Local government, an "unsustainable" business

Mayor of the Southern Downs, Vic Pennisi has expressed frustration with the funding model for local government, as being "unsustainable".

In a tense discussion with community members at Dalveen about rates within the local government area, Mayor Pennisi responded to calls for lowering the property rates, by saying that

the Southern Downs Regional Council is on a constrained budget, and rates are the only way Council makes money.

“I’ll be making representation in Canberra in June in relation to the unsustainability of the funding model for local government,” Cr Pennisi said. “I’ve made representation to the LGAQ. They’re acutely aware. At some stage in this country, there needs to be a mature conversation about how local government is going to be funded in the future.

“At the moment it is unsus-

tainable but it is what we have to live with right now, and unfortunately the only place we get our money is from ratepayers."

The Mayor, at this stage, has not divulged what will be included in the submission piece in June.

Currently, local governments source their revenue from three main sources, taxation, user charges/sales of goods and services, and federal and state government grants, with taxation (aka rates) being by far the most prominent.

The Australian Local

Government Association have said in an article on their website, that due to limited ownsource revenue-raising capacity for rural and remote Councils (which Southern Downs falls under), grants can account for more than 50% of Council revenue.

“The roles and responsibilities of local governments have increased as a result of increasing community demand, cost shifting, and the need to address market failure,” the ALGA said.

“(This is) particularly in rural areas, where it is commonly not

financially viable for the private sector to provide essential goods and services such as aged care or childcare.

“The roles and responsibilities of local governments have grown significantly over time, its revenue base has not."

In some states, such as New South Wales, their state government have introduced rate-capping, however, the ALGA found that it does not improve municipal efficiency.

Following our Stanthorpe Record newspaper report from May 12 about a black-tie event on May 6 in Toowoomba, Granite Belt Brewery and Retreat has helped raise almost $500,000 for RACQ LifeFlight.

Owner of the local drawcard-venue, Dee Davenpport said she was made aware of the importance of services like RACQ LifeFlight through personally knowing Santina Leonardi, who required the service.

RACQ LifeFlight invited the Davenports' business to supply a boutique beer and one of their ciders, as "Presenting Partners" of the gala. She also gave a speech where she spoke of

Miss Leonardi.

Mrs Davenport said the gala event was “an excellent opportunity" for their business to support and it was "pretty amazing seeing six-hundredand-fifty people" with their beer in-hand.

“We’ve got excellent (medical) facilities in Stanthorpe, but some cases are so critical and serious that they have to

Funny apostrophe card

My daughter knows I love a good apostrophe and so bought a card without one, on purpose, that literally reads, "Am sure the lack of apostrophe is killing you ..." Amusing. So wasn't it amusing to see this sign on Mother's Day, complete with mis-spelt words too. Oh dear. I do appreciate good grammar and almost wanted to reach for an eraser (which of course was in my handbag.... also a joke). Hope it was a pleasant, apostrophe-positive day in your worlds. (SV)

Please explain

I did a double-take in The Sunday Mail last weekend to see these stories side-byside? Did anyone else have the same thought? One very regal, obviously about King Charles and the other heirs to the throne... and one very NOT (regal) about two Brisbane cleaners. Failed to see the relevance of the side-by-side link? but maybe I'm reading too much into it? (SV)

There are less of them... but they are doing more

In good news for police, it seems fewer people are committing more crimes. Good, because that means every arrest in theory brings us closer to what we all want…no crime at all. Offences that are up tend to be serious offences, including domestic violence and other offences ‘against the person’ according to the latest crime stats for the state of Queensland. The Queensland Government Statistician’s office shows that the raw number of adult and youth offenders is at its lowest since records began…but unfortunately, the ones who remain are getting more active.(OM)

One shot

Still on the subject of crime, it seems rarely a day goes by without a mass-shooting in America (to be precise, we have had 202 mass shootings so far in the US, and as I type this, it is day 135...so on average there are one and a half mass shootings a day in the land of the free) but occasionally someone shows us how it should be done. A 13-year-old Michigan boy saved his sister from a kidnapper...with a slingshot. Two of his shots hit home, and apparently did damage and his little sister was saved. Maybe he should deliver slingshot training to the police, who clearly seem to lack the skills that are common here in Australia's thin blue line: how to arrest people without killing them. (OM)

Apex and Arcoola Parks to close

Readers have been commenting on the state of parks on the Southern Downs especially in the lead up to the Easter holidays.

Asking Southern Downs Regional Council about Arcoola Park in Wilkinson Street, Warwick, following consistent reader requests, a spokesperson was keen to share with the region of their plans and insights and within that commentary have notified that Arcoola Park will close. So too will Apex Park in Meadow Bank Estate.

“Playgrounds are important spaces for the community to enjoy recreationally and socially, and Southern Downs Regional Council has a duty of care to maintain equipment so it is safe to use and compliant with Australian standards and guidelines,” SDRC media advised.

“Following a high level and considered examination, play-

grounds in the following parks will require removal commencing 16 May 2023 - Apex (Meadow Bank Estate, Shilliday) and Arcoola (Mountain View, Pennant).

“Areas will be remediated and turfed to increase green space.

Council is pleased to advise essential playground works at Chase Estate Park are now complete and this playground has re-opened for business.”

Council’s Manager Parks and Operations Chris Collingwood said SDRC’s priority is community safety.

“Council conducts routine maintenance and regular safety inspections, and it is our duty of care to respond immediately when potential hazards are identified. The most secure and efficient way to do this is by fencing off areas of concern whilst inspection, assessment and repair is underway,” Mr Collingwood said.

“We recently inspected a number of playgrounds in the Warwick area and fenced off seven playgrounds due to a

range of emerging safety issues.

“Where repairs pose an unrealistic spend of ratepayer dollars, particularly with consideration to a park’s location and usage, some playground equipment will need to be removed.

“Development of a comprehensive Recreation and Open Space Strategy and an associated playground management plan will inform and enable sound

decisions on future investment in replacement structures, founded upon community need and available funding.”

Other recent developments include Council’s Parks and Workshops collaboration with the Warwick Men’s Shed to give the heritage roundabout at Leslie Park “a new lease of life” as we reported just after Easter.

The team at the Shed were

seen to “generously donate their time and expertise and the roundabout now presents as new, allowing enjoyment for years to come”, Council said.

SDRC also advised that:

The flood damaged fitness precinct at Queens Park has also benefitted from complete replacement with a significant investment in new state-ofthe-art outdoor marine-grade flood resilient gym equipment.

The swing area to the north-west corner is also undergoing a transformation with a new surface to complement a refurbished ‘bird’s nest swing’ and new carousel. Practical completion of both areas is due next week with removal of temporary fencing to follow.

Total investment is approximately $220,000 and will assist in promoting health, equality and socialisation.

EVERYONE’S ENTITLED with Andrew Gale

Ihave never made any secret of the fact that I am seriously into cars. Cars are a big part of my work, my hobby and some may even say, my obsession.

When I do a bit of self-analysis, I suppose it comes back to growing up in an outer suburb of Brisbane. The sort of place where you either relied on time-poor parents to drive you around or else fell back on a non-existent public transport network. Getting around locally was OK, on the good old pushbike. But that wasn’t suitable for the places I really wanted to get to as I got older. The inner city of Brisbane or the Gold Coast. Frustratingly nearby, but unattainable without a car.

Those teenage years that preceded my 17th birthday when I could apply for a learner’s licence dragged on and on. I read car magazines and ogled passing cars and loitered in car-lots dreaming of the day I could join the great masses of vehicularly equipped citizenry.

That day eventually came, along with all the other stuff dad had tempered my dreams with. Maintenance, registration costs, insurance, tickets, breakdowns and accidents etc. All-inall though, the positives have outweighed the negatives. After all, Australia is a nation of car users and lovers. Behind the good old United States in overall levels of car enthusiasm, but always featuring

Along with all the cars, all manner of drive-in conveniences has evolved over the years. I suppose that started with the obvious, drive-in service stations but drive-in services have evolved over the years to include all manner of things. Drive in banking, bottle-shops, laundry, carwashes and grocery pickups. During covid I even saw drive-in school pickups happening.

Who could go past drive-in food though? Here in Warwick alone I can count almost ten drive-in food and beverage outlets. All of which I have frequented from time to time. Very convenient.

Speaking of drive-in fast food, that actually reminds me of a quote I once read about Los Angeles that said “L.A. had both drive by shootings and drive in fast food in abundance. Both were deadly, one was just quicker at killing you.”

My latest drive-in however is “Drivein parenting.” Made ever so easy and convenient by the fact that three of my sons all work in a local drive-in liquor outlet. You might know them if you shop there. Three big lads who look like they could lift an entire pallet of beer themselves. This means that pretty much any time that the particular place is open I can pop in and have a quick chat with one, two or three of my boys. All without even having to get out of my car. Win-Win.

I know what else you’re thinking. I can pick up a few beers or maybe a bottle of something while I’m there, right? Well, yeah once-upon-a-time old Andy might have done that but, no, not anymore. I rarely drink anything stronger than coffee nowadays. I just do it because I love them and I’m proud of watching them working hard, building their own lives.

Elizabeth likes a garden, and the choice of home we purchased was based heavily on the garden…so heavily indeed that we ignored obvious problems with the house (the kitchen cupboards are barely able to contain themselves, and the bathroom has two basins and two faucets, his and hers… but only hers works). And I even ignored the obvious problem with the sheds… cheapie sheds with the corrugated iron running the wrong way, a perfect investment if you have shares in rust.

But the garden is bloody brilliant. Next to the garden that Elizabeth likes is a garden I do not like: a stretch of land that has been overtaken, not by nature (I wish) but by nature’s growling, red in tooth and claw, green army…of weeds. Because the soil is rich, the weeds are positively Jurassic. I remember thistles growing up around Freestone that were about two foot high, topped with a charming purple flower just the perfect height for our donkeys (yes) to nibble. Well, I think donkeys would take a step back if they saw the monsters in the ‘garden’ here. Four, five foot high, bristling with armour…and so woody that I needed a pruner as big as the thistles I remember in my childhood.

I’ve been tackling the

‘garden’ with a lopper and the mower set on its absolute highest setting, cutting the ‘grass’ (which has the wiry thickness of fencing wire, and almost as sturdy) back to manageable height. Lantana, and these kind of innocent green looking bushes that grow (if you let them) into trees that you could honestly chainsaw into weed logs six inches round, and feed to the fireplace…. I’ve planted fruit and nut trees out there. You know the expression, ‘can’t see the wood forest for the trees’…well you couldn’t see the trees for the weeds.

I’ve also seen my first snake, and it was scaled to fit the landscape. Seven foot, thick as a Subway sandwich, and probably a python…but I think there are more than pythons out in them thar weeds…because Cronkite, after merrily bounding through the grass the first few weeks he was here, now stares at the weeds as if they are the Forbidden Forest. He’s not a small cat—one is almost tempted to pat him like a dog—but he came across something, someone, ssssssssssomeone, and he now jumps at garden hoses, so I’m prepared to take a guess as to who…

Councillor storms out of chambers

"I'm about transparency for the people," Councillor.

Councillor Cynthia McDonald sensationally stormed out of Wednesday May 11's Ordinary Council meeting in Warwick, leaving the chambers following repeated warnings by Mayor Vic Pennisi on her inappropriate meeting conduct.

The Councillor questioned the Mayor and CEO on the whereabouts of meeting minutes for the Granite Belt Alliance, which has drawn complaints from the community.

Councillor McDonald said the Alliance held a meeting on March 20 and questioned why it has taken two months for the meeting minutes to be adopted and tabled for Council to debate.

“I have received a complaint in regards to the conduct of that particular meeting,” Cr McDonald said.

“It says, after consulting with the Granite Belt Alliance Association rules, it’s clear that the [Council] Chambers’ motion relating to the Emu Swamp Dam discussed at the last Alliance meeting on 20th March was in violation of Clause 11.

“Clause 11 clearly states that items on the agenda must be provided to SDRC a mini-

mum of five working days prior to the meeting, and the agenda will be forwarded to members at least three working days prior to the meeting.

“This did not occur. An item was put on the table, (and) they have asked for it to be revoked, and I believe a letter has gone to both yourself (Mayor Pennisi) and the CEO in regards to this.

“I haven’t seen the minutes, so I cannot even talk to it. It’s very difficult for me as a Councillor to do my job with effective transparency when I haven’t seen minutes from a meeting that was conducted in March. Can I ask where they are."

Mayor Vic Pennisi responded by saying the minutes will not be released until they have been adopted in case there are corrections that need to be made.

“They haven’t been adopted at this point in time… [but] they will be adopted at the next meeting,” Cr Pennisi said.

But Councillor McDonald was not happy with this response reiterating that Southern Downs Regional Council have received pubic complaints regarding the conduct of the March 20 Granite Belt Alliance meeting.

The Mayor cautioned Councillor McDonald against her interruptions and interjections with the meeting—to which the Councillor said she would just leave.

Councillor Cynthia McDonald said she cannot do her job with effective transparency if her colleague won't provide crucial information - Photo on Facebook.

“Mr Mayor, I’m about transparency for the people. I don’t need to stay here if you cannot conduct a meeting with transparency,” Cr McDonald said upon leaving the Chambers.

Cr McDonald was officially issued with an order of inappropriate meeting conduct by the Mayor due to her continued interruptions and interjections, and asked to leave the meeting.

“I’ve already said I’m leaving, Mr Mayor,” Cr McDonald said.

The Mayor addressed the public complaints following Councillor McDonald’s departure, saying there will be a process to follow and they will be on the agenda for the next Granite Belt Alliance meeting.

Councillor Jo McNally raised her concerns for the delay in tabling the minutes, saying the Condamine Alliance’s minutes have been tabled and adopted, for a meeting that was held after the one in question.

“I suppose we’re all wondering why it’s taking so long for those minutes to come to Council,” Cr McNally said.

Fire impact workshop

Staff Reports

editor@thedailyjournal.ink

The impact of fire on the biodiversity of the Granite Belt will be the focus of a fire ecology workshop organised by the Stanthorpe Rare Wildflower Consortium and to be held on Saturday May 17 in the Glen Aplin Hall. It will get underway at 9.30am and aims to finish at 3pm.

The Burning for the Bush workshop will feature guest speakers Dr John Hunter, an experienced fire ecologist from

Armidale, and his colleague, Dr Peter Croft, a former New South Wales National Park

Ranger with extensive experience of fire in granite ecosystems. There will also be speakers

from the Queensland National Parks and Wildlife Service and the local Rural Fire Service.

Secretary of the Consortium, Liz Bourne, said that local flora was fire adapted but the frequency, intensity and timing of fires could affect the response and long term survival of some species. Combined with the impacts of climate change, altered fire regimes could have significant impacts on local flora and fauna.

"The workshop will be very useful for those landholders wanting to learn more about the impact of fire on local ecosystems and how best to use pre-

scribed burns to protect biodiversity," she said. "It is sure to stimulate some interesting discussion with our presenters about how our local flora responds to fire, particularly threatened species."

As well as property owners, they welcome the participation of anyone "with an interest in learning more about fire and biodiversity".

To register go to https:// www.trybooking.com/CHIHD

There's a fee of $10 to help cover costs. Morning tea and lunch will be provided as part of this registration fee. The closing date for registrations will be Sunday May 21.

Warwick courthouse news

A44-year-old man has been charged with unlawful possession of stolen property, entering a premises, stealing a vehicle, evasion of police, and five charges of breaching bail.

In early April, the man reportedly broke into a local Warwick business with several accomplices, who stole car parts, while he hitched up a trailer before driving off.

CCTV footage picked up his number plate while it was towing the trailer, while the stolen car parts were reportedly sold to a scrap metal yard by the other offenders.

When police found the trailer residing on the defendant’s property, he reportedly told police he believed the trailer was abandoned when he took it.

The defendant was also found guilty of possessing a riffle scope suspected of being stolen.

In late April, the defendant was indicated to stop by police, but the defendant instead sped away from police in his car, and was later located by officers, telling them he did not pull over because he “did not want to go back to jail.”

During this offence, he was on bail, and had failed on five occasions to report in throughout April and May.

His defence lawyer told the court, that the man was a father of two children, who had suf-

fered a motorcycle accident and put on a disability pension.

Magistrate Virginia Sturgess said the defendant had no reason to be in Warwick, as his bail conditions required him to report to Jimboomba.

“You’re making things very difficult for yourself, for the evasion offence you could either get a substantial fine, or time in prison,” Magistrate Sturgess told the defendant, “If your motivation for committing these offences was avoiding jail, that’s pretty stupid, as they will lead you straight there.”

The defendant had an extensive criminal history going back several years.

He was imprisoned for six months with an immediate parole release, fined $7187.50,

and was disqualified from driving for two years.

“You should not have been in Warwick to commit these offences on these dates. Get out

of town, I don’t think you have many lives left in terms of maintaining your bail if you continue to breach it.”

Reconstruction Project

Cunninghams Gap Reconstruction Project (TMR) has identified areas on the uphill slope which “may require some degree of scaling or stabilisation” in order to reduce rockfall risks.

Stage 1 of the project began on January 1, and Stage 2 is expected to start

late this year if weather and site conditions permit.

Stage 2 will involve installation of rockfall projection systems, Gap Creek Bridge works, installation of slope monitoring technology, and the completion of works around the Main Range National Park car park.

“Due to the complexity of the recovery work, and to ensure the safety of the workers and the public, there may be a requirement for occasional short-term tem-

porary closures of the Cunningham Gap” Reported the Chamber of Commerce, noting that they would give notice for these closures.

The Department of Transport and Main Roads is reportedly seeking feedback from the community on their movements through the area, including from the freight, farming and tourism industries.

They can be contacted on 1800 497 100, or cunninghamsgap@mcilwain.com

Local government, an "unsustainable" business

Continued from page 1....

“(Rate-capping) places a significant burden on Councils when it comes to their ability to raise revenues in line with their communities’’ increasing demand for services and amenities,” the ALG said. A 2006 report by PriceWaterhouseCooper examining the long-term financial sustainability of local governments, found an estimated $14.5 billion shortfall for infrastructure renewal work.

The National State of the Assets report 2018 highlighted the growing amount of ageing infrastructure requiring renewal is estimated to be around $30 billion.

Southern Downs Regional Council Mayor

has continued to voice the difficult situation the Council is in to meet its requirements for infrastructure replacement and renewal.

“We have twenty-two thousand ratepayers, and we collect about thirty million from those ratepayers, but our budget ends up being around ninety million,” Cr Pennisi said.

“We’ve hit the infrastructure cliff with a big bang. In the next five to six years, this Council needs to find somewhere in the vicinity of two hundred to three hundred million for ageing infrastructure.

“We have five hundred million worth of pipes underground that need replacing. Those pipes went in, in 1930. We can longer ignore them.

“The funds just haven’t been there to do these things, but (we) can’t ignore them any longer.

“We have until December this year to give the EPA a plan on how we are going to deal with sewerage in Stanthorpe because it can no longer have a flood go through it.

“We need to find other sources of income. We just can’t impose more and more, significantly higher rate rises on the twenty-two thousand ratepayers we have now.

“Our inward costs are going up seven per cent at the moment, but our population growth is only one percent.

“For us to be on the magic number, we need five-to-ten thousand more people right now."

Enid Alma Halloran was born on September 14, 1921. She was the second child born to Cliff and Pearl Halloran, who had moved to the Granite Belt from the Inverell area. Enid and her brothers Stan and Laurie and her sister Rene grew up on an orchard between Cottonvale and Thulimbah. She lived in the Granite Belt all her long life.

Thulimbah State School was

an important part of Enid's life - partly because she didn't go beyond primary school (year 8), and because her teacher Mr Jeays was such an excellent teacher. In 1935 she passed the Scholarship Exam - one of only seven girls in the district who did - but when others, who could afford to, went on to boarding schools, Enid repeated the year and took care of the house because her mother was unwell. She passed the Scholarship Exam a second time, but that was the end of her education. There was no high

school in the district then. With her brothers, Enid was always sports-mad. Cricket, with a fence paling as the bat, and tennis, endlessly hitting a ball against the side of the house for practice until their mother got tired of the noise and began chipping a flat area to make a tennis court. Sport became the hub of their social life, and Enid was a very good tennis player. She won her first schoolgirls' district championship the Christmas she was 14; a new tennis racquet was the trophy. That racquet was the first of

many trophies in tennis, and golf, and other awards. About that time, when she was 15, it was suggested she go to Brisbane to join a tennis squad, but her parents decided she was too young to be away from home by herself. She received The Australian Sports Medal in the year 2000 for her services to sport.

Stan brought home a friend who also played tennis wellJack Hamilton. Jack said later he fell in love with Enid's crosscourt volley. They were married in December 1940, war-time. They leased an orchard for a year, the Horrocks' place at Cottonvale. But Jack was in the Militia, and was sent to New Guinea where he joined the AIF. Enid moved back to her family home and their first child Denis was born in 1942. At the end of the war, second child Lorene was born, and they bought a place at Cannon Creek. By 1950, they'd moved to their orchard at Cottonvale, near the Rabbit Grid on the old New England Highway, where 2 more daughters were born, Jill and Jennifer. The family spent 25 years there, building up and improving that orchard.

Enid was a doer. She was always liked to be doing something, to get things done: children were home-schooled when we were too little to ride our bikes the distance to school; she was active in the CWA which she joined when she was 14, and she and Jack played sport in Stanthorpe, Warwick and Tenterfield, sometimes in Brisbane, and ran a private order business sending fruit all over the State. In the fruit season, Enid also sold fruit from the roadside stall they'd built. Tennis was weekend gatherings on the clay court Jack had built, or elsewhere, and later playing golf. There was lots of gardening, baking, and sewing for the family and neighbours.

They sold the orchard in 1976, and moved to Stanthorpe. Enid had been writing the golf notes for the Border Post, and Editor Ken Whitton asked if she would take over the social page. She said she would, if she could make it a community page rather than a social page. So began her In Touch page which she wrote every week until she was over eighty. She'd write a page or two ahead when they went travelling, and post back copy while away. She and Jack travelled to the UK and Europe, New Zealand, & made many trips in Australia.

Enid was always ready to vol-

unteer to help others. She was active in many organisations and influential in the Historical Society & the Museum for many years. When Jack became unwell in the 1990s, Enid began her Saturday morning teas so he could socialise - open house every Saturday morning where everyone was welcome. She cooked scones for those mornings right up until she was 99.

Jack passed away in 2001 and Enid lived by herself, and drove her little yellow car till she was almost 98. When Covid hit, it was clear that she needed some help, and Jennifer lived with her for a year. Enid celebrated her 100th birthday while living in aged care, still wanting to be active and to help others. At 101 years old she was still walking around at pace with her walker, even though she'd lost her sight by then. Still remaining optimistic and indomitable.

Enid Hamilton passed away on May 6.

Also sharing their story to raise funds, Warwick couple Vanessa and Mark Richards spoke of using RACQ LifeFlight when their two-year-old son became severely ill and collapsed. He was rushed to Warwick Hospital, found to have developed severe Respiratory Syncytial Virus (RSV), the transportation given able to render life-saving medial treatment.

Warwick Art Gallery Exhibition

Warwick Art Gallery is pleased to present The Interior by Natalya Hughes, an exquisite national touring exhibition, opening to the public on Saturday 27 May 2023. The exhibition is presented by the Institute of Modern Art (IMA) and toured by Museums & Galleries Queensland.

Drawing on the gendered power dynamics between public and private space, the exhibition presents a playfully exaggerated consultation room.

Combining sculptural seating, richly patterned soft furnishings, uncanny objects d’art, and a hand-painted mural, The Interior creates a stimulating space to unpack our collective and unconscious biases.

Natalya Hughes, one of Australia’s most exciting mid-career artists, is known for her explorations of decorative and ornamental traditions and their associations with the feminine, the human form, and excess. Recent bodies of work investigate the relationship between Modernist painters and their anonymous women subjects.

In The Interior, Natalya builds on her interest in the role of women and their historical absence from positions of power. The exhibition asks, “Can we use the talking cure to solve society’s ‘problem’ with women?”

The custom-made couches that dot the gallery take their lush contours from the shapes of the female body, and their detailed upholstery

reveals motifs of eyes, rats, and snakes taken from patient case studies from the father of psychoanalysis, Sigmund Freud.

Audiences are invited to recline and be enveloped, soothed, and held by the furniture’s womanly forms while taking turns playing analyst and patient. With this bodily encounter  The Interior creates a space where the existence of women can be reimagined on different terms in the post-‘Me Too’ world. About the exhibition the artist said, “In this work I wanted to explore something of society’s unease with women; I am interested in the representation of women, how we are conceptualised, and why expectations of us are so slow to shift. Freud founded psychoanalysis - a theory which informs much of my art making. Women are also problematic within his work, but psychoanalysis provides a useful framework for dealing with problems around gender and what we value. By mining Freud’s references and imagery of women, I seek to see what they might offer or reveal in order to more equitably reimagine the idea of ‘woman’”.

Exhibition curator, Tulleah Pearce said, “The IMA is thrilled to present this new commission from Natalya, a significant undertaking within her practice. This exhibition is deeply researched and intricately executed – the pattern details drawn from Freud’s case studies and the furnishings inspired by his consultation room really reward close viewing from visitors. We are also excited about the playfulness involved in The Interior, where the audience is

asked to complete the work by stepping into the roles of analyst and patient. Hopefully, this participation reveals something surprising to those who take up the offer.”

In November 2021, Natalya was announced as the recipient of the Michela & Adrian Fini Artist Fellowship, awarded by the Sheila Foundation, helping the artist to realise The Interior, her most ambitious project yet. The Fellowship supports the development of new

work by contemporary women practitioners at a critical juncture of their career and assists in the presentation and documentation of the work at contemporary art spaces within the national Contemporary Art Organisations Australia (CAOA) network. The Fellowship was established through the generosity of Sheila Foundation board member Michela Fini and her husband Adrian, and is awarded annually over three years, to provide vital support to women artists and contemporary arts institutions around Australia.

This project has been assisted by the Australian Government through the Australia Council, its arts funding and advisory body.

The Interior is on display at Warwick Art Gallery until Saturday 8 July 2023.

More safety concerns about glyphosate

The safety of the herbicide Glyphosate is again under scrutiny following recent research into the long term human health effects of exposure. Exposure to glyphosate can occur through direct use of the product or via consumption of foodstuffs which have residues of glyphosate. The health consequences of low level exposure to glyphosate may not be apparent for many decades.

Since it was first introduced to Australia in the 1970s as Roundup, glyphosate use has increased 100-fold. Herbicides containing glyphosate are now common garden and farm chemicals. Glyphosate based herbicides are used in crop-topping and desiccation techniques to enhance ease of harvest and crop profitability in wheat, canola, chickpeas, lentils, Mung beans, field peas and feed barley. Crop topping is a technique used to control late season weed seed from setting. Desiccation is a pre-harvest technique used to promote uniform maturity to allow headers

to easily process a crop. Both desiccation and crop topping employ glyphosate applications over crops. Organic farmers in Australia are not permitted to use glyphosate or glyphosate based herbicides in their farming operations.

In 2016, The Australian Pesticides and Veterinary Medicines Authority reviewed the evidence against glyphosate and deemed it safe to use provided that all label instructions were adhered to. Since then, considerable research has been conducted which casts doubt on this ruling.

Recent discoveries have found that glyphosate disrupts the nor-

mal biochemical pathways which occur within beneficial gut bacteria in the human gastrointestinal tract. Specifically, the shikiimate pathway, which is involved in amino acid synthesis, is disrupted, resulting in depletion of the amino acids tyrosine, tryptophan and phenylalanine. Glyphosate alters the composition of the gut microbiome by killing glyphosate sensitive gut bacteria. Researchers found that more than half of the bacterial species in the human gut microbiome are potentially sensitive to glyphosate. Disturbance of the gut microbiome is increasingly connected with many neurological diseases, such as

Parkinson’s disease, dementia, multiple sclerosis and autism. Glyphosate based products may have an impact not only on the human microbiome but also on the microbial composition of soils, plants, the herbivore gut microbiome and on secondary consumers.

Dozens of countries worldwide have banned glyphosate use. In Australia, some local government authorities have phased out glyphosate, citing health and safety concerns regarding workers who have developed non-Hodgkin’s Lymphoma after exposure to the herbicide. In September 2023, a class action of more

than 700 people against Roundup manufacturer Monsanto is due to commence. The class action seeks compensation for individuals who have been diagnosed with non-Hodgkin’s Lymphoma due to exposure to Roundup. As of May 2022, Monsanto has settled over 100,000 Roundup lawsuits and paid out around eleven billion.

Free on-farm energy program

Queensland Farmers’ Federation (QFF), supported by Acciona Energía, are offering a free on-farm energy efficiency program to producers and growers in the Southern Downs and Goondiwindi Regional Council areas.

The program reviews energy consumption and farm operations to understand current energy use. An Energy and Carbon Action Plan is then developed, identifying tangible ways to reduce energy consumption and to lower carbon emissions. Producers and growers can either participate individually or in a ‘cluster’ of farms in their local area.

To find out more or to register to participate visit https://www. qff.org.au/projects/energy-sq/

Pozieres' apples are sweeter than sweet

Sunday May 14 marked the 80th anniversary of the sinking of the Centaur.

Jeff Hughes, Chief Executive Officer of This Story Australia, is known to local readers for the work he has done with local author Deborah Wheeler on their internationally awarded documentary, Second Generation ANZAC: The Story of Alf Carpenter.

After the competition of Alf’s story, Mr Hughes then focused his attention on recording details of the sinking of The Centaur.

Although clearly marked as a hospital ship, it was sunk by the Japanese on May 14, 1943. The wreck of the ship was not discovered until December 20, 2009 just south of the tip of Moreton Island.

“The Centaur sunk at just after 4am after it was hit by a single torpedo from a Japanese submarine,” Mr Hughes said.

He has spent twelve months interviewing people who lost family members aboard the Centaur, as well as other signifi-

cant identities involved in the search and writing the history of the WWII hospital ship.

Another important piece of the story has been the inclusion of audio commentary from two of the survivors of that nightmarish event who has since passed away.

Deborah Wheeler discovered local veteran. Private Percy Lewis Clegg had been assigned to the

2/3 Hospital Ship ‘The Centaur’ at the time of its sinking. Sadly, Mr Percy was not among the 64 survivors.

Both Jeff Hughes and Deborah Wheeler were in attendance at the 80th Anniversary Commemorations on Sunday May 14 and we will cover more of this story in next week’s newspapers.

In news that's sure to tug at the heart strings, apple orchard Farmer David McMahon chose Farmer Wants a Wife entrant, Emily, to remain with him in Pozieres, as aired on the Channel 7 network on May 14. Saying he's "over the moon" about meeting Emily, a teacher, David made what was seen as a challenging decision, as he had also forged a strong bond with Lorelei. Our newspapers will report more from the couple in Friday's edition and apologise that last week we incorrectly implied that baby Robert's parents were the older McMahonsJeff and Rosemary. Baby Robert, who was three weeks old at the time of filming the episode that aired on April 30, is David’s

brother Paul and sister in law, Megan's son - Robert is now more than six months old and at the time David said he'd made an early TV debut.

It was another entertaining weekend of rugby league in the NRL, but sadly a few key decisions and the Bunker once again played a large part.

That all started on Thursday night as the Broncos travelled down to Melbourne to take on the Storm, looking to end a long winless run against the premier team.

The signs were good early, that was until Adam Reynolds was forced from the field after a sickening collision with the ground that saw him ruled out for the remainder of the game.

Then the Bunker came in with a decision to sin bin Patty Carrigan for a hip drop, only for him to be not charged the next day.

There seems to be a lot of grey about what constitutes a hip drop and what doesn’t, and when match officials struggle to determine what one is and isn’t, it doesn’t leave much hope for fans.

As the Dragons struggle for form, the last thing they needed was a harsh call to go against them, and that’s exactly what happened when Jayden Sullivan was sent to the sin bin for what appeared to be a player lying all over him.

The Cowboys piled on three tries in that 10 minutes to effectively take the result out of their hands and resign St George Illawarra to yet another loss. Around the grounds and the Gold Coast Titans continued their up and down season with a big loss at the hands of the Newcastle Knights.

They led early in the second half after conceding a try right on the stroke of half time, only for their defence to completely capitulate and leave their fans wanting consistency once again.

This weekend features a number of big games, starting on Thursday as Brisbane returns home to Suncorp to face off with the Panthers, who are coming off a massive win over the Roosters.

The Broncos edged Penrith out by a point in the opening round, and need a win to maintain a share of top spot on the ladder with the Rabbitohs, who are favourites to continue their solid run over the Parramatta Eels.

We also see the Dolphins back in action after their bye, as they play host to Melbourne at Suncorp on Saturday night.

If they can bring their form against Cronulla to this game, they’re a big chance of causing yet another upset this season.

Bus needed

I live in Killarney and I was thinking it would be fantastic if we could get a bus to come out here once or twice a week from Warwick to give people that live here the chance to go into the Rose City Shopping Centre or go to the banks etc.

Missing meals a

concern

What would you say if I told you that Australian kids are going without meals because their mothers can’t afford the weekly grocery shop? Or missing school because there’s not enough money to put fuel in the car after paying rent?

Indeed, some mums are skipping meals almost daily, just so they can feed their kids and keep a safe roof over their heads.

In such a "lucky" country like Australia, this is difficult to believe but sadly, it is the reality for more and more people.

"I cannot afford to buy food for my kids sometimes and most times I go without food and have lost 40kgs in the last nine months because all my money goes on keeping a roof over my kids heads and trying to keep them in a safe place." –55yo female supported by The Salvation Army

This is just one of countless heartbreaking stories from around the country. Loving mothers who are going without basic essentials like food, fuel, and electricity – let alone extras like “new shoes”, “school clothes”, “better toothpaste”, or “birthday presents”. (I quote these items as they are taken directly from stories from our clients.)

When there is nothing to eat, I sell something of my own to get

I don't think people would mind paying for something like that if they get the chance to go somewhere for a few hours. A lot of people don't have a licence or a car to get around in. It would be good to see if any of your readers think it is a good idea or not.

Thank you.

by that week. I get paid fortnightly so I shop when I get paid and always run out no matter how much I buy. All our mental health has declined. I try my hardest to make sure I have everything they need." – 28yo female supported by The Salvation Army

As I read through stories from people we have supported, one word catches my attention – a 34-year-old mum says she feels like a “failure”. Imagine skipping meals, giving everything you can to your children, yet thinking yourself a failure! She isn’t a failure at all. She’s a person doing the best they can with what they have, who needs a leg up to get through these tough times. Someone who shouldn’t struggle alone.

So, considering this, I would say that we, the wider Australian community, need to take action. Let’s not fail that hardworking mother.

I would ask anyone who is able to please give to this year’s Red Shield Appeal. I know times are tough and money is tight, but sparing $10, or even $20 or $50, makes a pivotal difference. That gift could be the reason a child doesn’t miss a meal – or a mother doesn’t starve so her kids can eat. It could be the reason that nobody struggles alone – because, I think you’ll agree, nobody should.

The Long Paddock with Gerard Walsh

There is nothing quite like looking at a sports match and seeing the trees in the background.

It happens at polocrosse and cricket and definitely at the International club in Stanthorpe where football is the winter sport.

International and United

use International as their home ground while Carlton and City are based at the C.F. White Oval.

There are a few less trees at C.F. White Oval than the International club but being in Stanthorpe on Saturday afternoon showed me the strength of sport on the Granite Belt.

There was also football

at Ballandean with the country club up against the Stanthorpe-based club Carlton on Saturday.

It is amazing a community the size of Stanthorpe can have six football clubs across most senior and junior grades as well as junior rugby league teams across all grades, two senior teams and netballers galore.

A lot of the stars in national and international sport are from the country, one who comes to mind is Shane Webcke. Shane has a hell of a lot of respect for what he has done for sport and from his playing days.

Farmer time I have never watched Reality TV but did for the first time in the past two months as I followed the progress of David McMahon from Pozieres in Farmer Wants A Wife.

He is local and I knew of the McMahons from the Stanthorpe area.

Interesting he did an engineering degree after year 12 and then worked as an engineer for eight

years before coming home to the farm.

Looking at the segments of the show, I reckon Emily will be a great wife for David.

He showed a lot of respect for the girls through the whole show and in my opinion was a

great ambassador for his district, the Stanthorpe community and his family.

Two more farmers still to choose their future wives, I will probably watch next Sunday but it won’t really matter as David has found his future wife.

In a blazing finish, the Gatton Hawks A Grade outfit denied the Wattles Warriors a third season success at a rain impacted Cahill Park on Mother’s Day Sunday May 14, finishing 16 – 12 ahead.

The Hawks overcame a 12 – 0 first half deficient to eventually draw level and later ease past the Warriors with just four minutes remaining on the match clock.

Both sides wrestled to a 12 – 12 half time lock up, with Hawks winger Tye Gray’s winning touchdown in the corner the only points registered in the second stanza.

The ‘Stillwater Pastural Company’ Warriors asserted themselves early after front-rower Jacob Leach crossed in the fourth minute, and lock forward team mate Jordan Crocker touched down ten minutes later.

The Warriors were looking confident but tries to Gatton hooker George Tavita in the twentieth minute and slick centre Blake Appo seven minutes prior to the break,

saw the second half start level pegging.

The latter stages of an error ridden second stanza saw Wattles half Brayden Paix and Hawks sharp shooter Hayden Lipp jostling for field goal attempts, but to no avail.

Both sides failed a roll call with the score still level at a dozen each and sixteen minutes to play, with Wattles fullback Matthew Christensen and centre Nick Van Der Poel dispatched to the sin bin along with Gatton winger Tyrell Woodley.

It was a fierce defensive stoush across the 42 minutes since the previous try before Gray threaded through the edge of Wattles defence.

The Warriors gained possession in the final 39 seconds of the game and tested the Hawks with halfback Brayden Paix sending a rampaging Mitch Duff to the line but success was not to be.

Skipper Ty Gardner shone in a strong captain’s knock, while Matthew Christensen also posted another polished performance in a match that has seen their team tumble a few rungs out of the Hutchinson Builders A Grade premiership top five.

Halves Tom Morris and Paix were busy plying their trade and their bag of tricks while the forward pack deserves many accolades for their defence and effort with the ball.

Wingers Jake Meddleton and Mitch Bourke were prominent throughout, while teenage back-rower Harry Schwenke was blooded in his second TRL game, and held firm in a mighty contest between two traditional foes.

The second round of the club’s championships was held on Saturday, May 13, so another stroke event which was sponsored by club members, Mark and Racheal Hendry and we thank them for the day. In addition, the stroke event was also the May monthly medal and putting competition.

The men’s event was won by

Terry Roser after he returned a nett 68, the lowest for the day. An improved round from Terry who has been treading water of late so he was pleased to back on the dry fairway for a very good round.

Keith Jones, after an indifferent front nine, produced a good back nine to lift him in to runner up for the day. Lowest gross round for the day was from Matt Burgess with 76. Putting honours for the men to Greg Fraser on the day.

Ladies’ event went to Lyn Ludlow who finished with a nett 74, just one ahead of Lisa Stuart

who was runner up. Lisa however did manage to have the lowest gross score of 90 for the ladies as well as best putting score of 28 for the round.

Men’s pin shots claimed by Matt Burgess at 3, Scott Constable at 12 and Matt Leigh at 17. Ladies pins went to Marie Cook at 17 and Lyn Ludlow at 12. No takers for 3. Pro-pins were won by Billy Webb at 1/10, Scott Constable at 5/14 and Keith Jones at 9/18, A double for Keith as he also collected the birdies nest at the ninth hole.

Dungey and Phil Wagner on Sat. 20th May. Social: Pamela Kerr, Ken Hayes and Trevor Wright def. Peter Guy, Edwin Welsh and Bryan Wright 27-13.

Coming Events for May: Wed. 17th: KFC sponsored Bowls; Sat. 20th: Social and Final of S.S. Pairs (see above); Wed. 24th: Social; Sat. 27th: Social;

In the run down, scores of nett 74 and better for the men and nett 81 and better for the ladies received a voucher.

With the second round of the championships now complete, a number of contenders are putting themselves in position for the final two rounds. All of the divisions in both men’s and ladies’ sections of the draw have a handful of players who are in contention to win their division, very close to call at this stage.

Journal Town & Cup game to Stanthorpe

Stanthorpe will be one of seven Queensland country centres to stage a Hostplus Cup rugby league match in July as part of Country Week.

As the Queensland Government extends its sponsorship of the popular Activate Queensland Country Week initiative, the Queensland Rugby League and clubs are now preparing for the games.

It is anticipated there will be some curtain raisers to the cup

Country

game so the odds are the game will attract some fans from the Warwick area.

game but Stanthorpe Rugby League president Roger O’Brien is still waiting for more information.

Border Rugby League games could be part of the program.

The Hostplus Cup is in second best competition in Queensland after the NRL.

The game in Stanthorpe will be between local team, the Western Clydesdales, and Townsville Blackhawks.

This season, the Western Clydesdales are in the competition for the first time in two decades.

Recently, Warwick winger Mitch Watson scored five tries in a cup

Field goal crucial for Cowboys

Alate field goal by Nick Carrie helped secure a Warwick win against Dalby in the Toowoomba Rugby League

A-grade fixture at Father Ranger Oval on Saturday night, May 13.

After trailing 14-12 at halftime, Warwick conceded two early tries in the second half before fighting back with two tries by hooker Harry Sullivan from dummy half.

Dalby then scored a tries at the southern end of the ground when a player went on an angled run from 30m to lead 28-22.

Soon after, Dalby looked set

to score again before some great defence by Carrie saved the day for the home side.

Replacement Joe Wagner then darted over in a short run close to the line, fullback Nick Chapman converted for 28-all.

Warwick was 10 metres out when the ball went to Carrie and

he slotted the field goal for a one-point lead.

“The pass went to me on the third or fourth tackle, I was in front and went for the field goal,” he said.

“It is the first time I have kicked a field goal to put a team in front close to fulltime.”

Narrow win for Redbacks

The Warwick's Gardens Galore Redbacks held on in a nail biter at Lyle Vidler Oval in their round 4 match against the South Burnett Saints.

The Redbacks started well with a 20-8 first quarter with a slight breeze behind them. Shane Iles registered his first of the day early in the quarter and looked like he was going to be a handful for the Saints defence.

Midfielders Josh White and Samson Lowney nailed goals on the run to take the Redbacks into the first break with a 12-point lead.

The second quarter was an arm

wrestle with both teams kicking two goals. Cameron Goulter pushed forward taking a strong mark and converted the set shot to keep the Redbacks in front at the main break, 5.6.36 - 3.5.23.

The Saints came out strong to start the second half but it was the Redbacks who did the damage on the scoreboard registering three goals, five behinds to the Saints one goal one behind, blowing the lead out to 29 points at the end of the third.

Sam Platz kicked a great goal on the run, Tyhe Clarkson intercepted at the half forward line and kicked truly and Shane Iles registered his second shortly after.

The final quarter was all the Saints booting five goals to one to come agonisingly close to stealing the match from the Redbacks. A

string of poor discipline resulted in the Saints piling on five goals in a row and bouncing into a threepoint lead with five minutes left on the clock. Samson Lowney was taken high in a tackle inside the Redbacks 50 and calmly slotted his second goal to put the Redbacks back in front with a few minutes to go. After 30 minutes of play in the last quarter the final siren sounded with the Redbacks claiming a very hard fought win on the road by four points. Cameron Goulter was exceptional taking several strong contested marks and taking home the Ben Brooks Medal for his courageous game. Brendan Iles and Steven Tapp worked hard in the dying moments of the game repelling attack after attack from the Saints. Young gun Connor Lloyd had the

This is the second time Stanthorpe will host a game as part of Country Week on the weekend of July 15-16. It is unknown at this stage which of the seven games will be on the Saturday and which on the Sunday.

For the first time, a cup game will be played at Weipa with the Northern Pride and Sunshine Coast Falcons to do battle. Other first-time venues are Wondai and Miles.

Wondai will host the game between Wynnum Seagulls and Norths Devils while Miles is the venue for the Redcliffe Dolphins and Burleigh Bears.

An apprentice carpenter, Carrie trains Monday, Wednesday sand Friday with the Clydesdales in Toowoomba and on Tuesday and Thursday with the Cowboys.

Carrie is one of the busiest players in Cowboys ranks.

He is part of the Clydesdales under-21 squad and if selected, will play in the state-wide competition at the weekend. If not, he will play for Warwick.

“I am learning a lot from under-21 coach Gus McKellar and like playing both Clydesdales and Cowboys,” he said.

“I love coming back to the Cowboys.”

After Carrie landed the field goal with three minutes to go, Warwick took the ball downfield and scored right on fulltime for a 33-28 victory.

job on twice Holman Medallist Nathan Trace in the second half and showed he has what it takes to run with the best in the business, laying some very solid tackles and finding the footy himself.

The Redbacks have the bye in round 5 but will return the Warwick Credit Union Oval on May 27 to take on the Hawks.

Coach Col Speed said his side showed a lot of character to get back into the game during the second half.

“We have to be more patient when in attacking range and not let the opposition off the hook,” he said.

Player points went to Byron Creighton (3), new prop Damian McIntosh (2) and Carrie (1).
