Introduction

In July 2016, Somalia successfully inaugurated a new edition of football competition, under the regional football development strategy. The first edition of the newly initiated Somali Inter-state football tournament was staged at the FIFA-refurbished Stadium Banadir in the capital Mogadishu from 15-26 July 2016. The competition which was won by the north eastern semiautonomous Somali state of Puntland was themost enthusiastic football competition in recent history after the country’s elite national football league.

Objectives of the competition

Amongst several key objectives for the implementation of the inter-state football tournament are: Generating peace and public integration through football across the country. Erecting friendship and development for young people. Making a selection of future national team members from paticipating teamsCreating opportunities for the young boys to make friendship and introduction amongst them.

initiatives for helping the war-weary nation to develop and fully get back on its feet once again. Using football as a tool to indoctrinate young people and give them awareness against drugs and violence. Creating activities for the young people in their country to prevent them from risk voyages in the high seas.

Message of the SFF President

The launch of the first inter-state football tournament was part of the regional football development initiative drawn in the Somali Football Federation long-term strategic plans. According to SFF activity plans, the event was to pave the way for the upcoming regional football leagues, as every single state in the country will have their own football league. The organization of the Inter-state tournament was to help the regions in every zone prepare for the inauguration of the regional leagues. Another major objective of the tournament was to initiate annual events for the young people across the country to develop them in many ways. Somali Football Federation is fully determined to help youths get access to training courses in order to build their knowledge for football. Education seminars and courses including refereeing, administration and coaching which were organized in many regions in the country have so far yielded positive results as part of our strategy to increase football knowledge and experience throughout the country. It is mentionable that the education curses organized by SFF had helped most of the regions develop their football. For example, the Puntland state whose team lifted the trophy and the Jubbaland state whose team was a finalist took benefit from more courses in recent months in the second phase of the [Spread the football program]. Another major benefit from the Inter-state football tournament was that several clubs in our National league teams hunted some players from the competition and a selection of future national team members was made by the SFF technical department.

However, after this successful attempt, Somali Football Federation is determined to broadening the competition. In 2010, the SFF was able to revive the country’s regional football tournament after more than 20 years when 15 regions played the regional football tournament for peace and friendship in the city of Garowe, the provincial capital of the Somali state of Puntland. The regional soccer event is now planned every year with the participation of 18 regions in the country.

Inter-state tourney inaugural edition attracts unprecedented Media coverage tournament

The media coverage for the 2016 Somali Inter-state football tournament has been very high, as local and international media did their best to make a very professional coverage. I take this opportunity to thank local media and our international friendly media for spending much time and energy to take what we have been doing before an international audience. Local radio stations, news websites and TVs including the government-owned Somali National Television are commended for the efforts they

paid to provide the Somali people with all the news and information about the competition. More praiseworthy are the two sports news channels in the country, Access Sports Television and GoolFM which made daily live coverage, interviews and other special programs before, during and after the competition. Despite the less knowledge and experience, sports journalism in Somalia is now growing and since late last year, Somali-speaking media mostly TVs have been doing live coverage for Somali

football competitions. Top help our journalists acquire enough knowledge and experience in the sports journalism, we are planning to organize a national level course for sports writers in the country this year, followed by an international level seminar due next year.

Somali president inaugurates first edition of inter-state football tourney

The president of the federal republic of Somalia, Prof Hassan Sheik Mahmoud, launched the first ever inter-state football tournament on 15th of July 2016. This was the first football competition of its kind since after the federal system had been completely implemented in Somalia several years ago. The host team Banadir humiliated their Southwest State rivals by 5-0 in the inaugural match which attracted tens of thousands of spectators. Somali Football Federation president, Abdiqani Said Arab, welcomed Somali president Prof Hassan Sheik Mahmoud to stadium Banadir and Somali Football Federation

invited him to kick the first ball to inaugurate the tournament. The Somali leader was accompanied by the Southwest State president Sharif Hassan Sheik Aden, the minister for youth and sport Mohamed Abdullahi Hassan, Mogadishu mayor, Sheik Yusuf Hussein Jimale, government ministers, law makers and director generals from regional states affiliated to the federal government of Somalia. SFF president, Abdiqani Said Arab, commended the minister for youth and sport Mohamed Abdullahi Hassan for playing a key role in the implementation of the tournament which he said will

be organized every year. “I take this opportunity to thank our minister for his dedication and commitment to the promotion of football in the country. The arrangement of this competition has been under way for some time and we are happy that the tournament is now officially launched by the president of the federal republic of Somalia Prof Hassan Sheik Mahmoud� SFF president explained. The president also praised the Mayor of the capital Sheik Yusuf Hussein Jimale for accepting to host the first interstate football tournament in Somalia. The minister for youth and 8

sport, Mohamed Abdullahi Hassan extolled Somali Football Federation authorities for the high profile organization of the competition. On his party, the president of the federal republic of Somalia Prof Hassan Sheik Mahmoud, said that such football competitions would help the Somali youths get a greater opportunity to create peace, friendship and integration. The president praised the Somali Football Federation authorities for their commitment to develop football across the country which experienced more than 25 years of civil wars and lawlessness. President Hassan and his delegation watched the opening match from start to the end. However, the newly inaugurated inter-state football event is different from the regional football tournament that Somali Football Federation has been organizing since 1972.

SOMALI PRESIDENT: Inter-state football competition was a sign of development

The president of the federal republic of Somalia Prof. Hassan Sheik Mahmoud, said that the country’s first Inter-state football tournament has marked an enormous sign of peace and development in the country. Addressing at the conclusion ceremony for the Inter-estate soccer event on the night of 17th of July, president Hassan Sheik Mahmoud, said that the maiden football tournament was a major step taken towards the right direction which shows that Somalia was reviving. “The organization of the interstate football tournament was a very good start for the new Somalia. It was a successful test which demonstrates that Somalia is moving forward and recovering from the damages caused by the long-standing chaos” president Hassan Sheik Mahmud said in his closing remarks. He said that the launch of the first Inter-state football competition sent a message of peace, development and public integration to the outside world, adding that Somalia is now

President Hassan Sheik Mahmoud, commended the Somali Football Federation for the introduction of the football event which was the first of its kind since the federal system was endorsed in Somalia. “Football is all about peace. It creates publicity for the people and it encourages the progress of the country” Somali president said in his closing address adding that his government was committed to supporting football promotion in the country.

Somali champions hold a farewell party for Inter-state tourney top sides

It was an honor for Somalia’s champions, Banadir Sports Club to hold a farewell dinner ceremony for Puntland state football team, the winners of the 2016 Somali inter-state football tournament and finalists Jubbaland football team.

“We organized this beautiful gathering as a moral boost and encouragement for the two teams who played in the final.

Banadir Sports Club are the 2015-2016 Somali champions and they retained their record after winning the elite National league unbeaten once again.

Abokar Mohamed Sheik, chairman of Banadir Sports Club, invited both teams to a highly organized farewell dinner party held at Maka Al Mukarama Hotel in the city centre of the capital Mogadishu on 29th of July 2016. “I am very pleased that my club is the sole National league member which organized such a beautiful and high level dinner for the two states who won first and 2nd places of the 2016 Inter-state football competition” Banadir Sports Club chairman, Abokar Mohamed Sheik said in his address at the dinner ceremony.

“We are now planning to make trips to a number of semiautonomous states in order to have friendly matches with them” Mr. Abokar Mohamed Sheik explained.

This is also to create a long-term relationship between Banadir Sports Club and these two and other states in the country” he said.

The farewell dinner was attended by Somali Football Federation senior vice president, Ali Abdi Mohamed, Somali National Olympic committee coordinator for regional development Ibrahim Hussein Ali, Somali NOC executive committee member and 1960s Ocean Stars playmaker, Haji Mohamed Ahmed Olow.


Puntland wins Somali Inter-state football tourney

Although they were shocked by an early goal from their opponent’s side, the semiautonomous Somali regional state of puntland clinched a great victory after defeating Jubbaland state rivals 5-3 on penalties to lift the country’s first ever Interstate football competition. Jubbaland made huge celebrations in the 4thminute of the match when Fu’ad Mohamed Yusuf [No 10] scored a beautiful goal to give his side a very early lead of the final match which saw Somali Football Federation

thousands of spectators. The Puntland side made successive attacks on their opponent’s goal and in the 35th minute of the match they made their equalizing goal from Farah Dahir Farah [No 7]. None of the teams was able to win during the normal time that it takes to play a football match plus the extra time as the match ended up in stalemate. International football referee Hassan Mohamed Haji had officiated the match which

was termed as the mostcompeted match in the whole tournament. However, Puntland team was crowned the winners of Somalia’s first Inter-state football tournament after defeating Jubbaland 5-3 on penalties. 13 vice president, Ali Abdi Mohamed along with other SFF officials. The president of the federal republic was very pleased to present the trophy to the winning team and announce the successful conclusion of the first Inter-state football tournament in Somalia. President Hassan Sheik Mahmoud, was accompanied by his Prime Minister Omar Abdirashid Ali, the minister for youth and sport Mohamed Abdullahi Hassan and key other government officials. Other honorable individuals who watched the final match included regional governors and other officials from different regions in the country and as well as foreign diplomats in the country including Turkish and Emirates ambassadors to Somalia.

Scores shortlisted from Inter-state tournament to undergo training sessions

Somali Football Federation Technical department has announced that 27 young footballers were shortlisted from the recently-ended Somali Inter-state football tournament. Technical director, Awil Ismail Mohamed, said that the 27 players of whom 3 are goalkeepers were the mosttalented of all players in the competition and will be prepared for future National team.

“Somali Football Federation is drawing special training program and as soon as possible we are going to encamp them for training sessions” Somali Football Federation Technical director, Awil Ismail Mohamed, said. “Most of the players in the tournament had less experience for football, but they showed their full commitment to the game. I had conversations with

so many of them and we now know what their dreams are” Mr. Mohamed noted. The technical director said that most of the short-listed players are now back to their respective regions and will be called to encamp soon after his directorate finalizes the training programs allocated for the shortlisted players.

Referees committee report: 22 refs and assistant refs officiated Inter-state tourney matches

Somali Football Federation referees committee is very pleased with the quality and experience of its young age referees and assistant referees who officiated the inaugural edition of Somalia’s Inter-state football tournament 2016. Chairman of Somali Football Federation referees committee Osman Jama Diraa, said that the referees most of them level B and C had made very high profile performances

during the tournament. “It was a very pleasing experience that the referees including teenagers, who were trained about 18 months ago, were able to exhibit very professional practices from the very beginning to the successful end of the competition. Only one international referee, Hassan Mohamed Haji was picked up for the final match” he said. A total of 22 referees and assistant referees had officiated the 12-day long competition.

“On behalf of the SFF, I would like to commend the young age referees for the good job they did. Refereeing is a very important sector for the beautiful game and we are committed to redouble our efforts to increase the quality and quantity of football referees in the country” said Somali Football Federation referees committee chairman Osman Jama Diraa.

Medical report: 2016 Inter-state football tournament

The medical services were very high quality during the inaugural edition of the Inter-state tournament. The Somali Football Federation Medical Committee made everything possible to get an adequate and better treatment for players, fans and officials. Somali Football Medical Committee Secretary, Dr. Khaliif Yousuf Sabrie, said he was pleased that his committee was able to successfully accomplish high profile tasks during the competition, adding that most of Somali Football Federation

the cases took place in the first week. “During first week there were many cases such as head injuries, muscles strains, ankle sprain, knee injuries and trauma. Other cases like Respiratory problem and hip strains were also treated” said Dr. Khaliif Yousuf Sabrie, adding that only one serious case was admitted to the Ummah Hospital in Mogadishu which also provided free medical equipment and nurses to Somali Football Federation since early this year.

“Two fans were treated for emergency cases at our facility in the stadium. Special thanks are also due to Amiin Ambulance Service which helped us” Dr. Khaliif Yousuf Sabrie mentioned in his report. He said that a total of 20 players suffered from different injuries during the 12-day long competition. “Thanks to Allah, as there were no fractures at all” he said.

The winners

Puntland State of Somalia are the winners of the first edition of Somali Inter-state football tourney 2016. Geographically, Puntland State is located in the North east of the country. Mostly Puntland is a costal territory. In 2010, Puntalnd hosted Somali regional football tournament for peace and friendship. The competition was held in the city of Garowe from 15-31 December 2010 and it was the first time for the regional event to be organized in the country since 1988. The competition brought together hundreds of players representing 15 regions in Somalia and was won by Banadir region. Puntland is very wellknown for its fishing industry and it is relatively peaceful in comparison with the southcentral regions in the country. Somali Football Federation is very grateful to the people of Puntland state and former president Abdirahman Sheik Mohamed Mahmoud for hosting the 18th edition of the regional soccer competition. Jubbaland: Inter-state tournament finalists

Jubbaland are the finalists of the 1st edition of Somalia’s Interstate football tournament 2016. They were strong team and took the lead of the final match just 4 minutes after kick off, but they were unlucky to win the trophy after Puntland defeated them 5-3 on pens. The region is located along the southern cost of the Indian Ocean in the south end of the country. The Jubba River follows through

several cities and towns in the state and that is why it took the name as Jubbaland state. It is very well known agriculture, fishing and other natural resources. Kismayo is the provincial capital of Jubbaland state. This is a football-mad region which won nearly half of the regional football competitions that Somali FA organized before the collapse of Somalia’s military government

in 1991. Jubbaland is the first state which announced that they are planning to bid for the hosting of the 2nd edition of the interstate football competition. However, Somali football federation will soon announce the terms and conditions for hosting the tournament and any state who can afford will be handed their hosting rights.

The host region

Banadir region has had the opportunity to become the host province of the inaugural edition of Somalia’s Inter-state football tournament which continued at Stadium Banadir from 15-26 July 2016. Banadir is where Somali capital Mogadishu is located and it is the base of the federal government of Somalia and as well as the Somali Football Federation is headquartered in this region. Banadir is located south of the country along the Indian Ocean. The region’s team promoted from the group stages, although they were ejected in the semifinals when they were defeated 8-7on penalties by Jubbaland. Thanks to the mayor of the capital Sheik Yusuf Hussein Jimale for accepting to host the inaugural event in his region and for making all facilitations needed for the smooth going of the tournament.

This is a football-loving region. Their players promoted from the group stages, but they were eliminated in the semifinals. This state is located in the south centre of the country. The Shabelle River follows through most cities and villages in this state. Before the collapse of Somalia in 1991, the region had 2 elite football clubs, but they disappeared with the military government as the clubs were owned by governmental institutions. The region has hundreds of kilometers of costal territory. It is well known for agriculture, fishing and other natural recourses.

Galmudug State

Galmudug State is located in the centre of the country. In April 2012 Somali Football Federation organized the first phase of the new regional football development scheme in this State and thanks to former minister of sport Saadaq Daahir Mire, for making all facilitations to help implement a successful program in his region. Galmudug State football team was ejected in the group stages of the Inter-state tournament, although their players made good exhibition. This region has hundreds of kilometers of coastal territory and like any other region in the country it is well known for its livestock and fishing.

South West State

As appears in its name, this state is located in the south west of the country. Although this state is popular for football, their team was ejected during the group stages. The Shabelle River follows through large parts in this state which is well known for agriculture, fishing and livestock. The coastal city of Barawe which is located along the Indian Ocean is the provincial capital of the South West state.
