects included are Main Street Redevelopment, the Centennial Park located
at the Water Tower. New Commercial projects that are under construction include the new Burger King that expects to hire up to 35 employees from the Somerton area, (Expected to be ready for business on May 2018) and the 85350 Sports Bar & Grill. With several other still under review. Financially, the City of Somerton is doing very well with A+ Rating. But due to an increase in the cost of water and sewer material and services, minor adjustments may need to be done on the revenues side. This report summarizes City efforts toward improving the quality of life of every Somerton resident and building a better future for our children. City staff is ready to assist you with any issues that may arise pertaining to the services we offer, from utilities to permits, licensing and more. While the marks of this report are positive, we still have years of hard work ahead of us and we, the Mayor and City Council look forward to continuing working with the community to achieve our vision to make Somerton “THE BEST LLTTLE CITY IN ARIZONA.�

CITY OF SOMERTON Somerton is located in the fertile Yuma Valley in southwestern Yuma County, about 12 miles south of Yuma and at an elevation of 103 feet, approximately 12 miles from the U.S./Mexican border and 180 miles east of San Diego, California. The City is located on both sides of U.S. Highway 95 (Main Street) and Somerton Avenue runs north and south through the city. The area is bounded by Cocopah Indian Reservations (East and West). Somerton was established in 1898 and incorporated in 1918 and its population has doubled during the last ten years now reaching 15,500. Somerton has a long history of overcoming physical and economic adversity. Early settlers had to prevail over the Colorado River floods in order to realize the tremendous potential of the area’s agricultural lands. This potential was the driving force for the establishment of the Somerton school district in 1902, and the paving of Main Street in 1917. The downtown business district survived a huge fire in 1926 and was able to continue to be a major economic influence in Yuma County until the early 1960s. Somerton with a rich heritage and culture has a downtown redevelopment plan that offers a package of incentives for businesses that locate in the downtown area or existing ones that need to upgrade their premises. PRINCIPAL ECONOMIC ACTIVITIES
Agriculture, medical services, and tourism are the primary economic activities in the local economy. Retail activity continues to grow along with its population. Somerton’s small-town-feel as part of its historic downtown and culture is unique, and visitors from all over the Yuma Region enjoy coming to the many special events offered throughout the year. The city’s location, between two major population areas, connected through US 95, Yuma to the north and San Luis, AZ and San Luis R.C., Mexico, to the south, makes Somerton an ideal location for special events and entertainment venues.
SCENIC ATTRACTIONS
Somerton is the native region of the Cocopah Nation which is a large employer with seven different entertainment, lodging and cultural attractions: The Cocopah Casino, The Cocopah Resort & Conference Center, The Cocopah Rio Colorado Golf Course, The Cocopah Museum, Cocopah RV and Golf Resort, Cocopah Speedway and Wild River Family Entertainment Center. Somerton is a community that honors its cultural diversity and heritage, more than 30,000 people flock to Somerton for the annual Tamale Festival every year in December.

The City of Somerton offers many recreational and educational activities to its residents and visitors through its Parks and Recreation Program and Community Services: The Community Center which includes the Heritage Pool, gymnasium and Youth Center (YMCA), Valle del Desierto Senior Center, Cultural Center, Joe C. Cardenas Ball Park, Joe Muñoz Park and Ball Field, and other parks with playgrounds and ramadas. It is the Mission of the Somerton Parks and Recreation Department to enhance the quality of recreational activities offered and the attractiveness of parks and facilities to provide a better quality of life to its residents.

Street crew completed this project on March 2017. The project consisted in the removal of the old damaged asphalt pathway and replaced with new concrete section. This section was widened to 8 feet and the ABC material was replaced. The approximate concrete yards poured were 350 CY.
CO.15TH (MADISON STREET) PATHWAY/ RETENTION BASIN RECONSTRUCTION PROJECT The project consisted in widening the concrete pathway section. Retention basin was re-excavated and landscape was improved including the installation of new decorative rock, boulders, shrubs and the repair of the existing drip system. Also new trash receptacles and benches were installed on new concrete pads. New LED decorative pedestrian lights were installed.
GARVIN SIDEWALK EXTENSION/SOMERTON CANAL CONNECTION PROJECT

Street crew completed this project on December 2017. The project consisted in extending and widening the current sidewalk on Garvin Street and connect it to the Somerton Canal Pathway. New landscape was installed including decorative block, rock, boulders and shrubs. Concrete pads were poured to install the new exercise equipment. New LED decorative pedestrian light double arm should be installed soon.

CONGRESS AND GARDENIA STREET RECONSTRUCTION PROJECT Project was completed on April 2017. New pavement section was constructed as well as new sidewalks, sidewalk ramps, driveways, curb and gutters and new storm drain system which included a new retention basin. SUNSET SUBDIVISION STREET RECONSTRUCTION EAST GEORGE STREET, COLUMBIA AND MUSGROVE PROJECT AVENUE STREET RECONSTRUCTION PROJECT Project was completed on June 2017. The improvements on this project were the replacement of old water main lines as well as sewer main and manholes. New asphalt pavement section, new sidewalks, sidewalk ramps, driveways, curb and gutters and new storm drain system. Also, the project included widening the section of Cesar Chavez Avenue between Main Street and Eucalyptus Street.
WEST GEORGE STREET AND NORTH UNION STREET RECONSTRUCTION PROJECT The project was completed in July 2017. The project consisted of replacing old asphalt and concrete sidewalks. New pavement section was constructed as well as new sidewalks, sidewalk ramps, driveways, curb and gutters and new storm drain system. The project boundaries were George Street from Somerton Avenue to Carlisle Avenue and Union Avenue from George Street to Spring Street.

The project is currently under construction and on its final phase. The improved road segments were George Street from Somerton Avenue to Columbia Avenue, Columbia Avenue from George to Spring Street and Musgrove Avenue from George to Spring Street. This project included new pavement section, new sidewalks, sidewalk ramps, driveways, curb and gutters and new parking for the future Centennial Park on the north side of George Street. Also new sewer main line was installed along Musgrove Avenue and George Street.

CESAR CHAVEZ AVENUE MULTI-USE PATHWAY City of Somerton received a grant from the Arizona Department of Transportation to design and construct this project. Currently the pathway is 100% completed. The one-mile pathway starts on Main Street and ends on CO.15TH (Madison Street) and consist of 10’ of asphalt walking path, landscape, drip system, pedestrian LED lights, benches and trash receptacles. 6

Project was completed on December 2017. The project included the replacement of the old damaged asphalt section on both segments alley and parking lot. New concrete curb and gutter and new sidewalk ramps were constructed. New striping on the parking lot was completed. CRACK SEAL PAVEMENT PRESERVATION ON RURAL ROADS Street Department started sealing some of the rural road segments within our City limits. Project started on September 27th and it was completed by October 17th, 2017. The road segments where the crack seal was applied were: Avenue “G” between HWY 95 and CO.15TH, Avenue “B” between CO.15TH and CO.16TH, Avenue “D” between Hwy 95 and CO.15TH and CO.15TH west of Avenue “G” to City limits.

Working with Yuma County Development Services. Somerton was able to use the County contractor to seal some of the Somerton rural roads segments by applying chip seal to preserve the asphalt conditions. The improved road segments were: Avenue “G”, Avenue “B”, Avenue “D” and CO.15TH west of Avenue “G”

ASPHALT OVERLAY PAVEMENT PRESERVATION REPLACED WATER MAIN LINE ON CONGRESS PROJECT ON RURAL ROADS AVENUE AND GARDENIA STREET Working with Yuma County Public Works Department, Somerton was able to improve some of the rural roads by applying 1” asphalt overlay to preserve the asphalt conditions. The improved road segments were: CO.15TH between Cesar Chavez Avenue and Somerton Avenue, Avenue “C” between CO.15TH and CO. 14TH ½ and CO.15TH between Avenue “B” and Avenue “A” ½
SANITATION SIDE LOADER REFURBISHED TRUCK PURCHASE Sanitation Department purchased a used refurbished side loader truck. This truck replaced one of the old trucks for the residential route. This purchase will improve the ser vices and save money in maintenance and operations for this department.
Water Main was replaced on February 2017. DPE Construction was de contractor for this project. Approximately 1,850 linear feet of 6” pipe were replaced with new PVC pipe C900. Also, all water services, valves and fire hydrants were replaced on both road segments.
REPLACED WATER MAIN LINE ON SUNSET SUBDIVISION Water Main was replaced on June 2017. CEMEX Construction was de contractor for this project. Approximately 1,600 linear feet of 4” pipe were replaced with new 6” PVC pipe C900. Also, all water services, valves and fire hydrants were replaced for the entire Subdivision.

REPLACED DAMAGED BOOSTER PUMP AT THE WATER PLANT Water Department replaced the booster pump no.3 at the water plant. The function of this pump is for emergency purposes and in case of low water pressure. This pump operates manually in case of a power outage and/or any other issues with the system.

REPLACED VACUUM CLEANER FOR WATER DISTRIBUTION SYSTEM Water Department replaced the old damaged vacuum cleaner. This equipment is used for water breaks and repairs as well as for the water meter cleaning and service.

WASTEWATER NEW VACUUM TRUCK RAMP EXTENSION The construction of this concrete ramp was built by LPC Construction. It is located on the west side of the wastewater plant. The ramp improves the operations of the department by having an extended area where the truck can dump the sludge from the sewer lift stations and collection system.

UNION AVENUE SEWER LIFT STATION DESIGN PLANS Design plans were completed by our consultant James Davey and Associates. The plans include the rehabilitation of the existing sewer lift station by installing new high efficiency pumps, a new force main pipe that will redirect the flow to the existing system on Garvin. A new wet well will be constructed as well as the installation of new electrical panel and fittings.
WEST GEORGE SEWER MAIN REPLACEMENT PROJECT
Sewer Department replaced the old damaged clay pipe at the intersection of George Street and the alley west of Somerton Avenue. Sewer main was replaced with a new 6” PVC pipe as well as the sewer manhole with new concrete precast manhole. Also, sewer crew installed new 6” PVC sewer main approximately 130 linear feet on George Street between Somerton Avenue and the alley.

J.C.C. RESOLUTION Somerton Main st little league park was renamed “Joe C. Cardenas memorial baseball field” in honor of U.S. army soldier killed in action. Ceremony took place November 5th, Vice Mayor Jerry Anaya said, “As a kid, Joe Cardenas played ball at this field. This dedication will ensure that [his] memory will live forever. It [will serve] as a reminder of the ultimate sacrifice this Somerton Hero paid for the freedoms we enjoy [today]”.

ECONOMIC DEVELOPMNET DEPARTMENT MAIN STREET REDEVELOPMNET
Somerton has a rich history and its downtown area has reflected its past, present, and now the intent is to tell that history with a blend of architecture design and street layout improvements. On April 2016, the City Council approved the Concept Design for Main Street, an area from Somerton Avenue to Cesar Chaves Avenue. J2 Engineering & Environmental Design, a design group with extensive experience in downtown redevelopment and in creating people places, designed the master concept design and street layout. The construction documents for Phase I, from Somerton Avenue to just west of the Sanguinetti Park, is expected to be completed on April 2017.
CENTENNIAL PARK
The City of Somerton was incorporated on May 1918. The City’s intent is to celebrate its 100 Years anniversary on May 2018. The purpose of the Centennial Park Project is to redevelop the historic site of the Water

Tower and convert it as a people place. A place where residents and city visitors can enjoy their time at this location and to be the focus of the 100-Year celebration. Norris Design-AZ, LLC will complete the final concept design and construction documents on May 2017. COMMUNITY DEVELOPMENT DEPARTMENT The Building Safety and Code Enforcement is a division of the Community Development Department and performs the following services for the Somerton community: Processes application submittals, reviews plans, and issues permits for construction projects. Performs inspections to ensure that each construction project is in compliance with the approved plans, specifications, and current codes. Enforces property maintenance codes to ensure owners maintain their property in order to protect citizens’ health, safety and welfare. The Animal Control Services provides the residents of Somerton with courteous, professional and effective animal control. In addition, Animal Control ensures the rights of animal owners and non-owners are protected and served.

SOMERTON MUNICIPAL COURT FINES REDUCTION PILOT PROGRAM A fines reduction program which our Somerton Court help to develop was adopted by the Arizona Supreme Court as a “Pilot Program” as a possible model for the rest of the State. As a result of the implementation of this program people with unpaid, or balance-due traffic tickets were given the “one-time” opportunity to clear their driving record through this fine reduction program. We received approval from the Arizona Supreme Court to reduce certain qualified fines, penalties, and surcharges. Because of this program, many individuals who were previously driving with suspended driver’s licenses had the opportunity to pay off their fines, and obtain their privileges to drive legally again. In the spirit of Arizona Supreme Court Justice Scott Bales’ newly developed program, “Fair Justice for All”, our court has further cemented our working relationship with a local behavioral health service agency. Family Behavioral Integrated Services is a local agency which provides a full range of behavioral services such

as: Substance Abuse Screening; Substance Abuse Treatment; DUI screening, education, and treatment; Domestic Violence treatment education, and counseling; and Anger Management. Justice Bales has asked Arizona courts to consider alternatives to incarcerations, or to further strengthen our present programs which we already offered. F.B.I.S and the Somerton Municipal Court have agreed to further develop our efforts to listen to our local community, and initiate, and promote the behavioral services being demanded. The Somerton Municipal Court will soon have a fully paved, and developed parking lot for our customers. The empty, undeveloped lot directly behind the court building has long been used as a parking location, not just for court business, but for other City events. Thanks to the assistance, and guidance from Mr. Samuel Palacios, the city’s Public Works Director, customers, and special event attendees will now have a fully paved parking lot for their convenience. POLICE DEPARTMENT
The Somerton Police Department is a progressive department that continues to grow to better serve the Somerton community. Currently our department consists of 22 police officers, 7 full-time dispatchers, 1 administrative assistant, 1 full-time records manager and 1 part-time records clerk. The 9-1-1 Communications Division is responsible for answering 911 calls for service for the City of Somerton and the East and West Cocopah Reservations. This division dispatches emergency and nonemergency calls for service 24/7 and is always available to serve the public with integrity and respect. Additionally, this division continues to build close partnerships with all local public safety agencies. This ensures backup assistance when needed and it strengthens our mutual aid agreements. We have a robust communications radio system that allows this division to communicate with these agencies at a click of a button. This is extremely beneficial during emergency multi-jurisdictional incidents for both the Somerton Police Department and Somerton/Cocopah Fire Department. The Somerton Police Department has an Explorer Program that has grown from 6 to 14 members within
the last year. This Explorer Post is guided by Officer Higuera and Officer Evans. The group meets twice a week and one day is dedicated to classroom law enforcement education and the other for physical training. The members of
this program also do ride-longs with the police officers. The Explorer Post has fundraisers throughout the year for the purchase of new equipment. This group also assists with traffic control and foot patrol during special events in our community. The members have also volunteered in various community service projects such as Amberly’s Place Christmas Gift Giveaway in Somerton, AZ. The Somerton Police Department has actively supported the Special Olympics Program for the past three years. There are various fundraisers throughout the year within our department. The proceeds all go to this wonderful organization. Also, once a year in the month of May, our agency participates in the Special Olympics torch run. All local law enforcement agencies participate during this event. In 2017 the Somerton Police Department had its first Coffee with a Cop event in Somerton, AZ. This was a great success and we look forward to more. This event allowed for local citizens to speak to members of the Somerton Police Department in a comfortable setting while they enjoyed a cup of coffee and pastry.

follow-up, and contribute to treatment of chronic conditions and community health monitoring.
The Somerton Cocopah Fire Department is now in its second year of providing Community Based Paramedic Home Patient Visits. This new EMS service delivery model is being developed from existing health care resources and will be integrated with other health care providers and public health and public safety agencies. It has already proven that it is improving community health and resulting in more appropriate use of acute health care resources. EMS will remain the public’s emergency medical safety net.
In short, the future will involve utilizing our Paramedics, and possibly in the not too distant future, Registered Nurses and/or Physicians Assistants in our Ambulances as an extension of a partnership with the local hospital or clinics. Just as in the past many nay-sayers couldn’t see why we not only needed but deserved ambulance; so to in the future, people will recognize that the Somerton Cocopah Fire Department was – once again - on the cutting edge in Yuma County in providing Community Based Paramedicine.
OUR EMS FUTURE: COMMUNITY BASED PARAMEDICINE: Although the community-based health management model is called various things in different jurisdictions we are calling it “Community Based Paramedicine.” Community Based Paramedicine will have the ability to identify and modify illness and injury risks, provide acute illness and injury care and

FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT The City of Somerton Finance and Administrative Service Department consists of five divisions which provide service to the public and other city departments.
