Dear Members, Partners, and Friends of the EDC,

Last month I had the good fortune to do something I never imagined I would do, not in my wildest imagination. I accompanied a group of civic leaders on a KC46 to Eglin Air Force Base. En route, we got to witness midair refueling of F15, 516, and F35 fighter planes as well as another KC46. I was in the cockpit for the latter as we pulled up to nearly touch the plane with our nose. Thrilling, to say the least. At Eglin, we were briefed on a variety of projects and programs, and had the opportunity to learn from their local civic leaders about the variety of collaborations. It was really inspiring to see what was possible. On our way back to Travis, we stopped over at Vandenberg Space Force launch facility and actually got to witness the control room where they launch rockets. I was fortunate enough to sit in the cockpit at sunset as we took off to return home. This trip was something I will always remember.

On a persona Los Angeles as p y y y, will be the last of these incredible, life changing events. Unfortunately, due to inflation, supporting this massive operation with 2600 cyclists and 500 roadies has just become too expensive. We’re living in a time where vital services are being cut. Solano Transportation Authority Awards $24.9M Contract for Major Vallejo Interchange

Project

The Solano Transportation Authority (STA) has awarded a $24.9 million contract to Ghilotti Construction Company, Inc. for the State Route 37/Fairgrounds Drive

Interchange Improvement Project. This first-in-the-Bay Area Diverging Diamond Interchange will enhance traffic flow, safety, and transit access while supporting economic growth and revitalization efforts in Vallejo. Construction begins this month, with completion expected by mid-2026.

NorthBay Health has been awarded a $5 million legacy gift from the late Al and Patt Shaw, longtime community members committed to accessible, high-quality health care. The donation will fund equipment upgrades, technology enhancements, and facility improvements. Their legacy continues through the Shaw Family Kitchen at NorthBay Medical Center, ensuring lasting community impact.

Vallejo Municipal Marina Receives

$1.5

Million for Revitalization Planning

The Vallejo City Council has allocated $1.5 million toward planning the revitalization of the Municipal Marina, addressing years of deterioration. The funds will support structural assessments, community outreach, and redesign proposals. Officials are also pursuing a dredging permit to improve water access. Future construction funding will be needed, with estimated repairs ranging from $20-$40 million.

High-Tech Expansion: Sigray Inc. Brings 100 Jobs to Benicia

Sigray Inc., a leader in X-ray microscope technology, has relocated its 100-employee research and production facilityfrom Concord to a 64,000-square-foot facility in Benicia, strengthening the city’s role in advanced manufacturing and green technology. With plans for future job growth and sustainability efforts, this move is a major economic boost for Benicia.

NorthBay Health Expands with New Property, Secures County Support for $42M Bond

NorthBay Health has acquired 30 acres and a 72,000-square-foot building in Solano County and is seeking $42 million in tax-free revenue bonds to finance the project. The site’s future use is under evaluation as part of NorthBay’s Master Facilities Planning, set for completion in mid-2025. County supervisors support the initiative, with discussions including potential workforce housing for healthcare staff.

5-Year Capital Facilities Improvement Plan

The Solano County Board of Supervisors has officially approved the 5-Year Capital Facilities Improvement Planthrough fiscal year 202829, with $648.39 million in planned projects. $114.66 million is fully funded, while additional funding will be sought. The board also appointed and reappointed key officials and approved community contributions to support local organizations.

Fairfield Officials Highlight Growth and Success in State of the City Address

Fairfield’s State of the City presentation emphasized economic progress, infrastructure improvements, and community development. Mayor Catherine Moy and City Manager David Gassaway highlighted new housing projects, homelessness reduction efforts, and business growth, with downtown vacancy dropping to 3 percent. Officials also discussed road projects, public safety achievements, and Travis AFB partnerships, reaffirming Fairfield’s commitment to a brighter future.

Suisun City Launches Expansion Webpage to Increase Transparency

Suisun City has launched a new webpage to keep residents informed about its expansion exploration efforts. The page includes background information, council meeting videos, and a documentary on the city’s financial challenges. City officials, including City Manager Bret Prebula and Mayor Alma Hernandez, emphasize public participation and transparency amid concerns over land use, financial impacts, and Travis Air Force Base encroachment. Despite controversy and criticism, officials state that no formal annexation plans are in place, and community engagement will be a priority.

Solano County Recognized for Innovation in Workforce and Permitting Systems

Solano County received two innovation awards from the California State Association of Counties (CSAC) for its Behavioral Health Intern Program and improved permitting system. The internship program reduced job vacancies while fostering a diverse workforce. Recent storms and high tides have worsened conditions, with reclamation districts implementing temporary mitigation efforts. The county seeks state and federal funding for long-term repairs. A full damage assessment will follow the winter season.

Solano County Supervisors Discuss Workforce Development and Economic Growth

The Solano County Board of Supervisors received an update on local and regional workforce development efforts, focusing on healthcare, manufacturing, public sector, and transportation jobs.
