EXECUTIVE DIRECTOR’S NOTE It’s been a wild and successful year! Thank you for your support and your contributions to our winning campaigns during 2012. You joined us in reaching out to elected officials on dozens of issues. You became smart growth experts through our Walking Tours & Forums Series, sponsored by the National Association of Realtors. Together, our advocacy is producing real results as walkable, inclusive, and transit-oriented neighborhoods continue to grow throughout the region.

Elected officials in D.C., Fairfax, Montgomery, Arlington, Alexandria, and Prince George’s are making smart growth a top priority, implementing transit-oriented development (TOD), and revitalizing aging commercial corridors into walkable communities. Leaders are proposing new streetcar, light rail, commuter, and bus rapid transit systems.

Our region continues to grow and we must work to ensure it does so sustainably. In good news, the District is gaining over 1000 new residents per month – 30 percent of the regional total. Demand to live in neighboring communities like Arlington, Alexandria, Silver Spring, Bethesda and just about anywhere else with a Metro station is booming. Even outer suburbs are seeking more traditional, walkable neighborhoods in Woodbridge, Manassas, eastern Loudoun, and Waldorf.

Yet we’ve also faced a concerted and well-funded counter-campaign to discredit investments in transit and walkable communities. Our opponents are advocating a new spree of highway expansion and outer suburban sprawl. So far, we’ve blocked their push for an Outer Beltway in Virginia with its bridge crossings into Montgomery County - a highway that would undermine the investment that the public and private sectors are making in efficient TOD. We still have much to do to guarantee our region continues on a smart growth path!

The Coalition for Smarter Growth is the leading organization advocating for smart growth in the Washington region. Here are just a few of our major campaigns in 2012:

CHALLENGING THE OUTER BELTWAY

PROGRESSIVE D.C. ZONING CODE

Thousands of Virginia residents have signed our petition opposing the Virginia administration’s campaign for this wasteful project. In addition, we’ve challenged the project in the media and joined with historic preservation groups to fight the highway’s destruction of our history at Manassas National Battlefield.

We launched Pro-DC in partnership with Greater Greater Washington to give voice to the thousands of Washingtonians who want to see D.C. continue its nationallyrecognized leadership in creating more walkable and inclusive neighborhoods.

MORE AFFORDABLE HOUSING

TRANSIT-ORIENTED DEVELOPMENT

In October, our “Public Land for Public Good” report detailed how D.C. can take advantage of its publicly-owned land to address the city’s affordable housing shortage.

Our policy experts weighed in on the right kind of development – transit-accessible, walkable, well-designed and community supported – in nearly every jurisdiction in the region.

NEXT GENERATION OF TRANSIT

PRINCE GEORGE’S MEDICAL CENTER

We launched this new multi-year campaign to engage the public on the need to invest in a new generation of transit, complementing our existing Metro system.

We worked with regional and national experts to educate policy makers on the benefits of placing a new Prince George’s Regional Medical Center at a Metro station.

EQUITABLE DEVELOPMENT Stronger affordable housing policies, more economic investment in underserved communities, and quality transit-oriented development (TOD) are critical components to achieving long-term sustainability and shared prosperity for our region. Reflecting this belief, our staff helped reshape policies throughout the region to incorporate a focus on equity.

D.C. INCLUSIONARY ZONING Through the 2000s, we played a major role in persuading the city to adopt this landmark housing program. In the near future, Inclusionary Zoning (IZ) will become a major producer of belowmarket rate housing.

But as the housing market recovers from the recession and new residential developments are underway, implementation issues have emerged.

Our policy staff has been employing its IZ expertise as we work closely with city officials to address implementation issues and ensure that the problems are corrected. We have also been documenting the value of the program for decision makers and the public.

A COMMUNITY LEADER Two-term ANC Commissioner Kirsten Oldenburg in D.C.’s Ward 6 (where the Hine School project is located) worked tirelessly throughout the ups and downs of a four-year process to make the Hine School redevelopment project a reality. She believes the project will bring much-needed affordable housing, retail, and jobs to this ever-improving part of Capitol Hill.

We worked with Kirsten to hold a neighborhood briefing on the Hine project prior to the Zoning Commission hearings, and helped residents supporting the project make sure their voices were heard.

EQUITABLE DEVELOPMENT

AFFORDABLE HOUSING USING PUBLIC LAND This year, we focused on public land redevelopment in D.C. as a key opportunity for the city to provide affordable housing to very low-income residents, while also meeting other citywide and neighborhood goals through great mixed-use developments.

Our report Public Land for Public Good provides the Mayor’s Comprehensive Housing Strategy Task Force and the public with an in-depth look at the city’s track record for producing affordable housing on public land. It offers recommendations as to how D.C. could use publicly-owned land to increase the supply of affordable housing while fostering economic diversity, access to jobs, and the vibrancy of our neighborhoods.

HINE SCHOOL SITE AT EASTERN MARKET METRO The Hine School mixed-use project at Eastern Market Metro combines office, retail, and housing. 46 of its 158 total units will be affordable homes, including a few at deeply affordable levels. The project also reconnects C Street SE and preserves a venue for weekend market vendors, a treasured community amenity.

But change can be messy, and neighbors debated every aspect of this carefully designed project.

We worked hard to win support for the project, which enhances its prime location and fits into the context of its historic neighborhood. By educating and mobilizing smart growth supporters in the neighborhood and beyond, and joining with local ANC commissioners, we helped move the redevelopment proposal through a contested review process at the D.C. Zoning Commission.

EQUITABLE DEVELOPMENT

WEST END LIBRARY AND FIRE STATION MIXED-USE PROJECT The West End Library and Fire Station redevelopment in D.C. promises new state-of-theart public facilities while incorporating market-rate housing, retail, and 52 new affordable housing units at two sites in the city’s job- and amenity-rich West End (between Downtown and Georgetown).

In 2012, our technical staff spoke repeatedly to the media and the Zoning Commission about the importance of the project, and in support of funding from the city for additional affordable housing units.

While the Zoning Commission approved the project with enthusiastic support from the community, a small group filed suit. We are confident, however, that the project will overcome the lawsuit and that the city will ultimately provide the funding needed to finance the 52 units of affordable housing at the fire station.

EQUITABLE DEVELOPMENT

PRINCE GEORGE’S TRANSIT-ORIENTED DEVELOPMENT (REGIONAL MEDICAL CENTER) In 2011, County Executive Rushern Baker made transit-oriented development a top priority in Prince George’s, and with the input and approval of the Council, created a $50 million Economic Development Incentive Fund focused primarily on transit-oriented development (TOD) and insidethe-Beltway investment. Plans are now afoot for a new Regional Medical Center. We have led a campaign to locate the new center at one of the county’s 15 underdeveloped Metro stations.

Of many potential sites, the Largo Town Center Metro station stands out as a location that would catalyze competitive transit-oriented development

and serve as a dynamic center for the county, perhaps someday also incorporating the seat of county government. A Metro station location like Largo would improve access to jobs and healthcare for all Prince George’s residents and lure back the majority of Prince George’s residents who currently leave the county for medical services.

But we worry that hospital decision makers are clinging to old suburban development models, looking for sites that would consume acres of land in low-slung buildings surrounded by parking lots in a completely auto-dependent environment.

We’ve stepped up our efforts to educate county and state decision makers on the many benefits of locating the Regional Medical Center at a Metro station. We have held forums with community members, brought in national experts on urban hospital design, and are working with the American Institute of Architects Potomac Valley Chapter to showcase examples of compact, transitoriented hospital facilities.

TRANSPORTATION REFORM Transportation reform and investment in transit, walking, and bicycling infrastructure have been a priority this year.

OUTER BELTWAY & VIRGINIA TRANSPORTATION REFORM The perpetual campaign to revive a proposed Outer Beltway in the outer suburbs has accelerated under a concerted push by lobbyists and the Virginia Secretary of Transportation. But we successfully stopped Virginia legislation which would have revived proposed bridge crossings from Fairfax County, Virginia into Potomac, Maryland and from Virginia’s Loudoun County into Maryland’s Montgomery County Agricultural Reserve.

Instead of supporting smart growth by investing state dollars in the Dulles Rail project, Route 1 corridor, and Tysons Corner, the current Virginia administration is proposing to spend $1.4 billion and incur $1 billion in debt for Route 460 through empty farmland in southern Virginia, $243 million for an ineffective bypass in Charlottesville, billions on the Coalfields Expressway in far southwest Virginia, and certainly billions on the Outer Beltway.

Meanwhile, we’ve demonstrated the negative impact of such a highway on the historic landscape at Manassas National Battlefield, have mapped and offered an effective alternative, and collected thousands of petition signatures from Virginians opposed to the highway.

Yet we’ve found allies in our campaigns on both sides of the aisle: smart growth isn’t a partisan issue, but a fundamental choice over where and how we should grow and how to use our tax dollars more wisely.

The Outer Beltway is just one in a series of bad transportation policies and spending proposals to which we are leading grassroots opposition.

NEXT GENERATION OF TRANSIT New transit investments are critical to creating walkable, inclusive communities, and to handling our population growth without perpetuating sprawl and generating even worse traffic.

But these investments won’t happen unless we all work together to support a new vision, just like the leaders who pressed for our Metrorail system back in the 1960s and 70s. Our newly-launched Next Generation of Transit campaign champions new transit investments, increased interconnectivity

between transit modes, and high-quality information and service.

Our first report anchoring the new campaign, Thinking Big, Planning Smart presents a broad synopsis of major ongoing and planned transit projects in the region to serve as a starting point for what we hope will be a constructive dialogue and strategic planning process by planners, policy makers, developers, smart growth advocates, and the public.

COLUMBIA PIKE PLAN & STREETCAR This year, Arlington County, Virginia engaged the community over many months to create a new vision and plan for Columbia Pike. New mixed-use development, expanded market rate and affordable housing, and new street connections and parks in the corridor are being coordinated with a new streetcar line.

This complex planning process required balancing transit and redevelopment, as well as the preservation and addition of affordable housing. After closely reviewing Arlington’s proposal for Columbia Pike and consulting with partners, we endorsed both the new development plan and the streetcar, shared our thoughts on the benefits of the plan with Arlington residents, and generated hundreds of supporter emails to the Arlington County Board thanking its members for their smart growth vision.

TRANSPORTATION REFORM

OUTREACH MATTERS

MONTGOMERY COUNTY BUS RAPID TRANSIT In Maryland, the Montgomery County Transit Task Force advanced a proposal for a robust new bus rapid transit (BRT) network for the county, joining other area jurisdictions such as D.C., Arlington, Alexandria and Fairfax in studying and advancing new transit systems. The Rockefeller Foundation commissioned the Coalition for Smarter Growth to examine the merits of the proposal and determine its political viability.

is well-integrated with walkable, transit-oriented development and fits current and future service needs. We will be reaching out to Montgomery County communities with presentations on BRT and its benefits, and how best to integrate it with sustainable, walkable communities.

After an extensive interview and research process, we produced a detailed analysis of perspectives on the proposal, levels of support, and potential issues to be addressed.

We believe that the region needs to make investments in the next generation of transit, which can be BRT, light rail, streetcar, and Metro, provided that in each case the transit mode selected

LAND USE D.C. ZONING UPDATE In 2012, we rallied support for a progressive update to D.C.’s zoning code. Written in the 1950s, the current code reflects the suburban ideas of its time, focusing on separated development and moving cars instead of traditional, walkable neighborhoods.

We have organized hundreds of D.C. residents to speak out in favor of an update that will make it easier for homeowners to add an accessory dwelling unit, eliminate needless and costly minimum parking requirements in transit-rich areas, and make it possible to open corner stores in underserved rowhouse neighborhoods. These changes will enhance the walkability of our capital city and help to moderate housing prices by reducing the cost of providing excess parking and increasing housing options.

ALEXANDRIA’S BEAUREGARD CORRIDOR The Beauregard Corridor represented a significant planning challenge, given the new Department of Defense Mark Center and past zoning decisions by Alexandria that made redevelopment of existing garden apartments inevitable. We participated in planning meetings over the past two years, reviewed the complex issues, and determined that the city’s proposed plan was the best way to go.

Working with our volunteer activists and consulting with affordable housing advocates, we urged our supporters and partners to speak up for the Beauregard plan, which the Alexandria City Council approved in May. The result will be a mixed-use, walkable neighborhood with transit, shopping, and service improvements. Thanks to advocacy efforts and city officials, the plan will include 800 committed affordable apartments to make sure the area stays an inclusive one.

AGING COMMERCIAL CORRIDORS A core focus of our work in the past year has been to promote and support the revitalization of aging suburban commercial corridors. After our Metro stations, these corridors, with their acres of parking lots and one-story strip buildings, offer the best places to accommodate growth.

By combining new transit lines with mixeduse, mixed-income, walkable development and a new grid of local streets, we can revitalize these corridors while we protect suburban neighborhoods and improve local water quality with new stormwater controls.

This year, we helped win a new transit study for the Route 1 corridor in Fairfax County, Virginia, and brought together affordable housing groups to plan for the preservation of affordable units as the corridor revitalizes.

We testified in support of three major development projects along Rockville Pike in Montgomery County, Maryland: • Reed Brothers/Silverwood at Shady Grove Metro • Hines at Twinbrook Metro • White Flint Mall redevelopment at White Flint Metro.

In Virginia, we also provided testimony supporting redevelopment plans for Arlington’s Columbia Pike and the Beauregard Corridor in Alexandria.

WALKING TOURS & FORUMS SERIES Our signature Walking Tours & Forums Series enjoyed a banner year with 17 events. Over 800 community members from around the region gained a hands-on opportunity to explore smart growth issues in their own backyards.

A roundtable with members of the Montgomery Transit Task Force, a behind-the-scenes look at the redevelopment plans for the historic McMillan Sand Filtration Site in D.C., and tours of the changing faces of Tysons and Merrifield/Dunn Loring in Virginia were among the events that drew both smart growth novices and seasoned experts and activists.

In May, over 100 friends and allies joined us at the National Trust for Historic Preservation in Dupont Circle for our ninth-annual signature event, the Livable Communities Leadership Award. Guests LEADERS & ACTIVISTS enjoyed hor d’oeuvers, wine from local Fabbioli Cellars, and great networking among conservationists, community activists, developers, architects, and government leaders. We recognized Evan Goldman of Federal Realty Investment Trust for his community outreach and commitment to high-quality TOD in winning approval of the groundbreaking White Flint redevelopment. In addition, Roger Diedrich of the Virginia chapter of the Sierra Club received our second annual Sanders-Henn Community Hero Award for his fulltime volunteer work on behalf of smart growth and transportation reform in northern Virginia.

IN THE SPOTLIGHT: CLAIRE GRON CSG is a small nonprofit and relies on dependable volunteers and interns to help make everything tick. One person who has served wonderfully in both roles is Claire Gron, a policy intern in 2010 who secured a great job at a local transit agency and has since become one of our most dedicated volunteers.

Claire volunteers frequently at our educational forums, and said she gets just as much out of the experience as she puts into it. “Very few organizations have the ability to impact the quality of life for millions of people,” she said. “So being a part of CSG makes a huge impact.”

BIG PLANS: 2013 PRIORITIES NEXT GENERATION OF TRANSIT

PRO-DC

We’ll follow up on our 2012 baseline report with a campaign to engage residents and decision makers throughout the region in creating the next vision plan for new transit networks and the funding to make it happen. We’ll also be running a focused education campaign in Montgomery County to learn about the benefits of investing in BRT and how to link it to sustainable development and existing transit services.

One of our top priorities is making sure that D.C. continues to be a national leader in the rebirth of sustainable and inclusive cities. We’ll be continuing our efforts, in coordination with Greater Greater Washington, to organize pro-smart growth D.C. residents around our Pro-DC initiative.

We’ll be especially focused on making sure that the update of D.C.’s zoning code results in well-designed, walkable, and inclusive neighborhoods as well as campaigning to increase the city’s supply of affordable housing.

AFFORDABLE HOUSING We’ll continue our efforts to strengthen D.C.’s Inclusionary Zoning program, educate the Mayor’s Comprehensive Housing Strategy Task Force on the value of public land redevelopment, and advocate for other policies to keep D.C. an inclusive city. In Maryland, we’ll push for more economic development in Prince George’s County and better access for everyone to housing and a range of transportation choices. In Virginia, we’ll continue working with coalition partners to make sure that affordable housing is a key component in the smart growth redevelopment of aging commercial corridors.

VIRGINIA TRANSPORTATION REFORM

SUPPORT FOR GOOD TRANSITORIENTED DEVELOPMENT

The greatest recent threat to walkable, inclusive communities in our region is from the current Virginia administration, with its preference for new exurban highway projects over investment in transit and repair of existing roads. In 2013, we’ll continue to challenge wasteful projects like the Outer Beltway, educate Virginia residents on key reforms needed to improve Virginia transportation policy, and make sure that smart growth and transportation reform are on the agenda in the governor’s race.

Often the best way to advocate for walkable, inclusive communities is not to produce a research paper or regional vision statement – instead it’s rolling up your sleeves and working with residents, developers, and local planners to create accessible, walkable, mixed-use projects that fit in well with the existing community.

In 2013, we’ll continue to work for quality TOD plans and projects in jurisdictions throughout the Washington D.C. region.
