He thanked all the hard working staff for what they have done this year and also thank all the sponsors, football clubs, referees and fans for their contribution towards the development of football in Vanuatu. “Without doubt my focus is to help football primarily in the interest of our children.” Said Lambert Maltock. “I have first to help our coaches get more courses because if we have good local coaches, we will ultimately have good footballers.” “But we still have a long way to go; we have the talent.” “You spot young talented players across this country, which can be turned into

eal Madrid and Atletico Madrid have been banned from registering new players in the next two transfer windows, FIFA announced on Thursday. FIFA’s disciplinary committee said the two clubs “violated several provisions concerning the international transfer and first registration” of players under 18 years of age. Real and Atletico were each issued a transfer ban to last across two windows for breaking FIFA rules. Atletico were hit with a €823,000 ($893,000) fine, while Real Madrid were fined €329,000 ($360,000). Included in FIFA’s list of players in question were the four sons of Real Madrid coach Zinedine Zidane, a fact that Real general director Jose Angel Sanchez said points to the “absurdity” of the ban. Pending appeals, neither club will be allowed to register new players until the summer of 2017, as they will be locked out of the next two transfer windows this summer and winter. However, both clubs may register new players during the current transfer window until it closes on Feb. 1. When the ban is in place, both clubs will

However, such players would not be eligible to play for the club until after the ban has been lifted. Turan and Vidal were unable to make their debuts for Barcelona until this month. Both clubs said on Thursday that they would appeal. Atletico Madrid president Enrique Cerezo called the ban a “huge injustice.” “We do not agree with the sanctioning ruling from the international football body and are studying the documentation received to lodge an appeal,” Atletico said in a club statement. Real Madrid released a longer statement explaining why FIFA’s ban was not justifiable. They said they never used foreign underage players without registering them with the Spanish federation, as claimed by FIFA, nor signed them without complying with the required procedures. The club added that they have always informed the local federation about all the players on their youth academy, another alleged breach of regulations by the club, according to FIFA. - ESPN

Pacific Islands Forum to observe 2016 Vanuatu national elections A

t the invitation of the Government of Vanuatu, the Pacific Islands Forum has deployed a team of electoral observers to Port Vila, Vanuatu to observe the national elections which will be held on 22 January 2016. The Forum Observer Team comprises Mr Pita Vuki, Commissioner and Supervisor of Elections of the Kingdom of Tonga, and Ms Taggy Tangimetua, Chief Electoral Officer of the Cook Islands. The team is supported by the Forum Secretariat. The Forum Observer Team will be deployed in Efate from 14 to 25 January and will meet with a wide range of stakehold-

ers –including representatives of government, civil society, faith based organizations, development partners, regional and international agencies and the diplomatic corps – ahead of polling day to gain an enhanced understanding of the electoral and political environment in Vanuatu. The Forum Team will observe all aspects of the elections, including the opening of polls, casting of votes, closing of polling, and the count. “The Pacific Island Forum has deployed observing missions to national elections in our Member countries for a number of years now, with the most recent being to

Solomon Islands in November 2014 and Bougainville in May 2015,” said Forum Secretary General Dame Meg Taylor. “On behalf of the Forum, I welcome the invitation from the caretaker Government of

5 |Golden Lionel Messi

goal.com

ionel Messi is rewriting football history. Before the emergence of the Argentine attacker just over a decade ago, the game’s records were spread out among a select band of legends. But now there are hardly any left for anyone else. No player had ever won four Ballons d’Or prior to Messi, let alone five. But at the age of just 28, the Barcelona forward claimed the prestigious prize for the fifth time in Zurich on Monday and even if he fails to add to that tally in the next few years, it is unlikely to be beaten any time soon. Perhaps ever. And it’s a similar story with many of his other marks and milestones. The Argentine has long since surpassed Barca’s all-time scoring record and has now netted more than any other player in Spanish football history as well. In addition, he holds the record for goals in a single season in La Liga (50) and in all competitions across Europe (73) and was the first to break Raul’s record of 71 strikes in the Champions League, although he currently trails Cristiano Ronaldo in the continental competition. In the meantime, he also has more goals in the Clasico than anyone else and is the only player to score two hat-tricks in the history of the famous fixture. But it’s not only goals. Messi passed Luis Figo’s mark for assists in La Liga last year and along with Andres Iniesta, he has won more trophies (26) for Barca than any other player in the club’s history. His four Champions League crowns is another high, while the Blaugrana became the first team to win the treble twice as they matched their achievement in 200809 with another triple triumph in 2014-15. And just last week, Messi’s two goals against Espanyol saw him convert in six different competitions in a single season for the second time. His former team-mate Pedro had been the first to manage that feat in 2009, but Leo has now gone one better - as he usually does. The list goes on and on. And after winning six trophies in 2009, Barca ended last year with five titles to their name as they missed out on the Spanish Supercopa but claimed

the Club World Cup before Christmas with Messi in a starring role in the final against River Plate, a team that could have signed him as a teenager. Ahead of the Club World Cup, Luis Enrique said: “Messi is the best player in the world, and for me, the best player in history.” And over the last 12 months, the Argentine took his game to an even greater level, orchestrating much of Barca’s best football from a deeper position while scoring just as many goals and assisting his team-mates as well. However, 2015 did present one disappointment for Messi as he missed out on success with his national team once again, this time following defeat in the final of the Copa America to hosts Chile in July. That followed on from losing the final of the World Cup final to Germany a year earlier and remains a thorn in his side in an otherwise spectacularly successful playing career. Whether he is able to secure an elusive title at senior level with his national side remains to be seen. But even if he fails to win another trophy in his entire career, no player has dominated an era quite like Leo. Pele won three World Cups with Brazil (in 1958, 1962 and 1970), but never played his club football in Europe and you only have to look at how revered Neymar was in his homeland before struggling somewhat in his first season at Barcelona to realise there is a significant difference in the respective leagues. Pele was not up against the world’s best players on a regular basis like Messi is now. Diego Maradona was in the 1980s and many Argentines argue that Messi cannot eclipse their other legendary number 10 until he has won a World Cup with the Albiceleste. But while it is true that Diego dragged an average team through the competition in 1986 en route to the title, he also failed to score in the final. It was his pass that set up Jorge Luis Burruchaga for the winner against West Germany, but his team-mate still had to put the ball away. Had Gonzalo Higuain not missed two superb chances in 2014, it would probably

have been a similar story. Fine lines. In any case, Maradona’s best years came at Napoli and with Argentina between 1984 and 1990, but he claimed just five trophies in that period and only 10 club titles in his entire career, while his goal stats are nowhere near Messi’s. Meanwhile, Johan Cruyff led Ajax to six Eredivisie titles and three European Cups in a glorious spell at the Amsterdam club before moving to Barcelona, while another Argentine, Alfredo Di Stefano, won even more at Real Madrid in the 1950s and 1960s: eight Liga titles and five European Cups. Di Stefano was undoubtedly the star in that Madrid side, but Messi is fast catching his compatriot (who passed away in 2014) in terms of goals and the Barca forward is plying his trade in a much more competitive era. These days, players are fitter and superior technically, tactics are better, rivals are stronger and faster too, while any look at old footage also shows just how much goalkeepers have improved since the days of black and white broadcasts. The conditions now are more difficult, but still the five-time Ballon d’Or winner is posting the most impressive stats in the history of the game. And with Messi, the numbers only begin to tell the story of his incredible influence.

goal.com

Back in the 1960s, 70s and 80s, the Ballon d’Or was an award reserved for European players. Although Argentine, Di Stefano won it twice during his time at Real (in 1957 and 1959), but that was because he had started to represent Spain in 1957. However, neither Pele nor Maradona were eligible for the prize. And even if they had been, it seems unlikely that either would have matched Messi’s achievement of claiming the Golden Ball five times. Because even though Pele won three World Cups, Garrincha was very much the star in 1962 as the striker missed most of the competition through injury. Maradona, meanwhile, would have won several, but five seems unlikely in a decade in which three-time winners Marco van Basten and Michel Platini were at their peak. “Pele and Diego Maradona both made a huge difference,” Messi’s former Barca team-mate Xavi said recently. “But football has evolved. The players are better than they were, the game is better. And Messi stands out as the best at the best time in the history of football.” He is probably right. Despite the difficulty in comparing eras, football has indeed evolved and Messi is dominating an era which is supposed to be the hardest in the game’s history like no other player before him. And he’s doing it with what looks like effortless ease. He really is made of gold.

Am also observing the community and seeing that young people have changed compared to some few years ago and this might be part of not just kicking a soccer ball but another reason to life changing. As it was preached some years ago by the president of Vanuatu Football Federation and the OFC through FIFA that each club must have its own elite program and that is where facilitation of good and skillful players are to be identified. This will make it much more easier that players selected under U17 coaches will be players who already have basic football skills. With experiences through the program I think it is time that all MAs must take some more extra steps to implement grassroot football. We will have professional leagues if we have professional players and to have professional players each club must address the logic of player development . “Don’t wait for the change , be the change the world is waiting for...” - Barack Obama.

FIFA terminates its Secretary General

FIFA says it has fired Secretary General Jerome Valcke, a move that comes amid alleged corruption involving World Cup ticket sales and a number of swirling scandals at football’s governing body. FIFA says it has fired Secretary General Jerome Valcke, a move that comes amid alleged corruption involving World Cup ticket sales and a number of swirling scandals at football’s governing body. “The FIFA Emergency Committee decided, on 9 January 2016, to dismiss Jerome Valcke from the position of FIFA Secretary General with immediate effect,” the Zurich-based organisation said in a statement. It gave no reason for the dismissal but Valcke’s lawyer in New York, Barry Berke,

was defiant on behalf of his client. “Jerome Valcke is proud of all that was accomplished for the game of football during his long tenure as Secretary General, including two of the most successful World Cups in history in South Africa and Brazil,” he said. “He remains confident that he will be fully vindicated and history will recognise all of his contributions to the sport he loves.” Valcke was once one of the most powerful men in FIFA and responsible for ensuring that preparations for the last two World Cups, in South Africa and Brazil, were completed in time. A FIFA ethics investigation into the case

recommended a nine-year ban for the Frenchman, former right-hand man to FIFA President Sepp Blatter who himself has been banned for eight years. Last week FIFA’s ethics judges announced they had opened formal proceedings against Valcke, who has denied wrongdoing in the past. Valcke was placed on leave by FIFA in September following the allegations and initially suspended for 90 days in October when the ethics committee started its investigation. That suspension was extended for another 45 days last week and a ban from all football activities remains in effect.

The secretary general’s duties will continue to be carried out by Acting Secretary General Markus Kattner, FIFA said. Valcke’s case has been overshadowed by the turmoil which has engulfed FIFA in the last year, with criminal investigations into the sport in both the United States and Switzerland. Altogether, 41 people and sports entities, including top FIFA officials, have been indicted by US prosecutors for offences including corruption, fraud and money laundering. - Reuters

Premier League Stars Missing From 2015 FIFA FIFPro World XI revealed

Manuel Neuer has been selected between the posts with Marcelo (Real Madrid), Thiago Silva (PSG), Sergio Ramos (Real Madrid) and Dani Alves (Barcelona) in defence. The only surprise is that Ramos made the team over Barcelona central defender Gerard Piqué. The midfield trio is Andres Iniesta (Barcelona), Luka Modric (Real Madrid) and Paul Pogba (Juventus) with Real Madrid’s Cristiano Ronaldo joined by Barcelona pair Lionel Messi and Neymar up front. What do you think of the line-up. Other than Pique, who is missing that should be there?

The Dutchman responded in typically prickly fashion to the media’s criticism of Wayne Rooney, who returned to something like his best form against Steve McClaren’s side with two goals and an assist. “You have criticised him, I don’t,” Van Gaal said before walking away, pointing to a journalist and adding “You too. Fat man. There.” The Sun journalist Neil Custis was subsequently revealed as the man to whom Van Gaal was referring and he responded by writing: “You are right, Louis, I am fat. “I had a knee operation four months ago that stopped me running and going to the gym. FIFA Football Development programmes

FIFA Women’s Football Survey

Fifa.com Fifa.com

IFA women’s football development programmes offer Member Associations multifaceted support ranging from expertise, teaching and promotional material to football equipment and financial assistance. The programmes on offer for the next four years strive to encourage and create competition opportunities at all levels for women and girls. FIFA has set guidelines that provide all 209 member associations (MAs) with the necessary information to apply for and benefit from FIFA’s women’s football development programmes for 2015-2018. They have been developed based on feedback from member associations and confederations as well as players, coaches, referees and officials who participated in the 2011-2014 programmes. In total, there are nine different types of programmes for MAs to choose from, fo-

cusing on four main areas of football development – competitions, management, education and promotion. This includes the Live Your Goals campaign launched in 2011 to inspire more young girls and women to get involved in football. The new guidelines also outline FIFA’s ten key development principles for women’s football, which were defined by the FIFA Task Force for Women’s Football and approved by the 64th FIFA Congress on 11 June 2014. MAs can submit applications on a yearly basis by end of October latest. FIFA expects and helps its member associations and the confederations to support and develop women’s football. A lot of progress has been made but there is much more work that can be done by the global football community to harness its true potential for growth. - FIFA

he FIFA Women’s Football Survey was conducted in 2014 with the aim to gather information on six key areas related to women’s football. This response rate has enabled FIFA to make conclusions and recommendations which can be applied across all confederations. The main findings show that: • Only 23 per cent of MAs have dedicated staff for women’s football. • 80 per cent of MAs have a senior team

he FIFA/FIFPro World XI reached a fitting milestone when the 2015 team was announced on stage at the Kongresshaus in Zurich; it was the 11th time the world’s footballers had voted their fellow professionals into a ‘dream team’ of superstars. FIFA.com takes a look back at some of the key figures from the 11 XIs since the inaugural team was unveiled in 2005. 9 consecutive World XI sides have featured Cristiano Ronaldo and Lionel Messi since the pair first made the cut together in 2007. Kaka won the FIFA World Player of the Year award in their inaugural appearance, but since 2008 either Ronaldo or Messi have taken home the top individual prize in world football, continuing when the FIFA Ballon d’Or came into existence in 2010.

42 combined appearances in the World XI by Barcelona players is the record-extending figure boasted by the Catalan giants after this year’s edition. The inclusion of Dani Alves, Andres Iniesta, Lionel Messi and a first appearance for Neymar kept the gap in appearances between Barça and their eternal rivals Real Madrid at 14, with Los Blancos players named 28 times. That means a staggering 58 per cent of appearances have been by players who were either at Barcelona or Real Madrid at the time of their inclusion. 2 African players have represented the mother continent, with Côte d’Ivoire’s Didier Drogba the most recent representative back in 2007. Cameroonian legend Samuel Eto’o was named in the first two World XI sides in 2005 and 2006 while at Barcelona, and the two share a unique

bond: they are the only players outside of Europe and South America to make the World XI.

XI in 2005. 47 per cent of the players named in the 11 Brazilians have been named in the World XI, with no other country boasting more representatives. 2015 debutant Neymar completes a stellar, if rather defensive line-up. He joins samba heroes of years gone by in a Seleçao XI that would likely rival any of the World XIs with Dida, Dani Alves, Thiago Silva, Lúcio, Marcelo, Cafu, David Luiz, Kaká, Maicon and Ronaldinho completing the set. 8 players have been their country’s sole representative in the World XI, with Luka Modric becoming the latest to carry the flag alone for his nation after making the 2015 team. FIFA/FIFPro World XI since its inception have been FIFA World Cup™ winners. Of the 53 names who have been allocated in the 121 slots since 2005, 25 members of World Cup-winning squads, dating back to 1994, have taken their place in the elite XI. Cafu (2005) lifted the trophy in the USA, while three of France’s 1998 squad, five members of Brazil’s 2002 selection (including Cafu, again), a quintet of Italy’s 2006 squad and a trio of 2014’s Weltmeisters have all made the cut. The Spanish hold a particularly unique statistic: all nine of their World XI representatives are world champions. - FIFA
